A two day  Faculty Enrichment Programme (FEP) was held at St. Xavier's College, 
Mapusa, Goa on  19th and 20th  March,  2009.  The theme for the programme was 
EDUCATION TO PEACE AND COMMUNIAL HARMONY.  The Resource person was Dr. (Fr.) 
Jerry 
Rosario, S.J. from Chennai (T.N.).



Dr. Rosario has a doctorate in Political Theology and a degree in Civil Law.  
He is 
a socio-pastoral animator and an activist whose area of work is with the dalits 
in 
India.  He is a visiting professor in thirty-five institutions and has lectured 
in 
forty-three countries.  Dr. Rosario has authored fifty four books for 
undergraduate 
and university students.  He is the founder of JEPASA, DHANAM and MANITHAM.



'DO NOT LEAVE THE WORLD THE WAY YOU FOUND IT' - the AICUF motto, turned around 
Dr. 
Rosario's life into a 'Mission'.  With this stirring statement, Dr. Rosario 
introduced the concept of education.  He raised some thought provoking 
questions/statements on the true essence of education.  Education, he stressed, 
is 
an ongoing process that should challenge us to change and grow.  Often 'a 
moment of 
crisis is a moment of change'.  The better approach to education is to 
encourage 
questions.  In keeping with Socratic thinking, he said:  Answers can only 
inform.. 
Questions form.  Education should, therefore, provoke students to question, 
stir 
their imagination for a 'new future', generate awareness of the present, and an 
analysis of  the past through re-reading of the past historically and 
structurally. 
This awareness would then result in the animation of students, to develop a 
fresh 
outlook that would enthuse and empower them into action for a positive 
transformation of society.  These above components of the education process 
operate 
within the six societal systems i.e. social, political and economic systems 
which 
are the 'basic systems' and cultural, religious and ideological systems which 
are 
meaning systems.  Education then is 'Information' that leads to 'Formation' 
of 
self, and results in 'Transformation' of society for the better.



The group-sharing that followed focused on the introductory session on 
education and 
on the challenge for change that may have inspired the participants.  The 
feedback 
from participants affirmed that Dr. Rosario was an enthusiastic speaker, with a 
clear vision and deep convictions.  His insights were inspiring and enriching, 
examples very factual and down-to-earth, and all this was effectively 
communicated 
with much wit and humour in a style that was endearing to all.



The challenges that inspired the teachers included:  introducing value added 
teaching in the classroom situation, rewriting our scripts, treating each year 
as a 
new year, encouraging the spirit of enquiry in students, encouraging 
spiritualism 
rather than materialism, promoting responsible citizenship and sensitivity to 
the 
needs and rights of 'the other', becoming good role models for the students.   
In 
short, the faculty members agreed on the principle that 'we had to be the 
change we 
want to see in our students'.



Introducing the theme of peace and communal harmony, Dr. J. Rosario related the 
little known life story of the childhood of Dr. B.R. Ambedkar.  Through it, he 
highlighted the definitive role played by a teacher in shaping the destiny of 
the 
students.   Education needs to   look at holistic formation where religion and 
class 
should not matter.  Religion should help unite us in terms of our focus and 
help us 
achieve our goals.  We need to identify the needy, marginalized students and 
make 
their concerns an  important priority.  Institutions of education need to 
reconsider 
their elitist approach to academic excellence.



Dr. Rosario focused on the negative aspects of communal disharmony and 
peaceless 
societies where violence was the order of the day.  He stressed on the fact  
that 
these reactions always have a cause that needs to be questioned.  Using 
examples of 
Krishna and Jesus, he laid emphasis on the need to stand up for the Truth 
without 
seeking personal gain.



Every reaction follows a spiral of violence.  The spiral begins with 
'Suppression' 
and 'Oppression' as a result of the denial of human rights, communalism, 
malnutrition, etc.  This is followed by the stage of 'Demonstration' where a 
revolt 
takes place against suppression.  The next stages are 'Repression' and 
'Progression'. 
Progression heralds a new consciousness where change has brought about peace 
and 
harmony coupled

Indian Expatriates too to the Polling Station.!!!


Here in Kuwait, on 11 April 2009 a new form of protest will take 
place.

India will hold general elections to the 15th Lok Sabha in 5 phases 
on 
April 16, April 22, April 23, April 30, May 7 and May 13, 2009.

