The Bookworm Children's Library is a venture of two educationists, Sujata Noronha and Elaine Mendonca, started in 2007 in St Inez, Goa, India to promote a love for reading among children and to discover the magic of books and reading. The Bookworm Library is now a reading haven that children have come to love and enjoy. The Bookworm Children's Mobile Library was added to its fold in 2007, after schools in nonurban areas expressed an interest in their books and reading programs. This school library program is now in its fifth academic year (June-March) and offers 20 underprivileged government-run schools, in non-urban areas across Goa with free access to books, reading support and teacher training programs. This academic year the mobile library will reach over 2000 students in over 50 classrooms. The participating schools receive Book Boxes which contains a wide variety of reading material, hand selected by the Bookworm team, based on the kind of school, reading levels, teacher response, nature of children, multilingual or bilingual, boy-girl ratio, interests, location to link to their socio cultural context, etc. Teachers are encouraged to send books home to build on reading at home which supports reading and literacy practice. Teacher training programs and active library sessions are offered to help teachers connect library books to curriculum to improve the reading and learning experience of the child. This Rally too was against the issue of corruption, not a Political Party propaganda. In this particular Rally, majority of the speakers who spoke were students themselves. Teachers and principals also spoke. Nobody was forced. Consent was obtained from all concerned including their parents. Organizers spent their own money. An anti-corruption oath was taken at the Martyrs memorial. I am assuming that as these are children, non-coerced CONSENT has been obtained from their parents wrt their participation at non-school events. Or, is it likely that participation has been/ is/ will be as voluntary as the 'enforced Goa bandh'? Consent was obtained. Nobody was forced. There were no political slogans for or against any political outfit. Only slogans like Anna Hazare Zindabad, Bharat Mata ki Jai, Vande Mataram and Jai Hind filled the air. There was a sense of jubilation and a festive atmosphere all round. The students were extremely happy that they had contributed in some way or the other in this crusade against corruption. They were accorded a royal welcome when they arrived. MISSING: Probably the most crucial element in the drive against corruption. i.e. A declaration (by their parents who are providing the consent) that they themselves have not been corrupt, are not corrupt and (by the children) that they will not seek personal advancement via corrupt means. An oath was taken at the martyr's memorial but in any case, ours is a fight against the system rather than against any particular individual actually. For, it is one thing to call out the name of Mahatma Gandhi and Anna Hazare (and Jesus Christ for that matter), it is another to practice the sacrifice and simplicity of their lifestyles. This Rally was not about moral preaching. Ours was a rally called out to demand a strong Lokpal. Even Gandhi fought for strong laws to combat untouchability. If Not: It will be like going to church/satsanghs etc every-whenever and listening to boring (or fiery) platitude-filled sermaos/bhashans from corrupt priests and other alleged GodMen (and we all know that there are corrupt folks among this lot) or listening to Politicians who will point 1 finger at another politician even though 4 fingers could well be pointing towards the SadhuSant/Saint himself. Exactly our point. Ours is therefore a fight against the system rather than being for or against any political party. We want a strong system to be put in place. We are fighting for a strong citizens charter with strong penalties imposed on those officials who do not deliver services to the public within the stipulated time prescribed in the charters. There are absolutely NO lead individuals in their group who are tainted with coruption..and that ALL funding is non-Kala Pani. To the best of my knowledge, nobody is tainted with corruption. Moneycontrol » News » Wire News Orissa seeks to tax big iron ore profits Published on Sat, Sep 03, 2011 at 23:51 | Source : Reuters By Jatindra Dash BHUBANESWAR (Reuters) - Orissa, India's biggest iron ore producing state, has sought a new tax on mining profits and a higher royalty on steel feedstock, underlining a growing push from provincial governments and the steel industry to keep natural resources at home. The chief minister of Orissa, which accounts for about a third of India's iron ore production, wrote to Prime Minister Manmohan Singh this week, saying mining firms' gains should be taxed because they were benefiting beyond any measure of reasonable returns. In less than a decade iron ore prices have increased more than ten fold. This is generating super normal rents or windfall gain far exceeding the level of investment or risk involved in the activities, Orissa Chief Minister Naveen Patnaik wrote in a letter. I am concerned about the huge profits accruing to merchant mining