Fiona MacKeown, 44, is accused of obtaining £51,401of income support by deception. The charge relates to a three-year period between February 2005 and March 2008 - the month after Scarlett's body was discovered on a beach in Anjuna in the Indian state. The 15-year-old had been on holiday with her mother, her mother's boyfriend and her six siblings, but had been allowed to stay behind with a boyfriend she had met in the tourist resort - a 25-year-old tour guide while the rest of the family continued their travels in the country. On the day Scarlett's body was discovered, MacKeown had been due to be reunited with her so they could fly back to the UK to be with her son Silas, who was critically ill after being hit by a car. Police originally said Scarlett had drowned accidentally, despite the body being covered in cuts and bruises. But after a campaign by MacKeown, a second post-mortem examination revealed she had been drugged, raped and murdered. Last month, police filed lesser charges against two men suspected of involvement in the death. They are Samson D'Souza, whom a British witness reportedly saw lying on top of Scarlett outside a beach bar where they had been drinking, and Placido Carvalho, a drug dealer suspected of supplying drugs and sexually assaulting the teenager. The duo were charged with culpable homicide not amounting to murder, assault with intent to outrage a woman's modesty and administering a stupefying drug with intent to harm. Both have been released on bail. If convicted, the men could walk free within months. She said her second-eldest son Silas, 17, returned from India before Christmas 2007 to study for a school exam, so she still needed the benefits to 'run the household' and pay for his food, gas and other necessities. Musicians of brass MARIA CABRAL FERNANDES taps her feet to the 'Rubber Band', one of Goa's very rare brass bands. With the advent of pop bands and DJs, genuine brass bands in Goa are slowly fading out. Many that exist play the easier chorus/pop music. Finding a band that plays authentic classical music and a brass band at that is not easy. After six months of searching, enter the Rubber Band, one of the few original brass bands around who played at the recent opening of Goa Chitra Museum in Benaulim. An Elite Ensemble The Rubber Band is headed by A D Deniz on the Trumpet. Besides playing and practicing four times a week with the band, Deniz also gives private music lessons from his home in Colva. Learning to play the trumpet is not an easy task and involves a lot of exercises like tongue attacking, high levels of energy and practiced breathing techniques for endurance, besides keeping the inner part of the instrument squeaky clean. For this reason Deniz believes that the right age to begin learning the trumpet is 15 years. But A D Deniz explains that he learned the Trumpet only at the age of 44 following his retirement from MPT (Mormugao Port Trust). I grew up in a parochial school and there I learned to read music. I knew how to play the violin and saxophone but I took on the trumpet as a challenge. For the first six months to one year a student spends his time just learning notation. Deniz who teaches the original English style of Solfege (that is of four syllables fa-so-la-mi) insists that it is an essential requirement for learning any instrument. The trumpet is not a difficult instrument to learn compared to say the violin, but higher levels of energy and stamina are required and for this reason vices like smoking are an absolute no-no. Before Alex Alfonso lent his rich and smooth tones on the Tenor Sax to the Rubber Band, he spent his career playing March and Classical music in the Police Band in Sharjah. A musician adept at both reading and composing music, Alex says that many musicians play by ear but it is essential to learn music. You can play by ear, but the chances of making mistakes are higher. And on a tenor sax mistakes are heard at once. In their free time, both Alex and Deniz work with dramas, writing arranging and composing music. In a brass band the trumpet is the queen, essential, required. But with its melodious mellow resonance, needed especially for solos, it's the Tenor Sax that claims top position. Clarinet player B S Gracias says that he first learnt to accurately lilt on this woodwind instrument in the Indian Navy, Bombay. After 27 years he joined the Goa Police Band as Band Master before retiring after an eleven-year career. Gracias says he'll only stop when his breath does. Working hard to keep up with the maestros is Jude Fernandes on the Alto Sax who has been currently studying under Deniz's guidance for the last two years. A goldsmith by profession, Jude praises Deniz's skills saying that as a teacher he can polish a musician the way one polishes gold. They appeared the strong and silent types but the steady accurate strokes of German Fernandes on Snare Drums and Tedoz D'Souza on Bass Drum are the heartbeat of a brass band. Playing Note for Note The Rubber Band play for various occasions feats, weddings, funerals. Their repertoire includes many English and Portuguese, Boleros, Cha Chas, Foxtrots, Marches, like Belphegor, Sway, Colonel Bogey, and they are all great admirers of Chris Perry. Happy tunes like Cha Chas are easier to play, says