As 700 million voters in India march to the polling stations to 
cast 
their votes, expatriate Indians in Kuwait too cast their votes in a model 
polling 
station being arranged at United Indian School, Abbassiya.

It is under the auspices of THANIMA (The Human And Nostalgic 
Interaction 
of Malayalees Abroad) JANAVIDHITHANIMA 09, a symbolic polling which in turn an 
opportunity to Indians in Kuwait to take part in elections and to raise their 
demands including voting rights to expatriate Indian Citizens and 
representation of 
Non Resident Indians in Indian Parliament and State legislatures.

JANAVIDHITHANIMA has planned as a demonstration also to press for 
the 
expatriate demands like involvement in developmental process planning and to 
seek 
actions with political willpower in the issues of rehabilitation, reservation 
and 
welfare fund for expatriates. The organizers also plead to stop Union and State 
Governments' attitude of indecision, hesitancy, laziness and sluggishness and 
over 
simplification in expatriate problems.

The polling will be hold from 4 PM to 8 PM. Any Indian expatriate 
with 
Civil ID or Passport can come and cast their vote. There will be four columns 
in the 
ballot paper, viz.; UPA, NDA, Third Front and Protest Vote. Counting of votes 
and 
announcement of results will be taken place later on.

The ballots and mega memorandum will be submitted to Indian 
President, 
Prime Minister, Chief Election Commissioner and Embassy of India in Kuwait.

Countries like USA and the Philippines have granted voting rights 
to 
their overseas citizens. Expatriate citizens of countries, such as, China, 
Germany 
and Italy have representation in their nations' parliament- the organizers 
pointed 
out in a press note. Pakistan, India's neighbor country also has decided to 
grant 
voting rights to overseas Pakistanis in the next election.

The population of overseas Indians is 30 million including Non 
Resident 
Indians and People of Indian Origin around the globe. There are 3 million and 
1.6 
million Indians respectively in USA and the UK. NRI population in Gulf 
Cooperation 
Council states include Saudi Arabia, Kuwait, Bahrain, Qatar, UAE and Oman 
estimated 
to be around 6,000,000 (2006-2007). They are without citizenship and any 
privileges 
as part of it. They send $ 10 Billion every year to the home country.

Remittance inflows from overseas Indians, in total, increased to $ 
43.5 
Billion during 2007-08 as compared to $ 30.8 billion in 2006-07.
However, Centre and States governments have given a deaf ear to 
expatriates' demands. They ever try to betray this section of people and ignore 
their voice, as they are vote-less. Hence, it is an awakening to press the 
demands 
including voting rights and representation in parliament and legislatures, the 
organizers informed.

Let's Prove That We Are Matured And Responsible

 

As we Goans march on into the 21st century, it is the power and the will of the
people of Goa that needs to be affirmed and established, and to do that what we
need in earnest, is a revamp of the Town and Country Planning Act to incorporate
the 73rd and 74th amendments to the Constitution in a bid to ensure a
participatory planning process for panchayats and municipal bodies, which is
being sought by the people of Goa. It is high time our elected members of the
Assembly give us a part of what we gave them, when we elected them to power.

 

The panchayat minister is very keen to strangle us with an amendment to the
Panchayati Raj Act, this act will empower the secretaries and the bureaucrats to
over rule peoplesresolutions, instead of empowering the Aam Aadmi, our selfish
corrupt politicians are planning to make Aam Aadmi impotent and powerless.
Though there could be a tangible theory that the our politicians may have
brought forth, reason enough to act against the wishes of the people, most
probably their theory is that, if we can be so naïve enough to elect such
incompetent and depraved imbeciles, over and over again to the Assembly, we most
certainly don't know what is good or bad for us and hence don't deserve power in
our hands. Could be, they have a point there. Power in the hands of immature,
irresponsible could be dangerous !!!

 

Now the million dollar question is, are we still immature and irresponsible,
even after we have seen, all that's been going on in our beloved Goa ?  

