Flavio:  “Happy Liberation Day”!

Aurol:  What is so happy about “Liberation Day” ?

Flavio: It is the  19th of December, remember ?

Aurol:  Yes I do remember.  It is the day we Goans fell from the “frying 
-pan”  into the “fire”.


Flavio: What ? Are you suggesting that we were “better off”, during the 
 Portuguese Rule ?


Aurol:  No!  I said , it was like being in a “frying-pan” then  &  now 
it is like being  in  “hot burning fire”.


Flavio: Why do you say that ?

Aurol:  Because then,  I was being robbed by “outside thieves”. That was 
tolerable. But, today I am being  “looted- wholesale”,  by my own 
fellow-Goans. That I cannot tolerate.


Flavio: Oh ! you are talking of “thefts” ? “Thefts” were there during 
the Portuguese Rule ,  too.


Aurol:  Yes they were definitely there during the Portuguese Rule,  but 
the number  of thefts, murders , rapes, and acts of corruption  during 
the last 50 years is 10 times more than those that happened during the 
450 years of  Portuguese Rule.


Flavio: You may be right there, but what I am talking about is not of 
“thefts” and “rapes” . I am talking  about is  that with  “Liberatrion” 
,  our “Human-Rights”  were restored.


Aurol:  What “Human Rights” are you talking about  ?

Flavio: Could you openly criticize the Portuguese Rulers ?,  If you did 
, you would be in jail.


Aurol:  And who says you can criticize the Government now ?  Today ,  if 
 you criticize a Minister X, he sends  goondas  to your house, to beat 
up your entire family. If you criticize a Minister Y, the next day he 
sends the “Income Tax Department”  to raid your house . If you criticize 
a Minister Z , he  sends the “Police” to  arrest you , for  doing 
things you would’nt  even dream of doing.  Do you need to  know more ?


Flavio: No!  No ! but those are “misdeeds”  of  some individual 
Ministers.What I am saying is , things like, you can now, openly 
talk in your own mother tongue Konkani.


Aurol:  Who says we could not openly  talk in  Konkani , then ?  In fact 
more people talked in Konkani then,  than people are talking now.


Flavio: What I mean to say is , you can even write to the Government in 
Konkani now.


Aurol : Is it so ? Well let me tell you my , recent ,  personal 
experiences of writing to the Government in Konkani. Recently, our M.L.A 
came to us and told us that the Government is implementing the ‘Official 
Language Act’ and that if we want our works to be done fast,  then we 
should send all our correspondence to the Government in Konkani. So 
everybody in our village, started writing to all Government Departments 
in Konkani .  Believe me , not only did our works not happen fast, but 
from that day onwards , all our works at the Government Departments, 
came to a ‘grinding halt’.


Flavio: How can that be ?  That’s just not  possible.  Why did’nt you go 
back and  enquire ?


Aurol:  We did. I  myself met one  Mr. Ramalingam, in the Power Dept. 
and  the following is the gist of our conversation :


Aurol:  Sir , why is my  application  not  attended to for the last one 
month ?


Ramalingam:  Did you send your  application  in English , Konkani  or 
Marathi ?


Aurol:  I sent it in  Konkani .

Ramalingam:  (showing me  3 bundles  of applications on his table) This 
 biggest bundle is of  applications  received in  English , this one 
second biggest bundle is of  applications received in Marathi and this, 
 the  smallest bundle is  of  applications received in Konkani.


Aurol: Then my application must be in that bundle.

Ramalingam:  I have attended to all these Konkani applications and there 
is no application bearing your name.


Aurol:  How is that possible ?

Ramalingam : (Bending over the waste-paper basket, next to him , he 
pulled out a crumpled  paper and said to me ) By the way, is this that 
something you are talking about ?


Aurol:  (Recognising my application)  Yes, that’s it. That’s my 
application.


Rmalingam:  But what language is this ? French  or Latin ?

Aurol:  That is my mother tongue Konkani .

Ramalingam : No ! No!  That is not Konkani.  Konkani is this . (showing 
me another application from his table which was written in the Devnagari 
Script).


Aurol:  But my application is in Konkani in the Roman Script .

