Dear Mr Luis,
My apology would have been a lot more sincere if your tone had not been so 
accusatory. Rest assured your family is not included in anything I am writing. 
I am sorry I mentioned the suspension. Yes, I agree that this was irrelevant to 
the discussion at hand. I'm sure you will agree that a great many public 
figures are discussed on Goanet all the time. It is not done with spite or 
malice. It is just done in the flow of the discussion. I do apologise for 
causing you and your family hurt but I fail to understand where this hurt stems 
from? Isn't it more important to know the truth about our historical past 
rather than hide behind hurt?

I can surely email you the letters in my possession but can you tell me who 
instigated you all the way from the USA? This has caused me tremendous hurt.

The new book, ‘Apostolic Chris-tianity in Goa and the West Coast’ was recently 
released during the novena of Venerated Father Agnelo at Pilar.

“This work is not only historical but has spiritual dimensions,” stated 
Professor 
and Head, Department of Philosophy and Dean of Faculty of Social Sciences at 
the Goa 
University, Dr A V Afonso on the occasion. Affirming that this booking is a 
path 
breaking study he further said that this book is a must-read by historians as 
well 
as lay people.

The book is the fruit of a strenuous research of Father Cosme Jose Costa who 
discovered the St Thomas Cross in the village of Agasaim bore the Pahlavi 
script of 
the 7th century AD providing evidence that Christianity existed in Goa and the 
West 
Coast of India long before the arrival of the Portuguese in 1510.

Against the common misconception that Christianity was introduced in Goa by the 
Portuguese, the pages of this book will take the reader to trace the presence 
of 
Christianity in Goa most probably from apostolic times. This is a period when 
Christianity was brought to India, immediately after its birth and even before 
its 
spread to other parts of the then known world, including Europe and even Rome. 
This 
research work also helps to understand the ancient roots of Goa, with the 
background 
of the millennial history of India, its contacts with the West, the ancient 
trade 
routes, the rulers and dynasties and all that led to the development of the 
complex 
Indian civilization, to which the Konkan was part.

Dr A V Alponso, besides teaching Philosophy at the Goa University, CPIR has 
also 
taught at the University of Mumbai and other colleges that run under the Mumbai 
University for over three decades. Of late, he has edited a very comprehensive 
volume on Indian Christianity for the Centre for Studies in Civilizations, New 
Delhi, under their project of ‘History of Indian Science, Philosophy and 
Culture’, a 
project sponsored by the Government of India.

The author is a member of the Society of the Missionaries of St Francis Xavier 
(Society of Pilar), and Professor of History of the World and of the Church at 
the 
All India Mission Seminary, Pilar. He has set up the Pilar Seminary Museum 
which 
projects the 2, 000-year-old history of the place. He has also written several 
books 
and contributed several research articles at history seminars and periodicals. 
‘Life 
and Achievements of Bl Joseph Vaz’, ‘A Missiological Conflict between Padroado 
and 
Propaganda in the East’ and ‘Heritage of Govapuri’ are his other important 
publications.

I do not want to engage in a public mudslinging match. That is not doing any 
good to either of our reputations. This is my last post on the matter so let me 
quickly make my points.

1. You burst onto Goanet and use words such as slander and libel. To slander is 
to lie, perpetuate a falsity with malice. I have done no such thing. This is 
unjust to my own reputation. I have stated a historical fact that your 
grandfather was under minor surveillance by the British counsel. You or 
anyone else who wishes to verify this fact, may go to the National Archives in 
Kew, Richmond, UK and do so. In good faith, I give you the file no. FO 
371/31136. Everything I have stated is sourced from this file. Incidentally I 
was not doing any research on your family. I chanced upon it whilst researching 
something else more than a year ago. I just stated it on Goanet because it was 
relevant to the discussion we were having at the time.

2. Are you entirely sure that your grandfather would want you to defend him in 
such a manner? It seems to me that your grandfather was a courageous and daring 
man and fully invested in his own political convictions. Why are you now 
denying him his courage? How courageous this man was to go against commonly 
held views and pursue his own path in life, keep his own company. I wonder if 
he knew that he was being watched but even if he did, I doubt he would have 
cared little. Don't do this to your grandfather's memory.

