Earlier there was an ordinance in the matter , under which the Census Commissioner will have to ascertain and estimate the varied population figures of the Scheduled Castes and the Scheduled Tribes in the States as on the last Census held in 2001 and to notify the same in the Gazette of India; The Election Commission to make necessary amendments in the Delimitation of Parliamentary and Assembly Constituencies Order, 2008 for the purpose of giving proper representation to the Scheduled Castes or the Scheduled Tribes in Lok Sabha and Legislative Assemblies of the States by readjustment of Parliamentary and Legislative Assemblies territorial constituencies; Mr Naik said that for the first time, figures of 2011 of three ST communities of Goa will now be available and, seats in the Assembly will be allotted to them as per the percentage of their population in Goa. During the hearings of the Delimitation Commission held in Goa, a decade back, the Commission took the stand that they had no power to call for records from other authorities which was not the correct legal position , which has now been proved by a judicial pronouncement. What is ballsy is being told by relatively powerful clergy that they look forward to the changes Pope Francis brings. The sheer nerve of these clergy. What should really be told is that they accepted the status quo all these years, and fed it to rest including people I know (and in my early years). If only some of the priests and nuns I know would only say at least to me, "What were we thinking?" Why did we accept this charade even in our hearts? What is so difficult to be there for and with the flock. We know pride, and have some or more of it. So why was it so hard for just our Desi princes to DISCERN (not all but most), and instead being told by their acolytes that its all a mystery; its about loyalty to Christ, etc. Whatever it be, it had been very convenient. They could not even live up a symbolism. Its like those who find it hard to submit and apology, even if they do not believe in it. But the point is that every Christian at least now should have to nerve to tell their shepherds that they have being / and continue to be idiot, that the carnival is over; that they can still be Christians without being ministered to; and that as parishioners -- they expect a serious spiritual awakening instead of being talked down to; and being patronized. A small correction to the narrative..it was not Wing Commander Clarence D'Souza, but Wing Commander Clarence D'Lima. Clarence was the pilot for Prime Minister Morarji Desai. He was my first cousin. He sacrificed his life to save that of the Prime Minister when he had to make a forced landing of the YAK Russian aircraft in Jorhat, Assam in 1977.

Excellent article, Roland. Even though I'm not an ex- Vincentian, the article brought back many happy memories. My mother spent sometime at the Convent of Jesus and Mary. My late Jesuit brother was ordained at De Nobli College and, my late younger brother and I were privileged to serve at his First Mass at the said convent. I remember the Soares family(especially the children of the late Edward Soares founder of St. Thomas High School, Aldona).His eldest son(Cyril) still lives in Poona, and we keep in touch via his sister in Bombay.Through another member of the Soares family, my wife and I were able to spend many hours at the Military Academy at Khadakvasala where we met some of the officers/cadets. Thanks for the memory, Roland(from someone who has not spent much time in Poona!). Mervyn Maciel

Thanks to Leonard, not only did the High Court direct demolition of the illegal structures but also ordered for recovery from the government officials the expenditure incurred on the illegal construction. Sometimes we ask God for signs and proofs that he exists and that he is in charge of our life. It is easy to believe if we have proofs and signs that God is working for us. The test is to believe even when we do not see! Have a 'faith-filled' Easter Season!! Fr. Jude Sunday Reflections: 2nd Sunday of Easter "Happy are those who don't see yet believe!" 7-Apr-2013 Readings: Acts 5: 12-16 Rev. 1: 18- 2: 4,13-15, 22-24 John 20: 19-31 The first reading is taken from the book of the Acts of the Apostles, where we see a vibrant community of believers gathered to praise and worship the Lord, witnessing so powerfully that they grow in numbers and their faith is so contagious that other people join them. The reading also reminds us that many signs and wonders were done among the people and others realized that this community had power; that the apostles had the power of the risen Lord, so that even Peter's shadow falling on the sick could bring healing. The proof of the risen Lord was a community that was transformed and empowered. What good after all these years? A rabbi and a soap-maker went for a walk together. The soap-maker said, "What good is religion? Look at all the trouble and misery in the world! Still there, even after years, thousands of years of teaching, about goodness and truth and peace; still there, after all the prayers and the sermons and the teachings. If religion is good and true, why should this be? The rabbi said nothing. They continued walking until they noticed a child playing in the gutter. Then the rabbi said, "Look at this child. You say that soap makes people clean, but see the dirt on that youngster. Of what good is soap? With all the soap in the world, over all these years, the child is still filthy. I wonder how effective soap is after all!" The soap-maker protested, "But Rabbi, soap cannot do any good unless it is used!" "Exactly," replied the rabbi, "Exactly!" Anonymous Today's gospel describes to us the state of the apostles after Christ died. They were disillusioned and disappointed men with no will to live. They huddled together and locked themselves in out of fear of persecution. Yet the risen Christ breaks through their barriers and comes in their midst. His first greeting is one of comfort: "Peace be to you!" While the disciples were overjoyed at his presence, the gospel tells us that Thomas was not with them. When the disciples shared their encounter with the risen Lord, Thomas refused to believe. He demands evidence that can stand his scrutiny. "Unless I see the holes that the nails have made in his hands and put my finger in his side, I refuse to believe." We too are doubters like Thomas, we demand proofs and put God to the test. Eight days later Jesus appears again to the disciples when Thomas is with them. Jesus comes straight to the point as he addresses Thomas. "Put your fingers here, look, here are my hands. Doubt no longer but believe." But for Thomas seeing Jesus is enough, he does not need any further proof, he believes. "My Lord and my God!" Jesus looks at him and says, "You believe because you can see me. Happy are those who have not seen me and yet believe." So often we demand signs from God and give him ultimatums and deadlines. "I will not believe unless God cures me now!" We put God to the test as though he has to listen to us or else... What? But liquor here does not mean beer. The bar’s USP is ’urrack’, a brew made from cashew.In the coastal state of Goa known for cheap liquor, beer and whiskey take a backseat in summer months, till the onset of rains. ”After rains, there is no pure urrack. We serve the drink brought right from the cashew plantation, unadulterated,” said Fernandes, who started the bar five years ago.Though his palm leaves-thatched hut has only three tables and a few chairs, it is not unusual to spot luxury cars parked outside the outlet during summers. ”This is the time when small places like mine, where you get fresh fish and pure urrack, are in demand,” he said. Fernandes sources urrack from places like Canacona. “You can get pure urrack in Pernem and Sattari too,” he said, adding that adulteration is on the rise in some parts of the state where the brew is sold to tourists at throw-away prices.The hilly areas of Sattari, Bicholim, Canacona, Quepem, Tiswadi and Sanguem are the places where urrack is distilled. Urrack is the first distillate of cashew apple juice with 12-14 per cent alcohol. The drink also has some curative qualities, especially for stomach ailments, H R Prabhudesai, a scientist with Indian Council for Agriculture Research (ICAR) said. ”It is also an appetiser,” he said, cautioning that “too much” can get you drunk. Unlike fenny, another product of cashew, urrack is not bottled and, hence, can not be exported.The state excise department does not tax urrack. A senior excise official said the brew is left out of taxation, as it is unique to Goa and is distilled by cashew-growers as a byproduct.

