A boy (Minto) went to a shop with his mother (Ritin). The shop keeper 
(Kasinath) knew them well as they are his regular customers, Kasinath looked at 
the small cute child (Minto) and showed him a jar with full of sweets:- 
 
Kasinath: Minto dear, you can take the sweets for you from that jar. 
 
But Minto didn't take.
Kasinath was surprised.. Such a small child he is and why is he not taking the 
sweets from the jar. 
 
Kasinath: (said again) Minto dear, please… you don’t have to be shy to take 
sweets from that Jar 
 
Now the mother (Ritin) also heard that: 
 
Ritin: Take the sweets son.
 
Yet Minto didn't take... 
Kasinath seeing the child (Minto) not taking the sweets... He himself took the 
sweets and gave to Minto. Minto was happy to get two hands full of sweets. 
 
While returning home the Mother (Ritin) asked Minto:
 
Ritin: Minto, why didn't you take the sweets, when  the shop keeper told you to 
take?
 
Minto: Mom, When we take we may get little but when God gives... HE gives us 
more beyond our expectations! 
 
Ritin: What? What you mean to say?
 
Minto: (Replies with smile)... Mom! My hands are very small and if I take the 
sweets I can only take few.. But now you see when Kasinath uncle gave with his 
big hands How many more sweets I got!

Mr.Shantaram Naik M P and Member of Consultative Committee on Finance
criticised the RBI and Banking institutions not coming to the rescue of of
those affacted by the arbitrary suspension of mining operations in Goa  without
the authority of law.



  Mr Naik who was addressing the members of Consultative Committee
on Finance ,held in the Parliament House Annexie ,under tge Chairmanship of
Finance Minister Shri P Chidambaran further said people have taken loans
for trucks and barges which they are not able to pay on account of rash
action of State Government which ultimately led to Supreme Court taking
over the matter in their hands.



 About three lakhs of people directly and indirectly depending on
mining have to money to bring their ration or meet educational needs of
their children, Mr Naik said.



   Mr Naik said that loans of rich and affluent class are declared as
non- performing assets and no steps are taken to recover them whereas  banks
run after small artisans, farmers or traders .



   Mr Naik also urged banking institution to identify fraudulent
borrowers as against genuine indivisual borrowers who have no means to pay.



  Mr Naik requested the Finance Minister to quote the Rules and
Regulations in his note under which Non Performing Assets are governed.



  Replying to Mr Naik the Finance Minister said that RBI Act has enough
provisions to regulate Non Performing Assets . He said  that RBI does
consider difficulties of various sectors and problems of mining in Goa will
be duly addressed by the RBI



  Union Minister of State Shri Meena and Shri Jesudas Seelam were also
present on the occasion .

into the making of India’s contemporary music tradition, including film
music.

Born into a musically dedicated family, Shubha Mudgal has been groomed by
some of the finest musicians and musicologists in India. Trained by the
eminent scholar-musician-composer Pandit Ramashreya Jha "Ramrang",  she
also received guidance from Pandit Vinaya Chandra Maudgalya and Pandit
Vasant Thakar. She later learnt stylistic techniques from the well-known
maestros Pandit Jitendra Abhisheki and Pandit Kumar Gandharva. She has also
received training in *thumri* from Smt. Naina Devi and is thus a versatile
and popular performer.

In addition to being a performer, Shubha has also won recognition as a
composer. She is the recipient of numerous awards, including the Padma Shri
from the Government of India in the year 2000 and the Gold Plaque Award for
Special Achievement in Music at the 34th Chicago International Film
Festival, 1998.

She has also been closely involved with several projects related to music
education in India. For several years, she was a member of the Central
Advisory Board of Education constituted by the Government of India and also
chaired a focus group discussing the need for introducing an arts education
program in mainstream school education during the National Curriculum
Framework 2005.

Shubha Mudgal and her husband Dr. Aneesh Pradhan, a well known tabla
artiste and scholar, have, through their website

Thank you Prof Borges for your very informative post and the weblinks. I
shall go through the information in detail over the week-end and come back
with a detailed response. In the meanwhile, here is my prima facie response:

1. Apparently, Prof Borges is confusing reservation of seats in Parliament
based on religion with reservation of economic and social benefits to
dalits.