Jude Whereas classical music is tough because the notes are complex and require constant practice. Deniz who usually chooses the tunes explains that funerals are also difficult to play for. The music played at funerals is classical and in order to allow people to feel the sentiment of the tune we ourselves have to become emotionally involved. We cannot play classical music emotionally without feeling the pain. This probably explains why people instantly tear up at the slow mournful tone of Amazing Grace. As a choir sings in voices, so a brass band plays music in levels. While the Trumpet and Clarinet play the first music, the Alto Sax plays second and the Tenor Sax handles the third. It all depends on the number of levels in a composition. The talented Alex can move with unabashed ease from first to fourth. For this reason an essential requirement of a brass band are musicians who can read music and not only play by ear. Deniz says that many good readers have passed away resulting in little scope for brass bands in the future. He explains, Youngsters do not like playing in brass bands because it requires more dedication and hard work. They find it easier to join a band that plays Pop music. Joao Barros Pereira is very much on the dot for wanting a pre-election pledge signed by the candidates contesting Panchayat elections and I congratulate him for his foresight. Though such a pledge is the need of the hour, any/all candidates will be the first ones to grab such a paper and put their signatures on it because the first thing in their minds is to win. After the elections, the pledge will be flying high in the winds and nobody to bother about it. But there is a way to make this pledge fruitful, and I have been promoting this idea in my village [Moira]. Perhaps, Moira will show the way in the next Panchayat elections. Villages must gear-up for Panchayat elections on 'PANEL' basis by short-listing possible candidates ward-wise to bring them on the village development panel. For this, a crystal clear village MANIFESTO is a must, complete with the PLEDGE, and equally a must is that each candidate must accept the Manifesto and the pledge. Once the candidates are finalized, the entire village campaigns for the panel with all candidates choosing a common symbol. In a village like Moira with 7 wards, if it is not possible to get all the candidates elected, it is possible to have a Panchayat GRAM SABHA FRIENDLY and resistant to the curse of 'NO CONFIDENCE MOTIONS' if only 4 panel candidates are elected. The ideal situation for a developing village is that the Panchayat and the Gram Sabha must be on very friendly terms and not antagonistic to one another as in 99.999 per cent of the Panchayats in Goa. Considering that the Panchayats are the nuclei of the state, the development of the state depends on the good relations of the Panchayat bodies with their respective Gram Sabhas. Considering that the 'ward' is strong, the village becomes strong. If the village is strong, the constituency becomes strong. If the constituency is strong, the State becomes strong. And if the State is strong, the Country becomes a fortress of strength. This is the philosophy on which Goa Su-Raj Party is built upon. However, the Party is of the grounded belief that elections to the self-governing bodies like Panchayats and Municipalities (including elections to Student bodies in educational institutions like College and University Campuses) must be strictly fought on non-political party lines. Hi Domnic, I remember Mr.Lisboa very well. Way back in 1991 I saw him in action. He was in the process of readying himself to shoot a stray dog which used to frequent and roam on the parapet of our building Natalina Apartments, at Altinho, Mapusa. When the dog came into his sights he first touched the barrel of the gun to the dog's head and sent it to thy kingdom come with a single bullet. All clinically done and without so much as a whimper. Nowadays the streets and bylanes of Mapusa are full of stray dogs but none dare to kill them as that would invite more trouble from NGOs dealing with animal rescue. Silvan M. DeSa Mapusa/Socorro. STATEMENT BY SHRI EDUARDO FALEIRO, COMMISSIONER FOR NRI AFFAIRS, AT HIS PRESS BRIEFING (November 18, 2009) I was in Muscat (Oman) earlier this month. The purpose of my visit was to attend the Global Goans Convention. This is an annual event which brings together non-resident Goans from across the world and is held by rotation in different continents and in regions where there is a significant population of non-resident Goans. It was held last year in Canada, in Portugal in 2007 and earlier in Goa. The Convention was organized by the Goan community in Oman (GCO) in association with the Embassy of India in Muscat. It drew about 300 participants from every country in the Gulf region and from elsewhere in the world. For the first time, the Convention had a session on Konkani Language and Culture, the Konkani Vishwa Samelan, involving Konkani speaking expatriates from Goa and neighbouring areas, a session on Self employment Opportunities for NRGs and an Open House for domestic and industrial workers. The Konkani Vishwa Samelan conveyed the need to promote Konkani as an essential element of our identity. It suggested several measures