Unless one is totally blind, too young to understand, looking only for "Real 
Estate" and/or ferrous ores or plain raving mad, there is no need of 
statistics to know that agriculture in Goa is on a rapid decline. The only 
comparison that I can think of is the "Tristeza" disease of citrus trees. As 
any Portuguese knowing person will tell you, the word Tristesa means 
"sadness". In this disease, the tree survives for many years without bearing 
any fruit .. as a sad image of its glorious self. This is exactly the state 
of agriculture in Goa today: alive but, sadly, unproductive!

In 1994-95, the present Director of Agriculture and I were assigned the task 
of developing the concept and the structure of the "Coconut Cell" in the 
Directorate of Agriculture. Prakash K. Desai, who now manages "Ashish Agro 
Associates" opposite the crematorium at St. Inez, was the then Director.

After many years of discussions and deliberations, the then Secretary for 
Agriculture in the Government of Goa, Vivek Rae, had come to the inescapable 
conclusion that two crops dominated the Present and had potential for the 
Future in Goa. Deputy Director, Ali Ahmed, was entrusted the task of 
preparing the structure of the sole export crop of Goa, Cashew. The next 
most important crop, Coconut, was allotted to the then Assistant Director, 
Satish S. Porob Tendulkar, and to me as the then Agriculture Officer 
[Horticulture]. We were the Amar, Akbar and Anthony of this re-organisation 
plan.

The Goa Directorate of Agriculture at that point of time had only a 
"Horticulture Section" consisting of an Assistant Director of Agriculture 
[ADA] and two Agriculture Officers [AO], apparently the vestiges of posts 
created under the Central Sector Coconut, Mango and Banana schemes. The 
agriculture sector in Goa did not receive any attention in "liberated" Goa, 
engrossed as the politicians were with industrialization then as they are 
with SEZ and Regional Plans now. In retrospect, Vivek Rae seems to have been 
a flash in the pan.

Let us just analyse what the man who co-drafted the proposal to create 
"Coconut Cell" in the mid 1990s has ordered in this month in the Directorate 
of Agriculture, which he now heads. The current ADA [Coconut] is properly 
placed under the Deputy Director of Horticulture and Coordinator for the 
section that deals with all State and Central Sector Schemes [CSS] for 
horticulture, including fruits, nuts, spices, vegetables and flowers. One AO 
[Coco] in this section but the other AO [Coco] finds himself in the Agronomy 
section dealing with paddy, other cereals, pulses, oilseeds and sugarcane. 
The coconut cell has been effectively lysed or burst. It is loco coco!

Goa is known as the land of the cashew nuts and cashew feni. That is 
strictly for the nuts, it seems. Just look at what has been done to the 
"Cashew Cell". The ADA [Cashew] is placed in the Agronomy Section under the 
control the Deputy Director of Agronomy. He will supervise the work of the 
AO [Coconut] in the Agronomy Section as long as they are there. Both of them 
are nuts, anyway! So what if cashew nut and coconut are not "field crops" to 
be under agronomy? Paddy fields are being increasing "converted" for coconut 
plantations en route to becoming Central Commercial Zones with C-1 
classification with the blessings of the TCP Department even in villages! 
One of the Assistant Project Officers [Cashew] is lucky to find a berth in 
the Horticulture Section. The other APO [Cashew] finds herself in the 
Watershed Section along with former Mechanical Cultivation Officer [MCO].

Funnily, even before the ink had dried on the work allocation order, one ADA 
was deputed to the Goa State Horticulture Corporation Ltd [GSHCL] which is 
housed in what is known as "garage" behind the posh Krishi Bhavan ever since 
it was evicted by ESG from the Escola Medica Complex. The history of the 
GSHCL, created in August, 1993, is nothing to boast about. Even the gloss of 
allegedly fraudulent "Income" from Fixed Deposits of Central funds may peel 
off during audit. The new Public Information Officer [PIO] may soon find his 
hands full with the interest generated by the visit of "Experts" from Delhi 
recently. The RTI Act is a real treat in today's top

It felt good to read the front page report headlined "WRD halts
anti-erosion project at Campal" in the GT today [23 Nov. 2007]. Kudos
to Annand Madgavkar, of GBA and Madgavkar Salvage fame, for taking up
the matter directly with the Water Resources Dept. [WRD] authorities.

History tells us that exactly the OPPOSITE of what the WRD engineer
Promod Badami tells us now is true. The extract of Federal Emergency
Maintenance Agency [FEMA] rules of USA are available in the "Appendix
2" to the report of the BSG prepared by Dr. A.G. Untawale and Dr.
Kasturi Desai in a Goa DST&E funded project in 2002. The reasons given
against sea-face walls [Mandovi is not a 'river' but an 'estuary'
impacted by tidal amplitude] along the sandy beaches are two: 1. had
surfaces 'reflect' water currents and 2. walls prevent the natural
'replacement' of sand on the beach. Promod Badami would do well to
read the book "Conservation and Management of Coastal Sand Dune
Vegetation." Copies are availble with BSG and DSTE besides libraries
of coastal schools in Goa.

HOUSE, Panaji, seems a bit odd to me. The embankment can be built with

EMBANKMENT can be 4 metres wide at the TOP. It is good enough for a
road ... which can be linked to the D B.Bandodkar road and widened as
per need later ...on "the land ward side of the existing road" as per
CRZ requirements. What a beautiful idea?

TOI 23/11/07: "'Tis the season for fares to soar".  One month before
departure, an unnamed airline has priced a Mumbai-Goa ticket for a December
24 flight at Rs 10,579. "As happened last year, fares could still double by
December 22." But last year, at the same time (one month before departure)
the same airline was offering a Mumbai-Goa ticket for Rs 2,200, "nearly 5
times lower than this year's price."  Early bookings (say 10-11 months
early) have been as low as Rs 3,863. Meanwhile, Delhi-Goa fares for Dec 24
by JetLite are quoted at Rs 12,265. Last year at this time it was only Rs
7,900.

