The world's attention is now focused on the global economic downturn which economists are describing as the worst ever - even more serious than the Great Depression of the Thirties. The prognosis is ominous. It is expected to get worse before it gets better. The focus, understandably is on the financial institutions - the Banks, Insurance and Mortgage companies. Public anger is growing over the unconscionable actions of the top executives of these institutions who are so insensitive as to cock a snook at the public at large. They have gifted themselves massive bonuses out of the bailout packages which were made available to them out of public taxpayer's money. Taxpayers are enraged that these bonuses were given even to executives who had left the Banks and Insurance companies a long time ago. One former top executive of a failed Bank sought to justify these bonus payments as being quite appropriate because these characters are the only ones who are capable of undoing the mess which they themselves created in the first place. The real extent of the losses of the Banks and Insurance companies was not revealed at the time of asking for government support. The figures had been manipulated to hide the reality. The actual losses are only now being revealed by the investigators; and the true picture will emerge only after the investigations have been completed. It appears that the practice of fudging of accounts is not limited to the institutions that have requested, and which have been bailed out. The tampering of books of accounts is far more widespread than meets the eye. It is like a cancer which has eaten into the entire system to an extent that is unimaginable. What is even more distressing is the fact that the auditing agencies which are expected to detect such fudging of accounts and to report them to the proper authorities have colluded with the criminals in their criminal activities. In this respect they are also culpable for the collapse of the financial system. The focus of political discussions has now turned to an examination of the entire 'systems failure' and the need to replace the existing system with one which is more transparent and more responsible. It is becoming clearer as the days go by that mere damage control is not going to be helpful. The entire system has to be replaced by one which will be more effective and more accountable. Financial 'experts' and commentators are finally admitting that what has happened is a massive ethical failure - not merely a collapse of the financial system. It should not come as a surprise, therefore, that many of the terrorist attacks have been directed against financial and commercial centres - the twin Trade Towers in New York, and Mumbai, the commercial capital of India (these being the more notable), and other economically sensitive centres. These centres represent what is most repugnant to the terrorists - a deification of greed and the unquenchable quest for wealth. The financial institutions are temples of idolatry. After all the preliminary discussions in smaller groups, such as the Davos Conference of Finance Ministers, the Group of the 20 richest countries (commonly referred to as the G-20) is scheduled to meet in April in London. It will be opportune for this meeting to carefully analyse the fundamental values (or rather the lack of values) which underlie the existing financial and commercial system, which has proven to be unreliable and irrelevant to our times. The discussions should not merely focus on financial systems and the need to put in place more regulations; rather, the discussions should concentrate on the values of greed, competition and avarice which have determined the present economic structures, and which have most definitively proven to be unreliable. The entire financial, commercial and trading system needs to be overhauled and substituted by a new system built on the virtues of cooperation, compassion and the removal of disparities between the rich and the poor nations, and between the rich and the poor within each nation. The very idea of competition which has driven the economic system thus far needs to be abandoned in favour of equitable distribution of the Earth's resources and a system of common processing of these resources to benefit everyone. The British Prime Minister Mr. Gordon Brown alluded to this in his recent address to the Joint Houses of the U.S. Congress. The failure of the financial and the economic system, however, is not an isolated phenomenon. It is part of a larger syndrome which may be described as the cancerous growth of the culture of death. This culture of death is clearly manifest in the lifestyle of the present generation and the general deterioration of human values. From our side, we want to help the police as much as possible. If the police can't stop this, our teams will,” Mutalik said. The Ram Sena reportedly holds arms training camps in Mangalore, Belgaum and Shimoga. “Our motive is to kill anti-national elements. In Hubli, Belguam, Goa and Dharwad, we were the ones to lead the police to terror training camps. We told them about their activities,” Mutalik revealed. Mutalik started out as a saffron activist but over the last few months, the BJP has been shying away from associating with him and the Ram Sena. “Ram Sena is not with us. Sources also say the sena's commitment does not match those of fundamentalist groups like the SIMI. I had not realized that the white haired "lion" was still alive, till I read his statement in the news paper the other day. I thought he was dead and cremated soon after the last election. The election dates are all set and the monkeys are up and about jumping from branch to branch, tree to tree. I am not so sure if they are in heat and looking for a mate or just a suitor, a buffet table or a freebee? Lalu has detached his bogey from the Bihar-Delhi Express of the Congress train and got himself hooked with his nemesis in Bihar's Local Mail, while on the other side of the fence Naveen Patnaik has pulled himself out of the saffronised axis of the communal BJP and shackled himself to the SP bandwagon of Mayawati, along with the Left Front, to form the so called Third Front. Whether it will remain a Third Front or a Tattered Front only time will tell. On yet another front Uma Devi who has been playing hide 'n seek with the BJP on numerous occasions, has promised her full support to the balding Parrot, who only recites the Hindutva mantra, "I will build Ram Temple", probably forgetting Ram, Jesus, Allah or any other name for the Almighty, lives more in the hearts of people, rather than the structures we build, and thinking he was born to be PM of India, but whose aspirations are yet to be fulfilled. Only time will tell if India will wear the saffron turban, meanwhile the ex-queen of Tamil films Jaylalitha the "keep" of the great MG Ramachandran, sitting on a powder keg of the LTTE, is in a quandary as to whom to support, not sure which side the winds will be blowing. Will she blow rest of the fronts to kingdom come ? Only time will tell. Looking at the a few young names, that have come over the horizon, I had a feeling that may be perceptions and realities in Indian politics will change and wham, comes a blot of lightening and smothers all those aspiration to mere ashes, by the foot in the mouth hate speech of Varun Gandhi. Is this the future we want for India? Dirty politics to the fore again, BJP claim they have nothing to do with his speech but they still support his candidature. Where is Indian Politics heading ? I was very happy, that Shashi Tharoor has joined politics, it's educated people of his stature and quality that are required in Indian politics at the moment and the communal people filled with hate, the likes of Varun Gandhi, that we can do without. In India Elections are like the Carnival, there are personalities, there is flare, both are extravaganzas, both are watched with equal zest, mass participation and a lot of money flowing and clowns a plenty on all sides. The carnival has really began, masks, make up kits and the different costumes are available in plenty, to hide the obvious aberrations, from the public eye. They will all try to display passion and jest to cover up their obscure vision, spewing an unending list of soon to be forgotten promises. King Momo and his brigade of jokers will line in and zoom on at every possible street corner to perform "khel tiatr" or any act that will impress the local populace with their guile. There will be money flowing out of every political well, like oil flowing from of the Gulf. Bars and restaurants will be patronized and free food will be served and liquor will flow like water from a stream. The slogan will be "eat, drink and be merry at our cost" but be certain that Goa will pay and pay very dearly, as we have been paying. If we Goans fall prey to the dirty conniving tactics of these corrupt politicians, it will most certainly not be a comedy by errors but rather tragedy by design. Patrice, Your friend Ren's comments regarding taxes and government in the US are actually dead on. Perhaps he should have translated it in Dutch for you. Yes, our total taxes (federal income, state income, medicare, unemployment insurance, property taxes, sales taxes, capital gains taxes) easily all add up to 40-60% of one's gross income. And, I'm not including things like social security - something we pay for, but which is expected to be bankrupt but the time I retire. In the US we do get pretty crappy govt. services for the amount of money we pay. Perhaps some of this is because the US spends some of its wealth ensuring that you not be forced to speak in German or Russian :-) Regarding welfare, you seem to have a vision of a socialized utopia like they do in parts of europe, where they even provide needles for drug addicts. But coming from India, I know what real poverty and suffering is. In a land of opportunities like the US, the poverty is of the mind, not the body and I believe the welfare state only serves to exacerbate this problem of unwarranted dependency. Perhaps we should send these people to Holland. I once asked a gynaecologist if she would have sex with a man whom she knew had HIV/AIDS if he agreed to wear a condom. "Of course not", she said, "But it helps those who cannot control themselves or have no choice." This told me all I needed to know. No one wants to admit in this age of political correctness and lowered moral standards that HIV/AIDS "for the most part" is not a disease which comes looking for unsuspecting victims like the old air borne and water borne pandemics in the past used to do. Except in the very sad cases of people getting infected by sex partners they did not suspect of carrying the disease and the even sadder cases of children being born with the disease, many victims work pretty hard at getting the disease, or believe that condoms will always keep them "safe".

