Remembering the Fall of Portuguese India in 1961 Francisco Cabral Couto, O Fim do Estado Português da Índia, Lisboa, Tribuna, s.d, ISBN.10:972-8799-53-5, pp. 136. Priced at € 21.60 by FNAC in Lisbon, this hard cover coffee-table publication is perhaps the latest addition to the surprisingly rich and often controversial historiography about the end of the Portuguese colonial rule in India. The author, now a retired general, was a young 26-old fresher from Military Academy when he arrived in Goa on 27 March 1961 and was posted at the Afonso de Albuquerque military camp in the village of Navelim, with command over 47 «caçadores» (hunters) with responsibility for the defence of Borim bridge, Paroda canal, river Sal and Anjidiv island. Within months the reinforcements made a total of 158, including many youngsters with little military training. They were mostly involved in reconnaissance missions to ward off terrorist attacks. Describes the lack of basic conditions for any sort of defence in any terms of strategic or military means at disposal. The camp headquarters at Navelim had a generator that did not work, and depended upon the use of kerosene lamps and stoves. With the exception of the delicious mangoes and abundant supply of bananas, classifies the food resources in Goa as of poor quality. There were canned supplies of quality food and drinks from UK and Holland, but few could afford them. The author admits that he did not stay in Goa long enough to take the pulse of the civil society, but remained with the impression that most Goans favoured autonomy or integration with India. Felt that the Portuguese presence was tolerated and even respected, but not much loved: «Quanto aos portugueses, é importante dizê-lo, pareceu-me que eram, dum mode geral, respeitados, bem tolerados, mas não amados, a não ser por aqueles que com eles tinham fortes laços familiares» (pp. 20-21). While the acts of terrorism in Goa were multiplying, the Portuguese authorities were curiously encouraging the families of the men posted in Goa to join them, giving a false impression that all was well in Portuguese India. The author had his first son born on the eve of his departure to India. His wife and 5-month old son arrived by the first flight of TAIP in July. While reporting about the relics of the Portuguese naval force in Goa, the author refers to a curious incident in September 1963 when Salazar ordered the ground batteries at the fort of Almada in Portugal to fire upon the cruiser Afonso de Albuquerque for having joined the republican forces in the Spanish civil war! Hence, ironically, the Indians were the not the first ones to do fire upon this war vessels. The author does not fail to report that the Commander of the warship was gravely hurt in the Vijay Operation, but his life was saved by the Indian military medics who treated him on shore in the Naval Club at Caranzalem. The author reveals that in an emergency defence planning meet in September 1961 he had opposed the «Plano Sentinela» that was approved by the home government for resistance to Indian attack, suggesting that the defence should concentrate in the capital island, and not in Mormugão. Confesses that he was asked to drop his objections and withdraw his suggestions. Reveals another «Plano de Barragens» that has found no mention in earlier publications known to me. It complemented the «Plano Sentinela». It was meant to demolish the vital bridge links to delay the advance of the enemy forces. The same plan envisaged also mining of the main roadways and beach approaches. But lack of mines did not make it viable. We have a fairly detailed description of the events at Anjidiv on 23-24 November, when the Portuguese forces stationed there fired upon the passenger vessel Sabarmati passing between the island and Kochi harbour, causing some deaths. The Portuguese forces were convinced that Indians were planning to disembark in the island. The Indian press was agog with news on 25 November and provoked a rapid escalation of diplomatic and military tension. The Portuguese official sent from Goa to investigate the case reported that the soldier manning the gun had fired upon the ship alleging that it was within the Portuguese territorial waters on 17 November and had kept his action unreported. On December 9 the vessel India arrived from Timor on its way to Lisbon. With capacity for 380 passengers, it left on 12 December carrying 700, despite a telegram received from Lisbon ordering the Governor General to not permit any families to embark in the ship. The Governor General ignored the order. Allowed all who wanted to leave to embark and the passengers were fitted even into the bath rooms during night time. It arrived in Lisbon on the last day of the year. The most valuable and original contribution of this book are the very personal experiences of the author after his detention by the invading forces. Japan International Co-operation Agency-JICA - GOA CHAPTER I happened to stop at Ticklo's Petrol Pump at Mapusa this evening to buy a can of engine oil. Surprised