such as Konkani speaking people abroad should hold regular elocution and essay competitions in Konkani for their school and college going children. The Radio Goa, based in Dubai, which disseminates news and music in Konkani on the Internet 24 hours 7 days a week was much appreciated at the Convention. The Convention concluded with a cultural programme of a high quality in Konkani involving about 150 artists, young and not so young, from Goa and Mangalore and even Goans settled in such remote countries as Malawi. The session on Self employment opportunities for NRGs discussed the question of financial assistance and incentives for setting up self-employment ventures by NRGs in Goa as well as the need of a single window for the various Government clearances. A Committee will be constituted by this Department to deal with these issues and to generally facilitate self employment ventures by expatriate Goans. The Committee will be chaired by Shri Nitin Kuncolienkar, former President GCCI, and will have both official and non-official members. At the Open House for domestic and industrial workers, the Ambassador of India in Oman, Shri Anil Wadhwa, and senior officials of the Indian Embassy were present. Several of the problems raised by Goan workers were resolved on the spot. The Embassy circulated a note on Dos and Donts for Indian emigrant workers. A copy of this note is enclosed. Our Embassy in Oman has taken several measures to ensure the welfare of the Indian workforce. On third Friday of every month, an Open House is held at the Embassy premises for redressal of grievances of Indian expatriates and there is a Helpline which functions at the Embassy 24 hours every day of the week. The Embassy has engaged three legal firms which provide free legal aid and advice to NRIs and open meetings are held for this purpose at the Embassy premises twice a week. The Embassy takes into confidence the different organizations of the Indian community in Oman to find solutions and redress the grievances of our people in that country. I have received a request to hold the Global Goans Convention 2010 in Melbourne, Australia. The Convention will be held there next year under the auspices of the Australian Goan Association. The passport should preferably be valid at least for the next six months so that no immediate inconvenience is caused to you on your reaching the country of employment. - Do ensure that you are recruited through an authorized Recruiting Agent. Insist on seeing his registration certificate issued by the Protector-General of Emigrants at Delhi. However, if you are an anointed “VIP,” as India’s public servants are called, you are whisked away through a plush private terminal to a private parking lot and into your car, all within minutes. Public servants don’t even wait for their bags; there are flunkies to retrieve them and deliver them to your house along the VIP route into Lutyens Delhi of the smooth, wide, tree-lined boulevards with flowering rotaries, manicured parks and expansive villas. In India, you can have a top job or a fortune as a businessman but unless you are in the VIP zone of the cities and towns, you may not have reliable electric power, adequate water supply and any sanitation at all. Those who can afford it make their private arrangements; the rest suffer. Just in recent days, when it rained consecutively for two days, the capital was submerged. Questioned, a VIP dismissed the water logging and the traffic jams as an act of nature, a result of the heavy rains; he seemed criminally unaware of the problems people faced getting around the city. In his Lutyens Delhi, there is no flooding, light traffic and your workplace is but a pleasant drive of a few minutes. This disparate order makes the chaos of India not just irksome but menacing. It is as though the system milks the ordinary individual who has a job or business to provide for the VIP. The random but deadly civil disturbances that plague India are spontaneous expressions of civic anger against the system that barely makes room for the middle class, leave alone marginal groups. In huge swathes of India, the most deprived people have fallen sway to Maoist ideology and have taken to violence. No political party, not the hydra-headed government agencies, not the self-righteous NGOs can control them. Such civil violence will increase in frequency and scope as more and more citizens begin to see the disparity: not just the gap between rich and poor but between the privileged and the rest. You don’t have to look too hard to see beyond the Potemkin mirage: dysfunctional highways and airports; garbage strewn cities and hapless villages; deadly traffic and pervasive pollution; the poverty of civic values and the sheer indignity of the human condition. Cecil Pinto's article is interesting. The word Goanese (accent on 'ese') does jar, but what is more jarring is makkapao (in other words maska pao and abbreviated as makka), as if Goans are the only people in the country eating bread and butter. Another disgusting habit is being addressed as Aunty and Uncle by hawkers/salespeople specially in Mumbai and this is directed only to the Christian community. Reminds me of the early days of prohibition, when people went to the aunties to buy their fix of home