The Goans in Nairobi are looking forward to celebrating the 10th World Goa Day 
in true Goan style. This year's organising committee comprises representatives 
from The Goan Gymkhana, The Goan Welfare Society, The Goan Institute, Villagers 
of Goa - Parra, Moira, Saligao, Margao, Bernaulim and Friends of St. Francis 
Xavier.  The celebrations will begin with a social football tournament on 
the 15th of August, 2010.  We will have Holy mass held at The Goan Institute on 
the 22nd of August, 2010 followed by celebrations which include Goan cuisine, 
traditional Goan entertainment and a tinto.

Here is some more information on Byculla dixttikarn: 
Everyone knows that many Goenkars are settled in Bombaim. They are scattered 
all over Bomboi but in those days they were mainly settled in Dhobitalao which 
came to be known as a 'Mini Goa!' Wherever Goans go, they carry with them 
their culture and traditions and this is exactly what Goans did in Bomboi - 
they carried with them the Goan voijinnponn and the process of vokot 
marop/dixtt kaddop and continued the activity there. I don't think there is 
any Goan in Bombay who does not know the residence of Voktam Maim (Mother of 
Medicines,) the late Mrs. Carlotina Simoes, wife of the late Mr. Diniz Simoes 
(from Candolim Tintto), who provided vokot marop and dixtt kaddop service 
in Byculla - Victoria Garden. Goans always made fun of the word Byculla and 
said: Ar're baiko la - 'baiko' is the Marathi word for wife - (Hey! Bring 
your wife!)

Carlotina passed away in 1986. Her eldest daughter-in-law, Mrs. Etelvin 
Simoes, wife of Mr. Alick Simoes, practiced the trade in Candolim, Coa. Her 
second daughter-in-law, Mrs. Mary Simoes, wife of Mr. Andrew Simoes, continues 
with her mother-in-law's profession in Byculla, the main center in Bombaim. 
The third daughter-in-law, Mrs. Bebina Simoes, wife of Mr. Jerome Simoes, 
still practices in Ghatkopar but on call basis only - she goes to the caller's 
house and provides the service. The fourth daughter-in-law, Mrs. Luizinha 
Simoes, wife of Mr. Thomas Simoes, used to practice the trade in Vasco, Goa. 
Carlotina's daughter, Ms. Philomena Simoes, also practiced her mother's 
profession in Andheri.

of candles and there was a strange air to it, a very morose space. Her
daughter continued after her mother passed away. I was taken to the mother,

The fo's, fu's takes us into the patal, ifen, etc. quicker than we can see

 when you hear these words in Konkani
 as che.i and che.eychya -- I will let you fill in the dot/blank!!

 For that matter the 'colourful' nature crosses all cultures and languages.
 This morning as I walked to work, I saw/heard a few
 workers using the f word once too often. Then I saw another worker on his
 cellphone and he was talking rather loudly
 and every second word in his conversation was the f word!
 I could only shake my head and walk on!

[Goanet] OPPOSITION TO 3D MOVIES IN THE US: Interesting for IT professionals?

The latest coverage on New York Times is regarding opposition to 3D movies from 
film makers and viewers citing higher costs, difficulties in filming, films are 
dark etc. Even tech savy Hollywood stalwarts like Jon Favreu and JJ Abraham 
have aired sour views. US was never known to oppose any tech. Rather they 
professed Moor’s Law – Every five years tech utility doubles while costs halve. 
Why the difference this time? 
The Economist, London has rebutted these claims. Their main line is that the 3D 
tech is in a nascent stage and no body knows anything yet. 
Now, let us ponder on the sensitivities for India. 3D movies have much higher 
software and animation component in its cost compared to 2D. This makes higher 
outsourcing by film industry. The tech geeks become prominent and the film 
stars become less important. India’s competitive advantage in IT will help to 
garner a good chunk of outsourced work. Is Hollywood worried because more of 
their work may move to Bangalore or Mexico, especially when the US is starring 
at the prospects of double dip recession?
But 3D may unleash a big blow to video piracy in India and China. 3D films are 
much more difficult to copy than 2D. Can India Jugad stay ahead of the curve?

