NEW DELHI: Goa may be one of the biggest tourist spots in India but it can't 
have two operational airports and find their operations viable.


Following a long debate over the proposed new airport in the north at Mopa 
and the existing one at Dabholim, the state had recently asked the 
International Civil Aviation Organisation (ICAO) to examine if these two 
could be used together. Now the Montreal-based global agency has submitted 
its report to the state, clearly saying that this will not be financially 
viable.


''Currently Dabholim handles 2.2 passengers annually. According to ICAO 
estimates, this figure will rise to 4 million and 6 million by 2014 and 
2022, respectively. A totally private airport will require a threshold limit 
of 12 million departing passengers and 24 million total traffic,'' says the 
report. So even with a high traffic growth projection, the $325-million Mopa 
airport may not be financially viable if it is fully funded by a private 
player.

I remember Dona Etelvina. The ground shook every time she passed my
mother's house and not just from her weight! Must have been all the
ghosts of the suckling pigs that accompanied her footsteps.

Regret to tell you Dona Berta passed away in September. She was in a
Ponda facility and was unable to talk for the past one year. Perhaps
the effect of a stroke, though Senhor Antonio will be able to tell you
more.

As for your coming to Toronto in spring, if you bring along some sharp
Swedish vodka we shall guarantee sending you back with the finest
Canadian ice wine. But are you allowed to drink at your age ? :-)

Well, I am sure, by now you all know who the killer is..
It was none other than the Air-hostess himself.

Himself?
Yes, the air-hostess was actually a male and not female (the character I mean
and not Aplon).

We were wondering as to why the group of 'Indian Eunuchs' was shown more than
once. We even said it was completely out of question.
Later on, it was also shown the air-hostess was very supportive to this
community, helping in sending them back to school, financial help etc

It was only in the end, all come to know about the killer and the reason behind
the killings (as partly seen in the clip).

The fourth husband was actually a CID (played by Rosario Botelho-Last year's
best Actor award winner).  
The air-hostess caught red handed (she used to kill husbands by poisoning their
drinks on the wedding nights).  While admitting the killings,  the air-hostess
confessed as to why she did it. (Obviously, to keep the secret i.e. not to
disclose to anyone about the air-hostess being male and not female).
She married to them all not beacuse she wanted to but to please them all.
And 'killings' (out of fear) seems to have become her passion.
Strong message was sent to the Govt. and the society that they (Eunuchs ) too
are human beings and not rejects of the society. They too need support and all
the help from the society and the Government etc etc

For this, there was a louder public applause.
Which also indicates the Goan society slowly-slowly starting to accept the
community.  ( and this made me to make this Part II)

Bearing in mind, it was a tiatr competition, nearly half the applause must have
come from its own supporters (St. Cruz) like in every tiatr.
I would put the whole as 'mixed response'.

Aplon's role was challenging, I suppose, no other actress would take up this
tough  role.
She deserved an award for her role but strangely she did not figure in the
winning lists. She was looking very beautiful  s**y too.
Francis Xavier Gonsalves (as third husband-seen in the clip) got a prize
though.

It also reminded me of late Christopher Leitao (Chris-meena fame), who once
dressed as a girl and attended a carnival dance.  Many boys were seen making
bee line to have a pleasure of dance with her ( not knowing she was a male). 
Christopher used to play female role in the tiatr and his most popular role was
as 'Meera'  and I think this was in late 70s.

The political achievements of a first generation citizen will not be news 
worthy in Canada. In fact, the political achievements of an immigrant are hardy 
mentioned here since approx 30% of the members of Parliament are born outside 
Canada. My MP is a Muslim women from Tanzania. One Indian couple from Vancouver 
arrived in the country as refugees and were both MP's within five years.

I had only fleetingly heard of a Black Madonna and
hence was not too familiar with the subject. Wikipedia
has a pretty good write-up on it if you are interested
in the subject.

Gypsies is ofcourse the derogatory word used for
Egyptians by Europeans. The worship of the Black
Madonna is most prominent in Egypt.

