CII CEO's Quotes on Union Budget 2013-14 

 

Mr R Mukundan, Deputy Chairman, CII WR & Managing Director, Tata Chemicals
Ltd said that "the increase in social sector spending in the budget is a
step in the right direction. Women, youth and the poor are the sections that
need to be taken care of. The budget emphasis on roadmap or supporting
MSMEs, Agriculture and infrastructure is welcome. Now what needs to be seen
is prudent and effective tax management."

 

Mr Arun Nanda, Past Chairman, CII WR and Director, Mahindra & Mahindra said
"Given the challenges that the economy is facing, the Finance Minister has
come out with a reasonably balanced budget. It is good news that there have
been no harsh tax levies though more could have been done for incentivising
investments particularly in the infrastructure sector - and providing
liquidity boost by boosting savings and infrastructure SOPs for bringing
more funds in this sector. "

 

Mr Satish Jamdar, Chairman, CII Maharashtra State Council  and Managing
Director, Blue Star Ltd stated that "the budget is quite focused in terms of
devoting attention to the underdeveloped parts in the country. A lot of
schemes have been announced for the rural sector, roads, MSMEs which gives a
good direction. However, the budget does not bring in too much extra
revenue. It is otherwise a soft budget."

 

Mr Govind Sankaranarayanan Past Chairman, CII WR Economic Affairs
Sub-Committee and CFO & Chief Operating Officer - Corporate Affairs, Tata
Capital Ltd,  has said that the budget has focused on a lot of small and
micro issues which will in the long run spell a lot of difference. The
social services spending in the budget is strong on intent but its ability
to enhance consumption remains
to be seen. The support to Housing, support for infrastructure debt funds is
a specific positive measure. However details on this are awaited."


Mr Ashank Desai, Founder, Mastek Ltd felt that "the positive part of the
budget was the acceptance of the Rangachari committee measures. Focus on
angel investors and CSR benefits provided to incubators will benefit IT
industry. A fifty per cent increase in funds for JNNURM is a welcome move
and will spell benefits for the IT sector which is primarily located in
urban centres. In the long term, projects like DMIC and the proposed
industrial corridor from Bengluru - Chennai will help augment investments.
However, no specific announcement on MAT was a big disappointment."



Mr Anuj Puri, Chairman, CII WR Real Estate Conference and Chairman & Country
Head Jones Lang LaSalle Property Consultants India  hi-lighted the
following points: "One per cent TDS on Sales proceeds will bring in
transparency and good governance and also  reduce speculations. The demand
for housing in tier II and tier III cities has been propagated by additional
tax relief for first time home buyers. However the budget does not touch
upon the issue of Real Estate Investment Trust (REIT). Affordable housing
could also be given an industry status"



Mr Ninad Karpe, Vice Chairman, CII Maharashtra State Council and CEO &
Managing Director, Aptech Ltd" The Budget speaks a lot on education and
skilling. The proposal to reward Rs 10,000 to those pursuing courses at NSDC
is a welcome step. However the intent of achieving a target of 10 lakh
beneficiaries from the initiative will be a challenge."

Goa tourism department has begun a crack down on photographers who create
nuisance for tourists at the beaches.

A senior tourism department official said that they have started booking
photographers creating problems for the visitors under Tourism Trade Act.

The photographers are usually found on the Goa beaches clicking pictures of
the tourists.

"There were lot of complaints against these photographers charging Rs 50-100
per picture. But the basic complaint against them was that they were
loitering on the beaches without permission and disturbing the tourists," a
senior tourism department official said.

The department has begun imposing a fine of Rs 10,000 on the photographers
if they are found illegally doing business on the beaches.

"It is not just a nuisance but we perceive their presence as a threat to the
belongings of the tourists, which they usually keep on the shore while going
in the waters," the official added.

Goa receives around 2.6 million tourists every year.

The Parrikar-led government has also taken up cleaning the beaches from
hawkers, illegal beds and vendors by pressing special police squads.

"Budget Announcements to Provide Particular Benefits to the Western States":


Mr Pradeep Bhargava, Chairman, CII WR

 

Commenting on the Union Budget, Mr Pradeep Bharagava, Chairman, CII Western
Region said that, "This budget has a number of investments that would
benefit the states in Western India. Incentives in the areas of industrial
corridors, road construction, rural development, textile and renewable
energy would definitely promote development and investments in these
states." 

 

Industrial Corridors 

The Finance Minster announced that DMIC has progressed rapidly, and now work
on new smart industrial cities at Dholera in Gujarat and Shendra Bidkin in
Maharashtra will start in 2013-14. In order to encourage development and
assure Central Government funding support, the Finance Minister announced
that if required, additional funds would be allocated over the next year in
the overall outlay of the DMIC project. He also announced that preliminary
work to develop the Bengaluru Mumbai Industrial Corridor will begin. 

