We call this bird ‘Sallolli’ or ‘Sallori’
There are two types found in Goa.
The one which is pictured (see link below) we called ‘Voklam Sallolli'
Meaning Sallori  with specs (glasses)

Like parrots, these birds talks too (when tamed/ caged), but may not be
as fluent as parrots.
While talking or while attempting to talk, the area around their necks 
swells or inflates as if they do it with great difficulty.

I know a household who had one for many years (they had two).
It could utter words like ‘poder ponk ponk’ so fluently that the inmates 
often  mistook it for their morning  poder/baker at their doorsteps
 
They used to feed them with live grasshoppers (Toll), bread crumbs etc
 
Sallolli often lays eggs at the tip/top of a dead coconut trees in a hole,
 as kids,  we used to climb such trees. 
At the same time we were too scared to go near it’s nest (hole) as we 
were told snake/Cobra etc also resides around it’s nest (never found 
one though).

(similarly, woodpeckers (Paddekar), owls (gugum), 
Kingfishers (kirkiro) etc  also lay  their eggs, often more than one 
nests / holes found in the same tree)
 
At night they live in the trees in a large group.
The area if often noisy until they go to sleep

Goa Chitra an ethnographical museum situated in Benaulim, as part of their 
social activities recently launched their, “Thought Café.” That followed the 
launch of a book ‘Patriotism in Action’ by Valmiki Faleiro.

Contrary to public perceptions, Goa contributed a large number of senior 
officers to the Indian armed forces, says a new book on the subject.
Faleiro’s ‘Patriotism in Action’ lists over 350 persons of Goan origin, who 
have donned uniform in the Indian Army, Navy and Air Force. There are many 
others whose names are yet to be recorded, says the author.
This new book was released by Ms Liva de Abreu Noronha at a well-attended 
function with family, friends, literary enthusiast and well wishers.
Col (Retd) John A A D’Souza regretted the declining number of defense recruits 
in Goa in recent times. He said there were misunderstandings over the job, and 
youngsters needed more information on competitive Central government jobs too.
In an emotional speech, writer and scholar Dr Savia Viegas stressed the 
importance of local histories which project the diverse aspects of Goan 
achievement, before this is all forgotten and disbelieved.
Dr Dhillon Dessai said the book made clear about the Catholic contribution to 
the armed forces from Goa, and praised the author— a former journalist and 
ex-civic chief of Margao— for taking on this task.
Another speaker at the event, Dr Francisco Colaco said the achievements listed 
in the book showed the bravery of the Goan. He cited stories of valour.
Faleiro’s book offers lists of officers killed in action, and those from Goa 
decorated with gallantry awards. There is also a listing of Goan officers who 
took part in ‘Operation Vijay’, the action which ended Portuguese rule in Goa, 
five decades ago.
Likewise, there is a list of Goan officers who took part in wars. In a series 
of articles, the book touches on Goan aviators, and the Goan “fascination for 
adventure”.
Faleiro says that many Goan officers, after retiring, have taken to doing works 
of compassion and charity. His detailed listing contains literally hundreds of 
names and dozens of events, which throws new light on a subject little was 
earlier known about.
Former Indian Army chief General, Sunith Rodrigues appreciated the author whom, 
he said, had “embarked on an ambitious task”.
The hardbound book, priced at Rs 600, is available in major bookshops around 
Goa and outside.