companies, a large number of which are in private hands, said the letter, a copy of which is in possession of Reuters. While states have no power to impose taxes or ban exports, Patnaik's letter shows the growing pressure on the central government to keep resources to meet domestic demand, a move that is hitting exports from the world's third largest supplier of iron ore. The central government has stopped short of a countrywide ban, but it has raised freight rates and quadrupled export taxes on iron ore to discourage exports and ensure domestic steelmakers have enough of the raw material. The states of Orissa, Chhattisgarh and Karnataka have also demanded a ban on iron ore exports. Last year Karnataka imposed a ban on movement of the commodity but has since been asked to lift it by the Supreme Court. AUSTRALIA-LIKE TAX Such moves have seen India's iron ore exports fall for the first time in a decade last year, and shipments could halve over the next five years as it feeds the expansion of its steel industry. Lower shipments from India should help bolster prices that have already more than trebled from late 2008, as massive increases in global supply are only expected to come through by 2015 and demand from top consumer China rises. Part of the reason that has kept India a top supplier of iron ore is its lack of technology to use iron ore fines, the sandy material that typically contains 55-65 percent iron and which comprises around 70 percent of its annual output of about 200 million tonnes. But there is a growing move among Indian steelmakers, whose traditional steel blast furnaces can use only iron ore lumps, to invest in more pelletizing and sintering plants that can take the iron ore fines now mostly exported to China. Patnaik said iron ore miners' huge profits were generating calls to nationalise mineral resources and sought royalty on the commodity be raised from 10 percent now. He also called for a tax on windfall gains on iron ore mining. The Australian government has announced that a Mineral Resource Rent Tax of 30 percent on iron ore which will be applicable from July 1, 2012, he wrote. On the same lines, a Mineral Resource Rent Tax should be levied on iron ore, to be charged at 50 percent of the surplus rent, and should accrue to the states. As and when the surplus rent decreases the tax too will automatically decrease. The letter did not give further details on the tax proposal. [Goanet] ANTI-CORRUPTION OR ANTI CONGRESS?
ANTI-CORRUPTION OR ANTI CONGRESS? Averthanus L. D’Souza. The present writer is neither a spokesperson for nor even a sympathizer of the present political party which goes under the name of the Congress Party. It is a matter of history that the party which currently masquerades as the Congress Party is not the original Congress which was nurtured by stalwarts like Mahatma Gandhi, Pandit Jawaharlal Nehru, Sardar Vallabbhai Patel, Maulana Abul Kalam Azad, Khan Abdul Ghaffar Khan and others. That Party was not only truncated by ideological differences among rival factions, it was even disconnected from its original ethical moorings by powerful individuals who steered the party in directions which were antithetical to its original orientations. Evolution, at least in political terms, ensures that ideologies change and get confused. Many ideologies which, at one time were held to be sacred, have disappeared from the political spectrum. National Socialism (Nazism), Fascism, Marxist Socialism and other variations of socialism have long passed into oblivion. So it is no surprise that parties like the Indian National Congress have become distorted by forces which are often beyond their control. It is therefore necessary to bear in mind that we are dealing with present political realities and not tilting at ghostly windmills in a Quixotic world of imaginary giants. Corruption in the corridors of power, maladministration in the bureaucracy and rampant graft at the lowest levels of public service have become so pervasive that the common man has lost patience with the entire system of governance. Being ignorant of the mechanisms of governance and the systems which drive the wheels of administration, the common man can only have recourse to a display of his frustration in the form of protest gatherings and slogan shouting in public areas. When frustration reaches a critical level it only takes a spark to set the tinder on fire. Like a forest fire, a carelessly thrown match-stick or a cigarette butt can cause a conflagration which defies human efforts to douse it. Such is the case of the recent mass ‘uprising’ of the citizens of India against corruption. It needed very little persuasion to bring the masses out into the streets. They were not influenced by any of the rhetoric of the so-called ‘leaders’ of the anti-corruption movement; neither were they particularly enamoured by the erudite explanations of the legal luminaries who crafted the Jan Lokpal Bill. The people simply rallied around the impulse of a movement which promised to rid them of corruption in public services. How this was to be achieved and the intricacies of the instruments to be deployed were of little or no concern to the “Common Man.” This is where our astute