When we are in a classroom, particularly that of a school, the world outside 
seems so much fun. One can’t wait for the last bell to ring and dash out of the 
classroom with howling urgency. I particularly never liked the air-tight 
regimen and unnecessary memorizing of information, which all students had to 
undergo in schools. So, when a copy of Free From School landed in my hands, I 
started to read it immediately. Here was one book which suggested an 
alternative to learning in school. What more could anyone who had a difficult 
experience in school, ask for?

A few months ago I had read the slim book titled Deschooling Society by Ivan 
Illich. This book when published in 1971 had caused quite a controversy. What 
Ivan Illich quite simply suggested was to do away with schools to have a better 
society. The ideas that Ivan Illich suggested instead of formal schooling way 
back in the ’70s, I feel, had little practical use but with the rise of 
internet his ideas can be looked into afresh. Schools are not necessarily the 
temples of learning; they are also used by the ruling elite to propagate 
ideologies that justify their power. The French philosopher Louis Althusser in 
his Lenin and Philosophy and other Essays says, “…the school (but also other 
State institutions like the Church, or other apparatuses like the Army) teaches 
‘know-how’, but in forms which ensure subjection to the ruling ideology.”

Ivan Illich’s book is firmly rooted in academia. Rahul Alvares’ Free From 
School, on the other hand, is an honest and delightful account told by a 17 
year old, who took a break after his SSC (scoring a whopping 87% marks!) 
examinations to find his ‘true calling’. Since Rahul was finding school 
becoming “quite a chore”, his parents Claude and Norma, decided to offer him a 
year’s break after completing the SSC examination to do anything of his choice. 
Both the parents observe that schools, “…often does not encourage learning. In 
fact there is good evidence that learning stops once schooling begins.” There 
was only one condition imposed on young Rahul: that he would maintain a regular 
diary and produce monthly accounts of special events and experiences.

When we read this book it is not important to consider how well Rahul wrote 
this book. What is more crucial to note is what Rahul and his parents dared to 
do. Since Rahul was interested in wildlife, his parents left no stone unturned 
to see to it that their son got the maximum exposure in an area of his liking. 
The result: Rahul ended up travelling far and wide all by himself to various 
zoos and wildlife sanctuaries to gain some experience and learn about the 
various types of animals. Snakes seem to have a special place in Rahul’s heart. 
“In fact, as mum tells it, I seem to have gone out of my way to befriend snakes 
as a child. I would be afraid of dogs…they had teeth and could bite, but snakes 
didn’t appear to have any…,” he explains.

Rahul gives an account of the various places he travelled and the institutions 
in which he apprenticed during the one year sabbatical. Along with his memoir, 
Rahul gives some tips to breed and take care of fishes, measures to be taken in 
case of snake bites, garbage disposal, etc. Since he travelled on his own, 
managing money and preventing theft was also Rahul’s main concern while on the 
go. 

If our interest propels us to learn any facts or information our chances of 
retaining them and actually using them in our daily and practical lives is 
greater. Rahul too, had such an experience in a crocodile research facility 
near Chennai, “Apart from my practical studies, there was a huge library at the 
Croc Bank where I would browse through several books on crocs, snakes, 
monitors, turtles, the works. It was always with great pleasure that I would 
search for information about something that I had learnt or seen that day. And 
the best part is that although I didn’t have to memorize the facts for any 
examination, nothing of what I’ve read has gone out of my head.”

The experiences of the Alvares family indicate that we can look beyond school. 
If the grind of mugging up the whole textbook(s) leads to the destruction of 
creativity in a child, is there a difference between a student and a factory 
worker working at the assembly line? This book is in no way a guide for parents 
who feel that the present education system does more harm than good and who 
would like their children to try some other things. This book, in fact, serves 
more as an inspiration for parents wanting to take the plunge in cold water. 
This book says, dive in, the water is very refreshing!