Last year I had proposed that the Navy should give its fliers a break at
Christmas/New Year  so that more flights to/from Goa could be squeezed in
and fares could be moderated. This would make a concrete contribution to the
common man (Goan and non-Goan alike) instead of gimmicks like air shows. If
the U.S. can ease up surely the Navy in Goa can.

38th IFFI TAKES OFF AT GOA TOMORROW

* SHAHRUKH KHAN TO BE THE CHIEF GUEST

PIB, Nov 22, Panaji: The 38th International Film Festival of India (IFFI-07) 
takes off tomorrow at Goa.  Noted film actor Shahrukh Khan will be the Chief 
Guest at the inaugural ceremony.   The inaugural lamp will be lit with the 
assistance of Priyamani, the rising star of southern cinema.  Inaugural 
function will be attended by Minister of Information & Broadcasting and 
Parliamentary Affairs, Shri P. R. Dasmunsi and Chief Minister of Goa, Shri 
Digambar Kamat besides several important film personalities.

The Palme D' OR winner of Cannes 2007- titled 4 months, 3 weeks & 2 day 
would be the opening film.  The Director of the opening film Mr. Cristian 
Mungiu and the main actress, Anamaria Marinca would be present at the 
inaugural ceremony. Besides, there would be other foreign delegates 
representing various international film festivals from Netherlands, China, 
Poland and Mexico. A major delegation from Poland and China will also be 
present.  Portugal-Spain film 'Fados' directed by Carlos Saura will be the 
closing film for the Festival.

The Cinema of the World Section will feature a choice of year's best 
international cinema.  This section will have 76 films from 42 countries.  A 
specialized competition for feature films by Asian, African and Latin 
American Directors is being organized. Under this section, fourteen films 
from 13 countries have been selected for the competition.

Competition Jury is headed by the eminent award winning film maker from 
Hungary Ms Marta Mazaros, who has won awards in Cannes/Berlin/Venice and San 
Sebastian Intl Film Festivals. Other members of the Jury are, actress Meltem 
Cumbul (Turkey); Cinematographer Shaji N Karun, Film Director and Script 
writer from Kerala; noted Argentinian film director Pablo Cesar and Mr. 
Robert Sarkies, film maker from New Zealand.

Hungary will be in focus under the section 'Country Focus'.  Seven films 
"Black Brush' (Director: Roland Vranik), 'Dealer' (Director: Benedek 
Fliegauf), 'Eastern Sugar' (Director: Ferenc Torok), 'Hukkle' (Director: 
Gyorgy Palfi), 'Temptations' (Director: Zoltan Kamondi), 'The Porcelain Doll' 
(Director: Peter Gardos) and 'Vagabond' (Director: Gyorgy Szomjas).

In 'Film India Worldwide' category, three films 'AIDS Jaago' (Mira Nair), 
'Amal' (Richie Mehta) and 'The Pool' (Chris Smith).  Retrospective of Ingmar 
Bergman would feature seven of his highly acclaimed films, namely, 'Autumn 
Sonata', 'Fanny and Alexander', 'The Seventh Seal', 'The Virgin Spring', 
'Through a Glass Darkly', 'Shame', and 'Wild Strawberries'.

Indian Panorama at IFFI - 2007 would present a bouquet of 36 films, 21 
features and 15 non-feature films. The package is a mixed bag with stalwarts 
like Budhadeb Dasgupta and Adoor Gopalakrishnan presenting two films each. 
The section would have Ami Iyasin Aar Amaar Madhubala (The Voueurs- Feature) 
and Naushad Ali- the Melody continues (Non Feature) by Budhadeb Dasgupta and 
Naalu Penunungal (Four Women- Feature) and The Dance of the Enchantress (Non 
Feature) by Adoor Gopalakrishnan.

The debut directors like Sameer Hanchante, Samir Chanda, and Bhavna Talwar 
would present their films Gafla (Scam), Ek Nadir Galpo (Tale of a river), 
and Dharm respectively at the festival.

A special section celebrating 60 years of India's independence, India @ 60, 
would showcase seven patriotic films including three feature and four 
documentaries.

IFFI also features a Film Bazaar for films from India as well as large 
number of foreign countries, seminars, discussions and press conferences, 
IFFI Goa film treasures (a section dedicated to international film heritage) 
and special Festival publications on the films being screened.

Theatre facilities for IFFI - 2007 have been significantly upgraded. Nine 
theatres with a total seating capacity of 3026 would be part of the Festival 
complex as compared to five theatres with a total seating capacity of 2200 
last year. The theatres are, Inox Multiplex (4 screens), Kala Academy (2 
screens), Ashok & Samrat (2 screens).  Two new screens have been added in 
Maquinez Palace, which have the capacity to be looped.  Over 3500 delegates 
have registered.  Around 350 media persons have registered of which 80 are 
from Goa.

One of the newspapers that I subscribe to has a section called, "News of the

how positive support can be made to the Save Goa Cause. The land sharks in Goa 
are some truly bad beasts.

sources in the articles he has excerpted are claiming
that the items found were the elusive WMDs. Miniter
has not bothered to talk to the original sources, nor
has he obtained relevant details from the websites of
the military and Governmental entities mentioned in
the reports. Here are the specifics about each item:

1. The 1.77 metric tons of low-enriched uranium and
the 1000 radioactive materials were the same ones that
the USA Today article reported as being sealed and
kept under control by IAEA since 1992. They were not
the elusive WMDs. Miniter C&Ps a BBC report for this,
and says nothing about the USA Today report.

2. The 1500 gallons of chemical actually turned out
not to be a chemical weapon in the actual testing that
was done. Moreover, this material was produced after
the Iraq war i.e. after Bush's "mission" was
"accomplished".

3. The one roadside bomb only had traces of sarin. It
exploded close to a couple of soldiers who were not
harmed in any way. Only two out of the 17 warheads had
some traces of cyclosarin. And all of these things
were relics of the Iran-Iraq war strewn around or
buried in the old battlefield. Neither Miniter's C&Ped
job nor any of the news reports that I retrieved
claimed that these were the elusive WMDs.