 

We showed that we are matured and responsible during the opinion polls, we
showed we are matured and responsible when we forced the government to make
Konkanni the official language of Goa and we showed we are matured and
responsible when we forced the government to scrap RP 2011 and we most certainly
are not immature and irresponsible NOW !! I hope for the sake of Goa, we will
let the government know in no uncertain terms the fallacies of their
misconceptions and prove that we indeed are mature and responsible people who
love and cherish Goa 

 

All over Goa, panchayats have come forward with their own plans and redrafts for
RP2021, this is the power of the people, for the people and by the people, with
all the hard work done, let's not go back to sleep but force the government to
implement the changes done by the people in the RP 2021. There is no doubt that
Goa needs RP, but that should be what the people want and not what the corrupt
politicians want. 

 

Our Parliamentary elections are just round the corner, let us all be united in
your fight as Goans for Goa and get rid of both the communal and the corrupt
parties from Goa.

We called it pettrumas, we had one (imported).
At churches, we also seen them hanging above us.
during late evening Feast salves, Good Friday etc
When the brightness starts to deem
They used to bring it down (thru a rope/pulley) one by one say 
every half an hour for pumping and to retain brightness.
And there were about 8-10, 4-5 each side.

I also remember seeing them at Tiatr, zagor, local feast fairs, 
dances (suvari) on the feast nights etc.

During my recent visit to Curtorim, I saw them at a kaddio/bobbio stall.
 I have a pic.

the church area, Curtorim

The place/village where I lived, there was no electricity until 
around 1975.  Which also means there were no fans, fridges, A/c, 
TV, Video, DVD etc.  We had large 4 band Philips or Panasonic Radio 
which worked on 4 large battery cells. We often listen to Ceylon 
'Srilanka broadcating Corporation' and I even remember Alfred Rose 
songs playing there oncassionaly.

Don't you remember anything like this?

Global Goans  should  commend  the enthusiastic   group - Thomas Sequeira, Felix
Dias  Adv. Joseph David along  with GRAF (Goan Review Art Foundation), The Goan
Review,  Gulab in Mumbai for their efforts ( read  report below)   in bringing
the Goan Clubs in MUMBAI -under one umbrella - a Federation. 

 

Bringing Goans TOGETHER  is  the first sign of progress and unity.  UNITY is an
important factor in todays world , no comm unity can exist without  UNITY.  It
is why , Goan Associations should not  work in  isolation as it is happening
today. 

 

Every other Indian Community  work s through  established welfare
organizations, it  is time for us GOANS to do the  same. Goan Associations
should  form Alliances  and must stand up for the voiceless - and show that they
care for their members by their actions - not mere words. 

 

I am pleased to note that a  Federation of Goan Associations -Mumbai  is being
formed in association with GRAF ,  let that federation be  the VOICE of the
Goans of  Mumbai. This should be the VOICE that will speak on  behalf of the
GOANS of MUMBAI in Mumbai and Goa too.

 

The time for CHANGE has come, many of our Goan leaders are  playing a very
positive role, they  are putting aside their  differences and working TOGETHER
for the betterment of the Global 

Goan   Community. 

 

 

Lets us wish them all the success as they pursue the  formation of the * Goan

I have been eagerly looking forward to something like this to happen for a long
time, but at the same time, was petty skeptical about it happening, as we Goans
are known for our fragmented communities, some people tend to call it crab
mentality but I wholly disagree with that, I would rather call it, having egos
bigger than our back sides.

 

Differences of opinions are and will always be there, but it is imperative to
show our maturity and genuineness to sort out our differences like educated
human beings and still hold on to the frills of unity, if in unity we
strengthen, in disunity, we fragment and become weak, I was shocked and dismayed
to note that, we as a small community in Duabi find it very difficult to be one
Goan unit and instead have two groups trying to upstage each other. What will it
take to keep aside out petty differences and join hands and work for the benefit
of our small community ?  It was noted that even in Sharjah, there was animosity
within the Goan community in the parish matters, but heard that of late, that's
history, as the Goan priest at the Sharjah Parish has somehow managed to get all
concerned together to work for the common good.

 

I do solute GARF and all concerned for coming together in uniting the Goan
community in Mumbai,  so to Rene Barreto who has been working tirelessly, to
form an alliance of all Goan forums world wide. It's indeed a concept worth
looking into and participating in, to attaining a harmonious union of our Goan
Communities world wide.  Bringing Goans together is a sure sign of progress as
Rene himself said it, I would like to go a little further and say it's
phenomenal.

