We knew our youth would pull it off. The recently concluded Goan Youth 
Convention in San Francisco, California, July 2-4, 2011, put together and 
executed by youth was not merely a stunning success, but a flawless effort, 
surpassing what companies and professional groups do, exceeding our high 
expectations and meeting all the convention's goals. The convention was 
organized by youth and self-funded through fund-raisers, donors and youth 
attendees - not a penny from grants, governments or political patronage. 
Reports and an e-souvenir will follow in due course.

From a 9 year-old to youth in their 30's, this youth convention was one for 
the ages. It was amazing to see such an incredible level of youthful energy 
and enthusiasm. And there is even better news. A second Goan Youth convention 
under the Goa Sudharop umbrella is scheduled to be held in Goa in December 
2012 (Coming home to Goa), bringing together Goan youth from around the 
world to connect with youth in Goa. Details to follow.

We often think our youth almost walk on water. On the wings of our ancestors, 
fueled by a love for the motherland (Goa), and with parental navigation, they

protest against the same. State authorities are turning deaf ear to the

The Goa Children's Court has acquitted state education minister
Atanasio Monserratte's son, Rohit, from the charges of raping a minor
German girl, on Wednesday.

The case was dismissed after efforts to persuade the alleged victim
and her mother to testify, failed.

Rohit was arrested in November 2008 for allegedly raping the 14- year-
old and sending lewd text messages to outrage her modesty.

The victim's mother, who initially complained against Rohit, later
retracted and returned to Germany.

The prosecution during the trial tried to get in touch with her. Help
from the German consulate was also sought but to no avail. The court
had given enough time for the prosecution to get the victim's
statement but in the end it acquitted Rohit.

Through your esteemed newspaper, I am honored to express my views on the ever
increasing criminal activity taking place on Baga Lane. From prostitutes, drug
dealers and underage kids, to drunken people ganging up in horrible brawls it
is the epicenter of Goa’s worst criminal activity.



Many of the “bouncers” here regularly subject tourists to gang style beatings
and robberies both inside and outside these clubs. Why these assaults aren't
prosecuted is another question for the anti-corruption movement to investigate.



Ultimately, Goa is biting the very hand that feeds it as these crimes are
reported back in the tourist’s home country and serve to discourage further
tourism. I request your newspaper team to provide media coverage on all these
crimes on this lane. Things need to change! It’s time to remove the filth
that’s pulling us down into the sewer. We need to spread awareness and stand up
for Goa.

and Institutions from Panaji, led by the Leader of the Opposition and
Panaji City MLA Shri Manohar Parrikar, met the Chief Minister Shri
Digamber Kamat, to press their case for Rebuilding of the Campal
Football Stadium.

The delegation, which included Arjuna Awardee and former India Captain
Brahmanand Shankwalkar, CCP Councillor Surendra Furtado, Dr Rufino
Monteiro(Friends of Football) , Sandeep Heble(Panjim Sports Festival
Committee), Chetan Kavlekar(Panjim Table Tennis Club), Michael
Ribeiro(Kaddint Boys), Leslie Roncon(Young Boys of Campal), Joaquim
Teles(Panjim Traditional Festival and Sports Committee), Angelo
Albuquerque(Panjim Footballers), Stanislaus D’Souza(Sports Editor,
Times of India), Manoj Patil and representatives of a few other clubs
briefed the CM about the whole issue and thereafter submitted a
Petition demanding the immediate construction of a State-of-the-art
Football Stadium at Campal .

The Chief Minister assured the delegation that he would study the
plans before moving ahead to solve the grievances of the sports
persons and the city residents as speedily as possible.

The delegation has submitted the following Petition to the Chief Minister:

Petition to Shri Digamber Kamat, the Honourable Chief Minister of Goa,
requesting him to  build a State-of-the-Art Football Stadium at
Campal-Panaji speedily and expeditiously.

Appeal

Dear Sir,

We, the following citizens, Sports Clubs, Institutions, wholeheartedly
support and endorse a State-of-the-Art Football Stadium at the Campal
Grounds, which we believe must be built expeditiously with adequate
parking facilities provided and a sound traffic management plan in
place.

We are extremely disappointed with the Government’s tardy approach,
even though the said area has been clearly demarcated as a Football
ground in the ODP. The erstwhile Dayanand Bandodkar Stadium was
demolished in the year 2002 with an assurance that it would be rebuilt
within a span of 2 years. Nearly a decade has gone by but a new
stadium has not yet come in its place. The ground, which lies in a
prime location, has today become a wasted asset of the city.