If we do not stop the rot now, we are damned

As we are on the verge of completing this year and beginning the next, I 
extend my greetings and warm wishes to all residents of Goa as well as those 
who love our land.
As we look forward to another year, we cannot however ignore the fact that 
Goa is teetering on the verge of a breakdown. Its ethical fabric is being 
stretched. The political class is a bunch of opportunists, who use every 
institution- religious, social or educational, to influence votes, without 
once giving back to the same institutions, an iota of what is promised to 
them.
Who benefits? The usual suspects- the powerful, friends of the powerful and 
those who grease the powerful. They bypass all laws, bend them, break them, 
even mould them to their benefits. No plan, regional or Central and no law 
can push them off any track or highway. If deviation is needed, to see that 
they are not touched, so be it. If rules meant to be followed by you and me 
are flouted by them or bypassed, it is allowed. Lawmakers and law enforcers 
and law breakers are not strange bedfellows. They have become natural bed 
fellows. And in some cases, they are one and the same.
This is a time when I call for an alliance. An alliance between the people 
of Goa and their own newspaper - O Herald O, which has been as much a part 
of their aspirations and struggles, as its tool for protest and change. If 
we do not strengthen this alliance, we are doomed. And if we do not see the 
need to do this now, we are damned.
I call upon all of us, the people who love and live in Goa to start a 
movement of rejection immediately. Reject corruption by not paying the 
policeman to protect your little drug racket, reject it by rejecting the 
person who pays the policeman and take it further by rejecting the 
politician who protects the policeman who protects the person who runs the 
drug racket.
Secondly change politics by rejecting your time trusted MLA's who have made 
money for themselves and done you assorted favours in the process. It isn't 
easy when it's easier to ignore a politician who makes kickbacks out of 
awarding road contracts, or contracts to lay underground power cables in 
lieu of an NOC for a project or some assorted favour.
It's a hard choice. Do you hold a politician accountable for moral misdeeds 
such as forging his son's birth certificate to allow him to play in the 
under-15 Goa cricket team or just forget it for a possible favour of getting 
the panchayat to allow an FAR violation for your building. Easy choices are 
weak choices. With every weak choice, Goa is lowered further and you know 
what - you really do not have the easy choice. Make that hard choice and 
reject. And Herald will be with you.
Taking this further our Goa has always been a land of and for everyone and 
of every faith, creed or colour, for ages. Goa has been a great melting pot 
of cultures and faiths. Nowhere in this country do Hindus, Christians, 
Muslims, Sikhs and others live in such harmony, sharing lives and festivals. 
Goa is a celebration of diversity. However, of late, I feel that these 
strong bonds, are sought to be threatened.
When old Portuguese street signs are torn, when useless protests over the 
arrival of a Portuguese ships are taken to ridiculous melodramatic levels, 
you need to reject diseased minds and diseased politics. If this is not a 
handiwork of a diseased mind. It is the handiwork also of a communal mind.
If everything about Goa's history is pitiable, then why do sons of these 
some of the so called "freedom fighters" have Portuguese passports. Reject 
double standards. There is much about our Portuguese past which works. Its 
systems, it mechanisms, its architecture and heritage.
Let this reiteration of this alliance between the people of Goa and O Herald 
O commence. Change has to happen when the old order of things cutting across 
parties needs to change. Shed the lethargy and act now.

If O-Herald-O is the voice of Goa, it needs to hear that voice. Yours.

After years of hectic lobbying, the efforts of civil society for getting the
Right to information law were finally rewarded on 15 June 2005 when the
President of India gave his assent to the Right to Information Act 2005.  Over
the last five years however the greater challenge has been the actual
implementation of the Act.



The Right to Information Act has been hailed as the hallmark of our
democracy. The Act aims at making the government transparent and more
accountable. The effective use of it would, in the long run, curb
corruption. 'Right to Information' act has become a powerful tool in
exposing corruption at top places in the government



The Right to Information is derived from our fundamental right of expression
under Article 19. If we do not have information on how our Government and
public institutions function, we cannot express any informed opinion on it.
This has been reiterated by various Supreme Court judgments, since 1977.



Bureaucrats have been conditioned to conceal and not to reveal information.
They are not accustomed to providing information freely. This has all
changed with the RTI Act. The 'good' bureaucrats, who have nothing to hide,
and thus, nothing to fear, have welcomed this change. These are the good
officials who are genuinely interested in the betterment of Goa. However the
'bad' bureaucrats, who are either corrupt, or simply have a non- cooperative
attitude, are now compelled to fall in line with the RTI Act. .



After having been exposed by the RTI act, politicians are already
considering modifying the act to *escape* its ambit. Even former Chief
justice of the Supreme Court K G Balakrishnan just before his retirement
asked the government to exempt the Chief Justices from the RTI act. Any
attempt to dilute the RTI Act should not be allowed.

Goa’s Raj Bhavan has been declining to furnish any information under the
Right to Information Act claiming that it is not a “Public Authority”.  This
explanation given by the Raj Bhavan to circumvent the RTI Act is not
acceptable. It is deplorable that the Governor of Goa as head of the State
was himself trying to scuttle an Act which was enacted to ensure
transparency and accountability in the functioning of the administration.