 

So let's pack , doubt, distrust, jealously and most of all our egos, throw them
aside and work in unity for the welfare of our Global Goan community as well as
for our  beloved Goa and Goans who are in a sort of a state of limbo back home
at the moment. 

 

As Rene himself said it Goans get involved -  address problems, don't just
complain   and for God's sake just do it !!!

 

I wish Rene Barreto and his team all success and request all the Goan
Communities world wide to support and help to make this concept a reality, hope
to see an united Global Goan Community in the very near future

Jason speculates hugely as to why people of Taleigaon voted for Babush.
The speculation may be true or may not be true, but my suggestion is
instead of arm-chair speculation, how about going and taking some
field data ?

All it takes is to go to some Taleigaon slums and ask them why they voted for
Babush. Or may be frequent some Taleigaon taverns and ask them why they
voted for Babush, and why not for the opposing faction!

No one wants to suffer, everyone tries to escape the difficult and painful 
moments of life. In fact we are very uncomfortable even to look at others 
suffering. If people blame us for causing suffering we immediately avoid 
responsibility and pass the buck to others. When confronted we look for the 
easy way out. Yet the Christian way is the way of the cross, there is no 
compromise, there is no other way to live the call of a Christian. The cross by 
itself has no meaning unless we can discover Jesus in every cross. This demands 
faith and a surrender. Have a ‘good Friday’ accepting and surrendering to Him!

Today’s first reading from the fourth servant song of Second Isaiah contributed 
three features to the Church’s understanding of the crucifixion: Christ’s 
suffering was innocent, vicarious, and redemptive; it is for all persons; and 
the suffering servant will be vindicated. It speaks of the humiliation and 
exaltation of the suffering servant of the Lord. This song of the suffering 
servant contemplates the fate of the man upon whom the hopes of Israel rest. 
The unmerited afflictions of the servant expiate for the wickedness of others. 
His ultimate triumph and victory are glimpsed beyond the present persecution 
and the rejection of the people, and the ignominious death on the cross. The 
servant is innocent gentle and humble and through his obedience unto death he 
will save mankind.

Remembering Glory
There is a strange legend of a monk who was walking in the monastery garden 
alone, thinking of the Passion of our Lord, just before Holy Week. As he slowly 
paced along, he saw something lying in the path, and picked it up. It was the 
crown of thorns which our Lord had worn for our sakes, and he reverently 
carried it to the little chapel, and laid it upon the altar. Never had Holy 
Week been so well kept, for the sight of that crown of thorns made them realize 
the sufferings and the love of Jesus more than they had ever done before. At 
last Easter Sunday dawned, and the monk rose early for his Easter preparations, 
and came to the chapel. As the sun shone through the window, it lighted up the 
altar, it touched the crown of thorns, and there in the Easter sunlight the

For it is suffering and sacrifice which bring forth the most splendid fruits.

In the second reading from the letter to the Hebrews we are told that Jesus as 
a high priest saved us by his blood and through his many trials he was given a 
deeper understanding of what a life of obedience to the demands of God’s law 
means for men. He thus understands human nature, a fact that should lead us to 
unbounded confidence in him as he is one of us in all things but sin. He is the 
faithful and compassionate high priest who constantly pleads our cause before 
His father and intercedes for us. We are shown the saving work of Jesus wrought 
through his suffering and through him we have access to God our Father.

A religious persecution in 1980 left a region of Guatemala without priests. But 
the people continued to meet in various parishes. Once a month they sent a 
delegate to a part of Guatemala where priests were still functioned. Travelling 
up to eighteen hours on foot, the delegate celebrated the Lord’s Supper in the 
name of the parish. Describing one of these celebrations, Fernando Bermudez 
writes in his book, Death and Resurrection in Guatemala: The altar was covered 
with baskets of bread. After the mass, each participant came up to take his or 
her basket home again. Now the bread was Holy Communion for the brothers and 
sisters of each community. In time the authorities closed all churches. But the 
people refused to stop gathering, recalling Jesus’ words, “where two or three 
are gathered in my name, there I am in the midst of them.

