PANAJI: City Mayor Surendra Furtado has vehemently opposed the recent
decision of the state government to allow the replacement of the
off-shore casino vessel, Arabian Sea King with the much larger vessel,
M V Horseshoe.

Terming the decision as betrayal on the part of the Panaji legislator
and Chief Minister Manohar Parrikar of all those citizens, who had
elected him under the condition of judiciously protecting the
interests of the capital city, the city Mayor said that the people of
Panaji have had enough and will not tolerate the imposition of
off-shore casinos on them. “They will soon take appropriate action to
oppose the proliferation of off-shore casinos in the River Mandovi,”
he noted.
Asserting that the CCP will not issue licences for the offices of the
off-shore casinos to operate within the Panaji city limits, Furtado
claimed that the parking woes and traffic congestion will further
worsen due to the particular government decision. He also cautioned
that the repairs and upgradation of facilities at the St Monica Jetty
would be utilised to further the interests of Delta Corporation Ltd,
which has a monopoly on off-shore casinos in Goa.
“The Chief Minister had said that the licences would not be renewed
after their expiry in two-year time and that the off-shore casinos
would have to relocate themselves elsewhere,” the city Mayor stated,
questioning when the Chief Minister now has the powers to stop the
casinos, why is he is waiting for his term to end.
Furtado further criticised the home department, the Captain of Ports
and the Goa State Pollution Control Board for having participated in
collective decision towards transfer of the licence to the much bigger
vessel, M V Horseshoe. “We already see garbage being discharged by the
off-shore casinos operating in the River Mandovi, which in turn is
washed ashore, besides strewing of garbage on the city roads by the
clients of the off-shore casinos is another menace,” it observed.
The press note released by the city Mayor also lamented about the
steep hike in stamp paper duties for executing leave and licence
agreements and powers of attorney, adding that these duties actually
should have been more rational.

World Goa Day is not just a mere remembrance of the inclusion of Konkani in
the 8th Schedule of the Indian Constitution by the Indian Parliament on the
20th of August 1992 as one of the official languages of India. Moreover
this has grown to become a special day for Goans all around the world to
celebrate our culture, tradition and uniqueness. Even though Goa is one of
India's smallest states, today World Goa day is celebrated far and wide
across the globe.

 As Goans we need to continue to uphold the pride of our heritage for years
to come and so by taking a day in a year to celebrate Goa we are able to
contribute to our Goan community and show our solidarity to our state in a
special way, whatever it may be. Furthermore, it gives us a moment to
remember our roots, our people, and our culture. Goa rich in music, flora
and fauna and cuisine is loved by so many and should be cherished by its
own natives so that we may always possess and preserve the ethnicity of the
land and the language. Having said this, we must also engage other Goan
natives to do the same. With the beauty of its beaches, places of worship
and architecture, Goa is visited by many and we must give back by taking
pride not just in our language but must also showcase all that we stand for
by organizing a community programme/ event to celebrate.

Much appreciation and heart congratulations to Rene who founded and upheld
World Goa Day as a movement that is acknowledged and celebrated even until
today. Let our hope be to continue to carry on this legacy as his compeer

[Goanet] SIRENS AND RED BEACONS ON VIP'S VEHICLES TO BE REMOVED: SC

Based on Supreme Court orders the State Govt should implement its
orders with immediate effect as it is a nuisance for the public  and
the Supreme Court also says this is not a British Raj.
The Chief Minister of Goa should immediately implement Supreme Court
directives to all the VIP vehicles except for CM, Governor, Chief
Secretary, High Court Judges and others as per the SC approved cadre.
Accordingly RTO and the Tratffic Police should ensure that the red
beacons already been installed in certain vehicles like CCP
Mayor,MP's, MLA's  and other VIP's needs to be removed at once as per
the directives of the Supreme Court and no siren is allowed in these
vehicles.

