Whilst the Budget declared by the New Government is quite impressive and offers 
great hope to Goa/Goans, I strongly urge a re-look at the policy of encouraging 
the Casino Culture in Goa. It is obvious that the latter brings along with it 
undesirable criminal baggages, which will have a serious detrimental effect on 
Goan Society, and Goans (particularly the Government) will not be able to 
control the serious negative consequences.

If I have understood correctly, the CM's budget

1.   Increases casino license fees

2.   Decreases substantially entry fees

3.   Plans to enact legislation to prohibit entry to casinos to
residents of Goa and any individuals below 21 years of age

This is similar, though not identical,  to the approach adopted by
Singapore. After an acrimonious public debate on the negative effects of
gambling on the country's citizens, the Prime Minister who is on record for
stating that gambling would only be allowed over his dead body, finally
approved the operation of casinos in the country - the one at Marina Bay
inaugurated in 2010 is an architectural marvel. The country wanted to divert
to Singapore substantial sums that are left behind in Macau and elsewhere by
affluent gamblers primarily from Mainland China, Hong Kong and Taiwan, avoid
the pitfall of illegal gambling that interdictions typically trigger (in
analogy to alcohol prohibition in the US and India, for example), and
discourage locals from visiting these casinos. Singapore's legislation

1.   Allows the operation of 2 (I think) casinos and levies hefty
license fees

2.   Entry is free for non-Singaporeans since the objective is to
encourage them to spend but Singaporeans have to pay a hefty entrance fee of
100 Singapore dollars

3.   A family can apply for a prohibition of entry to a casino of any of
its members if his/her patronage of a casino is found to be detrimental to
the family's interests. I do not know how this is implemented in practice
but no one takes a Singaporean law lightly.

Lowering of Casino entry fee is one of many brahmanical
conspiracies against mulnivasis visible in the budget of the Goa Government for
2012-13 presented in the Goa Legislative Assembly on 26th March. Presented by
Bamon Manohar Parrikar on 26th March 2012 in his budget speech paragraph 211
casino entry fee are slashed
to Rs.500/- from existing Rs.2000/-. Parrikar hopes to disrupt the social
life in Goa as well as the course of agitation against casinos and change its
focus from complete opposition to the opposition to the rates thereby creating
legitimacy to these gambling dens that has already disrupted social fabric of
Goa.



As long as Bamon raj continues in Goa innumerable conspiracies like these will
continue to rise up for they are necessary and staple diet to the brahmanical
system. Bharat Mukti Morcha objects to all the existing casinos as well as
their expansion off shore as well as onshore. It is clear from the way things
have turned out that Casinos have proved effective weapons of brahmanical
system against mulnivasis. Mulnivasis are understanding the motives of the
brahmanical system and its collusion with capitalist system to exploit and
continue its domination over mulnivasis. Bharat Mukti Morcha is not surprised
that Bamon Parrikar has resorted to such thing and it sees through the game,
gambling and expansions mental addictions and financial trappings.



Bharat Mukti Morcha strongly condemns Goa Government's decision on casinos and
demands that casinos be closed down before they convert entire state into one
of the sin cities of the world with satanic moorings.



Bharat Mukti Morcha calls upon mulnivasis to awake and rise up for a nation
wide agitation to overthrow Bamon Raj and establish Mulnivasi rule for
mulnivasis are overwhelming majority of Goa as well as India yet micro minority

Comment:
If I am not mistaken it was Manohar who was accused of clearing the decks for 
the off-shore casinos in Goa. I am not sure who started on-shore casinos.
I would also like to recall that it was Manohar who was toying with the idea of 
making beer available on gaddas just before his mighty fall in 2004.
I just cannot accept that Manohar does not understood the seriousness of 
breeding these vices in the state. 
I believe there is much more to all this. Only time will reveal the truth.

[Goanet] THE ESSENCE OF GOOD GOVERNANCE

The normal modus operandi of any/all past governments of Goa has been 'no 
after-sales service' aka no maintenance until the work has been tendered 
again.
This has translated into getting the same work tendered for much higher 
amounts than previously tendered for, keeping in mind the 10 to 15 per cent 
commissions that the concerned minister/s have been taking home, resulting 
in inferior works ( may it be roads, bridges, public buildings etc) and 
hence recurrence of tenders, commissions, etc etc. In the end, the 
tax-payers have lost in a 'no win' situation and the powers that be have 
become richer and richer with the price for a vote come election time going 
through the sky. [It is believed that one candidate who was an ex-minister 
dished out Rs. 1000/- each to a family of 4 in Moira without checking that 
their names even figured on the electoral rolls].


