Global Goans seek special status for Goa

PANAJI: Demands for obtaining special status for Goa and for making 
Konkani compulsory at all levels of education dominated the two-day 
global Goan convention held in Kuwait on November 16 and 17. Goans also 
reiterated their long-standing demand for more seats in professional 
colleges in Goa, besides voicing their irritation with Indian flights 
for delays in arrivals and departures.


Addressing a press conference on Friday, the commissioner for NRI 
Affairs Eduardo Faleiro said Goans from five continents converged in 
Kuwait for the annual convention organized by Goa's department of NRI 
Affairs. Faleiro himself could not attend due to ill-health, but the 
department was represented by chief secretary Sanjay Srivastava and 
director of NRI Affairs U D Kamat. The ambassador of India in Kuwait 
addressed the convention which was also attended by former Goa chief 
minister Luizinho Faleiro.


But Goans settled in places as diverse as Switzerland and Malawi and 
Australia made repeated demands for special status to Goa. Some even 
claimed that in her campaign speech for South Goa MP Francisco Sardinha 
in the last Parliamentary elections, UPA chairperson Sonia Gandhi 
promised special status to Goa. The NRI Goans want a ban on sale of land 
to non-Goans so that it can be preserved for original Goans. Although 
Konkani is now compulsory in primary schools, the NRI Goans want Konkani 
to made compulsory at all levels of education.


With the state government itself grappling with the issue of special 
status to Goa, the department of NRI Affairs can do precious little 
about it. But the department is certainly pursuing the demand for more 
seats for NRI Goans in professional colleges in Goa, particularly in the 
Goa Medical College (GMC), Bambolim.


Official sources told TOI that the department of NRI Affairs has long 
been demanding the state health department to raise the number of seats 
for Goan NRIs in the Goa Medical College from the present one to 10.


The NRI department is also pursuing the health department to reduce the 
fees for NRIs in GMC.


The department for NRI Affairs has also been pursuing the union civil 
aviation ministry for sorting out the airline travel woes of NRIs.


Sources said the NRIs are happy over the success of the NRI department 
in effecting an amendment to the Goa Building (Lease, Rent and Eviction) 
Control Act, 1968, through which NRIs can evict their tenants in Goa 
with relative ease.

St Francis Xavier’s miracle

Endowed with the natural talent for playing the violin, I was recruited 
in the Portuguese military in 1958. I went to Portugal in 1959 for my 
Sergent Militian course, and returned to Goa in 1960. From 17 October 
1961, I started working for Emmisora do Goa, which later became All 
India Radio (AIR), where I served till my retirement in 1993.


As the 50th anniversary year of Liberation and the Feat of St Francis 
Xavier are both coming soon, I wish to cite my personal experience of a 
miracle that occurred before the Liberation of Goa on 19 December 1961, 
because of which, I feel, Goa was saved from total destruction.
After the Indian army crossed the Goa border on 18 December 1961, I was 
called up as a reservist to defend Goa. The Portuguese administration 
realised that the Indian Army would be victorious, so 100 soldiers were 
deputed to the Shrine of St Francis Xavier, to lift the casket 
containing the holy relics and put it aboard the last airplane to leave 
Goa, specially flown from in Portugal, piloted by Solome de Almeida.


In the presence of the Bishop, the Governor and the Secretary inside the 
closed Basilica, the force of 100 soldiers was not sufficient to lift 
the casket containing the immortal body of St Francis Xavier. Witnessing 
this miracle, the Governor – who had been ordered by Salazar to destroy 
Goa – was forced to change his mind, as carrying out of the orders would 
also destroy the immortal relics of the Patron Saint of Goa and Defender 
of the East. It was the powerful intervention of St Francis Xavier that 
saved tiny Goa from turning into ashes.

estate developer is to take the ball out of the High Court and jump to Delhi.