Taking caste seriously: being anti-brahmin is not enough Jason Keith Fernandes jason.k.fernan...@gmail.com It is something of an article of faith in some circles to place the ills for much that is happening in Goa at the feet of the Saraswats. These circles indicate that the Saraswats have always been a dominant force in Goan society and especially so after Liberation. They control the mining industry, through this they control educational institutions; until very recently almost all of the newspapers in Goa, with the development of technology they also control the local audio-visual media. Further it is pointed out, that from A-Z, all government departments are headed by Saraswats who ensure that on retirement, their position is taken over by another Saraswat. It is through this presence in all key posts and institutions these activists argue, that the Saraswat is able to control the fate and politics of Goa, manipulating every situation to come out the winner. What we should know, these circles argue, is that there is no such thing as a Congress agenda or a BJP agenda in this State; there is only a Saraswat agenda, and they will sleep with whoever promises to deliver it. The above argument may be true; especially if the first half of these arguments can be established. Control over institutions and resources presents groups with not just economic capital, but social and cultural resources that allow for dominance in society. One can be recognized as dominant not purely through physical domination and economic might, but by also being recognized as providing 'high culture'. And this is where I would like to introduce a spoke into this pleasant idea that we can blame the Saraswats for every ill in Goa. Dominance in a society is not possibly entirely through physical domination, especially by a group that forms a small percentage of the total population. Such domination is possible only through the active participation of other groups in this domination. The emphasis on Brahmins as the object of attack for creating a caste-violence free society obfuscates issues rather than contributes to addressing the matter. Being anti-brahmin is not enough. On the contrary, it is not what is required in the first place. What is required is a hostility to the entire edifice of Brahmanism that is propped up by brahmanised groups that are not always Brahmin. For example, the Chardo landlord who hates the Brahmin is not being anti-caste, but merely fighting a caste battle for dominance. When he wins this battle, it does not translate into any form of liberation for the dalit below him. A friend succinctly captured the sentiment when he remarked "For the Chardo, being anti-brahmin, is being anti-caste." In early 20th century Maharashtra, moving toward kshatriya status was seen as one route toward social mobility and challenging caste violence. Gail Omvedt, a scholar who has worked considerably on caste issues, identifies Shahu Maharaj of Kolhapur as the harbinger of this process. While being staunchly against untouchability and instituting policies of positive affirmation (reservation), he did much to challenge caste violence. However "the desire to be considered a kshatriya meant accepting many brahmanic norms; it meant accepting sanskritic rituals, and it gave sanction to all the similar efforts going on throughout the Marathi-speaking areas whereby 'Maratha' and those of similar caste were encouraged to consider themselves kshatriyas, use the Gayatri mantra, use vedokta rituals and so forth." The result of this move was to weaken the critique of Brahmanism and shift the focus of the battle toward the brahmans. It was this strategic mistake that caused Dr. Ambedkar to clarify to young Marathas that "you are against brahmans but not brahmanism; we are against brahmanism". Indeed, from the plethora of Maratha samaj in Goa we can see that this trend has had some influence in our State among the 'bahujan' and dalit groups here. An anti-brahmanical ideology twines the two factors of class and caste to move away from the casteist strategy of blindly identifying a single or couple of caste groups as the enemy. Employing such an ideology we realise that among the Goan Catholic the all-encompassing terms of bamon and chardo don't capture sociological reality. They are merely umbrellas that club dominant bamons and chardos with the dalit bamons and chardos in the same group. By erasing the difference between the so-called 'first class' and 'second-class' bamon and chardo we erase also the clarity that the interests of these two groups are not the same. The 'first-class' group has more in common with each other and with the Saraswats and the Dessais, than with their 'second-class' compatriots. However, by placing them in one group, we create

In fact, from a total of 81 days that they spent in Delhi's 5-star hotels, 51 days were spent at the Ashoka. Details of 5-star accommodation in Delhi for Goan VIPs were given in the assembly on Monday in reply to an unstarred question by Mapusa BJP MLA Francis D'Souza. Rooms for the VIPs had been booked by the Goa Sadan. Commissioner for NRI affairs Eduardo Faleiro, tops the list of such VIPs. Faleiro spent a total of 20 days in 5-star comfort in Delhi in the last three years of which 16 days were at the Ashoka and a single stay of four days at Le Meridien. Faleiro's single stay of six days at the Ashoka from January 21 to January 26, 2008, is also the longest by any Goan VIP. Faleiro's total bill for the 20 days came up to Rs 2.99 lakh. Chief minister Digambar Kamat was the first minister to stay in a Delhi 5-star hotel in June 2006. Kamat stayed one day at the Taj at a cost of Rs 11,875. He then spent another eight days in 5-star comfort at a cost of Rs 1.82 lakh. Deputy chairman of the planning board Wilfred de Souza, logged a total of six single days at the Ashoka which cost Rs 76,088. Interestingly, while a day at the Ashoka on March 18, 2008 cost Rs 10,175, another day's stay at the same hotel on October 23, 2008 cost Rs 20,318. PWD minister Churchill Alemao, and former finance minister Dayanand Narvekar also logged six days each. While Alemao's stay cost Rs 97,687, Narvekar's cost Rs 92,209. Cidade de Goa - Ordinance