The rider and the pillion were grievously injured in the blast, one of whom later died in GMC, Bambolim. The injured were stated to be members of a right wing Hindu group linked to Malegaon blast accused Sadhvi Pragya Singh. The two injured were identified as Mulgunda Patil and Yogesh Naik of Sanathan Sangsthan, a right wing Hindu outfit linked to Pragya Singh, police sources said. The scooter belonged to Nishad Bhakle, also a Sanathan activist who said that he had sold the vehicle to Mulgunda. A senior police official informed that the two injured were following an effigy of a narkarsur which was coming down the Grace Chuch road from Gayling, when the duo lost balance at the incident spot, causing the blast. Police have recovered a battery and wires from the accident spot. Patil and Naik, who suffered multiple injuries, were immediately rushed to Hospicio and were later shifted to the Goa Medical College and Hospital, Bambolim. They suffered extensive injuries on the lower part of their body. Patil succumbed to his injuries in Goa Medical College late tonight, DySP Umesh Gaonkar said. The injured are natives of Maharashtra, disclosed Superintendent of Police South Allan De Sa. The explosion ripped open the scooter’s dickey. The impact was so great that the glass panes of two other vehicles parked nearby were damaged, besides shattering the windows of adjoining building premises. The loud sound could be heard near the Margao Municipal square where the Narkarsur competition was on. The incident occurred at around 9.45 pm when the city was playing host to the main Narkasur competition near the Margao Municipal square –barely 100 meters away from the blast site. Realisation dawned on the people that the loud sound was that of a scooter blast, after they saw the two injured soaked in blood seeking assistance. As news spread in the city, Margao police – who were doing bandobast duty at the Margao Municipal square – rushed to the venue and cordoned off the entire road from Syndicate Bank to Apan bazaar building. As the police could not comment whether it was a bomb explosion or a low intensity gelatine blast, the services of a bomb disposal squad was requisitioned to probe into the exact nature of the devise that cause the blast. A bomb sniffer dog squad was also pressed into service to obtain clues from the spot. Chief Minister Digambar Kamat, Fatorda MLA Damu Naik and Superintendent of Police, South Allan De Sa reached the spot and after taking stock of the situation proceeded to Hospicio to inquire about the condition of the injured. Kamat was seen at the hospital till the injured duo was shifted to the GMC. He issued directions to the GMC to see that they make arrangements for the duo in the ICU. Later informally speaking to newsmen, SP De Sa said he could not say whether the incident was a bomb blast or an ordinary scooter blast as that has to be investigated by the experts. “At this stage, you cannot say it was a bomb blast. The damage to the two-wheeler was not so severe”, he added. “Going by the nature of the injuries sustained by the duo, especially on the lower part of the body, it looks like they were sitting on the scooter when the blast took place,” he added. As the police continued their investigations at the blast site, Chief Minister Digambar Kamat was huddled with senior police officials at the Margao police headquarters, reviewing the law and order situation in the State. When contacted by Herald at 12.10 am on Saturday, Kamat said the meeting reviewed the security situation in the state, but made it quite clear that it was too early to comment whether it was terrorist act or whether it was a bomb or gelatine blast. “No doubt, the Goa police had made all arrangements in the state. But, with the blast, I have told the police to take additional precautions”, he said, adding that the police has beefed up security across the state, with instructions to tighten security at the border check posts. In his over-obsession to get the “IFFI” infrastructure ready in a jiffy, the then CM Manohar Parrikar took many unwise decisions. One such disastrous decision was to demolish the Campal Football Stadium, to host the opening and closing ceremonies for the Katrinas, the Priyankas, Aishwaryas and all the other stars of the Tinsel Town. Never mind that the Football Stadium was once upon a time the ‘Pride of Panaji’. Never mind that the matches of the “Dayanand Bandodkar Cup”, a prestigious cup of the yesteryears, were hosted on this very ground. Never mind that Top Goan Teams like Dempos, Salgaocars and Vasco, locked horns here. Never mind that Top International Stars like “Salvatore Schillaci”, the winner of the Golden Boot at the 1990 FIFA World Cup, too played on this ground. Parrikar’s decision stirred a hornet’s nest. The Sports-loving residents of the city reacted furiously, their feathers ruffled, and Parrikar had to shelve the plans under pressure. However, the damage was done. The ground is in tatters now, used for Parking during exhibitions, shows and Film Festivals. It is true that the old stadium was in a dissipated condition but Parrikar had given a firm assurance