distilled liquor. Certainly nobody likes to be Aunty/Uncle of ever hawker or street urchin. Hypertension is a cardiovascular disease. The most common way in which diabetes and hypertension cause death is by causing heart attacks or strokes i. e. ischemic heart disease and cardiovascular disease mentioned in the list below. The self-inflicted injuries in the list below are in most cases likely due to depression. There is no other commonly recognized way in which depression by itself can cause death, if you discount any associated life threatening ailment. Musicians of brass MARIA CABRAL FERNANDES taps her feet to the 'Rubber Band', one of Goa's very rare brass bands. With the advent of pop bands and DJs, genuine brass bands in Goa are slowly fading out. Many that exist play the easier chorus/pop music. Finding a band that plays authentic classical music and a brass band at that is not easy. After six months of searching, enter the Rubber Band, one of the few original brass bands around who played at the recent opening of Goa Chitra Museum in Benaulim. An Elite Ensemble The Rubber Band is headed by A D Deniz on the Trumpet. Besides playing and practicing four times a week with the band, Deniz also gives private music lessons from his home in Colva. Learning to play the trumpet is not an easy task and involves a lot of exercises like tongue attacking, high levels of energy and practiced breathing techniques for endurance, besides keeping the inner part of the instrument squeaky clean. For this reason Deniz believes that the right age to begin learning the trumpet is 15 years. But A D Deniz explains that he learned the Trumpet only at the age of 44 following his retirement from MPT (Mormugao Port Trust). I grew up in a parochial school and there I learned to read music. I knew how to play the violin and saxophone but I took on the trumpet as a challenge. For the first six months to one year a student spends his time just learning notation. Deniz who teaches the original English style of Solfege (that is of four syllables fa-so-la-mi) insists that it is an essential requirement for learning any instrument. The trumpet is not a difficult instrument to learn compared to say the violin, but higher levels of energy and stamina are required and for this reason vices like smoking are an absolute no-no. Before Alex Alfonso lent his rich and smooth tones on the Tenor Sax to the Rubber Band, he spent his career playing March and Classical music in the Police Band in Sharjah. A musician adept at both reading and composing music, Alex says that many musicians play by ear but it is essential to learn music. You can play by ear, but the chances of making mistakes are higher. And on a tenor sax mistakes are heard at once. In their free time, both Alex and Deniz work with dramas, writing arranging and composing music. In a brass band the trumpet is the queen, essential, required. But with its melodious mellow resonance, needed especially for solos, it's the Tenor Sax that claims top position. Clarinet player B S Gracias says that he first learnt to accurately lilt on this woodwind instrument in the Indian Navy, Bombay. After 27 years he joined the Goa Police Band as Band Master before retiring after an eleven-year career. Gracias says he'll only stop when his breath does. Working hard to keep up with the maestros is Jude Fernandes on the Alto Sax who has been currently studying under Deniz's guidance for the last two years. A goldsmith by profession, Jude praises Deniz's skills saying that as a teacher he can polish a musician the way one polishes gold. They appeared the strong and silent types but the steady accurate strokes of German Fernandes on Snare Drums and Tedoz D'Souza on Bass Drum are the heartbeat of a brass band. Playing Note for Note The Rubber Band play for various occasions feats, weddings, funerals. Their repertoire includes many English and Portuguese, Boleros, Cha Chas, Foxtrots, Marches, like Belphegor, Sway, Colonel Bogey, and they are all great admirers of Chris Perry. Happy tunes like Cha Chas are easier to play, says Jude Whereas classical music is tough because the notes are complex and require constant practice. Deniz who usually chooses the tunes explains that funerals are also difficult to play for. The music played at funerals is classical and in order to allow people to feel the sentiment of the tune we ourselves have to become emotionally involved. We cannot play classical music emotionally without feeling the pain. This probably explains why people instantly tear up at the slow mournful tone of Amazing Grace. As a choir sings in voices, so a brass band plays music in levels. While the Trumpet and Clarinet play the first music, the Alto Sax plays second and the Tenor Sax handles the third. It all depends on the number of levels in a composition. The talented Alex can move with unabashed ease from first to fourth. For this reason an essential requirement of a brass band are musicians who can read music and not only play by ear. Deniz says that many good readers have passed away resulting in little scope for brass bands in the future. He explains, Youngsters do not like playing in brass bands because it requires more dedication and hard work. They find it easier to join a band that plays Pop music.
