Moneylife Foundation, on the occasion of International Women’s Day,
conducted a special financial literacy seminar for women savers. It also
felicitated Goa-based activists, Advocate Albertina Almedia, an eminent
human rights activist and a lawyer; and Dr Nishtha Dessai, director of
Children’s Rights in Goa, an NGO involved in child protection and advocacy.
This was the Foundation’s first, full day, financial literacy seminar at
Goa the International Centre Goa (IGC). A session on women was conducted by
Sucheta Dalal, trustee of Moneylife Foundation.

Ms Dalal emphasized on the importance of financial literacy among women and
also urged men to share financial information with their spouses. Lack of
financial literacy often makes housewives the target of the multi-level
marketing and Ponzi schemes, hence it is important for them to be
financially aware. She gave cases studies, explaining the financial strains
the family has to go through in case of divorce or separation and its
effect of loan repayment if taken by the couple.

According to Ms Dalal, all women must make a list of their family’s
financial commitments and outstanding obligations, check for nominations on
FDs, apartment documents, insurance and ensure they are up-to-date. They
should have at least one separate bank account, she stressed.

The event was followed by felicitation of the women activist from Goa.
Nandini Sahai, the director of the International Centre, Goa, which also
partnered with Moneylife Foundation introduced the women activists.

Advocate Albertina Almedia, a practicing lawyer and human rights activist
has been actively involved in many complaints committees to inquire into
the cases of sexual harassment at work place among others and draft their
policy. She is associated with various organizations and advocacy groups
fighting for women’s rights, children’s rights, human rights,
self-governance, environment, development and tourism related issues. She
is the founder-activists of Bailancho Saad, a women’s collective
organization working on gender concerns, founding and managing trustee of
Saad Aangan, a gender resource group and governing body member of Sandarsh,
involved in research and training initiatives.

“I am glad that an organization which works for financial literacy has
honoured me for my work which has nothing to do with finance. I don’t
understand much about money but understand property rights. I appreciate
Moneylife Foundation’s effort in making women financially aware including
on the property matters,” said Ms Almedia while receiving the award.

Ms Almedia has conducted numerous programs and training sessions such as
gender sensitization programmes for the Goa police, conceptualizing and
conducting capacity building program for elected women representatives from
Panchayati Raj Institute, etc. Currently, she is the member of the
permanent Lok Adalat for North Goa Districts and member of complaints
committees of various workplaces constitutes as per the Vishaka Judgment of
the Supreme Court.
Ms Nishtha Desia, is director of Children's Rights in Goa (CRG), the first
organization in India to attempt and build a coordinated community response
to trafficking of children and tourism-related paedophilia. Apart from its
active campaigning, it conducts training and sensitization programmes for
the Goa police and assists on cases. It also engages the tourism industry
to develop a child-friendly tourism code. Its Stop Paedophilia campaign was
developed in November 2000 and has been improved and strengthened over the
years.

“I am happy that Moneylife Foundation has recognized our work. It’s a great
pleasure to receive this award on International Women’s Day as our team has
majority of women,” said Dr Dessai.

CRG along with other NGOs campaigned and submitted a draft scheme to the
government to combat paedophilia and child trafficking. Its efforts paid
off when the ‘Goa Children’s Act’ was enacted. The legislation has
specifically made such abuse a non-bailable offence under Section 2 (a) of
the Criminal Procedure Code 1973.

Dr Dessai is also a prolific writer. She has authored three books, Child
Sexual Abuse in Goa: A Case Study; See the Evil; A study on tourism related
paedophilia in Goa; and Liberation vs Armed Aggression – The Media
Responses to Goa’s Liberation.

The curtains of the 3rd Popular Tiatr Festival organized by Tiatr 
Academy of Goa (TAG) came down with the staging of the tiatr ‘Uleak Zap 
Di’ written and directed by Prince Jacob on 10th March 2012 at Pai 
Tiatrist Joao Agostinho Fernandes Auditorium, Ravindra Bhavan, Margao. 
The results of this competition will be announced and presented on 
Monday, 12 March 2012 at 3:30 pm at Pai Tiatrist Joao Agostinho 
Fernandes Auditorium, Ravindra Bhavan, Margao with a special Award 
Presentation Ceremony.


Altogether 7 tiatrs written and directed by popular tiatr artistes 
namely Menino de Bandar, Maxcy Pereira, Oldrin Sequeira, Comedian 
Domnic, Mario Menezes, Jack Rodson and Prince Jacob were presented in 
the Festival.


Besides presenting awards of the 3rd Popular Tiatr Festival, the awards 
to the winners of 1st Festival of Khells Shri. Jack Rodson writer and 
director of ‘Konnak Ravta’, Shri. Vitorino Pereira writer and director 
of ‘Maha Patki’ and Shri. Conny Dias writer and director of ‘Kator’ will 
also be presented.