My conclusion from this is that at least as far as
WMDs are concerned it is Miniter who is spreading
disinformation rather than the liberal media."

You get Tulsi in Mauritius too, mostly in front of their "temples" for the 
deities. Some houses have Durga, others with Ganesh, Shiva and so on.. 
etc but all the Hindu deities' houses appear to have Tulsi & other shrubs, but 
the Tulsi for its many beneficial properties as well. I was walking around a 
seaside town in Mauritius, and the smelll was so very nice. If you pick a leaf 
and crush it, the aroma is wonderful. And of course all the other benefits, 
both physical & spiritual are there.

Dear Dr Joyce Shamshudin
  It came as a shock to learn of Albert Castanha's untimely death. Like many 
others of his generation, I knew him well at school (he was two years my senior 
at the Goan High School, Mombasa), and particularly, as an outstanding 
all-round athlete and champion. With several others, I often trained and 
competed with him in healthy rivalry whilst we represented different athletic 
teams. Indeed, I have several photographs of the old athletics days in Mombasa, 
faithfully recording many personalities and trophies galore!
   
  Albert was an unassuming individual who would invariably get on quietly with 
the tasks on hand in any situation. I also recall that my dance band, the 
Melody Dance Band (MDB) performed at his wedding and that we played True Love 
for the first bridal waltz at the Goan Institute, Mombasa and that the event 
was filmed by his family--a first for many of us all those years ago. It took 
us ages to properly link the music of the day to the 8mm film sound track. This 
had to be done separately and laboriously after the filming at the time, and a 
long while before video came on the scene.
   
  My condolences to Albert's family and friends. It will take me and many 
friends of his in the UK and elsewhere in the Diaspora, some time to get over 
the fact of Albert's sad demise.

Why couldn't the organizer's of this protest hold one rally in Panjim and 
another one in Margao, both at about the same time?

That way, folks coming from even the remote parts of southern Goa, could have 
attended the rally in Margao.

A sizeable indigenous population of Goa lives in South Goa.

Dears,

As per the latest reports [inputs from Niraj Naik's Digital Goa and
Adv. Aires Rodrigues' SMS service] singer Hema Sardesai will kick-off
the anti-SEZ token Hunger Strike by Matanhy Saldanha and group near
Captain of Ports jetty and old customs House, Panaji.

Reports from NRIs abroad  and Goans in Panaji and Margao 
indicate that Siddhanath Buyao will stage some Street Plays against
SEZ with some friends from Margao.

Looks like GMAS has a song and dance routine in mind. Hunger strike
and Hema Sardesai seem to be an odd combination. But then again,
politicians make strange bedfellows. :-(

Meanwhile, SEZ Virodhi Manch [SVM] led by Aravind Bhatikar, Fr.
Maverick Fernandes, Pravin Sabnis, Charles Fernandes, Dr. Videsh Jalmi

People should first wage war with the municipality for allowing the builders to 
build without proper plan. I had bought a flat in Mapuca .I do not like to name 
the builder for I am ashamed to take his name. Each flat owner at the time of

deed as the church cannot sell the land, and so an agreement is done for 
leasing the flat for 99 years. This is worse. I would like the readers to 
comment on this.

It is a pity some did not get the 'RESOLUTION' of the debate.  The first 
debater was Christopher Hitchens. And he immediately proceeded to make the 
points to defend the resolution which was the title of his book - "How Religion 
Poisons Everything." One would think that having actually WRITTEN  THE  BOOK, 
Hitchens would be in a better position to defend his 'thesis' and the 
resolution.  

Why do we just not accept that Hitchens had no convincing facts or data, except 
for anecdotal examples, to support the resolution of the debate and the catchy 
title of his book? Of course, it did not help when, Dinesh with recent and 
well-documented world history from Lenin to Stalin to other communist leaders 
in Eastern Europe to Mao to Khmer Rouge in Asia, to Cuba in the Americas etc. 
compared the performance of theists to atheists societies and leaders.  Unable 
to defend the resolution or his book-title (also propounded by many atheists on 
this forum), some have sought to lay personal blame on Hitchens, or the debate 
format, or the lack of a defined resolution, or even the 'whiskey' glass. Good 
try - but here is another chance.:=)) 

I agree with Santosh about the digression of the debaters. To me, if one is to 
have a scientific / sensible debate / argument about religion, one should first 
define the term.  The following is the definition of religion as per Wikipedia.

"A religion is a social institution that includes a set of common beliefs and 
practices generally held by a group of people, often codified as prayer, 
ritual, and religious law." To me the operative term is a "a group of people" 
living by a "codified" norm.

Can anyone refer to atheists and others of similar persuasions who live in 
"non-codified" social enclaves? Even today none have flocked to Cuba. Yet many 
Cubans desire to leave Cuba. If atheists despise / repelled by / poisoned by 
the codification (laws), why have they not created / sought refuge in places 
where the community norms are NOT explicitly or implicitly codified as social 
practice patterns? And I do not mean Anjuna beach.  Why did societies 
(including early, pre- and early-civilization) develop an indigenous or 
exogenous codified system of norms of behavior?  If humans are inherently born 
good / moral (as per atheists) why do ALL of today's societies have zillions of 
self-created (civil and criminal) laws, rules, regulations? Or does not the 
universal existence of these written codes reflect and is aimed to balance the 
weakness and free-will of humans?

Hitchens and Goanet atheists recite the (supposed) ills of religion - slave 
trade, apartheid, racial segregation and caste practices.  Yet, the 
practitioners of these practices relied on their human instincts of greed and 
power (yes, often using the name of religion); and actually contradict 
Hitchens' premise - humans are born moral and religion poisons them.  Yet Hitch 
/ Selma's  knowledge conveniently fail to point out that it was individuals and 
their followers with an even greater understanding of their own true religion, 
that fought to end the above practices - Quakers, Bishop Tutu, Martin Luther 
King, Mohandas Gandhi respectively. 

