Francisco Sardinha, the x cm and a long term minister known for his spineless ways has not much achievement to his name in the history of Goan politics, except scandals like the infamous marks scandal whereby he tried to use his political offices as education minister to manupulate the marks of his niece and got caught with his pants down, thereby in the act. thanks to the then strong student community, which is totally extinct today. Upon filing his nommination papers, Sardinha announced that he would try to fight against the ban on bull fights? is he trying to do a Churchill on the electorate of south Goa, specially the coastal areas wherein bull fights is a common sport? Please, a person who couldnt do much while he was an active politician in goa and ultimately was trounced by a mere rokie like Reginald lourenco, is just shooting in the air and his voice wont even be heard in the huge parliment. The best Sardinha can do is organise bull fights of another typewith all the 40 buffaloes at porvorim...and although he is not a part of the current legislative assembly, he could by default be accomodated into the ring! Kundaim tense over Mutt feud NT News Service Ponda, Oct 14 Tension ran high at Kundaim on Sunday following clashes between locals and the members of the Tapoubhomi Mutt over a property dispute leading to six people being injured, three motorcycles burnt and one mini pickup damaged. The reason for the clashes is believed to be previous enmity over a small gadda which is erected supposedly in the property of the Tapoubhomi Mutt. The tension erupted after a group of locals allegedly barged into a meeting of the Mutt members and assaulted some of them, with the Mutt members retaliating. In the melee which spilt outside, six people were injured, 3 motorcycles burnt and a mini pick-up damaged. Anticipating more trouble, police from Calangute, Porvorim, Bicholim, Collem and Ponda were summoned. Fire services also reached the site to douse off the flames of the burning two-wheelers. The situation was brought under control only when a strong police posse reached the site. Police said that in all six persons were injured in the clashes and provided the names as Ms Sobha V Naik, Mr Naneshwar P Halankar, Mr Shivanand K Naik, Mr Ramnath M Gaunkar from Tapoubhomi group, and Mr Ramrai Tari, and Mr Gautam Pankar from the other group. The DySP, Mr Mohan Naik, said that five persons -- Mr Ramu Naik, Mr Ramrai Tari, Mr Sadanand Satarkar, Mr Gautam Naik and Shanu Sallekar were arrested following a complaint by president of the Tapoubhomi committee, Mr Gurudas B Shirodkar. In his complaint to the police, the president of the Tapoubhomi committee, Mr Shirodkar said that around 40 people came to the Mutt in the morning and demanded that they wanted to speak to the Swamiji with regard to the gadda which was run by a local lady serving tea there. I told them only five can meet him and when the five people were sent inside, others started charging towards the Swamji, as they had planned to enter the Mutt from the other side. The ladies who were gathered for the meeting scheduled at 10.30 a.m. tried to block the group but could not do so, resulting in some being injured, the complaint said. The mob also refused to let the injured be taken for treatment, the complaint added. The Nagrik Kruti Samiti leader, Mr Narayan Naik, who supported the locals, on the other hand said that the gadda owner, Ms Pramila Gawli had approached them complaining that she was told to demolish the gadda and threatened by the members of the Tapoubhomi. Mr Naik accused the members of the Tapoubhomi of bashing up locals of the area and also a 60-year-old, Mr Ramrai Tari, when they had gone to enquire regarding the issue. How can a religious body behave like this, he questioned. Later, the locals numbering around 400 had a meeting at the Kundaim market and demanded immediate release of their members. They gathered at the Ponda Police station complaining that their counter complains were not entertained. Late in the evening they too filed counter complaints. Both the groups blamed the police alleging their partiality and inefficiency. The Swamji of the Mutt, later speaking to the reporters expressed displeasure over the incident and urged the people to maintain peace and unity in the locality. He however said that it was sad to note that few self-centered persons created problems over minor issues which could be solved amicably. CBI not to give up paedophile hunt BY FRANKEY FERNANDES VASCO, OCT 14 Not satisfied with the fact that certain countries are harbouring suspected paedophiles, wanted in India, the Central Bureau Investigation (CBI) has decided to adopt a new approach to bring paedophiles to justice. Under the proposed