The stand taken by current Governor of Goa Dr. S.S.Sidhu is deplorable more
so because he is a retired senior bureaucrat and not a politician. The Goa
Raj Bhavan cannot be allowed to breach its constitutional obligation of
having to comply with the Right to Information Act. With the exception of
Goa all other Raj Bhavans are complying with the Right to Information Act.
Instead of strengthening the RTI law, the Goa Governor has allowed it to be
weakened.



We are all part of society and if there is something wrong we must all take
responsibility. The RTI Act is a tool that can be used by every individual
to make an impact and bring about change. A properly worded RTI application
with a 10 rupee stamp on it is all it takes.



India has finally woken up to realize that right to information is a key
component in the attainment of economic, social and political rights of an
individual as well as the community at large.



We all have to be ardent supporters of the RTI Act. A lot of information was
earlier suppressed by the Government, allowing room for corruption. Now the
RTI should give the Aam Aadmi a feeling of participation. Thanks to RTI Act
the fees of the Advocate General of Goa have been brought down from 15 lakhs
to 5 lakhs a month.



A few thousand RTI applications across Goa by concerned citizens on issues
concerning the public can usher in a major change in Goa. There should be a
determined move towards our true liberation. There is a need to spread the
usage of this Act so that transparency and good governance triumphs. We now
have the power; we only need to use it. The RTI Act is very simple to use.
The benefits can be immense. The Act is very user friendly. It is not enough
to be only a desh premi, we all need to be RTI premi too.

Dear GoanettersThis is for those studying in st Anthony's High School Monte de 
Guirim and were in SSC during the year 1967-68 .We have named ourselves as 1968 
batch. We were 100 of us who appeared for SSC at that time.We met a number of 
times here and there and had a get together after nearly 40,41 years. 
Unfortunately some of them have died and cannot meet us. Last time we met on 
the 17th of November at Monte de Guirim .We had a nice time for few hours that 
we were there trying to remember the old good days. There are many of those 
whom we cannot contact because we do not have their phone numbers or address 
and if by any chance these boys are on the net please come for the xmas get 
together on the 9th January 11 at Hotel Reveira. Panjim at 7 pm.Bring your 
family along with you and we will meet and share our love together. Of course 
we pay for the expenses no doubt and so bringing your children will be ok.

POWERFUL BABE OF BETHLEHEM

The Feast of Christmas dates back to the little town of Bethlehem, the "city 
of  bread" in Israel, where  2010 years (or six more) ago Jesus  of 
Nazareth was born "in a manger". Joy  is expressed everywhere--in the 
churches,  homes,  mar­kets,  clubs,  seashores, among  old and young alike, 
among all people without discrimination of creed, caste, colour. Even 
non-Christians and atheists experience a unique atmosphere during this 
festive season. Our ears  are  full  of Christmas music: "Joy to the  world
for  the Saviour is born", "O Come All ye faithful", "Jingle bells". Shops 
remind us that we are in the festive season.
Our centre of attention is the "Crib", where Jesus was born as a simple 
child, laid in a cave-like manger (or stall), surrounded by Mary (Myriam), 
Joseph and animals, oxen and donkeys (cf.Is 1:3). It was the best and the 
driest place for the baby, being welcome by all. As the Gospel (Lk 2:6-7) 
runs: "Now while they (Mary and  Joseph) were there (in Bethlehem), the time 
came for her to give birth; and  she gave birth to a son, her firstborn. She 
wrapped him in strips  of cloth and laid him down in a manger (PHATNE in 
Greek original), since there was no place for them in the lodgings 
(KATALYMA)".
The exact date of Christmas is not registered in the Gos­pels, for they are 
not biographies of Jesus of Nazareth, but proclamation about his 
meaningfulness for the world as the Saviour. Rather than chronicling the 
facts of his life, they try to bring out the significance of his words and 
deeds for humankind. Infancy Gospel (rather than Infancy Narrative) is found 
only in the later Gospels, namely Luke and Matthew.
Till the third century of the Christian Era, Christians were celebrating the 
birth of Jesus on different dates. It  was not until 350 CE., when Pope 
Julius I declared that December 25th was the day of the Christmas 
celebration, that most Western  Churches accepted the now traditional date.
Julius I chose this date  with a meaning in mind, like a step towards 
inculturation.
The Romans used December 25th to mark the birth of the Uncon­quered Sun 
(Solis Invicti), Sun God, Mithras. In Northern Europe the winter solstice of 
December 21 was traditionally the feast of Yule. Yule logs were burnt at
this time in tribute to the gods,  Thor and Odin. By selecting December as 
Christ's  birthday, the Church could absorb and purify (rather than 
simplistically suppressing) mythical traditions and legends of the people.

