Come to think of it I would be a Chardo/Charddi. To my understanding,
comprehension, and path---Robinson and other grand Dames aside, nothing but
a misplaced sense of place could tell me that I am "high" anything or high
on anything else (ganna jiuce?).

There are a lot of things, as in various ideas, specific ways of beings
(including schlepping around pretending to be hip) that is the lot pf
various individuals as they see it from the priorities granted them by their
own affiliations (publicly-rejected or closet-cherished).

Apropos the apparent "take over" of parts of the Morjem beach area, by
Russians, I came across some interesting comments made in the
 correspondence columns of a then U.K.-based Goan magazine, nearly 20
years ago, which I'd like to share with goanetters.Extracts from one letter
read:
"We are being flooded with low budget European tourists who find themselves
receiving fantastic treatment from the locals, quite out ofproportion to
what they have paid for their holiday.These tourists are clearly from the
rough end of the social classes in Britain or Germany(my comment -*Russians

Very interesting choices offered to Arwin by Samir Kelekar, choose between 
Mining or Migrants. Ha, Ha! It is obvious why he ignores an equally 
devastating activity called Construction and real estate. This is from where 
several prominent secular activists get their cakes and snacks.
I cannot forget the scene at Grace Church hall in Margao after the screening 
of Rajan's documentary 'Rape of Goa'. A so called secular Gandhian  from 
margao was enjoying the mining scenes but became restless when it came to 
real estate and construction in and around Salcette. He began convincing 
Rajan about how good one real estate developer was until Rajan slammed him 
with some facts.
Goa is a small place. The RP 2011 game may be the last for these master 
manipulators that have time and again succeeded in arousing the emotions of 
Goans for their personal gains. Things have become too obvious. Only fools 
could fall prey to cock and bull stories about "Save Goa'.
Soter will continue to be communal for having once been a member of BJP 
until April 2002, but persons who brought about a tie-up of BJP and MGP in 
the late nineties and sat close to Manohar Parrikar in the Chambers of 
Commerce and Industry until Babush spoilt their construction plans in 
2004 -2005 continue to be baptised  as secular souls by a migrant publisher. 
Then, every one had overnight put on their robes of 'Nitoll Jinn' to 
embarass Manohar Parrikar.

The farmers of Goa under the banner of Goenchea Xetkarancho
Ekvott in order to highlight the plight of farming community in Goa and as a
part of its agitation decided in its first meeting held on 2nd
October 2009 at Lohia Maidan Margao had a demonstration at Quepem Municipal
Garden on Sunday. 

That around 100 farmers from different parts of Goa participated in the day 
long agitation. The farmers
also had photo exebition 

Speaking to reporters Goenchea Xetkarancho Ekvott president
Deelip Hegde stated  that the main
purpose of the agitation is to reach to farmers of different part of Goa. He 
further stated that today, the goan  government under the garb of public purpose
rampantly acquiring prime agricultural land. The acquisition of agricultural
land is going on in violation of   
central policy on agriculture which states that no agriculture land
should be acquired unless there is an emergency 
to do so. The farmers of Goa will unite
to fight these injustice.  

 

He further stated that our MLA and ministers who are all way
out to sell Goa for their selfish gain have
became agents of Mining Companies and Real Estates. In the future all farmers
will unitedly fight against the government against the injustice that is being
done to them. Such a demonstration will be held in different parts of Goa. 

 

Goenchea Xetkarancho Ekvott Secretary Paul Fernandes stated
that today government shout that people are keeping their land barren but the
same government does not bother to find out the reason. He stated that most of
the land in salcete which are kept barren is due to stray cattle, the
irrigation facility which is provided at the cost of cores of rupees goes in
vain  if stray cattle problem is solved
then the  farmers will cultivate their
respective land.  He further stated that  the government is seen doing nothing 
to implement
the Agricultural Tenancy Act which show how much the government is concerned
about the farming community. 

 

At the Dharna  farmers
of different villages  share their view
with farmers of other villagers to other farmers

MARG is "Movement for Amity towards Roads in Goa".  MARG will one day go out of 
Goa and become "Movement for Amity towards Roads in General". Not only Goa, but 
also India needs MARG.  And MARG is not for traffic only.   MARG is for, 
besides traffic, for cleanliness, non-pollution, beautification and worthy 
behaviour on roads.  That makes "MARG's panchsheel",
means five principles.  MARG calls it road culture.  Sunderlal Bahuguna of 
Chipko fame cares about trees; Maneka Gandhi takes care of animals; here Goans  
love roads.  