CREDAI has complained against the RP2021 but this again seems another clever 
ploy to lower the guard of the public. Pretend to be down and victimised, is 
the new corporate stance in Goa.
We are in an age of 'manufactured consent'. No newspaper in Goa is above this 
consent manufacturing factory.

The Bombay High Court at Goa on Friday quashed and set aside the land
allotments to the seven Special Economic Zone (SEZ) developers in the
State.
Justice F M Reis, who passed the judgement as the other Justice A S
Oka is not sitting at Panjim, also asked the developers to apply
afresh for the land.
The court observed that the allotment of lands to the companies has
been made in undue haste without proper scrutiny of their
applications, the allotment of lands has been made arbitrarily, the
procedure adopted in the allotment was not fair and transparent and
the allotments made by the GIDC do not stand the test of
reasonableness.
The order said that the petitioners as well as the Goa Industrial
Development Corporation (GIDC) shall maintain status quo as of today
for a period of four months.
The order means that the petitioners shall not carry on any further
construction on the said lands and shall not create any third party
rights.
On the other hand, the GIDC has also been directed not to dispossess
the petitioners and not to allot the said lands to third parties.
“If within a period of four months from today, fresh allotment is not
made by the GIDC, on expiry of said four months, it will be open for
the GIDC to take steps in accordance with law for taking possession of
the land,” the order states.
The Government of India had approved in principle 7 SEZs for the State
of Goa, out of which three, namely, Meditab Specialities Pvt Ltd,
Peninsula Pharma Research Pvt Ltd and K Raheja Corportion Pvt Ltd,
were notified.
The others were Maxgrow Filease Pvt Ltd, Planetview Mercantile Co Ltd,
Inox Mercantile Co Ltd and Paradigm Logistics and Distributions Pvt
Ltd.
However, bowing to public pressure the State decided to scrap the SEZs
in Goa. The seven promoters who were allotted land by the GIDC have
demanded damages of over Rs 1500 cr from the Goa government.

PANAJI: In a major blow to special economic zone (SEZ) developers, the
high court of Bombay at Goa on Friday held that Goa Industrial
Development Corporation (GIDC) had allotted over 30 lakh sq m of land
to promoters illegally and sans proper scrutiny. Upholding the state
government's decision to withdraw the SEZ policy in public interest, a
division bench comprising justices A S Oka and F M Reis said, "The
allotment of lands to the companies has been made in undue haste
without proper scrutiny of their applications. The allotment has been
made arbitrarily. Procedure adopted in the allotment is not fair and
transparent. The allotments made byGIDC do not stand the test of
reasonableness."

The court, in its 195-page judgment, observed that the allotment of
the public properties vested in GIDC can only be made in a fair and
transparent manner and that too in public interest. It further said
that such huge lands which are public properties were allotted for the
asking to companies in a manner not known to law. The allotment of
lands is illegal being arbitrary and unreasonable.

The state government had, on June 15, 2009, withdrawn the state SEZ
policy following a cabinet decision. Subsequently, GIDC had issued
notices to the SEZ promoters seeking to take back the allotted land,
following which the promoters had approached the high court. In the
same case PILs had also been filed by villagers of Keri, Sancoale and
Verna, challenging GIDC's decision to allot land in their respective
villages on lease agreements to the SEZ promoters. The villagers
complained that the land was allotted fraudulently.

The court further held that as far as three notified SEZs are
concerned, the stand of the Central government is that the Goa
government should negotiate with the developers. It also said that the
notifications have been issued on the basis of allotment of lands by
GIDC. As the allotments are held to be illegal, notifications cannot
be acted upon now.

While granting some relief, the court dismissed petitions filed by
three notified SEZs—Meditab Specialities Pvt Ltd, Peninsula Pharma
Research Centre Pvt Ltd and K Raheja Corporation Pvt Ltd — and four
other SEZ promoters — Paradigm Logistic and Distribution Private Ltd,
Planetview Mercantile Company Pvt Ltd, Inox Mercantile Company Pvt Ltd
and Maxgrow Finlease Pvt Ltd.

