September 13, 2012 TEAM HERALD teamher...@herald-goa.com PANJIM: Soft-pedaling his earlier stand, Chief Minister Manohar Parrikar on Wednesday claimed that almost 50-60 per cent of the mines in Goa are working "within reasonable compliance" of environment norms. “The Public Accounts Committee (PAC) report on illegal mining and the Shah Commission report is based on a figures and facts which are one or two years old. During this period, many companies might have got the relevant documents and could now be meeting legal requirements,” Parrikar said, responding to a question by HERALD on how many mining leases are likely to be suspended. “According to my knowledge, 50 to 60 per cent of mines in the State are running with reasonable compliance of environment norms,” he said. Parrikar, while heading the PAC during his tenure as Leader of Opposition had alleged that a majority of mines in Goa are illegal. Parrikar has, incidentally, pegged the illegal mining ore scam at Rs 4,000 crore as opposed to the Rs 35,000 crore mentioned by the Shah Commission as the bounty from the loot of Goa's resources. "Clarifying" the Government stand allowing transportation and export of already extracted ore, Parrikar said that a deadline (September 21) has been given to mining firms to report the exact quantum of ore with grade and other details of ore and the exact location of its existence to the Mines Department, failing which the company would not be allowed to transport the ore. “We have given them a seven-day deadline. Once they submit the documents, the Directorate of Mines would constitute teams to inspect the quantity of ore lying at the site and accordingly, permits would be granted for its transport and export,” Parrikar said. The State Government, in its notification suspending mining operations of all the mines in the state on September 10, had allowed trade and transportation of ore already mined, and had not made such trade and/or transportation incumbent upon obtaining prior clearances. Whether that position had changed was not clear from the Chief Minister's clarification today. "The Shah Commission tabled its report on September 7. Within two days, the Goa Chief Minister issued order suspending licences of mines, which is a complete whitewash," she told reporters here. "He is trying to fool and whitewash by pretending that he is taking action. Under which act has he suspended the permissions for all the 93 mining leases," she asked. She said that the action by Goa chief minister Manohar Parrikar is a "fraud" on the people of the country. A day after the Shah Commission report on Goa's illegal mining was tabled in the Parliament, the Goa government suspended all mining leases, asking mine owners to approach the Directorate of Mines and Geology with proper documents. She alleged that the state government was trying to usurp the rights of the union government. "We want to know whether he wants to take power of the central government under the environment act, forest act and other central acts," she said. Responding to a question, she said that MoEF had written to the state government on several instances about the illegal mining in Goa. "On several occasions, I have raised with the chief minister the very same issues of illegal mining, and not received any replies," the minister claimed. Taking a dig at Goa government's order which has allowed the export of ore already extracted, she said that if the ore was extracted through illegal mining, than it should be confiscated and not allowed to be exported. Dear Manohar-bab, A draft of the Goa 2035 Vision Document commissioned by the last government was recently presented to you. Most of it is a pile of cut & paste woolly patter, evidently authored by people who have little understanding of the reality of today’s Goa. I recommend that you ignore it. There are pressing issues in the here and now that need redress, many of which I have tabled in this series framed as questions to you. The last 3 days covered the big, urgent topics of the day. This installment and the one to follow tomorrow survey the balance. Garbage I don’t need to dwell much on this for we all know the obvious: GOA STINKS. The entire state is today a de facto garbage dump. You promised a clean-up and said that the garbage issue would be taken up on a priority basis. I traveled extensively all across Goa last month (August), and virtually nothing has changed in this regard from Digambar Kamat’s time. The amount of plastic strewn all over is distressing. (I should add that the primary responsibility for this rests with the individual citizen.) Rotting garbage in open dumpsters alongside the road is a common sight. May we please have a status update on your garbage strategy, including the treatment plants proposed? Health Care Your health minister Parsekar recently announced that each of the 40 MLAs would get a check-up at private hospitals with the tab picked up by the taxpayer. Why should the people of Goa have to pay for the maintenance of your health? All of you are handsomely compensated – shouldn’t you use your own money to take care of your own health? This is especially appalling when you consider the abysmal state of health care in Goa. The main hospital in Bambolim is in a state of advanced decay. The filthy conditions in the hospital