Though the plans for such a stadium have been prepared and are ready
for execution, the proposal has been held up needlessly on flimsy and
whimsical grounds. Despite repeated requests for the stadium from the
Public, the Government has been lethargic in its approach and has
created unnecessary hurdles and delays. We urge the Government to wake
up and address the grievances of the Panaji city, its residents,
sportspersons and other fans more adequately and to commence the works
on the stadium at the earliest.

Football is the most favored sport of Goa and Goans. It is a sport
which has brought Goa several laurels and has given birth to many
distinguished sportspersons like Brahmanand Sancoalcar, Bruno
Coutinho, etc. who have gone on to become household names and
International stars now. The support for Football in the whole State
is overwhelming and so is the support for the stadium at the same
location which has a historic significance.  The residents of Panjim
and surrounding areas hold great pride in this stadium and its
historic heritage.

The present venue is conveniently located for the stadium. With the
Parade grounds located in close vicinity, there is ample scope for
Parking as and when top quality games will be held. The Stadium will
be a great asset to the city and can primarily be used to host School
and College games and First and Second division matches with top
quality games being held here once in a while. In addition, clubs from
Panjim and surrounding areas will get the opportunity to play against
one another thereby promoting the spirit of brotherhood, a competitive
atmosphere and friendly bonding amongst the local residents.

Such a stadium can also go on to serve as a centre for sporting
excellence, where coaching and development, from grass roots training
to specialist coaching, can be provided, thereby generating an
increased participation of the youngsters in the game and creating a
future generation of great footballers.

Therefore, for the underlying reasons outlined in this petition, we
request you to kindly take personal interest; and to ensure that
justice is done to footballers, sports persons and other fans from the
Capital city who have been waiting with gasping breath for this
stadium to come up.

With your support, we can build a better future for our sportspersons.

The BBSM group of activist  have a secret agenda. They are people who
are in love with English but want to express great sentiment to local
languages, but can`t say why the MOI in Kanada, Urdu is needed to
protect the culture and identity of Goa, They are at a loss to openly
throw their weight behind Konkani , the official language of Goans.
Covertly, now they are seeking the help of Konkani lovers to protect
Marathi and pretending that they are true lovers of the state All this
while they were the greatest sworn enemies of Konkani . Those of whom
are making a common cause with them, have not realised their sinister
intentions. They never raised their voice at the rampant proliferation
of unaided English medium schools, which are more in number than the
konkani Medium schools The only deduction is that these protagonists
are owners of English Medium Primary schools or are educating their
wards in that medium. The conclusion is direct, that is they are the
agents of English Medium unaided schools and are secretly funded in
their campaign of distortion of the choice of 90% of the parents.
Secondly their agenda is to keep the Marathi language Medium schools
floating at all costs, When the grants are not withdrawn to Konkani or
Marathi Medium schools and the either Konkani or Marathi is to be a
compulsory subject  up to Std X, where is the loss of cultural
identity? Does Medium of instruction only up to std IV is the absolute
guarantor of the preservation of culture? Can the cultural ethos,
traditions, celebrations be imbibed through any other language. These
are the hypocrites speaking in forked tongues, while secretly
educating their own children in English medium and want the masses
suppressed  from VERTICALLY moving up the social  ladder and
perpetually enslave them as the bonded labourers.

Adv. Jos Peter D’Souza may be in a better posstion to comment as I
think he was handling the case after I as her lawyer withdrew my
wakalatnama in the case over two years ago as the Mother and daughter
were not co-operating with the police investigation.