politicians, specially of the far right, saw the opportunity of exploiting this concern of the Common Man to achieve their objective of bringing about the downfall of the government in power. For a long time they have attempted to seize political control by using the methods provided by the Constitution of India. They have never really accepted the premises on which the Constitution of India has been based. In fact they have prepared their own version of a Constitution which will radically alter the nature of the Indian State. Even a cursory acquaintance with the writings of their “founding fathers” will reveal that they are committed to abrogating the present Constitution of India and replacing it with their own version. Every detail has been carefully worked out – even to the extent of changing the name of “India” to “Bharat.” Given the opportunity, they will establish a theocratic State in which minorities will have no rights but will be permitted to exist only by sufferance by the majority. It is important to understand this fundamental ideological perspective in order to make any sense of what is happening in the context of the so-called movement against corruption. The final objective is not to remove corruption from the system, because they themselves have benefitted immensely from the system which permits corruption; rather their objective is to overthrow the government by means which are extra-constitutional and undemocratic. The popular resentment against corruption has come as a handy tool with which to bring down a duly elected government. The strident calls for the Prime Minister and his Cabinet of Ministers to step down is clear evidence of the real intentions of the forces behind the anti-corruption movement. The very real problem of corruption has become a useful smoke-screen from behind which to topple the government. In effect this is a dangerous enterprise because not only will it bring down the government, but it will also bring down the very edifice on which the governance of this country has been built. Very strange indeed. Is this a ploy to make the waters turbulent so that the public finds it difficult to decipher the actual agenda behind the anti-corruption movement? No one can underestimate the capabilites of right wing fanatical groups. Every shade of the Anna Hazare campaign reveals a right-wing blue print, no matter that the Bharat Mata portrait has disappeared from the backdrop and Gandhiji gets blown up. The elements around Anna Hazare are enough to understand the game plan. Who says the right wing groups Anna Hazare to be leader? they only want this Bramachari villager to up the anti-corruption momentum until the next elections. The public emotions have to be kept burning until the BJP exploits the movement in their favour. Does not Anna Hazare know it? He probably knows what he is doing. Ensuring an early election to help the opposition cash in on the anti-congress sentiment. What has happened to the Bellary mining issue? Swamy Agnivesh has done the right thing in ditching the Anna Team bec' it was evident that they were using him to woo secular forces. Now that Agnivesh is gone Anna will realise the impact. Even justice Hegde was nervous about the way Anna was sailing. So now BJP is trying to give the impression that they are not behind the anti-corruption mania building in the country. Konkani and the Silence of the Goan Catholic: The Concanim Series (A version of the post was first published in the Gomantak Times 31 Aug 2011) There was a commotion in Cyberia a couple of weeks ago, around some of the observations made by Adv. Uday Bhembre in the course of an interview. The statement that caused so much of consternation was made in explanation of why Adv. Bhembre opposes grants-in-aid to schools that impart primary education in English. To give a sense of what irked the cyber-Goemcars, the statement by Adv. Bhembre is extracted in some length below. “Let me narrate to you a glaring incident that happened in my life. When I was the Independent MLA of Margao in 1985-89, I was invited by the Grace Church Parish to speak to the youth on Culture. The audience comprised of young boys between 20 to 25 years of age, to my surprise there were no girls. I don't know. The three preceding speakers spoke in English and I spoke in Konkani. During the question and answer session the Priest requested them to ask questions, I too requested them. But they did not respond, later the priest told me that if I had spoken in English perhaps they would have understood. Then I asked him (priest) why they did not understand. “They did not understand because you spoke in Konkani and not English”, the priest replied. It was all the more astonishing that all of these youth were Goans and did not understand or might not want to speak in Konkani. And if that was situation in 1988 what would it be now? So that kind of a situation is bound to develop according to me if English is encouraged at primary level itself in Goa. Adv. Bhembre is perhaps not the first person to face this strange situation, given the two other similar situations this column will narrate, but perhaps Adv. Bhembre (and the friendly parish priest) may have misinterpreted the situation