Goa Govt headed for another crisis

Panaji (PTI): The nine-month old Digamber Kamat- led Congress government
in Goa may be heading for another "testing time" with "everything not
well" within the coalition. 

While two ministers, one each from Congress and NCP, have locked horns
on developmental issues, an influential United Goans Democratic Party
(UGDP) legislator Atanasio Monserratte is lobbying hard for a
ministerial berth. 

Adding to possible trouble, Congress legislator Pandurang Madkaikar,
sacked from the Cabinet, has decided to approach Congress President
Sonia Gandhi with the demand to reinstate his ministerial position. 

"Either he remain in the government or I," is how Tourism Minister and
NCP legislator Fransisco alias Mickky Pacheco warned publicly on
Wednesday accusing Congress Minister Churchill Alemao of being
"anti-people". 

Both the ministers are at logger heads over the developmental works in
Benaulim constituency represented by Pacheco. 

NCP had earlier demanded that Public Works Department (PWD) portfolio be
stripped off from Alemao. 

Sharad Pawar-led party, which has formed a front of its own comprising
three of its legislators, two Maharashtrawadi Gomantak Party (MGP)
legislators and an independent Vishwajeet Rane, has been pressing for
taking away PWD department from Alemao.

"The high command (NCP) is with me. I will take my stand within two
weeks," Pacheco said.

"Cheap entertainment" sounds like a hugely euphemistic way to
describe this kind of talk, especially when it is repeated all the
time, and even ratcheted up a notch when there are objections.

I have never had any difficulty with Dr. Anand's posts and the
posts of others who share his political views, even though I
differ with them strongly. In fact, I have myself mentioned here
that it is a pleasure to have a thorough gentleman like Dr. Anand
participating actively on Goanet.

We have disagreed strongly on nearly every issue and vociferously
fought our sides of the argument -- and will probably continue to
do so -- but the discussions have always been within the
boundaries of civilized discourse and I at least have enjoyed
them, and also learnt from them.

But what are we to make of the fact that Dr. Anand and others keep
making statements giving implicit blanket support to Rajan's
stands? I myself find some of Rajan's work very good, and have
said so repeatedly. But I have been at pains to state what I
support and object strongly to what I find offensive. Many others
have also strongly objected to the inflammatory talk. As for some
other people, from them Rajan gets only approval, without any
qualifications ever being stated. Is it the job of other members
of Goanet to sit and speculate what things they approve of and
what they don't? We can only assume they buy the whole package.

There is an old saying: "...it is enough for a few good men to do
nothing..." The silence from far too many good men (and women) has
been deafening. But, Dr. Santosh, I will still try and do as you
advise, and give them the benefit of the doubt.

So what is Goanet? A place where one can come and spew out
everything within one's mind that is not acceptable in civilized
social discourse? A therapy session where you ventilate all your
deep-seated angers in highly objectionable terms? I would submit
that if it is not acceptable in civilized public discourse, it
should not be acceptable on Goanet.

Goanet has always been a place for strong opinions and huge
disagreements on social and political issues. To my mind, that is
a vital part of its charm and appeal. But, and I cannot repeat
this often enough, always within the norms of civilized discourse.

Over the past year or so, as the standards of debate have
plummeted, I have been feeling increasingly sorry for the
moderators. The strain of their thankless job , as they try to
maintain a minimum level of decorum, must be taking years of their
lives. I do not hold it against them that messages get through
that are extremely objectionable and clearly flout not only
civilized norms but also clearly laid down rules of this forum. (I
may also have offended in this regard at times, for which my
apologies). They are all busy persons, and handle this voluntary
job in the midst of their multifarious responsibilities, and, as
the volume of such posts increases, how are they to cope?

I will end this post by first proposing a sincere vote of thanks
to them. Second, I would like to make an appeal to other members
(and also remind myself to always keep in mind) that it is also
incumbent upon members themselves to exercise self-restraint if we
are to continue to function in a civilized fashion.