For any sincere government worth it's salt, the tendering process should be 
weaned away from those who will directly benefit, preferably making it an 
autonomous body with checks and balances installed to detect deviations and 
frauds. This can be only done if the samples analysis laboratory too is made 
an integral part of this autonomous tendering body for public works. The 
result of this policy will be that the public works that are undertaken with 
the tax-payer's money shall last for a period they are supposed to last, 
therefore saving a lot of tax-payer's money on public works.


With regards to maintenance works, again there should be a well managed 
maintenance teams connected to each of these departments such as Power, PWD 
(roads/water) etc.


When Goa Su-Raj Party takes over the Governance of Goa, all the above things 
will happen at once. For example, let us take both of the above departments.


As far as PWD (roads) is concerned, each taluka will have a repair and 
maintenance team set-up with (1) A medium sized truck which carry the 
hot-mix and which will pull (2) A diesel run air compressor of the capacity 
enough to power (3) A pneumatic rammer/compactor and (4) A team of 2 to 3 
workmen. A central maintenance control room shall be set-up where any 
citizen may call to identity the type of damage that exists on any road in 
Goa and the priority that is required for it's attention. This information 
shall be passed on to the respective maintenance teams who shall execute 
the works on priority basis and move accordingly to execute the requirement. 
Thus any damage to the road anywhere in the taluka gets attended to with the 
repair team moving with the material (hotmix, rubble, aggregate, etc) in an 
organized manner.


If Goa Su-Raj Party was in power, the stretch of road ( for example) between 
Olavo Ribeiro Hospital and the Altinho main road, where moon craters and 
gouches swimming pools in the road have existed since the road was last 
tarred some eons ago, and getting worse and worse by the day, would have 
been attended to in no time. God only knows how many backs and limbs of 
two-wheeler riders have been broken  so far to have contributed to the 
coffers of our ex-health minister Vishvajeet Rane. BTW, I stopped my 
two-wheeler at the Mapusa Church - Comunidade building where the  trench in 
the road had existed for months together and  which has been plaguing the 
riders/drivers on every day basis, and  thanked Our Lady of Milagres with a 
small prayer to Bless whoever it was that  took the initiative to put some 
tar-n-grit to even it out. But even as I hoped that the stretch of road 
directly in front of Remanso Hospital also had a miraculous cure, I was 
disappointed.


When we mean 'GOOD GOVERNANCE'  it does not mean that people want money in 
their pockets by way of doles. All it means that the money that they work 
for and toil and which need to remain in their pockets must remain in their 
pockets for legitimate use and not snatched away to be spent on things due 
to the direct irresponsibility in the functioning of the governments.


Goa Su-Raj Party will see to it that any hot-mixing of roads or major repair 
works shall be executed only between 12.00 a.m. and  6.00 a.m. as a matter 
of standard policy when the road traffic is the minimum. So also all the 
garbage clearing, cleaning & sweeping works in the cities and towns shall 
start at 4.00 a.m. and end before 5.30 a.m. Heads will roll, otherwise, like 
baby doll's.


Hopefully, the 'good governance' of the Manohar Parrikar government shall 
borrow  the above hints and not make us Goans wait until Goa Su-Raj Party 
takes over.
And we shall certainly not make a bone out of it, if he does but on the 
contrary profusely thank him for doing it.

THE MONTH OF HADES

In all religions there is a creator
and the opposite. Just as in ancient Greece, Hades was the opposite of Zeus;
similarly, Yama, Mara and Pluto are known all over the world by different
names, but all for one purpose – to reap the souls of the living!  

There is life and then there is
death! Though the ultimate truth, nothing could be more ominous and sinister
than death. But if such quirks of fate were to be attributed to the
remorselessness of these Gods, it could well be said that the March of 2012
will go down in the history of Goa as that month when even the Almighty for
once decided to forsake the living mortals and dare allow the snatching away of
a few lovable ones from their midst.