they faced. The first of the situations took place in a training session for rookie ‘announcers’ for the AIR. The crowd was largely English speaking and faced with a Konkani speaking staff member of the radio station. The session was a nightmare though, for not a single question presented by the trainer drew a response from the audience. It seemed as if the explanation articulated by Adv. Bhembre, would have held good here as well, a crowd of young Goans, brought up to be English speaking, and yet unable to speak in Konkani. Subsequent to the training session, asking one of the members of the audience if it was the case that she did not speak or understand Konkani, drew a fierce response. ‘Ofcourse not!’ she responded, opening her eyes wide. ‘I sing in Konkani, I do the readings in Church, I can manage quite well in Konkani. But his (referring to the trainer) Konkani is different no?’ This response affirmed the capacity of the silent audience to speak and understand Konkani, but it provided no reason as to why, because there were two different Konkanis in operation, the response of one of the Konkani speakers should be silence. This reason was provided in another conversation, this time round with a Catholic priest. In the course of our conversations around Konknai, this priest indicated a strong friendship he enjoyed with a Hindu gentleman. At one point however, the priest recounted that he was reproached by his friend; ‘Why is it that you never speak to me in Konkani’ the friend asked. To this question the priest responded that he felt ashamed, since his friend’s Konkani was so perfect, so pure, whereas his own was the ‘impure’ version that the Catholics speak. This deep-rooted sense of inferiority of their version of Konkani is the reason for this silence among vast sections of the Konkani-speaking Catholic population in Goa. This sense of inferiority is not the result only of the dominance of the *Antruzi* variant since the legislation of the Official Language Act in 1987. The hierarchy that privileges *Antruzi* is the result of larger theoretical understandings that have been deeply grounding in society, since they came into operation since the nineteenth century, though to be sure these understandings have been underlined by teachings in school since 1987. This silence is not a uniquely Goan phenomenon however. This response in silence has famously been highlighted by the French sociologist Pierre Bourdieu in his exploration of the power dynamics among dialects within France and their relationship with ‘official French’. Bourdieu points out that as a result of the active diminishing of the legitimacy of other variants of the language, and the stress of auto-correction that persons who do not naturally possess a facility with the official variant encounter, there is a tendency of working-class *children to eliminate themselves from the educational system*, or to *resign themselves* to vocational courses and training.* **He also pointed out to the unease and **‘the hesitation leading to silence’*, which may overcome individuals from lower-class

VANXIM DIVAR DUBAI CHAMPS Russell Rodrigues Jr. in the 5th minute and Russell Rodrigues Sr. in the 12th minute scored one goal each in the second half as Vanxim Divar Dubai took the significant win towards the Copa Goa 2011 in the Goan inter village football tournament organized by United Goans Dubai and played at Dulsco Sports club Dubai. Both Divar and CAC Cansaulim had skill full players who played for Goa and India. With Orlando Vegas dominating the game in the midfield, but the forwards could not get any ball in the nets for Cansaulim because the strong defiance of Vanxim Divar, Lynton and Bambola kept the Cansaulim lads at bay. In the second half coach Savio Azavedo had changed the format of the match, the Cansaulim boys had to wonder where to go about, while Johnny Avinash moved both the flanks to pass the ball to Russell Rodrigues Sr. and Russell do no mistake to convert the ball into the nets and put Vanxim Divar into the lead in the 5th minute, in another move Lynton passed the ball to Russell Jr., dribbling the Cansaulim lads Russell takes the long 10 yard shot to put Vanxim Divar on the driver’s sit in the 12th minute of the second half. In the semifinals Vanxim Divar beat Siolim United and CAC Cansaulim beat Fr. Agnel Pilar EKFC to fight for the champion’s trophy Copa Goa 2011. The first match played for the 3rd and 4th Place between Siolim United Fr. Agnel Pilar EKFC, Siolim united had better players and gave good delivery while Fr. Agnel Pilar had good chances but failed to score. Siolim United won the match by 1-0 to bag the 3rd place. In an eventful evening the second match played between Salcette Goans taking on Bardez Goans, kept the Goan crowed entertained. Both teams with players of 80’s 90’s with Franky Barrato captained the Salcette Goans, while Ex. Dempo’s William Machado had the captain cap to lead the Bardez side. Salcette lads played well but Bardez Bulls took the lead in the first half from the right midfield Peter Simoes scored for Bardez, while in the second half Franky pulled a 30yard shot to equalize. Jude Sunday Reflections: Twenty-Fourth Sunday - How often should I forgive another? 