Atheists make 'religion' a THEORETICAL debate as Santosh so well exemplified. 
The 'organized atheist' societies from which to draw practical experience of 
atheism are communist societies.  Scientist Santosh should know, larger the 
data-base more definitive / certain are the conclusions. Yet the MORAL 
performance of the communist societies are rarely referred to by atheists, 
specially Hitchens, Selma and Santosh. I wonder WHY? My Chinese colleague 
informs me that in Communist China, the laws on moral behavior were more 
strictly enforced and violations severely punished than in societies that have 
a religion.  Of course these laws and moral compunctions did not apply to the 
communist leaders.

Theists on the other hand emphasize the PRACTICAL applications of their 
religion- "do unto others " as a first tenet of "prayer, ritual, and 
religious law" as all well-functioning societies (pre- and post-civilization) 
have repeatedly demonstrated.  To me the whole essence of society and social 
values is to care for other members of that community. And if can Santosh 
please sit, what Christianity did was preach, practice and die to expand the

   As you are not generally known for getting your facts right, here is what 
happened to the word "macacas."  Somebody used the term on Goanet and I merely 
asked what it meant as I was unfamiliar with it. When I was informed that one 
explanation was that it was a derogatory word by whites for (East) Indians in 
the USA, I wondered aloud why the word had not crossed the pond to the UK.  I 
am sorry you got tickled pink over this simple query with specific reference to 
my minimal engagement with the term and then seemingly generated a story around 
it. Perhaps checking facts in the archives by you would save wasting our time.

When i was reading the story of red nissan I really thought the writer had 
actually been to Kuwait and was a guest of those people. It was only at the end 
that I came to know that it was a story written in Konkani by D.Mauzo. Congrats

I am remarking on the fiction of perception. Knowing that fiction
tends to be more real, and in being so, helps us understand reality as
we may not be able to see or perceive it, even when it appears in
front of us.

There is another class of Goans who are highly skilled and work the
same hours as the unskilled and semi-skilled. These are extremely
skilled guys who work as supervisors and lower management. They know
the functions and skills (in terms of executing those themselves) of
the men they oversee; not a mean feat. In fact, there are also skilled
workers, among them welders and machinists who are not regarded as
skilled in terms of cadre, but skilled in terms of plain polished
skills!! They have no cars, and put up a lot in terms of loneliness,
poor food, fighting against those from other states -- who form
cliques, being ill-treated even by guards if they forget to carry
their IDs before boarding the bus to go on site. Often just made to
stand there in the early morning cold, instead of allowing them to go
back to get their IDs by native gauards who needlessly harangue them.
To make the last couple of points, I am including information from
Qata and Muscat. These guys can give the best engineers time to ponder
about their education, which in real terms is often no match to the
experience of these understood to be unmentioned skilled. What these
may not be are "bol bacchans" (to talk their way of anything OR in my
colloquial form, to talk themselves out of someones bedroom when
cornered). Aside from the story by Mauzo -- and I am gald that such
issues are being written about, we must respect the existence of all
who are not among the white collared, the blue cornered so to speak. I
also feel that such stories should be serialized in newspapers.

Goa, coping with the pressures of a shiftover of the IFFI from New Delhi
November 22, 2007

Panjim, Goa, Nov 22: Faced with having to cope with the pressures of
shifting its venue from the Indian national capital to the country's
smallest province, the IFFI (International Film Festival of India) is
currently working to win friends and influence people here in the
former Portuguese colony of Goa.

India's attempt -- which started since the IFFI shifted here in
November 2004 -- is aimed at recreating an "Indian Cannes" of sorts,
in this small region, known better for being a holidayer's paradise
and region filled with beaches and an interesting mix of food and
music.

Goa's main problem: it doesn't have much of a film-culture of its own.

Two other problems, at least, also afflict the shifting of the
film-festival here. One is political. Opinion tends to get sharply
polarised here.

When the IFFI first came to Goa in 2004, the supporters of the
right-wing Hindu nationalist Bharatiya Janata Party (BJP) were its big
fans. Now that that party is in opposition, it is the ruling Congress
which is trying to make the most of the event, while allies and
supporters of the BJP go about criticising the event.

In the meanwhile, Goa is also getting squeezed between the various
Indian regional film industries, a few of whom are for Goa being the
venue of IFFI, and more believe that their own region could play a
better host.

Bollywood -- as the moneyspinning mainly-Hindi, Mumbai (Bombay)-based
film industry from western Indian is known -- appears to be largely in
favour of the festival being hosted in Goa. Regional Indian film
industries from Chennai (Tamil Nadu), Hyderabad (Andhra Pradesh) and
Kolkatta (West Bengal) appear not so well disposed to the festival
being sited here.

But the Confederation of Indian Industry, a national level trade body
that sees the money, rather than the entertainment, side of films to
be important, itself largely appears to be supportive of Goa as the
venue.

Government employees, themselves a harried lot having to cope with
this small region's stretched infrastructure, sometimes show their
dislike of having to work on a festival being held in Goa rather than
in New Delhi, a city they are more used to.

Goa, India's smallest state, also has the challenge of coping with the
difficulties of building its infrastructure upto par, raising money to
fend for the festival, and pulling off things without too much
inefficiency amidst the growing number of impatient fans and film
buffs thronging to the festival.

This year the state has attempted to increase the number of seats
available at the festival, and extend screenings to a few more
theatres. Also, the process for applying -- for both delegates and
media -- has been placed online, which speedened up things but also
ran into some technical glitches in a case of some registrations.

Panjim, the Goan state capital, announced that the street
carnival-style fanfare would be minimised during IFFI 2007, which
begins here on Friday, November 23, 2007.

This is seen as important to avoid dislocations and further
traffic-jams in this small state-capital of barely 50,000 inhabitants,
whose population swells to double its size daily because of the influx
of government servants and others.

Meanwhile, the Entertainment Society of Goa, the organisation which is
entrusted with the local preparations for the event by the regional
governmentn announced it would organise a series of competitions in
time for the IFFI.