And this shortcoming of providence
couldn’t have been more in evidence than in the untimely death of Matanhy
Saldanha, the state Tourism, Environment and Forest Minister!  

Activists and politicians differ in
the sense that while the former fight for a cause and demand for it to be
brought to a logical conclusion; the later prefer to keep an issue alive so
that they could gloat in the glory of the unstinted publicity garnered. It
wouldn’t be wrong to say that Mathany Saldanha was an activist, a champion of
the underprivileged and the down trodden to his very last breath; who turned a
politician ‘by default'. A crusader who perceived that the road to a sensible
and amicable settlement of every issue depended solely on the arbitrariness of
the political class in the state, Mathany’s decision to get himself
‘politically baptized’ is an outcome of this deep realization. 

The moving eulogy proffered by his
tearful niece “Goans don’t weep for me but weep for yourselves and your
children,” aptly sums up the legacy of dreams that Mathany had envisaged for the
state. Indeed Goa has lost a Niz Goemkar
and a man of principles! A teacher, an activist and an environmentalist; these
are the tags that will always live with him, even after his death! 

All the good work Mathany did or
visualized should not just be restricted to glorious elegies and epitaphs. The
Goans should realize that it is not about publicizing how popular Mathany was
with the masses, but understanding that here then was a man whose zeal and
passion for restoring Goa to its true glory could never be undermined. The
greatest tribute to such a personality would be the selfless and sincere
endeavours by committed individuals to carry forward his bequest, fulfill his
dreams and make Goa a better place to live in for future generations to come. 

Likewise, the unfortunate passing
away of writer, researcher and environmentalist, Dr. Kasturi Narayan Desai,
brings to fore another aspect of the cruel twists of kismet! 

Associate Professor of Botany at
Farmagudi’s PES College, Dr. Desai is a familiar figure to those involved in
environmental issues in Goa. In her own words, “I am convinced that my prime
work as a teacher is to bring awareness about different aspects of nature and
natural resources to different sections of public besides school and college
students.” 

Her area of expertise, and concern as
well, was the dwindling sand dune vegetation along the coastal belt. The dune
system is a fragile ecosystem which acts as barriers to storms and waves. If
this ecosystem is not protected the sea enters the land causing erosion of the
coast. 

Though acknowledging that decision
making with regard to natural resources is left to the politicians and the
bureaucracy; but with a firm belief that there is very little awareness amongst
the masses about the importance of sand dunes with relation to the environment,
she set about traversing the length and breadth of the state educating the
people about the nuances of living in tune with nature. 

It is all the more amazing to note
that Goa is Kasturi’s adopted state by virtue of her marriage to renowned
educationalist Narayan Desai. Her efforts have thus been seen as a noble effort
to bridge the cultural disparity between the states of Bengal and Goa. Her
achievement as a prize-winning translator, having won the Sahitya Akademi
Translation Award last year, is enough proof of this enterprise.  

Nevertheless, defying all religious
mores and the unthinkable, it has been her posthumous wish to donate her body
for advancement of medical knowledge that has taken everyone by surprise!
However, having known her so well for the past several years, I can vouch for
that streak of emotional verve in her that makes her do the most unexpected at
times.

oust the Batisita regime which was a puppet of the crony yanks, this was
the start of the Cuban revolution. Goa needs some of this revolution to
save us from ghantinization. I believe Capt Geraldo and Col Cyril could be

Ah-ha.
Thank you for bringing the underw*rld up Senor Parrikar. For those
Goichis who sleep well...

In Goa would be difficult to distinguish the over-world from the
underworld; Goichis take easily to crime and the minor m@tke is
religion these days.

The shop was set up long long time ago..near the airportwaddya
think the Green in the port town thrives on..all interlinked, and
the Sakarams are clueless. There are so many different branches
present in Goi, it would be easier keeping track of five generations
of relatives than.
To give you an example, the deadly Tam*l lot have a toe-hold
here.one has to read in between the lines.

Do listening to Misha Glenny on Do-buy as the new capital of
*nderworld (old story). During one of his talks one attended, he
mentioned Goi as possible the No2 (the centre of the uw of the old
days was NYC and Lund-on). Glenny's talks are most fascinating and if
you happen to be in a city where he is talking, don't miss.