2 Any person conversant with Indian history would know that there was
proportional representation based on religion in the provincial assemblies.
Hence, the Congress ruled in some provinces and the Muslim League were in
power in some provinces. This was the state of affairs at the time of
independence. Incidentally even cricket was played based on religious
representation. In the pentangular tournaments there were teams
representing the Hindus, Muslims, Parsis, Europeans and the Rest. On a side
note, my uncle played for the Rest and later on represented Punjab in the
Ranji Trophy.(being based out at Patiala and teaching at the Yadavindra
Public School).

Hence at the time of drafting of the Constitution by the Constituent
Assembly, many members thought of proportionate representation based on
religion. But many others learning from the tragic partition of India and
the resulting bloodshed rose above self and self-interest and
idealistically opted for a secular state without religious representation.
The only exception was made in case of Anglo-Indians for whom 2 seats were
reserved. Seats in certain constituencies where they were in a majority /
large numbers were also reserved for members of the SC/ST in view of their
peculiar disabilities. It should be noted here that there was at this point
of time no distinction made between religions. All members of ST/ST of
whatever religious persuasions were extended the same benefits.

However, this status quo was upturned suddenly on 10th August 1950 by a
Presidential Order, mark you, and not by Parliamentary legislation,
excluding persons professing religions like christianity, buddhism, islam
and sikhism from availing of reservations and benefits. There was no
discussion, no debate, no circulation of white papers, simply nothing. The
logic and reasoning that was given was that except for hinduism all other
religions did not recognise castes.

2. However, this logic and reasoning was turned on its head when after
protracted struggle, Sikhs were granted the benefits in 1956 and Buddhists
in 1990. Prof Borges, kindly note. Both Sikhism and Buddhism are
egalitarian religions and do not recognise castes like christianity and
islam.

To understand the mindsets one needs to fast forward to the year 2000. Guru
Nanak's and Mahavir's birth anniversaries were celebrated by the government
(then BJP) with great fanfare. But the 2000 birth anniversary of Christ was
totally ignored. Christianity and Islam are treated as foreign religions
and Sikhism, Buddhism and Jainism are treated as Indian religions. Even if
one were to refer to the definition of Hindu in the Indian Constitution, a
Hindu is defined as a person who does not profess the Christian, Islam,
Jewish or Zoroastrian religion. But the term Hindu includes a jain,
buddhist and sikh. That the Jains, Sikhs and Buddhists consider themselves
as minorities and not as Hindus is another story.

3. If Prof Borges were to acquaint himself with Articles 25  &  30, he
would perhaps realise that these are fundamental rights given to practice,
propagate and profess one's religion and to establish and administer
educational institutions. They do not provide for government support,
reservation and assistance to the poor and needy like the dalits.

4. The Indian Constitution was adopted on 26th November, 1949 and came into
effect on 26th January 1950. At this point of time ALL dalits of whatever
religion were entitled to reservations and benefits. This was suddenly
changed on 10th August 1950, seven months later, NOT by an Act of
Parliament but by a Presidential Order.

smugglers

Drugs may not be the only contraband to find favour in Goa now.

A rising pan-India trend of gold smuggling and sudden seizures of the yellow
metal in Goa, otherwise a narcotics haven, has forced customs authorities in
the state to step up vigil not only at the lone airport, but also on the sea
routes to stop gold smugglers.

Earlier this week, there were three seizures at the Dabolim International
Airport when two Sri Lankans and an Indian were caught with 4.12 kgs of gold
valued at Rs13 million (Dh753,000) in the Indian market.

“This seems to be the beginning of a new trend. Our air intelligence staff
and air customs officers could retrieve the gold and seize it. This is so
far the biggest seizure,” Commissioner Customs and Central Excise V.P.C. Rao
said. Gold smuggling, he said, has become a regular feature at the Goa
airport.

The two Sri Lankans had boarded the flight as domestic passengers at Mumbai,
but they had taken delivery of the gold from some passengers coming from
abroad, he said.

“The gold was stuffed in their rectums. When they were passing through the
green channel, our official saw something unusual with their movement. That
is how they were busted,” a Customs official said.

The Indian was from Kerala and had the gold strapped on his body under his
trousers.