All want  roads for cars.  MARG firstly wants roads for people to walk. Who 
created the road? We walked and there was the road. We call it paem-vatt . Now 
cars have come and have taken possession of roads. Car has become the queen of 
the road.  Car has made all diabetics. This is not to be tolerated.  Car needs 
to be shown its way. First give me  my paem-vatt and then  give the car a road.

My house is "I" and my road is "we". When we say "love thy road",  we say make 
friend with who is on the road.  Respect the road and the road user.

And the road is secular. Half the population in India has made road its abode.  
The road will never ask you whether you are a Hindu or Muslim or Christian.  Or 
for that matter, whether you are  poor or rich. There is none more generous 
than the  road.  Now to whom does the road belong?  Does it belong to your 
father,  the law breaker will ask you.  And you will not dare to say "Yes, it 
belongs to my father," or "I am the father / mother of the road."  

Now henceonward Goans will say, we will own the road and teach India what road 
is.

This is a gift that Goa can offer India.  Has Goa nothing to give to India? Do 
we have nothing to export?  During Portuguese times we lived on imported goods. 
 Even rice and potatoes.  Now we are importing lecurers from outside Goa and 
spending lakhs of rupees on this.  There is body pleasure in listening to a 
good lecture. Do you mean to say that  we have nobody to go out and give a good 
lecture or thought?  No one will invite a Goan to Mumbai, or Delhi or Belgaum 
for that matter. 

Goans do not want to act, They love siesta and gossip! They love to sing "Mhaka 
Saiba vatt kollonna; mhaka Saiba Vatt dakhoi!" The prophets of doom say, the 
day is not far away when there will be Goa, but there will be no Goan in Goa! 

No negative thought. We say be a MARG mogi and strengthen citizenship.  
Say"Mhaka Saiba vatt kolltta!" Thank you.

Thanks for the list, I thought it would never end!
Some of the titles are just masterpieces in their own right, and I 
thought they would never be ever available for general reading, leave 
alone private ownership. I would like to order a few of these, but I 
thought of double checking with you something: who are these publishes 
(private / govt) and do they reprint with copyright consent from the 
previous publishers, estates, etc?


I know that reprints in India that I have are nowhere close to the 
stunning original lithos and engravings, but before I add such material 
into my Goa related library, I really wanted to be sure these books are 
reprinted with copyright.

Have you seen that woman? The one with shiny white teeth, the perfect
husband, the perfect kids, the perfect house and the perfect life? A shiny
facetious smile pasted onto her perfect face. I hate that woman. I want to
knock off her perfect teeth. She makes me feel so inadequate. I am a
blunder-bus. I blunder through everything in life. I'm blundering through
motherhood for instance. 

I've never read a child-psychology book. I let her watch telly, go to bed
without brushing her teeth and lately I've taken to telling her rather
loudly, in supermarkets, much to the chagrin of my husband and other
shoppers, that we don't have money for all the endless things she wants.
What's wrong with telling your child that you don't have money? 

My mother never shied away from telling me that we didn't have money. We
learnt that lesson very early in life. That there wasn't an endless hoard of
money stashed away in the back room to fund every doll or dress I wanted. I
learnt that my parents worked extremely hard for their money and that it was
sparse. And even though it was sparse, some of it had to be given away as
charity to others who had less than us. Why are we so ashamed to teach our
children this fundamental lesson in life? We are so stressed trying to fill
their bottomless pit of need.  

Coming to London from America has taught me that a small life is actually
very good for you. In America, I lived in a building complex with two
swimming pools, four tennis courts and a fully equipped gym. I had my own
car and everything cost half of what it costs in London. The truth is I
never went swimming, I don't know how to play tennis and I'm too lazy to go
to the gym. In London, I don't have a car of my own but I enjoy taking the
bus; it means I exercise my legs and protect the ozone layer. Our apartment
is smaller than it was in America but it's taught me I don't need half the
things I had. They were useless, mindless things I bought to fill the
cupboards I had. I've learnt other virtues in the UK. That it's okay to wait
in an over-crowded NHS reception room to be seen by a doctor if it means
everyone else has access to public health care. It's good to recycle, worry
about your carbon foot-print, protect the environment and, preserve the
dignity of small towns and villages. Small is good. Big is vulgar. 