Does he mean : 'Once Indians start beating'???  Beat who???

If that is true, then X'mo Senhor Bernado must know that GS is a 
thoroughbred GOAN - GOACENTRIC political party. It does not get scared of 
Indian Rahejas because GS is made of  TRUE GOANS with the unmistakable 
Portuguese flavor :-)). GS will ultimately bring the PORTUGUESE RULE OF 
STRICT DISCIPLINE AND GOOD GOVERNANCE  back in Goa, which Rule  Goa has seen 
and which Rule Goa DESERVES most urgently like YESTERDAY.


Once that is accomplished, Goans will be able to market their GOAN VINEGAR 
BASED ...GOAN RECHAD [ROCHAR] MASSALA  using Portugali - Mirsango ( 
chillies.) which are known for their biting strength... to apply on the

Gabe, I did not know that Catholicism originated in Portugal.

 

We should understand that the objective of the protest is to ensure that the
Portuguese as a colonist are not glorified.  It is my impression that the
present day Portuguese do not empathise with those Portuguese who did so
much harm to others in colonies all over the world.  They also do not
empathise with the regime of Salazar and others.

- We expected the recently-notified Regional Plan 2021 (RP2021) for the 
talukas of Canacona and Pernem, as well as the land use policy for the 
entire state, to come under attack from the real estate lobby.
-We expected that the RP2021 will come under sustained attack from large 
land owners in coastal villages, from the Russian businessmen who have 
bought huge tracts of land in Morjim, and from Panchayat members in many 
coastal and 'urban' villages, who expected to make (or have already made) 
huge sums of money by recommending re-zoning of large tracts of land to 
settlement.
- In doing away with the three-tier FAR proposed in the draft, the SLC has 
simplified the FAR structure and made it more difficult for dishonest 
officials to play around with differing rates of FAR. While the VP3 proposal 
had an FAR of 50, the new VP2 has an FAR of 60.
The draft plan was kept open for public comment for over a year. Every 
village in Goa discussed it, and made proposals. Over 8,000 individual 
suggestions have also come in. All have been considered.

followed, shows that she has not studied the plan. Chapter 4 of the Plan 
gives detailed reasoning behind the changes in policy.

The government should come out with a white paper as to in which way IFFI is
beneficial to Goa and Goans.This annual extravaganza is definitely a
colossal waste of public money. An unnecessary and unjustified drain on the
State exchequer. The Government should get its priorities right. Instead of
focusing on good roads, uninterrupted power supply, regular water and good
health care facilities for the local people the government keeps pumping
crores down the drain on IFFI.  To the thousands of senior citizens whose
old age pension applications cannot be processed for lack of funds, the IFFI
tamasha is no solace.



To some IFFI may be a feast with those politicians and their contractor
chums rejoicing on the quick dividends they can amass and swallow in
hurriedly and shabbily executed works in the name of IFFI.



In all that it does a good government should focus on the common man’s vows.
Public funds and government machinery should not be misused for one’s
personal benefit. One should not wine, dine and make merry at the cost of
the State exchequer. But this is a government which likes to spend. It's a
crore a year even on the Advocate General. There has to be transparency and
accountability in every paisa spent from the State exchequer. Goa cannot
continue to be forever hospitable. It’s time to assess what benefit the
state gets from any event it hosts.