system, the CBI will work to get the accused indicted and tried in the domiciliary country. Efforts to extradite late Freddy Peats accomplices E C Macbride (New Zealand), Nils Oscar Johnson (Sweden), Zell Jurgen Andress (Germany), Raymond A Varley (UK) and Dominique Sebire (France) did not yield the desired results, even with the help of Interpol, CBI Director Vijay Shanker told Herald. Speaking on the sidelines of a recent South Asia Regional Conference on Global Initiative to Fight Human Trafficking in New Delhi, Shanker said that the CBI was forced to look for options in order to see that Peats accomplices face trial in India. Freddy Peats 81 years old when he died, in April 2005 was arrested on April 3, 1991, for his involvement in the paedophile case that rocked Goa and gave it the reputation of being a hub for sex tourism. Convicted on March 21, 1996, Peats was sentenced to life imprisonment. Foreign countries are making it increasingly difficult to extradite the accused, said Shanker, while expressing displeasure over the manner in which the countries were being unsupportive. The CBI will now provide these countries with relevant case papers so that the accused can be tried in the country where they are at the moment. Incidentally, Werner Wulf Ingo, an Australian, was the only one extradited to India. One of the problems with it is, it sets out Kashmir as a Hindu v/s Muslim problem, rather than one which needs a political, territorial and economic solution. The other problem is that it is subtly pervasive in its message of hate-mongering, much like the infamous VCD. On the face it, it reflects the FACTS but scrape the veneer and it is but an all too gaudy demonisation of Muslims. Sensex hits an all-time high of 19,000 points The stock market benchmark Sensex on Monday crossed the psychologically gratifying 19,000 points mark in a record four trading sessions on frantic buying in a number of front-line stocks. The 1,000 point rally from 18,000 to 19,000 comes within days of Finance Minister P Chidambaram expressing surprise and concern over the surge, which he attributed to speculators, while hoping that things would cool down soon. The 30-share index registered a whopping gain of 608.03 points to touch the day's high of 19,027.07 at 1445 hrs. The record breaking rally betters the previous 16,000-17,000 point journey covered in six sessions. The next milestone came in eight trading sessions. Major gainers include Reliance Energy, Reliance Communications, Tata Steel, ONGC, Maruti, SBI and Bharti, with gains ranging from four-11 per cent. Metal stocks were among the most sought after, while significant buying was seen in PSU, oil and gas and banking segment shares. Mid-cap and small-cap stocks too witnessed significant buying. In similar manner, the second wide-based National Stock Exchange index Nifty surged by 220.45 points to 5648.70, also a new level never seen before. The spurt in the market was mainly supported by metal sector index which zoomed by 1133.92 points to 15,975.36 even as the benchmark index crossed the 19,000 level. A Day of Catharsis for Town Planners by Nandkumar Kamat IT was a day of catharsis, introspection and confession for the governments town planners. The town planners were opening their minds in a fearless and tension-free environment and the Chief Secretary himself was sitting and taking down notes. The presence of a legal luminary, senior advocate, Mr Manohar Usgaonkar ensured a business-like atmosphere. It seems that the Chief Minister, Mr Digambar Kamat had given a free hand to his officers in the Town and Country Planning (TCP) department whose morale seemed to have sunk in the past few years. It was expected to be a participatory exercise but the seminar on the review of the Goa Town and Country Planning Act, 1974, organised by the TCP department on October 13 at the Secretariat conference hall, seemed to have been a closed-door affair for reasons best known to the government. The government has no business to confine such important deliberations only to the town planners, architects, few organisations and individuals. At the end of the seminar, I urged the chief town planner, Mr Murad Ahmad not to discontinue the review process but take it to the people in all the talukas and involve all the stakeholders whose lives would be affected by legislative changes. Unfortunately, despite being a serious student of Goas socio-economic and ecological transformation, I had to get myself invited at the last minute. The Chief Minister had to issue instructions in this regard. Immediately after the seminar, I called to compliment him for bringing a refreshing air to the TCP department. The seminar could not achieve much in terms of delimiting the policy