[Goanet] SO MUCH FOR MANOHAR PARRIKAR'S ZERO TOLERANCE FOR CORRUPTION
O Heraldo - April 17, 2012 Pg. 2 report AVERTANO LOSES OUT ON MARGAO PI APPOINTMENT. Comment: This is an open clasic proof that the Goa Police is arm-twisted controlled by the ruling dispensation. The mass transfers that have been recently effected in the Goa Police is nothing but the respective MLAs clamouring for the pliant Police Inspector for his/her Constituency/area. We are sure that the BJP MLA of Tivim Constituency has a 'Matka' enthusiast at the Mapusa Police station, so on and so forth. SO MUCH FOR MANOHAR PARRIKAR'S ZERO TOLERANCE FOR CORRUPTION. This will not happen 'when Goa Su-Raj Party rules this state of Goa. The Home ministry will have no say whatsoever as to which police personnel is posted where as long as the basic requirement of period of posting in one place is satisfied. This will be the prerogative of the DIRECTOR GENERAL OF POLICE. [Goanet] SECRECY OF BALLOT
FREE ANDFAIR PANCHAYAT ELECTIONS I understand voting machines will not be used and counting will be manual. This has been used to find out who voted for whom! At previous such elections I have objected in writing to the same numbers on the counterfoil I sign and the ballot paper; to the election booth officer and followed it up with the SEC to no avail. I understand the number is to ensure no bogus ballot papers are filled in. This is an important election and citizens must be explained about a foolproof system in use to ensure complete secrecy of ballot.
[Goanet] The façade of Goa’s Golden Jubilee Health Insurance Scheme
http://bharatmukti.blogspot.in/2012/04/facade-of-goas-golden-jubilee-health.html Once again mulnivasi people of Goa have been taken on dangerous ride. This time with the scheme called Swarnajayanti Aarogya Bima Yojana (Golden Jubilee Health insurance scheme). The pamphlet circulated to attract public shows one photo identity card given by Directorate of Health Services with name, age, gender and 18 digit computerized number. Now let us examine this pamphlet with which our mulnivasi people are falling prey to. Let us examine the each word of this scheme ‘Swarnajayanti’ means golden jubilee. The golden jubilee referred here is 50 years of Goa freed from Portuguese rule and brought under the rule of India in 1961. India itself has been colony of England till 1947 when ruling power was transferred to Brahmins on. Goa government has been involved in much fun fare of celebration of Goa’s Golden jubilee of liberation mainly because after 50 years political power has come in the hands of Saraswats (who constitute miniscule minority of Goa’s population), Bamons and Brahmins who are Eurasians ruling over mulnivasis. Their rule is for exploitation, misguidance and domination over mulnivasi people. Portuguese who ruled prior to 1961 were foreigners and Saraswats who are ruling us today are foreigners. Foreigners can never be expected to have welfare of the natives on their minds. They only have their caste self interest above any other interests on their mind. Let’s examine the second word ‘Aarogya’ means Health. Health under the constitution of India written by late Babasaheb Ambedkar is one of the important directive principles of the state policy covered under Article 47. It’s title is ‘Duty of the State to raise the level of nutrition and the standard of living and to improve public health – the state shall regard the raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties and, in particular, the State shall endeavour to bring about prohibition of the consumption except for medicinal purpose of intoxicating drinks and of drugs which are injurious to health.’ Further Article 39 (e) of the Constitution of India states ‘that the health and strength of workers, men and women, and tender age of children are not abused and that citizens are not forced by economic necessity to enter a vocations unsuited to their age and strength.’ Besides established case law through State of Punjab v/s Mahinder Singh Chawla declared the right to life includes the right to health. (AIR 1997 SC 1225). Constitutionally it is the State duty to uphold the health of its people. Private companies are not included as duty bound to play any role in upholding health of it citizens. Goa government though its earlier health minister Vishwajit Rane has gone against spirit of the constitution of India and involved private companies in this insurance scheme. The name of the private foreign company here is ICICI Lombard. It is surprising that the current health minister Laxmikant Parsekar instead of cancelling this scheme has allowed it to proceed ahead. Lets examine the third word ‘Bima’ means insurance. Insurance by itself is not a bad idea. There is state owned insurance company called Life Insurance Company (LIC). If LIC was involved in this scheme then there was no problem because it is a state owned company and public have control over the same. But getting foreign private company into health insurance of the people of Goa is detrimental. Private citizen data is shared with a foreign company. It is charging Rs.100/- at one time collection and promised free payment of the treatment of ailment covered under this scheme up to Rs.60,000/-. The common sense login does not make any sense. If it was done by state owned company like LIC then it would have been understood but private company doing