Floriano bab, not only Soter but there are many in Goa and outside who have 
plausible solutions for Goans. But the question is, who the hell is in the 
mood of listening? Rome was not built in one day.With this pathetic state of 
social and political collapse within the goan community, efforts for 
elections in 2012 will draw a blank.
Goa's case is about a willing mind but a weak body that bows before those 
pieces of printed paper from RBI. We have enough entertainment to distract 
the public. We need the very same politicians  whom we curse and the 
visionless and planted leaders to decorate our social movement platforms. 
people who label Gram Sabhas as anarchist. What else can one expect? Where 
is that 'izaat' (self-respect). Personally, I do not think that the middle 
class goan has any of it left in them. The Portuguese had cultivated this 
vital commodity but with liberation it seems to have thinned away before 
what the Indian government calls development. It is rare today and traces of 
it may still be found in remote areas of Canacona, Sattari and Pernem. We 
are made to believe that Bihar election results is a vote for development,

[Goanet] Mayem farmers demand repair of sluice gate

BICHOLIM NOV 26: The farmers from Mayem Bicholim have demanded to repair a
30 year-old sluice gate which would benefit about 200 farmers from the
village.

It may be stated that the sluice gate which is located between Bhavkai and
Haldanwadi Mayem was build some 40 years back. Later due to heavy flow of
water the doors were washed away and since last 30 years inspite of demands
from the farmers the authorities did not repair the gates.

"This sluice gate will benefit about 200 farmers whose farms get destroyed
every year when the water enters it during the high tide." President of the
Mayem Bhu Vimochan Nagrik Kriuti Samiti, Kashinath Mayekar told Herald "at
present it is with the Custodian of Evacuee Property department and they
should initiate action for its repair."

At present it is used by the villagers as a bridge which links Bhvkai and
Haldanwadi. "It lessens the distance between the two villages by about four
kms" Mayekar told "the repairs of this is important also on this ground as
earlier while traveling through this bridge some of the motorcycle riders
had fallen down."

Earlier, the Mineral Foundation of Goa had proposed to repair the sluice
gate but their plans did not succeed as the farmers opposed it on some
technical ground. "The farmers would benefit only if is made properly taking
into consideration all the aspects of the area" a farmer Damodar Gosavi told
"the MFG was opposed as they did not take into consideration all the facts
we told them and just wanted to go on with the project."

"We have demanded repairs of this sluice gate since a long time but the
government authorities have failed to repair the same" lamented Ramnath
Surlikar.

It's been a long time, since I have sat at the Vagator beach
cliff at 11 in the night, feeling one with nature, without
having to look over my back ever so often. It's been a long
time since I have sat on the beach front, taking in the fresh
sea breeze and not intoxicant laden smoke. It's been a long
time since I looked at a lush green hill, without having to
worry, whether it will be littered with foundations to
buildings in a couple of months. It's been a long time since
Goa has got its liberation.

I am not in Goa as I write this. I have been in Afghanistan
for some time now. I read reports of death, drugs,
corruption, murders on a regular daily basis here. I am
talking about the news I read of Afghanistan, not Goa -- just
in case it sounded familiar.

In that case, what does all that I read here have to do with
Goa? Am I drawing parallels -- Yes. In that case, how can I
possibly be drawing parallels between Afghanistan and Goa?
They are supposed to be poles apart. Am I high on some drugs
that reportedly enter Goa from Afghanistan and Pakistan?
(According to an 'India Today' report about 5 billion $ worth
of drugs enter India from these countries annually, a very
high percentage of those drugs, mostly cocaine enter Goa)

  What I see here makes me think. What if the present
  crop of Goa's politicians were ruling Goa when it
  just got its liberation? I strongly feel we would
  have been on almost the same lines as what
  Afghanistan is now -- corrupt, violent, with high
  levels of mistrust between groups and doubt on the
  effectiveness of democracy. What Afghanistan has
  got now are politicians pretty much like ours,
  corrupt beyond belief. The time after their
  liberation from the Taliban was one of the most
  crucial and decisive for the future of Afghanistan,
  but it's slowly slipping into chaos.

The second parallel that screams to me is the drug and
politician nexus. How heavily intertwined each one is with
the other. A friend of mine sent me an article which was
published in the India Today (November 8, 2010 edition) about
Goa. It was not really something I dint know. I knew about
drugs floating in Goa, I knew about 'Little Russia' in the
north of Goa, I knew about politicians and drugs. The most
important thing I knew, was that WE GOANS ALL KNOW of how Goa
was and is, slowly at first, now all of a sudden crashing to
the ground.