parameters of the legislative reforms. The government itself is spread out so thin that projects are planned without clear policies and legislations are made without valuable inputs from the public. As expected, the department did not disclose to the delegates that they had shelved the draft model Town and Country Planning Act, 1998 which was sent by the Union ministry of urban affairs and employment for adoption. Mr Morad Ahmad had no idea why the government could not proceed with that model act in 1998. But the town planners know it very well that the politicians would not permit any dilution of their control over land use planning. Although some of the paper presenters paid token lip service to the implications of the 73rd and 74th constitutional amendments - almost everyone forgot that the stage had a portrait of the Father of the Nation, Mahatma Gandhi smiling mischievously at them. Perhaps the great soul was imploring the town planners and the scattered NGO representatives to do some serious soul searching. Goa already has a huge socio-economic divide between the culturally rich but underdeveloped and economically backward new conquest talukas and the economically developed, affluent old conquest talukas. This divide would further widen because there is no stopping of the juggernaut of urbanisation. The seminar could not throw any light on the problems and consequences of unsustainable urbanisation. The Chief Minister made a statement about his governments sincerity in appointing a task force to frame the new regional plan. But the town planners themselves know that the task force is basically a political farce because none of the members except Mr Edgar Ribeiro have any practical knowledge or experience of making regional plans. Many are not even aware of the process which led to the final draft report of RP-2011 in September 2003. There were nine presentations in the seminar but only one or two had some substance. At the end of the seminar, it was clear that the town planners did not have a clear political mandate to review the success or failure of RP-2001 and the reasons for lack of tangible, time-bound progress over preparation of Outline Development Plans (ODPs), Comprehensive Developmental Plans (CDPs) and Town Planning Schemes (TPS). Goa has 380 revenue villages and 45 census towns. When the government was approached by the Union governments National Informatics Centre (NIC) for their ambitious computerised District Information System of NIC project, there was no enthusiasm for meaningful co-operation; DISNIC aims to prepare complete knowledge bases of Goas villages and towns with community participation. Such exercises are important for policy, legislative and administrative reforms. But the seminar did not have any representative from the NIC centre, Goa. Such gaps are detrimental for good decision making. My own assessment of the Goan political culture shows that although nearly perfect and model legislations can be prepared and passed, their efficient enforcement is subject to several selfish trade-offs. Popular agitations like the Goa Bachao Abhiyan (GBA) tend to expose these trade-offs and bring out the externalities to the surface. Nature and people pay a heavy price for these externalities. My dear dear Valanka, Greetings to you from a long-time acquaintance of your dear dear papa, who could have passed-off as a sort of a friend of Goa's dynamic personality and go getter, Mr. Churchill Braz Alemao. I have always admired your papa's forwardness and gate-crashing presence since a long time ago when he was leading the UGDP. And at that time I had thought, with a great deal of inner conviction, that if your papa remains stuck to the UGDP like a leech gettig stuck to sucking blood, it would be difficult for any one in Goa to come close to him as the leader of Goa to take control of this God's own heaven which has gone on to become a hell. But, alas !, that was not to be. And the inner conviction that I had about your papa, then, started eating into me for having been wrong, because I am seldom wrong in matters which affect Goa and Goans. I must say, at this moment, that I had fallen for your papa's emotional 'gimmicks' just like a whole lot of Goans have gotten mesmerized. In the biblical times, a section of much harassed people were awaiting the coming of a Savior. That Saviour did come circa 2007 years ago, not only to deliver them from corrupt tax-collectors and hypocritical and selfish Rulers and Kings alike, but also to take the world by storm. For me, with your papa leading the UGDP, he was like biblical MOSES parting the Red Sea to save his people from their enemies. At that time I was warned, and warned again, not to fall for emotional gimmicks that was