There are not many people like Gen JFR Jacob in today’s world. He is
an extraordinary person. Not many would think of writing a book at the
age of 88. Brutally frank in his opinion, he has spared no one —
neither his colleagues, nor his superiors — in this book.

The author is, more than anything else, a good human being. His
holding of many top positions in the Army, besides being the Governor
of Goa and Punjab, has not made him arrogant and opinionated, though
his latest book may give a few readers that impression. I have known
him for many years since his days as Army commander. He is a warm
person and I have no doubt that his controversial opinions about
important persons are given without any malice. Also, these opinions
cannot be ignored as they have been made about persons who have played
vital roles in events like the 1962 India-China war and the 1971
Bangladesh liberation war.

There are not many Army officers in India today who have served in so
many war theatres. Gen Jacob was personally involved in some of the
major pre- and post-Independence military operations and his criticism
or praise is based on his long experience in various parts of the
world during World War II and later in the Northeast, Jammu & Kashmir
and in West Bengal against the Naxals. But the most fascinating part
of the book is his account of the 1971 India-Pakistan war in which he
played a key role as one of the top Army generals.

Gen Jacob has made a few uncomplimentary remarks about his then
seniors, the Eastern Army Commander, Lt Gen Jagjit Singh Arora, and
the Chief of the Army Staff, Gen Sam Manekshaw. He has also some harsh
things to say about Lt Gen BM Kaul, who was the favourite of then
Defence Minister VK Krishna Menon. His conduct of the 1962 operation
against the Chinese in the Northeast which cost India so much
humiliation is too well-known to reiterate, but the fact that he was a
scheming Army officer who knew how to ingratiate himself with
political masters makes an interesting read. Our political rulers
should learn a thing or two from this bitter experience. Personal and
party loyalty should not be allowed to supercede national interest.
Inexperienced and incompetent civil and military officers can play
havoc with the system with disastrous consequences.

Unfortunately, our political masters continue to fall for flattery,
false sense of loyalty and manipulations of unscrupulous men and women
to appoint them to key posts. Maybe during the 26/11 assault in
Mumbai, the tragic human loss could have been mitigated and India’s
humiliation on TV screens all over the world avoided had more
experienced and competent officers been in command of Mumbai Police in
2008! We are sadly familiar with the goings-on in the civil
administration, but that such things are happening even in the Army
come as a shock. “Fixing officers” because of personal reasons doesn’t
appear to be an uncommon practice, as revealed in the book.

Gen Jacob decided to enter politics after his unhappy experience in
the commercial world. He joined the BJP and was appointed the Governor
of Goa after the party came to power at the Centre. But here again he
did not take leave of his principles and integrity to oblige his
political benefactors, and was promptly told to “get lost”. His brief
description of various political characters with whom he interacted
makes a good read. It shows his ability to judge people. But taking
this knack to suggest what appears as simplistic solutions to complex
problems like Left-wing extremism is going too far. The Army might
have made decisive contribution, as claimed by him, in controlling the
outbreak of Naxalism in West Bengal in the late 1960s, but today it is
a much more difficult and complicated problem. In fact, the induction
of Army into Chhattisgarh and Jharkhand where I have served and toured
extensively could complicate and aggravate things further. Induction
of the Army into these areas must be considered only as a last resort.

The solution lies in strengthening the police and the intelligence
agencies working in these areas, and training and equipping them to
fight these extremists. But more importantly, there is need to develop
an integrated strategy, taking into consideration all aspects of the
problem — economic, social and political. Delivery of socio-economic
justice to the poor, and not the use of brute force, is the key to
tackling this growing menace.

Please get your facts right everyone. Manohar Parrikar studied in Marathi
till secondary education and went on to join the country's premier
university.

His children did their primary schooling in Marathi and are doing well in
their fields.



He is supporting local languages for the reason that they help in building
the fundamentals of the child that helps in further education.



He is still Goa's best CM ever considering the administrative efficiency,
dedication and commitment he showed in his short-lived tenure. People brag
about communalism but conveniently ignore the good things he did such as
building infrastructure for St. Xavier's feast or IFFI. This tag of
communalism should not be applied to BJP in Goa.