A meeting of concerned citizens held at Vasco resolved to continue and intensify the stir for justice for the seven year old Vasco girl who was brutally raped on 14th January at Deep Vihar School run by the Mormugao Port Trust. An emotionally choked father of the victim vowed to struggle till his very last to ensure his daughter gets justice and the perpetrators of that horrifying crime are nabbed and brought to book. The grief stricken father narrated how Chief Minister Manohar Parrikar had been hood - winking the public including the Legislative assembly by making utterly false and misleading statements on the rape case. The issue will now be raised in the ensuing session of Parliament scheduled to begin on April 20th. The issue will be highlighted in Parliament to expose the failure of the Goa Police to nab the rapist despite almost three months having elapsed. The people across India and the world need to know about the incompetence of the Goa government to deliver justice to a 7 year old, who was so cruelly raped in broad daylight in a secured school premises. The Children’s Court will also be moved again on account of the failure of the police to comply with the Court orders issued earlier this month. Chief Minister Manohar Parrikar is right when he says he has been personally monitoring the rape case. Yes, infact what the Chief Minister has been monitoring is the cover up of the case. The stoic silence on the issue by the four MLA’s of Mormugao Taluka including Alina Saldanha is deafening. For political and vested interests they have shown total insensitivity to the case, only to shield the rapist, the school headmistress and other staff. The battle for justice in the Vasco rape case may be a long drawn one but we need to do everything possible to ensure that the rapist is nabbed and the headmistress and other staff are rigorously punished. It is a heinous crime which is being sought to be hushed up. The Vasco rape case will come to haunt Manohar Parrikar and this government for their failure to deliver justice to this 7 year old who was mercilessly raped and with the case now being sought to be systematically covered up. For his (mis)conduct in handling this case, Mr. Manohar Parrikar cannot brag about being the Politician of the year but rather the Villain that he definitely has been. The Goa government, headed by IIT-Bombay graduate Manohar Parrikar, is trying to woo tourists throughout the year by organising cultural festivals and constructing theme parks. "Besides beaches and the food, Goa has a rich culture and vast ecological wealth. We want the world to experience this side of Goa too," said Dilip Parulekar, the tourism minister of Goa. The government has planned an extensive event calender that features at least one festival every month. This will be an attraction for tourists during the off season too. Goa attracts nearly 13% of foreign tourists coming to India. Nearly 30 lakh tourists including five lakh foreigners visited the state in 2012-13. Nikhil Desai, managing director of Goa Tourism Development Corporation, said, "We don't want to promote the state as conducive for rave parties or cheap liquor. We would like to project Goa as a safe destination for women and wonderful experience for the entire family." With Western Ghats on one side and Arabian Sea on another, Goa has wildlife sanctuaries, sacred groves, waterfalls, lakes and coconut and cashew plantations. Festivals like Shigmo and Narakasur Vadh are also being publicised by the government. "A huge convention centre, for events and exhibitions, is underway. With the theme parks, we want to position Goa as a holiday destination for families. We wish to attract double income single-kid families," Desai added. A new airport terminal opening in June will decongest the present terminal. The budget of Shigmo festival which is Rs3 crore this time will touch Rs5 crore next year. Road shows To attract Indian tourists during monsoon, the Goa Tourism Development Corporation will organise a road show in May in UP, Punjab, Delhi, West Bengal, Gujarat, Tamil Nadu and Andhra Pradesh. Goa considering Playboy's proposal to set up club: Minister Panaji: Goa Tourism Minister Dilip Parulekar told the state legislative assembly today that the government is considering Playboy's proposal to set up a club at Candolim beach, responding to a question by BJP legislator Michael Lobo on the floor of the House. Mr Lobo had asked whether permission has been granted to Playboy to operate a shack at Candolim beach, while Mr Parulekar replied that the proposal is under consideration. However, the tourism minister said that the government will not encourage tourism trade which promotes "vulgarity". The minister's statement contradicts the announcement made by Goa Chief Minister Manohar Parrikar, who had publicly assured that Playboy would not be allowed in the state as it might promote "vulgarity". The Indian franchise of the US-based group had announced its plans in November last year to set up a club in Goa.