Christ is the Unconquered Sun (cf.Mal 4:2; see also Jn 8:12).
But why 25th? March 25th, which was the pagan festival of Spring, had been 
adopted by the Church as a day of angel Ga­briel's Annunciation to Mary. 
After nine months from March 25th, we arrive at the date of Christmas, 
December 25th.
The  Early Church had only one feast, Easter, celebrated weekly on Sunday 
and annually on Easter Day. But Christmas points out  to the death and 
Resurrection of Jesus and prepares us for Easter. Jesus is born in order

to save the world with his death and Resurrection.
For Christians, Christmas is a part and  parcel of the Paschal Mystery, the 
mystery of death/Resurrection of Christ. Jesus is our Saviour and Incarnate 
Son of God, from the first moment of his human existence. Jesus is

the Light of the World, the Saviour of Humankind.
In the past, more emphasis was laid on the religious aspect of the Feast. 
Today it is regarded by many as a social function, and by some it is 
celebrated, paradoxal as it may appear, as a "Christmas without Christ"...
Some college students may say, "Life is  to be enjoyed, Christmas is the 
best time for it". For some it may be holiday entertainment, for others 
business. Religious fervour may have gone down in some circles, whereas
commercial gains  are stressed. Religious fervour may be dimmed by  rave 
parties, dances and balls. More emphasis is perhaps being laid on Christmas 
parties and dances. It is the best season for the tourists to visit Goa. We 
may be tempted to celebrate "Christmas  without Christ". Shall we put Christ 
back into Christmas celebration?

When we were in school in Goa, once in a while we would hear of change of birth 
dates for someathletes. One would find a much older guy in the midst of younger 
guys, playing Kabbadi or in someathletic events, at the state level. For Mr. 
Dayanand Narvenkar to stoop to such levels to accommodate his son, is indeed 
quiteshameful. Wonder what his defense would be this time around! And for a 
member of the BCCI tohave done it, it is all the more disdainful.

The Mapusa Police, after much dilly dallying, registered a case on Friday under 
Sections 420, 468, 476 of IPC filed by Dr Shekar Salkar against Dayanand 
Narvekar, Sushma Narvekar, Ganeshraj Narvekar, Dr Ravindra Chodankar and P R 
Borkar for alleged forgery of the birth certificate pertaining to Ganeshraj 
Narvekar.
Dr Salkar in his report stated that there were several birth certificates 
pertaining to Ganeshraj and that the latter had played thrice in Polly Umrigar 
cricket tournament in 2005-06, 2006-07 and 2007-08 seasons when as per the BCCI 
rules, a player can play only twice.
“There are certificates stating that Ganeshraj was born on 28-2-1993, 1-9-1993, 
and November 1994/95. That apart, the certificate produced in the first school 
shows the birth date as 28-2-1992,”alleged Dr Salkar. “The BCCI had also 
circulated a list showing that Ganeshraj is not eligible to play further in 
Polly Umrigar, but that he had played after changing the name to Ganesh, thus 
denying a genuine Goan player a chance to play for the State,” claimed Dr 
Salkar. “The boy’s certificate shows the name as Ganeshraj alias Ganesh,” he 
stated.
Dr Salkar alleged that the changes in birth certificates were done during the 
period when Dayanand was a minister in the Government, thus misusing his 
official position.
“I have procured the certificates through RTI and it is a water tight case. In 
one certificate it says that the child was born at home while another says that 
he was born in the hospital,” pointed out Dr Salkar. The birth certificates of 
those born in Porvorim are registered in Pilerne Panchayat, Dr Salkar clarified.
Initially, the Mapusa Police, who were reluctant to register the case referred 
it to the Directorate of Prosecution which opined that prima facie the case 
needed to be investigated. In fact, when I could not file the case in the court 
today as it was a holiday, I turned to the Police again and I was successful in 
getting the case registered at last,” disclosed Dr Salkar.
“There are several discrepancies in the birth certificates and these are of 
very serious nature,” concluded Dr Salkar

Dear Tony,
It was not my intention to criticize the lifestyle in Goa, nor to make
comments on the situation there. The post was in reply to Arwin who wanted
to take away the option of migrating from Goans contemplating it, on the
grounds that they would be responsible for Goa losing its identity.