Best of all I've learnt to be courageous enough to tell my child we can't
afford things. It's a lie of course.  But the last thing I want is for her
to grow up to be that perfect woman with that perfect husband, kids and
house. The facile, vacuous, monstrous lie of perfection we, middle-class
Goans hide behind. Alright, I don't quite want her to be the blunder-bus
that I am either but that's another column altogether.

It is great to see these old historical books about Goa re-surface. As we 
review them along with current writings on Goa, the "old books" are very 
valuable. These "old accounts" give us contemporary information in the context 
in which it occurred.  We do not see this contextual relation in modern 
accounts of Goa. Some "modern accounts" do not have access to Goa-information, 
that was available to these prior historians. This is because some documents 
got burnt, destroyed at sea during their transportation to Portugal or 
Brazil, lost, in deep storage archives, and some some in Brazil.  

Some contemporary authors write to carve out a niche for themselves i.e. be 
provocative. They, thus present Goa is some "new light." Yet some of these 
modern accounts usually by foreign professors / PhD students / fictional 
authors, (whose writings are then regurgitated by Goan native or  diaspora 
writers) have only a passing interest in Goa - their PhD thesis, their upcoming 
novel, or magazine article. Plainly these accounts amount to BS.  Yet their 
White skin and their foreign university affiliation, make some of us go ga .. 
ga.  We do not even take the trouble to piece their information together, 
corroborating that with our own wide reading and knowledge of the geography and 
history on the ground.

   Russians tourists who come to Goa have "all kinds of vices", the 
Bharatiya Janata Party's (BJP) state unit chief Laxmikant Parsenkar Sunday 
said, calling on the local people not to "encourage them too much". 

Parsenkar, legislator from the coastal constituency of Mandrem, was speaking at 
a gram sabha (village council) meeting at the Morjim village panchayat Sunday, 
where irate villagers have demanded Russian nationals be banned from carrying 
out tourism-related businesses. 

"These Russians have all kinds of vices and the moment you have Russian 
tourists coming to one place, all other tourists flee from there. It is not a 
good thing for the people of Morjim. Even earlier we had tourists from other 
countries, but we never had this problem," Parsenkar said. 

Morjim, a relatively new beach tourism spot, 25 km from Panaji, has for long 
been a favourite haunt of the Russian tourists, who throng the coastal village 
in large numbers every tourism season. 

While villagers have constantly complained of the "over bearing" and "rude" 
nature of the Russian tourists, the recent murder of a local taxi driver 
Rohidas Shetgaonkar by a Russian restaurateur Constantine Alexander Borowski 
has turned the local population against them. 

Parsenkar said that the volume of Russian tourists in the state had triggered a 
virtual cultural invasion in Morjim and surrounding areas and that because of 
their sheer numbers, the Russians were indulging in "dadagiri" (bullying). 

"We should not encourage them (Russian tourists) too much. We should not become 
helpless before them," he said, adding the village panchayat authorities must 
crack the whip against illegally run Russian establishments and Russian sign 
boards and hoardings in its jurisdiction. 

Goa has, over the years, emerged as a popular tourism destination for Russian 
tourists. With nearly more than 40,000 Russian tourists hitting the sunny Goan 
beaches annually over the last two years, Russia ranks a close second after 
Britain vis a vis the volume of foreign tourists arrivals in the state. 

This increase in volume, however, has also corresponded with some highly 
sensational crimes in which Russian citizens were involved. 

The rape of a nine-year-old Russian girl Jan 26 triggered a nationwide media 
debate on the safety of women tourists in Goa. The union tourism ministry even 
had to shoot off a letter to the state government seeking details on the issue 
of safety of tourists in the state. 

Earlier, a 25-year-old Russian woman was allegedly raped by a Goan politician 
in December last year. 

Police have also been unable to crack the mysterious death of Russian teenager 
Elena Sukhonova, whose mangled body was found on the railway tracks near 
Thivim, 25 km from Panaji, in May last year. 

Goa receives nearly two million tourists annually, nearly half a million of 
which are foreigners.

Today I attended the Gram Sabha of Moira.

Before you congratulate me on being a model citizen let me inform you that I
did not go there to do good for the village.

