minutes between the Speakers and the members of the esteemed Audience so 
that points made
   in the speeches may be clarified or expanded to the satisfaction of 
those who want clarification/s and/or expansion.


5. Three Resolutions shall be passed and adopted  after the end of the above 
session of Speeches and Interactions  after having been read  in English 
Language and

   Explained in Konkani.

6. A vote of thanks by: Ms. Annabelle Pereira; member, MSSG.

The Symposium shall start in earnest after refreshments have been served 
between 09.00 and 09.30 hours. After the dignitaries are welcomed and 
invited to take their respective seats on the dais, a short ceremony of 
'Garlanding' the Portrait of the Father of Goa's Opinion Poll - Dr. Jack De 
Sequeira  by Dr. N.S. Dumo and Ms. Manuela Lobo shall take place  to the 
accompaniment of the CD song  composed by Sigmund D'Souza  to honour  Dr. 
Jack De Sequeira.


The Compare for the day shall be Mr. Floriano Lobo, member, MSSG.

A REPORT

The Symposium started  at 10.00 hours after refreshments were served in the 
lobby of the hall. The ceremony of  'GARLANDING' the portrait of Dr. Jack De 
Sequeira by Dr. N.S. Dumo, President of GSRP to represent the Older 
Generation and Ms. Manuela Lobo to represent the Younger Generations  of 
Goans followed. Later the CD of the song composed by Sigmund D'Souza, a 
member of MSSG, was played over the Hall's creditable  sound system with 
Sigmund D'Souza giving a short explanation over the composition.


The Speakers were welcomed by gifting a small bouquet of flowers by  Ms. 
Manuela Lobo who were then escorted to the dais.

Prof. Sergio-bab Carvalho: Delivered  a rather effective picture of how 
Pandit Jawaharlal Nehru lied and cheated Goans. His delivery was loudly 
applauded


Floriano Lobo while thanking Prof. Carvalho for his excellent delivery, said 
that Goa required not one Special Status but several in a chain. He 
re-counted his experience this morning when he went to the Mapusa Municipal 
Market to purchase flowers and garlands for the meeting. That at 0730 hours 
while all the hawkers and shops were slowly coming alive, the pile of 
yesterday's garbage was on the roads as  huge mounds with no sweepers or 
garbage clearing trucks in sight. He said that the Indian Constitution needs 
another altogether new Article to be  added to it  to  cancel the office 
timings for the municipal cleaners/sweepers from existing  Ten to Five  to 
Midnight to Four A.M. so that all our city markets and streets are swept 
clean before the early 'crow' is ready for his  breakfast. He also said that 
he wants to start a business of robbing people's houses and selling the 
goods in the special market place by employing a large platoon of robbers 
and thieves. If the police should catch them, with the existing trend set up 
by the government, he could claim that these people are robbing dependent 
people and therefore the tax-payers should support them, in a clear bid to 
tell the Honourable CM that what he is doing with the mining dependent 
people is wrong.


Rajan-bab Kakodkar: Told the stunned audience that the mounds of ore-reject 
are worth at least 2 billions of U.S. Dollars, calculated in Indian Rupees 
amounting to rupees thousands of lakhs  crores , that each Goan, considering 
Goa's population as 12 to 14 lakhs, is worth a crore of rupees a piece. That 
each Goan family, considering that there are 7.5 lakh families,  should get 
Rs. 50 thousand a piece per month.


Floriano Lobo, commenting on the speech said that the 50 thousand rupees 
could be distributed  with Rs. 10,000/- per family per month, pay off the 
crippling public debts with another Rs.10,000/- per family a month and spend 
the rest Rs. 30,000/-  to install excellent all round infrastructure so that 
Development takes place on its own, reversing what is presently happening 
and has been happening i.e. development first, t

The passing of the Unanimous resolution in the Goa Legislative Assembly to 
demand special status for Goa is the first credible move on the part of the 
Parrikar Government to steer Goa in the path of controlling its own destiny. I 
hope this resolution is not just a ploy by the Government to boost up its lack 
luster performance thus far, and that the resolution will be just the first 
step and be followed up by real action that will eventually lead to the 
attainment of special status for Goa. This is an important first step and by 
virtue of it being passed unanimously, shows that at least there is total 
consensus on this major issue.

The people of Goa deserve praise for pressing the issue and pressurizing the 
Government to act. We however must not let this matter to be put on the back 
burner  as just a resolution as it is of paramount interest to Goa and Goans 
and the sooner the matter is taken up with the Central Government and resolved, 
the better it will be as time is of the essence. The longer the matter is 
delayed, the worse the situation in Goa will get. 