Please do not ignore that there are fan clubs on Orkut and Facebook for
Parrikar, but not any other past CM and understandably none of the current
CM. The members are educated Goan youth who are not fools but people who see
hope unlike internet warriors who only know to type long criticising emails
in online forums and cannot differentiate between bad and better.



It is time Goans unite and vote in favour of administration for a better
future.

Last week, I bought a product that cost me $15.80. I gave
the cashier $20.00 and gave her 80 cents to avoid her giving me more change.
The cashier took the money and kept staring at the cash register, apparently
not knowing what to do.

I tried to explain to her that she needed to return to me
$5:00, but she was not convinced and called the manager for help.

She was with tears in her eyes when the manager tried to
explain and she apparently continued unable to comprehend.

Pulsar. The gentle and soft-spoken giant would walk into the dingy
by-lanes and hotels of Behrampada in Bandra (E) with ease, to keep his
network of informers alive. But never had J Dey, who had seen the
underworld mafia and its kingpins from close quarters, and produced
reports on them for over a decade, been threatened. Police sources
said he had never reported of any possible attack on him from any
quarters.

Police sources said, it is an unwritten rule amongst the underworld
mafia not to harm female relatives of rivals, journalists or police
officials.

“It is highly unlikely that they would break the rule, but one can
never vouch,” added the officer.

“Prima facie this seems to be an act of vengeance, which could have
risen from a recent article of J Dey,” the officer said. Police are
also probing the involvement of quarrying mafia in J Dey’s murder. J
Dey recently had authored an article, where he had reported of
explosives and detonators gone missing following a police raid on the
quarrying mafia at Silvassa.

Jitendra Maru, an RTI activist from Silvassa said, “J Dey had planned
to write a follow-up article on the quarrying mafia. He had talked to
me on Friday afternoon, and asked me to be extra vigilant as his first
report had made the state government order an enquiry.” The other
possibility that police officials are investigating is the involvement
of oil and diesel mafia who were exposed by J Dey in a series of
recent articles in MiD DAY.

“But there has been a flux in underworld mafia operating in Mumbai,
and new alliances have been formed. The newly recruited gunrunners are
ruthless, and one cannot rule out their possibility in his killing,”
said a senior police officer, requesting anonymity.

Mesquita  ‘Corrupt Goa Customs’ (NT, May 23). Please be informed that Arwin
wrote this letter after I informed him of My Incident which happened on *[DATE:
###],*  when I arrived from Dubai on Air India Flight Number* [AI
##**].*Arwin has also experienced the same in the past 2 years but
does not
have details, as it has been some time he has flown direct to Goa. May I
also suggest that you publicly inform Overseas Goans respective email/phone
details so as to contact your vigiliance office; should any similar
unpleasant incidents occur at Goa Customs .

  This is with reference to the recently held Konkani Rocks event by Heritage
Jazz, at The International Amersfoort Jazz Festival in The Netherlands. I
appreciate the all the hard work and efforts of Mr. Armando Gonsalves and
his team, for taking Konkani to the Global Stage which is certainly a very
big International boost for our mother tongue.  No one can dispute the fact
that Konkani is the core of our Goan Identity and it is high time for Goans,
to give Konkani the respect that it truly deserves; not only in Goa but also
at the Global Level.  Just as other World Communities like the English,
Spanish, Germans, French, Italians or the Indian Communities like the
Gujaratis, Maharashtrians, Keralites, Punjabis, Tamils etc are proud of
their mother tongues, so should Goans be proud of Konkani. I believe that
with  genuine Goa lovers instilling the pride and love for Konkani within
Goans, particularly the younger generation, there will power surge for Goans
(Local & Overseas) to rise over political, communal and other destructives
challenges  to preserve their Prized Land, Culture & Identity, which makes
up that “Goan Magical Charm” admired by people the world over. Also it
today’s increasingly Globalised World it’s is extremely important to  “Be
Global but Act Local” which means that we also have to make use of Globally
accepted languages like English without at the same time Forsaking our
Mother Tongue Konkani. We Goans certainly have treasure within us and it is
high time that we shout our loud, proudly cherish the same and share it with

New Delhi: When it comes to fasts and dharnas, popularity clearly matters. Baba 
Ramdev and Anna Hazare hog the public limelight and the Centre's attention but 
a woman who has been on a fast in Manipur against the Armed Forces Special 
Powers Act has been ignored for ten years now. 