The third parallel I see is the death due to drug related
gang fights, which is still in its nascent stage in Goa. I am
probably not wrong to think that if Goa's climate was
conducive we too would start growing poppy, instead of
relying on the many drug labs manufacturing synthetic drugs
with impunity.

  The fourth parallel I see is land grabbing by the
  rich and powerful. Blatant flouting of laws while
  at it. Its not uncommon to hear news of how
  politicians here grab land meant for the poor,
  forge documents, threaten or for that atter change
  rules to suit theirs and their cronies interest

The fifth parallel seen is that Afghanistan is a beautiful
country with beautiful people who are intensely proud of
their land, culture and religion.

The sixth parallel seen is the conflict between the need of
people VS the greed of the politicians, police and the rich.

The seventh and most important parallel I see is the SILENCE
of a majority of the local population to what is going on.
Each turning a blind eye, in hope that things will change.
After all, what is a human being without hope.

One can argue, 'Rohan is not in Goa to be speaking like he
knows it all'. True, but I read the news on Goa daily. I read
how a politician was involved in the suicide of a young woman
who consumed Rattol. While her family is behind bars, he is
happily moving around picking up fights with other
politicians. Let's make that the eigth parallel.

  I read how the Goan government is procrastinating
  on the Regional Plan, pretty much like the
  leadership here, which is giving more and more
  leverage to the Taliban. In Goa's context -- the
  builders. Oh yeah, that was the ninth parallel.

I read about how the "white ants" ate 24 kgs of drugs while
it was in police custody (India Today). Well, unfortunately I
can't really draw a parallel to that. That was quite an
ingenious excuse, probably a drug induced one.

Now then, Goa-Going-Gone. We have all heard this statement
before and probably wowed at how beautifully poetic it is, it
almost having a rhythm of its own. I believe in the
Goa-Going, but I refuse to give up on Goa by saying it is
GONE. My parents forbade me to ever saying 'I QUIT'.

So, I refuse to quit on Goa, I refuse to quit on what it once
was, I refuse to quit on what it can be, I refuse to believe
that we Goans

officer, bureaucrat, diplomat, president, prime-minister, governor,
home-minister, defence-minister……on the west coast of India except for the
mangalorean/malyalee catholics all the other groups of catholics don’t have
any vision – mission - ambition.

Like the Politicians our Catholic Clergy have also become corrupt and greedy
and they have betrayed the hopes and aspirations of poor catholics……It is
very foolish for the poor catholics to route their prayers through these
corrupt & greedy clergy to the almighty and it is extremely idiotic for the
poor catholics to go for confession and disclose their secrets to these
corrupt & greedy clergy……The poor catholics should directly pray to Jesus
Christ & Mother Mary and directly confess their sins to God alone and read
the Bible on Sundays instead of wasting their time attending the Sunday
Mass.

Has anyone come across a bevda (drunkard) priest or bishop or cardinal or

the gaothan & koliwada residents do not wake up from their slumber then
within a few decades the goathans & koliwadas will also get swallowed up by
the growth of the city.

There are billions of rupees to be made by exploiting the entire konkan
coast. This explains why a maximum number of Special Economic Zones (SEZs)
are in the konkan coast and almost all these SEZs will get converted into
Real Estate Zones (REZs). Ofcourse the natives of Konkan have realized that
the SEZs or REZs will not benefit them but will only benefit the wealthy
industrialists, corporates, migrants, builders, landsharks, slumlords,
politicians this explains why the natives of konkan are opposing the land
acquisition for SEZs/REZs..

Goa (which was originally part of konkan) is also being exploited but since
most of the goan youth prefer settling abroad there is not enough young
blood to protect Goa.