I was
astonished at your indignation especially considering that you had recently
defended very vehemently Fr. Victor Ferrao's paper THE OTHER ORIENTALISM which
was discussed in this forum under the thread "There were no Hindus in Goa
before Portuguese landed;    Church Thinker". Further, I
was flabergasted when you posted Fr. Ferrao's second paper without any comments
of your own, although it is a rejoinder to adv. Fernandes.  I now suggest that 
you make a comparative
study of both the papers of Fr. Ferrao and Adv. Fernandes' book in order to get
a deeper understanding of the subject. I shall not be surprised if you end up
justifying/defending the acts of the padres vis a vis the mulnivasis.
But
first, a small correction: Ambelim (my village) is divided between two
parishes. My half belongs to Velim and the other half that belongs to Assolna
has a Chapel of which Fr. Conceicao D'Silva was the Chaplain (not "Vicar
of Ambelim Church" as has been stated). He would conduct novenas/ healing
sessions on every Wednesday and Friday which drew crowds not only from Assolna
and Velim but from distant villages as well. He has continued this practice
since, at every parish to which he has been posted.
Maann
is a corruption of maandd just like some other similar Konkani words wherein
ndd transforms into nn, e.g. tondd : tonn, bonddo : bonno. Maan (m) for honour,
respect, and maan (f) for neck, nape, however, are different words altogether.
Maandd is not the exclusive preserve of mulnivasis. In my village, almost every
ward had a maandd until about a decade ago. Traditionally it was a meeting
(ganvponn) place for the people of the vaddo; but in recent years, it would
come alive only during Carnaval days. [At noon on Fat Saturday an oil-lamp would
be lit ceremonially with prayers from Doutrina Christam. A flag (earlier the 
Portuguese
and later the Tricolour) was planted next to the lamp-stand. On each of the
Carnaval days, a short prayer was said at noon and at dusk. Drums (dhol-taxe)
were beaten periodically, mostly by the children of the vaddo. On one of the
Carnaval days, a small group from each mandd would trudge the 5 kms route to
the Holy Cross at Baradi to the accompaniment of drum beats. On Tuesday
afternoon, groups from the various wards would congregate behind the Velim
Church to form Mells that proceeded to Baradi, where they were received by the
Mell from the Baradi mandd. The Maandd lamp would be extinguished on the night
of Ash Wednesday, after a short prayer, and then churn (mixture of jogree and
coconut pulp), prepared on the spot, would be distributed to all those present.]
Catholic
Kunnbis/Gavdas are the descendants of one or several cults/ vangods that,
according to Fr. Ferrao, were converted by the missionaries in the XVI century.
The Catholic Church then undertook the task of civilizing (lusitanizing) the
Goans in whom the Portuguese perceived a reflection their own 'uncivilized
past' which they wanted to erase and transcend.  The process of lusitanization 
was initiated at
the highest rungs of the caste ladder, gradually trickling downwards, i.e.
Bamons followed by Chardos .. Although it is claimed that Christianity is
an egalitarian religion, the Padroado Church in Goa perpetuated and sanctified
the Caste System that the neocatholics had acquired from their Hindu past; it
was brought right into the Church with every parish having at least two
confrarias the membership of which is strictly caste based.[In the mid-1940s,
the then Archbishop Patriarch issued an order abolishing this practice;
consequently, there is only one confraria each in parishes that were erected
after that date; nevertheless, the older parishes continued their earlier
practice.] All the Goan bishops, without exception, were bamons. The first
Indian cardinal, though of Goan stock (Navelim), happened to be neither a Bamon
nor a Chardo descendant; this was because he was born and educated in Karachi,
outside Padroado influence. Had he studied in Goa, it would have been very
difficult if not impossible for Valerian Gracias to be ordained priest! Goan
Catholics underwent various degrees of lusitanization which was also equated
with social development on the 'civilization' ladder. On this count the
Catholic Gavdas/Kunbis remained the least 'civilized'  -  or
rather 'uncivilized' from the Portuguese standpoint  -  as
they continued with their traditional customs and apparel; their womenfolk
continued to wear denttulio (one-piece sarees), chandayo (brass bangles),
piddukio (bead necklaces) etc. 
Throughout
the Portuguese era, the Padroado Church paid scant attention to the
marginalized Kunbi/Gavda community; even the Inquisition, perhaps, did not
unduly bother about them. Kunbis came to the parish church only on three
occasions: baptism, marriage, funeral. A non-Kunbi child would receive the
First Holy Communion by the age of 7 or 8 years. But a Kunbi's first Communion
was at the time of marriage which took place

*What led you and the villagers of Ambaulim to block the Ambaulim-Quepem
road at Capelabhat on 17.12.2008?***

There is a serious dust problem in our village due to transportation of
mining ore and overloading of trucks. Road-widening work presently underway
has only compounded matters. Our children who study in Pope John School
(Quepem) are in constant danger. There are time restrictions for mining
trucks. But who bothers? Trucks continue to ply between 1-2 in the
afternoon. We made several complaints to the authorities. But nobody took
any cognizance. In the end, we were constrained to come on the road.

