The labour was Rs 250-300 which now costs Rs 500-600 per day. The cost of the material counts along with the construction rate and reflects in the final price of the property. Few days back, Lourenco, an elected MLA and spokesperson of opposition party, said that the land acquired during congress regime for developing golf course at Terekhol in Pernem should be given back to owners of land? Governemnt should also initiate actions on erstwhile two congress ministers for acquiring land for golf in Terekol! And BJP government should not initiate any work in that area!! On this issue, south Goa MP Francisco Sardinha has evolved a new theory to proposed golf land! According to him, land allotted to outsiders by erstwhile Congress government should be taken back by the BJP government because Goa has now demanded Special Status. My questions to both Lourenco and Francisco are: How can projects like golf course be FEASIBLE during congress tenure and become UNFEASIBLE during BJP time? OR is it because congress party, after their downfall, realized that they would not get their SHARE from the said project now? Why Lourenco and Francisco are not naming the erstwhile two congress ministers involved in golf project at Terekhol? What did Lourenco as elected MLA and Francisco as elected MP do when congress government had initiated land acquisition for golf project? Is not this golf issue directly pointing fingers at Goa congress party indicating that Congress party are NOT GOOD PLANNERS instead they are GOOD LOOTERS! Lastly, what has happened to the land given to set up 7 SEZs in Goa! This question is more pertinent because it was during congress government (during Rane's regime) that the SEZ proposal in Goa had to be scrapped because of public outcry! Subsequently congress changed their hands and Digu was installed as chief minister. For one complete term, what did this change regime, under Digu, do in getting back the land from SEZs companies? While this being true he forgot that congress party at the center is spending crores of rupees on unwanted Bharat Nirman campaign - a propaganda campaign of congress party! The budgetary provision of 58,000 crores for 2011-2012 was already made by then finance minister Pranab Mukherjee! *By Nisser Dias 6thJune 2013 * * * *Not an inch more of Goa’s land to the Navy or other defence forces* Till date it was perceived that only lawyers used the ploy to confuse if they could not convince the judges while presenting their case, but today it seems that the chief minister of Goa Manohar Parrikar has also adopted such a strategy over the proposed airport at Mopa vis-à-vis Navy. Chief minister’s latest approach to convince Goans to accept his pet project is by confusing them. He told the media that he would make an offer to the Prime Minister to shift Navy to Mopa and hand over Dabolim for the expansion of the airport. This to me appears to bring about a divide among the people leading and supporting the movement because he feels that south Goa people would accept such a proposal thereby alienating farmers of Mopa. Manohar Parrikar should have realised that if the people of Mopa have refused an airport they would never accept the Navy. And the people of south Goa would not accept this proposal because we are not interested in giving any more land to the Navy instead our only aim is to retrieve as much of land that the Navy has invaded all over the state. But one thing is very clear the movement against airport at Mopa has rattled the chief minister and that is the reason he has adopted this devious scheme of urging the prime minister. Question is when have the BJP and Parrikar started having faith in the Dr. Manmohan Singh whom they had called a ‘Weak’ prime minister. More than that the delay in floating Request for Qualification (RFQ) is an indication that chief minister have realized it would not be healthy for his government to go against the wishes of the people. We would welcome and support the chief minister if he initiates a dialogue with the Defence minister and demand more land for the expansion of the Dabolim airport but handing even an inch of land to the Navy is out of the question. Has the chief minister forgotten plight of people visiting Anjediva island to celebrate the feast. After the island was handed over to the navy by the Goa government they have disallowed us from celebrating the visit once a year citing security reasons. So why should Goans allow any more land to be given to them. Our insistence is get back as much land as possible. Former Union minister Ramakant Khalap has also started sounded his bugle for the proposed airport. It is surprising that he took so long. During his youthful days his original party the Maharashtra Gomantak Party (MGP) wanted to merge Goa with Maharashtra and the people of Goa defeated the move through Opinion Poll. Now septuagenarian Khalap must be dreaming that at last his party vision must be coming true. Ironically today he is a spent force and though in the Congress party he does not