this is a matter of suspect. It is simply strengthening presence of private company in health sector which is the state bounded duty. Moreover no list of ailments covered under the scheme is listed in the pamphlet nor is website mentioned for citizens to know list of ailments covered. This insurance is merely an insidious exercise in collection of data of all the people specially mulnivasis of the State of Goa. The state is so terrified of mulnivasis in Goa. The last word we need to examine is ‘Yozana’ which can be translated as a ‘scheme’ or ‘plan’. In practice this is a conspiracy against the mulnivasis (SC, ST, OBC, Marathas, non-ruling minorities such as Christians, Muslims, Sikh, Buddhists etc). Yesterday’s (18th April 2012) times of India has very clearly explained the Goa government is actually involved in direct supervision of making Goa’s children sick through another government scheme called mid-day meal scheme thereby working contrary to the article 47 and Article 39 (e) (f) of the
Re: [Goanet] Valanka seeks 'Portuguese' (?) Caitu's disqualfication
Frederick is right. Some mix up is going on. Here are some points: 1: I notice that Caitu has NOT been quoted as saying ' I do not possess Portuguese nationality'; all that is being referred to is the 'passport'. 2: Returning to Goa does not automatically deem one to be an Indian national unless one specifically applies for Indian nationality. At the time of receiving Indian nationality, one is REQUIRED to give up the foreign nationality. IF one does not, one is in contravention of the law. 3: Being born abroad is not synonymous with being a foreign national. It all depends IF one was registered as an Indian national at the Indian embassy or a diplomatic mission looking after Indian interests. For all one knows, Valanka may be on to something. The courts may have to decide. jc On Apr 18, 2012, at 4:53 PM, Frederick Noronha f...@goa-india.org wrote: This report discusses an important issue, but could be mixing up some issues involved: Valanka seeks 'Portuguese' (?) We were very happy to have two ‘Hindu Goan’ entrepreneurs in our midst this evening…Aparna Shah and Girish Desai. The discussion started with the aims and objectives read out for the new invitees. The flavor of the evening to be vetted was ‘Raechado’ and eight samples were placed on the table. This included two Hindu Goan masalas too, but no one was informed about it. This was ‘blind tasting’. The initial resistance…’can we really pin down on one masala to be standardised’ took a lot of discussion. Mr Girish Desai felt that the authenticity of each home made preparation would be lost. Mr Michael Mascarenhas felt that the concept of adding ‘illeshe’ or ‘moot’ as the gravy was being prepared added to the taste and ‘uniqueness’ of the preparation. Some participants felt that the old preparations of the vinegar and the absence of the chilies which used to be used would not help in the following of a standard recipe. And yet everyone agreed that different establishments had commercially let down on the authenticity of the Goan preparations…that tourists and foreigners were not getting the true taste of Goa. Hesitation and debate on the futility of the exercise… Deep down however they all believed that the future of Goan food and its authenticity needed to be worked on. Slight stalemate. Odette agreed to each ones view but stated firmly that although many countries had their own individual regional recipe, a main recipe was standardized for posterity, and here was the panel of technically competent individuals. ‘Lets try out the method of blind tasting by pretending we are the clients.’ And so the process was begun. Two Hindu Goan preparations when placed with the others seemed different. In fact many participants felt that Raechado was strictly used in Portuguese and Christian Goan food. And yet going by the word Raechado which means ‘stuffed’ the masala was used in Hindu Goan preparations too. For stuffing in Mackerals. A paradigm change in mindsets. Now one has to remember that there is no sugar added in the Hindu Goan masala, no vinegar too. At the end of 3 rounds for the elimination Sheela Bar and Restaurant O Coqueiro Alila Diwa Were the three Raechado masalas selected for the authenticity in taste. We hope to feature their recipes shortly For the Hindu Goan ‘taste’ the Spice Goa masala was selected. For a red masla curry which could be used as a gravy for preparations like Aad Maas, the masala of Michael Mascarenhas of Flying Dolphin was selected. All in all it was a great interaction which kept everyone absorbed…the time just flew by. Look out for the next post on Xacutti masala…. [Goanet] Goanet Reader: The Goan theory of relativity (Naresh Fernandes, Mint)