The Supreme Court's judgement is based on a faulty, archaic legislation that has rightly been amended, claims Vikram Varma in the Herald of March 24. what is indeed shocking to note is that the canaries tamed and maintained by the Timblos are not just singing their tunes but actually justifying the murder of a Supreme Court ruling by our self-centered and corrupt politicians. If the Timblos knew that the old legislation was archaic, why did they not put up their case to rectify this anomaly before the structure was built. Wouldn't it have been easier then? The point is that they knew what they were doing was illegal and went right ahead and did it. How can that be justified? Both Vikram Varma and Sanjoy Gupta have more than enough pounds of Goan flesh on their table, the cuisine of mining, prepared and garnished by the Timblos. It's certainly not "some intelligentsia" as Varma writes, who seek a pound of flesh. The Goans are clamouring for justice, saying that the rulings of supreme seat of justice in this country have to be adhered to, and, moreover, that the tomfoolery of our two-bit politicians to make a mockery of the Supreme Court should be dealt with severely. All amendments to the Constitution should be done in conjunction with the will of the people and not to create a "vacuum" in the system that our corrupt politicians and money bags can do the rock-n-roll in anytime they want to. The Supreme Court Judgment and the subsequent ordinance of the Government of Goa is a battle between the highest judiciary of the country and a pathetic State Government and its petty functionaries attempting to make an ass of our judicial system for the sole purpose of protecting the illegalities of generous contributors to their corrupt cause. This we know to be true most certainly do not need Vikram's optically altered version of the same. Portraying a consonance between the ordinance and the welfare of the 600 families (a highly exaggerated figure!) is abysmal logic. The ordinance is a result of a greed to safeguard and protect the flow of mistruths. If the Government took such a hasty decision for the sole purpose of protecting this actually small work force, then why did the government not take any action to protect the over 8000 families affected by the CRZ ? Why has the government not done anything for the thousands of people affected by mining and mega housing? Or is the government only for our mining and hospitality barons? The bread and butter on the Timblos' table will not be affected by the demolition of a part of their hotel because they have plenty of it stacked up through illegal mining. They have shown enough generosity to our politicians to further stock their supplies of bread and butter. The so called '600 families' are just pawns on their chess board. Our activists have been beaten up, ridiculed, aggrieved and falsely implicated by the so called tenacious lady, full of virtues and her beloved, who I am sure isn't lagging behind in finesse and culture too. Her love for humanity pours out in such an abundance that it is difficult to curtail the flow even in all the pits of their mines. Doesn't it sound odd that Vikram Varma recognizes sainthood and proclaims her a deity? This, for someone whom he has not even met in person, while all the rest of Goa sees red in anger! HERALD REPORTER Bill passed in House, guidelines to be issued PANJIM, MARCH 24 The Goa legislative assembly on Tuesday night, unanimously passed a bill legalizing dhirio or bullfighting in Goa though with provision for proper guidelines to prevent cruelty to the animals. The house passed the private members bill moved by Congress legislator from Curtorim, Reginaldo Lourenco, which now gives legislative sanction to the traditional sport of bullfighting, which was banned following a directive from the Panjim bench of the Bombay High Court about a decade ago. The legislative sanction however, comes with a rider. Proper guidelines will have to be issued form time to time, to ensure that cruelty to the animals is kept in check, Lourenco said, referring to the existing tradition of bullfighting in certain parts of Tamil Nadu. Intervening in the discussion, Speaker Pratapsing Rane wanted to know whether bullfighting would cause harm to animals. Reginaldo as well as leader of opposition Manohar Parrikar said that there would be proper regulation to ensure safety of animals involved in the sport. Reginaldo, contended that he had moved the bill as after some study he had come to know that the matter falls in the Concurrent List. Proper guidelines would have to be framed to check cruelty to animals involved in the sport. He had moved the bill in the last assembly session. In the bill, he had said that dhirio has been a traditional sport in Goa for many centuries and that it needed to be protected. Stating that authorities have been very strict in restricting the sport on the pretect of implementing the Act, he said this had led to arrest of several promoters and even spectators. Dhirios need to be protected with the mandate that the sport would be organised within the framework of guidelines of the state government. Reginaldo received support from all quarters in the house. Public Works Department Minister Churchill Alemao, ridiculed the phrase cruelty to animals. He said when human beings work as rickshaw pullers, is it not cruelty? Going a step further, he said milking a cow is also cruelty, which lead to laughter in the house. Aldona MLA Dayanand Narvekar congratulated Reginaldo for having done a lot of study before moving the bill. However, Home Minister Ravi Naiks suggestion to refer the bill to the Select Committee evoked strong response from members who recommended immediate passing of the bill.Tourism Mickky Pacheco, Urban Development Joaquim Alemao, Victoria Fernandes, Power Mnister, Alexio Sequeira, and others demanded that the bill should be passed today itself. With chief minister giving the nod, the bill was passed by voice vote.Former chief minister and North Goa Member of Parliament Francisco Sardinha had also introduced a bill in the Lok Sabha in February this year, seeking to legalise bullfighting in Goa, which he claimed could help to promote tourism in the State.