 

Mr Ashank Desai, Founder, Mastek Ltd commented, "In the long term, projects
like DMIC and the proposed industrial corridor between Bengaluru and Mumbai
will spell new investments along the corridors and augur well for the
overall industrial development in these states."

 

Road Construction

For the road sector, recognizing the challenges faced, the Finance Minister
announced the setting up of a regulatory authority for the road sector. In
order to address bottlenecks in the road construction sector 3,000 kms of
road projects in Gujarat, Madhya Pradesh, Maharashtra, Rajasthan and Uttar
Pradesh will be awarded in the first half of 2013-14. Thus, the states of
Gujarat, Maharashtra and Madhya Pradesh are expected to benefit with an
upgraded road network. 

 

Rural Development

On the rural development front, the Pradhan Mantri Gram Sadak Yojana (PMGSY)
would receive Rs 21,700 crore and since several states have already achieved
the objectives of PMGSY, a new scheme PMGSY-II was announced and under this
scheme funds would be allocated to several states, including Maharashtra.
However details of the scheme are still awaited.  

Textile 

The Finance Minister proposed to set up Apparel Parks (for apparel
manufacturing units) within the Scheme for Integrated Textile Parks (SITP)
and Rs 50 crore has therefore been allocated to the Ministry of Textiles.
Further, the Technology Upgradation Fund Scheme (TUFS) for the textile
sector would be continued while modernisation of the powerloom sector was
encouraged with a provision of Rs 2,400 crore in 2013-14. A scheme to
address the environmental issues faced by the textile industry was also
announced. 

 

Mr Pradeep Bharagava commented, "The addition of apparel parks in the STIP
scheme would benefit Maharashtra, Gujarat and Madhya Pradesh, which have a
number of textile parks under this scheme. These measures would supplement
existing measures by state governments, like the Gujarat Textile Policy, and
incentives to textile units in Madhya Pradesh under the Industrial Promotion
Policy."  

 

Green Energy

The Finance Minister also gave a boost to the renewable energy sector,
addressing the issue of high cost of finance. The central government would
therefore provide low interest bearing funds to renewable energy projects
via IREDA from the National Clean Energy Fund (NCEF) for a period of five
years. The wind energy sector also received incentives by the
re-introduction of generation-based incentives for wind energy projects, and
fund allocations of Rs 800 crore to the Ministry of Non Renewable Energy. 

 

Mr R Mukundan, Deputy Chairman, CII WR and Managing Director, Tata Chemicals
mentioned that, "Renewable energy industries in the Western states would
benefit from low finance costs and the various schemes proposed would
benefit industry in the states of Gujarat and Madhya Pradesh that are
working in this area."

Dears,

I had marked off  two sensitive pieces of write-up in the 'OPINION' columns 
of the HERALD to read at leisure. One piece by Jose Maria Miranda captioned 
"Think of Goa(ns), Chief Minister" [H-23feb13-Pg8] and the other by Brig 
[Retd] Ian Da Costa  captioned " We are Indians First" [H-26feb13-Pg8], 
both, Goans of impeccable standing and my  cordial friends. This write-up 
does not seek to challenge their right to say what has been said. It is only 
that I want to interpret these writings as going against the fiber of being 
a GOAN from former 'INDIA PORTUGUESA' which remains GOA minus the 
PORTUGUESE.


And, when I read something as important as things which are written by Goans 
I admire, the central idea behind which these write-ups is noted in my mind's 
eye. Once this is firmly lodged in the psyche, it neither can be changed nor 
diluted.  Therefore,  here we go:


On Jose Maria Miranda's piece: All I can say is that he is totally 
frustrated with the performance of his Chief Minister Manohar Parrikar and 
instead of flatly rebuking him of walking in his past footsteps that saw him 
out and into the cold and asking him to step down, he still has hopes that 
he [CM] will and can perform and goes a step forward to go on his knees to 
beg him to perform for the sake of GOA which, BTW is his [CM's] too. My 
advice to Jose Maria Miranda is : If your senses tell you that the man is 
not a performer, but likes to play  to the gallery, just dump him. If modern 
day Jesus Christ does not perform,  he needs to be nailed at the cross and a 
new Jesus Christ  needs to be found who will perform. Jose Maria Miranda 
must understand that if one wants to perform, one will. If one does not want 
to perform, one will not. Begging the person to perform reduces one's 
self-respect. Jose Maria Miranda should keep his self-respect.



On Brig. Ian Da Costa's piece, a lot has been written in my mind's tablet 
while it was being assimilated.