The high profile fasts of activists in Delhi and the silent 10-year long fast 
of Irom Sharmila - Hazare and Ramdev are followed by TV cameras, their voice 
heard all over the country but Irom Sharmila fasts unnoticed by the national 
media, alone and ignored. 

The Iron Lady of Manipur as she is often called has been on a fast for the last 
ten years protesting against the AFSPA that is in place in parts of Manipur and 
the north east and gives the Army and the paramilitary forces the power to 
shoot or arrest on mere suspicion. The Indian state has kept her alive on a 
cocktail of vitamins and nutrients. She is force-fed twice a day through her 
nose. 

"I can't tolerate the atrocities on my contemporaries, on my people. This is 
God's will. I will carry on. It's intolerable," said Irom Sharmila Chanu. 

Anna Hazare and Ramdev are known across India but perhaps the true satyagrahi 
is Irom Sharmila Chanu who for ten years hasn't eaten anything - not a morsel 
of food, not a drop of water. 

Ramdev and Hazare are received at airports, invited to joint panels with 
government, she is treated like a criminal, perhaps because she's in Manipur 
and ignored by the media. 

"My question is why can't they consider the northeast states like the rest of 
the country?" said Sharmila.

There is a wrong belief that the Number 13 is unlucky. To me it has
been a good one. It was on a 13th over two years ago, that I had a
miraculous escape from those ferocious armed goons who  attacked me at
Ashok restaurant in Panjim. Coincidentally, it was later revealed that
they were the 13th gang that was approached to liquidate me.  More

Dear pseudo comrades, have you heared of Irom Sharmila , fasting not for one or 
two days, but a full decade, with absolutely no media hype.
It was fashionable to be patriotic during Kargil war and now it is fashionable 
to be fighters against corruption thanks to Anna Hazare.

Within two days of the fast of veteran gandhian's understandable ire against 
delay in creating a lok pal act, the English media channels and their partners 
- in- arms English print media have created a pseudo war against corruption in 
India, with middle and upper middle classes suddenly waking up their 
consciences through candle light walks.

Dear pseudo comrades, have you heared of Irom Sharmila , fasting not for one or 
two days, but a full decade, with absolutely no media hype to create a single 
candle light walk by the rich and the affluent of India.

Lend your ears not to me, friends, Indians and countrymen, but to Irom 
Sharmila, a fellow Indian like Anna hazare. Unfortunately  she is from Manipur, 
which many of us in south and western India confuse with Manipal  where money  
gets education and  again unfortunately in Manipur , even money cannot 
guarantee you your life.

Here is a quick recap on Irom Sharmila, for the sake of latecomers to public 
causes. Assam Rifles one of the Indian para military forces under whose control 
Manipur is, gunned down ten people waiting for bus at a bus stop in Malom in 
Imphal valley on November 1,2000.  While the army claimed that it fired against 
insurgents , other eye witness accounts  challenged that. The killed included 
an old woman.

On November 4, Irom Sharmila a 28 year old girl started a fast unto death 
demanding repeal of the armed forces special powers act of 1958 which empowered 
the army to kill without being questioned.  She was arrested for attempting to 
commit suicide and force fed by tubes. For the last ten years, the government 
repeats the farce of arresting her on the same charge every year, after a 
formal release for a day or two. This is  because the very charge of attempt to 
suicide does not entail imprisonment of more than one year even if convicted. 
Irom Sharmila continues to be under arrest till date  and is being forcefed.

In 2004, Thangjam Manorama, another Manipuri girl was found dead, brutally 
killed by the Indian army and this led to hundreds of women protesting ourside 
army headquarters in Imphal. Forty women, young and old went naked  with 
placards demanding "Indian army, rape us."

And Irom Sharmila continued to fast under arrest, while rest of India has been 
merrily carrying on with regular elections and cricket. (If Anna Hazare had 
been on fast during semi finals and finals of world cup , the media would have 
blissfully ignored him. Timing, my dear friends, Indians and countrymen, is 
very very important in politics and media. Remember that if Government of India 
has taken 42 years to draft a Lokpal bill, Anna Hazare also has taken so long 
to launch a fast unto death on that demand.)