While Fitz De Souza is quite right in pointing out that Goans formed the
backbone of the British Colonial Administration in East Africa, I'm afraid
I cannot agree with his observation that they could have been more critical
of White colonialism in the dark continent. What Fitz has to remember is
that the Goans he is probably referring to were all civil servants like
myself. As such, we  were not permitted to engage in politics or make any
political statements however much we may have wanted to do so. We could
not(and here I speak personally) afford the luxury of losing our jobs.
When an opportunity presented itself, here in the U.K., I made my feelings
clear in a speech delivered at Henley-on-Thames, Oxford, some years ago, and
which some of you may have read.In a further article published in the Kenya
journal, KENYA PAST  PRESENT,(a magazine of the Kenya Museum Society), I
put the Goan contribution on record.

I believe that Petromax was a company that makes these kerosene lanterns.

I remember having read the name on one of those lanterns, that we had in the 
village.

 

The variation of Pettrumas is the typical Goan variation of

'Chockopser' for Shock absorber,

'Keelinder' for Cleaner or

'Pulumber' for Plumber!

 

In our village of Verem/Reis Magos too, there was a shop belonging to one 
Aluappa

and he was much in demand to not only fix these Pettrumas but also to provide 
his

Kerosene lamps for all the village functions like 'Natak', tiatr or any late 
night functions.

 

I just googled for Petromax, and got this website:

 We called it pettrumas, we had one (imported).
 At churches, we also seen them hanging above us.
 during late evening Feast salves, Good Friday etc
 When the brightness starts to deem
 They used to bring it down (thru a rope/pulley) one by one say 
 every half an hour for pumping and to retain brightness.
 And there were about 8-10, 4-5 each side.
 
 I also remember seeing them at Tiatr, zagor, local feast fairs, 
 dances (suvari) on the feast nights etc.
 
 
 The place/village where I lived, there was no electricity until 
 around 1975. Which also means there were no fans, fridges, A/c, 
 TV, Video, DVD etc. We had large 4 band Philips or Panasonic Radio 
 which worked on 4 large battery cells. We often listen to Ceylon 
 'Srilanka broadcating Corporation' and I even remember Alfred Rose 
 songs playing there oncassionaly.
 
 Don't you remember anything like this?

Mr. Borges Please Awake!

I have gone through the reply of Sebastiao Borges posted on Sunday, 5 Apr 2009 
at 
22:33 hours. It reminds me of a proverb in Konkani, Nidloloeak zago korunk 
zata 
punn nidechem ddong ghetloleak matr zago korunk zaina. This is exactly the 
state of 
mind of Mr. Sebastiao Borges. In order to shorten my reply, I see two major 
confusions being created by Mr. Borges in his reply in order to create more 
confusion in the minds of the readers. This is how Mr. Borges and his lobby 
always 
functions. These confusions are:

1.  According to him it is not possible to identify 'who are' and 'who are not' 
the

 protagonists of Konkani in Roman script among the people appointed by the

 Government in various departments.

2.  The second major confusion that he creates is that according to him if one 
writes

 in  Konkani in Roman script he/she cannot be against Konkani in Roman 
script.



Before I clear the perception about these Borges-created confusion let me first 
unfold the lies and mischief of Mr. Borges in other minor issues.



(a)   For the information of Mr. Borges let it be known that my manuscripts in 
Roman 
script were not considered by GKA pointing to the fact that OLA defines Konkani 
as 
Konkani written in Devnagori script. It was politely rejected requesting me to 
transliterate it into Devnagori script which I did not do.

(b)   One thing is good that Mr. Borges agrees that GKA started promoting 
Konkani in 
Roman script since 2005 only. He questions about the type and number of books 
'assisted/promoted' by GKA during this period. Mr. Borges you are the member of 
the 
General Council and the Governing body of GKA during that time. Being an 
important 
member of GKA can you not yourselves find out the statistics? Please do it.

(c)Mr. Borges and his likes are again and again harping on one book that 
could 
not be published in 1992 during the Tiatr Centenary Celebrations.  The book was 
an 
anthology of 101 Kantaram in Konkani. I was entrusted to compile that book. I 
could 
not do it because prominent Kantaram composers did not co-operate. This has 
been 
explained many times but people like Mr. Borges tries to stress upon it for 
reasons 
best known to them. My article to which Mr. Borges has replied is the Adverse 
Impact of OLA. For the sake of argument, let us suppose that the said book was 
published. Would it change in any way the adverse impact of OLA on Konkani in 
Roman 
script? Or does he try to project that GKA did not do any injustice to Konkani 
in 
Roman script? If only three books in Konkani in Roman script and hundreds of 
books 
in Konkani in Devanogori script are published by GKA, does that affect Mr. 
Borges in 
any way? No, because this is his concept of justice to Konkani in Roman script. 
Thirdly Mr. Borges harps on non-publication of one book. He has no courage to 
state 
that I have written and published 23 books in Konkani in Roman script which 
includes 
Tiatrs, Kantaram, Short Stories, Poems, Mando  Dulpods, One Act Plays, Essays, 
etc. 
How many books have you written and published Mr. Borges?