PS: This looks like a diversion from my side. When I joined Goanet, I had 
resolved that I would write only those things related to problems in Goa. Above 
note was prepared for one of my clients, so that he gets a perspective of new 
trends in business avenues related to animation. I have made the theme public 
(after deleting classified info) because Placement officer of Goa Engineering 
College had told me that most of the Goan engineers have to migrate to Pune/ 
Bangalore because there is no scope in Goa. If anyone of them reads this, he 
can think of a startup in Goa. It is a sunrise avenue. You have ample time to 
make hay. There are many PE schemes (not govt but pvt – Economic Times, Narayan 
Murthy etc) which help innovator-antrepreneurs financially and also incubate 
startups.

The One and only Meldoy King of the konkani stage, whose songs are still 
heard in Goan houses around the world.
A great composer and singer, Alfred has sung over thousands of songs in 
Konkani on various topics educating Goans,
including the traditional Happy Birthday song 'Zolm Disachem Kantar' which 
is commonly sung now for Birthdays.
We still miss a lot of his songs which were heard on Akashwani, specially

In amcheam Goem we used to call our Hindu brothers as 'Konknne' but actually 
in general all people living in Konkan Coast from western
Maharashtra to Manglore coast are called 'KONKNNE'.  We as kids didnt know 
this or remember this even though taught in schools
but only became aware of this when we heard Alfred Rose song which was 
played on good old Akashwani.
Most of my friends in school were Hindus and we used to talk in konkani, and 
there was never a problem between the two
communities, we took part in each others festivals and had respect for each 
others religions, though there were fewer Hindus
in Salcette villages. Most of them were the business community, with either 
shops or hotels or goldsmiths, the Christians only
managed the bars. In this song Tum Konknnom? Alfred tell us how we Goans 
irrespective of religion can come togather

and be united as a Goemkar...especially in these times.

The following extract is from my 12-part series: The forgotten Tribe - Mhar. 
I am posting it for the benefit of those who may not have read the series:

SORCERY  EXORCISM



In today’s world, if anything goes awry we call it ‘bad luck.’ In the
past everything was attributed to ‘dixtt’ (evil eye) cast by someone
who was jealous of your possessions, prosperity or even general well
being. This ancient belief was deep-rooted until the late
Seventies/early Eighties.



When one was diagnosed with dixtt, he/she was taken to a
dixttikar/dixtikarn - a person who draws out the negative energies from
the body and rids it of the 'evil eye'.



The Mhars or the so-called lower caste of Goan society had the powers
to remove evil eye and the tradition would automatically go down to the
next generation of the family but not if the daughter married a member
of a higher caste.



Their hand was said to have the power of being able to rid one of the
evil eye - they were believed to possess powers of exorcism. The ritual
of driving away evil spirits was performed on Sundays and Wednesdays –
the two days on which these powers were believed to be activated.



Children, especially infants, are considered to be the most vulnerable
and many methods were used to thwart the evil eye. That’s why children
were always made to wear black beaded cords. Black dots of kaajal were
applied on the forehead, chin and cheeks. Kaajal was also applied
around a child’s eyes; a black cord or a munz was tied around the waist
of a child.



People also prepared pendants with owl’s nails/bones and tied them in
the form of small “pottleo” (bundles) on necklaces. Similarly, garlic
is believed to be a repellant of evil; hence, it was tied in a cloth in
the form of a pottli and added to a child’s necklace.



It is believed these tools can ward off the evil eye cast by people
seeing the baby for the first time or, if they are envious of the
baby’s lively personality.



When an evil eye is cast on a child, the child cries non-stop, it stops
eating and eventually falls sick. In the past, those who could afford,
would take their children to a doctor or consult the elderly and yet
find no cure. Their next stop would be a dixttikar’s/dixttikarn’s place.