Rao said that Customs authorities in Goa had netted gold worth Rs26.6
million in eight seizures since January.

“In all these cases, the passengers who brought the gold have been
apprehended and arrested. The total number of persons arrested is 15. The
seizures are mostly from body concealments,” he said.

Not just Goa, several airports across India have seen gold seizures in
recent times. The rush to smuggle gold into India, officials say, has
increased after the central government has upped its efforts to rein in its
burgeoning trade deficit.

Recent and repeated hikes in the import duty on gold has also added lustre
to the yellow metal and added incentives to its smugglers.

Alarmed by the sharp rise of gold imports to 383 tonnes in the July
2012-April 2013 period against 205 tonnes in the previous year, the
government earlier this month raised the import duty on the yellow metal
from eight to 10 per cent.

Gold is the most expensive in Kerala at Rs660 per 10 grams. Rao said that in
most cases, domestic passengers are engaged in transferring gold from
international passengers in the aircraft.

“That is what our interrogation has told us,” Rao said.

“Mostly the gold smuggled seems to be meant for Mumbai and Kerala,” he said.

“There is also an apprehension that smuggling through sea may be revived
because of the huge difference in domestic and international prices in the
Middle East. Additional measures are being taken to fight smuggling by
reviving shore patrolling formations called shore guard parities,” Rao said.

Goa had been a smuggling haven for gold and electronic goods in the days of
yore. Through the 1970-80s, contraband activity was one of the prime
launchpads for aspiring smugglers to leap into politics.

Hindutva cause. The ideology has tried to tap into the need of Hindu Indian
immigrants for a cultural-religious identity in an American society defined
primarily by racial identity (Rajagopal 2000). Although nationalism is a
common theme in the attempt to attract diasporic communities to the country
of origin, it is a particular kind of narrow, religion-based nationalism

Off late MLAs, MPs and GPCC President of Goa Kangress are busy giving Goans
a 'political entertainment' like Digvijay Singh (in charge of Goa Kangress
desk) does at all India level. 

On Wednesday 28th August 2013, GCCP President Subhash Shirodkar gave a
classic POLITICAL ENTERTAINMENT to all Goans. 

While speaking at press conference he said, 'Through the food security bill
UPA -2 will bring in economic stability and benefit Goans by providing
subsidized food to the poor. After the bill is passed, the state will supply
wheat at Rs 3 per kilo, rice at Rs 2 per kilo and other pulses at Rs 1.' He
added further saying, 'we demand that the government of Goa take notice and
let the poor benefit from the bill starting from September 2013.'

In connection with press conference will GCCP President explain Goans on the
following:

1) Which 'PULSES' are covered in the food security bill?  
2) Are you aware of the time frame fixed by the center for the states for
effective implementation of the bill? What is the time frame fixed?
3) To start implementation of bill from September, are you expecting that
Goa government to act without official communication from government of
India and without doing required planning and implementation work?

GCCP President appears to be not well informed or not at all aware of what
is what of the food security bill. 

Goans do understand that GCCP President has taken this press conference in
hast only to announce that their Kangress party has brought in food bill.

[Goanet] Dhyan Chand's birth anniversary

On the occasion of Dhyan Chand's birth anniversary, I just opened, after
many, many years, his autobiography, Goal!, and here I quote some paras
from his preface. "You are doubtless aware that I am a common man and then
a soldier. It has been my training from my very childhood to avoid
limelight and publicity. " " Hockey is a game of great skill. To play
it well is an art by itself. It calls for intelligence, keen eyese,
powerful wrists, physical fitness, and speed of mind and body. In
short, the game demands the best in you both as a player and as a man."
Young players must take his advice. I don't know if any copies of his book,
published by The Hindu, is available. The newspaper serialized Dhyan's life
and hockey career in the Sport and Pastime, a forerunner to the present The
Sportstar, and then put the pieces in a book form. It was first published
in August 1952. My copy of the book is "yellowed" and pages have come
apart. I never saw Dhyan play but my dad often related to me his skills and
art. Later on when working as sports journalist in Mumbai I did hear lot of
stuff from those who saw him play. I also met a couple of times his son and
ex-Olympian Ashok Kumar. Let's salute this man on his magnificent role in
India's glorious past.
This day is celebrated as National Sports Day in honour of this hockey
wizard-- and legend. The sports awards, which are normally distributed on
this day at the Rashtrapati Bhavan, have been postponed to Aug. 31.
I am informed that Mary (nee D'Souza) Sequeira, the double international in
athletics and hockey, and also an ex-Olympian, will be attending the
function to receive the Dhyan Chand Award for lifetime contribution to
sports. At age 81, this indeed is her Last Hurrah!