rooms are shameful. The availability of qualified doctors is also a major concern. There are many critical specialties that are either understaffed or without any specialist. How can we stand by and countenance this state of affairs? The common man has been rendered helpless, exposed to the mercy of a third- rate hospital system, while you guys help yourselves to a taxpayer-funded check- up at expensive private hospitals. How do you justify this when you promised a departure from the past? More important, when can we see high quality health care facilities in Goa? Agriculture and Dairy You have vowed to revive agriculture in Goa. I urge you to make good on that promise. When we eat a local (ganvthi) banana, or local vegetables from vaingin to tambdi bhaji, the superiority of fresh Goan produce is at once obvious. It is tragic that our land, once rich in cultivation, is today dependent on inferior products from out of state. Perhaps some of the lost ground can be recovered? This is an area that needs a lot of re-think. Someone like Prof. Nandakumar Kamat would be a good resource for policy advice. Goa Dairy is another broken institution, mismanaged and corrupt. You ought to fire the entire management and put in place good, capable people. Even the cows are fed up with the guys who run Goa Dairy (you can tell by the foul taste of the white liquid they claim to be milk). Road Safety and Traffic This is an issue of utmost urgency. The entire network of Goan roads is a death trap. So many unspeakable tragedies on our roads, most of them preventable. What would it take for the government to train and institute a statewide traffic patrol with authorization to strictly enforce the rules of the road? Road signs with speed limits must be erected everywhere and enforced. Concurrently a public re-education effort needs to be inaugurated. This is not a problem that government alone can solve. People have to respect the rules of the road. From the enforcement side there ought to be zero tolerance shown to violators. The traffic situation in Goa is now at an alarming stage and will become uncontrollable if it is not reined in soon. You haven’t helped matters with your decision to reduce the price of petrol. Your government believes that building multi-storied parking lots and 6-lane highways will alleviate the situation. I can tell you right now: that is a fool’s errand. Any effective solution to this problem must have two components: One, devise a strategy to reduce the number of vehicles on the road by taking away the incentive for people to hop into a car. This requires the design of a workable and efficient public transportation system. Two, inflict pain on the wallet when you have the first component in place. That is, impose a stiff fee on the use of a car in towns and cities. The design of a public transportation system is a non-trivial exercise. It will take deep thi

CM dodges the 35K cr question September 13, 2012 TEAM HERALD teamher...@herald-goa.com PANJIM: Chief Minister Manohar Parrikar on Wednesday dodged questions on the steps he proposed to take for the recovery of the estimated Rs 35,000 crore lost due to illegal mining from encroachment, claiming that the Government is still examining the report. The CM also refused to state as whether criminal action would be initiated against mine owners, as he has promised against the politicians who allegedly helped them bend the law for financial gains, as indicated in the Shah Commission Report. "We are examining the report. Some mining leases have encroached on to Government land and we would be penalizing them," was the best he could manage, adding that action would be taken "as per the Land Revenue Code". “Unless the Mines Department puts up a note to me on exact recommendations of the Shah Commission, I cannot take any action. But definitely there would be an action plan,” Parrikar claimed. It is very refreshing to read Rajan's eloquent and insightful open letters to Manohar Parrikar, who I take it, besides having the same surname, is a personal friend of Rajan. Tough tough questions. I know Mr. Manohar Parrikar will take them to heart. These are questions that all of us who love our beloved Goa, would pose to all our politicians. But now that Manohar Parrikar is in the chair, he has to answer. Personally, I believe that Manohar Parrikar is honest. But how much can he deliver ? Many many years of stinking rot and corruption, cannot be changed over night. How is he going to deal with the Mine owners ?. I am sure politicians of every ilk are beholden to the Mine cartel. How can you bite the hand that hs fed you ? Likewise the builders cartel. It is because of them that Goa is overrun by migrants from various states. The builders of the concrete monstrosities popping up everywhere came to Goa because of the demand caused by Goa's ill conceived Tourism policy. A lot of people now owe their livelihood to the Mining idustry, the Tourism industry and the Construction industry. But I am willing to bet that the ones who owe their livelihood to the aforementioned industries are mostly "bhaile". Many of them have sunk roots in Goa, living in "zopdis" in shanty town, defecating everywhere. But to the politicians they also have value as vote banks. What a mess ! I wish you all the best Mr. Manohar Parrikar.