In this regard, I would like to thank Floriano Lobo and the GSRP for their 
efforts.

delegation to New Delhi in order to lobby the case for Goa’s Special Status. 
However, GMFSS cautions that although this is undoubtedly a significant 
milestone in the state’s long journey to attain special status, the real 
challenge still lies ahead in getting  Special Status  for Goa passed in 
Parliament.  Goans now look forward to all out efforts from their MLAs, 
especially those hailing from the major national parties, in successfully 
convincing their counterparts in Delhi to support us in realising this long 
cherished dream.  GMFSS assures them that they will enjoy the unstinting 
support and backing of the people of Goa in this worthy endeavour.


GMFSS also appeals to the Chief Minister to urgently move and put in place 
much needed, relevant processes in the administration to ensure that there 
will actually be something of the state still  left to preserve and keep for 
our future generations until the day when Special Status becomes a wonderful 
reality for Goa and Goans. When this moment finally arrives, it will be a 
fitting tribute by Goans  to Matanhy Saldanha, the visionary and founder of 
GMFSS, who first created awareness amongst the people of Goa of the need for 
Special Status and who spent all his life struggling so selflessly to 
safeguard the interests of his homeland and his people.
In the meantime, GMFSS informs the public that it will start public meetings 
in the South Taluka to be held during May 2013, to conscientise, sensitise 
and inform locals about the urgent need to push for the Special Status for 
Goa. The first of these meetings will be held at Panchayat Ground in Carmona 
on Saturday, May 4th, 2013 at 3 p.m. followed by another at Dando Grounds in 
Benaulim at 5.30 p.m. on the same day. GMFSS requests the people of the 
respective villages in the South Taluka to take these meetings very 
seriously and ensure 100% attendance in order to send a strong message both 
to the Central as well as the State governments that the people of Goa are 
very serious about their demand for a Special Status for Goa under Article

pass the Resolution in the Legislative Assembly, unanimously, to demand

should celebrate this unique event that has happened to Goa in the past 51

statistical analysis sub-standard and the conclusion weird.

This artist may appear mild and philosophical. But his paintings, like that of 
a grotesque skull-bedecked ogre, or a cow being ripped apart by crows and 
vultures, speak of a barely contained ferocity. "I am a Buddha on the outside 
and a Fujiyama inside," says Vamona Ananta Sinai Navelcar (82), referring to 
the volcanic Mount Fuji in Japan.
Vamona Navelcar's saga through Portuguese-ruled Goa, Portugal, Mozambique and 
finally back to modern Goa is chronicled in a new book by Anne Ketteringham. 
This biography titled Vamona Navelcar, An Artist of Three Continents will be 
launched in Goa at Gallery Gitanjali at Panjim on 12 April 2013, with an 
exhibition of Vamona Navelcar's works over the decades. Streets Editor José 
Lourenço talked with Ketteringham about her book.

JL:  You are a retired aeronautical engineer. Please tell us something about 
your life and career, and your interaction with Goa.
AK:  I started late at 29 but made the grade in my qualifications as a licensed 
Aircraft engineer in the Avionics discipline.  In January 2008, I was given a 
one month detachment in Goa to assist with aircraft turn rounds at Dabolim 
Airport. Whilst travelling to Goa I met a gentleman who introduced me to Goa by 
showing me around on one of my rest days, but that is virtually all I saw of 
Goa due to business commitments. In April of that year I retired from aviation 
and moved to the South of France for better weather. But in November of that 
year the snow came early, so I decided to come back to Goa to explore more. I 
am an avid bird photographer so Goa suited me well as there are many species 
here which I certainly have captured with my camera. So Goa's countryside, 
flora and fauna and I hit it off well and I have been returning ever since 
during the winter season.
In early 2009, not long after my first visit to Goa, a kind gentleman by the 
name of Antonio E Costa, a well known artist in his own right, was showing me a 
little of Goa. As we were heading from Moira where he lived, before bolting for 
the Nilgiri hills to find a more affable climate than Goa's, to Pomburpa 
springs, he suddenly stopped the car, leaped out and bolted across the street. 
He went to an old Indo-Portuguese house and waived to someone through a wire 
security door. As the door opened he beckoned me to join him at the entrance. 
To my amazement, I stood in front of a rather frail looking gentleman with 
dancing mischievous eyes. We shook hands, with Antonio saying,
"This is my dear friend Vamona Navelcar, an artist who has no boundaries."