Except for customary casual  and superficial mention about Irom Sharmila in 
their news bulletins whenever an Arundhathi Roy or Mahaswetha devi mentioned 
her, the entire Indian media has ignored her. Why ? Simple, my dear watsons, it 
is unpatriotic to question the army or criticize it, even though it may be as 
corrupt as our politicians and even more brutal than them.

A government  bullying its own citizens of an entire state with its army is 
worse than corruption. This has been going on in North east irrespective of 
which party holds power in Delhi. The candle vigilantes of the educated middle, 
upper middle and rich dare not take up issues of human rights violations, or 
adivasis' traditional right violations. It is the easiest option to shout from 
the rooftops about corruption while being part of the very same corrupt system 
in day to day life. And the politician is the favourite whipping boy for these 
classes.

And is corruption in India waiting only for one single Lok pal bill at the 
centre to throw it out in entirety  ? No. Anna hazare's fast is only for 
drafting  of a water tight bill which would take atleast three to four months, 
even if the committee of his choice works on it. And once the bill becomes the 
act, it does not dent corruption a bit unless it is enforced. Enforecement is 
the responsibility of the same corrupt machinery and system we havc.

And remember we already have enough laws to book the corrupt politicians and 
public servants. Whatever cases that remain in court against a Lalu Prasad 
yadav or Jayalalitha or Madhu Koda or Ramalinga Raju or Ketan Desai  have been 
booked under the existing well framed laws.

What we really need is not just a new law but only a honest enforcemenet 
machinery to implement the best constitution in the world. And such a machinery 
also unfortunately has to come only from the ed

When corruption is being hotly debated, the Congress-led UPA government is 
trying to evade the issue. 
 
The terrorist and the policeman both come from the same basket. This was proved 
again in Delhi this week when a religious leader, Baba Ramdev, was fasting 
before thousands of his followers. Policemen of different organisations 
belonging to the Centre and the states came like tonnes of bricks on the 
sleeping crowd and dispersed them, using even tear gas. Ramdev was physically 
removed, leaving many injured, some seriously.

All this happened at midnight on the lines the British would do. The demand was 
that the government should promulgate an ordinance to declare the black money 
stacked by Indians abroad as national asset and bring it back. The rough 
estimate of the black money is more than Rs 280 lakh crore. Getting back the 
money may be somewhat difficult because foreign banks and their governments 
have to be involved. President Barrack Obama, however, made it easy by freezing 
in the US the assets of Switzerland, a haven for unaccounted money. He got the 
list of American nationals having money deposits in Swiss banks within 48 hours.

It is obvious that the ruling Congress would not go to that extent because some 
of its own stalwarts in the party and the government are reportedly involved. 
But if the party has nothing to hide or fear, it can declare the money stashed 
abroad as national asset. The country has the experience of how kickbacks from 
the Bofors gun deal were never brought back. So much so that even the 
go-between Italian businessman, Ottavio Quattrocchi, was allowed to go out of 
India when numerous charges were pending against him. Obviously, he had the 
protection of the Congress.

When the matter of corruption has come to the fore again, the government is 
found evading the issue. It feels as if political rhetoric or brutal force 
would suppress the demand. And the worse it has done is to swing public opinion 
in favour of Ramdev. His credentials were being doubted and he looked like 
wearing communalism on his sleeves. When the BJP and its mentor, RSS, threw 
their weight behind him, people began to distance themselves from Ramdev. When 
the police action followed, doubts about him receded into the background and 
the police methods became the topic of debate. The dutiful prime minister again 
comes to the rescue of the police by saying that the action was “unfortunate 
but inevitable.” Since when has lathi-charging peaceful demonstration become 
‘inevitable?’

People in power

One, a peaceful demonstration is guaranteed under the constitution. We won 
independence through satyagraha and such other non-violent methods. Two, must 
police action be conducted furtively at the middle of the night? And should 
teas gas be used on women and children sleeping at the pandal? Manmohan Singh 
and Kapil Sibal are nice people. But why do they change when they come to 
occupy chair in the government?