to the city residents that he would build a bigger and better stadium there within a span of two years. That promise is still to see the light of the day and it’s been 5 years already. Of course, Parrikar alone should not be held responsible for the sorry state of this once beautiful ground today. He is no longer in power. The present Government too needs to be blamed. But Parrikar must remember that apart from being a Leader of the Opposition, he is also the city MLA. Promises made, are not meant to be broken. The people of the city have reposed their faith and trust in him, by electing him for a Fourth consecutive term. He must not let them down. He must impress upon the present Government and get the Digamber Kamat Ministry to give the city residents the beautiful stadium that they dream. A stadium where we can once again get to watch top class matches. A stadium where talented youngsters can nurture and harness their skills and talents. Where there is a will, there is a way. If the Government can spend Crores of rupees to build infrastructure for the Sports City in Dhargal, why can’t it mark some funds to rebuild the Campal Football Stadium? This is the least that needs to be done to give the sports lovers of the city something to cheer. If wishes were horses, beggars….it is said…would ride. Goa has a vast potential to be a sporting “Superpower”. The immediate goal must be to excel at the National Arena, with long term ‘International’ targets. In order to achieve these goals and targets, the Government of Goa in particular and Goans in general must give a priority to the promotion of games and sports in schools. Parents must encourage their children to take up Sporting disciplines. Sports must be promoted as a lucrative Career option. Corporate houses must be roped in to bring in the money. If the State shows the will and the intent, other Sports too can become viable career options like cricket and Football. Here are a few other measures that need to be initiated to achieve the lofty goals: 1. The infrastructure for sports in Goa pales in comparison when you compare it with the infrastructure of other places such as Hyderabad, Punjab, Maharashtra, Gujarat, etc. The efforts to develop sports have so far been confined to urban areas, and the rural areas have, in the process, been neglected. Such disparities must end. 2. The Government has been found to be lacking in promoting sports in the State. The percentage of the people of Goa who actually play some sport or the other is very low. Various coaching and training schemes and incentives are being provided by both the State and the Central Government, but sadly these schemes do not percolate down to the masses. 3. Sports and physical education must be made an integral part of the curriculum; as a regular subject in schools and other similar educational institutions. Sports must be promoted as a lucrative Career option. Adequate incentives must be provided to those who excel in sports, so that more and more talented youngsters get attracted to this field. The Government needs to initiate steps to establish institutions such as sports universities, colleges, schools and hostels which lay special emphasis on identifying, nurturing and developing sports talent to its full potential, largely on the lines of its own sporting policy proposals. 4. We also need more “Non-Governmental Organizations to get involved in Sports and its promotion. We need more active clubs who will work hand-in-hand with Government bodies like the Sports Authority of Goa (SAG) to organize more Tournaments, Coaching Camps, Professional Leagues, etc. 5. The mass-media is focusing sadly only on cricket and Football. But what about other sports? Why are they giving it step-motherly treatment? If we need to succeed in spreading and sustaining sports consciousness in all the nooks and corners of the State, then the mass-media has a big role to play. The State must provide incentives to the mass-media who give a good coverage to Sports. 6. The Sports Ministry must take a keener interest to make our Sports Associations more professional. The “Do-or-Die” culture must be brought in; the “Susegad” attitude needs to be weeded out. We need more transparency in our Associations. With measures like these, Goa can surely be one of the top “Sporting States” in the Country. While it is true that our achievements in sports, barring Football, have been negligible, it is also true that there is no dearth of talent in our State. Bhakti Kulkarni, Ivana Furtado, Natasha Palha, Talasha Prabhu are all young talented children. If a healthy atmosphere is created, if talent is spotted and nurtured, we can achieve a lot. With the National games in sight, the Sports Ministry needs to work on a war footing, so that Goa occupies one of the top slots at the National Games. Cheers, Sandeep