Since the choice of Rahul to take a sabbatical and pursue a career that was 
other than that of the clichéd doctor and engineer, he surely must have faced a

Thankyou Ignatius for your comments.Irrespective of whether it is Churchill 
Alemao or Alex Sequeira holding charge of the Power Portfolio in Goa( I believe 
it is Alex Sequeira) the Chief Electrical Engineer and the relevant Staff 
responsible for the death of Arjun must be brought to book. It is not a 
question of the Police accepting or rejecting a First Information Report(FIR). 
The Code of Criminal Procedure has sufficient provisions for aggreived citizens 
to move the Court directly , notwithstanding inaction by the Police. The 
Judicial Magistrate has powers vested in the position to direct the Police to 
investigate and  in apt cases to even monitor the police investigation. 
It would however be prudent  that a family member of the deceased be a formal 
signatory to the Complaint.
 
 I reiterate that I would be personally willing to help the family get 
justice.

  Strangely  similar  to   Roland  Francis`  account  many  months 
ago..  Mezak  Mure  which  I think  happened somewhere in  north 
Goa  (  was  it  Bastora  or  thereabouts  ?  ) when  as  youngsters  my 
brother  and  I were  boarders  with  our  aunt  Emilia in Bombay of   of 
the  50`s , we  were in the months of April- May introduced  to  the  joys 
of  rural  Goa.  Aunt Emilia, keen to  introduce  us  to traditions informed 
us  that  she  had  to  have us  registered  aszonekars of  the 
village  of Pilerne where  our  dad had originated. To  see the  tomes of 
old  sombre looking rgisters  which  the   escrivao perused as he 
questioned aunt about us, was  a small education in itself. I don`t 
remember  the  details but  Aunt Emilia`s  eyes  had that  gleam of  success 
that  these  2  young  afrikars were now  joining the rest their forebears 
in  the  tomes.
 The escrivao   , she  later  told  us ,  had informed  her that  about 5 
generations ago our  branch of g-grandfather`s family had  moved  from 
Nachinola to  Pilerne. I  wonder  if  it  had  any connection to Nola 
dancing for some  agent !!

Dear Dominic,

My Dad told me of the 'origin' of that name when he realised that I
was going to be an in-law of Nachinola. Interesting that Marshall and
I have some common paths (St Vincent's Poona  Nachinola). Yes, I too
heard about that tragic story.

Having said that, folklore also has the village south of Navelim
(Dramapur) as originating from Dhor, Mar ani Pur (Catch, beat up and
Bury).

BTW: I always wondered why it was that the folks from the
formerly-picturesque village of Assolna were said to be a constipated
lot.

CEE via the Consumer Protection Council(CPC) of which I am a member listing the 
lacunae and with suggestions short term,long term and strategic(under headings 
Administration in Vidyut Bhavan, Trainning,Communication and General) were not 
taken  quite seriously despite many official reminders.In fact the last meeting 
of the Council was held on 21/10/09.This is the year 2011,no action taken 
report on the many decisions passed, no compliance of the CPC Act regarding 
regular meetings which High Court was assured is being done etc. They seem to 
be able to get away with anything! Just visit Vidyut Bhavan and ask for updated 
Citizens Charter.They charged me R2/page for pure information under RTI ,not 
involving any xerox or CD or maps etc. 
With the CEE reportedly on his 5th Extension of service, they all are a cosy 
mutual support bunch and can just ignore suggestions and complaints at their 
sweet will and fancy. No punishments,nothing going from their pockets, all 
doing very well for themselves.
 
 The Administration which I observed is in shambles/ no proper coordination and 
monitoring, requires a work study and complete overhall, but  with the present 
set up in government, I can see no hope. Facebook has thrown up others who are 
willing to match JoeGoa's cash offer to any public spirited lawyer willing to 
take up this serious matter of negligence in Court! 
 


[Goanet] Water Bottling instead of Mining in Caurem

South West Monsoon brings us plenty of water every year. And the hills of 
Caurem, with a green forest cover and leeward side topographic relief coupled 
with rock formation that facilitate water table higher than the ground level is 
the God's gift to the villagers of Caurem and Goa. The water from this water 
table is the purest and it comes down through the capillaries in the ground, 
join together to become springs and in the process getting enriched by various 
ingredients that contain all that is required for human beings to flourish.