3. I don't understand what significance my postal address has to you? Unless 
there is a thinly disguised threat in there somewhere. Surely you don't want to 
be seen threatening another Goan on a public forum into silence just because 
something is disagreeable to you. Recently we had the speaker of the assembly 
threatening a writer in Goa into silence. It seems that we Goans are losing 
more and more of our freedom every day.

If you wish any more assistance from my side in unearthing archived 
information, I shall be happy to help in whatever capacity I can but please do

I'm sorry to have offended your sensibilities but by now I am quite used to 
people popping up from history books and demanding apologies from me, so I too 
have taken legal advice in this matter. Firstly I have not called anyone Nazi 
or anti-Nazi. I have said he was considered pro-Nazi by the British. If you 
wish to confirm this for yourself you may check the National Archives at Kew, 
Richmond, UK. Incidentally I have a copy of the letter in my own stack of 
documents and I will be more than happy to email it you in private. 

I have no intention of hurting anyone, living or passed away in Goa. I am 
merely reporting facts as they are recorded in dusty museums and archives.

[Goanet] Septic tanks along the coastline.........

Let me first state that I am not a sanitation engineer or a hydraulics engineer 
but this is a
subject that interests  me greatly.    Over the years, mostly in foreign 
countries I have observed how effluent from leaky septic tanks and
soak pits make their way down to the water table and underground aquifers, 
contaminating
the water supply of the surrounding area.  This is particularly true in areas 
along the coastline where the soil is sandy and porous.  In Goa the Health 
department has made it
a requirement that a soak pit should be at least 15 meters from an open well.  
I think that
a lot of factors would impact this rule of thumb including the water table in 
low lying areas
and the type of soil prevalent in the area. 
 
The well known Springs in Merces in Tiswadi, which used to be a prominent 
picnic spot and a place where people used to drink the pure spring water, now 
bears a sign that the 
water is contaminated and not fit for human consumption.  Could it be because 
of the 
military installation with staff quarters and their septic tanks and soak pits 
up-hill from the
Springs ?
 
During my working career in the USA, I was a Director of Facilities for a very 
large School
district which spanned both urban and rural areas.  Schools in the rural areas 
depended on
bore wells for their water supply.  The Health department tested the water from 
the bore
wells every 6 months and disallowed the use of water in the rural areas, for 
drinking and
cooking purposes because they were contaminated by sulphates and nitrates from
fertilizers used by farmers upto 3 miles from the schools.  If fertilzers used 
in
distant fields seep into underground aquifers and contaminate drinking water 
supplies
several miles away,  imagine the contamination of wells from leaky septic tanks 
and
soak pits along the congested coastal belt of Goa.

The ground water level in coastal areas is very high. One will find water if 
one digs a few meters down in the sandy soil. Septic tanks work on the 
principle of soak pits to digest the effluents considering that the septic 
tank is full to the brim when commissioned and the entry of a drop of water 
will exit the septic tank into the soak pit. Soak pits are designed for 
septic tanks of a household (one or two families). More than that no soak 
pit can digest the output over a period of time and the effluents must leach 
out invariably into fresh water wells withing the range of less than 10 
meters.


Action of tides in the coastal belt will see that the soak pits are 
inundated during the high tide and drained during the low tide. This 
continuous action will spread the soak pit effluents including the bacteria 
such as e-coli further down or upwards.


In the coastal belt in Goa, there is no sewerage system and entire housing 
and commercial establishments  are based on septic tanks and soak pits. 
Therefore the entire coastal belt ground water is rendered un-usable as it 
is polluted beyond redemption.


This is why the Japanese government gave Goa the GICA scheme worth of 2000 
(two thousand crores) free of cost to install sewerage system  for Margao, 
North Goa Coastal belt and Mapusa city.


Mapusa Nagrikancho ekvott has managed to convince the PWD Minister 
(Churchill Alemao) that the sewerage system for Mapusa city is a must 
because the entire sewage enters the Mapusa river and has polluted it 
completely and that he has to utilise GICA at all costs.