As I said in my earlier post, the cult of the Virgin
Mother, Divine birth, Divine King, all emanate from
Middle Eastern mythologies. One of the best books I've
read on the subject is The Jesus Mysteries by Freke
and Gandy. In my opinion it is by far one of the most
influential books of the 21st century. That and the
Golden Bough, ofcourse, written much earlier by
Frazer.

cheap talleo indeed...on the contrary, i think the
point i was trying to make was proved by the rabid
responses that the letters to the editor (displayed on
the Hindu janajagruti site) evoked. They werent
content with just bitching about Muslims, but they
dragged the supposed crimes of christians in this
hindu land.

the Muslims were a problem in British-India, where
they were the largest religious group (if one looks at
people by religious groupings alone- religious
identities do not necessarily suppose a common culture
or agenda), in Goa, where the Muslim is not a problem,
the threat to upper-caste Hindu nationalist interests
were the Catholic elite, and this is what is attacked
when the opportunity presents itself.

The pity is that the inherent problem with Indian
nationalism, is that it is upper-caste Hindu interest
masquerading as national interest, but has worked over
years to present the problem as a Muslim problem. The
earlier we realise that the issue is not Muslims (or
Hindus for that matter) but Indian(Hindu) nationalism,
the quicker we will move toward resolving this issue.

 The exhibition in itself is not a violent
 activity.So
 the question of kala Akademi answering any questions
 in baseless.
 

Honestly now, Bhandare hasnt been to the exhibit, I
have, and it was more than an exhibition, there was
screening of inflammatory videos and talk of violence
and he still maintains that is was not a violent
activity. Maybe if he actually had visited the
exhibition he would be singing another story?


 He further says And yet in this environment, I was
 strangely drawn toward pulling down the posters,
 destroying the projector and disrupting the meeting
 that was being conducted, knocking a few heads while
 I
 was at it. It was when placed in this environment
 that
 I finally realized what it must be like to be a

 --The fact that he ,by his own admission,was drawn

Once more, Bhandare presumes that the meeting was
peaceful, without visiting it. Further, violence need
not necessarily be physical harm. It can be words and
daily acts as well. In my mind, i am very clear that
this exhibition is only the foundation for actually
physical violence that would turn genocidal.

Secondly, there is no suggestion that the Hindus in
Kashmir are not innocent. Reference was rather to
Muslims in 'mainland India who have been hounded
systematically since the early 1900's.

the Hindus of Kashmir have indeed got a raw deal (and
thats putting it mildly), but so have Muslims in teh
valley, and I doubt we will get far by pointing
fingers at religious communities.

 Clearly the implication in my opinion is that
 Muslims
 retaliate only when the inherently communal hindus

 bomb blasts...Curiously this opression leads to

this rumour that allowed for many more Muslims to be
killed, it has still not yet been established who in
fact set fire the train. And it appears that if the

A sailor died when he was assaulted by a gang of
teenagers in an unprovoked attack on Saturday night,
police said yesterday. 
Three teenagers - a 14-year-old boy and two
17-year-olds - have been arrested on suspicion of
murder, and police were seeking several more youths
for questioning yesterday in relation to the brawl. A
passer-by broke up the mêlée but a 32-year-old man
from Goa, in India, died soon afterwards. 
Hampshire police said that the sailor had left the
Falcon Hotel in Fawley when he and a 29-year-old
colleague were approached by a gang of up to 20
teenagers. An “altercation” took place and the group
moved along the street before the pair were attacked. 
Although a member of the public intervened and took
the injured sailor back to the gate of the nearby
dock, where his ship was moored, he collapsed and
died. A postmortem examination was being conducted
yesterday. 
The men were working on the cargo ship Garonne, which
docked at Fawley on Friday, and were returning to
their vessel between 9pm and 10pm when the incident
occurred. 
A police spokeswoman said: “The gang of youths aged
between 13 and 18 numbered about 20 and there was an
altercation between them and the men after they left
the Falcon Hotel after a night out. 
“At the moment it looks like a completely unprovoked
attack. We do not think all the youths took part in
the altercation but it is very early in the
investigation.” 
The dead man’s colleague suffered minor injuries.
Detectives are reviewing closed-circuit television
footage from the area and appealed for witnesses to
come forward. 
Detective Superintendent Alan Betts, who is leading
the investigation, said: “If you were part of the
group who were involved in the altercation, I would
urge you to come forward and speak to the police.” 
Also at the weekend, a 13-year-old boy became the
latest teenage victim of gun crime when he was shot in
Manchester on Saturday night. The boy, who had been at
a party in the Moss Side area of the city, was in a
stable condition in hospital last night after being
shot in the shoulder at about 11.20pm. 
Three teenagers have recently been shot dead in
Manchester. In April Kasha Peniston, then 16, shot his
sister Kamilah, 12, in the head with a handgun that
his mother kept in their home in Gorton. 
Kally Gilligan, 15, was shot dead by her jilted
boyfriend Josh Thompson, 18, in Salford in June last
year, and in September last year Jessie James, 15, was
shot dead as he cycled through a park in Moss Side. 
On September 25 two youngsters, 12 and 15, were shot
in Fallowfield and on October 8 two gangs of youths
fought a gun battle in Moss Side. 
One resident who held the party attended by the shot
13-year-old boy said that the incident was a mystery.
“I gave him some food and then I don’t know what
happened,” she said. “None of us knows what happened
because we were all inside.” 
Greater Manchester Police said that the teenager’s
injuries were not life-threatening and that they would
be conducting extra patrols in the area.