Goa is TODAY celebrating  the Janmashthami, like the rest of India. But with a 
difference.

Pandals are set up around the city of Mapusa, viz. TAR, Alankar, Trimurthi 
Hotel bang opposite the Civil Court premises at Altinho and elsewhere in the 
Mapusa Municipal market and next to the Government Complex, etc equipped with 
40,000 and above watts disco music being dished out from 8.30 a.m. 

I got a call  at about 9.00 a.m. from one irate patient in the Dr. Olavo 
Ribeiro Hospital, located opposited Alankar Cinema Theatre [if it can be called 
one :-)] where the corner gumpti is in festive mood with the devastating HI-FI  
sound pandal dishing out bone wrecking-ear shattering  high decible [definately 
above 80 decibles] music where this patient must have been rocked in his 
hospital bed. When I asked this gentleman how he happened to call me instead of 
the police...  "because you are the anti loud music expert...and  besides 
number '100' Police Control Room telephone seems to have been deserted." ... 
was the reply.

So I called my good friend and colleague in the anti loud music noise pollution 
from the police department ... DySP Serafin Dias and told him to do the needful 
so that the patients at Dr. Olavo's Hospital are not forced to do the 
'gan-masti' with the roadside gangs of louts, mostly migrant ghatees. The DySP 
must have forgotten about my call since I found out a little while later, when 
I was in Mapusa, that even the fastfood kiosks along the Alankar Cinema were 
rocking.

And, I had a case that the Civil Court at Altinho, Mapusa at 2.30 p.m. where 
for the past 16 years I have been trying to evict another  GOAN lout from a 
gentleman's house who has forcibly occupied it by kicking the resident priest 
out, like they kick the football on the Moira Club's football Ground right 
opposite. But then what shocked me was the decibel level of the music dished 
out at the Trishul Hotel Pandal with a few drunken louts dancing to the water 
being sprinkled on them to cool them down from the  floor above. Enter the 
Court A, it looked like Judge Noronha was being rocked in his high chair. 
Luckily for me, the opposite lawyer must have gone deaf with the music and had 
asked for time.

Then it dawned on me as to why Mr. Ratan Tata, the doyen of India's Industry 
has said what he has said in today's Times of India- Goa edition. Quote TATA: 
INDIA HAS LOST CONFIDENCE OF WORLD Unquote... this in context with  the 
plunging Indian Rupee. 

Yes, this  can happen only in a BANANA REPUBLIC where the law and order has 
totally broken down and  where a person  who goes to the High Court against 
Loud Music Noise Pollution in 1997 finds out  16 years later, in spite of a 
piles of cases and many citizens becoming residents of the hospitals for the 
mad, that a state has reached where even the Civil Court Judge is being blown 
off  from his chair along with the 'NO HORN - SILENCE ZONE' sign boards posted 
on the road outside,  him not being able to do something about it.  Talking to 
a friendly lawyer whilst coming down the stairs, and when I asked him as to how 
the legal fraternity could tolerate this rank nonsense happening right in front 
of a Court House, adding ... "IF IT WAS ME SITTING ON THAT CHAIR OF THE JUDGE 
TODAY, THE MUSIC PANDAL WOULD HAVE BEEN BLASTING THE INSIDES OF FORT AGUADA 
JAIL"... all he said was " YOU IS YOU AND WE ARE WE . IT IS A PITY THAT EACH 
ONE OF US  IS WAITING FOR THE OTHER TO DO SOMETHING WHILE THE LAW AND ORDER IS 
MURDERED ON OUR STREETS" ...

Hopefully, very soon,  we shall see the Justices of the Honourable High Court 
of Bombay being blown off  to 'Kingdom Come' from their seats with a 
Janmashthami pandal erected right in its courtyard with the 'matka' being 
strung out from these two buildings facing one another.