Good news is that the Mapusa sewerage system has now got a consultant and 
should start shortly. So informs the concerned PWD Engineer in charge Mr. 
Chimulkar.

To my knowledge the term 'Goanese'  was  synonymous with derogation. 
Certainly for the Goans living abroad.
Its use by the authoress implies a contextual misunderstanding of the

An Open House, a unique addition at this year’s Global Goans Convention in 
Muscat 
(Oman), helped Goan representatives to get first-hand knowledge of the 
grievances of 
expatriates from the State working in the Gulf country.

State NRI Commissioner Eduardo Faleiro said the Open House, where the 
Ambassador of 
India in Oman Anil Wadhwa remained present, was of immense help as some of the 
problems of skilled and semi-skilled Goan expatriate workers were dealt with 
and 
solved on the spot.

Faleiro said the Embassy of Oman has taken several measures and one of them was 
a 
shelter where any Indian worker, who has run away from the workplace or having 
some 
other grievances, could take refuge until he or she was repatriated. This 
shelter is 
not permitted in law but somehow it’s working for the benefit of expatriates, 
he 
mentioned.

Besides, he said, the embassy on the third Friday of every month holds an Open 
House 
for redressal of grievances of Indian expatriates and there was a 24-hour 
helpline 
in the embassy premises where one could call in case of a problem.

In addition, the NRI Commissioner maintained, “The embassy has engaged three 
legal 
firms to provide legal aid and advice to NRIs. Open meetings are held for this 
purpose at the embassy premises twice a week.”

Faleiro said the Indian Embassy circulated do’s and don’ts prepared by the 
Ministry 
of Overseas Affairs during the convention warning Indian emigrant workers on 
the 
things they should avoid before entering any Gulf country.

The NRI Commissioner said the session on ‘Self-Employment Opportunities for 
NRGs’, 
another first-time addition at the convention, discussed the question of 
financial 
assistance and incentives for setting up own business by NRGs in Goa.

He said many Goans have expressed desire to come back and take up jobs or start 
a 
business in their hometown. “We have decided to form a committee headed by 
former 
GCCI President Nitin Kunkolienkar to facilitate a single-window system for 
various 
Government clearances for such Goans,” he informed.

Faleiro said the Konkani Vishwa Sammelan, again, another first-time at the 
convention, espoused on the need to promote the language as an essential 
element of 
identity of Konkani-speaking people. It suggested holding of elocution and 
essay 
competitions for children of Konkani-speaking people, he mentioned.

He said Dubai-based Radio Goa, which disseminates news and music in Konkani on 
the 
Internet, came in for much appreciation at the convention.

The NRI Commissioner announced the next Global Goans Convention in 2010 would 
be 
held in Melbourne, Australia, under the auspices of Australian Goan Convention. 
He 
said Melbourne had a sizeable population (around 22,000) of Goans.

I never ever wanted to engage in any sort of match as you so quaintly put it.

This was triggered by your remark on a public forum, saying that my grandfather 
was considered to be a pro-Nazi in Goa.

I felt compelled to respond. So please don't you dare lecture me on how best to 
preserve my grandfather's memory, shortly after you yourself have publicly 
hinted at possible blemishes in them. Pro-Nazi is a strong, loaded statement. 
You now mention minor surveillance (which you also did in the first post), 
but not the pro-Nazi comment.

Perhaps you would care to explain how, in my justified defence of him, I am 
denying my grandfather his courage. 

A remark on an internet forum survives as a record, and in future if anyone 
does a search, every stray comment ever made in cyberspace shows up and often 
becomes the basis of historical record, and eventually can get accepted as 
fact. This is why I am reacting so strongly.   

You publicly offered to send me the relevant document (file no. FO 371/31136) 
by email, so I shall hold you to that. 

As regards the request for your postal address, it was triggered by the tone of 
your own email  ...by now I am quite used to people popping up from history 
books and demanding apologies from me, so I too have taken legal advice in this 
matter. 