Hi Elisabeth,
You have forwarded what Cornel wrote, I'm sure you've read what Selma wrote to 
Cornel, and  yet you say that we should not take the law into our hands, at the 
same time you say that law courts in India are able to deal with criminals, 
can't you see that the culprits are caught and sent to jail, the very next day 
the same man is walking out of the jail as if he went visiting his in-laws, if 
this little girl was your own daughter how would you have reacted to this 
situation? How many innocent victims have been given a fair trial, as you know 
our ministers have their links everywhere and a small under-table gift will 
close the case.

On the other hand Mr. Cornel Stoning to death even was enforced much before BC, 
and to date is still implemented with dignity in Arabian Gulf along with Public 
killing of criminals and chopping  hands of  thieves. which I have personally 
witnessed while in Saudi Arabia.

RESPONSE: I worked in both Jeddah and Riyadh for just over 7 years.
Don't be too enamoured about Saudi Law. A Muslim's word carries more
weight than a Muslim Woman, who in turn carries more weight than a
non-Muslim.

If you as a Christian, get caught up in an accident or other mishap,
your goose will be surely cooked. I was in a car accident; a van
abruptly stopped in front of me in the fast lane, wanting to turn left
! I braked but a big GMC crashed in to our Toyota, from the back
pushing us on the the van in front.

The Policeman came took our Iquamas and proportioned blame on the
spot. Although I was a non Muslim; I had the good fortune of working
for a Saudi Prince ! The Van in front was driven by Egyptians, they
were taken away, the GMC was driven by lesser princes, who tried to
get me to drop the issue, saying that they would compensate and have
the car repaired. I told them the car did not belong to me but was the
property of Prince so and so, at that they were on to the phone
immediately.

I have seen countless Indians languishing, maids who have their
passports taken away and working, virtually as bonded labour. I have
seen a pregnant woman put on a plane in which I was traveling, back to
India - just given a a handful of cash, by her sponsor, who probably
got her in that state!

So please don't promote the justice meted out in Saudi.

Yes, the Cracow Black Madona, the favourite of John Paul ll  patroness of
Solidarity movement of Poland, has always been very popular with the Balkan 
and the Baltic gypsies.

first African woman to be sainted.

And, she was and remains, essentially, black, though often represented in other
hues. 
 
And laterly, we have the Blessed Virgin of Guadaloupe, albeit, a bit browner.

How Cynthia turned her life around to help others in need

Seven years ago, S Cynthia Fernandes' husband abandoned her, leaving her 
with a mountain of debt and two young children to look after. A few weeks 
later, she lost her job.


Broke, jobless and emotionally bruised, she turned to friends and family for 
help. HELPING HANDS For months, she and her two children lived on charity 
collected by friends through church donations, while her two brothers helped 
her clear her financial dues.


The 48-year-old says those were the darkest days of her life. My cross was 
really heavy to bear, she says.


But I promised my brothers I would pay them all back to the last cent. It 
took her two long, difficult years but she did repay all her debts. Cynthia 
also set out to fulfil a promise she made to herself while putting her life 
back together - that she would do all she can to help others in need.