I believe like many others that changes in Goa must come from Goans living
there. If someone has left Goa temporarily or permanently (like Arwin
himself), they lose all right to tell the residents how things should be.
Having said that, the angst of the Goa situation makes those in the Diaspora
say things they should be silent about. The psychology of the Diaspora Goan
is that the longer one lives out of India, the more the attributes of
bribery, corruption, inefficiency and injustice become absolutes. To those
in India they are merely relatives, as they have had to evolve through it
all. 

Therefore it would be best that the Arwin Misquitas and Freddy Agnelo
Fernandeses would be better off morphing into the George Sudharops of the
Goan community. Do what you can for Goa in a postive way, and do not get
bitter or try to improve Goa from afar. That can have a deleterious effect
on one's health and it can do no good for Goa. The forces from India coupled
with the class of politicians that Goa has been producing are far too strong
for any home-made remedy. I am hopeful that that eventually a desire for
change will come from the people of India and that will engulf Goa in its
path just as the negative forces have done for now.

Tony, I promise not to look at the underbelly of my ancestral homeland and
instead find what is good in it. In the spirit of Christmas, I wish all my
Goan brothers the best of their dreams and the love of their families. I am
touched by the sincere Christmas wishes of my Hindu brothers of this forum.
Unitedly, they have proclaimed that we are one Goan, sons of the same soil.
That we do not need the Indian constitution to teach us that we must live
together in peace and when the time comes, to take a single stand on the
forces from wherever they come, that seek to divide us.

Something is rotten in the State of Goa, yes it certainly is.
But then are things really different in Bihar, UP, Delhi, or for that matter
anywhere else in India?
But then think back and reflect about your adopted countries.
Was the US which is much touted about really much different during the days
of the prohibition? Or is the Mafia a college fraternity like alpha, pi,
sigma?
And England, weren't people shanghaied and conscripted in the navy? Weren't
they deported to Oz for the most trivial of reasons such as stealing a loaf
of bread? Or Good ole France when the Empress - Marie Antoinette was it?
exhorted people to eat cake if they did not have bread?
I am not defending Goa or India.
You have to be the change to make the change. That is something you cannot
do if you are overseas. You must be here to make he change.
With the stoic fatalism of the orient, we Goans have learnt to accept our
fate - Churchill, Valanka, Dynastic Rule et Al notwithstanding. :/
And with the characteristic laziness of the coolies, we do not want to be
bothered to make any change - So long as we get our xit koddi and the
copinho that cheers, we let things lie (A la sleeping dogs).
No hot shot high pressure living for us. No rushing around to make changes.
We keep our equanimity and stay cool. We are quick learners and we have
learnt to game the system.
You have a choice and the freedom to live here or elsewhere.
So be it.
(And while you are at it, please don't hassle us about changing the system.
In case you have forgotten, look out and see. Its Christmas time, and as in
Brasil during Carnival, Goa forgets everything else and concentrates on fun
and Sunburn - that too despite the weak winter sun)

and corruption and garbage and casinos and river princesses and stray
cattle.

SANTA CLAUS:

St.Nicholas, Bishop of Myra, in Lycia, on the coast of Asia Minor, at the 
time of the emperor Diocletian, was honoured by the Greeks and the Latins on 
December 6. he was Bishop of Myra in the time of the emperor Diocletian. He 
was persecuted, tortured for the Faith, and kept in prison until the more 
tolerant reign of Constantine, and is said to have been present at the 
Council of Nicaea (325 CE.), though Athanasius, who knew all the notable 
Bishops of the period, never mentions Nicholas, bishop of Myra. The oldest 
known monuments of the cult of St.Nicholas seems to be the church of 
SS.Priscus and Nicholas, built at Constantinople by the Emperor Justinian. 
He is the Patron Saint of Russia. He is the special protector of children, 
scholars, merchants, bakers, sailors, and is invoked by travellers against 
robbers. In art, St.Nicholas is represented with various attributes, being 
most commonly depicted with three children standing in a tub by his side.