Only the natives of Konkan (which includes thane, bombay, raigad, ratnagiri,
sindhudurg, goa) can protect the entire konkan coast from being exploited
and this can only happen when the natives agitate and demand statehood for
konkan. The people in Telangana & Vidharbha are sacrificing their blood,
sweat, time for a separate statehood for Telangana & Vidharbha and its time
the people of Konkan also sacrifice their blood, sweat, time for a separate
statehood for Konkan.

BICHOLIM NOV 18: The people from Calvim and Ponolern Island in Aldona have
strongly demanded construction of a footbridge

between Calvim bund and Chowgule jetty side in Mayem and have asked the MLA
to look into the matter.

It may be stated that the villagers of Calvim and Ponolern island travel to
Aldona and Mapusa on a regular basis. So also students

travel to Aldona schools everyday. To reach Aldona the villagers have to
cross the river which is a tributary of Mandovi using a ferry.

 The residents have strongly demanded that if a footbridge is build between
Calvim bund and Chowgule jetty side all would benefit

and it would be of great use to residents to cross over to Sinquerim and
Corjuvem and thereon to Aldona.

"The ferry breaks down frequently which creates severe inconvenience to the
people specially the students and this bridge would solve

our proble." a resident from Clavim told. The resident from these two
villages have been demanding this bridge since last several

years. This issue also figured in Gram sabha meetings of panchyats of both
Aldona and Mayem.

The matter was discussed in the Mayem Gram Sabha last year on January 2,
2009 after the demand was made by one Vinayak

Lamgaonkar while Kashinath Mayekar had seconded the resolution. After the
decision of the panchayat it was sent to Sanquelim

PWD for further procedure.

Theodore D'souza a resident and owner of the land in Calvim Aldona through a
letter to the executive engineer of PWD- Mapusa had

also expressed his No objection to the government erecting a bridge. Inspite
of the residents sending letters to the local MLA,

Dayanand Narvekar and the PWD nothing fruitful came up.

Now the villagers have strongly demanded the MLA to consider their long
pending demand and followup the issue with the PWD.

BICHOLIM NOV 24: About 6 families from Industrial Estate in Bicholim have
been affected with the spillage of oil by some of the chemical companies
operating in the area.

According to the information provided by the resident of the Industrail
Estate Bicholim the oil from the industries has come very close to their
residence and would pose health hazard.

It may be stated that the residents from the Industrial Estate have been
affected with the problem of pollution since last several years. Some years
back their wells were affected with the chemical as it got mixed with the
water. Just recently as the chemical went into the nearby open area and the
fields the cows were infected with it.

"This time it is oil spillage in the open area which has come directly near
our houses" Ashish Govekar from Industrial Estate told adding "there are
about six families affected with this and it might pose serious health
hazard."

"We contacted the IDC officers but they are not ready to listen to our
problem and so we demand that the government and the concerned authorities
should initiate action against the company" he demanded.

[Goanet] Shortage of LPG hits Sanquelim

BICHOLIM NOV 24: The residents from Sanquelim on Tuesday gheroed the local
supplier of LPG cooking supplier after they

suffered from its acute shortage.

It may be stated that the people from Pale, Surla, Kudnem, Amona and other
surrounding places from Sanquelim did not get cooking

gas since last two to three days. The residents were waiting on the road for
the LPG pickups to come but since last few days it did

not supply any cooking gas in the area.

As the matter became worse some of the residents from Sanquelim and
surrounding villages marched towards the re-filling centre at

Sanquelim along with the empty cylinders and demanded to re-fill the gas.
They even sought to know as to why they did not get the

cylinder since last few days.

The owner tried to explain that there was a shortage of LPG gas in Sanquelim
but the mob did not listen to his pleas. They waited

outside the office claiming that they cannot cook food without the gas.

"We are facing serous problem in our house as their is no LPG cylinder in
the area. In some places the people have resorted to burning of firewood but
all cannot do this" an agitator claimed.