I was so grateful. I know what it is like to be helped when you need it the 
most, she says. And I wanted to reach out to people who were in similar 
circumstances. In no time, Cynthia had built a network of people, some 
offering help, some needing help, solely through word-of-mouth. From 
financial appeals to prayer requests, she was soon sorting out and matching 
appeals to offers.


In a short time, I had a database of more than 1,900 e-mails, she says. 
Every day, when I come home, I begin sending out these e-mails. I know 
there is always someone who will be able to help one way or the other. 
Binaifer, whose has chosen not to reveal her family name, counts her 
blessings for getting acquainted with Cynthia earlier this year.


The 45-year-old says she was devastated when her husband suffered a massive 
stroke in 2005 and fought for his life in ICU for five months. What was even 
more upsetting, she says, was being deserted by her immediate family in her 
hour of need.


For three long years, Binaifer, then a housewife, struggled alone to pay 
growing hospital and medical bills. All their savings were running out, 
while her husband was still recovering and unable to get back to work.


I met Cynthia through a friend and she volunteered to do whatever she could 
to help, she says.


After she sent out her emails, people started calling in and offering help. 
Some visited us and gave us whatever they could. The mum-of-two from India 
says Cynthia is a hero in many ways.


We were deserted by family and friends when we needed them the most. Nobody 
wants to be burdened with a sick person, she says.


But because of Cynthia, so many people have come together to reach out to 
people in need. Emirates Today reader Chantelle De Souza wrote in to 
nominate Cynthia as this week's Unsung Hero.


In a city like this where many people are self-centred, here is a woman who 
goes out of her way to help people, she says. We need more people like 
her. Cynthia, who hails from Goa in India, says her e-mail database 
contains a mix of people and help is requested for anyone in need, 
regardless of race or nationality. From someone wanting to give away 
furniture to someone looking for some, or someone in search of a tailor or 
even how to get homemade food delivered, the network is growing.


But one of the most endearing attributes of her e-mailing network is the 
constant stream of requests for prayers, says Cynthia. HUGE REQUESTS We get 
all sorts of requests. If someone is going for a job interview or someone is 
sick or even going to get a licence, they e-mail me and I send their prayers 
out, she says.


And it is always such a good feeling to know when prayers are answered.

There was a lady who had an autistic child who liked to play with musical 
keyboards and balloons. After I sent out a request, someone donated a Casio 
keyboard and a big box of balloons. Blood donor requests are regular 
appeals as well, says Cynthia. And it helps when there is a rare blood type 
urgently needed to save lives.

There is a mental problem with these people, stoning them to death will not 
solve the problem.  Temporarily maybe but in the long term, it will not be the 
solution to this disease.  It is a disease, like any other.  It is a mental 
disease but killing off all mental people would be disasterous to the human 
race.
   
  If it happened to one of my children, yes I would like to string him up 
myself, after lots of other bodily harm has been perpertrated by me personally. 
 Then afterwards I would cry like a baby, for being so inhumane to another 
human being.
   
  There are (unsuccessful) treatments about in various parts of the USA  
Europe for this type of behaviour, but understanding it is fundamental to 
finding a solution to this issue.
   
  Until a cure is found, keeping the person away from temptation is currently 
the only best response I can give to this problem, which as existed as a way 
of life in Ancient Greece  beyond as a common acceptance.  
   
  As have adultery, various forms of what we now classify as murder, incest and 
other ways of life in ancient times, including group sex  violations of other 
bodies, including one's own.
   
  Thank the heavens the medical professions who are looking at this mental 
state  perhaps we can move on from physical /or chemical castration to 
something a bit more progressive.  Neither of the above have been found to 
cure the person to date, its in the MIND, therefore removing someones 
genitals will not stop them from using a foreign object or worse,  the 
chemical alterations of the mind only work while this is being physically 
dispensed to the perp, as it were.  
   
  Once out to fend for himself, he will revert back to his natural surroundings 
and commit more offences against a child or rape victim.
   
  Yes, I wholehearted agree that this is foul  obscene crime against another 
person, even more vile when perpetrated against a child, of any age!  But we 
must think of ways to put this person beyond the reach of temptation again, 
until then the debate will continue.
   