There are two types of evil eye: One is weaker or mild, the other is of
a stronger force. Some children get well immediately, others have to
visit the dixttikar/dixttikarn, at least thrice for a complete cure.



A mild evil eye requires the dixttikar/dixttikarn to say a short prayer
while he/she sprinkles a few drops of holy water and freshly ground
roots of the addoso plant. The plant is commonly used in homes to drive
away the evil eye.



Mothers are known to pray over their children and sprinkle the mixture
of holy water and addoso if they appear to be frightened or act
strangely. This practice is known as “vokot marop” (application of
medicine.)



The stronger evil eye, it is believed, does not leave a person straight
away. It is believed certain people have a ‘bad eye’ and once cast upon
a person, can harm the person in an unhealthy way.



To rid of this evil eye, dixttikar/dixttikarn recommends three
chillies, a handful of salt; an egg, whole bread and a banana to be
looped around the head of the person in circular motions and discarded
at a crossroad. This is called ‘umvaddi vovdavop.’ Mothers do this over
their children at night and keep them indoors till dawn.



A dixttikar/dixttikarn’s tools are chilies, a piece of rock candy and
one mixture of holy water and ground addoso root. Evil eye is removed

When it came to chasing away evil eye, spirits, cobras, the Mhars were
simply the best. Just like a voijinn (mid-wife / local female doctor),
the Mhars were summoned by Hindus as well as Christians to exorcise
evil eye and spirits.



The Mhars were associated with their demon deities. They worshipped the
devil-god ‘Maru’, who lived on hilltops and treetops, especially
“oddancher” (on banyan trees.)



Whenever they wanted to drive away evil, they would call out their devil-god 
thus:



“Oddavoilo Guru, Ximevoilo Maru, amche gorjek pavu.”

(Oh devil-god who dwells on the banyan tree and who controls the borders, 
please help us in our need.)



This is why we saw small shrines around the base of odd and pimpoll
(fecus indica) trees, where Maru was placated with offerings of
miniature clay horses. Such trees were never cut down. Here’s an
example:



When one enters Mapusa from Panaji, there is a roundabout with statue
of Gandhiji. During Portuguese times, there was a big 'oddachem zhadd'
(banyan tree) with many zageache sorop (snakes belonging to the spot)
around it. The Hindus lit “telacheo ponntteo” (earthen oil lamps) and
“agarbatis” (incense sticks) on the pedestal around the tree, and threw
coins at the foot of the tree.

Matari it is.

The name came about when Francis joined Don Bosco's,  Panjim. 

At the begiining of the school year (circa June mid-60s) Mr. Domnic, the PT 
master, asked the newly-joined students to present themselves.  When it was 
Francis' turn, Mr.Domnic asked Francis which school he came from - the 
quick staccato reply came out as Matari (he actually meant Mater-Dei, 
Saligao). The name stuck ...

There was another Francis who was nick-named Chikki (a good high-jumper a la 
Fosbury flip) , and yet another Francis was called Battli (as in battli 
futtli). Both these guys were boarders at Don Bosco's Panjim, originally from 
Bombay...

the responsibility of the pilot, with ILS aid.  With visibility of 50 yards 
and 
zero ceiling, the plane landed safely and the crew were congratulated at this 
feat by the control tower for the best landing of 1958 (José Krus Abecasis)

PS It was impossible for the crew to land at Bombay, for had they had, they 
would have been arrested for violating Indian airspace, due to political 
conditions prevailing at the time.

MARGAO: The Council for Social Justice and Peace, after a sustained study of 
the 73rd and 74th Constitutional Amendments and several state instruments of 
the Union has proposed a Development Planning Law for Goa in sync with the 
Constitution of India, announced its executive secretary, Fr Maverick Fernandes 
on Wednesday.