The real reason why I showed my face at this expression of local democracy
was  to say, "Hi hello hello -  how come I never see you guys nowadays?" to
people of my village who I meet in cyberspace but rarely in person.

Alas! There was no sign of Floriano Lobo, Venita Coelho or Tony D'Sa.

Need for public discussion on Goa Police Bill: CICH

PANAJI: Citizens' Initiatives for Communal Harmony (CICH) has
expressed concern over moves to re-introduce the Goa Police Bill
without necessary participatory and collective processes as suggested
at a round table on the same which had the participation of several
community and civil society organizations and concerned individuals.

According to a press release by CICH convenors, Ramesh Gauns and
Albertina Almeida, CICH made the representation to the Goa legislature
secretary recently.

CICH has warned that if the Goa Police Bill is passed without the
consultative processes, it augurs badly for the future of human
rights, civil liberties and democracy in Goa. CICH has threatened to
launch a state-wide protest and also called upon citizens to raise
their voices and make their positions known to the house committee
which is supposedly scheduled to meet on February 26.

CICH has pointed out that a similar demand has also emerged from
several other organizations concerned about the issue. CICH has drawn
attention to the conclusion at the round table that in a democracy,
informed hearings at village and taluka levels need to be held by the
house committee and a reasoned report submitted. CICH has pointed out
that this was the consensus that emerged from the participation of
representatives of women's, children's rights, tribal, youth and
minority groups, trade unions, organizations working on local
self-governance, civic issues, informal workers' groups,
non-government organizations, and educational institutions, besides
lawyers and other concerned citizens.

Some of the emerging areas of concern conveyed were issues of access
to police by vulnerable and differently abled sections of society,
assumptions in the bill about the criminality of tenants and migrants
even as gated communities with their mega-facilities and clout are
ignored, accountability and transparency of the police, politically
motivated transfers of police, protection being afforded to violators
in the name of averting a law and order situation generated by the
very violators, need for human rights education as part of police
training and education, sensitization for dealing with communal
tensions, a SEZ-like formation in the name of Special Security Zones.

PANAJI: The Goa Bachao Abhiyan and village groups from all over Goa 
demanded that the government freeze all permissions till Regional Plan 
2021 is finalized and announce a date for its release at the earliest or 
it would take to the streets from March 4, 2010 to fight the destruction 
of Goa through illegal projects.


In a meeting facilitated by GBA on Sunday in the city, representatives 
of about 20 villages from Poinguinim to Mayem and from the coast to 
Sahayadris and all-Goa level groups involved in participatory planning 
process for Regional Plan 2021 were present and a working committee was 
formed to counter the incidents of hill cutting, reclamation and illegal 
development in agricultural and mangrove areas and illegal permissions 
for projects while the RP2021 is being finalized.


The NGOs raised doubts about the government's sincerity as it has 
replied in an application under right to information that it cannot 
provide information about the number of NOCs issued after the draft RP 
2021 was announced in October 2008. Solano D Silva informed the meeting 
that in reply to the RTI application of Pilerne Citizens Forum, the 
government has said the NOCs were 'considerable' and giving details 
would mean diverting the staff from their day-to-day duties.


Threatening an agitation if the government does not fulfill the demands 
listed by the GBA and others, GBA co convenor said the government should 
scrap the section16 and section 16 A through which backdoor entry is 
given to mega projects.


After the representatives had shared their views on the status of their 
village plans and the ongoing "development" in the forested or 
eco-sensitive zones of their villages as well as their actions to 
protect the land, a consensus was arrived that all the groups should 
work together on the common issues.


All the persons present were unanimous in their demand that the 
government announce a firm date by which the Regional Plan would be made 
public and to freeze all NOCs and permissions for construction or mining 
or any other development in Eco-Sensitive zones till the final 
notification was issued.


The persons present then decided to form a Working Group with the GBA 
and many persons volunteered. The Working Group on Planning then held a 
meeting to plot it course of action. The members will share the 
decisions with their respective village groups and meet again by the end 
of February, 2010, to finalize the action.

Nine sculptors from all over the country are brought together by Gallery 
Beyond at Subodh Kerkar’s studio to re-invent, record, process and 
sometimes ephemerally realign the times we live in.