You could see many springs in the area ten-twenty years ago even during the 
peak summer. But the greed of few people is destroying the lands, the 
mountains, the forests, the acquifers and resultantly the springs. 

Normal purified bottled water sells at Rs 15 per bottle. The abundant water 
from these springs will certainly fetch a premium. 

A co-operative of villagers can set up a project to bottle this water on lines 
of Amul. This is a sustainable project, because water is renewable unlike iron 
ore, which is limited. While forests, top soil, acquifers and water table are 
destroyed by mining, bottling activity will enhance these resources.

The villagers will benefit immensely by way of employment and dividends from 
the profits of the co-operative. The Government of Goa will also receive higher 
net revenue than what is provided by the mining royalty. Truck owners also will 
get higher rates for transporting water bottles, as the commodity is priced 
twice of iron ore.

Such an envionment friendly and renewable resource sustainable projects can 
achieve financial closures more expeditiously, thanks to the impetus given by 
the World Bank and other multilateral financial Institutions. Added to this is 
the Tribal angle of the local populace. RBI's policy related to priority sector 
lending will also find a dream project to nurture. Many philantophists like 
Bill Gates of Microsoft, Narayan Murthy of Infosys and Azim Premji of WIPRO are 
scouting to incubate such projects.

PANJIM, May 20: Possibilities of Konkan Railway trains
stopping at the Borivali station in Mumbai -- a centre where
a significant number of Goans currently reside -- is being
taken up with the Konkan Railway Corporation authorities.

An assurance to this effect was given by the NRI Affairs
Commission in Goa, following the issue being raised by Goans
based in Borivali.

  The Goan Cultural Association (at La Paloma, Near
  Corporation Bank, Maryland, I. C. Colony, Borivali
  West, Mumbai 400 103) has been taking up social,
  cultural and related issues of Goans based there,
  and the issue of KRC trains stopping at their
  station was among those raised by Albino Monteiro
  and others.

The possibility of stopping the trains at Borivali Station
is being taken up with the authorities of KRC, said U.D.
Kamat, Director for NRI Affairs, in a written communication.

STUDYING PROFESSIONAL

On the issue of domicile-requirement waiver for NRI Goans in
professional institutions in Goa, Kamat argued that there
currently no domicile requirement for two categories of
seats for professional education in Goa.

The first category of reserved seats -- under the common
prospectus for Professional Degree Courses (Session 2011-12)
-- is for children whose parents or grandparents were born in
Goa, who do not fulfil the residence criteria prescribed for
the general category.

Applicants claiming seats under this category have to
produce a Certificate of Nativity (by birth in Goa) either of
parents or grandparents from the competent authority, i.e.
documentary evidence based on documents issued by Government
authorities clearly establishing their link with the
applicant, Kamat noted.

NRI applicants holding Indian passports are also eligible for
consideration provided they have studied and passed
qualifying examination from school or colleges located
outside India, in the country of their residence.

NRI candidate must produce a certificate issued by Indian
mission abroad stating that the a parent of the applicant is
an Indian resident under that country. Apart from this, a
certified copy of the passport as proof of being an Indian
citizen and provisional eligibility certificate from Goa
University must be furnished with the application.

It will thus be seen that there is no domicile requirement
in either of the two categories mentioned above. This being
the case, the question of waiving such a requirement for NRI
Goans seeking admission in professional institutions in Goa
does not arise, Kamat noted.

  However, the above categories relate to only a very
  limited number of seats among those available in
  Goa, and might not meet the needs of a State like
  Goa which has such a large ratio of emmigration
  taking place from its shores annually.

Replying to issues raised, the Director of NRI Affairs said
as and when Goan associations within India as well as abroad
come forward to organize conventions, the Department of NRI
Affairs invariably takes the lead in sponsoring copies of
VCDs, audio CDs, books etc brought out by Goans in the field
of art and culture at these conventions.

Kamat pointed to an upcoming programme of Ekvat, the Goan
diaspora cultural group, that is to perform at Mumbai and
other Indian cities -- including Bengaluru (Bangalore) and
Delhi -- in June 2011, at an invitation from the Commissioner
for NRI Affairs.