It said IFFI this year would create "talent platforms" for Goa with
film-related competitions to encourage local participation.

These competitions would include a lyric writing competition (in the
languages of English, Hindi, Konkani, Marathi). Participants would
have to submit a single entry of their original lyrics.

There would also be a multi-lingual film story competition; music
compsition competition; a photo-competition to shoot unknown locations
in scenic Goa for filming; and even a floor-painting competition
depicting film personalities.

WASHINGTON, Nov. 15 - A week before the peak Thanksgiving travel period, the
White
House got involved at an unusually detailed level with air traffic on
Thursday, as President
Bush announced that airlines would be able to make fuller use of military
airspace to relieve
congestion and cut delays.
As part of a plan "to bring order to America's skies," Mr. Bush said that an
agreement between
the Federal Aviation Administration and the Defense Department would allow
commercial
airlines to plan in advance to route flights through areas off the Atlantic
coast where the Air
National Guard and the Air Force conduct exercises. Normally, the F.A.A.
asks the Pentagon
for use of offshore airspace on a day-by-day or even hour-by-hour basis.
The experiment will start Wednesday and run through the Sunday after
Thanksgiving.
If the experiment works in that period, it could be used again at the end of
the year, said Mary
E. Peters, the secretary of transportation. Ms. Peters compared the routes
to highway shoulders
that are opened for traffic during rush hour.
Depending on weather and traffic conditions, the change could be of
particular benefit to
travelers using airports in the New York City area, where bottlenecks set
off delays that ripple
across the country.
Ms. Peters also said that the aviation agency would suspend nonessential
construction and
maintenance during the Thanksgiving and Christmas periods to minimize
disruption.
The White House is considering a variety of steps intended to reduce delays,
or at least get a
better handle on them, but these would take months or years to put in place.
For example, Transportation Department statistics might be changed to
reflect delays
involving planes that push back from the gate on time but then sit on the
tarmac. In addition,
flights that are canceled might be figured into the delay statistics.
The White House is considering whether to penalize airlines for an "unfair
and deceptive"

Mr. Bush said Thursday that short-term improvements in flight operations
were possible, but
that "they do not cure the underlying problem: In certain parts of our
country, the demand for

Sorry to butt in like this. But my intention is not to answer on behalf of 
Bhandare, but on my own behalf.
 
I will deal with two points made by J Colaco.
 
One: "I wish you would point out one person on GoaNet who 'hates' the BJP."
 
Colaco is right in saying that hate is a strong word - perhaps the correct word 
is detest. And there are many who definitely fit in this category. I am not 
saying that they are necessarily wrong, or that one should unsubscribe those in 
this category. However, what I find is that there is a huge amount of double 
standards in this respect. And because of this double standards, maybe the 
strong word is more applicable. 
 
Two: "What about you? Are you a paid BJP agent? And Is your vaccuous nonsense 
something anyone will pay for?" This was addressed to Bhandare. It is such 
questions that one would come to the conclusion that Colaco hates the BJP.
 
No intention to ruffle any feathers, and if I did, sorry for doing so.

You get Tulsi in Mauritius too, mostly in front of their "temples" for the 
deities.  Some houses have Durga, others with Ganesh, Shiva and so on.. 
etc but all the Hindu deities' houses appear to have Tulsi & other shrubs, but 
the Tulsi for its many beneficial properties as well.  I was walking around a 
seaside town in Mauritius, and the smelll was so very nice.  If you pick a leaf 
and crush it, the aroma is wonderful. And of course all the other benefits, 
both physical & spiritual are there.

were also pulled out and raped by four people. They
hit me with rifle butts.” She lay dazed in her house
for a day before her nephew brought her to the
Nandigram block hospital. Later, she was shifted to
Tamluk. “I still don’t know what has happened to my
two daughters,” she said. 

Police recorded her statement on Sunday. “There is no
visible sign of rape but she is a mother of a number
of children. In such cases, rape is difficult to
confirm by physical verification, often circumstantial
evidence is crucial,” said Dr Sudip Gole who carried
out the medical examination on Saturday night.

Kuwait Goans urged to direct grievances to NRI Affairs

When it comes to hosting receptions, banquets or occasional
celebrations, Goans do it with passion.  This was conspicuously
discernible on Friday, November 9, 2007, when a segment of the Goan
community in Kuwait threw in a lavish reception in honour of the
visiting delegation from the Indian State of Goa.

The delegation comprised of Eduardo Faleiro, Honorable Commissioner
for NRI Affairs-Government of Goa, Vice-Admiral (Rtd.) John Colin De
Silva, Chairman, Overseas Employment Agency of Goa, Ulhas D. Kamat,
Director of NRI Affairs, Government of Goa and Ms. Sabina Martins,
social activist and President of "Bailancho Saad", a powerful regional
organization that spearheads the movement for the emancipation of
women.

His Excellency M. Ganapathi, the Ambassador of India, V.K. Mahajan,
First Secretary, Education & Information and other Indian Embassy
officials also graced the occasion that was set in a luxurious Mughal
ambiance at the Mughal Mahal hospitality chattels in Hawally.

Carmo Santos, founder and chief patron of Goan Cultural Centre in his
welcome address highlighted the steadfast endeavours of the NRI
Affairs Goan in the interest and for the benefit of the NRI Goans.
Santos was particularly ecstatic at the visit of the delegation and
expressed confidence that with Faleiro at the helm of NRI Affairs, a
new leaf  would be turned to redress issues that obsess the NRI Goans.
Santos also gratefully appreciated the kind guesture of His
Excellency, M. Ganapathi for gracing the occasion despite the fact
that it was the day of Deepavali, the great Indian Festival of Lights.

Eduardo Faleiro speaking in Konkani pledged full support, cooperation
and assistance and advised Kuwati Goans to direct genuine grievances
to the NRI Affairs, Goa.   Faleiro apparently elated at the
overwhelming reception then presented a beautiful memento to Carmo
Santos and hailed him as, "an excellent leader of the Goan community
in Kuwait".