CALANGUTE:
Chief Minister Manohar Parrikar laid the foundation stone for anti-sea erosion
and beach protection measures at Anjuna on Tuesday.

 

Parrikar
laid the foundation stone in the presence of Minister for Water Resources &
Civil Suplies Dayanand Mandrekar, Anjuna ZP member Vasudev Korgaonkar,
Anjuna-Caisua Sarpanch Sandip Chimulkar and others.

 

Panchas
Edwin Nunes, Puja Chimulkar, Pratima Govekar, Maria Fernandes, Dinesh Patil
besides the Water Resources officials including were also present. 

 

The anti-sea
erosion and beach protection measures would bring some relief to the villagers
of Anjuna who have been living in fear over the years of being washed away
especially during monsoon.

 

A stretch of
250 meters would be covered in the initial stage at an estimate cost of Rs.8.63
crores.

 

“The state
of Anjuna today is similar to that of Goa which was caught up in malpractices,
inefficiency and corrupt governance over the years. It’s difficult to predict
how long it would take to clean up the mess,” stated Parrikar.

 

“I have been
giving some thought on solutions to various problems for tourist-connected
villages, clubbing them together for a good infrastructure and facilities for
growth of tourism,” he said.

 

Parrikar
warned those habitual in creating nuisance through various means to bring a
change among themselves or be ready to face the music. He called upon any
citizen to report on any irregularity, etc, by way of SMS to him but with one’s
identity.

 

Dayanand
Mandrekar requested Parrikar to make available facilities like changing rooms
and toilets for the tourists visiting the beaches of Anjuna-Vagator.

 

“Though the
Chief Minister has offered many sops to Goans in the budget, I would request
him to undertake renovation of the Chapora Fort which has been neglected for
long like the anti-erosion and beach protection measures which failed to take
off despite repeated requests in the Assembly,” said Mandrekar.

spoke on the occasion included Sarpanch Chimulkar and Vasudev Korgaonkar.

The work on the project will begin in the first week of April.  It took almost 
eleven years for this dream of
ours to come true. The Anjunkars thank Mr. Parrikar for giving top priority to

Minority votes
The politicians are on record, stating that the church in Goa betrayed the
congress by asking the congregation subtly, how to cast their vote wisely
and against corruption. It does not stand to reason, as to how, in spite of
the so called diktat, many congressmen still  made to the finishing line.
The Congress have all this time and over the years have been taking
the minorities for granted, as their most secured vote bank, It appears
from some outbursts, that the minorities are mortgaged to the Congress
Party for all time to come, One may ask as to how the Congress has
furthered the interest of minorities in any particular ,distinct way, to be
eternally indebted to them The BJP at all India level and even in Goa have
shown enough evidence of their bias,hatred,  against the minorities The
strategy of the Congress has been to paint the BJP as communal party to
sway the voters , by infusing this virus of communal ism, against their
secular credentials For the first time in the history of Goan politics, the
so called communal party has secured the elections of eight minority
candidates, and independents supported by the BJP, albeit with the tacit
support of the minorities The scam and corruption at all levels including
the UPAII, had definite effect on the outcome It is therefore a vote
against, arrogance, nepotism and family Raj in Goan politics Hence the BJP
has benefited by the negative vote and which has surpassed happily their
own expectations and calculations
 The attendance at the funeral of Mathany a BJP candidate by the presence
of the highest Ecclesiastical authority needs a serious thought, Besides a
galaxy of ministers of the faith seemed to support the hypothesis of
slant against the secular credentials of the church The extraordinary
presence of the religious at the funeral of a catholic, an elected BJP
candidate is baffling Just being a Minister, who died unexpectedly received
an overwhelming response?
There is nothing wrong, if in future the Govt gives a level playing field
to all citizens, without branding them with the religious tag and
discriminating on this factor alone.After all the citzens` comprise of all
faiths, irrespective of their party affiliations and leanings, The faithful
to day are capable of making independent decisions, even against
suggestions made by their religious heads It is doubtful and wishful
thinking that the faithful are controlled by the Church in their political
decisions

We had a long discussion on this and we concluded that there cannot be
rules, laws for every thing, there is something known as moral
responsibility specially when Shantaram Naik all of a  sudden started
raising his voice everyday  for the last one month against the BJP.

Now the Goan legislature who elected him  is BJP. . He has to resign and
go. They forget the morals, this suckers with thick skin need people like
you and me to remind them of morals.