Ramalingam : What is this Konkani in the Roman Script ?  Madam , I am 
from South India and  I have been given training by the Government of 
Goa , to read & write this Konkani  in Devnagari Script. Anything else 
that we don’t understand is thrown into this ‘ waste-paper basket”.


Aurol: Ok! Thanks for your information . (and I left the Office of the 
Power Dept.)


Flavio:   Is that so ? Then why did’nt you go back and tell that to your 
M.L.A who asked you to write in Konkani ?


Aurol:  I  did. Not only I , but the entire village went to him and told 
him that the only Konkan

Speculative traders are making super-profits by fixing prices in the onion 
trade while the government is playing around with ad hoc fixes. On Tuesday 
alone, wholesale traders in Delhi bought onions at about Rs 34 per kg while it 
was sold in retail at Rs 80 per kg. That's a margin of Rs 46 per kg or 135%.
 

Exports are definitely restricting domestic supply. India's exports have 
increased from about 7.8 lakh metric tonnes in 2005-06 to over 18.7 lakh MT in 
2009-10. Onion production has also increased, but at a slower rate, from 86 
lakh MT in 2005-06 to over 121 lakh MT in 2009-10.

The problem is that Goa's intelligensia is bankrupt. They have stuffed their 
brains with all the crap from universities but have lost their ability for 
basic logic. Most of Goa's intelligensia, no matter how  much they curse the 
sytem, prefer to be domesticated by the chambers of dirty commerce. They sing 
the music of their master's choice. Here begins the problem.

Goa should have been the land for inspiring good living habits to other 
Indians. But what we teach them is, how to booze and screw. To walk in the 
middle of the roads and disturb the neighbourhood till 3 a.m. in the morning. 
We have allowed them to behave as if the whole of Goa and goan people is at 
their disposal. We cater to their bad habits and call that tourism. When 
pointed out we have Article 19 of the Constitution cited by our bankrupt 
intelligensia. All indians are brothers and sisters does not give the licence 
to abuse and misbehave.  Do we need Prasads, Ramanis, Lamanis and Pandits to 
teach us culture?

Quepem municipality has decided to levy an octroi of 2% on mining profit. The 
profit on ore is Around Rs 5000 per ton. So the octroi will be Rs 100 per ton. 
Around 20 lac tonne is transported through Quepem. This means the municipality 
will earn Rs 20 crore a year.

Considering that there are around 2 lac families in Goa, every family pays Rs 
60,000 a year towards their salaries and pension. What do they give the people 
in return? Digu must answer this while celebrating the 50th year of liberatin.

Book of Konkani Poems Released: ‘Goenchi Girestkai’ a collection of 
konkani poems by Maria Pereira was released during the Annual Day 
celebrations of the Young Goans Club on December 9, 2010 at the Palace 
Hotel, Adliya, Bahrain.


Fr. Dinesh Mendonca, parish priest of Sacred Heart Church are vivid 
descriptions of our fading age-old professions like render (toddy 
tapper), poder (baker), padekar (coconut plucker), etc. The poet is 
commendable for portraying her love for our mother tongue konkani by 
producing this book of poems.

What is stopping Goans from instituting public rules and regulations that would
inhibit public display of boorishness endemic in Indians?  And enforcing those
rules?

The loud blaring of music from the Panjim cruise ships and the attendant 
display 
of coarse behavior are not matter of my private opinion.  It is a public 
nuisance that 
intrudes on the lives of Panjim residents.  For 4 years I have fought this 
menace
with the authorities (Environmental Pollution Board, Collector etc).  There 
would 
be a week or two of lull and then the whole cycle would begin anew, with the 
connivance of the authorities and the police.  Only one other Panjim resident - 
Wilfred
Coutinho - had joined hands to combat this; the rest couldn't be bothered.

I could recount my experience with Swapnil Naik who was the collector (or 
something)
at the time.  A more helpless public official would be hard to find.  He well 
knew  
what was going on but didn't have the stomach to take on the more powerful 
interests.  I think he has now moved up the govt babu chain.  One of the cruise
ship owners was a 'core' member of the bogus Goa Bachao Abhiyan (GBA).
When I once mentioned this issue to him his response was, "Oh my boats don't
play loud music."  End of story, change of topic.