(d)   He talks of a Monograph of M. Boyer, a book of C. D'Silva and a CD of a 
project which, according to him, was left on the table of the President of GKA. 
What 
relevance this has got to the adverse impact of OLA on Konkani in Roman script? 
He 
asks me throw some light on them. Mr. Borges, as I have stated earlier, you are 
a 
very important member of GKA. What prevents you to throw some light on all 
these 
'issues'? I hope Mr. Borges will focus his writings only towards the issue in 
question in future.

(e)   Mr. Borges states that the demand for equal status to Roman script along 
with 
Devnagori script is stupid. According to him it will end in making Marathi also 
the 
Official Language of Goa. This is yet another myth of Mr. Borges. The Official 
Language Act of Goa says that Konkani ( in Devnagori script) shall be the 
Official 
Language of Goa and Marathi shall also be used for all official purposes. Today 
Marathi enjoys almost equal status to that of Konkani in Devnagori script. If 
one 
analyses the usage of Marathi and Konkani in Devnagori script in Goa one finds 
that 
use of Marathi is far ahead of Konkani in Devnagori script. Government funding 
to 
Konkani in Devnagori script as well as to Marathi language is same. Sometimes 
Marathi has received more funds than Konkani in Devnagori script from the Goa 
Gvernment. For example there are about 8 dailies in Marathi with a total

I endorse what you say. But proving that we Goans are mature and responsible 
will be a difficult exercise, like: Prove to whom? The reality is that 
either we Goans are 'mature' and 'responsible' or we are not. Proving it has 
no place or the meaning.


Having said that, let me say that I am hearing things which may or may not 
be true. But then one cannot discount anything which one hears these days, 
can we??
This concerns the promulgation and subsequent passing of the 'Ordinance' to 
save Fomento's Cidade de Goa.


It seems that after the Supreme Court order, Fomento's bosses wanted the 
government to come to its rescue. But when they realised that there was a 
considerable dragging of feet, it was time to throw weight around. The 
message that went across is believed to be that . Incase you drag 
your feet much longer, be ready to  have Babush Monserrate as the CM of 
Goa. This threat even moved the Governor's hand over the Ordinance, didn't 
it? Considering that Babush, an arch enemy of Fomento, was seen fully 
supporting the Cidade, what came to pass cannot be taken lightly. Can we 
now?


The Taleigao Panchayat election was won by Babush Monserrate's pannel -- 11 
out of 11. The only ward which gave a tough fight was the ward contested by 
Jennifer Monserrate v/s Anabel. Here also, this was possible because a very 
mature and responsible person went out of his way to help clinch Jennifer's 
victory. Had this same mature and responsible person decided to help Anabel 
instead,  the result would have been quite different. But then there is a 
quip pro quo, Isn't there?


The other day, I got an SOS from a friend of mine to tell me that a 
Delhi-ite was looking for a 'Portuguese House', price no bar. I shared this 
information with my colleague in the Party and he said   don't do it  with 
a straight face. We must not allow this.  We must not allow what! I 
retorted. Can you stop ten thousand Goans turned brokers not to do this?  
Didn't you and I want to coax moneyed Goan NRIs to set up a 'TRUST' so that 
Goan house properties which are lying wasted and which are being purchased 
by outsiders left right and center  could be bought, preserved,/renovated 
and then sold to Goans only, or leased them to the Tourist department so 
that these could be rented out  etc, etc?  and thus maintain the much 
worried about Goan identity? Didn't we both invest in a trip to Margao to 
talk/convince/sell this idea to another prominent Goan?  Were we 
successful??