Rt. Rev. Agnelo Rufino Gracias, auxiliary bishop of the Mumbai Archdiocese
has been selected The Goan Review's  Personality of the Year - 2010-11 for
his dedicated service to the society in general and the Konkani language and
culture in particular.
Originally from Colva, Goa, Bishop Agnelo was born in Mombassa, Kenya,
Africa, on July 30, 1939.  After finishing his priestly studies through
Diocesan Seminary, Parel and St. Pius X College, Goregaon, he was ordained
priest on 21 December 1962. After serving as an assistant at Holy Name
Cathedral from June 1, 1963 to May 31,  1971 he was deputed to Rome for
further studies - Doctorate in Spiritual Theology -  between 1971-1975.
Upon his return, he joined the St. Pius X College as Professor  Spiritual
Director on June 1, 1975. On June 1, 1985 he was appointed the Rector of St.
Pius X College and held the position till May 31, 1993. He also taught
Konkani subject  to the seminarians during these years.
He served as Parish Priest at St. Michael's Church, Mahim  from June 1, 2000
to February 2001.
He was appointed Auxiliary Bishop of Bombay on March 13, 2001 and ordained
Bishop by Cardinal Ivan Dias on April 21, 2001. On February 28, 2002 he was
elected Chairman, CBCI Family Commission, Jalandar. He became Archdiocesan
Consultor on August 1, 2007 and was appointed Pontifical Commissary Heralds
of Good News on  January 16, 2008.
In  January 2011, he was appointed Chairman, CCBI Doctrinal Commission and
on June 1, 2011 was once again appointed the Rector of St. Pius X College,
Goregaon.
While he held the above positions he contributed in his own little way
towards the promotion of Konkani language and culture.
The felicitation will be held in the month of September 2011 during the
World Konkani Day 2011 celebrations.

We knew our youth would pull it off. The recently concluded Goan Youth 
Convention in San Francisco, California, July 2-4, 2011, put together and 
executed by youth was not merely a stunning success, but a flawless effort, 
surpassing what companies and professional groups do, exceeding our high 
expectations and meeting all the convention's goals. The convention was 
organized by youth and self-funded through fund-raisers, donors and youth 
attendees - not a penny from grants, governments or political patronage. 
Reports and an e-souvenir will follow in due course.

From a 9 year-old to youth in their 30's, this youth convention was one for the 
ages. It was amazing to see such an incredible level of youthful energy and 
enthusiasm. And there is even better news. A second Goan Youth convention under 
the Goa Sudharop umbrella is scheduled to be held in Goa in December 2012 
(Coming home to Goa), bringing together Goan youth from around the world to 
connect with youth in Goa. Details to follow.

We often think our youth almost walk on water. On the wings of our ancestors, 
fueled by a love for the motherland (Goa), and with parental navigation, they

which has been doing yeoman’s service in preserving, popularizing and 
showcasing to the entire world the beauty and variety of Konkani culture is 
embarking on another historic step by launching the Jatatik Konkani Sanghattan 
(Global Konkani Organization).  This Global organization would be launched on 
August 20, 2011 at Kalangann, while celebrating “World Konkani Day”, to mark

represent Konkani people  and to forge unity in diversity among various Konkani

cause at the global, national and local levels all over the globe.  Gurkar

diversity.  Respect for creeds, regions and dialects are what we are aiming

JKS is promoted by Mandd Siobhan with the principle object of representing 
Konkani people of all regions, dialects, castes and creeds and to represent

preserving and enriching Konkani language, culture and literature in all its 
beauty and variety and also to ensure transmission of the rich Konkani heritage 
to future generations. 

Eric says the need to have a Konkani organization of world stature is felt all 
the more because he says we do not have any organization at the international 
level to represent the cause of Konkani.  “Konkani Diaspora is spread all over 
the globe including in countries like New Zealand, Slovakia, Ireland, Iceland 
and in every nook and corner of this globe. During the 25 day World Konkani 
Cultural Convention we organized last year we have  come in contact with myriad 
Konkani organizations and bodies and realized the need and importance of  
forming an  organization having a global reach.  This is now getting fructified 
in the form of JKS.  JKS aims to provide global leadership to Konkani people 
and issues”, he explained.  

“It is a momentous occasion, a step forward in the right direction because we 
don’t have a Konkani organization of global stature and people around the world 
say this is a great job and we need to come together for promoting Konkani.  
JKS is going to fill this vacuum and forge unity among diverse Konkani speaking 
people ’, Eric stated  

The entry to KJS is open to all Konkani cultural, social and literary 
bodies/organizations/ institutions/associations, big or small.  It do not 
entail joining or amalgamation to form one organization.  These institutions 
would retain their identity and functions independently despite joining JKS.  
The draft constitution has been formed in consultation with a think-tank 
involving 16 people and this has been circulated to all organizations all over 
the world.  The think-tank is going to meet on 19th June, 2011 to prepare a 
final draft on the basis of the feedback received from these organizations or 
associations.  


Eric says that the draft constitution has received an overwhelming response 
from Konkani organizations from various parts of the globe.   Interested 
organizations or associations can join JKS as probable members, or by sending 
their representatives for the First Global General Assembly and also to join in 
the celebrations of “World Konkani Day” on August 20, 2011.  