So what then is the problem with letting me have your address? I feel no fear 
of any legal action. 

To call a remark like pro-Nazi about my own grandfather as something 
disagreeable to me is a Himalayan understatement.

Whether I burst onto Goanet or not is a subjective feeling that you hold. It 
certainly perpetuates a falsity with malice to make a statement like this 
without then furnishing the proof to substantiate this. 

I am glad that you now laud my grandfather's courage and daring. He was a great 
man, who Goa seems to have forgotten by the wayside. 

I have tried hard to ensure he gets the credit for Goa's first ever radio 
broadcast. (26 May 1946). I mentioned this to a Goanetter who actually has a 
blog on Radio in India, but it met with indifferent silence. I can quote 
chapter and verse on this accomplishment of his, and many others.

Thank you very much for your kind offer of assistance in unearthing archived 
information. You can start making good on this offer by sending me the document 
that led to this whole exchange in the first place. ;-) Private, publicly, as I 
said is totally irrelevant. Our family has nothing to hide.

You have still not answered my queries regarding the alleged suspension, nor

Chief Justices being accused of favouring relatives, current CJI recommending 
removal of sitting judge of the Calcutta High Court for corruption and 
Karnataka Chief Justice being accused of land grabbing, the intense scrutiny of 
the judiciary is inevitable.Widely reported is the recent dismissal of the 
petition challenging the reappointment of the court staff by the Goa bench of 
the Bombay High Court(Even Shiv Sena dares not make it Mumbai HC) on the 
grounds that the petitioners have no locus standi.The petitioners were armed 
with information obtained under RTI and wanted the court administration to 
follow the rules of promotion ,transfer and
 recruitment as per rules and the law .The court not only dismissed the

[Goanet] Panjim PIL update

Yesterday out of the blue I got a call from the Amicus Curiae 
appointed by the High Court in my PIL on Panjim. First, a brief 
background:

The High Court had issued a final order in April 2008 directing 
the CCP to address several civic issues in the city - public defecation, 
urination, illegal squatting and hawking on footpaths, loitering/littering 
in gardens and public spaces, blocking of pavements by mechanics 
and merchandise, and any other forms of civic/public nuisance 
that have come to plague the city in recent times.  Since the CCP 
failed to effectively act and address these matters, I filed a
contempt petition in July 2008 providing further evidence through 
photos. In February of this year, a second round of photos was 
filed in the Court.

Which brings us to the present - the Amicus Curiae now says another 
hearing is due and that a new round of photos as evidence will 
be required.

This is turning out to be a farce. How many more times do we need 
to give them evidence?  Meanwhile the city continues to worsen,

I find it deliciously hypocritical that NRI Commissioner Faleiro who having 
done so much to encourage and promote out migration of Goans and others as Gulf 
guest-workers who daily toil in inhospitable climes, and who attempts faux Goan 
unity with repeat junkets (paid for by resident Goan tax payers) to these 
areas,  now has the cajones to stress the importance of retaining Goan 
identity and culture of his dwindling countrymen.

Commissioner of NRI affairs Eduardo Faleiro highlighted the importance of

After decades in politics this is the first time I have heard Mr. Faleiro talk
some sense at last, there might not be any concrete action coming out of the 4th
Global Goan Convention in Oman, and a lot of people too had said that nothing
good is going to happen and it's just a total waste of public money, but the hot
topic of preserving Goan Culture and It's Identity at the convention must have
got through into Mr. Faleiro. Hope this contagion does not cure it's self half
way into it's treatment. 



Mr. Faleiro, in the position that he was in the Congress Party, could have done
a lot for Goa, but what has he achieved in over three decades in Delhi, except
may be part in the statehood process, overall he has been a failure. Last couple
of years Goa has seen so much turmoil due to mega housing and mining but we did
not hear anything from Mr. Faleiro. 