A legend of his surreptitious bestowal of dowries upon the three daughters 
of an impoverished citizen, who, unable to procure fit marriage for them, 
was on the point of giving them up to a life of shame, is said to have 
originated the old custom of giving presents in secret on the Eve of 
St.Nicholas, subsequently transferred to Christmas Day, hence the 
association of Christmas with "Santa Claus", an American corruption of the 
Dutch form "SINTERKLAAS", the custom being brought to America by the early 
Dutch colonists. St.Nicholas evolved into Father Christmas in Germany and 
Protestant northern Europe. The Dutch took "the visit of Saint Nicholas" to 
America.


Christmas is the time to think of the poor, sick and old. People distribute 
clothes, sweets and gifts among the poor. This love and warmth gives us the 
feeling of Christmas. Beggars visit houses and experience the generosity of 
the people. All of us are invited to be "SANTA CLAUS"!

The term "Social Worker'" should have a lot of respect and yes there are
many people who are upholding the same, with their sincere work for the
community. But we also see "New Social Workers" propping up and distributing
"goodies" to the electorate, with the dubious aim of buying votes; so as to
win the next elections and continue with the historical legacy of
looting/destroying Goa. Goans must realise what is the source of funds for
the goodies that are being distributed; is this not the money of the Common
Man, which has been realised by the respective "Social Workers'" via
excessive corruption, mega-projects, destruction of our environment and sale
of Goa to outsiders?

With due respects to Arwin's views, I dont think his comment that the high rate 
of Goan permanent migration is a major reason for the rapid deteiroration of 
Goa's identity.  If people  move to large cities like Mumbai it is only for 
better education and for better job opportunitites and not because they dont 
love Goa.  So too Goans go abroad seeking better jobs in Gulf and on ships.  If 
Goans migrate it is only for a better standard of living and better quality of 
life for themselves and their future generations.  If an opportunity exist no 
one in is right senses would want to continue with the corruption, difficult 
transport, indiscipline, filth, pollution, survival of the fittest, strongest 
and those with right contacts etc. with sadly exist in Goa/India.It does 
not mean that those Goans who migrate have no love for Goa.   Does it mean that 
Goans who continue living in Goa love Goa more than those who have moved.   In 
fact most Goans who have migrated generally make it 
  a point to keep their ancestral properties and come down every year on 
holiday.  In what way could Goa be a better place or retained its identity if 
Goans with no decent jobs continued staying in Goa.  I am not taking up for 
Goans who after migrating try to show off their wealth and maybe ridicule the 
local Goans.  By and large Goans who have migrated dont belong to this 
category.They love Goa and would continue to do so always.

Maoist violence delays church restoration, and the Catholic Parish of
Batticola village that has vanished in thin air

Sikarma Catholic parish is a blessed one - it escaped anti Christian
violence both in Christmas 2007 and the 23 August to November carnage of
2008. But today it is a Parish in mourning. Five of a local Catholic Dalit
and Tribal families were wiped out when an ambulance they were travelling in
was blown up in a bend in the forest road on its way back from a Hospital in
Behrampur some 200 kilometers at midnight on 27th November 2010. Ironically,
the pregnant woman the family had taken to the hospital gave birth to a
stillborn child because they had delayed too long. The tragedy was further
aggravated, for among the dead was a pregnant social worker, and a three
year old girl who would not stay back at home with her father. The social
worker and the ambulance driver were the only one not related to the others.
She had volunteered to accompany the woman in distress.

Maoists had a few days earlier shot dead a businessman and Hindutva
political activist Manoj Sahoo, 35, at point blank range in the marketplace.
Sahoo was a contractor and had been listed in a public handbill reportedly
published by Maoists after the assassination of VHP vice president
Lakshmananda Saraswati on 23rd August 2008, which triggered off a three
month orgy of anti Christian violence by the Rashtriya Swayamsevak Sangh
groups Bajrang Dal, Vishwa Hindu Parishad and Adivasi Kalyan Parishad. Manoj
was an enthusiastic local leader of that violence, according to the
villagers.

In another incident three moths ago, two Christian home guards were killed
by the Maoists who accused them of being police informers before slashing
them with sharp weapons and then executing them with gunfire.