This write-up is an excellent 'sermon, fit to be delivered from the pulpit. 
It doesn't cut ice as an advice to GOANS.


When he says: "When will we be united and behave as INDIANS FIRST?" my 
instant reaction was: 'Is he addressing Indians or his fellow Goans?' If it 
was the latter, then the good Brigadier has failed to impress, as,  at least 
one of his fellow  Goans  considers himself  A GOAN  and not an Indian by 
choice but by the force of the gun-barrel. And to explain this, let me put 
forth the following arguments.


(a)Goa was a Portuguese Colony since 1510 known or called as INDIA 
PORTUGUESA  when today's INDIA got it's name and it's independence in 1947. 
Goa was not the 'constituent assembly' of the newly formed INDIA when the 
present  constitution was deliberated, approved and adopted as the 
Constitution of India.  Therefore the Constitution of India does not extend 
to GOA. That Goa, even to this day remains unqualified to be mentioned in 
India's National Anthem, the JANA GANA MANA is another matter altogether 
and  just as well.


(b) Perhaps the good Brigadier needs to be patriotic towards INDIA 
because he got himself inducted into it's fighting machinery and is 
brainwashed. Thankfully, he was too young when GOA was invaded and annexed 
by India's military. If he was part and parcel of  the  invasion and the 
ousting of  the Portuguese from GOA  and going back to the barracks, it 
would be appreciated. But it is bad that  he is  part and parcel of the 
Indian Army  that remained in Goa to enjoy the SPOILS OF WAR, forgetting 
that it's barracks were elsewhere and not  GOA.  If the Army had done that, 
it would be Liberation of Goa from the Portuguese. But unfortunately, it is 
the other way round.  Example: Army declaring Marshal law in Goa post 
invasion and intimidating and harassing Goans who served in erstwhile  Goa's 
Administration. Navy occupying Dabolim Civilian Airport, has it's fingers in 
the pot cooking MOPA to consolidate it's position over Dabolim for all 
times.


(c) Nehru reneging on his promises:  Quote I want to explain myself. If 
the people of Goa, that is, minus the Portuguese Government - if and when 
the Portuguese go and the people of Goa deliberately wish to retain their 
separate identity - I am not going to bring them by force or compulsion or 
coercion into the Indian Union.
I merely say that my national interest involves the removal of the 
Portuguese from Goa, not coercion being used in bringing about the union of 
Goa with India, although I wish it, I desire it and it is the only solution. 
That is a matter ultimately for the people of Goa to decide.
I want to make it perfectly clear that I have no desire to coerce Goa to 
join India against the wishes of the people of Goa.
But the point is that we feel that Goa's individuality should remain and 
that whenever the time comes for any changes, internal or other, it will be 
for the people of Goa acting freely to decide upon them. Unquote

Chowra Makaremi was born in 1980 in Shiraz (Iran).

She is an anthropologist and tenured research scholar at the National Centre 
for Scientific Research (CNRS) in Paris. She graduated from Sciences-Po Paris, 
France and the University of Montreal, Canada and has been a visiting scholar 
at Princeton, McGill and Columbia University.

She has done ethnographic field work and published on issues of migration, 
asylum, racism and youth delinquency.

Since 2010, she has been working on memoirs of violence and the post-revolution 
era in Iran.

She has published Le Cahier d'Aziz. Au cœur de la révolution iranienne 
(Gallimard, Paris) in 2011, based on the memoirs of her grand-father. It will 
be published, in English translation, by the Indian Publisher Yoda Press in 
March 2013 under the title Aziz's Notebook: At the Heart of the Iranian 
Revolution.

[Goanet] Release of Kenny's new album 'Senorita

Kenny's 8th album 'Senorita' was recently released in Mumbai on occasion of
the 11th Konkani Carnival of Maharashtra Konkani Kala Sanstha.

This audio album has 11 konkani songs and 1 tullu song, sung by Kenny,
Sheanella Miranda, Kenny-kenneth Zuzarte, Titta Pretto, Succurine, 
Betty Naz, Maryann D'Souza, & Augustine Coelho.

The lyrics are composed by Carrie, Kenny, Titta, Augustine Coelho, Joe
Wallace, Francis de Tuem, late H.Britton and Late Gabru Gomes 
and Music By Day Breakers of Mumbai. The tunes are catchy and singers have
done full justice to the songs. 

The highlight of this album is the multi-star cast song 'Italian Bhurgo'
which is sung by 20 singers, - 16 of them children of yesteryear tiatrist. 
This is first time in history of Konkani kantaram that one song is sung by
20 singers from Goa and Mumbai.