  As I said, if it was MY child, then the rules may well change, however wrong 
it was, the madness I would feel towards this person would not go away until I 
got REVENGE on him.  But I hope and pray nothing like this happens to my child, 
and yours!  We know what we will want to do, some liberalists say that time 
heals all wounds, but it leaves a mental scar on the child for which no amount 
of time will ever erase the torment it went through.
   
  But in reality, of course killing the perp will not bring back the innocence 
that was lost forever, nor the look on the child's face aftewards, nothing in 
the whole world and beyong will bring back that smile, that helplessness we 
were not there to stop.
   
  Its bloody awful but we must find a way forward, not revert back to our 
natural instincts, because it does not make us any better human beings, it 
drags us down to his level, imprisonment maybe, until a cure is found but how 
long will this take?
   
  Certainly he cannot be allowed back into society again, at least not for a 
very long time, and even then, will he ever be cured or learn his 
lesson

arrested for molestation at Bicholim

Bicholim, Oct 20 The Bicholim police today arrested Shabani Dessai
(43) for allegedly molesting a 10- year old girl studying in class V. The
accused was caught today by the parents of victim girl when he had come to
leave his child to the school and he was later handed over to the police.


The Bicholim police inspector, Mr Braz Menezes revealed that an
offence has been registered under Section 354 of the Indian Penal Code and
Section 8(1) of the Goa State Children’s Act.


The accused was produced in the court and remanded to two days
police custody by the JMFC, Bicholim. According to the investigating officer,
the incident took place on October 16 between 7.30 a.m. and 7.45 a.m. near the 
premises
of a school at Bicholim. The accused molested the girl when she was on her way
to school.


The administrator of the school, Mr Kotin Dias disclosed the
entire incidence to the police today. The police rushed to the site and
arrested the accused. Mr Tukaram Walke is investigating the case under the

has refused to pass Rakesh Sharma's award-winning film
on the Gujarat violence. Final Solution, the
three-and-a-half hour documentary, was rejected by the
Board on the grounds that it promotes communal
disharmony among Hindu and Muslim groups and presents
the picture of Gujarat riots in a way that it may
arouse communal feelings and clashes among Hindu
Muslim groups. 

The letter from the CBFC also said that the film
attacks the basic concept of our Republic i.e.
National Integrity and Unity. Certain dialogues
involve defamation of individuals or body of
individuals. Entire picturisation is highly
provocative and may trigger off unrest and communal
violence. State security is jeopardised and public
order is endangered if this film is shown When it
is judged in its entirety from the point of view of
its overall impact, it is not advisable to be
exhibited. Hence refused under Section 5(b) 1 of the
Cinematograph Act, 1952. 

This must give an idea to the people about the nture
of the film. I do not understand why people like him
are so bent on destroying the peace of this country.

Konkani? Is it because if that is given than Devanagri will die an untimely 
death? Or is there some agenda with the devanagris to kill Roman, which might 
never die?

How many languages in India use Devanagri, There are many who don’t so why 
demand Devanagri only for Konkani? Is it to prove that we are Indians? So what 
about other states in India? What script is used by Malayalam, Tamil, Gujarati, 
and Assamese? Are all the eastern Indian states using Devanagri? What about 
Bengali?

discrimination meted out to followers of Konkani in Romi script. Reacting to 
the Kala Academy\'s decision not to disburse literary awards to Konkani works 
written in the Roman script, and not to constitute a separate award on par with 
the Gomanta Sharda Puraskar to writers in Roman script, Cardozo said that Rane 
had \encouraged the fascist ideas of Uday Bhembre and a few others in their

Exhibition Portuguese Cinema - A filmmaker's perspective


Centro de Língua Portuguesa/ Instituto Camoes-Goa in collaboration with the 
Portuguese Department of Goa University is displaying an exhibition titled 
PORTUGUESE CINEMA - A FILMMAKER'S PERSPECTIVE  from October 25th. This 
exhibition consists of 80 photos printed under the coordination of Joseph 
Rodrigues; setting by Mark Pinto; project and organization by José Miguel 
Ribeiro Lume, Visiting Reader in Portuguese at Goa University and Head, CLP/ 
I.Camoes-Goa. Along with this exhibition, four films directed by Manoel de 
Oliveira are going to be shown.