On the campus of the Old Goa monuments you don't have to wait long to experience
extreme uncouth behavior from visiting Indian tourists.  The ghati guards will
swoop on you if you carry a tripod, but you can lavish the place with your
litter, spit & shit, you can talk loudly and create a racket - that is 
perfectly 
fine.
The Archbishop can put a stop to all this if he grows a spine.  So as to keep 
this
'secular' and provide 'balance', I should point out that Mangueshi has also
become another ghati town like Old Goa.  These are both, for want of a
better term, religious brothels now.

And as we all know, our beaches are the ultimate trash cans 
for the rest of the world.  In just over a week (Dec 31), Sharma-jis and
Chatterjees and Iyengar-jis will descend on Goa, trash the place, and
leave.  Goans will have to clean up after the fact, but of course, we have
the people from the bhangi colony to do the dirty work.  We Goans want to
eat some bangddo and go sleep, man.

A good prime minister controls events; a poor one becomes their victim. Each 
event demands attention, for politics is a daily diet, but all facts are 
obviously not equal. It can take time for a headline to etch its way into the 
national memory; the spectrum scandal took two years to become a scar in the 
collective psyche.
Scars might fade but only if the wound is light; in any case, they never go 
away. It may sound like a paradox, but every politician knows that when 
corruption becomes a joke in the voters' discourse, it is no longer trivial. 
Each time an Indian pays some exorbitant price at the vegetable market, he is 
reminded, at some subconscious level, of the number of zeros in Rs 1.76 lakh 
crore. The figure has become a symbol of merciless greed in a culture of 
elitist 
loot.
A historic event is easily defined; it lives across the lifetime of at least 
one 
generation, and shifts perception and faith imperceptibly but irrevocably. 
Bofors is 25 years old, but still works as a metaphor. The attack on Mumbai on 
November 26, 2008 has changed the attitude of Indians towards Pakistan; there 
is 
no longer space in their spirit for adjustment with a neighbour that breeds, 
feeds and protects callous mass murderers and then trots out self-serving 
theories to justify criminal abetment of terrorism.
A significant charm of democracy is that every political crisis is a public 
carnival, open to censure of a judge, reproof of the victim, anger of the 
preacher and buffoonery of the jester. Do not underestimate the joker; a 
politician may find it easier to survive rage than lethal, viral caricature. 
The 
current crisis in the Congress is too evident to bear repetition, except that 
context is always a useful companion for text. The party has self-destructed in 
its secure southern base, Andhra Pradesh, and fragmented a vital alliance in 
Tamil Nadu, states that catapulted it to power in two general elections. The 
compensation in Karnataka, where the BJP is taking a beating, is insufficient 
in 
electoral terms. But it is the situation in the north which is probably more 
worrisome. The returns from its only reliable northern vote bank, the Muslims, 
have suddenly depreciated. In Bihar, more Muslims voted for the Nitish 
Kumar-BJP 
alliance than for the Congress. A repetition in Uttar Pradesh, where Assembly 
elections are likely to be brought forward to November 2011, could deflate the 
party into corrosive depression.
Digvijaya Singh, the party general secretary for Uttar Pradesh, is a clever 
man. 
It is a bit surprising that he proved to be too clever by half. Imitating Abdul 
Rehman Antulay is not the most intelligent option for anyone who wants to make 
Rahul Gandhi the next prime minister of India. Like Antulay after 26/11, he 
sought to resurrect a conspiracy theory that had become passe even in the Urdu 
papers where it once flourished.
The sheer audacity of an event as astonishing as the Mumbai attacks encourages 
doubt, which is the first step towards conspiracy. But surely Digvijaya Singh 
has common sense, unless he sacrificed that virtue at the altar of power. The 
Urdu paper theory is, in brief, that 26/11 was organised to kill Hemant 
Karkare, 
a brave police officer, because he was on the verge of exposing Hindu zealots. 
This implies that Hindu zealots came to a deal with the Lashkar-e-Taiba, whose 
leader Hafiz Saeed was so delighted that, with the help of ISI, he armed and 
trained 10 young men, and sent them on Jihad to India so that Hindu zealots 
might be protected! I am not a votary of the exclamation mark, but rarely has 
it 
been more necessary. You have to be scarily bonkers to believe such utter 
nonsense. It is one thing when an editor desperate for circulation takes 
recourse to stupidity. When a man who has been chief minister of Madhya Pradesh 
and could be home minister of India promotes such rubbish, we have to worry 
about the health of our politics.
A historic event such as 26/11 creates a national narrative that might blur at 
the edges but is essentially consistent with the truth. Digvijaya Singh 
compromised the Indian narrative in order to flirt with rabid sentiment.
The irony is the Congress is losing the Muslim vote because it no longer 
understands the Muslim vote. Indian Muslims have seen through the deception of 
decades. They are, at long last, rejecting the politics of fear and demanding