After much deliberation and assurance that the cylinders would be
immediately made available to the public as soon as they arrive the people
dispersed.

opening the door to his late father's cruel assassination by the Goan 
black-marketer thugs who are  parading  today as FREEDOM FIGHTERS. 
Incidentally, Maciel Chaves' son was not yet born when his father was 
assassinated. It is on record that Agent Monteiro tracked this master brain 
timber thief  from Marcel ( today a very prominent family) but he did not 
survive the intense interrogation. It is believed that his mortal remains 
were burnt in the family yard with Agent Monteiro supervising.

selected to receive honour from the President Pratibha Patil at a function to

held to mark Konkani Ekta Day here on December 9. The function is part of a 
25-day Konkani Cultural Convention, which will commence from Thursday.

  PANAJI: A public meeting organized by the Deshpremi Nagrik
Samitiin
Panaji on Thursday passed several "anti-Portuguese resolutions",
including launching an agitation for the closure of the Portuguese consulate
in Goa, replacing Portuguese names given to streets across the state and
demanding a probe into the funding of Fundacao Oriente.

The morcha organized by the samiti, started at Mahalaxmi temple, wound its
way through the city and culminated at Azad Maidan, where a meeting was
addressed.

A large number of children attended the meeting that saw an effigy of Afonso
de Albuquerque  burnt.
The children torched the effigy.

The gathering resolved to take the old issue of changing street names to its
logical conclusion. Girish Pai Vernekar, convener of the samiti, said that
it's a humiliation for self-respecting Goans to continue with Portuguese
names for streets 49 years after Goa's liberation.

Lashing out at Portuguese instutions, the samiti demanded an investigation
into the funding of Fundacao Oriente. It claimed that the foundation is
"pushing Portuguese loyalty among Goans through several schemes in the form
of scholarships, donations, etc".

The samiti also resolved to "obstruct" every move that is aimed at
glorifying the Portuguese regime.

"Any attempt with a hidden agenda, in the name of better cultural and
business ties, will be stopped, and if the government doesn't listen, we'll
be forced to take to the streets," the samiti's resolution read.

Another issue raised at the meeting was on evacuee property. The samiti
demanded the immediate release of land to residents in Mayem, Bicholim
taluka.

"It's an irony of sorts that despite 49 years of Goa's liberation from
Portuguese rule the issue of evacuee property in Mayem has not been
resolved," said Pai Vernekar reading out the resolutions.

Among those who spoke at the meeting were educationist and RSS chief in Goa
Subhash Velingkar, BJP's MLA from Mayem Anant Shet, Atmaram Bharve, Datta B
Naik and Raju Velingkar. Those present on the dais included Ratnakar Lele
and Anand Shirodkar.

The samiti observed November 25 as a Black Day as it was on this day that
the Portuguese set foot in Goa 500 years ago.

It was certainly an eye-opener for us at Group TenPlus* too, that the 
concern and awareness about e-waste in Goa is increasing.


While the bill introducing '*Ewaste Management and Handling Rules' *will 
be coming into effect shortly; soon, it will be mandatory to hand over 
your e-waste for recycling only to an authorised recycler in your state 
or territory.


*What does this bill mean to you?*

*If you are an electronics / IT / Electrical goods dealer:* you need to 
keep a bin or demarcated area to deposit e-waste; you need to apply for 
permission to the Goa State Pollution Control Board (GSPCB); Records 
have to be maintained and returns filed yearly, and you have to hand 
over the e-waste to an authorised recycler.


*If you are a corporate, institute, Hotel or government body;* you have 
to file returns to the GSPCB.


*All others like home users; in short -- an end user: * have to ensure 
that you give your e-waste to an authorised recycler. or deposit it in 
bins marked for the purpose


While we are still grappling to come to terms about handling wet waste 
and dry waste, nobody has given it a thought about the increasing menace 
of e-waste: a type of waste that needs specialised handling and disposal.