Manoel de Oliveira is a Portuguese filmmaker who began his career as an 
actor and documentary filmmaker in the 1920s and turned to fictional works 
from 1942. Oliveira began to receive worldwide attention as a prominent film 
director in his 60s. He is still making accomplished films that captivate 
critics and audiences. As the 90s progress, Oliveira continues to work and 
he doesn't intend to retire. The tireless director continues to make at 
least one film per year being the oldest film director in action. He will be 
100 years old next year.


CLP/ Instituto Camões-Goa, will be showing the following Portuguese movies 
( subtitles in English) directed by Manoel de Oliveira from Thursday, 
October 25th. at  05.30 p.m.:


1 - O Princípio da Incerteza, (Thursday, October 25th.)

2 - A Caixa, (Friday, October 26th.)

3 - Um Filme Falado, (A cruise from Lisbon to Mumbai), (Saturday, October 
27th.)


4 - Porto da Minha Infância, (Sunday, October 28th.)

The different sessions will be held at the premises of the Centro de Língua 
Portuguesa/ Instituto Camões in Panaji (Agva House, Dr. Dada Vaidya Road) 
from 05.30 p.m. to 07.30 p.m.

O Centro de Língua Portuguesa/ Instituto Camões, em colaboração com o 
Departamento de Português da Universidade de Goa, organiza uma exposição sob 
o título CINEMA PORTUGUÊS - PERSPECTIVA DO REALIZADOR que estará exposta a 
partir de 25 de Outubro. Esta exposição mostrará cerca de 80 fotografias,

PRESS RELEASE

A Memorandum was handed over to the Chief Minister today by the PEOPLE'S 
MOVEMENT AGAINST SEZS, an initiative of the citizens of Goa, lodging a 
strong protest against the imposition and implementation of the SEZ policy 
in Goa.


Every elected Government is expected to safeguard and protect the collective 
assets as also the interests and identity of the community it professes to 
serve. If the Government itself adopts policies that amount to a virtual 
sell out of the family jewels, then it is time for the people to organise 
themselves and stand together unitedly to safeguard the land of their 
forefathers and protect the interests of future generations.


WHY CITIZENS OF GOA FELT COMPELLED TO LODGE AN FIR AGAINST THE GIDC BOARD

Despite a political party having threatened to file an FIR against the GIDC 
Board for the alleged irregularities and illegalities committed by it in 
allotting land for five SEZs in Phase IV of the Verna Industrial Estate, the 
citizens of Goa, under the banner of PEOPLE'S MOVEMENT AGAINST SEZS, felt it 
necessary to pre empt any prospect of this life and death issue for Goa to 
be used politically and to retain the initiative with the ordinary citizens 
who have no motives other than love and concern for their motherland.


The allocation of land for five SEZs  in the Verna Industrial Estate, namely 
K. Raheja Corporation Pvt. Ltd., Paradigm Logistic  Distribution  Pvt. 
Ltd., Inox Mercantile Pvt. Ltd. , Planet View Mercantile Company Pvt. Ltd. 
and Maxgrow Finlease Pvt. Ltd. has been characterised throughout by adhocism 
and flouting of the rules and regulations as follows :


1. Even though the allotment of the land is for Special Economic Zones, none 
of the Provisions of the Special Economic Zone Act 2005, more particularly 
Sections 3, 4 and 5 thereof, have been followed and therefore the whole 
allotment gets nullified on this ground.


2. At least three of the five Companies to whom SEZs have been allotted are 
new Companies without any experience at all and K. Raheja Corporation Pvt. 
Ltd. is purely a real estate developer. Therefore, it appears that these 
Companies have specifically been floated for the purpose of grabbing this 
land under the guise of SEZ.


3. Four Applications, which do not bear any inward stamp and number nor the 
seal of the respective Companies are all dated 12th April, 2006, and the 
land allotment has been approved within six days thereof, without the 
Companies even submitting the mandatory Project Reports.