Here is a nice and factual article on corruption in India which
explains the periphery, the depth and the conduits of corruption
rampaging India which is  very much applicable to Goa, as Goa is
already become a hub if not the pinnacle of corruption and fraud.

About a year ago a clerk was caught, succumbing to corruption in Goa,
it was all news about our governments efforts to do away with the
monster of corruption but has anything happened in reality ?  On that
particular day I had written about how a herd of corrupt elephants are
allowed to go on rampage whereas a corrupt fly is drowned in a cup of
hot tea.

Once in a long while some poor soul is made an example of but the
elite are untouchable, the above article shows us why.

I know Florian Bab has said a lot about the system, has a lot more to
say too and I am sure he will continue saying it. What a pity ! Goa is

Panaji, Dec 22 (PTI) NCP president Sharad Pawar''s directive to Goa Chief
Minister Digamber Kamat to re-induct controversial MLA Fransisco Pacheco in
the ministry resulted in a group of 10 Congress legislators tonight
threatening to topple its own government in such an eventuality.

The government would be toppled within minutes if Pacheco, a former tourism
minister, is sworn-in, the MLAs said at a press conference here.

Asserting that they would not bow down to any diktat even if it is from the
party high command, the legislators, led by Public Works Department minister
Churchill Alemao, asked Congress general secretary B Hariprasad, in-charge
of state affairs, to immediately rush to Goa to resolve the crisis.

Along with Churchill Alemao, Congress MLAs Joaquim Alemao, Agnelo Fernandes,
Philip Nery Rodrigues, Fransico Silveira, Atanasio Monserratte, Pandurang
Madkaikar, Manohar Asgaonkar, Aleixo Reginaldo Lourenco and Chandrakant
Kavlekar are lobbying against Pacheco''s induction.

Goa is facing a fresh round of political instability, ever since NCP asked
both its ministers �- Jose Philip D''Souza and Nilkant Halarnkar, to quit
from the state cabinet.

NCP chief Sharad Pawar, earlier this morning, asked Chief Minister Digamber
Kamat to immediately drop the two NCP ministers and swear-in Pacheco.

Kadamba Transport Corporation Limited (KTCL) is
banking on its unutilized assets to make money to fend off
the financial crisis it has plunged into after implementation
of Sixth Pay commission to its employees.

KTC Chairman Deepak Dhavalikar said that Goa State
Infrastructure Development Corporation (GSIDC) has
been asked to submit a feasibility report to rent out the
properties on Public Private Partnership basis to private
players.

“In the beginning, we will work PPP model for Panjim
and Margao bus stand and properties around it,” Dhavalikar
said adding that Chief Minister Digamber Kamat has given
his nod for the proposals.

“The chief minister has said that the feasibility report would
be ready in next two months,” he added.

KTCL completed three decades of its existence during
Dussehra this year but due to Election Code of Conduct,
there was no function organised to mark the occasion. The
corporation has thus organized a function on Tuesday at
12 noon to mark the occasion.

Dhavalikar said that even if corporation plugs all the revenue
leakages, it is difficult for them to come out of red. “In this
situation, we are left with the option to look at our assets to
earn revenue,” he said.

The chairman said that other state transport corporations
have opted for PPP models to make up for the financial
requirements to run the state-owned transport system.