The 20-member group will perform in these cities between June
4 and 11.

At Mumbai, the performance would be on Thursday, June 9, 2011
at the Tata Theatre, NCPA, Nariman Point, Mumbai from 7.00 pm
to 8.00 pm. Invitations are available from Terence D'Souza,

Every individual is rooted to his culture unconsciously and not by any
special efforts.The immigrants in a foreign land unable to manifest
their cultural urge in new surroundings form associations in order to
keep alive their customs, traditions and way of life , which they miss
very much alienated from their roots Hence they transpose their
culture to a different place without any force or compulsions,Many of
our minority community members have established prestigious clubs,
associations abroad. These organisations not only satisfy their
immediate needs of a common bond , but support many noble, charitable
programs back home. It shows that they are always rooted to their
cultural moorings It is true that having lost touch due to long
absence ,their ability to converse is at a distinct disadvantage The
proposition that learning English at primary level leads to
de-culturerisation is a myth propagated by vested interest  English
medium at primary level is not going to alienate our children. 20
years back when the medium of instruction was English was it a cause
for decline in our so called culture ? The large number of  students
enrolled in private English medium schools are a threat to our culture
? and if so what steps are taken to avoid this dangerous down slide ?
What ever be the culture, we want to preserve, can it be not brought
into learning through  English Medium. All those countries using
English have lost their distinctive culture ?To day the individuals
preserving culture in any forms are not the products of regional
language medium. There are many individuals with English educational
background and without any formal education in regional languages, who
are the real crusaders keeping Konkani alive through their writings.
The tiatrist are an best example. Every body is aware that oppression
of 450 years of Portuguese rule did not annihilate the language, but
still we want to believe that 50 years of liberation alone will
preserve our culture. One may want to ask, as to what is the
distinctive aspect of Goan culture that all are agreed upon ? Are
casinos. drugs, night life, rave parties, street carnival, our dress
preferences, celebration of our functions and festivals are a part of
our new found culture, that we are all proud of ? What aspect will
qualify to be original Goan ? Language , which is necessary for
survival or birth records ? The present generation is subjected to
cultural invasion due to communication and easily assimilate what they
like, abandoning a few customs and traditions and thus a mixed pattern
of anew culture will take roots The politicians want to divide the
people on narrow religious considerations for their very survival
Discarded politicians want to project at this stage as the Saviours
and to cash on popular movements The likes of  Adv. Bembre, Dr Wilfred
were not vocal and expressive in writing, earlier People ,who wanted
to destroy the very identity of GOA  by merging it into Maharashtra
and cunningly inserting Marathi  as the mother tongue are now rooting
to preserve identity. All our leaders , who are the products of
English Education have lost their culture and identity ? No matter
where we are situated due to circumstances there is yearning to
reflect our own identity Let the people be not denied their right and
right to choose in a democracy. The grants are contributed through
taxes  by all Goans and nobody appreciates grants to Kanada, urdu
medium schools .when there is no reciprocal arrangement Goans have
spread the flavour of our living, our culture, a mixture of east and
west to every corner of the world, that has made the place a tourist
attraction

the Goa Legislative Assembly. Many aspirants must have already started
the spade work. But all that is done in the last few months before the
polls has all that extra impact.

It you are to win and especially contesting for the first time you
would have to ensure that you go out of the way to lure your voters.
Today there are no principles and ethics in elections. The voters have
become as shabby as the political game has transformed into. Today for
an assembly constituency you need to be spending at least five crores
to have a reasonable chance of winning. That’s how low Goa’s voters
and Goan politics has stooped.

It is very important till polling day to ensure that you rise early.
Your doors and windows should be ready and open for the public at
sunrise. Even if you have never smiled you would have do so and put a
brave show.  It any way costs you nothing to say “Hello” and ‘Good
morning”. Always expect some extra people for breakfast and quite a
few for lunch and dinner. At Churchill Alemao’s residence there are
regularly over 100 extra mouths to feed at lunch. From where all that
food comes is a different question. Make sure you stock enough alcohol
to keep the spirits of your voters and workers high.