to see Glen in the office, I struck a cordial conversation with him. He said that he was waiting for the laying of the foundation stone of JICA's Mapusa Sewerage Scheme. When I uttered "Don't Say", he showed me the invitation card. He was not aware of what JICA was all about. Therefore, I explained to him that JICA [Japan International Co-operation Agency] was financing utility projects for GOA to the tune of Rs. 1031 crore at just 1% p.a. interest rate. He was surprised. Later, when I passed the area of the foundation stone laying site [ Next to Old Asilo out-patient complex, now in disuse- opposite the Majorie Farmacy and adjacent to the Comunidade Ghor Complex, at the site where tempos and trucks are parked- or the Milagres furniture fair is positioned], I clicked these photographs at a time when the crew were about to dismantle the set-up. When I came home, I scoured all 4 English dailies i.e Herald, NT, GT & TOI but failed to find the usual inaugural splash. Went thro the yesterdays papers and still drew a blank. Wonder, why the laying of the most important foundation stone for the non-existent sewerage system for Mapusa has been such a low key. A brief history. Mapusa Nagrikancho Ekvott - MNE with Adv. Antonio Lobo as it's convenor, dug out the details of JICA from late Alban Couto of Carona, Aldona, as he was initially in charge of this vital project of JICA's in Goa. He had thrown his hands up because the government at that time (Congress with Dayanand Narvekar as the Finance Minister etc) wanted to appoint it's own Chief Engineer for the Goa Operations which JICA declined knowing fully well that their project in Goa would be reduced to a gigantic white elephant with hyenas like Narvekar around. MNE's delegation met with Churchill Alemao ( at the Secretariat-Porvorim) who was the Minister for PWD, to demand the JICA Sewerage Scheme for Mapusa, fearing that JICA would withdraw it's commitment as it had already threatened to do so if 1% amount in Indian Rupees w.r.t. Rs. 1031 crores was not deposited into the account. Churchill Alemao agreed in principle to put the Mapusa Sewerage Scheme on the road and appropriately instructed the JICA appointed Chief Executive Engineer Mr. Chimulkar to make necessary arrangements to see that Mapusa Sewerage Scheme went on the road immediately. He also directed MNE to directly interact with Mr. Chimulkar to know the progress. Mr. Chimulkar explained to the MNE delegation which met him on several occasions at Patto's GIDC, that the scheme was using Swiss technology, where no rampant digging will take place in the city but will be point to point sub-soil laser boring to lay the inflatable, pvc impregnated pipelines from the city to the treatment plant which will be located somewhere in the fields next to the Mapusa River, that is if we at MNE have understood the process correctly. The positioning of the Treatment Plant at Gaunsawaddo was opposed by the locals and hence it was decided to place it where it is now proposed to be. MNE is happy that it's efforts have been finally rewarded. But, it feels that such an important project for Mapusa should have been well advertised, and we, at MNE, would be happy to be part of this foundation laying ceremony. It looks like the Government of the day did not want MNE to take any credit for it being put on the road, and just as well. MNE is very very happy that Mapusa is finally going to get a modern Sewerage Treatment Plant which will go a long way in saving the already 3/4th dead Mapusa's important River which has been choked to death by raw sewage flowing into it for this long. It is a miracle that it has not died a long time ago. The Miracle must be put at the foot of the Milagres Saibin of Mapusa who has been watching over Mapusa to the extent that when the Portuguese detonated a full truckload of gelignite under the Mapusa bridge on the early morning of 19th December, 1961, nothing what so ever happened to the Milagres Church and the now standing monument of 'Christ the King', just a few yards away from the bridge, but took the entire tiled roof off the Church and into the thin air without any trace. Many of us see the wrong going on but we hardly are interested and many times we do not even bother to ask for information with the government. We need people like Aires to come forward and get information under right to information. We, the children, are the beneficiaries when we honour our parents. This is the commandment with the wonderful promise that life will go better for us if we simply obey it. The Fifth Commandment introduces us to a series of commandments that define proper relationships with other people. Six of the commandments—the fifth through the 10th—serve as the standards of conduct in areas of human behaviour that generate the most-far-reaching consequences on individuals, families, groups and society. Amaresh Deshpande will hold an intensive bridge workshop over 5 days (2 hour sessions each) at Literati from 25th Feb to 1st March from 5 pm to 7 pm. The fee for the course is Rs. 1500/-.