No sir, I am not throwing this opportunity away which will get me a hefty 
commission. Besides, I have ten such antique Portuguese Houses with vast 
properties on my radar with thousands of brokers buzzing around like bees. 
And I am not going to be bothered if it is a Delhi-ite or an Afghan 
Laden-ite.


Now tell me Freddy, my dear. Am I not a mature and a responsible 
Goan?.. who is forced to do things against his will, anyway, there 
being no other alternative??


I see that Expat Goans are worried about the much touted Goan identity on 
the air-waves of the internet distributing lists. But I feel that this  is 
just pure 'gas'. Rene Baretto was once instrumental to start a process of 
handing over the Goan  NRIs  (NRI FUNDING) in the hands of the glib  GOAN- 
RSS  which I happened to make a lot of noise about. Luckily, better sense 
prevailed and the whole thing was dropped. I don't blame Rene for this. 
Surely he was misled. Now we know how large tracks of land were haphazardly 
handed over to the SEZs by this same glib Goan RSS and who is seen crying 
foul over Goa's negative mentality towards development.


The message is: Goans, if they are mature and responsible, will set up a 
'POWERFUL TRUST' on the above lines so that Goan Identity may be saved as 
Goan Identity is linked to Goan property remaining in Goan hands. For once, 
powerful Goan expats must not doodle with given alms and charities at home 
here in Goa and feel great about it that they are doing a worth-while job of 
saving  Goa. They must realise that they are helping Goa to sink even 
faster.


I am sorry if I have sounded irrational or critical of good work. The above 
portrayed sentiments are valid when I have gone on record to say that ' When 
my party comes to power in Goa, the first thing that will happen is that all 
the NGOs will have nothing to do and be rendered 'UNEMPLOYED'.  Because, the 
system of governance will be such that there will be no cause for people to 
be disgruntled about governance anymore and want to protest for anything and

One suicide in State almost every day !


Suraj Nandrekar

Sounds shocking but true, there is one suicide in the State every
single day. According to the information available with Herald
there are nearly 300 suicides recorded every year in the last five
years. The year 2004 saw 309 suicide incidents, the next year
the figure came down to  278 and has remained more or less
steady since then — 2006 (274), 2007 (267) and 2008 (283).


According to police records, the victims have ended their lives
for various reasons like frustration due to sickness, mental
depression, family problem, love affairs, alcohol, unemployment,
property matter, financial problem, failure in exam, etc.

Says Superintendent of Police Atmaram Deshpande “there is a
reason behind every suicide, but it is difficult to explain or control
this huge number of almost one suicide per day.” He said while
the youngsters often tend to end their lives over love failure, the
adults take the extreme step due financial problems, family tension,
alcoholism, etc.

Statistics also point out that places like Ponda, Mapusa, Margao,
Old Goa and Vasco — where migrant population is more —
account for more suicide incidents. When asked why suicide
among migrants is much higher, Deshpande said that was due to
financial problems. “They come to Goa to earn money, but when
they find it tough they end their lives,” he said.

A city based psychiatrist from Porvorim, Dr Melwyn Chagas e
Silva says that “there have been couple of studies in Kerala and
Bangalore on suicides and it has come to light that most of the
cases are due to depression and alcoholism.”

For tackling the problem of suicide in Goa, Dr Melwyn said
emphasis must be laid on mental health services. “For a population
of 100 crore we have just 400 to 500 psychiatrists, 500 to 600
psychologists and maybe similar number of mental health workers,”
he said adding “but you see in the US the number of psychiatrists
would be 60,000, and as many number of psychologists and mental
health workers.”

Dr Melwyn also said that awareness needs to be created amongst
every citizen on the issue. “Every person who commits suicide tells
someone that he is fed up of life and wants to end it; this is the time
when the person must help him and direct him to some expert,” he
said adding “for this we need to educate everyone.”

Well said Mervyn.

Goans had a choice. Be a part of the civil service and observe its
rules or leave the civil service and do as you please.

Nobody from what I know - is forced to be a part of ANY democratic
civil service.

There is one point I observed about a few ( I will call them
irresponsible) Goan civil servants from Africa ( I met them in the UK
a few years ago). Their families were exposed to all kinds of
hardships by the actions of the 'man' of the house.

This man had made zero provisions for the family - and were now (then)
in the UK without any means (qualifications) of finding a new job.