Reacting to the news item about Our Member of Parliament  Mr. Shantaram
Naik issuing press notes taking credit to the date changes seems laughable
at a point in time were he as our representative in Praliament could
have  taken
up so many issues after the defeat of his party. Our representatives are
paid through our taxes not for this but to take up much serious issues like
economic benefits  for people they represent.


Can some body clear my thinking …..does Mr. Shantaram has the right to
representative us in parliament when the Govt. which elected him  has been
defeated. Or he has to resign with moral responsibility and create a
vacancy for a new innovative person to take seat.

It is saddening to see that there is no mention of Environment Protection in 
the Budget Speech 2012 nor any funds allocation.
Various budgetary allocations are made indirectly through GSPCB, 
Municipalities, etc.,  but nothing directly related to Environment 
Protection.
The least budgetary provision should have been made for Environment 
Protection in the form of setting-up of an Environmental Degradation 
Watch-Dog Cell ( apart from GSPCB - Goa State Pollution Control Board which 
is found wanting) so that man-machinery and requisite infranstructure is 
set-up to bring to book  willful polluters ( like burning of 
plastics/garbage, illegal  felling of trees, hill-cutting, sand extraction, 
to set-up environment-friendly projects such as solar, wind energy etc). A 
budgetary allocation of Rs. 50-100 crores was absolutely necessary in order 
to check the dangerous advances on damaging Goa's fragile Environment.  Goa 
Su-Raj Party would allocate more funds in this direction than the above 
since Environment Protection is a mainstay for GOA.

Secton for tomorrow's edition.

your reply to me on the above. It would have been preferable if your friend had 
posted this message himself so I could 
reply directly to him but in the absence of this, perhaps you could forward on 
my comments to some of the points he has 
made. (I was not aware that Tanzania had reverted back to Tanganyika). 

MM1: However, the last line needs amplification. I don't think that it was SOME 
Goans who CHOSE to treat the African 
as 'inferior'; it was almost every Goan living in an urban environment, 
including yours truly, who had that prejudiced 
attitude. 

RF1: I beg to differ with your friend on this statement. Would you mind asking 
for clarification in what way I was 
supposed to have treated the African as "inferior". If my parents had employed 
an African as a domestic it was because 
they were living in Africa. Perhaps they would have employed a Goan as a 
domestic if they were living in Goa. 
Employing someone as a domestic does not mean that you are treating them as 
inferior. Therefore until your friend can 
justify this statement, there is nothing for me to be remorseful, guilty or 
shameful about.

For your information, I do not even treat animals as "inferior" having given up 
the eating of meat years and years ago. It is 
not acceptable to me that animals are treated shamefully for my dinner plate 
but this is my view and never inflicted on 
anyone else, including Melvyn, who regularly eats meat. Everyone needs to make 
up their own mind what they are 
comfortable or uncomfortable with.

However, if you or your friend witnessed any incidents where an African was 
treated as "inferior" would you mind telling us 
what they were and what did either of you do to address the situation as fellow 
human beings?

daughter of another of my classmates living in Texas spent her time helping in 
an orphanage in Kenya. This list can go 
on and on.

My charitable work is closer to home but we are having a class reunion in 
October this year and who knows maybe we will 
discuss what we can do for our school (Star of the Sea School) which I 
understand is badly in need of a lick of paint.

Is your friend aware of how many charities and Goan village organisations 
collect money in the UK for Africa? Year in and 
year out and to which we all donate through our church on Family Fast Day. This 
list can go on and on to include royalty, 
Bob Geldorf with Live Aid, and others.

Could you please ask your friend in Africa how much more gratitude or what 
further type of gratitude he is expecting from 
us?

MM4: the majority of the population found themselves far worse off than in the 
colonial days, as a result of dishonesty, 
fraud, corruption, and tribal rivalries of their own leaders.

RF4: In my opinion, the majority of the population found themselves far worse 
off than in the colonial days because when 
we left East Africa they all lost their employment as domestics. We treated 
them well with food, clothes and housing in 
addition to a salary which they used to support their families. The late Mr JAF 
Menezes from Colvale, Melvyn's 
grandfather, bought land for his domestic in Malandi for his retirement where 
he still resides and grows his own produce.