An essay written on my behalf by Damian Fennell, gave visitors a sense of what drawing is; which added to their basic understanding of drawing as a form of expression. No works were sold (a few were not for sale), although I did have interest from buyers which did not pan out. Perhaps they felt that my pieces were not expensive enough! Th elarge majority of those who interacted with me were students, as what largely happened at Art in Action in the UK in 06. The range and depth of the works as well as how a drawing can appear as a painting drew a lot of interaction. I leave those deeper thoughts to the researchers. People saw metaphysical references, a lot of which perhaps having to do with an inability to take in an expression such as Evaporated Meaning, and furthermore only on account of seeing extreme abstraction through drawing (bordering in drawing) which has its own lyricism and an evolving vocabulary of mark-making. It became clear that such work has not been seen in India, and it pleased me that my journey is not devoid of some merit, considering my chosen path. I will be conducting more works this year, and am looking forward to having a lot to show in 2010/11, including printmaking. Apart from being the spectator of the D.B. Cup matches (as a privileged young guest of one of the elite players (spin bowler), the then so called 'danger man of Kenya' Blaise D'Cunha, my immediate neighbour), I have played football matches there during my days at the St. Xaviers' College, Bastora. I have not forgiven Manohar Parrikar for the demolition of the stadium and the reasons for doing so. Perhaps I may live to forgive him if this stadium is rebuilt in the modern splendour that it deserves. Incoming travellers are given a form to fill in with regards to travelling through or visiting countries affected with H1N1 virus. These forms are then just collected at the Goa airport and the passengers just pass by. I wonder how people affected with H1N1 are screened based on the piece of paper they are asked to fill in and submit. Or are these doctors just juniors / students at GMC, forced into manning the Airport counter just to satisfy the whims and fancies of some governement higher ups? One can see the frustrated look in the eyes of these doctors. There seems to be a lack of purpose in this excercise, which may be due to just do it attitude of the higher ups. Is there any benefit from this drill? The odd hours these doctors have to be at the airport is a torture - sometimes starting duty at 05:30AM for which they will have to leave their homes at least an hour or more depending on where they live from the airport. It is quite understandable if there is some benefit in the exercise, but if hardly anything is achieved, it is better to stop the same and make use of the doctors' abilities to the benefit of all Goans in the right places. Fortunately for me and writing this column, it matters little where in India you are, to be reminded about the misfortune we endure having our 42 elected peoples’ representatives working for us. More exactly, when you are in Chennai, where for instance, you can feel how Information Technology was made to work for the people. Whereas, in Goa it took a single MLA to make IT work for him, and for his pockets only. I am talking about the Rajiv Gandhi IT Park in posh Dona Paula where real estate sharks were encouraged to park themselves. Two more universities in Tamil Nadu, I read in the newspapers, are working micro-satellites for a possible launch by end-2009. I am told they were encouraged by ANUSAT, India’s first ever micro satellite built by Anna University, Chennai, and launched by Indian Space Research Organisation (ISRO) last April from the Satish Dhawan Space Centre at Sriharikota. The project’s team operated from the College of Engineering, Guindy and MIT, Chromepet, both in Chennai. Contrast this with the miserable performance of our own engineering colleges and the government’s attempt not too long ago to acquire land belonging to the Goa University, and no guesses on whom this high value land would have been sold to for mere peanuts. Besides this, a group of students from engineering colleges in Bangalore and Hyderabad is working on an 850 gm pico satellite under ISRO guidance. Bottomline: Whereas, IT in Goa means real estate in the three southern States it means inventing the more difficult-to-make micro satellites which requires miniature technology. Just to make you squirm a bit more, do be informed that I booked my Volvo AC BUS travel to Pondicherry from Chennai online, which meant I had to make only a single trip to the bus station (to actually catch the bus). Compare this to the rumbunctious behaviour of the touts operating at Patto in Panjim, or KTC’s sleepy counters in Margao and Panjim. Or, be really crushed by this September 19 headline “First heart transplant at GH”. The story was about the Chennai Government General Hospital’s first ever heart transplant! In Goa, the last eye-catching headlines (from GMC) were about dirty linen and falling ceiling fans. I’ll say we have a long way to go, baby! *The other man’s grass is always green* But this is not to say everything is hunky dory outside. In fact, as in Goa, so too in Pondicherry (btw, official name is Puducherry), it’s a foreign takeover when it comes to business. And therefore, for instance, tourism in Pondy has made even its juice and bread cost an arm and a leg and