His Excellency, M. Ganapathi then tossed in a big surprise by saying a
few admirable words with a touch of Konkani to the cheerful applause
of the guests who thronged the venue.
A surprise guest speaker was Ashok Karla, one of the managing partners
of the prestigious Mughal Mahal chain of restaurants who extolled the
Goan community  for their "organizational dexterity" and added, that
every Goan  function was a mini Goa reflecting "Goans inherent desire
for joie de vivre".

Suresh Naik, President of Goan Cultural Centre proposed a vote of
thanks.  Earlier, the delegation was profusely welcome with flowers
bouquets and later, presented with gifts at the hands of the leaders
of several Goan social, cultural and sports organizations active in
Kuwait.

Several prominent Goan personalities along with their families and
guests who warmly interacted with the members of the delegation
included Engineer Suresh Naik, President of Goan Cultural Centre, Dr.
Jagganath Chodankar, President of Club 9, Alexander Fernadnes,
President of Colva United Centre, Bosco Leitao, President of CRC
Chinchinim, B.M. Viegas, President of United Goans Centre, Derrick
Gomindes, Sports Secretary (Hon) Kuwait India Football Federation
(KIFF), and, S.J. Nazareth, President of Kuwait Goa Foundation, among
others.

After using the same tune as Ulhas Buyao's composition,
Music director, Ashok Patki claimed that
``Frankly, neither (Rajendra) Talak nor I knew the song was already recorded, 
so there's no question of copying it,'' said Patki.
A questionable claim as the original song has been very popular in not only 
Goa, but also in Mumbai.
And does Talak really believe that any guy from Margao is going to swallow his 
claim that he (Talak) did not know about the recording Of Buyao's song?

The lyrics by Uday Bhembre are excellent 
BUT if the original composition was his (Bhembre's)
how did the advocate in him ignore it for so many years?
Was the Brahamastra on a holiday?

While Bhembre deserves the appreciation for the lyrics
the composition credits undoubtedly belong to the Goem Shahir.

Dears,

The new PROTECTION WALL being erected by the IRRIGATION or WATER
RESOURCES DEPARTMENT along the sandy beach across the road from DEMPO
HOUSE, Panaji, seems a bit odd to me. The embankment can be built with
MURRUM FILLING having FOUR METRES top width with 100% Government
investment as per the rules in force. For details see "Citizens'
Charter" of the Directorate of Agriculture under "Soil and Water
Conservation" on page 12.

Perhaps, one will remember a similar "bandh" withland filling in
Chorao and another in Carmona. Add another "C" with Campal-Panaji.

As per Section 42 of the TCP Act, 1974 contained right at the
beginning of Chapter VII "Control of Development and Land Use" it is
mandatory that the "Land use" is  "to conform to Development Plan".The
Panaji draft ODP 2011 shows the road along the river. TheEMBANKMENT
can be 4 metres wide at the TOP. It is good enough for a
road ... which can be linked to the D B.Bandodkar road and widened as
per need later ...on "the land ward side of the existing road" as per
CRZ requirements. What a beautiful idea?

Dears,

If you are living in and around Mapusa/Mhapsa/Mapuca, the ODP 2011 is
important for you. You may wake up one morning to find trucks parked
in front of your gate and there is no way for you to even squeeze your
two-wheeler out of your gate. The time to protest is now.

I have been a part of a a three-year long battle to stop a single shop
in the building from operating as a godown. The spilt flour attracted
rats and flies, the rats attracted cats and the cats attracted stray
dogs. At night we had a veritable choir ... singing in voices! By
dawn, the trucks arrived and the diesel engines were revved up before
shutting down. One awoke and had to bear up with the music which the
truck cleaner [klinder]  played on the truck stereo while he made some
tea. The odour of kerosene from the primus stove preceeded the the
fragrance of the coffee or tea. Wake up and smell   the smells and
odours. It was a grind ...Health Officer to Station House Officer and
MMC Chief Oficer to the Mamlatdar to Deputy Collector.

If you want to avoid all that, you need to OBJECT to the TCP
department . YOUR TIME STARTS NOW! After 15 December, 2007, it is
too late.

GBA does not need financial support at present. It requires your
support  IN PERSON.

If you are not in Goa at present, encourage your friends and relatives
living in Mapusa and Panaji to OBJECT by 15 December, 2007. Earlier
the better.

It feels nice to have persons like George Pinto to move things from
where he is  and for persons like Rajan Parikar, who has come down
to Goa, is moving around town and giving us visual evidence of what is
happening to our Goa.

The TCP Dept has been asked by the High Court to produce the MISSING
Aldeia de Goa file or to drag the Chief Secretary to Court in person.
It happens only because of the ground swell of public support. We get
a Government we deserve. Let us work to deserve a better Government
than we have today.

Thanks Rajan for posting this link...I was looking out for this song to add 
to my collections...a few years back I had requested Ullas for the Lyrics of 
the song...but he replied saying  there was a court case was going on for 
copyrights.

By the way just wanted to know, if its possible to get old songs records 
from AIR (Panjim) Panjim.

Dear Vinay,

I did understand Sonia's question. Believe it or not,
I am capable of comprehending English :-)

To me personally the question is irrelevant. I have
never decried BJP's holiday cancellation tamasha.
Working Goans don't need a government to provide them
with a list of official holidays. Infact, they need a
list of working days because I'm quite sure they don't
know which days they should present themselves to work
and at what hour. 

The BJP was absolutely right in canceling all
unnecessary holidays and if the Congress has now done
it, good for them. Long over due.

Er, there is a word for this rebuttal in French. It's
call "touche". Also called "check-mate" in English.