With the implementation of sixth pay commission, the
corporation has to shell out additional liability of Rs 1.75
crores per month. The KTCL has been dependent on
government funds. The state government has recently paid
Rs 4.50 crores to the corporation rather then paying
Rs 3.75 crores to purchase 20 buses under Jawaharlal
Nehru National Urban Renewal Mission (JNNURM).

Dhawalikar said that the corporation is supported by state
government as and when they require finances but it has also
inherited a loan liability of Rs 40 crore to Rs 50 crore to the
Goa State Cooperative Bank, which is making dent into the
earnings.

“Once we sign PPP, we will ensure that the existing
shopkeepers and offices are given proper spaces.
There will be no burden on common man,” the chairman said.

“At later stage, KTCL will lease out rest of its unutilized lands
to big builders for the construction of malls, hotels and for other
purpose,” Dhawalikar said.

KTCL since beginning had been planning to provide Ticket
Vending Machines to their conductors along with launching of
interstate online ticketing facility to the public. Chairman feels
that this will control duplications of tickets, which leads to loss
of revenue. “The functioning of both will begin in next couple
of months,” he said.

The Christmas image of Jesus is that of a light shining in the darkness. This 
image took on a remarkable meaning for Viktor Frankl, a Nazi prisoner in World 
War II. One morning, very early, he had seen some other prisoners digging in 
the 
cold, hard ground. Frankl writes in Man’s Search for Meaning: “The dawn was 
gray 
around us; gray was sky above; gray the snow in the pale light of dawn; gray 
the 
rags in which my fellow prisoners were clad, and gray their faces… I was 
struggling to find a reason for my sufferings, my slow dying.”  As Frankl 
struggled in the miserable cold to make sense of his suffering, suddenly he 
became totally convinced that there was a reason, even though he didn’t fully 
comprehend it. Frankl describes what happened then: “At that moment a light was 
lit in a distant farmhouse, which stood on the horizon as if it were painted 
there, in the mist of the miserable gray.” At that moment, there flashed into 
Frankl’s mind the words of today’s gospel: “The light shines in the darkness, 
and the darkness has never put it out.” Frankl says that experience radically 
changed his entire prison life. It gave him hope, where before he had only 
despair.

Today’s gospel reminds us that Christmas, the season of gift-giving celebrates 
the greatest of gifts given to us, the gift of his only begotten son, Jesus 
Christ. The goodness and kindness of God is made incarnate in the gift of his 
son. But the gift of God comes in strange and unsuspecting ways. Many did not 
recognize the gift or refused to believe this was the gift of God. This gift of 
the infant is given to Mary and Joseph who believed and welcomed the gift into 
their lives. The gift comes to those who believe and obey. Mary and Joseph 
obeyed the decree of the governor and left their home and travelled through 
Judea to a town of Bethlehem. The journey was inconvenient and came at the 
wrong 
time because Mary was expecting her child, yet Mary obeyed, because this was 
God’s will for them. Our plans and God’s plan are so very often different, but 
we can make His time our time. When the time came for Jesus to be born there 
was 
no room for him, no home, but the stable. Often there is no place in our lives 
for God, no room in the inn, but He comes into our lives because he wants to. 
God comes not in pomp and splendour but in simplicity and weakness –totally in 
contrast to worldly values of splendour and wealth. When we are in need and in 
weakness we create space for him to enter into our lives. Besides his parents 
those who hear the good news are simple ignorant shepherds. On hearing the good 
news they go to ‘see this thing that has taken place’ and they find “Mary and 
Joseph and the child lying in the manger”. It is not enough to hear but we have 
to believe and journey in faith to find the Lord of our lives. This gift of 
Jesus demands faith, it demands that we go out of ourselves to seek and find 
and 
share this gift with others.