Art camps or workshops, in the good old fashioned way, are still 
sometimes, one of the few ways for the art fraternity to meet, 
communicate and exchange ideas.  Films/silides, of the participating 
artists are collectively viewed and discussed.  New ideas, exchange of 
techniques and information of what is happening from the various parts 
of the country that the artists have come from find a place in the 
discussions.  A lot of them are today traveling the world over visiting 
and participating in the art fairs.  A showing at the end of the camp 
gives the artists and viewers a chance to meet.

workshops and meeting deadlines, Vibhuraj of Gallery Beyond takes over

Prithpal Singh Ladi from Shillong, is the senior-most and 
internationally well-known.  He has come back to Goa after 32 years with 
his charming wife and son.  He is working on a ‘Pandora’s box’, a 
menagerie of memories of what Goa was and has become.


Reghunandhan from Kochi is putting in form his concerns of over 
populations, may be depletion of nature in the form of a steep hill 
(vertical migration), while homes rub shoulders with factories, coconut 
palms with trains, the whole teeming with the most unlikely neighbors.


Subodh Kerkar is working on a series of heads reflecting each other, 
talking of  may be Narcissus to begin with, but taking on definite 
overtures to masquerades and facades.


Puneet Kaushik from Delhi takes the fragility of his stainless steel 
woven images to yet another level.  The workshop has allowed him to 
literally think out of the box and bring into his oeuvre materials he 
had not flirted with earlier.  The very resin in conjunction with his 
wired images, colour, old letters and while in Goa, of course the boats, 
fragile autumn like leaves speaking volumes of the teeming humanity who 
is in and out of Goa, realizing dreams, spent dreams.


Viraj Naik is eking out an Elfin-like adult with a single horn on his 
head, perhaps talking about the demons within each of us.


Pradeep Naik, a father of just a few weeks is understandably overwhelmed 
by little cherubs and God-like heads.


Ratna Gupta from Mumbai is continuing her quest of mapping the DNA of 
trees – her fear being that the years to come, may be that’s all you 
might get to see.


Shiv Kumar from Ahmedabad, a master printmaker, has for the past some 
years been involved in children’s theatre and of late, designing 
eco-friendly (bamboo) toys.  The magic he creates with ordinary wire 
mesh speaks volumes for this young man’s talent.


Karl Antao from Ahmedabad, is known for his very surrealistic imagery. 
One is still not clear of what image he might throw up in this workshop.


This ten days workshop seems to be throwing up sculptures which might 
turn out to be the milestones in the history of workshops.


The works from this workshop will be on display at the Kerkar Art 
Complex, Calangute from the 24th February 2010 for a month.

Cajetan Godinho Honoured by United Goans Centre-Kuwait


Shuwaikh, Kuwait, Friday, 19 Feb 2010:

It was exactly 30 years that Cajetan Godinho (fondly called as Caje) 
hailing from Majorda, Goa played in the first-ever football tournament 
held by United Goan Centre (UGC) in Kuwait. The year was 1979, doning 
the colours for the then formidable Goan Sporting Team and winning the 
finals at the famous Soor Grounds, Kuwait City.


Cajetan Godinho holds a unique record for being the only player among 
Expatriate Indians not to have received a warning/caution (yellow card) 
throughout his carrier that has spanned three (3) decades now. A rare 
attribute for the skillful footballer.

Today, UGC awarded Cajetan Godinho played for United Friends Club who 
defeated CRCC Chinchinim in the finals by a solitary goal, lifted the 
UGC Trophy. A special plaque as the "Longest Serving Player" was 
presented to Cajetan Godinho at the prize distribution ceremony of the 
28th edition of UGC's tournament at the MOH Grounds to a thunderous 
applause in recognition of his efforts and consistent display of his 
football skills, discipline - both on and off the field, and his ever 
encouragement and advise to youngsters and the organizers.


In his short speech after receiving the prize memento at the hands of 
UGC President, Pascoal and the individual winner's cup at the hands of 
KIFF President Fidelis Fernandes, he expressed his gratitude to the 
organizers, support by his fans and their love towards the game of football.


Cajetan Godinho also has a good hand and talent at creative poetry 
writing and his Konkani poems have been widely read on both the internet 
and print media.

I am on record of telling dear Soter as many times as he has pronounced 
'devolution of more powers to panchayats' that he is living a pseudo 
'peaceful society' :-))
That today's political gurus will look like saints in front of the present 
panches/sarpanches when they land into the Goa Legislative Assembly. 
Prominent photo ads are already filling our ad pages in the newspapers, 
their wearing 'gaddis'. That before devolution of powers as per 73rd. and 
74th. amendment, the Panchayat Raj Act and the Municipalities Act must be 
put into the fire. And if at all these come out safe and sound, these should 
be adopted and then powers to these bodies devolved.