The council has been in the forefront of social reform in the state. 

Stating that this study has been conducted over so many years, and is 
pertaining to local governance and access and use of land with differentially 
capped intensities, the CSJP stressed the mapped information and proposals were 
to be freely available to the public so that land use and other changes occur 
in a transparent manner and argued that this would help the government 
appointed committee in this long over-due exercise, adding We also hope that 
these recommendations get wide publicity for debate leading to a fine tuning of 
the CSJP recommendations so as to hasten the report of the government committee 
towards an acceptable Development Planning Act in place. 

These recommendations are in two parts: the national and the state context for 
the act and key aspects that need to be in place as part of the act. 

Some of the critical aspects addressed in these recommendations are: the 
creation of a Goa Development Planning Board composed entirely of elected 
representatives and which Board is required to ensure that the spatial use and 
intensity of land is in sync with socio-economic investment development through 
the State Planning Board that coordinates sectoral developments and interests; 
the functions and powers of the Board and the facilitating role of the chief 
planner and his/ her department is accordingly spelt out, the definition and 
broad contents of the Development Plans (20 year perspective, 5-year programmes 
and annual budgets) and comprising of inter-linked District Development Plans, 
Settlement Plans for municipalities and village panchayats and of Electoral 
Ward Plans are accordingly spelt out; an additional function to District 
Planning Committees (DPCs) to process District Development Plans under this act 
is recommended for greater coordination. An ideal composition o
 f DPCs comprising of elected representatives is also proposed. 

The CSJP also recommends that for plan making, districts are to be declared 
Planning Areas and Settlements are to be declared as Local Planning Areas and 
more importantly each district and their settlements would be their own 
Planning and Development Authority and plan formulation would be in outline 
form at start and final form after the suggestions/ objections process. 

It also wants plans for electoral wards to be part of settlement plans and all 
levels of plans- district settlement (municipal and village panchayat) and 
electoral wards would be interrelated in such a manner that Settlement Plans 
cannot function in isolation of the districts, likewise electoral wards are to 
be basic components of settlements.