We laughed and chatted for a while like old comrades. Then Vamona took us into 
his rather small and austere studio to show me some of his work. I was taken 
aback by the sheer power of his work, never before experiencing this, slipping 
into a deeper and deeper admiration for this gentle man with a soft voice 
resonating with quotations from philosophers, poets and writers, most of whom I 
had never heard of. Soon it was time to leave after tea and nibbles in the 
parlor at the back of the house, but not before Vamona made me promise to 
return to visit him again.
We moved on to Pomburpa springs with my mind still humming and singing the 
sound of the brush strokes on the canvases and paper, so strong was the 
encounter. Later, I mentioned the chance encounter with this wonderful artist 
in Pomburpa to a friend who is an art collector and his response was instant.
"You are writing a book on your bird photography, why don't you write about 
Vamona? He needs to be brought out and dusted off a little so that he is more 
visible to the public eye."
Some weeks later another friend took me back to Vamona's place and I fell in 
love with this gentle man and his art. After several more visits, I suggested 
that I write about him and his life, a biography if you like to call it that. 
At this point I started the fascinating and wondrous journey through Vamona's 
life with him at the helm.

JL: Tell us about your experience researching and writing the book.
AK:  Most of the information was provided of course by Vamona himself through 
many interviews recorded during my six month stays in Goa over the winter 
months.  When away, Vamona and I wrote to each other with questions and 
answers, but that took time.  In fact, with my poor hearing and Vamona's softly 
spoken voice I had great difficulty, so had to have all the interviews typed 
out into hard copy.  This whole process took about three years from 2009 to the 
present time, although I did not actually start to write until January 2011.  
The process of pulling together all the multi layers of Vamona Navelcar's life 
took time, in six month bursts with a slower pace in the summer months whilst 
away from Goa.  There was some information on Navelcar on the Internet, but 
very little.  On two occasions I went to Portugal to meet some of Vamona's old 
friends.

The Goa Human Rights Commission has taken the Suo Muto
note in respect of hardship faced by ladies while travelling in
the buses in Proceeding No. 24/2013. On hearing of the case
the Commission has noticed that many issues are involved in
the matter connected with the Public in general and travelling
passengers in particular.

Therefor the Commission felt that it would be appropriate
to issue public advertisement eliciting suggestions of the
general public relating to adequacy of reservation of seats
for women passengers in the public transport buses for
prevention of harassment and humilation to women
passengers.

when they amended the enterprise and regulatory reform bill to treat caste as a 
protected characteristic by making it an aspect of racial equality. Caste 
discrimination can affect over half a million Britons, mainly Asians and 
largely, though not exclusively, Hindus and Sikhs.The government is opposing 
this cross-party amendment to equality law and the bill will be discussed by 
the House of Commons on Tuesday. Advancing the familiar Conservative doctrine 
that more equalities legislation inflicts red tape and cost burdens on 
businesses, it also insists that caste discrimination affects only a small 
number of Britons and that education can adequately address the problem. In 
taking this stance, it backs powerful interests within the Hindu community who 
claim representative status, deny that there is a serious problem and – no 
surprises here – happen to be mainly "upper caste" themselves. This view also 
flies in the face of government-commissioned independent research that found 
clear evidence of caste discrimination in the UK in relation to employment and 
the provision of services; that caste can be the basis for bullying in schools, 
and that legislation is the most effective way to address the problem, 
particularly in the private sector. The UN also calls for caste equality to be 
protected by legislation. As a form of structured inequality that also affects 
social relations, caste discrimination certainly has much in common with racism 
although it is more invisible – appearance has no part to play, and both 
perpetrators and victims typically share geographical or national origins.Isn't 
this an internal matter for Asian communities rather than one that should 
concern parliament and wider British society? After all, discrimination against 
"lower castes'" in Britain does not take the horrific and violent forms it 
often does against Dalits in India where, as in Bangladesh and Nepal, despite 
poor enforcement, caste discrimination is illegal. The numbers affected in 
Britain are no smaller than pertain to other protected characteristics such as 
gender reassignment or particular religions. Regardless, the significance of a 
protected category should rest on a principle of equality, not the numbers 
affected.Legislation has both deterrent and educational value, the latter of 
particular importance for non-Asians in schools and workplaces. Community 
groups hostile to caste discrimination laws have argued that such legislation 
would be bad both for community cohesion and for relations between Asian and 
white communities, providing cultural ammunition to attack Hindus and Sikhs 
with. But where stratification already exists, calling for cohesion over 
criticism seeks to impose a false unity and perpetuates an oppressive silence. 
There are, after all, minorities within minority communities. Power relations 
within communities cannot intrinsically matter less than power relations 
between communities.The more difficult point about cultural ammunition is 
especially familiar to feminist campaigners from minority communities: how do 
you address problems such as gender, sexuality and caste discrimination within 
minority communities without these being misappropriated by xenophobes, racists 
or even just "muscular" liberals who assert that the west is more evolved and 
enlightened? It is certainly unhelpful to cast the problem as simply one of 
un-British immigrant values, as one Conservative peer has, given that there are 
also centuries-old dissident traditions of challenging caste hierarchies on the 
Indian subcontinent.As equalities legislation itself indicates, no community or