And that is when I shall be dancing along with the louts, smeared with colours, 
until I fall down exhausted with EXTREME SATISFACTION.

We are surprised and dismayed  by the statement  of the Chief Minister 
Prithviraj Chavan  widely reported in the press , August 29, 2013 where the  
"CM says absolute implementation of police  reforms is not possible"



It appears that the Maharashtra Government either does not have the political 
will or does not want to lose the control of the management or resultant  
mismanagement of  police affairs of the State.



A day before the Prakash Singh case on Police Reforms came up for hearing in 
the Supreme Court on July 17, 2013, the Maharashtra State Government on July 
15th promulgated the order for setting up of a Police Establishment Board and 
delegated powers of the transfer of the police personnel to the said Board. 
This was as it should be.



In addition a week before, the Maharashtra Government had already set up the 
Security Commission headed by the Chief Minister. Further, the State announced 
the setting up of the Police Complaints Authority . 

All this was on paper to appear compliant before the court.  Please see the 
relevant GR's attached.

  Now suddenly there is a volte face by the Chief Minister,  who now asserts 
that  the absolute implementation of the police reforms is not possible.



  The Chief Minister is misinterpreting what being 'responsible' as a 
government means. It does not mean direct control over the management of every 
agency created by the State. The cabinet does not try to  manage thousands of 
government services it is responsible for  through managing postings transfers 
and other employment matters directly. So why  the police? 



  The  CM and the cabinet must  lay down general policing policy;  provide 
support to make the police fit for purpose and monitor its performance. One 
part of doing this is to choose a fine police chief out of a panel made up of 
the most meritorious people; and then let him choose his own officers through a 
transparent process based on clear guidelines and criteria that looks fair to 
his own men. Then let him get on with making Mumbai a safer city through 
upholding the law and by lawful means. 



  If the CM and the cabinet feel they are 'responsible' for administering and 
managing the police and so must take away the powers of the chief then  we have 
two questions: Will they all resign when there is a gangrape or a terrible 
murder or crime statistics go up and up as they are doing now? Second question; 
why have a police chief at all if he can't be trusted to run his own 
organisation, choose his team or do the job you have chosen him for. 



  It would be pertinent to quote the former Police Commissioner Julio Rebeiro , 
"Bombay was safe. Is Mumbai safe?" "Where I disagree with him[ Home Minister 
Mr. R.R.Patil] is about Police Reforms. If introduced in spirit these should 
help him to have a more professional police force. Corruption will decline by 
more than fifty percent overnight and the quality of policing will improve if 
the reforms go through. His colleagues in his own party, however are not 
interested. They want to control postings and transfers. And they do not care 
if the current dispensation does not induce fear of law in the minds of rapists 
like the boys involved in the Shakti Mill episode"[ DNA-Aug29,2013]



  Chief Minister Sir, we do not want lamentations but "Action Now" to implement

There is a vast difference in the above statement and actual facts. Never
misquote the Judiciary.

The Supreme Court of India has just upheld the 2006 Judgement and Order
of the Bombay High Court in this case; in that it was violative of right to
equality guaranteed under the Constitution. The Maharashtra government banned
dance bars in eateries, bars, etc. under the Police Act. But permitted dance
bars in 3 stars and above hotels. This is what was discriminatory and struck
down.

MARGAO: After pushing for land acquisition proposal during its rule,
there’s a sudden change in stance over the airport issue by the Congress
party.
AICC General Secretary Luizinho Faleiro’s stand on the airport row
questioning Mopa’s financial viability and feasibility for the next 20-30
years are all indications of the Congress party’s changing stance on the
issue.

Though land acquisition proceedings to build the new airport at Mopa were
initiated during the Congress rule, signals emanating from the Congress
camp now are clear ~ though land for the airport stands acquired, there
ought to be no haste in pursuing Mopa at this juncture and the issue can be
settled later taking into account the needs of the times.
Says GPCC President Subhash Shirodkar: “The Congress might have been
responsible for acquiring land for Mopa. That does not mean that the
airport should come up tomorrow. The Centre has invested Rs 500 crore on
upgradation of Dabolim. Around 6-7 aerobridges are being built at the
airport. Let us first use this massive infrastructure at Dabolim and then
analyse whether there’s a need for a second airport. Land for Mopa may have
been acquired, but certainly we can wait.”

