[Goanet] Goans and Zanzibar
Mervyn Lobo is incorrect in equating Zanzibar's formal 'Protectorate' status within the British Empire with that of a 'Colony' when he writes that " ... which is just a fancy way of saying they ruled through a puppet Sultan." Clearly, the British were dominant in administering Zanzibar through the British 'Resident' (note: not 'Governor") and an Executive Council comprising senior British Civil Servants and representatives of Zanzibar's racially diverse population (though, admittedly, the African majority was clearly significantly under represented). These terms - 'Protectorate' and 'Resident' were not mere differences in description but represented subtle nuanced differences in status and role to other colonies. Mervyn's description of Zanzibar's Sultan as a "puppet" is also intensely misleading and derogatory. He most definitely was no puppet. Whilst, clearly, the British were dominant in Zanzibar's administration, the British Resident conducted Government in close consultation with His Highness the Sultan in all matters, especially with regard to the role of Islam in Zanzibari society. Increasingly, over the decades of British dominance in Zanzibar - the then Sultan having opted to accept British "protection" upon the seizure of his mainland "possessions" by Britain (Kenya and Uganda) and Germany (Tanganyika) the Sultan's role developed more into one of 'Constitutional Monarch', which was eventually defined in the constitution of the independent State of Zanzibar (December 1963). So, the status and role of Zanzibar's Monarch would have been akin that of Britain's Monarch and no one, I do believe, would describe H. M. Queen Elizabeth as "a puppet", which clearly she is not. I do also believe that one ought to exercise due sensitivity and caution in the descriptions, often inadvisedly, we choose to ascribe to people and posts. In Zanzibar's colonial period, as in many other similar situations, there is a subtle nuanced interplay of roles and influences, which should not be over simplified into dominant and subservient. I would challenged anyone with sufficient knowledge on Zanzibar in colonial times to convince me that the British administration there was capable to taking any action or institute any measure that the Sultan objected to! That therefore is the measure of the Sultan's role and influence, given that a puppet, by definition would have no such power or influence. Mervyn also writes loosely about Zanzibar being "(re-)united with the mainland ..." after independence. The reality is that (The People's Republic of) Zanzibar formed a Union with independent Tanganyika four months after its Revolution. There was no unity with "the mainland" - i.e. with Kenya and Uganda, whose territories were all, at one time, claimed loosely as territories of the Sultan of Zanzibar (then, as it happens, an 'outpost' of Oman). Two recent policy pronouncements will illustrate how government seems to be yielding to their pressure. It is well established that absenteeism of teachers and poor quality of outcomes in government schools is the main factor behind the popularity of private schools with poor infrastructure that cater to the needs of the underprivileged. The management pays pittance to the teachers but such schools are still attracting students because of better teacher attendance, personal attention to each student and testing of their homework by the teachers, faster scholastic learning, and in some places greater emphasis on English. Often they run under a banyan tree or in a dilapidated building. However, the Right to Education Act insists that such schools would be closed down if they do not have an all- weather building consisting of at least one classroom for every teacher and an office-cum-store-cum-head teachers room; barrier-free access; separate toilets for boys and girls; safe and adequate water facility to all children; kitchen for mid-day meals; playground; library; and qualified teachers. Shutting down private schools that do not meet the required norms and standards will place an additional burden on Sarva Shiksha Abhiyan (SSA) funds at a time when the overall demand for primary education is still greater than supply. This is particularly so in urban areas that cater to migrants and slum dwellers. At the very least, the answer lies in improving the quality of infrastructure and outcomes in government schools and not in shutting down the private schools, thereby denying access to education to the deprived sections. However, the lobby of fundamentalists in the education sector is so strong that these schools are under threat of being de-recognised under law. A more recent example of the civil society influence on drafting of laws can be seen in the Land Acquisition Bill. A close examination of its clauses would reveal that acquisition of even one acre of land would take at least two years and the proposal will have to pass through about a hundred hands. The delay is caused mainly because the bill seeks to establish several committees adorned by activists and experts. To begin with, Social Impact Assessment would be carried out by a committee, and its report would be vetted by an Expert Group. In addition, there would be an R&R Committee, of course a State Level Committee and a National Monitoring Committee to pontificate over the reports generated by the junior committees. As land cost is insignificant (between 1 to 5 per cent of the project cost), a simpler solution would have been to increase compensation several fold, and make land available to the project in a few months time. However, landowners cannot ask for more than the recorded price (it is common knowledge that it is often less than one-third of the actual price) in urban areas and not more than double in rural areas. The bill is anti-farmer and anti-growth, but certainly pro-civil society! Barring a few exceptions, many of these NGO activists think with their hearts and not with their brains. They are populists and cater to a constituency of habitual seminar participants. One can easily predict their stand on any development issue. For instance, they would never say that profits are legitimate or that industry is creating jobs, or that agriculture has shown vast improvements in Gujarat. They believe in development being a zero-sum game where the poor can benefit only when the rich are losing out. Both cannot win, according to them. Ramachandra Guha rightly called them the No No People. In the past, they criticised the Green Revolution, in the 1980s their target was farm forestry, and now their target is infrastructure, dams, power plants, direct cash transfer schemes, UID, PPP, etc. Reality for them is either black or white, never grey. Everywhere, they see a conspiracy engineered by the World Bank/ IMF or the neo-liberal state. They pick up facts selectively, or distort them. They are people in a hurry looking for quick-fix solutions. Like journalists who only write but do not read, they too only talk but have no time for comprehensive analyses of such facts that do not support their biased views. Portugal and China had a contract over Macau. In 1975 Portugal already had intentions of handing over Macau, but China said to wait and that they would provide a proper date ie 1999. In case of Goa the illegal occupation continues since 1961 and we still have bharati apologists who are blind to what is happening since the event happened 5 decades ago. BC I had not jumped into this debate till now because this topic of Liberation/Annexation/Aggression has been a cyclical one. Since BC has proved himself to be a "liar" in his effort to defame me and has also proved to be "uncouth" for not having the b***s to apoologize for not being able to prove his charges, I left it's not worth the time and patience to counter his views. VRR has also proved that BC gets into convoluted logic. He doesn't know where he stands. If he's still in Macau, itself a Portuguese colony till 1999. I hope he lives to see what happens when the autonomy granted to it runs out in 2049.

I am thrilled to know that many Gram Sabha's across Goa are now demanding(not requesting) for Special Status to preserve our prized identity. With real estate and land grabbed by the rest of India mainly via black money, the locals Goans are on the way to becoming irrelevant. Add to this the huge un-controlled migrant influx which could be reduced/controlled in many ways. Even un-democratic China had better ways to safeguard the identity of Hong Kong and Macao. INDIAN or PORTUGUESE? José Constancio Mendes is a 5th generation descendant of a Hindu family that migrated from Rajasthan to Goa during the Portuguese rule and was converted to Christianity. That puts him in a perplexing situation. Mr. Mendes is 70 years old, a bachelor and lives in Goa. He never obtained a voting card or any other card, does not have a bank account and has never travelled abroad, therefore never obtained a passport. He is a self-employed tailor. 1) Is he today an Indian because he is a native of Rajasthan by origin; or Portuguese because he was born in ‘Estado da India Portuguesa’? 2) Of course, now he has the freedom of choice of religion and if he chooses to stay as Christian because he was baptised as one, may he also be called a Portuguese national because his birth certificate says he was born in Portuguese Goa? 3) He says he is Indian citizen, but a Portuguese national.