The more I think about it, the more it seems that a game theory is
being played out on Goanet. Many of these discussions are so PC, that
every sliver of opinion is being validated or rejected by individuals
who in another scenario would reverse opinion. So if something is said
about say the Vatican -- it finds validation by those who in another
scenario would happily castigate it. So if I were to curse out the
Vatican, and the entire College of Cardinals as well as support my
contentions -- the princes in red will find support on this bandwidth,
by those who will do so for no solid reasons other than anointing
themselves as the objective jurors du jour. By now, I surmise that
many conversations have gone offline and perhaps in the process
neutered some good thinkers. So. seriously think twice when an
invitation to carry a conversation offline is proffered. I would not
be surprised that quite a few have made a couple of such mistakes. But
it does not have to be repeated by all. I feel that in going offline
one usually accords courtesy to the one who suggested the offline
tryst, and at such occasion inadvertently also the benefit of doubt.
At the very least when such an interaction takes place, one may
hesitate to take issue (on account of; however spurious the bonding --
this is conjecture on my part) when said offline invitee continues
posting in furthermore strident vein. Of course, some of these posts
are very moving, and some that speak to certain individuals more than
to others.

In this constancy of savdhan, vishram exercising, the quality of the
ideas appear to belabour under the tremendous burden of vigilance. My
suggestion is to seriously consider shunning and avoid responses that
really do not say much other than assault ones thinking. This appears
to be steady use of the carrot and stick schtick. A bit of humor, two
or three endearing remarks, and boom it back to the 80 mm barrage.

I remember something from years ago (2000, I think) when the statement
for a body of my work, Speculatio:reflections on a scourge, was posted
to Goanet. The works were a reflection on atrocities against
Christians which had made the news -- beheading of a priest, another
who was paraded naked, etc. I decided to do these works as my
expression, after having realized, yet waited and seeing that to my
knowledge the subject was not being touched by any Indian artist. Its
a way to remember as well as to keep going. A Sunila Muzzawar wanted
to know in quite certain terms as to why only Christians and not on
other communities. I do not remember the specific community she asked
about. I think this shero was asking me about atrocities against
Hindus. The name suggested that a female and a Muslim, who was showing
a concern for her fellowmen. There was an underlying intensity, which
was confrontational (which is really cool, but still what it was). So,
I thought this must be a nutjob, but realized that a response must be
provided in any case. And it should not be an apologetic one, which is
often the reaction even though ones intention is clean. I had the
presence of mind to point out the broad nature of my work, and if
again if I remember correctly, that I have worked on ideas ranging
from Shunyata, the Hindu pantheon, Indian deities, even travel across
SAARC countries which I illustrated showing a Muslim couple, and on
others subjects. I did not get even a note of confirmation,
considering her earlier tone; either clearing or further villifying
me. I am not a mystic, but am pretty good at sensing stuff, and feel
that I am getting those same vibes recently. Either these people are
of similar inclinations but they certainly are not all clones. Well I
am too old to become a cop now.

So cogitate before you link in the offline sense. Other than that let
me not rain on anybody's potential to make and have new friends.

Hitchens' position is that religion is a "threat to

PRESS RELEASE



Over 1000 people gathered at Loutolim Church grounds on November 21st, for a 
meeting organised by SEZ Virodhi Manch as part of its ongoing campaign to 
keep the public informed and aware of the destructive effects of SEZs on 
Goa. People from various villages in South Goa, even  as far as Keri also 
attended to display their solidarity with the SVM against the SEZ policy for 
Goa.



The large crowd was addressed by Fr. Maverick Fernandes of Council for 
Social Justice & Peace, Mr Aravind Bhatikar of Jagrut Goem, Mr. Pravin 
Sabnis of GBA, Dr. Kanekar, a practising physician from Cortalim, Fr. 
Eremito Rebello and Mr. Dilesh Hazare from Keri and a number of others.



All the speakers condemned the hypocrisy of the Digambar Kamat government 
for resorting to the ruse of setting up a committee to review SEZs in Goa, 
even as the destructive SEZ development work carries on unabated. Mr. 
Aravind Bhatikar said that the Government should demonstrate its sincerity 
in reviewing the SEZ policy by first stopping the work that was carrying on 
unhindered in Keri and Verna.



Fr. Maverick Fernandes said that while a a plan for stopping the rainwater 
run off into the sea made by the CSJ&P with inputs from international 
experts that would visibly help improve the water situation and the life of 
the people in the state was lying with the Government for the past two 
years, SEZ land allocations were pushed through within a few days. He said 
that it was now a well accepted fact that in twenty years, a substantial 
area of Goa will be inundated due to rising sea levels. With most of Goa's 
limited land resources handed over for industrial estates and now SEZs, life 
would be extremely difficult for the ordinary Goan in the years to come.



Pravin Sabnis made a forceful declaration that GBA was with the people in 
their struggle against SEZs. He warned the people that the SEZ struggle 
would not be finished until the lease signed with the SEZ developers was 
revoked and the land handed back to the state Government.



Fr. Eremito Rebello pointed out that the Government should have done its 
homework before adopting the SEZ policy for Goa and handing over our 
precious land. The Review Committee proposed by the Chief Minister  was a 
"sleeping pill" he said, to lull the people into a false sense of 
complacency.



Dilesh Hazare of Keri quoted the Biblical incident of Jesus throwing out the 
moneychangers and vendors who had turned the temple premises into a market 
place. He called upon Goans to emulate Christ and throw out those who had 
turned our sacred motherland into a market place.



Franky Monteiro, working President of People's Movement Against SEZs, 
condemned the local MLA's role in the allotment of the land to SEZ 
developers as well as the allegedly illegal  allotment of the land, because 
of which the PMAS had filed an FIR against  On behalf of the Loutolim 
constituents, he appealed to the MLA to withdraw the SEZ and revoke the 
lease  from the Verna Industrial Estate.



The meeting ended with a firm resolve from the people to rid Goa of the SEZ 
monster, especially since the Commerce Minister had publicly assured that 
even notified SEZs would go if the people did not want them.  It was also 
resolved that Goans of all creeds and communities would stay united to 
protect the land of their forefathers by  intensifying the struggle against 
the destructive SEZ policy seeking to be inflicted by the Digambar Kamat 
government .

THE RED NISSAN

Kuwaitkar.

Just a mention of the word, and a certain image forms before
our eyes of a stereotype Kuwait Goan.