*A case under section 307 of IPC (attempt to murder) has been slapped
against you. Did you, in the heat of the moment, pick up a spade and flung
it on a policeman?***

Please see the video recording of the agitation. You will come to know that
I - or any of our agitators – have not used any weapon. It is the police
who had used a weapon against us.  During the corner meeting before the
‘rasta-rokho’, we clearly instructed our villagers to be peaceful and
non-violent.

*Even in the face of force by men in khaki?***

Yes. Even in the face of force…

*So you think this was done only to break your ‘spine and your spirit’?***
This was done to suppress our voice and our agitation. They want us to live
like cattle. And not like lions and tigers! They don’t want us to fight for
our rights.

*In a letter addressed to the Editor of GT (31.12.2008) , you have said
that there is no administration in Quepem. Is the situation really that bad?

I am constrained to say so. RTO, Mamlatdar, Deputy Collector…these are the
authorities who are supposed to take action. But they have no time to
listen to our grievances. The way the mining transport is going on in
Quepem, it seems that there are no laws.

*Do you think mining will ultimately bleed Goa to death?***

Certainly. If mining activity continues the way it is happening at present,
a time will come when Goa will face a severe health and water problem.
Cutting of mountains and forests will reduce rain and if there is no water,
Goa will collapse. We are extracting excessive blood from our mountains and
sending it to China . If a state starts oozing excessive blood certainly
that state will dies in the years to come.

*Directly and indirectly, thousands depend on the mining industry. It is
always easy to preach. Do you have any solutions?***

I agree. Mining is part of Goa . But mining must be done in such a way that
people’s economic zone - and those who are dependent on nature – should not
be disturbed. Villagers and tribals residing in the hinterland also have a
right to live.

*Mining dust has invaded Kepem and the quality of air that we breathe is
poor. Do you feel we must insist upon water-tankers to spray the roads as
is done in Sanvordem?***

I don’t think that is a solution. If the mining trucks only abide by the
guidelines laid by the High Court  and the 15/12/07 notification issued by
the Directorate of Transport and the order passed by the then Deputy
Collector, Sanjay Goel, dated  19.10.2006, spillage will totally reduce.

*You once told me that the mining problem affecting Quepem and Sanguem can
snowball into a major water crisis for South Goa , especially Salcette.
Would you elaborate?***

Due to mining activity in Quepem and Sanguem, if Salaulim Dam is silted,
there will be shortage of water and in due course of time our coastal belt
will be affected. The topography of Goa is unique. Our mountains are the
water-tankers of fresh water. If these mountains are recklessly destroyed,
Goa will run short of fresh water. Kushavati in Kepem, the Zuari river…they
will be affected. It is a vicious circle.

*What then should be our approach to environment?***

Environment is my University and I am its student. All of us should be more
concerned to develop human beings and not to develop things. Any activity
that jeopardizes the very existence of human beings should not be promoted.

*Is environment the only issue dear to your heart?***

No. My village in Ambaulim is still backward. To educate the villagers

Adv. Joao Fernandes’s response to Fr Victor Ferrao published in the Navhind
Times Panorama of 18 August 2013.

I work for my community and I love my community. I can see God through my
work to my community.

The ‘Maan’ in my village and other villages have been forcefully destroyed
by the priests whom I named in my book. When I recently interacted with one
of the priests who was responsible in destroying the ‘Maan’ in my village,
he informed me that destroying the ‘Maan’ of the Gawdas was not his own
idea but it was the idea of the Church. He told me that they never
Christianise the cultural practices of the ‘Maan’ but instead just cut the
neck of the ‘Maan’ so that they can impose their own culture, a culture
that is European at heart.

I know how in one case a priest forcefully entered the house where the Maan
musical instruments were kept and flung them out. He threw out all the
instruments on the pretext that they were instruments of Devils.  The
Gawdas suffered  and tolerated such insults because they were voiceless and
powerless. The priest who cut the neck of the Maan, did not even bother to
know what was going on at the Maan. This shows how much the Church loves
the tribals.

Has any specific programme been set up by the Church or by the priests who
have destroyed the Maan of the Gawdas in the 1990s to give the Gawdas voice
or power? Till today nothing has been done. The Church  has taken the
shelter that it believes in equality, so no specific program is set up for
Gawdas. If that is the case why is there need for special Tribal Cell in
the Church: is this a pretence to show that they are working for the Gawdas?