In the terror that now pervades the area in Brahmanigaon and Sikarma, people
are afraid to come to work. According to the Parish priest of Brahmanigaon,
his work of reconstructing the church burnt down on Christmas Eve in 2007
has been stalled because the contractor has chickened out.

In a black turn to the tragic story of nearby Sikarma, the Maoists
reportedly apologized to the surviving members of the small well knit- clan,
and have offered compensation. The surviving family members told me they
would refuse the money if indeed it was given.

The Maoists had set the trap - a powerful wired anti-vehicle mine set off by
a long distance switch - for a local senior police officer, who was to pass
by the same route in a white vehicle, very similar to the ill-fated hospital
ambulance. The policeman apparently changed his plans at the last moment.
According to villagers who wish to remain anonymous, the ambulance driver
too had been "warned" by unidentified persons not to travel along that route
so late at night, but the family was in a hurry to reach home to collect
money for the Behrampur hospital where their patient required fresh
infusions of expensive blood.

The ambulance driver avoided possible Maoist "checkpoints" in the nearby
Brahmanigaon area by taking a detour through the local police station and
hospital before coming back to the only road to the village, and its
rendezvous with tragedy. It would seem that the Maoists mistook the
ambulance be the vehicle of the policeman and set off the blast. Later, they
dragged the bodies of the driver and another man close to the culvert,
seemingly to identify them. The women€  ’²s bodies were still far away from
the shattered vehicle.

It was some days after the blast that I came to the village after passing by
the twisted remains of the jeep-ambulance by the culvert. I met the family
which was still in a trauma to be very coherent. The story was narrated by
Sister Teresa who runs a dispensary in her convent, and Fr Dushmant, the
assistant parish priest, who had helped pick up the pieces of the bodies as
they lay, splattered over 500 meters in the jungle. Dushmant has himself
seen violence at close quarters. He was earlier in the Kanjimendi-Nuagaon
Pastoral House when it was burnt by marauding mobs in August 2008.

Fr Dushmant says they are still to find the legs of one woman, and the head
of another.

Sister Teresa said she had earlier attended on the pregnant woman, Bonita,
the wife of casual labour Buna Digal. She had diagnosed that the woman was
carrying a fetus too large for a normal delivery. She told them to take the
woman to the government hospital in Phulbani or to Behrampur. Buna waited
too long. By the time his driver friend Simon Pradhan brought the hospital
ambulance, rushed Bonita and her relatives to the hospital,

The consumer protection courts in Goa are unable to functioning effectively.
While the North Goa Forum is without a president, the South Goa forum has
been short by one member for a long time. The affairs at the State
Commission are worse with, the President, a retired High Court judge from
Maharastra coming once a month, but the other two members are yet to be
appointed.



As the law requires that the State Commission President should be a retired
High Court judge we may soon find a full time person locally for the post.
With High Court Justice Nelson Britto retiring next month on 8th Jan,  the
government should consider accommodating him there on a full time basis. The
government must however ensure that the elevator at Junta House works. As
the office of the State Consumer Commission is located on the fifth floor,
it would save a retired high Court judge the embarrassment of having to
thread up many steps.

BICHOLIM DEC 24: The Bicholim police today arrested three persons in
connection with dowry and attempt to murder case of a woman from Vathadev
Bicholim.

According to the information provided by the Bicholim DySP, Bossuet D'Silva
the complaint was registered by the brother of the woman, Mohammad Gavas
from Dhabdabo Bicholim. As per the complaint his sister, Sabina had married
Rafique Shekh from Vathadev. After the marriage Rafique went abroad to work
leaving behind Sabina with his family.

"As per the complaint the members of the family including Sabina's
mother-in-law; sister-in-law and brother-in-law were harassing her since
last few months and also a non-cognisable offence was earlier registered
with the police" DySP, Bossuet D'Silva told Herald "they were demanding TV,
washing machine and furniture and their demands were increasing day by day."

As the family got fed-up with Sabina they planned to kill her and on 18th
December the trio added Rattol in the chapati and gave it to her. Sabina was
later rushed to GMC and was almost on the death bed. "We recorded her
statement when she was fighting for her life the next day and she had told
that her in-laws tried to kill her by adding poison in the chapati that she
ate" D'Silva told "as she was immediately shifted to the hospital she
survived and the doctors were able to clean up the poison."