But sadly, Soter seems to be aping  the 'MIGRANT'S'  peaceful and foolish 
mind  himself and telling Goans to hate migrants. Goa cannot have a 
peaceful society the blue-print of which Soter is trying to sell to Goans. 
One good and careful look at today's  Goa's Gram Sabhas will prove this. He 
should also take into account the recent Press Statement issued by Ms. 
Geraldine Fernandes of GANV GHOR RAKHONN MANCH

The next Olympic program was figure skating. To my astonishment, two skaters

non-Goans to sell their votes to our so-called democratic government? As Mr
De Souza has rightly said, time has now come for even 30 per cent Goans to
save this little state only by demanding special status for Goa. It may not
be too long before terrorism and chaos start… something that we Goans would

Mitigation of poverty in India (and around the world) is a moral
imperative.  This goes without saying (or writing) and is obvious 
to everyone except the phony poverty peacocks on Goanet.  

Importing migrant poverty into Goa is NOT going resolve the 
issue of poverty in India.  All it will do is muck up Goa, the 
last idyll left in India.  Furthermore, why should Goans
bear the burden for the screw-ups of the rest of India?  India 
has an infinite supply of the poor (look up the population of 
Bihar & UP and do the math assuming even a tiny fraction 
gets into Goa).  Are we going to let them swamp us?

Think of an image - a house designed for a family of 5.  Right
now it is bursting with 20.  And at the rate things are going
there will soon be 100 packed into that house, with the walls, the
roof and every available square-inch taken up.  It should not 
take you much to compute what would happen in this event.  
That house of 5 with 20 occupants is today Goa.  150 years 
ago it was Mumbai.  70 years ago it was Bangalore.  You know
the condition of Mumbai and Bangalore today.  This is the
story of India - take heaven and convert it into hell in next
to no time.

I just posted photographs of the Gaude farmers whose lives 
continue to be diminished with every passing day.  None of the
phony peacocks have any time for the poor Goans.  Unlike the 
pliant ghatis there are no goodies to finagle by pretending
to be their benefactors.

What does it take to strut around like Gandhian peacock anyway 
these days?  Well, first buy a khadi shirt - you are 90% on your
way to being "Gandhian."  Then work on the remaining balance 
of 10% by spinning yarns about what a compassionate cat you are.

WEB OF LIFE

   In environmental education, the activity called ‘web of life’ reveals 
the interconnectedness of various animals, plants and elements of nature. A 
person poses as the sun in the centre of a ring of persons representing 
different elements of nature. One end of a ball of string is tied to the finger 
of the central person and then connected to the finger of a person who states 
his relationship with the sun. The string moves across various connections to 
create an intertwined web.

  It is now physically possible to understand the interconnectedness 
between various players. When the facilitator presses any particular string, 
the strain is felt not only by the fingers of the directly connected; others 
too feel the pain since the pressed string passes on the tension to other 
connections that it criss-crosses.

    Variants of the game display interconnectedness between communities, 
stakeholders and teams. In an interdependent world, our actions or those of 
others result in a related gain or pain for even seemingly unrelated players. 
The Buddhist concept of no self or no other, suggests that the world of 
interrelatedness needs mindfulness (be aware), compassion (shun selfish 
actions) and openness (accountability).

 To be better at making the web of life sustainable for all, we must be 
responsible in our actions and responsive to positive and negative roles around 
us. After all, it is said so well that either we are part of the solution or we 
are part of the problem!

   The web of life shows that our world is clearly interconnected... 
   May we BE BETTER to fulfil our responsibilities interrelated!

We apply for construction license to Panchayat with four sets/files.
Panchayat, then forwards files (Through applicant) to TCP. PWD &
 PHC with a covering letter.
If permission or license is not to be given then it should not forwarding 
files to above depts. first place.

Strange are the ways of functioning of Goan Panchayats
 
Excerpt: 
Sarpanch Pratima Narvekar replied that once project files are 
approved by Town and Country Planning Department, they are forced
 to issue construction licenses.
“If the permissions are withhold, then the ministers pressurizes us to 
grant construction licenses and occupancy certificates,” alleged Narvekar.