Faleiro feels there’s no need for a second airport when its financial
viability has been questioned by experts. “Expert reports say that two
airports are not feasible for Goa. This means, the airport may not be
economically viable for the next 20-30 year,” he said.

Faleiro’s commitment to take up the airport issue at the Centre shows
Congress’ shifting stance on the issue. “I will forcefully take up the
issue with my party leadership in Delhi,” Faleiro said.

The party may be accused by its detractors for changing its stance on the
airport with an eye on the 2014 Lok Sabha polls, but the GPCC chief says
“one needs to be realistic. You have to go by the times. At this point of
time, we feel that Mopa is not required.”

Incidentally, recent statements from senior Congress leaders, including
South Goa MP Francisco Sardinha and Leader of Opposition Pratapsing Rane
are indicative of the changing stance of the Congress on the issue.
Congress leaders in private admit that the party cannot afford to go to the
people in the Lok Sabha polls with its two-airport theory, especially in
South Goa, against the backdrop of a virtual rout the party suffered in its
stronghold in the 2012 polls. A senior party leader maintained that its
stand on the airport issue should help them approach the electorate for
votes, but would also help checkmate the BJP, especially in Salcete where
party leaders leave no stone unturned to make inroads in the taluka.

Says political observer and Constitutional lawyer, Adv Cleofato Almeida
Coutinho: “Dabolim is an extremely emotive issue down South. People have
realised that tourism economy will go down the drain. There’s a large
section of people working in the Gulf and the merchant navy which uses the
Dabolim airport. It’s clear the Congress has now realised that it cannot
take the Dabolim issue for granted. In fact, the Congress may be justified
in taking the stance, even though the land acquisition process had started
during its tenure”.
On the political front, he said the Congress may have been spurred to shift
its stand out of fear of being further marginalised in its stronghold in
Salcete and down South.

It’s clear the Congress has now realised that it cannot take the Dabolim
issue for granted. In fact, the Congress may be justified in taking the

Aadhaar Card is very dangerous card. Once you do, you have no
human identity of name. You are pushed humiliatingly below human dignity to a
number. It is a trap. We will be losing our total and complete identity and we
will be known only as a number, controlled electronically, manipulated and like
Jews in Hitler’s gas chambers are liable to be executed. The data can be shared
with intelligence agencies, courts, and police without consent of Aadhaar card
holder. The data will be stored in Delhi in powerful computer known as ‘Silas’
collecting iris scans, fingure prints and other valuable data. It is a very
disastrous card. Aadhaar cards even though are told as optional, are still made
compulsory by the method of cheating written in the constitution of bamon 
‘Manusmriti’;
earlier it is set on fire better it is. All the data collected for Aadhaar card
has to be deleted and Aadhaar card has to be scrapped. It is not passed in the 
Parliament.
Why should it be implemented? Under what law?








Multi-billion dollar scandal of Aadhaar card and its implementation
are becoming murkier every passing day. This bio-metric card that is supposed
to be devised for the purpose of surveillance of citizens, and control dissent
is camouflaged with welfare schemes and control of corruption. In India this
system of issuing Unique identification (UID) number is implemented by series
of MoUs with Planning Commission of India by-passing the Indian Parliament that
has turned down to legislate on this matter and referred the National
Identification Authority Bill to the Parliamentary standing committee on
Finance. This committee after examining the law pointed out that this entire
program lacks clarity of direction, waste of public resources and grave threat
to the national security.








The issue of Aadhaar card again came up for discussions in
the upper house of the Indian Parliament – The Rajya Sabha on 23rd
August 2013. The matter raised by members of the Parliament were answered by
the Minister of Parliamentary Affairs Rajeev Sukla  saying that Aadhaar card is 
not mandatory for
availing subsidies including domestic cooking gas. He further added that “if
any public sector undertaking is doing it, we will correct it”.








This declaration in Rajya Sabha came as a body blow to the Goa
Government that is currently engaged in hoodwinking the people of Goa to share
with their private information including the iris scan and all ten figure prints
and other personal details by hook or by crook. Truly Aadhaar card idea is like
a fishing hook that entices with scholarships, subsidies, government schemes
and then get those who do Aadhaar card into a mega trap just like Jesus was
trapped by devil with a kiss from Judas that led to his torture and death that
lasted for three days. It is not sure as to for how long the trap laid by 
Aadhaar
card will be lasting.