have much say. His rumbling must be because of the Lok Sabha election ticket which are slated next year. Just like Khalap said that the Navy is not a pumpkin in Manohar Parrikar’s backyard to be shifted wherever he wants, I would like to remind Ramakant Khalap that Goa was not MGP’s fiefdom to be merged with Maharashtra at that time. Goans it is said that have a short memory and forgive easily but in the case of the MGP the urge to merge Goa with Maharashtra will never be forgotten. Ramakant Khalap who is in the evening of his political career should retire in Maharashtra which would undoubtedly be beneficial not only to Goa but also to the neighbouring state. Convenor of Goa for Dabolim Only Fr. Eremito Rebello has a very good suggestion his demand is force the Navy to handover 5 lakhs sq. mtrs. of adjoining land to the Airport Authority of India and Dabolim’s capacity would be increased to accommodate 20 million passengers a year. But the problem is that both the ruling BJP and the Opposition Congress want the airport at Mopa because they have stakes in the land there. The other elected representatives that are making noise are those who do not have stake there. And the other four who are mum are the three alter boys namely Avertano Furtado, Caitu D’silva and Benjamin D’silva along with BJP minister Alina, wife of late Mathany Saldanha. It is high time that chief minister Manohar Parrikar abandons his pet project and apply his mind to strengthen the existing infrastructure. It is more than a year since he is in the driver’s seat, but the bus-stand in the capital city of Panjim is in a pathetic condition. Similar is the case of the bus-stand in the commercial city of Margao. It is classic case of the chief minister thinking of the tourists five years hence but not giving a thought to alleviating the suffering of his own people in Goa who have to commute to and fro. But that’s what is there in his citizen journalist card of The Goan. His identity though will now be of a man who has managed to correct a 26 year old wrong. In probably one of best fallouts of citizen journalism, the Mormugao Port Trust (MPT) will now have to obtain prior permission from state government authorities to carry out any construction in its operational area. In a letter dated May 23, the directorate of municipal administration (DMA) has directed MPT to submit a layout and building plans of the area allotted to MPT, along with a master plan for future development to the statutory authorities. MPT has also been instructed not to undertake any construction without approval from the municipality and planning development authority (PDA). Expressing satisfaction that his patient perseverance had borne fruit, IATG 017 Savio Correa recollects his RTI which The Goan had published on October 27, 2012. In his expose on I am The Goan, Correia wrote, “It’s a classic case of bureaucratic red-tape, the left hand not knowing what the right hand is doing. The Mormugao Port Trust (MPT) has a slew of nine projects in its proposed expansion with investment of over Rs 1000 crores to boost its capacity that will ease congestion and allow bigger ships to dock. Shockingly, the state government, urban local bodies and town planning authorities are in the dark about these mega-projects coming up within their jurisdiction and have not been consulted by MPT while planning the projects.” But none of this came easy. Correia’s expose came in the wake of MPT turning a deaf ear to the Vasco citizens’ efforts to contain coal dust pollution in the Port Town. The authorities in the Municipality and State Administration expressed their inability to do anything and refused to reveal why they were not taking action against MPT or shooting down its’ environmental efforts till Correia’s RTI exposed their silence. Vasco has been suffering due to a previous Goa Government letter no. 4/12/82-LAWD that was issued on January 30, 1987 by then Vasco Planning and Development Authority to MPT which said, “In case of construction for port operations within its operational area, the MPT need not obtain any prior permission before execution of any works both VPDA (now MPDA) and MMC be informed in advance about the works being carried out”. Savio Correia’s RTI revealed that “state government and urban local bodies are blissfully unaware of any of the mega-projects, and hence are unprepared to handle their demands and possible impact/fallout on existing infrastructure”. “Concerted efforts by a bunch of Vascokars bore fruit. The Power Minister, Milind Naik, played a major role. And of course, The Goan’s story about the RTI on I am the Goan on October 27, 2012 was a great help too,” says Savio Correia. The Goan followed up his RTI in its own investigations and exposed how MPT’s projects were cropping up without seeking government permissions, whether it was the coal berth adjacent to City Center or the hospital opposite MMC’s garbage site. The IATG expose has now helped Vasco assert itself in any project that comes up in MPT’s precincts.