A couple of months back, he did open his mouth, but unfortunately bit his own
tongue in the process, when he made a statement that, Government should take
over the running of Church properties. Goa has infinite number of issues that
are much more important, which need immediate attention and all that Mr. Faleiro
could think of was protecting Church properties and that too from the clergy. It
is agreed that there have been some discrepancies on the part of the clergy but
has the Government done any better for us to put our faith and belief in them
rather than our clergy ?  Is there any Cummunidade property left in Goa ? What
has the Government done with the Lakhs of Sq meters of land that were acquired ?
Land scams involving Government officials and politicians in Goa, out number any
other scams, and all that Mr. Faleiro could think off was, ask the tiger to
guard the goat.



Mr Faleiro also talks of global environment concern, when his own government has
done nothing, absolutely nothing to protect and preserve our ecology and our
environment in Goa, on the contrary Congress Government in Goa has been
supporting rampant mining, hill cutting and land filling, which has contributed
to the devastation of our ecology and our environment. If Mr. Faleiro is serious
about his newly acquired concern to protect Goan Culture, it's Identity and it's
environment, please show it in actions not just words.

A Goanese by any name...

No self respecting Goan anywhere in the world will tolerate being
referred to as a 'Goanese'. Yet an Internet search for Goanese in my
favourite Search Engine, Google (www.google.com), gave me about one
thousand six hundred links!

Of course most of these were from online recipe compilations, or menus
at restaurants, or ill-researched travel sites where Goanese is often
wrongly used as an adjective instead of Goan. For example a
respectable online site like Lonely Planet (www.lonelyplanet.com)
states Calangute isn't one of the best Goanese beaches: there are
hardly any palms... Surprisingly
Goanese as a synonym for the Konkani language also featured on many
sites (eg. www.ethnologue.com). And yes, of course, Goanese to
describe the natives of Goa!

This error isn't recent though. Till a few decades back Goans were
often referred to as Goanese in British records and as Mesticos and
Canarans in Portuguese records in East Africa. In the Portuguese
language the word for Goans is: Goeses (plural) and Goes
(singular) or 'Goesa' (female). Alternative Portuguese terms are
goano (male) and goana (female),

Even the Encyclopaedia Brittanica 1995
(www.goanet.com/text/general/intro.htm) states Many Goanese bear
Portuguese names and are partly of Portuguese descent as a result of
intermarriage between early Portuguese settlers and the local
inhabitants.

Besides being linguistically inaccurate, the other fact of the matter
is that the Portuguese surnames came by during mass conversions, when
the presiding Portuguese officer gave the recently baptised the legacy
of his name.

Welcome to Goa, the land of taverns, feni, carnival, churches and
carefree Goanese, said the controversial Surajkund brochure released
by the Haryana Government and reported on by Sandesh Prabhudesai
(www.goanews.com/17jan01.htm). Further back The Catholic Encyclopaedia
of 1907 (http://www.newadvent.org/cathen/02644a.htm) states In 1720,
on political grounds, the Goanese clergy were expelled by the
Government...

Perhaps the longest ever argument on, and dissection of, the term
Goanese was held on The Goan Forum (www.colaco.net/1/goaniz.htm). A
wonderful read I would highly recommended to amyone wishing to know
more about this term.
To condense: Perhaps not as derogatory as 'nigger' or 'Paki', but
Goanese still rankles. Jorge de Abreu Noronha points out that,
linguistically, it would be OK if someone called a Goan a Goese, but
not Goan + ese = Goanese.

The argument being that only names which have 'n', 'm' or 't'
preceding the terminal 'a' get converted to 'ese'. For example China -
Chinese, Burma - Burmese... But Sri Lanka - Sri Lankan, Arabia -
Arabian, India -Indian (not Indianese!), Jamaica - Jamaican, Russia -
Russian, Croatia -Croatian, Australia - Australian

An interesting anecdote: In March 1994 Canada based Goan writer Ben
Antao, and his Italian wife, had the privilege of being introduced to
Pierre Trudeau, the late Prime Minister of Canada, as being from Goa.
Mr. Trudeau asked Antao, Is your wife a Goanese too? To which he
replied No, she's not a Goan; she's Italian.