Martins restaurant in Margao has launched a specially compiled sixteen song 
audio CD featuring some of Goa's most accomplished artistes and produced by 
Jazz Goa.The CD titled 'Martins' will be given away free of cost to regular 
patrons. Martins, located opposite the post office in Margao, is the only 
restaurant in India that serves turkey right through the year along with a 
speciality dish called 'Steak on Stone'. The proprietors Larry and Bobby 
Martins are also introducing a regular 'Bar Night' being launched on the 28th 
of April with one of Goa's hottest bands 'Smoking Chutney' to spice things up 
at their lounge bar at the upper level of the restaurant.

In life we realize that people are rewarded for their successes and punished 
for failures. Hence we equate living with being always successful. But our 
common experience tells us that we can’t always succeed, we are bound to make 
mistakes sometimes. However, in our faith life there are no failures and God 
comes to us especially in moments of failure.  In this Easter Season discover a

Sunday Reflections: 4th Sunday of Easter “Jesus, the Good Shepherd cares for

This Sunday’s first reading focuses on Paul and Barnabas preaching at Antioch. 
They are filled with the Spirit and preach with zeal and the people listened to 
them and liked what they heard. Their ministry is a great success and 
paradoxically that causes a problem! The Jews become jealous of the success of 
Paul and start to oppose him, contradict him and find fault with his teaching 
so much that Paul is frustrated at the rejection and opposition and leaves the 
town and goes off to the pagans. What seems to be a failure turns out to be a 
blessing in disguise. The pagans now have an opportunity to hear the good news 
preached to them and are converted. The important thing is to be able to listen 
to His voice and do His will rather than ours.

God’s interruptions or……
One night the Philadelphia Orchestra, under the baton of Leopold Stokowski, was 
performing a Beethoven overture. In it, a part for the trumpet is played off 
stage. When the time came for the offstage trumpet, there was no sound. 
Stokowski was furious. Again the time came for the offstage trumpet. Again, 
there was only silence. After the overture ended, Stokowski stormed offstage to 
find the trumpet player. There he was his arms pinned to his side by a security 
guard who said, “This nut was trying to play his horn while your concert was 
going on out there.” - Do we not sometimes frustrate God’s plans by failing to 
recognize Jesus’ role in it?

In today’s passage Jesus is reminding us that he knows us just as intimately as 
a shepherd knows, his sheep. “I know them and they follow me. I give them 
eternal life; they will never be lost and no one will ever steal them from me.” 
We may not know him but He knows us. His word reassures us that we belong to 
Him. He promises us that He alone gives us eternal life. Jesus’ discourse from 
which our Gospel is taken, comes from the Jewish feast of the Dedication, a 
feast celebrating the presence of God in the temple. The temple was not just a 
building, for Israel it was the visible place where God dwelt with his people. 
To go to the temple and worship in the temple was to approach God. Now within 
this setting Jesus teaches a completely different way to God. He stands within 
the precincts of the temple and boldly proclaims that it is by hearing His 
voice that one can come to eternal life, and never be lost. One does not 
approach God through a
 building, no matter how beautiful or sacred, one does not approach God through 
laws, rituals and sacrifices no matter how sacrosanct. Jesus is the only way to 
the Father.  Through the ‘voice’ of his teaching, life, death and resurrection, 
the ways of God are made known to us. The ‘voice’ of Jesus is not just the 
sound, which came from his human mouth. It is everything about him: his way of 
life, his loving, his teaching, his dying and his being raised from the dead. 
Jesus uses the image of the shepherd to make this point. No longer does one 
need to look to the temple or any other human institution to find the abiding 
presence of God. “I and the Father are one.”

The Pastoral Touch
I will never forget the testimony of a pastor whose experience I heard on radio 
one day. I do not remember the pastor’s name. But I can recall most of what he 
said when he gave his testimony that I am about to share with you. He said, 
“When I started out, I wanted to be a great preacher, someone whom people 
revered and thought of highly. As I got older and wiser, I began to realize 
that people don’t want just a preacher. They want a pastor. One day this hope 
became evident to me as I went to see an AIDS patient in the hospital. When 
people came to see him they stayed at the edge of the room near the door. One 
preacher even said a prayer from the door. But, when I went to see him, I went 
over to him held his hand and said a prayer. He cried, because that was the 
first time anyone other than medical personnel had touched him since he had 
been in the hospital.” The point of the story is that whether one is a preacher 
or not, people who are hurting
 and/or sick want others to be pastoral to them. A Pastor is a metaphor for a 
shepherd who looks after his/her congregation just as a shepherd looks after 
his sheep.