The highlight of the award presentation ceremony will be the 
entertainment programme which will be presented by popular tiatr 
artistes of Goa. Anthony San, Felcy, Young Chico, Socorro de Santa Cruz, 
Roma, Meeta, Peter de Pedda, Joe de Dicarpale, Jr. Chico will render 
songs while Comedian Nato and Comedian Ambe will present comedy skits.


Shri. Vishnu Surya Wagh, MLA St. Andre Constituency and a well known 
drama personality will be the Chief Guest. Veteran tiatr artistes like 
Master Vaz, John Claro Fernandes, C.D’Silva, Rico Rod, Sabina, Jessie, 
Marcelin de Betim will grace the occasion and present awards to the 
winning artistes.

Mr Shantaram Naik M.P. and Secretary AICC, who is presently touring 
Udupi-Chikmangalur Lok Sabha Constituency where a by election is 
scheduled for 18th March, has in a statement issued from Chikmangalur, 
expressed happiness that Panaji Doordarshan, has at last started 
relaying Konkani news bulletin from the Doordarshan Kendra from today.


Mr Naik said that from starting of a Programe Generating facility 20 
years back to a full-fledged studio and now news-bulletin, it was a long 
journey full of hurdles.


Goa should have had these facilities, as of right, without any 
hindrances, the State being an internationally known tourist destination 
and in recent years, hosting International Film Festival.


Mr Naik said in case of the three projects, he has played his humble 
role and, in each case the problems were enormous.


The last hurdle was created by the Election Commission when they refused 
to grant permission to telecast it a few weeks back citing Code of 
Conduct. In fact, Election Commission should have realized that the 
decision to telecast news bulletin was taken a year back and Doordarshan 
Panaji Kendra had not organized any inauguration ceremony.


Mr Naik said that Doordarshan is the only channel which gives coverage 
to the government activities which are of national and state importance.


Mr Naik has wished Dordarshan Kendra all the success.

The recent elections in Goa and in many other states in India, saw the Congress 
Party take a beatingMr. Rahul Gandhi took 'responsibility' for the UP 
debacle but Digvijay Singh decided to say Rahul was not at fault, and that he 
shoulders responsibility for it!!...Isn't it amazing?? Perhaps this is the 1st 
time in the history of India, people are vying for a piece of the 
responsibility at a loss !!...For Digvijay Singh, it is like a deposit in the 
bank.. Should Rahul Gandhi become PM, he could be handsomely rewarded for being 
a 'loyal servant'!!.After all, Digvijay has been an attack dog for the 
Gandhis...
In Goa, on the other hand, responsibility has turned into a blame game. Nobody 
from Delhi has shown up, to take any blame or responsibility!!...Sonia Gandhi 
and PM Manmohan Singh showed up to campaign, but have not taken any part in the 
responsibility or the blame game.Mr. Digambar Kamat blamed Mr. Oscar 
Fernandes!! Mr. Vijay Sardessai on the other hand thanked Mr. Fernandes for 
having denied him the Congress ticket in Fatorda, which led to his being 
elected as an independentMr. Vishwajeet Rane, got blamed by his 
Congressmen, for the 5 losing candidates he supported in North GoaThe 
elected BJP MLAs from North Goa on the other hand, thanked Vishwajeet!Mr. 
Dayanand Narvenkar went to take a nap in the middle of the counting, hoping to 
wake up thinking that it was only a dream !!...
The most hilarious part of the elections have undoubtedly been The Alemaos, who 
have blamed everybody ---Digambar Kamat, the Church priests and even the 
EVMs!Perhaps they forgot their own constituents, who were unhappy with 
them...Down the road, there might some conspiracy theories too!!

an Udaipur-based IT company to set up a Radio Frequency Identification
system, three days before elections, will be put on hold and subject to a
review by the Parrikar government.

Chief Minister Manohar Parrikar asked for both the Principal Secretary
Mines RK Verma as well as the Director of Mines and Geology, Arvind
Lolienkar, why this was done in such haste. Both the officers said that the
government had to comply with its promise to the High Court. The Chief
Minister then asked it to be put on hold till the entire process of
selecting E Connect Solutions Udaipur was examined. In fact, reacting to
Heralds lead story on Friday on the issue, the Chief Minister confirmed
that he has asked the Director Mines not to go ahead and implement the
order. As reported, according to the order all mining companies will have
to pay Rs 34 per tone of ore which leaves their mines. At 35-40 million
tons as the production of iron ore annually, it amounts to about Rs 120
crore or Rs 600 crore in five years.