11-Sep-2011 Sirach 27:30-28:7; Romans 14:7-9 Matthew 18:21-35 Today's first reading from the book of Sirach reminds us that if we seek to avenge the wrong done to us we will not be forgiven the wrongs we ourselves commit against the Lord. If we ourselves are not forgiving how can we obtain pardon from our God? The Book of Sirach suggests that we should be constantly aware of the end of our life, of death itself and not let the sun set on our anger. Life is too short to hold on to grudges. The time may come suddenly when we regret, after the person concerned is no more, that we did not do in life all we could have done to improve our relationship. Are you ready to forgive your neighbour? Graham Staines, an Australian missionary, along with his family, was working among the socially outcast lepers in the state of Orissa, India. On January 23, 1999, he along with his two little sons - Philip and Timothy, were brutally burnt alive in their jeep by a group of Hindu fundamentalists led by one Dara Singh. The aftermath of this gory incident was nationally televised. What moved us to tears when we watched TV was the sight of Mrs. Staines asking Jesus to forgive her husband's murderers. She prayed that Jesus might touch the heart of these men (murderers) so that they may not do to others what they had done to her husband and children. In the brutal murder of Mr. Staines and his children by Dara Singh and his gang, we see the triumph of barbarism, and in the forgiveness of Mrs. Staines, we see the triumph of faith and goodness; we see in her forgiveness the triumph of the human spirit touched by Christ. John Rose in 'John's Sunday Homilies' In the Gospel it is ironic that Peter should ask Jesus about forgiving others; after the resurrection he would be the first one to need the Lord's forgiveness. The Jewish Law allowed people to retaliate in some circumstances so Peter thought he was being very generous when he suggested that forgiving a person who had repeatedly done wrong, seven times would be the upper limit. Peter expected Jesus to praise him for his generosity in forgiveness. Jesus instead raises the upper limit: Not seven times, but I tell you, seventy-seven times! There can be, there has to be no limit to forgiveness, -that is the way God forgives and we are called to be God-like in our forgiveness of others. To illustrate the point Jesus tells the parable of the unforgiving steward and the point to be underlined is the huge debt he was forgiven and how little he himself was ready to forgive. According to oriental tradition, the king had every right to order his official to be sold, along with his wife and children and all his property, in payment of the debt. The guilty official threw himself at the mercy of the king who had pity on him and forgave him everything. What the servant owed the official was a much smaller amount than the official owed the king. Yet despite the servant's plea the official put him in prison until his relatives and friends would get him the money. That official stood condemned because he was not mindful of how much he himself had been forgiven by the king. We cannot take the forgiveness of God for granted and abuse his generosity. We might be quick in our condemnation of the official but we must remember that sometimes we ourselves can be hard, cold and unforgiving, especially when the offence has been repeated once too often. Yet, forgiveness is accepting an apology graciously at face value without wanting to test it out. Ultimately forgiveness is a way of living, a way of choosing to respond with love no matter what the response, it goes on no matter what the price. Forgive and forget Our response to being wronged, to having a precious trust betrayed, to our own facilities, is often a mixture of resentment, disappointment, anger, despair, mixed in with a craving for justice and a seedling of forgiveness struggling for survival someplace in our emotionally turbulent hearts. It is vital for our wellbeing that this seedling not only survives but triumphs. Justice is essential, reasonable, arguable and human. Forgiveness is mysterious, exciting, energising, life-giving, painful and divine. It is a response of love. There are aspects to forgiveness that are inextricably linked, the

I have a few relatives who were born in Karachi - before and after partition.Many of them subsequently migrated to the UK or the USA and Canada. Some of them married spouses born in India. While the spouses and children(born in the UK/USA/Canada) were readily granted visas to visit India, those who were born in Karachi were denied or had their requests for visas delayed. Thus putting them to enormous hardships. In some cases, close relatives passed away without ever getting a chance to meet them. In the second instance, all dalits were extended benefits by the Indian state to rectify the social and economic discrimination they faced for over thousands of years. In 1950, a Presidential Order was issued which restricted the benefits only to dalits of Hindu religion. Overnight, the dalits of other faiths were excluded. After a lot of struggle, these benefits were extended to dalits of Sikh and Buddhist religions. Again dalits of christian and islam religions were discriminated against without any logical reason or explanation. Various Committees and Commissions have gone into this and recommended that the benefits be extended to ALL dalits without discriminating on grounds of religion (the latest being the Ranganath Mishra Commission), Many political parties except the BJP (for obvious reasons) and the Congress (playing the soft hindutva card) have supported this action. However this has fallen on deaf ears. And the dalits of christian and islam continue to face discrimination on grounds of religion in a 'secular' country. Regards, Marshall