With the exception of socialized medicine, in my humble opinion a basic human right, which should finally be taken serious there is at present only something at work which is called a desperate attempt to nationalize some parts of the system since it has been proven that the so called free market of lobbyists does not work and the tax dollars at least have not resulted in government bodies that do what they are supposed to do: regulate. However if the people in Washington had balls they would truly nationalize the financial system instead of dumping tons of good future tax income at bad assets and then giving it away to the private sector to have others profit from it. On taxes: what do you get for your US taxes compared to say any other nation with high taxes? In the US version you will get a lot back for your tax dollars. Dilapidated infrastructure for example, deplorable benefits, Sky high educational fees, a wasteful government. In other countries your tax dollars (or whatever currency) actually provide society with a working infrastructure, a decent, although there is always room for improvement educational, system, a military that is focussed on securing the nations territory only, additional pensions for the elderly, a decent unemployment benefits system Both tax systems are good at handing out useless subsidies to the agricultural sector. In France they get these subsidies by dumping manure in the streets, in the US by sending human manure in the form of lobbyists to Washington. I might say that the French modus operandi is somewhat more cost efficient for the farmers. The US tax system is a mess. If you buy a nice home you pay your ass off in taxes just for the pleasure of having a home. Your local taxes make things very basty so even with 20 to 30% national income tax you are royally screwed in the Federal system. In China you pay a top tier of 40% income tax, that's it. Nothing more. Dear Mr.Agnelo Fernandes, Thank you for your encouraging words - during my stint in the army I used to get ridiculous postings ( we called them punishment postings ) sometimes in the North East , sometimes on the borders of East Bengal and even Indo- Pak (including Siachen )- and I always carried some black and white pictures of Goa in my suitcase which at nights I would just look at and dream of the day I would go back home to my peaceful and beautiful Goa - and finally I retired some years back and sadly I can say that things are worsening year after year - the filth and garbage ( smell of burning garbage and plastic is everywhere , sometimes I have to keep my windows shut during the day ) , unorganised planning of roads and infrastructure etc and ofcourse Calangute is not the same - majority in the market area either speak in Kannada, Marathi or are Bhayyas from the North and we dont have the basic infrastructure to support this influx of migrants . Quepem police are back on the prowl to satisfy their mining masters. Yesterday at around 6.00 pm there was physical alteration at Cawrem village between two anti - mining activists Alcine Dias and Egyps D'Souza on the one hand and Rivona Panchayat member of Panchayat Ram Gaoncar who once upon a time in 2003 was opponent mining operated by Radha Timblo belonging to Badruddin Mavany mining lease but then surrendered himself and his land to Timblos pressure tactics. When the two men Alcine and Egyps went to the Police station to register the complaint against Ram Gaoncar. Soon Timblo mining company Manager and another contractor of the Fomento mining company in Colamb swung into action and pressurised the police to register the case against Egyps D'Souza. A case was registered for assault and breach of Public Peace against Egyps. Egyps has been detained at the police station for the full one night and when the last reports came at 2.00 pm he was still not released nor was produced before the Quepem Deputy Collector as required. On the contrary when Rama Velip went to meet Egyps at the Police station today afternoon he was arrested and forced to accept bail and move out of the police station case in one old case pertaining to blockade of the mining transport near Fomento mine.