The first Global General Assembly of JKS is scheduled to be held on August 20, 
2011 at Kalangann in order to pass and adopt the constitution, to finalize the 
plan of action for the ensuing term and also to elect office bearers to lead 
the Jagatik Konkani Sanghatan with the dynamism and vitality required to run an 
institution of global stature.

Once JKS is established, JKS would become an independent body and Mandd Sobhann 
would continue its association as a member of JKS, Eric Ozario said.  .

“Kalaakul”, a part-time theatre repertory where it offers part time jobs for

I am on the Loud Music Noise pollution committee of the HC for North Goa and 
I have interacted on several occasions with the Collector (north) Shri. 
Mihir Vardhan and the Superintendents of Police (north) previously Shri. 
Bosco George and presently Shri. Arvind Gawas, who are one of the finest of 
Police Officers I know, to stamp this nonsense which is happening in this 
lane.
Alas !, it seems that the 'System' itself is feeding on the 'System'. 
Therefore nothing can be done.
In the end, and as you have rightly said, Goa's hand that feeds IT will be 
cut-off  and thrown away to stray dogs, which, incidentally are in 
abundance, thanks to our slackest of governments.

For the first time, the world will hear Konkani, the language spoken by
people in the coastal states of Karnataka, Kerala, Goa, Maharashtra and
Gujarat. And it will be heard at ‘Wikimania’ — world conference on language
interface and web media organised by the Wikipedia group at Haifa in Israel
starting on August 2.

Thanks to the research done on ‘inter-script transliteration programme’ by
the Konkani Language and Cultural Foundation at the World Konkani Centre,
experts around the world can now have a glimpse of the rich literature,
traditions, music, theatre and culture of Konkani people. “For the first
time Konkani will break away from the barriers of scripts, which will give
it a universal acceptance,” said Vaman Shenoy, director, Konkani Language
and Cultural Foundation Basti.

The two Konkani scholars, Gurudutt Buntwalkar and Hariprasad Nadig,
conceptualised this new ‘Inter-script Transliteration Programme’ in the
‘plug in’ version. In an exclusive preview to *DNA *Gurudutt said “Usage of
multiple scripts in Konkani language has hindered sharing of knowledge
between the communities. With the advent of Internet, technology has enabled
an accessible knowledge sharing platform for Indian languages through
Unicode.”

Like any language Konkani also had its share of conflicts over the script.
“This new research initiative will end all that confusions,” said Gurudutt.

The file pertaining to the complaint of professional misconduct by
Goa’s controversial Advocate General Mr. Subodh Kantak has now been
sent to Chief Minister Digambar Kamat.

Under Secretary Law Mr. N.P. Signapurkar has informed under the Right
to Information act that the complaint against Advocate General Subodh
Kantak which was received from the Bombay High Court on 29th October
last year has been now processed and sent to the Chief Minister.

The Bombay High Court had on 29th October last year forwarded to the
Chief Secretary of Goa the complaint regarding the professional
misconduct by Advocate General Subodh Kantak for having appeared
before the High Court for a private party in a case against the Goa
Government.

Advocate General Mr. Subodh Kantak had in rank conflict of interest
appeared for a private contractor in a matter before the Bombay High
Court at Goa where the State of Goa was also a party.

In Writ petition 365/2010 before the High Court filed by Mr. Govind
Nagvenkar where the State of Goa was also a party, that Advocate
General Mr. Subodh Kantak had appeared for one of the private
contractor Primeslots Events Private Ltd.

Mr. Subodh Kantak instead of upholding the dignity and decorum of the
high constitutional post of Advocate General had tarnished the image
and sanctity of the Advocate General’s post by not maintaining high
standards of professional ethics.

Though Chief Minister Digambar Kamat had assured the people of Goa
that all files would be cleared in a week’s time, yet no action has
been taken for over eight months on this complaint received from the
Bombay High Court against Advocate General Subodh Kantak.

In an attempt to shield Advocate General Subodh Kantak the file over
the last eight months had just unnecessarily and intentionally been
shuttling between the offices of Chief Minister, Chief Secretary, Law
Secretary and Special Secretary Home.