Following the incident the Bicholim police today registered a case against
Sabina's mother-in-law, Fatima Shekh Ali; sister-in-law, Shakila Shekh and
brother-in-law, Husain Shekh and were arrested. All the three were arrested
under section 307 for attempt to murder; 498 rw (34) IPC for harassment and
dowry case. Bicholim PI, Harish Madkaikar is further investigating the case.

PANAJI: A 52-year-old woman, and her two children, was arrested by Bicholim
police for allegedly attempting to kill her 20-year-old daughter-in-law by
feeding her a roti laden with rat poison as her parents failed to meet their
dowry demands.

The victim, Shabina Sheikh, in her statement to the magistrate, said that on
the afternoon of December 18 she was forcibly fed a roti laden with rat
poison by her mother-in-law and sister-in-law, who always taunted her for
failing to meet their dowry demands.

She said that after she ate the roti, she started feeling uncomfortable and
when she complained, she was assaulted by her brother-in-law. She suffered
in writhing pain, till her brother Mohammad Gaus arrived at her marital home
after being informed of her condition by neighbours and took her to the
health centre at Bicholim. As she was continuously vomiting, the doctors
shifted her to Goa Medical college and hospital, Bambolim, where she was
admitted for three days. In GMC, the magistrate recorded her statement. Her
condition is now stable.

Based on the statement given to the magistrate and a complaint lodged by
Gaus, the Bicholim police have registered an offence against Shabina's
in-laws and arrested them. "We have arrested the mother-in-law Fatima

Police said that Shabina got married one-and-half-years ago and right from
the time she arrived at her husband's place she was continuously taunted for
failing to get dowry. "The taunts and torture of her in-laws increased after
her husband left for

taunt her and criticize her for failing to bring home a TV set, furniture,
fan and washing machine as gifts after marriage. When she sat on the sofa,
they would taunt her saying that the sofa was not bought by her and then
force her to sit on the floor," said sources.

On December 18 at about 3 pm, when she was sitting in the veranda, her
sister-in-law Shakeela came and started teasing her for failing to meet
their dowry expectations. "This led to an argument between the two. An
annoyed Fatima supported her daughter. Angry with her daughter-in-law, she
prepared a roti laden with rat poisonand then the mother-daughter duo forced
Shabina to have the roti," said police sources. Within 15 minutes of having
the roti, Shabina started getting severe pain and when she complained, her
brother-in-law Hussain slapped her and asked her to remain quite.

PANAJI: This Christmas, Santa’s goodies are not bringing much cheer to Goa’s 
fragile coalition government. Nearly a week after NCP supremo Sharad Pawar 
asked 
Chief Minister Digambar Kamat to reinduct Francisco (Mickky) Pacheco into the 
cabinet, a rebellion has broken out in the government. 

A group of 10 ministers led by PWD Minister and south Goa strongman Churchill 
Alemao have threatened to resign and topple the state government if Mickky was 
brought back into the cabinet. The 10-member team includes Sports Minister Babu 
Azgaonkar, Education Minister Babush Monserrate, Urban Development Minister 
Joaquim Alemao and legislators Pandurang Madkaikar, Francis Silveira and Agnelo 
Fernandes. 

According to NCP leaders in Goa, Pawar had asked Chief Minister Kamat to drop 
either state revenue minister Jose Philip D’Souza or current tourism minister 
Nilkanth Halarnkar to make place for Mickky. 

But this is being opposed by Congress MLAs. “We will resign and topple this 
government if the tainted MLA is brought back,” said Churchill Alemao. The two 
NCP minister have also refused to quit and make way for Mickky. 


Earlier in June this year, Mickky Pacheco was made to resign from the post of 
tourism minister after he was charged for culpable homicide not amounting to 
murder, abetting suicide and destruction of evidence in the Nadia Torredo case. 
The former minister had also spent two weeks in police. The matter is still 
under investigation. In his four-year tenure as the state CM, this is Kamat’s 
tenth attempt to save his coalition government from being toppled. For now, 
Kamat’s meetings with dissident MLAs are yielding no results. The CM is now 
waiting for the visit of Congress’ general secretary BK Hariprasad next week to 
resolve the crisis.