The bureaucracy which took this decision, obviously with the concurrence of
the political executive are internally using the following arguments to
defend the decision. In the quarterly meeting of the Central
Coordination-cum-Empowered Committee (CEC) on monitoring and minimising
delays in grant of approvals for mineral concessions, held on 20th
September, 2011 in New Delhi, E-Connect, consultants to the State
Government of Rajasthan, made a detailed presentation on the GIS linked
tenements registry system prepared for the State Government of Rajasthan
and the empowered committee had asked state

governments to work with this company. However, this was not a system for
monitoring ore transportation but mapping leases.

The point here is not whether E Connect Solutions is a competent company or
not. The point is if proper tendering procedures were followed. Now the
questions:

d) Was there a tendering committee which studied all the tenders

e) Was there a technical bid. If so which were the companies
shortlisted

f) Which were the companies finally selected and asked to
participate in the financial bid

g) What were the final scores including the scores of L1 (the
lowest bidder) and L2 (the second lowest bidder).

The answer to these questions and the biggest one of them all, why couldn’t
the government approach the court and ask for time till a new government
takeover is critical. After all, the last decision taken by the outgoing
government could turn out to be one of its most controversial.

With Bharatiya Janata Party's (BJP) Manohar Parrikar in the saddle,
industrialists and business persons in Goa have heaved a big sigh of
relief. During the Congress's five-year rule, led by chief minister
Digambar Kamat, rampant corruption had forced many industries to postpone
their expansion plans in the state.

"I have high expectations from Parrikar. In the last five years, there was
no significant investment in the state by any industry with many
industrialists investing in other states," said Mangirish Pai Raikar,
chiarman of Goa Chamber of Commerce and Industry(GCCI).

Raikar gave the example of how Wallace Pharma, a Goa-based pharmaceutical
company which had expansion plans in Goa, decided to open another unit in
Himachal Pradesh. "The sad part is that Wallace Pharma is owned by a Goan.
But even he could not do business in this state. Even Hindustan Lever,
which has a plant in Kundai, had acquired land in Colvale to set up a soap
unit. However, they surrendered it and are going to set up the unit in
Pantnagar, Uttarakhand. This is the story of the last five years as rampant
corruption and red tape blocked significant industrial growth. Under
Parrikar, we won't have to go through the same."

The reason why there has been no major industrial expansion in the state is
due to the tight control of water, power and land by a few in the
government. For instance, take power. While Goa has surplus power,
industries found it extremely difficult to get proper electricity supply
because a few ministers demanded bribe.

Raikar gave the example of EL Steel, a UK-based company that got power for
one of its units in Goa after three years. "They tried for three years. For
the last two-and-ahalf years, they used DG sets. It was only two months
before the elections when our organisation stepped in, that they got
power," he added.

Dilip Salgaoncar, chief managing director of Geno Pharmaceuticals, said
that land belonging to Goa Industrial Development Corporation (GIDC) was
being sold at more than the market price. "While the official price of land
in GIDC is Rs.300 to Rs.400 per square metre, we are being forced to
pay Rs.3,000
to Rs.4,000 per square metre above the official price. Which industry would
set up units if such huge amounts are demanded as bribe?" he says.

So how does the BJP government change the picture?, "For one, Parrikar is a
clean, honest and development-oriented person and knowing his nature, he
will not allow such practices to continue. The important thing is that the
government is stable and the BJP on its own has a majority," said Raikar.

The issue of power too will get sorted out. In his earlier tenure, Parrikar
initiated innovative schemes to ensure that industries got more power at
cheaper rates. For instance, industries and businesses who operated their
units during non-peak hours were charged less tariffs.

[Goanet] Congress defeat introspection

The Congress Party stated that they need to introspect the reason for their
humiliating defeat at the state elections.  All this, surely should have
been known to them before the election and they should not be surprised by
the results i.e. (1) High level of Corruption (2) Crime at seriously high
levels (3) Drugs Issue courtesy its own MLA's (4) RP2021 treachery (5)
Ignoring promise by Sonia Gandhi to give Special Status to Goa for
preserving its identity (6) Russian Mafia taking over large parts of Goa
(7) Family Raj, (8) Selling of jobs (9) Destruction of Goa's environment,
ecology and water resources (10) Illegal mining etc The Congress party took
Goans for Granted and assumed that as long as they played the Communal Card
and gave away goodies, Goans would be foolish enough to vote then back into
power and allow them to continue with their destructive government; but
they were mistaken!! If the Congress truly wants to rewamp  for future
glory then they need to start from a clean slate which should include the
following immediate measures (A) Stop dependence on select families in Goa
(including the defeated families) (B) Make the party truly democratic and
(C) Ensure no criminals or tainted individuals are given any place in its
Party.