It is time to organize the Mahila Mandals in every ward of your
constituency. If you keep them happy the results will be there to see
on counting day. You would have to start sending your voters on
pilgrimages to Shirdi, Vailankanni or wherever they wish to go on a
jaunt.

Candidates would also have to get going on organizing all sorts of
tournaments over the next twelve months to keep the youth in good
cheers. Every festival will have to be celebrated in style. We will
first have Ganesh, followed by Narkasur, Diwali, Christmas, New Year,
Carnival and Easter before elections 2012. And of course the Id and
Moharrum cannot be ignored by any candidate at least this time. Every
church, chapel and temple feast will have to be celebrated in style.
This year we can expect a record number of sponsored Narkasurs and
Christmas trees all over.

Some candidates may also have to start paying the electricity, water
and telephone bills of their voters. Do not be surprised if medical
and other bills are also stacked on you. Try and stand around wherever
new roads are being tarred or drains are being laid. It does help
sometimes as some voters get fooled thinking that you have managed to
get the works approved.

From now to polling day candidates will have a hectic scheduled
attending baptisms, first holy communions, weddings, anniversaries,
birthdays, house inaugurations and funerals. You cannot afford to miss
any. Today some of the voters have become so smart that they somehow
expect and manage to get the candidates to sponsor the whole if not a
part of the expenses of these functions.

For heaven’s sake do not borrow money to contest elections. If you win
you will be able to recover and payback but if you loose it could be a
nightmare. Goa is already having a high suicide rate. Don’t add to it.

To all prospective candidates, till the last vote is cast maintain
your cool. Don’t ever lift your hand or raise your voice. Keep your
nerves in place. And like our Education Minister Babush Monseratte do
not carry credit or debit cards. Hard cash in different denominations
in your pocket all the time. The more of it the better your chances.

Till polling day candidates should avoid any F.I.R being registered
against them. Assign all the work of distributing cash and goodies to
your henchmen. Don’t be caught on the wrong side of the law.  Try and
keep away from major and minor vices till the polls are over. And if
you have a weakness for women, keep a safe distance from them. A case
of molestation, outraging the modesty or attempt to rape is something
you could do without at election time.

At the end of the polling you should be able to have a feel whether
you are still in the race. If you feel you have gone for a toss there
is no point getting up early on counting day. You can swallow an extra
tablet of compose and just sleep it out. Get up late and over
breakfast watch the results over television. Cheer yourself by saying
better luck next time around and just hit the bottle to chill out.

A photoblog is great to go through. Rajan Parrikar is onto a good thing.
Those of us who have no skills need not despair.

Makeuseof.com has put out a pdf guide on starting a pictureblog. It is easy
to down load. I should think Goa could offer a lot of scope for a photoblog.
We could jointly contribute to it and have various sections like illegal
mines, garbage and its disposal in Goa, places of tourist interest, wild
life sanctuaries, temples and churches, chaotic traffic scenes and a host of
other sections. JoeGoaUK and Rajan could contribute a lot to this project.

BEIJING: China, in a rare admission has acknowledged that the biggest dam in 
the world, Three Gorges, on the Yangtze River, has caused a range of 
environmental problems that need to be urgently addressed. 

A statement issued after a cabinet meeting headed by Premier Wen Jiabao said 
while the project had played a key role in flood prevention and power 
generation, it had caused severe problems to the environment, shipping, 
agricultural irrigation and water supplies in the lower reaches of the Yangtze 
River, an area of 633,000 sq km shared by eight provinces. 

The Three Gorges Project, built with a budget of $22.5 billion, is a 
multi-functional water control system, consisting of a dam, a five-tier ship 
dock and 26 hydropower turbo-generators. Construction began in 1993 on the 
$22.5 billion dam on the Yangtze River - the world's largest hydroelectric dam 
- and the project in central China began generating power in 2008. 

About 1.4 million people were displaced to make way for the dam and its huge 
reservoir, which has put several cultural heritage sites deep underwater. The 
official admission came as a lingering drought, in central and southern China, 
has left residents and livestock without drinking water and dried up rivers 
across the lower reaches of the Yangtze River.