your papa. But I was hooked in my own way, that would not be prejudicial to anyone. My conviction was re-enforced more so when your papa had publicly reassured one of his faithful supporters when he had posed this question to him WILL YOU JOIN THE CONGRESS? This was when both the candidates fielded by the UGDP under your papa's leadership had lost the Parliamentary Elections a long time ago, with your papa having been the South Goa candidate and Babuso Gaunkar, the North Goa candidate. And your papa's response to this poser was 'MOLLOUB DOT 'TOREK TENKOT PUNN VOH CHURCHILL KEDNANCH CONGRESSAN VECHEAK NAM As a witness to this dramatic public display at Vidhya Niketan, Margao, I had thought that my conviction was a 1000 % right about your papa. But Alas! It didn't take more than a few months for your papa to renege on his word so publicly given. When he joined the CONGRESS, I thought that the whole of my inside had burst open and the conviction that I had held about your papa was running away from me, leaving me empty and bare. Goa had lost a leader to hypocrisy and my dear Goa was going to be floored and trampled upon with no one being there to stand tall and call out boldly '?? WHO GOES THERE??.' But fortunately, I am a person who does not lose heart and run to the nearest tree to do the JUDAS in despair, in the thinking that if GOA has to go down, I too will go down, but fighting all the way. I mustered enough inner strength to build a newer, more stabler conviction that was needed for GOA, never to trust the future of GOA in the hands of a 'one man leadership' that could buckle down if the price was high enough and just about right, to leave Goa to the screaming hungry hyenas. in its times of dire need of being SAVED. GOA needed a team of leaders, dispensable, if need be, who would put down a SYSTEM by which Goa's Governance would run, on its own, so that Goans could be delivered from the ever growing hungry hyenas, just like Moses delivered his people from the wrath of their enemies by parting the Red Sea. It did take many years but perseverance prevailed and GOA was given a present in the form of 'GOA SU-RAJ PARTY'. It was not a hurriedly put together political party. It had the entire written down SYSTEM to go with it which mostly spelled 'self-sacrifice'. The reason for founding this party was that the UGDP had floundered with having no Captain to cling to its helm in the stormy weather that it found itself in after the exit of Captain Churchill Alemao. And Goa remained virtually free for all, to be snatched and plundered. When your papa came out of the Congress to float the SGF, we knew exactly the course that this hurriedly put together contraption would take. And we also knew well that Congress and the NCP and the BJP (read National Parties) would not allow this fast gaining strenght regional outfit to live much longer for their own good. The dying wish of your papa's close friend and well-wisher, Mr. Alberto Leitao, whom you must know well, was that your papa should go back to salvage the floundered UGDP and sail with it alongside the love that Albert Leitao had found worthwhile in the Goa Su-Raj Party, of which he was the Vice President, and go ahead and sail together to take over the reins of Goa, once and for all. And I had personally hammered out dear Albert's message at the time when his body was lowered into the grave at the Varca cemetery in the presence of your papa. Sincerely Sd/- Savio Herman DSouza Convenor GaunkarsFirst Office: 0832-2416573 Mobile: 9422063937 __ FOR FAVOUR OF PUBLICATION In a six page representation placed before the Hble Chairman of the Goa State Finance Commission, Mr. Alban Couto, on their views and suggestions which the Commission has sought from the public with regards to the financial resources and devolution of powers to Panchayats, GaunkarsFirst Convenor, Savio Herman DSouza, has elaborately described how the conquest of Goa was not a conquest of her natives or the land and territory of Goa, but a conquest over foreign rule, which is the reason why Goans celebrate 19th December as Liberation Day. The representation states that the land of the 222 private Comunidade villages of Goa, which are governed by their very own laws based on customs and usages codified as Code of Comunidades is not the property of His Majesty or property of the Portuguese Government to be treated as State Property, a pre-requirement for the Government of India to become a successor State to the land, as stipulated under the Constitution of India. Hence, no State Government can impose any State-made bodies such as Panchayats and Municipalities, within the private Comunidade villages of Goa, or laws such as the GDDLRC Act, 1968, which is enacted in order to raise