On the other hand the biggest error that the Portuguese made in their colonies was to limit higher education. It would have probably benefited Portugal today. BC GENERAL COMMENTS: a: I disagree with Bernado's comment wrt the quality of education available in Goa today. And while it may not be equivalent to the education imparted (say) at Harvard, UCL or even Coimbra, it is still the basis for excellent opportunities anywhere in the world . BUT ONLY for those who study and work hard. I am not sure that Catholic Goans (in particular) are focusing sufficiently on getting the most out of the educational system. There is this inordinate amount of time spent on drinking, Bollywooding and 'folga'. A good review of what (and How Well) Goans are doing internationally - will reveal that determined Goans trained in pre as well as post 1961 Goa - are doing very well indeed. Could the education have been better? Sure ...but HOW useful would that be for chaps and chappies who do not make appropriate use of what is available? b: Those who carry on with this "subsidized" canard are probably either naive, brainless parrots or just plain ignorant. A question they may wish to ask themselves is the following: HOW MUCH does Goa contribute to the coffers of those who are reportedly subsidizing the education? Jal satyagraha: Police forcibly evict protesters in Harda Zeenews Bureau Harda (Madhya Pradesh): The Madhya Pradesh Police cracked down against the protesters on ‘jal satyagraha’ in Harda on Wednesday morning, forcibly evicting some of the villagers from water. The villagers and activists, demanding the lowering of water level in the Indira Sagar Dam and land for land in rehabilitation, have been standing in neck-deep water for the past two weeks in protest. The cops began evicting villagers from the protest site citing health concerns. Ambulances have also been deployed at the protest site. On Monday, the state government had ceded to the demands of villagers in Ghogalgaon, who were also on ‘jal satyagraha’ for 17 days, and decided not to increase the water level in Omkareshwar Dam beyond 189 meters. The Shivraj Singh Chouhan government also agreed to land for land as rehabilitation demand of the affected villagers. Similar to the protests in Ghogalgaon, nearly 100 people from Khardana and Badhkhaliya villages in Harda, who were affected by the rising waters in Indira Sagar Dam, had been on ‘jal satyagrah’ for the last two weeks. The state government has deployed over 1,500 police personnel from Harda, Betul and Hoshangabad districts, including women police force, in the area. It has also clamped Section 144 around the ‘jal satyagraha’ site. To make Goanet a little more interesting, I suggest a pilot project. On a monthly basis moderators Bosco and Frederick could introduce a Goan-centric discussion statement and invite one 'pro' opinion volunteer and one 'anti' opinion volunteer from among the vast Goanet membership. Give 24 hours for two people to pick up the gauntlet with no same person appearing for at least 12 months to enable wider participation. If there are no volunteers for a particular topic, the two moderators who know a lot of the readership between them can invite persons of their choice to fill the role. After the point and counterpoint appear, discussion can be opened to all. I have no wish to add to the volunteer burden that he moderators currently carry. If this can be done without any additional work for the moderators, it may run itself after a few teething troubles. Hey just a suggestion, I don't mind if it is shot down. Roland Francis