Now that the file has been processed and sent to the Chief Minister
Digambar Kamat, action has to be taken against India’s highest paid
Advocate General Mr. Subodh Kantak who has been paid over Rs five
crores over the last five years and has proved to be an unnecessary
financial liability to the State exchequer.

their campaign of distortion of the choice of 90% of the parents.
Secondly their agenda is to keep the Marathi language Medium schools
floating at all costs, When the grants are not withdrawn to Konkani or
Marathi Medium schools and the either Konkani or Marathi is to be a
compulsory subject up to Std X, where is the loss of cultural
identity? Does Medium of instruction only up to std IV is the absolute
guarantor of the preservation of culture? Can the cultural ethos,
traditions, celebrations be imbibed through any other language. These
are the hypocrites speaking in forked tongues, while secretly
educating their own children in English medium and want the masses
suppressed from VERTICALLY moving up the social ladder and
perpetually enslave them as the bonded labourers.

[Goanet] Goa - safe only for the ghati 'security guards'

Suffering from a viral infection the past few days, I had planned to stay 
away from the computer - and I probably should - but the following 
tragic news item impels me to compose this post (*) -

What happened?  I thought Goa was a guaranteed safe haven given 
the zillion ghati 'security guards' that have flooded the state from 
Jharkhand, Bihar, Bengal, UP etc.  Everywhere you look around in 
Panjim, there's a 'security guard' warming a chair, or dozing off, or 
cacking with his gaggle of ghati pals, or gracing the pavement 
with his paan spit.  That is, doing everything except providing
'security.'  Even in our own apartment complex, I have often asked 
why there is a 'security guard'.

Why are these young men here in Goa in the first place?  If I had 
my druthers, I'd pack them off on the first train out of Goa.  The mere 
sight of them instils anxiety in me.  It is as if Goans have instituted a 
giant employment scheme for the people of Jharkhand, Bihar, and UP
(over an above the industrials parks across the state).  The sole
beneficiaries of this racket are the owners of the security firms, 
and what a financial windfall they must reap.  And let it be noted, 
they are almost certainly outsiders, not Goans.

I recall I would feel unsafe going up to the ATM of my bank on 18th June
road after dark. (18th June Road!  The main thoroughfare of Panjim.)  For 
gathered around the 'security guard' would be all these shady ghatis,
eyeing all those who entered the ATM room.  It took over a year and
at least 3 complaints to 2 managers before any action was taken.

The way our Goans from Pernem to Canacona run after the white skinned is
disgusting. Starts at the airport with the cabbies. They rub their hands in
glee. Here comes a 'bakra', easy meat. Then it goes on to the hotels and
resorts where the room boys and the waiters and captains and stewards and
managers and the whole lot of them fall at their feet. Each of these has a
specific target. With some, it is the lure of sexual gratification, with
others it is the tips and yet others how they can milk the milch cows who
are captive and receptive to their baits.

Take Souza Lobo's at Calangute. At one time it used to be a favourite for
good Goan food. For the past so many years, a few of us locals have been
avoiding the place like plague. Given the fact that the place is packed with
'Goras', you have the hope of a celluloid candle in hell of getting service.
There have been instances when tables have been booked in advance but these
have been taken with impunity and given to a group of goras.

Any other service sector is the same.

The way our locals bend backwards sickens me.

Strangers in our own land is a good title for a story.

We knew our youth would pull it off. The recently concluded Goan Youth 
Convention in San Francisco, California, July 2-4, 2011, put together and 
executed by youth was not merely a stunning success, but a flawless effort, 
surpassing what companies and professional groups do, exceeding our high 
expectations and meeting all the convention's goals. The convention was 
organized by youth and self-funded through fund-raisers, donors and youth 
attendees - not a penny from grants, governments or political patronage. 
Reports and an e-souvenir will follow in due course.


From a 9 year-old to youth in their 30's, this youth convention was one for 
the ages. It was amazing to see such an incredible level of youthful energy 
and enthusiasm. And there is even better news. A second Goan Youth 
convention under the Goa Sudharop umbrella is scheduled to be held in Goa in 
December 2012 (Coming home to Goa), bringing together Goan youth from 
around the world to connect with youth in Goa. Details to follow.

Every time Chief Minister Digambar Kamat launches a Bal Rath bus for
the school children he is violating the law. To be at the steering
wheel of that bus one needs to have a Light Professional driving
licence which Mr. Digambar Kamat does not hold. The Chief Minister
needs to realize that he should be a role model for the students and
violating the law in full glare of the students is in bad taste. One
also fails to understand why money is being wasted on organizing these
functions. The buses should just get on the roads and the money spent
on these unnecessary functions could be saved for the bus fuel when
the State coffers go dry.