I also ask IF you guys believe that Pio Gama Pinto was a smart
person and IF he wasn't 'taken care of' by the same folks he was
fighting for ?

Today, my mother used to give me 'Chaar Anne' i.e. 15paise for Jesus and 10 
paise for O/L of 7 Sorrows. But I put 10 paise to Christ and 5 poixe to Saibinn 
the remaining 10 paise I spent to buy 'gorom gorom bhoje' which were available 
just outside the church. We could  smell/flavour of 'Bhoje' right inside the 
Church around 6.00pm onwards. Bhoje then sold at the rate of 2p or 5 for 1o 
poixe
Today, we attended the church say at 3pm and stayed there till 8.00pm as this 
was the time the  Good Friday ceremony used to get over, 
I, know now,  this time is reduced by keeping two Images of 'Crucified Jesus 
Christ' for public veneration or kissing with two money collection trays or 
boxes.
Two crucifixs at one place does not really look good.

The Ecological Tragedy of River Sal - Part I

The Sal river is the Mississippi of Salcete taluka. Unfortunately
there is no Mark Twain in Goa to sing the glories of its' character.
The Salcete taluka with about 300 sq kms area is intimately linked
to the well being of its' only river basin - the geologically special
and ecologically fragile Sal river basin.

Sal is the third largest river (35 kms) in Goa with third largest basin
(301 sq kms). Although its' catchment area and runoff (700 million
cubic metres per year) is one third of the Zuari river, it has not
received even one third of attention which both Mandovi and Zuari
rivers have received. This is a serious mistake by the planners
considering the ecological tragedy of the river.

Land use and drainage management planning in Salcete is destined
to fail if it fails to respect the river basin, the hydrography and ignores
the eco-restoration of the heavily silted and polluted channel between
Margao's Khareband to Betul. Sal River is a geological and hydro-
logical oddity. It runs parallel to the west coast geological fault. It is
the only river that follows a North-South direction before meeting
the Arabian Sea at Betul.

The river originates as a small stream (now under the danger of
obliteration due to development) from the ancient site of Mahalsa
temple on Verna hills. Originally it could have been known as Verna
River. There is a tradition in India to build temples at the site of the
sources of rivers. But despite its' cultural importance, the Sal river
was never treated as a sacred river.

On the contrary, rampant urbanisation, drastic land use change,
reckless hill cutting, heavy agricultural runoff, encroachments,
dumping of waste and relentless human interference over past
50 years have brought this river to an ecological tragedy. After
traversing a distance of 10 kms, it becomes wider and at Verna
four streams combine in the paddy fields between Arossim and
Cansaulim to create the main channel of the Sal River.

Today this whole area has been transformed due to reckless
land development endangering the feeder streams of the river.
Till the river reaches Mugul, 12 more streams feed it. All these
streams are getting heavily polluted and are in a very bad shape
endangering the ecology of the river. After crossing Mugul Bridge,
near the old court a small stream flowing from Agali near Holy
Spirit church meets the river. Then the river crosses south central
railway line near Damodar College. From here there is a westward
turn, which takes the river to Khareband. From Khareband Sal
River becomes an estuary.

People and their popular politicians have perhaps forgotten that
only a century ago the Sal estuary was fully navigable upto Margao.
All types of country crafts used to navigate between Margao to
Betul. During the ancient period it had played a supplementary role
in feeding commodities and transporting other goods and passengers
in the hinterland and had linked Chandor - the old capital of Bhojas
and Goa Kadambas through a network of small ports at Betul,
Velim and Assolna. Two large streams or rivulets - the Navelim and
Cuncolim join this estuary below Varca. Upto Varca village the river
channel is narrow - about 40-50 metres but the tidal effect seems
more pronounced after Varca village. The river channel is widened
to 750 metres downstream of Varca. The journey of Sal estuary
from Varca to Betul is complex and interesting. There is a definite
human signature is steering its' course to create vast fertile Khazan
paddy fields, interior creeks and salt pans. This could have been
possible due to heavy sediment load, which the primitive agricultural
communities removed and deposited on higher ground to create
new khazan lands.

There are 8 major and 6 minor estuarine islands in the river channel.
The major islands are natural but are protected by man-made
embankments. The Northeast bank of the river has 14 primary
tributaries/creeks and 38 secondary tributaries/creeks. The South