There were in the Goa of yore a few Catholic families who no doubt occupied 
positions of power and privilege pre-1961. This sense of entitlement was upheld 
by notions of caste, with little or possibly no regard for merit. Nonetheless, 
in time, education and economics played their part in insulating this coterie 
from the rest of Goa. Doubtless in time they solidified their positions, made 
possible by inter-marriage. In time they became almost a clan. Implacable. 
Their reputations and lifestyles, however debauched, protected by a wall of 
silence, maintained in part by loyalty, in part by fear and sadly in part 
through unfailing reverence from all those that called them bhatkar.

Those days are gone now but that sense of bhatkarponn has not died in these 
families. Over the course of the four years I have been on Goan forums, I have 
come across it again and again. Yes, to a large extent caste is defunct in Goan 
society but it is not dead. It is merely dressed in a more egalitarian garb. 

In my four years on Goan forums, ultimately it is the Gulfkars, the tarvottis, 
the Afrikars, the tiartrists who have taken me to their hearts. Perhaps in a 
very small way, I have become their voice because I come from them, from that 
belly of Goa which grows in its villages. I know them. I can see them in my 
grandfathers, my father, my cousins and my friends. Hopefully, I will continue 
being their voice. 

The other Goa has remained closed, zip-locked with constant innuendo, here on 
Goanet and elsewhere. We Goans today are as divided as we were a few centuries 
ago. Let's not be mistaken about that. Neither education nor economics has 
fundamentally changed our way of thinking.

I've had a good run. Great fun. But I now request the moderators to change my 
listing to a digest. After four long years, I need some air to breathe.

“This work is not only historical but has spiritual dimensions, too,” said
Dr. A.V. Afonso, professor and head, Department of Philosophy and dean of
Faculty of Social Sciences at Goa University, during the release of his book
‘Apostolic Christianity in Goa and the West Coast’, at Pilar, November 14.

The occasion coincided with the novena of Venerable Father Agnelo of Goa.

Affirming that this book was a path-breaking study, Afonso said it is a
‘must-read’ for historians and laypeople.

‘Apostolic Christianity in Goa and the West Coast’ is the fruit of a
strenuous research of Father Cosme Jose Costa who discovered the St. Thomas
Cross bearing Pahlavi script of the 7th century A.D., in Agasaim village in
Goa, providing evidence that Christianity existed in Goa and the West Coast
of India long before the arrival of the Portuguese in 1510, he said.

Against the common misconception that Christianity was introduced in Goa by
the Portuguese, the pages of this book will trace the presence of
Christianity in the tiny coastal Indian state, most probably from the
apostolic times, he added.

This is a period when Christianity was brought to India, immediately after
its birth and even before its spread to other parts of the then known world,
including Europe and even Rome.

This research work also helps to understand the ancient roots of Goa, with
the background of the millennial history of India, its contacts with the
West, the ancient trade routes, the rulers and dynasties and all that led to
the development of the complex Indian civilisation, to which the Konkan was
part.

Dr. Afonso has taught Philosophy at Goa University, C.P.I.R., University of
Bombay and some colleges under the Bombay University for over three decades.
He has been a Fellow of the Indian Institute of Advanced Study, Shimla. He
has been a member of various professional and expert bodies, including
Indian Council of Philosophical Research.

He has authored several papers in areas of meta-philosophy, philosophy of
science and applied ethics. Of late, he has edited a comprehensive volume on
‘Indian Christianity’ for Centre for Studies in Civilisation, New Delhi,
under their Project of History of Indian Science, Philosophy and Culture, a
project sponsored by the Government of India.

The author is a member of the Society of the Missionaries of St. Francis
Xavier (Society of Pilar), and professor of History of the World and of the
Church at the All India Mission Seminary, Pilar, Goa.

He has set up the Pilar Seminary Museum which projects the 2000-year-old
history of the place. He has also written several books and contributed
several research articles at history seminars and periodicals. ‘Life and
Achievements of Blessed Joseph Vaz’, ‘A Missiological Conflict between
Padroado and Propaganda in the East’ and ‘Heritage of Govapuri’ are his
other important publications.