4.   The Meeting of the Board held on 19/04/2006 gave a complete go-by to 
the Provisions of the Goa, Daman and Diu Industrial Development Act, 1965. 
Under Regulation 2, it is a mandatory requirement that the Secretary shall 
give seven days clear notice of the ensuing Meeting to the Members of the 
Corporation.  Under Regulation 3, the Secretary is required to furnish each 
Member with the Agenda and the item notes regarding the business included in 
the Agenda.  The Notice is required to be despatched to the Members by 
ordinary post under Certificate of Posting and a Notice is required to be 
despatched along with its Annexures.  In the instant case, even assuming 
that the Application is inwarded on 12th April, 2006, the same could not 
have been discussed in the Meeting held on 19/04/2006 as the seven days 
clear notice as required under the Regulations could not have been followed; 
therefore on the face of this, the allotment in favour of the four Companies 
appears to be illegal and in violation of Law .
5. The said land was not acquired for the Special Economic Zone nor has the 
same been declared as Special Economic Zone area and no Resolution has been 
passed by the Board to change the purpose of acquisition; while the land was 
originally acquired solely for industrial purposes it has now been allotted 
for SEZ which will have a land use incorporating industrial, commercial as 
well as residential.


6. The said allotments of land to four companies, (excluding land allotted 
in the form of internal roads and open spaces) have been passed in the 
Meeting which was attended by only four Members, namely Chandrakant 
Kavlekar, Chairman, GIDC Board  MLA, Aleixo Sequeira, Director, GIDC Board 
 MLA, (presently Power Minister),  Nitin Kunkolienkar, Director, GIDC Board 
 President, GCCI, A. V. Palekar, Managing Director, GIDC, without following 
the due procedure of Law.  The said allotment of land had not previously 
been approved by the Government before being discussed at the Board Meeting 
held on 19/04/2006.


7. In the Meeting of  the  Board  held on  07/02/2006; the rates in all the 
Industrial Estates were enhanced  including Verna Phase  I,  IA, II and 
III,  of the Verna Industrial Estate.  But in Phase IV of the Verna 
Industrial  Estate which is  a  new  acquisition  and  where the  rates of 
acquisition were also high, the rates  have not  been  enhanced  by the 
Board possibly  to

Dear Editor,

The local newspapers have reported (Sunday, October 21st.)  that the Chief
Minister, in the course of a celebration of the Mushtifund Saunstha, has
announced the formation of an Integrated Education Advisory Council  to
decide on education policy right from the pre-primary stage.  This
announcement has come as a surprise and will cause considerable confusion in
the minds of educational institutions and of educationists in general.   

 The Goa Secondary and Higher Secondary Board Act and Rules, 1975 already
provides for the establishment of a Board, which, inter alia  has the
responsibility to advise the Government on matters of policy relating to
secondary and higher secondary education in general and on the following
matters ..  

The Goa School Education Act, 1984, similarly, has a provision for an
Advisory Board ... for the purpose of advising the Government on matters of
policy relating to education in the Union territory. 

The announcement  by the Chief Minister, reported in the Press, does not
make it clear whether the Integrated Education Advisory Council which he
proposes to set up will be in addition to the Boards required to be set up
under the two pieces of legislation, or whether it will supplant those
statutory Advisory Boards. 

As the head of the Government, it is incumbent on the Chief Minister to make
important announcements only after due and careful consideration of the
existing realities, and after consultation with his advisers.   It does not
behove a Chief Minister to make announcements in a casual manner, as if to
score political points over his political opponents. 

In any case, there is cause for a clarification  now that a public
announcement has been made.

Would you know whether 'Romi Lipient Konknni Kors' is essentially the
same as Konknni Mullavo Kors (Konkani Basic Course), published in Nagari in
1991? That one has 35 chapters in Section II. If it is the same, then its a
pity that the Romi version did not come out any earlier. But scholars have a
lot on their hands, and considering that such massive projects take time --
its great that the Kors is finally out there and available.

As you know I am currently planning my trip to Goa in a year's time and was 
hoping to contact as many people as possible, with the surnames of

  It gets curiousor  curiouser.
   
  My entangled past has come up with ULLAH as a surname in our PORTUGUESE  
inter-racial (hopefully) link to a surname, of a (Goan origin?) Muslim surname.
   
  I will post up the photos of Goa that I have managed to wrangle from my 
mother some years ago, sadly deceased nearly 10 years hence. They are of my 
First Communion in 1959 with Brother Cana at Loyola High School, other photos 
taken of my mother, her friend Maria D'Souza, my younger brother and myself.
   
  Anyone with information as to our home adddress etc would be much 
appreciated.  I will write to LHS to ask if they will look up their archives 
for any further information  hope and pray we come up with a result.