MM5: the discovery of oil in the Turkana Distrist of Kenya 
RF5: We all hope and pray that the Turkana people will enjoy the fruits of this 
wonderful discovery through the 
appropriate agencies with good governance, reducing foreign aid from the West 
and creating local employment. This is 
the best news, a land described by you as "God forsaken area" to become "God's 
gift". 

General: There is no issue with me of anyone recording their experiences in 
East Africa "positive" or "negative". 
However, our forefathers left our homeland, the paradise of Goa, for

Easter is approaching with lightning speed. At least it seems like that 
to me. We just started the year and already we are through with carnival 
and lent. Maybe it is ageing which gives the impression that time is 
passing ever more quickly. When I was a child, a year appeared to be 
this incredible long amount of time. Days and days and days…Nowadays, a 
year looks like a drop in the ocean of eternity to me.


Easter confronts all of us with the fact of death and resurrection. 
Consequently, many Easter traditions deal with the issues of fertility 
and birth. Like always, food plays an essential role in most traditions, 
especially eggs and bread. In 2011, my Easter newsletter brought you 
recipes for chocolate Easter eggs which you can easily make at home.


This year, I am focussing on Easter bread. In my family, the breakfast 
on Easter Sunday was a special feast with hot smoked ham, Easter bread 
and many coloured eggs. The Easter bread of my childhood days was a 
braided round made from rich yeast dough.


Although I like this kind of bread, I wanted to present a more 
contemporary Easter bread to you. So I set out to create my own kind 
with plenty of fibre provided by whole wheat flour, flax seeds and 
sesame. My son’s first reaction was asking me to make this bread all the 
time so he can eat it every day. Is there a better compliment?

Contemporary Easter Bread

Ingredients (for four Easter bread rings):


6 cups whole wheat flour
250 grams flax seeds
50 grams sesame
2 packets dry yeast
2 tablespoons sugar
2 eggs
1 cup cold pressed coconut oil
1 egg yolk
salt
Butter or oil to grease the cookie sheet
Method:


Pour one glass of water into a small pot, add two tablespoons sugar and 
heat it up. When the water is hot, remove the heat.


Dissolve the dry yeast in the warm water. Be careful that the water is 
not too hot. Yeast dies at temperatures higher than 60 degrees Celsius.


Wait until the yeast solution starts to form bubbles. This should happen 
after five minutes the latest. If you wait in vain, your yeast is dead 
and you have to restart the process with fresh packets of dry yeast.


Place the flour, the flax seeds and the sesame into a big bowl. Mix them 
well with a spoon and dig a hole in the middle. Pour the yeast solution 
which has formed bubbles into the middle of the flour. Cover with loose 
flour from the bowl and wait until the flour cover shows cracks.


Now it is time to knead the dough well. Add one tablespoon of salt and 
start combining the yeast solution and the flour. You might need to add 
some more water to obtain pliable dough which is moist but not sticky. 
Knead the dough for at least five minutes. This activates the gluten in 
the flour.


Cover the dough with a moist cloth and let it rest for half an hour in a 
warm place.


When it has considerably risen, divide the dough into four equal pieces. 
Prepare a cookie sheet by spreading grease over it. I use a silicone 
sheet which is very convenient.


Divide each piece of dough into two equal pieces and roll them out about 
one foot long (33 centimetres or so). Press the ends together at one 
side and turn the rolls around each other. That gives a braided 
impression. Tuck the ends together and form a round, braided bread. 
There should be a hole in the middle big enough to hold one egg. If you 
are not sure, try if an egg fits inside.


Make four braided Easter breads and place them on the cookie sheet. Put 
an egg yolk into a cup, add a pinch of salt und whisk it up. Cover the 
Easter breads with the egg yolk. A cooking brush is the perfect tool for 
this. The egg wash gives a nice, golden shine to the Easter bread.


Bake the Easter breads about 35 minutes at 190 degrees Celsius. Present 
them with a coloured, hard boiled egg in the middle.




Rise and shine

Easter bread was not invented by Christians. This custom survived from 
ancient pagan times. The word Easter itself evolved from Eostre, the 
name of the Anglo-Saxon goddess of light and spring. Special dishes were 
cooked in her honour to endow the year with fertility. Between them was 
a small, spiced bun, the forerunner of the English version of Easter 
bread, the hot cross bun.