revenue in State property also known as revenue villages, when the Government establishes State Landlordism over a given land by executing State Land Tenure Contracts with the citizens living therein. Such State Landlordism is totally absent in the private Comunidade villages of Goa, he pointed out. He brought to the attention of the Commission that imposition of Panchayats in the private Comunidade villages of Goa is one of the many atrocities committed by the State against native Goans by falsely taking shelter under the color of the Constitution of India. He further mentioned that by such fraudulent imposition of Panchayats in the Comunidade villages, the State Government is continuously committing atrocities, plunder of land resources, ethnocide, destroying and violating the fundamental rights of native Goans to their land, culture and economic resources, and goes against various International Treaties between the Natives and States as enshrined under the United Nations, of which India is also a member. Quoting Article 7 of the Draft United Nations Declaration of the Rights of Indigenous Peoples, which denounces ethnocide, cultural genocide and alienation of land of the natives by the State through administrative, legislative or other means, Mr. DSouza appealed to the Chairman and The Goa State Finance Commission to restrict the Acts of the State within villages in a State also called revenue villages as foreseen under the Constitution, of which the private Comunidade villages do not form a part. The representation appealed to the Government to revoke the Panchayat bodies set up in the non-State private Comunidade villages of Goa, the Governmental and non-Governmental organizations to desist from abetting offences against native Goans, direct the Government not to venture into the private Comunidade villages which belong to the Gaunkars and not held by State grant and existed much before the State came into existence, halt the illegal collection of revenue in the private Comunidade villages, inform the Commission that the Panchayats and Municipalities have no authority to issue licenses, collect taxes or issue occupancy certificates and that the Government being the Guardian of the Gaunkars and native Goans cannot cause prejudice to the Comunidades and must honor the Treaty and Obligations it has inherited from the previous Ruler. On 4 October Fr. Moreno had a fall in his room and was admitted to GMC Hospital, Bambolim, in an unconscious state at 2.30 p.m. When there was no hope of recovery, he was shifted to JMJ Hospital, Alto Porvorim so that he may be in the company of his friends. Here he breathed his last. His mortal remains will be kept for last rites at Bom Jesus Basilica and interred at Old Goa, on Tuesday 16 October, 2007 at 4.00 p.m. Fr. Moreno de Souza, S.J. a pillar of Konknni was born on 3 November 1923 at Pilerne at his mothers house; his father was from Marna, Siolim. But later they shifted to Pilerne permanently. He did his matriculation from Mater Dei Institution, Saligao. Monsr. Ayres Fernandes from Marna Siolim persuaded him to write in Konknni even as a boy before joining the Society of Jesus. In 1944 he joined the Society of Jesus. He did his priestly training in Mumbai, Shembaganur (Tamil Nadu), Ranchi, Belgaum, Granada and Salamanca in Spain. He was ordained priest on 15 July 1958 in Granada, Spain. Fr Moreno loved his mother tongue Konknni very ardently. His two maternal uncles were priests and musicians, which made him to take interest in composing songs, composing hymns, and writing poetry. He knew several languages such as Latin, Greek, Spanish, Portuguese, Catalina, Marathi, Tamil and Hindi. Soon after his ordination he regularly started contributing to Aitarachem vachop a Konknni weekly of Salesian Priests and later contributed to Udentechem Neketr a weekly from Bombay and also to Vavraddeancho Ixtt. He was inspired by the people of Ranchi to write religious songs in Konknni when he saw adivasi Christians singing religious songs in Hindi. Fr Moreno rendered invaluable service to the Konknni monthly Dor Mhoineachi Rotti in Roman script. Fr Moreno is sole person who has kept this magazine alive to date. Dor Mhoineachi Rotti was first started at Karachi in 1915. In 1960 its office was shifted to Bombay. Fr. Moreno was posted at Bom Jesus Basilica, Old Goa and the responsibility of this magazine was handed over to him. He served the readers of this magazine for the last 42 years as editor and from August 2006 this magazine was handed over to Thomas Stephens Konknni Kendr, Porvorim. He made himself a historian by dint of hardwork. Outstanding and praise worthy work which really need appreciation the four volumes on the Churches of Goa in Roman script namely