No Mario, the reason "Goans on the street", can't

SILVER JUBILEE CLOSING CEREMONY
The Closing Ceremony of the Silver Jubilee Year of Thomas Stephens Konknni 
Kendr (TSKK)  was held at TSKK premises on Friday, 28 March 2008 at 5.25. 
Archbishop Felipe Neri Ferrão of Goa Archdiocese was the chief guest, and Mr. 
Premanand Lotlikar, President of Dalgado Konknni Akademi; Mr. Purnanand Chari, 
President of Konknni Bhasha Mandal, Margão;  Mr. Wilson Mazarello convenor of 
Roman Lipi Action Front; Mr. Eric Ozario, President of Karnataka Konkani 
Sahitya Academy and Fr Anthony da Silva, S.J. the Jesuit Provincial of Goa 
Province, were guests of honour.  
The function started with a procession from the entrance receiving the Chief 
Guest Archbishop Felipe Neri Ferrão along  with all the guests of honor. Goan 
traditional musicians led  the procession followed by the traditional ‘Vojem’ 
consisting all the local seasonal fruits and flowers of Goa.  Chief Guest 
Archbishop Felipe Neri Ferrão  was escorted with the traditional  umbrella used 
during the Hindu religious functions, followed by brass band.  Fr Pratap Naik 
welcomed the guests after the bhajan presented by Fr. Simon Fernandes, S.J.  
Archbishop  conferred Fr Antonio Pereira Konknni Puroskar on Mr. Yusuf Sheikh, 
the 18th recipient of  this puroskar. The award consisted of a shawl, memento 
and a cheque of Rs. 25,000/-.  Archbishop also  felicitated  Mr. Eric Ozario, 
the Gurkar of Mandd Sobhann and the President of Karnataka Konkani Sahitya 
Academy for making the Guinness Book of World Records by singing in Konknni for 
40 hours.  
The Archbishop in his speech said that the Konknni language and its culture 
have a unifying quality that draws people together, and urged Goans  to speak 
and read Konknni to keep the language alive and to propagate  Konknni culture.
While addressing the crowd Mr. Eric asked not to discriminate against the 
Konknni language spoken by a group on the basis of script. Let Konknni flourish 
in all the three scripts i.e. Devanagari, Kannada and Roman.  Mr. Yusuf Sheikh  
desired and opined that writers have the task to create an environment in 
society where everybody could live in peace and harmony. 
Mr. Wilson Mazarello presented ‘Konknni Martir Floriano Vaz Puroskar’ to Mr. . 
Daniel F.. da Souza for his Konknni book in Roman script ‘Koslich Malis 
Nastana’. The award consisted of a memento and cash Rs. 5,000/-.
TSKK in collaboration with Mandd Sobhann, Mangalore has published 3 volumes of 
devotional songs in audiocassettes and CDs entitled ‘Bhakti Sobhann’.  Lyrics 
for these devotional songs in these cassettes were written by Fr. Pratap Naik, 
S.J.  The booklet of these lyrics was published by TSKK in collaboration with 
Michael Gracias of Queenie Productions, Velsão, was released by   Mr. Eric 
Ozario during the function. The DVD ‘TSKK Darshan’ providing full information 
on activities, and facilities available at TSKK was released by  Purnanand 
Chari, the president of Konknni Bhasha Mandal, Margão during the function.  
‘Lourenço Umbelina Scholarship’ of Rs. 1,800/- was  given to Miss Concy 
Fernandes from Vasco by   Mr. Premanand Lotlikar.  As part of Silver Jubilee 
Year TSKK organized Fancy dress, drawing and coloring,  poster, fancy lamp 
making and Rangoli competitions were held for students and adults.  Prizes for 
all the prize winners were distributed on this day at the hands of Jesuit 
Provincial of Goa Province Fr. Anthony da Silva, S.J.
Young Chico and his group sang Konknni Film Songs after the main function.  Ms 
Shilpa Salvi and Ms Netra Veluskar of TSKK compeered the function and Ms Preeta 
Naik delivered a vote of thanks.

One Goan version of Holi

Zambaulim (Goa), Apr 3 (ANI): With ceremonial thanksgiving, processions
to temples and shrines, songs, dance and dramas, colours and sweets, Goa
celebrated its version of Holi, the colour festival, known as 'Shigmo.

Locals in this small town, about 58 kilometers from Panaji, celebrated
the festival at temple complex of Hindu Lord Damodar, an incarnation of
Lord Shiva.

'Shigmo', which means the onset of spring, is celebrated in the month of
Falgun as per Saka Calendar. During this festival period the palanquin
of the God is carried out in procession and people en route sprinkle
bright hued gulal on the idol. Those carrying the palki and devotees get

Shigmo is a social festival with a religious core. And of course, Shigmo
is the folk festival of Goan Hindus in true spirit, which displays a
variety of folk dances, music, theatre forms and more. It is the
occasion during which one could also see the variety of arts and crafts
of the village artisans through costumes, colourful floats based on
mythological events, musical instruments, headgears, masks and
jewellery.

"This is the most important function where people from all walks of life
and religions come and participate, and one of the specialties is that,
women do not participate in playing with colours. Colours are not
applied on them," said Vibhav Shirvoikar, a devotee.

The festival has emerged as an example of communal harmony over the
years.
According to ancient lore, the festival was celebrated to mark the
homecoming of warriors who left their homes and families to fight
invaders.
In modern times, the festival is celebrated to coincide with the
ripening of the winter crop. (ANI)

Coincidently, I was at the Siridona panchayat office
yesterday morning to pick up the documents I had 
requested under the RTI Act.  A couple of villagers
I spoke to looked perturbed.  A few hours later, 
Siridona erupted.

The scanned documents may be downloaded at 
the link given below.  Both Rohan Satish Timblo's 
and Ryan Valles's papers are in there.  I have not 
had the time to give them a careful read.  But right 
off, the approval for a building height of 11 metres 
caught my eye.  Isn't the panchayat limit 9 metres?