Another thing which the police action has done is to bring the agitation of 
Ramdev and Anna Hazare on the same page. The latter had to defer talks with the 
government on the establishment of Lokpal to supervise the machinery to 
eliminate corruption in high places. Again, Sibal was indiscreet in his remark 
that the government would go ahead with the drafting of the Lokpal bill even if 
the Anna Hazare team, representing civil society activists, does not 
participate. They have never talked about the boycott. Why does the government 
behave in a manner that reflects arrogance? They are people’s servants, not the 
masters.

The question before the nation is one of corruption, neither Anna Hazare nor 
Baba Ramdev. They have only articulated the debate. The government looks like 
clouding the real issue by resorting to diversionary tactics. There may be some 
more scams which it is trying to hide. It is difficult to say with certainty 
who among the ministers or the Congress leaders have not stashed away their 
‘commissions’ abroad. Belatedly, the prime minister has asked his ministerial 
colleagues to declare their assets and business connections, along with 
statements by their spouses and near relations.

The anger against the government for not taking up charges of corruption and 
black money earnestly is so high that you could taste it. The Congress would 
lose heavily if elections were to be held in the next few months. Since there 
does not seem to be an acceptable proposal emerging on fighting corruption, the 
country is relentlessly pushed towards fresh elections. Probably, there is no 
way out.

The movement against corruption may take such a dimension where the government 
may find it difficult to cope with. I believe the prime minister is fed up and 
says that “he had enough of it.” By threatening to resign, he may be able to 
jolt the party from its s

not only because of its “newness” and implications on public policy
but also because it represents a blurring of boundaries between the
civil society, traditionally characterized by its ‘apolitical’ nature,
and the political society which has largely been the domain of the
poor. Using the case of Delhi and drawing on examples from other

Hello. My name is John Maris, and I'm Chief of the Division of Oncology at The 
Children's Hospital in Philadelphia (CHOP). Today I would like to talk to you 
about a recent report on cell phones and the potential that they might cause 
cancer.
This has received a lot of press, and this is one in a series of press releases 
about the potential of cell phones to cause cancer. What I want to say is: 
There is nothing at all to be worried about. As a cancer researcher and someone 
who spends a lot of time thinking about what might cause cancer, I applaud the 
World Health Organization for pulling together a report and asking for more 
information and data to be able to study this. I think that the way in which 
that has been spun in the media -- that cell phones can cause cancer or that 
there is a concern among experts that cell phones cause cancer -- is overblown. 
What I really want to drive home is that there is nothing at all to be 
concerned about.
When we think about what causes cancer, one of the first questions we need to 
ask ourselves is: Is it plausible? Is there a realistic or even little bit of 
an explanation of a cause and effect? Cell phones are used very commonly; there 
is a concern that cancer incidences might be increasing, so it is natural to 
think that these devices that we spend a lot of time with these days might have 
a harmful effect.
For a long time, people thought that cigarettes, which became a very common 
part of everyday life, were not harmful and, despite some increasing concern 
for a long time, people denied that. So, are cell phones similar to the 
cigarette or to tobacco? The answer is no. Smoking causes irritation that has a 
carcinogenic effect, and there is a biologically plausible explanation for how 
smoking could cause harm.
Radio waves that come from a cell phone are low energy. Very good research has 
shown that it is a million times lower, literally a million times lower, than 
the energy that is necessary to damage DNA genetic material and cause mutation 
and cancer. There is no known biologically plausible way that these devices and 
the frequency of energy that they emit, which is the same as that which comes 
from the radio waves that bombard us every day as we listen to our radios, can 
damage DNA.
Could there be another reason? There is no reason that can be surmised, and, 
more importantly, there have been dozens and dozens of studies in test tubes, 
in animal models, and -- most importantly -- in human beings that have all 
refuted the hypothesis that these things can hurt you.
The World Health Organization evaluated a very, very large study that looked at 
thousands and thousands of cell phone users. There was the inability to 
definitely say that these devices were not associated with cancer in this very 
large group of patients because it is a complicated thing to study and relied 
on phone interviews and not actual real observations. The World Health 
Organization released a cautionary statement to say that we just need more 
information. That does not mean that cell phones cause cancer. There is nothing 
that we might need to change in our everyday lives, and I applaud the effort to 
get more data, but we have nothing to be concerned about.