the perpetrators of this fraud are some locals but mostly foreigners who run cafes, restaurants and are even real estate agents. I ran into this helpful young American girl who has moved to Pondy some months ago and runs a diner in rue Labordanais, serving breakfast and juice. After tramping around the Latin Quarter of Pondy – which, incidentally, is mostly clean but for some piles of garbage in certain streets – I was thirsty and parked myself in her diner and ordered a mango juice. Visions of a thirst-quenching fresh fruit juice filled my mind but imagine my shock when she returned in a jiffy with a glass of tinned mango juice!! I was awed – outraged is more like it – when she charged me Rs 60. The con job was repeated on another thirsty idiot – Rs 60 for a glass of orange juice that came from a tetrapack, the kind you see crammed in super-market shelves. Was she charging for the “ambience” which basically consisted of some easy chairs, some ethnic cushions against a glass frontage from where you could see the world go by? Or did she perchance think dollar rates were okay considering most of her clients are foreigners? *Talk of hype…* Then there is Satsangha, which is on the map of any tourist brochure on Pondy. As you walk in, there is a menu (which is fairly common like restaurants in France) with a picture of the French chef). First of, with all that tall grass hiding hordes of mosquitoes, I spent the evening scratching or slapping at my legs and arms to deal with these winged insects which carry all kinds of diseases. Second, I ordered pasta and got spaghetti. Did the French owner (who was not there) think I, an Indian, would not know the difference? August 24, 2009 Dear Mario, We hold a date book from 1964 that provides some details. According to the date book, Armstrong arrived in India from Singapore on December 4, 1964, flying Air India. He stayed at the Taj Mahal Hotel in Bombay. He played two shows on December 5 and another two shows on December 7, leaving Bombay on December 9. The rider and the pillion were grievously injured in the blast, one of whom later died in GMC, Bambolim. The injured were stated to be members of a right wing Hindu group linked to Malegaon blast accused Sadhvi Pragya Singh. The two injured were identified as Mulgunda Patil and Yogesh Naik of Sanathan Sangsthan, a right wing Hindu outfit linked to Pragya Singh, police sources said. The scooter belonged to Nishad Bhakle, also a Sanathan activist who said that he had sold the vehicle to Mulgunda. A senior police official informed that the two injured were following an effigy of a narkarsur which was coming down the Grace Chuch road from Gayling, when the duo lost balance at the incident spot, causing the blast. Police have recovered a battery and wires from the accident spot. Patil and Naik, who suffered multiple injuries, were immediately rushed to Hospicio and were later shifted to the Goa Medical College and Hospital, Bambolim. They suffered extensive injuries on the lower part of their body. Patil succumbed to his injuries in Goa Medical College late tonight, DySP Umesh Gaonkar said. The injured are natives of Maharashtra, disclosed Superintendent of Police South Allan De Sa. The explosion ripped open the scooter’s dickey. The impact was so great that the glass panes of two other vehicles parked nearby were damaged, besides shattering the windows of adjoining building premises. The loud sound could be heard near the Margao Municipal square where the Narkarsur competition was on. The incident occurred at around 9.45 pm when the city was playing host to the main Narkasur competition near the Margao Municipal square –barely 100 meters away from the blast site. Realisation dawned on the people that the loud sound was that of a scooter blast, after they saw the two injured soaked in blood seeking assistance. As news spread in the city, Margao police – who were doing bandobast duty at the Margao Municipal square – rushed to the venue and cordoned off the entire road from Syndicate Bank to Apan bazaar building. As the police could not comment whether it was a bomb explosion or a low intensity gelatine blast, the services of a bomb disposal squad was requisitioned to probe into the exact nature of the devise that cause the blast. A bomb sniffer dog squad was also pressed into service to obtain clues from the spot. Chief Minister Digambar Kamat, Fatorda MLA Damu Naik and Superintendent of Police, South Allan De Sa reached the spot and after taking stock of the situation proceeded to Hospicio to inquire about the condition of the injured. Kamat was seen at the hospital till the injured duo was shifted to the GMC. He issued directions to the GMC to see that they make arrangements for the duo in the ICU. Later informally speaking to newsmen, SP De Sa said he could not say whether the incident was a bomb blast or an ordinary scooter blast as that has to be investigated by the experts. “At this stage, you cannot say it was a bomb blast. The damage to the two-wheeler was not so severe”, he added. “Going by the nature of the injuries sustained by the duo, especially on the lower part of the body, it