“For many, coming home never loses its excitement. The prospect of welcome, 
warmth, and the renewal of love, can energize one’s whole being. Some are never 
able to come. Some choose never to come ever when there is someone waiting for 
them to come. Christmas is when most come. Some cannot come all the way 
themselves and somebody from home goes to meet them. Such a journey is never a 
burden but always a joy. To be at home is to be where one feels one belongs, 
where the vulnerable one feels most secure, where the successful one is loved 
rather than acclaimed, where failure is forgiven, where trust evokes new 
beginnings, where the joy of being related is celebrated, where the bonds bind

The Konkani translation of 'My experiments with truth', the autobiography of 
Mahatma Gandhi, was recently released by Ushaben Gokani, Gandhi's granddaughter 
at a function held at Ravindra Bhavan, Margao. Among those present were chief 
minister Digambar Kamat, Konkani writer Gurunath Keleker, who translated the 
book, and Fr Muzinho de Ataide 

Auction of usufruct mango, cashew trees: The auction for collection of usufruct 
of 90 mango trees and 105 cashew trees of the government cattle breeding farm, 
Copardem-Sattari, will be held on December 27, at 11am, at the office of the 
assistant director, government cattle breeding farm. The initial bidding price 
for the mango and cashew trees for the period of three years, from January 

2011 to May 2014, is fixed at Rs20,000 and 7,000, respectively. Those 
interested should deposit Rs1000, which is refundable, as entry fee for each 
auction one hour before the start of the auction, states a press note. For more

Release Mario Miranda's 5-book series: Architecture Autonomous will release 
cartoonist Mario Miranda's five-book series on January 8, 2011, at the Kala

Cartoons Book 2' are the titles of the books. According to Gerard da Cunha, the

To rebuild Marcel bus stand

Marcel will get a new bus stand soon with the Kadamba
Transport Corporation Limited (KTCL) all poised to build
the same.

“We want to start work on new Marcel bus stand immediately,”
KTCL Chairman Deepak Dhavalikar said adding that the bus
stand would be constructed at the existing spot.

“We have a huge 10,000 sq metre area at Marcel, which could
be utilized to construct bus stand with good facilities,” Dhavalikar
said. The new bus stand would be built at a cost of Rs 3 crore.

Dhavalikar said that the corporation in one year has decided to
take major steps to strengthen its infrastructure and also provide
better facilities for the commuters.

“Every day, 80,000 people commute by Kadamba. It’s our
responsibility to ensure that they are provided good services,”
Dhavalikar said.

He said that after the implementation of sixth pay commission,
the Corporation has tightened noose around errant drivers and
conductors. “We have increased their working hours from five
and half hours to eight hours. There are so many measures taken
to ensure that they work properly,” Dhavalikar said.

The Corporation has also decided to introduce five low-floor
buses on Panjim-Margao route from this week onwards while
order is placed for two Volvo buses to be pressed on Goa-Pune
route.

Dhavalikar said that they have got a sanction of 20 buses under
centrally sponsored Jawaharlal Nehru National Urban Renewal
Mission (JNNURM) scheme, of which first lot of five buses are
being acquired. “It will take more than a month to get rest 15 buses,”
he said adding that the buses were acquired only after government
released fund of Rs 3.75 crore.

Since last several months, the buses were lying idle at private depots
due to the non payments of funds. The central government refused
to release funds under JNNURM after KTCL failed to execute
certain reforms like having parking and advisory policy for the state,
which Goa could not adhere due to its non metropolitan status.

Recently, the state government has also sanctioned Rs one crore
for six buses with 39 seat capacity to be run on Panjim and Margao
route. The KTCL currently has a fleet on 390 buses, which caters
nearly 80,000 passengers every day.

If it is true that Remo who is a true lover of Goan and is held in high esteem 
by Goan, an international celebrity,  spoke against the Goa MLAs and then 
invited Digu and other politicians to grace and bless his concert in Margao 
last year, as mentioned by Rajendra Kakodkar in his below mail, then I am 
shocked.  This is the problem with Goans.  They will condemn corrupt 
politicians but wine and dine with them at the first opportunity  when it suits 
them and they stand to gain.  Goans have to practice what they preach.  We cant 
condemn corrupt politicians who are ruining Goa during the day publicly and 
then quietly entertain and celebrate with them for our selfish motives.   If 
celebrities like Remo behave in this manner then one what can we expect from 
the average Goan  who often may not be literate and not welll off.  He can very 
easily  be taken for granted and for a ride by Goan politicians.   I hope this 
mail about Remo's invitation to politcians is forwarded to him as well.