It is not the Gawdas who have given up the Maan voluntarily but it is due
to attacks by the priests who consider whatever they preach and do, come
from God and whatever the Gawdas do is the work of devils.

Fr. Victor Ferrao certainly is not the right person to offer an explanation
for the behavior of the priests because at that time he was just a student
who was not aware of the of the full force of the atrocities that his
fellow priests were committing against the Gawdas. A more honest
explanation can be given only by the priests against whom the allegations
have been levelled.

As someone wrote to me privately with respect to the Goan legal profession:

you of how lawyers and legal representatives have behaved unethically and can't 
be disciplined and punished.  Like refusing to return people's documents and 
asking for a huge sum of money to give them back? Ever heard of such a thing??  
Not to mention encouraging people to file fraudulent claims which the best 
lawyers in Goa are expert at. Not to mention facilitating the sale of 
government forest land to the building mafias. Even the Government has no time 
and money to prosecute the offenders, it's so bad." UNQUOTE

On balance, the legal profession does not seem to be highly regarded in Goa. If 
you do not believe me, fine. Ask the locals like I did last week in Goa and got 
a earful, which prompted my email.

It is heartening to know that the Chief Minister and his government have 
decided to adopt two villages in Uttarakhand. This is perfectly in 
consonance with the Goa government’s recent trend of opening its generous 
heart to adopt  casino moghuls in the Mandovi river and hotel moghuls in 
remote Terekhol not to mention the various real estate developers who are 
having a field day with the Regional Plan being kept in limbo.  Now may I 
suggest that the government also consider enlarging its heart even further 
to accommodate its “biological” children who have elected it into power with 
a clear majority in the first place. Perhaps the people of Cuncolim whose 
lives have been devastated by the ill considered projects of the government’s 
very own GSIDC would be glad to be adopted by their generous government as 
well as the people of Mopa who are screaming to be rescued from the 
impending ravages of rapacious development that is sought to be rushed into 
by this government, and which may perhaps ironically turn Goa into another 
Uttarakhand. Maybe it is time for all of us Goans to sit and ponder upon the 
wisdom of the old adage “Charity begins at home”.

[Goanet] WILL THE RTI ACT HAUNT GOA RTI FORUM CHIEF?

Mrs. Nandini Sahai, the President of Goa RTI forum has declined to furnish
information under Right to Information Act sought from International Centre
Goa (ICG) at Dona Paula of which she is the Director.

The Goa District Registrar North by a letter dated 1st July had directed
the International Centre to furnish information sought by Mr. Ivor Ferreira
of St Estevam through his two applications made under the Right to
Information Act.

The information sought included educational qualifications, work experience
along with the salary, perks and other allowances that Mrs. Nandini Sahai
was entitled to as the Director of  International Centre.

Also sought were details of the bills paid by Mrs. Sahai’s son and daughter
during their stay at International Centre along with the details of their
room, food and transport expenditure. Further sought were details of the
rooms allotted in the name of Mrs. Nandini Sahai over the last three years.

Under RTI the details were also sought pertaining to unauthorized alcohol
served to government officials at International Centre and later
manipulated as food bills.

Interestingly in her letter dated 22nd July 2013 to the District Registrar
North while declining to furnish the information sought, Mrs. Nandini Sahai
has stated that the International Centre had sought the legal advice of
Advocate General of Goa Atmaram Nadkarni who had opined that the
information sought was personal in nature and not of any public interest.
Coincidentally Atmaram Nadkarni is also the Life trustee of the
International Centre Goa which is funded by the Central Government and the
Goa Government.

However Atmaram Nadkarni has told me that he was never consulted and that
he never gave such a legal opinion. One however has to take Atmararm
Nadkarni’s words with a pinch of salt, knowing his art of manipulating and
masking the facts. He is an Ace at that. As to whether Nandini Sahai or
Atmaram Nadkarni is lying we shall soon know. I am confident that both are
not lying together!

The Right to Information Act does not mandate that the information sought
has to be of public interest. It is surprising that Nandini Sahai who is
the President of the Goa RTI forum wants to keep the glaring irregularities
in her own backyard under wraps. It was rumored last week that she had
resigned as the head of the Goa RTI forum. Her name however continues as
President on the Goa RTI forum website.  She may also soon have to find a
place to rest her tail which is now under the scanner of the Right to
Information Act, which she lectured us so much about over the last few
years. The path ahead may not be very delightful for Nandini.