(Antonette and Late Romeo Mendes), Risma (Meena and Late Christopher

I am refering to the letter of  Fr.Mousinho and find it very amusing. 
Fr.Mousinho instead of having pity on the old pope who by now should have 
retired and should rest wants this old senior citizen to break his head and 
pass sleepless nights trying to remember what he spoke during the day. Catholic 
religion is not founded by Christ as it contains egoism, kingdom of the world 
and pomp and glory. I am sure our present pope must have got fed up living in a 
earthly palace and felt that he need to bow down before the almighty God for 
which he has to sleep on the ground of poverty which is the fabric of Christ 
kingdom. Today our priest boast of being learned and talk about learning

Its snowing again in Toronto. This composite shot, taken moments ago, is 
a view of the street taken from tripod just inside front window. Its 
4:00 am but heavily overcast. There is lots of light bouncing around 
from the street and city lights. Toronto is never dark when there is 
fresh snow on the ground. The snowplows will do their rounds at about 
5:00 am. Likely will have to remove a 1 or 2-foot snow drift before 
moving the cars out of the driveway. Accumulated drifts this year are 
about 4-5 feet high. Far less than most of Canada.

Portuguese Passport,  everybody going for it.. 
Generally, there is common feeling amongst the larger section
of  Goan population that only  Goan Christians go for Portuguese Passport,
often labelled them ‘unpatriotic’.

I remember, when BJP youth wing having a parallel  programme at 
Panjim Riverside (during celebration of 50 years of Goa Liberation), 
a youth leader in his speech said ‘My heart pains when I see some 
Goan youth moving around with Portuguese Flags on their vehicles etc’
(this was probably in support of Portugal Football team)

I wonder, what they have to say now about some youth queuing
up at Portuguese Passport at their Consulate at Altinho?

As said in my earlier post, there were about 50 non-Christians
in St. Andre in last 2.5 years alone..
Spotted at least 7 today in the Q of about 150+ people at the Portuguese 
Consulate.
There was one even with Bhurka.

A man (Inas) was walking along when suddenly he got his foot caught stuck in a 
railroad track. He tried to get it out but it was really stuck in there.
Inas heard a noise and turned around to see a train coming. He panicked and 
started to pray:-
 
Inas: God, please get my foot out of this track and I’ll stop smoking!
 
Nothing happened, it was still stuck, and the train was getting closer! He 
prayed again:
 
Inas: God, please get my foot out and I’ll stop drinking as well.
 
Still nothing new….. and the train was more closer!
 
Inas: God, please… I promise I’ll stop cussing too.
 
Nothing new… the train was just seconds away, he tried it one more time:
 
Inas: God, please.. please… please help me, if you get my foot out of the 
track, I’ll quit drinking, cussing, smoking and glancing all the women I meet.
 
Suddenly his foot shot out of the tracks and he was able to dive out of the 
way, just as the train passed!
Inas got up, dusted himself off, looked towards the sky and said:
 
Inas: Thanks anyway God, I got it myself.

Kenny's 8th album 'Senorita' was recently released in Mumbai on occasion of
the 11th Konkani Carnival of Maharashtra Konkani Kala Sanstha.

This audio album has 11 konkani songs and 1 tullu song, sung by Kenny,
Sheanella Miranda, Kenny-kenneth Zuzarte, Titta Pretto, Succurine, Betty
Naz, Maryann D'Souza, & Augustine Coelho.

The lyrics are composed by Carrie, Kenny, Titta, Augustine Coelho, Joe
Wallace, Francis de Tuem, late H.Britton and Late Gabru Gomes and Music By
Day Breakers of Mumbai. The tunes are catchy and singers have done full
justice to the songs. 

The highlight of this album is the multi-star cast song 'Italian Bhurgo'
which is sung by 20 singers, - 16 of them children of yesteryear tiatrist. 
This is first time in history of Konkani kantaram that one song is sung by
20 singers from Goa and Mumbai.

They are Capucina (late C Alvares), Julius (late Cruz Noronha), Lara
(Antonette and Late Romeo Mendes), Risma (Meena and Late Christopher
Leitao), Ravi (late PREM KUMAR), Monica (late Gabru Gomes), Alria (Rita and

With all the e-coli laced effluent percolating through the laterite from
the septic-tanks and soak-pits on the hill above; and with all the garbage
heaps leaching their lethal poisons into its spongy aquifers, the spring
may be spewing more of a toxic soup than the pure, mineral and medicinal
water it is supposed to bless us with.

The Salmona Spring in Saligao, has suffered an identical curse bestowed on
it by coastal, tourism wastes.  The garbage is dumped by the cash-rich
Calangute Panchayat, into a huge, empty laterite quarry just above the
legendary spring.  All the wells in the area have suffered a similar fate.

The spring's once medicinal water is today certified unfit for drinking by
the Health Services and Pollution Control Board.  Sigh! :-(