August 4 th was a party day for Goa's culture vultures and the new and
highly professional breed of heritage entrepreneurs in Goa!
 Finally their systematic lobbying has handsomely paid off.
The government moved and passed with voice vote a seemingly innocuous
amendment to ancient monuments and archeological sites act, 1978, the
ONLY SUCH AMENDMENT ANYWHERE IN THE WHOLE COUNTRY but it is actually
aimed  to stiffle popular protests and resistance against any
government plan in connivance with private parties
But the same government, despite full powers  could not move an
amendment intelligently in the same act to make mining or quarrying
impossible near the notified monuments... if that were to be done 20 %
problems in mining areas would have been over esp. in Tamdi surla,
Vichundrem, Rivona, Kolamb areas...
Read the fine print of the amendment..  it is one more victory in the
march of disempowering the people!. There was remarkable unity among
all political parties including BJP over this...
if government officers remove centuries old dressed stones and
clandestinely supply to decorate private residences and hotels... post
amendment nobody would be able to interfere, challenge, question!
Henceforth no questions would be possible if a fashion ramp is built
on a fort rampart, a coffee house is put up, a liquor bar or a
souvenir shop is set up and an acid party is held-all in the name of
adaptive reuse a convenient term for generating 'revenue' for
maintenance' of the monuments...with zero local stakeholder
participation!
Same thing had happened  in 1997 when amendment was moved to the Goa
gambling act to permit offshore' casinoes!
 I was present in the old assembly lobby and had persuaded the
opposition MLAs to stage a walkout after protesting
We have seen the 'results' today of that amendmentthe riverine
Casino culture
And who benefits from such revolutionary amendments?. people and press
in Goa takes ages to wake up!. The press suppresses news when it hurts
advertisement interests.
It has been revealed in the assembly that for every Rupee from public
funds that is spent in the name of renovation of Goa's notified
monuments,  INTACH pockets a commission of 15 paise!. The MOU also
reveals that INTACH would virtually run the show for 5 yearsand 15
years for Reis magos fort!. That MOU  should have guided the
commissioner CCP who is a small fish in the Miramar overbridge
business!
There were no global tenders, no competitive bids, no codal
formalities before INTACH was hastily roped in in an election
year...everything happened under right pulls and pressures by
networking with right politicians and civil servants!
Obviously skeletons would tumble once CAG smells a rat!
Culture vultures would never smell any conflict of interests when
everyone is interested in getting something leased out... did anyone
make noise over the land held by Taj hotels on Aguada plateau? or the
land illegally reclaimed within CRZ at Fontainhas for a private car
showroom which has blocked the drainage of the area?
There are hundreds of monuments in  larger  states but the governments
there had never thought about amending the actI know why Goa
government brought the amendment and that truth tells me that full
scale auctioning of our land, our natural and cultural assets has now
ACCELERATED! . it is big people, big money, big connections, excellent
PR!
I had warned individuals and NGOs that the government has found  a way
for backdoor privatisation under the name of adaptive reuse by
amending the above act.
Lady Helen Hamlyn would now have the last laughand all those
patriots who went with a begging bowl to her when the government was
sitting on a kitty of Rs. 21 crores!. The generous lady obliged and
gave Rs. 35 million gift to Goa...but inexplicably ONLY for the
strategically located Fort Reis Magos...
The real fun would begin within two years, when the press and
activists would suddenly wake up to taste the new revenue model.
Now the state army would be at the gate to stop those who differ,
disagree, protest and question!. it would be quiet a show with culture
vultures aligning with people in uniforms!
Our 'renovated secular historic monuments would be fortified gated
communities!. A seven star hotel coming up (opening in December, may
give run for money to Cidade de Goa and Mariott) at Bambolim as part
of Aldeia project has now blocked our right to visit the pristine
Bambolim beach...by 2012 entire coastline of Tiswadi from Cidade de
Goa hotel to Dando, Agacaim would be fully privatised leaving out only
tiny outcrops of rocks in intertidal areas

Arch. Edgar Ribeiro who was taking down notes while we were discussing
(not a presentation before RP task force) on Oct. 7, 2007 at CM's
residence asked me...
yes, that's it and therefore the  whole RP business does not make sense to me
I had replied.
Now the government admits in the assembly that RP-2021 excludes 297400
hectares of ecosensitive areas.
A fact which forest (govt. and private forests, mangroves) ,
agriculture, water resources (command areas) , environment (CRZ) etc.
depts. always knew and about which I had always written.
Goa's total area is (after excluding 700 hactres of area under island
of Anjedives surrendered to Indian Navy) stands at 370300 ha.
Delete 2974000 of statutorily covered ecosensitive area.
Then we are left with just 72900 ha. for any sort of land use planning.
Remember this area is distributed over 189 village panchayats, 13
municipal councils and the CCP. A simple calculation would show on
average just about 360 ha. per local authority.
and for such a minuscule area Goa needs a regional Plan to tie
everyone's hands legally,  technically, cartographically-for next 11
years, esp. in villages!. A plan which no other smaller or larger
state or union territory in India is interested to prepare.  A plan
which government views academically and as the panchayat minister has
assured- Illegal constructions can be legalized
Let us see the galaxy of saints who would implement the new regional
plan for a mighty area of 72900 hectares (hundreds of talukas or
tehsils in India are larger than this).
An excellent example of how civil society in Goa wastes its' energy.
Now it would be difficult to jump from the RP-2021 ship!
be sure that by next assembly election people of Goa would be stripped
of all their powers except casting the ballots!

Earlier (1960-63)... there was Joffre (Menezes?), who was good at the high
jump where the head went up first... It was when Fr Joseph Casti (prefect
after Fr Moja) used to teach martial arts... for the school sports. Anyone