looks like they were sitting on the scooter when the blast took place,” he added. As the police continued their investigations at the blast site, Chief Minister Digambar Kamat was huddled with senior police officials at the Margao police headquarters, reviewing the law and order situation in the State. When contacted by Herald at 12.10 am on Saturday, Kamat said the meeting reviewed the security situation in the state, but made it quite clear that it was too early to comment whether it was terrorist act or whether it was a bomb or gelatine blast. “No doubt, the Goa police had made all arrangements in the state. But, with the blast, I have told the police to take additional precautions”, he said, adding that the police has beefed up security across the state, with instructions to tighten security at the border check posts. This is the story of Dipti D Parwar from Harijanwada Bordem - Bicholim who is into this business of making effigy of Narkasur since last four years to earn some extra income during the festival. Eventhough there are about 10 such families who are involved in making the effigys she is the only woman who has learnt this skill and is involved in it. In most of the other houses they are made by men. I learnt this skill by looking at how others make the effigy and soon i mastered it no one taught me this Dipti tells as her hands work in giving shape to the Narkasur, hardly any women are involved in making such effigies in Bicholim but it hardly matters me as afterall it is an art. The demand for making such effigies has increased as people don't have time in making them and so we do get enough orders to celebrate our festival, She tells we prepare them only when we get orders as no one buys it after the festival, the other items which are used by people throughout the year are made even without orders and sold at a later date. Speaking about the cost of raw material Dipti laments that the bamboos cost them about Rs 40-50 and so the cost of effigies have also increased. The cost depends upon the size of the effigy and ranges from Rs 150 to 600 and it takes me about a day to make an effigy. It is our tradition and i am proud of it. Dipti claims. Now our children are ashamed of going into this business and run after jobs and even though we are involved in this profession since several years we have not yet received any help from the government or the handicraft department she tells. But most narkasurs were not ready even after 8pm but their blasting DJ music was on (They must have been ready after 9pm) So, we decided to go and meet ..Mrs. Khana at Samrat at 8.30pm After 1030pm when we came to St.Inez again, streets were very busy with crowd minus blasting music at the narkasurs venues. I think they have been ordered to stop all music around 10pm due to the Margao incidence (blast) which occurred around 9.30pm However, some were switching on to loud music intermittently. Narkasur has become a night time ‘Dhekava’ or event with blasting Music around Panjim. Near St. Inez church alone there are over a dozen giant Narkasurs including 4 near form Gomantak Times press, 2 near Viventa (Taj hotels) and remaining opp church. Going towards Tonca, same road, one will find another dozen.. Diwali suppose to start on the 17th i.e. at midnight of 16th but they would only burn the narkasur around 5am after blasting DJ music whole night. This year, we noticed record number of people including foreign tourists The St. Inez roads were jammed packed with both people and vehicles. At Temptation, we asked a group of foreigners, how did you know about this Event? They replied ‘we saw a clip on youtube’ I asked ‘Do you know, who put it there?’ ‘Don’t remember’ said one. Melgunda Patil, who was one of the two persons injured in the blast, succumbed to his injuries at Goa Medical College. Police said the blast, triggered at around 9.30 pm, also gutted three vehicles. The scooter, which contained the explosive, was parked behind Grace Church located in the heart of the town. Yogesh Naik, another member of Sanathan Sanstha, the right wing Hindu outfit linked to Pragya Singh, is still critical at the hospital, police sources said. A red alert was declared across Goa after the incident, Superintendent of Police Atmaram Deshpande said. Margao town, the south Goa district headquarters, is the assembly constituency of Goa Chief Minister Digamber Kamat. Police have also found a bag containing electric circuit about 20 kms from the blast site in Margao. Nishad Bakhle, the owner of the Eterno scooter in which the explosive was kept, has also been traced at the Sanatan Saunstha office at Ramnathi in Ponda town 25 kms from here which was raided following the blast, police sources said. We are not suspecting anyone at this moment but are not leaving anything to chance, a senior police officer said. The bag which also contained a watch besides an electric circuit was found at Sancoale village about 20 kms from the scene of the exlosion which took place when a crowd had gathered to witness Narakasura effigy competition held before Diwali in Goa, Superintendent of Police (South) Allan D'Sa said.