The Goan theory of relativity A quest to learn more about his late uncle Bunnu takes the writer on a discovery of Goan life and culture in Karachi Naresh Fernandes When we were children, my cousins and I could have been forgiven for thinking that our great-uncle's first name was “Poor. That, invariably, was how my grandmother and her sisters referred to their only brother each time he came up in conversation, which, admittedly, wasn't often at all. “Ah, poor Bunnu, they'd sigh whenever someone mentioned their Cambridge-educated sibling who'd chosen to stay put in Karachi at Partition, even as the rest of the family pulled up their roots from the city in which they'd lived for four generations to take their chances in India. By the time I was a teenager, Uncle Bunnu—he'd been christened Alec Cordeiro—had moved into an old folks home in Karachi. He'd never married, held a job for long or seen his sisters after 1947. No one in the extended family seemed to have a recent photograph of him. The somewhat embarrassed tone in which his three sisters talked about him left Bunnu obscured by a whiff of mystery—even scandal. Family bonds: the corridor of the KGA club is lined with portraits of past presidents. SJAYZ Photography/Mint But soon enough, any conversation about poor Bunnu would inevitably explode into a starburst of memories about growing up in Karachi. In a flash, the room would be filled with joyous recollections of dances at the Karachi Goan Association (KGA), of excursions to the beach in Clifton, of church fêtes at St Patrick's Cathedral, and Bunnu would fade away again. When he died in 1984, Bunnu had become more like a hazy myth to his younger Indian relatives than a real person. I always knew that when I made my long-planned trip to Pakistan, one man would be able to fill in the details. Father Anthony Cordeiro, my grandmother's cousin, was the keeper of family lore. His head held the names of hundreds of Karachi Goans spread across as many continents. For just over 60 years, ever since the family had moved to Mumbai, he'd conducted our baptisms, weddings and funerals. Anthony was still a child in Karachi when his attractive cousins were being courted by men from across the subcontinent. Decades after they'd married the objects of their affections, Father Anthony could be counted on to enliven family gatherings with his stories about the torments the suitors were put through. Then, as the laughter died down, everyone would huddle around the piano to sing the melodies they'd loved from the Karachi days. An essential part of the ritual involved Father Anthony singing his favourite tune, the Neapolitan standard, Santa Lucia. Shortly before my visa for Pakistan came through, Father Anthony had to be admitted to hospital. It wasn't clear what exactly was wrong with him, but over the course of just a week, a large portion of his memory seemed to seep away. The doctors explained it as a function of depleted sodium levels. He was moved to a home for retired Catholic priests. Days before my departure for the city of his youth, Father Anthony celebrated his 91st birthday. Relatives travelled from across Mumbai to be with him but Father Anthony didn't have the energy to respond to their greetings. His voice was just a whisper. After an hour or so of strained jollity, his guests started to bid their farewells. Amid the bustle, Father Anthony abruptly raised his hand to indicate that he wanted our attention. His lips began to move but we could barely hear what he was saying. As we inched closer, it became apparent. He was singing Santa Lucia. Lurking danger Alec Cordeiro aka Bunnu (from left) with his sisters May and Beatrice, around 1912. Photographs Courtesy Naresh Fernandes I was in Pakistan thanks to the generosity of the Karachi Press Club, which had invited their counterparts from Mumbai to visit their city to fulfil a simple agenda: “to foster people-to-people ties between the citizens of our two squabbling nations. At the airport, we were greeted with garlands and peace slogans by smiling trade union activists. Settling into the bus, we were joined by a posse of policemen with automatic rifles. They'd accompany us everywhere for the entire week. The next afternoon, after a morning of earnest speeches by our hosts, I met up with Roland de Souza, an engineering consultant who is involved with a well-regarded city-focused NGO called Shehri. His family has lived in Karachi for more than a century and he seemed well placed to help me find traces of Uncle Bunnu. Over a pizza lunch, De Souza drew up a list of people who would, perhaps, remember my great-uncle and gave me a little piece of advice: Never answer your phone on the street—instead, step into a shop and return the call. Since 2008, police statistics show, 219,927 people have been mugged for their phones in the city, a crime Karachiites refer to as “cellphone snatching, somewhat understating the horror of having gun-waving thugs relieve you of

Re: [Goanet] Welcome to Looting Mahiti Ghar
THIS IS ZERO TOLERANCE TO CORRUPTION I was about to report this matter as I have asked for 2 survey plans I paid Rs. 150/- for one plan 94/7 I have paid Rs. 750/- for another ( which is yet to be delivered) S.No. 122/4,5,6,15,16 I already got the 122/4,5,6,15,16 plan taken out from the next-door Survey Dept (Gr. Floor) for Rs. 300 sometime earlier but asked for a new one because I wanted the original as I had attached the original to the TCP file for clearance of my project. When the Mahiti Ghar repeatedly told me that 'Panjim' repeat Panjim cannot find the sub-divisions 5,6, 15 16 on the plan, I took the xerox and showed it to them and told them it was taken out right here at the Survey Dept and asked them what Panjim had to do with it. They became nervous and the girls blurted out some silly excuses. The lie being given that Panjim cannot find when the plans are taken out right under the Mahiti Ghar's nose at Mapusa. Yes, in deed. This is daylight robbery and loot. And I have decided to take up this matter soonest.