This family didn't conform to it.

There are two classes of Goans in Kuwait: one is the group of
unskilled and semi-skilled workers who come without their
spouses and live in cramped quarters, with four and more
sharing a room. Toiling ten to twelve hours a day, scraping
together some meagre savings.  The other class is the
literate white-collared people who work in offices.

These generally come in with their families. The wives often
work as secretaries, at times earning more than their husbands.
They stay in rented apartments, shared sometimes by two
families. They're usually pretty comfortable, with all sorts of
modern amenities and gadgets. After putting in an eight-hour
schedule at the office, they're free to drive down to the
supermarket to shop and socialise.

But there was yet another breed -- wallowing in super luxury. I
discovered this when I went to Maria's house.

Since my tour to Kuwait was an official one, the arrangements
for my stay had been made by the Indian Embassy. The day after I
landed, I phoned Maria to tell her that I was in Kuwait.  "Keep
Friday free for us," Maria had said. "Don't accept any other
engagement for that day."

I knew that Maria was quite well-off. I'd heard that Maria's
husband had built a bungalow in the up-market locality of
Altinho in Panjim. Other Kuwaitkars too, who spoke of her,
contributed to my impression that Maria was doing very well for
herself. But I'd never imagined that my estimate would be so
badly off-target.

Arthur himself came to the hotel to collect me. I'd seen the
Governor's Cadillac in Goa -- but this one made my eyes pop. It
was sleek and beautiful, jet-black, shiny and posh on the
outside.  And the interiors were even more opulent.

  The car itself, gave me a fair idea of his affluence.
  But I couldn't be too sure. He might have borrowed it
  from somebody, or it may have been the company's car!
  As I churned this thought in my mind, we arrived at
  his bungalow.

  All the bungalows at Mushrif are luxurious. There are
  no apartment buildings and flats here -- only
  bungalows set amidst spacious grounds; neat gardens or
  tennis lawns in front of elegant villas.

Arthur opened the door with his key, and Maria came out. "Hi!
How nice to see you here!" she welcomed me in English. She
looked quite different in a salwar khameez.

"You look good, Maria," I complimented her sincerely. "This
outfit suits you."

"Oh, come on. These are my house rags!"

I didn't know what to make of this. Was she putting me on or,
was she bragging that her wardrobe was far more elaborate?

I was about to sit on the sofa in the living room, but Maria
stopped me. "Not there -- that's for formal guests! Co inside."

The inner room was a pleasant arrangement for about eight or ten
intimate friends. I was truly impressed by all the magnificence
I saw.

My friendship with Maria went back to our childhood days. We'd
been next-door neighbours, and her father was a doctor so the
family was well-known throughout the village.  Inevitably, he
was our family doctor too; we became good friends.

Later, our family left the village and settled down in Panjim.
Our comradeship ought to have ended then. But Maria was married
in Panjim and since we used to run into each another from time
to time, our friendship remained alive.

Maria's husband was in Kuwait, and came down to Goa every year.
I knew him very slightly, from a few occasional meetings.
Later, Maria joined her husband in Kuwait, as well. We hadn't
seen each other for quite some time. After a gap of some years,
I met her when she'd come down last August.

She said she was in a hurry, but talked for a long time. She
spoke of how her husband's tight business schedule left little
time for anything else; how taxing her children's school
curriculum was and about how she fretted about the children who
were presently holidaying in England.  Before taking her leave,
I hinted that I might visit Kuwait on some work. She fished out
a card at once, from her purse and said, "Phone me the moment
you land in Kuwait, and do come and stay with us."

Crowning of 'Kingfisher Voice of Goa' festival


Panaji, Nov 20 Two exciting months drew to a close amid loud applause at the 
crowning of Noel Clinton Aiyer as the Kingfisher Voice of Goa 2007 in the 
English section and Kunjuraj Singh in the Regional language section at the 
finals of the 'Kingfisher Voice of Goa' festival at Nuvem on November 18.The 
three-day finale featuring singers, such as Ravindra Upadhyay, Oliver Sean, 
Lorna, DJ Notorious, Vaishali Sawant, Lynx and hosted by Channel [V] VJ 
Archana was well attended. Joel Fernandes, winner of the Kingfisher Voice of 
Goa 2006, also performed at the show.

The winner was awarded a prize worth Rs 2.5 lakh, which included an annual 
contract with Kingfisher, to perform at various venues across Goa. This 
competition drew more than 1,000 participants and the event, spread over two 
months, involved 10 audition rounds at various centres in Goa, two 
semi-finals and the final.

Clinton is a 25-year old musician from Calangute and is in this field for a 
decade, having performed several shows. Showing his excitement at winning 
Clinton said, "I am very excited about this honour. Music has lots of 
opportunities and I am firm in pursuing my career in this field."

Kunjuraj Singh, on the other hand is a Manipuri who came to Goa six years 
ago in search of a job and is currently a full time singer for an orchestra. 
He had made it to the semi-finals of this event last year. "I love music. My 
dream is to go to Bollywood as a playback singer. I want to move to Mumbai 
to achieve my ambition," he said.

The Chief Minister, Digambar Kamat, who was present along with his wife and 
the Power Minister, Mr Alexio Sequeira, presented a cheque of Rs 50,000 each 
to the duo.

The final list of short-listed singers for the English round were Lee Ann 
Dias, Delwyn Gomes, Danny Fernandes, Chime, Clifton Fernandes Sharon 
Fernandes, Noel Clinton Aiyer, Maria Cabral, Savio Pereira, Jerson D'Cruz, 
Glen Dias and Sydelle D'Souza.

The regional languages finalists were P S Roy, Ulfa Khawja, Kavita 
Hullalada, Vivek Vaid, Mukesh Garder, Anup Bannati, Karim A Mullah, Kunjuraj 
Singh, Ramesh Naik, Sushil Kumar Dwivedi, Anirudy Iyer, Kamal Paigi, Sudesh 
Shirodkar, Vikas Gaokar and Mayur Mayenkar.