Tisvaddecheo Igorzo, Bardescheo Igorzo, and Saxtticheo Igorzo in two volumes. Besides this he has round about 19 books in Konknni to his credit. On 23 September 2007, his last book Saxtticheo Igorzo Dusro Khondd on the Churches of Goa covering the Churches of Salcette was released. He has written innumerable Konknni articles in Roman script and published in Vavaraddeancho Ixtt, Gulab, The Goan Review, Goencho Avaz etc. He has written a number of articles in English related to Konknni language, literature and culture. Besides, he has served Konknni people through his preaching in various churches in Goa and outside Goa. He was a member of All India Sahitya Academy, New Delhi, Dalgado Konknni Akademi, Thomas Stephens Konknni Kendr. He received many awards for his contribution to Konknni from Konknni Bhasha Mandal, Goa, Kala Academy, Gulab, and Man of year award of The Goan Review. On 16 February 2007, he received the Goa State Cultural Award. Fr. Moreno de Souza sj will be remembered by generations of churchgoers and visitors to the Bom Jesus Basilica, irrespective of their religion. The meeting was attended by more than 400 panchayat employees from Goa. Navhind Times 16 October, 2007, [page 2, lead] GBA for participatory planning via decentralised approach NT Staff Reporter Panaji, Oct 15 The Goa Bachao Abhiyan has said that even before looking at amendments to the Town and Country Planning Act and other related Acts, it is essential to put a system of participatory planning via a decentralised approach in place. The GBA's call for participatory planning came at a recent daylong seminar on 'Review of the Goa Town and Country Planning Act, 1974' organised by the town and country planning department. The GBA was represented at the seminar by architect Ms Ritu Prasad and Ms Patricia Pinto. They gave a presentation on 'Towards Planning for the People, by the People….' The GBA stated that even before looking into the amendments to be made to the Goa, Daman and Diu Town and Country Planning Act, we need to discuss and understand the decentralised planning process as per the 73rd and 74th constitutional amendments, with an open mind. As opposed to the present system, where plans are handed down from the state government, now local bodies (municipalities and panchayats) have to identify problems affecting their regions, set their own objectives and make their own town or village plans. People's participation should not be restricted to merely submitting objections or comments on plans made at the upper level but rather in conceptualising the vision and plan for Goa. The GBA said that this new decentralised planning process will require changes to be made not only to the Town and Country Planning Act, 1974, but also the Municipalities Act and the Panchayati Raj Act. All Acts have to be framed in tandem with each other and then only can we be assured of a proper development process for Goa, the GBA felt. The GBA has proposed a 3-tier participatory planning process. At the first level is the local body plus the ward development committees. These are not as per geographical areas but covering all sectors and functions as identified in the 11th and 12th schedules. These should include representatives of the people, professional experts including technical support by the government nodal agencies like town and country planning department, irrigation, forests, etc. At the second level is the District Planning Committee and the Technical Advisory Committee, which is essential as this level is the key intermediary which meshes the local aspirations with the overall vision. At the third level is the State Planning Board plus the Planning Cell (technical working group). It is very essential for this board to be broad based and autonomous, and should consists of 50 per cent government officials from key government departments and 50 per cent professionals nominated by their professional organisations, experts and recognised NGOs in the field of development (environment, sociology, economics, etc), representatives from commerce and industry, etc. The GBA stated that at the state level it is very important to have an overall vision statement. At the district levels, we have development plans, which fit within the regional policies and these would include physical, social, economic and ecological development schemes, etc. At the local level, based on data, a local strategic vision needs to be evolved. At the district level, all the local visions are collated into a district level integrated vision. At the state level, central policies and plans are incorporated and with interaction between the district and state, this would lead to an overall vision for the state keeping in mind the local aspirations.