Does Sandeep know the gravity and legal implications of consent for a minor? Is Sandeep trying to say that either the children brought a written note from their parents to the principal stating they may be allowed to join street rallies? Or that they (the IAC activists) personally met the parents of the minors and have their written consent with them? We have seen recently a spurt of self proclaimed social workers, activists and leaders of the masses in Goa, when none of them have the knowledge of the basic Laws governing the country; nor any foresight. Just a hindsight that some parent is backing them. I do not blame them, their intentions may be good; but when one cannot foresee the outcome of their deeds, they are in for deep trouble themselves and also carry their followers along with them. Lea was indeed a gentle person. I have witnessed the slow demise of the small community of portuguese speaking Goans of Bombay over the decades, an asset as I saw it. They came largely from a small base in Goa: Assagao and Porvorim, Saligaoand Porvorim, Benaulim, Carona and Curtorim come to mind. The large families of the old gentry were willing to spare a few sons to the 'inglese' world that was gently disdained. They flourished out of nice homes in the old haunts I cherish and miss, from far away. It has been a slow farewell to Mount and Nesbit, Club Back and Claire, Apollo and Napier, Laburnum and Wodehouse, where you could count on picking up the soft strain of a Chopin melody on a sunday morning. The Bookworm Children's Library is a venture of two educationists, Sujata Noronha and Elaine Mendonca, started in 2007 in St Inez, Goa, India to promote a love for reading among children and to discover the magic of books and reading. The Bookworm Library is now a reading haven that children have come to love and enjoy. The Bookworm Children's Mobile Library was added to its fold in 2007, after schools in nonurban areas expressed an interest in their books and reading programs. This school library program is now in its fifth academic year (June-March) and offers 20 underprivileged government-run schools, in non-urban areas across Goa with free access to books, reading support and teacher training programs. This academic year the mobile library will reach over 2000 students in over 50 classrooms. The participating schools receive Book Boxes which contains a wide variety of reading material, hand selected by the Bookworm team, based on the kind of school, reading levels, teacher response, nature of children, multilingual or bilingual, boy-girl ratio, interests, location to link to their socio cultural context, etc. Teachers are encouraged to send books home to build on reading at home which supports reading and literacy practice. Teacher training programs and active library sessions are offered to help teachers connect library books to curriculum to improve the reading and learning experience of the child. In social service he was always at the fore front He was the only and distinguished Toast Raiser at almost all weddings in the village. Elected as the only unopposed member of Chinchinim Deussua Village Panchayat till date. He served for many years as the President of Confrarias de Igreja de Chinchinim, assisted the Church in court matters to regain its properties. The Panchayat has gratefully named a road of Chinchinim Dandeavado, acknowledging him as the proud son of the village, worthy of of honour and recognition well deserved A born teacher, loved and admired by his students, revered and cherished for his way of disseminating knowledge in happy, dramatic atmosphere He died on 12 April 1998, at 94 years, Death cheated him, denying his avowed his wish to complete a century, . The World Goa Day Picnic was very well attended with members of all ages. Lots of delicious food, beverages and hot tea and snacks. I was happy when a little boy asked me if I had anything to do with organizing the picnic and when I asked him why, he said he just loved it. Enough testimonial for me! Thanks to Pam Albuquerque and Edith Dias for organizing the event and a special thanks to all who attended and made it such a fun afternoon. The high-light was when the thunderstorm hit the site. All the picnickers, young and old huddled under the shelter and Kenny Lopes brought out his guitar. Romeo and Belinda Remedios entertained with a medley of songs. Thanks to the rain, there was a feeling of closeness and bonding; full-filling the GOA's hope for our community.Neighboring picnickers came over to congraulate us on our efforts to keep the community close, in particular the children.