Ancient Egyptians offered small cakes to the goddess of the moon, marked 
with ox horns. In ancient Greece , a similar sacred bread carried the 
name ‘bous’ meaning ox. The word bun is supposed to derive from this 
word. Christians later developed their own versions of bread symbolising 
birth, rebirth and fertility. For example, in Italy Easter bread takes 
the form of a dove.


According to Peter Reinhart, author of Artisan Breads Every Day, there 
are common features found in Easter breads of all cultures. First of all 
they are made with a leavening agent, most of the times yeast. The

We at Goa Su-Raj Party had expected Manohar Parrikar to at least shift the 
floatilla of Casinos from the Mandovi River basin to 5 nautical miles 
off-shore without exception.
The raison d'etre of floating casinos is 'OFF-SHORE'  and not  INLAND 
WATER-WAYS.

GOA SU-RAJ PARTY, without any slightest doubt will do this and assuredly so.

Matanhy’s students hold memorial service

PANAJI: ‘To Sir with Love’ – a memorial service was held by Matanhy 
Saldanha’s former students - to pay tributes to their beloved "Sir 
Matanhy" after his untimely and shocking death last week.


The service began with an Eucharistic celebration and was followed by a 
widely attended condolence meet.  The Eucharistic celebration was led by 
Fr Ian Figueiredo, Provincial of the Konkan Province, and concelebrated 
by 8 Salesian priests.


Matanhy spent the better part of his life teaching students at Don 
Bosco, Panaji.


The well known activist-politician, Matanhy was a full-time teacher from 
1974 to 2008 and during the course of his teaching stint, he inspired 
generations of students with his idealism and activism, leaving a 
lasting impression on their hearts and minds.


In his homily, Rev Fr Ian extolled the selfless service rendered to Goa 
by Matanhy, arguing that "he served with love."


The condolence meet began with the lighting of the lamp by Fr 
Figueiredo, Fr Savio Gomes (Provincial Delegate of the Alumni), Fr 
Wilfred Fernandes (Delegate of Panjim Alumni), Ms Alina Saldanha and Ms 
Laura Pinto, former teacher.


A  minute’s silence was observed in honour of Matanhy. This was followed 
by a session of nostalgic memories in which several former students, 
colleagues and well wishers shared their fond memories and experiences 
with Matanhy - in the classroom, at work and in public life.


The participants also put forth numerous suggestions and ideas to carry 
forward the legacy and the spirit of Matanhy.


Matanhy’s niece, Ms Melissa Simoes thanked the Salesians and former 
students, on behalf of the family, for organising the condolence meet.


The Eucharistic celebration and the condolence meet was attended by over 
400 people from all walks of life, besides his former students and 
colleagues.

Amend RTA to protect constitutional rights of minorities schools


Mr Shantaram Naik M.P. today pleaded in the Rajya Sabha that Right to 
Education Act, be amended to protect the Constitutional rights of 
minority schools.


In the special mention laid on the table of the House due to paucity of 
time, Mr Naik says that the act prohibits screening procedure for 
admission of students. Minorities contend that, by not allowing them to 
check as to whom they are admitting, there is a possibility of unruly 
elements and, those who are totally opposed to the ideologies and value 
system of minority community, getting into their institutions.


Minority schools managements in the country which have recently 
expressed some objections with respect to certain provisions of Right to 
Education Act 2009, have contended, Mr Naik said, that  the provisions 
in the act which has the consequences of denying them grants if they do 
not comply with certain provisions of RTE Act also violates their 
constitutional rights.


Minorities have opposed the composition of Management Committee under 
the Act which according to the act, 75 per cent has to be from amongst 
parents or guardians of children, and remaining from local bodies, from 
the teacher community and from local educationists, thus, making the 
Managing Committee majority dominated, Mr Naik said.


Mr Naik further said that the minority schools contend that they have 
established schools and also hostel facilities and therefore 
neighborhood concept will deprive the children of tribal and SC/ ST 
communities from availing school and hostel facilities provided by 
minority institutions.


While enacting any legislation with respect to education, the government 
should examine the constitutional rights given to minorities since the 
inception. If legislations come in a way of such guarantees it will lead 
to litigations in several courts of the country, Mr Naik said in his 
special mention.