State government wants every individual in Goa under
electronic surveillance purpose, that in case of dissent against Bamon Raj that
is so high can be curtailed and terminated. This is an agenda that is satanic
for the obsession in violating individual privacy and legally illegitimate for
by-passing the Indian Parliament. Aadhaar card puts control of the private
information of people of India under the control of the suspicious characters
as there is no law under which this exercise has been carried on.








What is most surprising is that an IAS officer N.D.Agarwal
currently collector of South Goa is executing this plan detrimental to privacy
of individuals and security of the country. He on 27th August 2013
declared that in order to generate e-Aadhaar card he is going to mobilize
government machinery for this anti-national purpose! This is an unbecoming of
an IAS officer. He is quoted in Herald of 28th August 2013 saying “the
special camps will be held only after receiving the list of consumers from gas
agencies.” Then he will deploy all machinery at the taluka level and village
level to generate e-Aadhaar letter. He further added saying that the respective
area service bank will be called for seeding the bank account number with
e-aadhaar at the village level camps.








The South Goa collector is directly executing the betrayal
with the Parliament. This is a very serious matter. This UID has no legal
sanction from the Indian Parliament, no law is passed, Parliamentary standing
committee has asked for the thrashing of entire UID scheme into dust bin and
South Goa collector is co-operating to implement such a devilish scheme to trap
everyone.








Aadhaar card made its entry into Goa not by any law but
through Memorandum of Understanding (MoU) between two Eurasian Bamons – then Goa
Chief Minister Digambar Kamat and Nandan Nilekani, Chairperson of Unique 
Identification
Authority of India. This MoU was signed on 22nd April 2010. The third
Bamon current Chief Minister Mano

PANAJI: Office-goers were put to severe inconvenience on Thursday
morning when traffic on the new Mandovi bridge came to a halt thanks
to pro-mining supporters puncturing the tyres of three vehicles on the
bridge.

Police said the protesters punctured a tyre each of a tempo carrying
soft drinks and a tourist taxi on the Porvorim side of the bridge,
while on thePanaji side a tyre of a Volvo bus was punctured.

Police further said that the traffic snarl was cleared up after the
punctured vehicles were taken off the bridge.

No police complaint has been registered against any person yet.

At Goa University hostel, girls feel discriminated

PANAJI: Education may be a great equalizer, but at the state's
university hostels, equality is a far-fetched dream. Double-standards
or protective discrimination (call it as you see it) appears to be the
rule on campus.

Curfew at the girls' hostel is a strict 8pm, failing which, the
student has to face a barrage of questions from the security guard
along with the rigmarole of signing a late register and having to call
a "rarely present" warden and explain one's predicament. The grass
appears to be greener on the other side, down at the boys' hostel,
where male students are free to traipse in and out as they please.

"Life is good here. We have complete freedom. There is no warden here
and we can go anywhere at anytime," said Ritesh Naik, a male hostel
resident at the university.

University hostel rules (available on the university website) include
regulations that are meant exclusively for female students. Only
female students are required to submit at the beginning of the year a
list of residences of persons whom they are allowed to stay with. This
has to be signed by the students' parents.

"This is a huge campus and security issues, particularly for our
female students is a major concern. If girl students want to work in
laboratories, they can avail of their passes from their guides (valid
up to 12pm). We have a special responsibility when it comes to girls,"
Goa University registrar Vijayendra Kamat said.

The students are not happy with the explanation. "If security was
really an issue, why don't the authorities fortify the security on
campus, instead of keeping the women under lock and key?" hostel
resident Reena Dias asked.

"The rules are totally unfair. The curfew of 8pm would be acceptable
if it was applicable to all, irrespective of their gender. Why should
there be separate rules for male and female students?" asked Fiona
Menezes, who formerly stayed at the hostel.

Female hostel residents, unlike their male counterparts, are not
allowed to spend a night outside the hostel without a written request
from the parent or local guardian, Menezes added.

Female students have the allowance of a night pass which is valid up
to midnight. "If we do not make it in time, we have to pay a fee of Rs
25 for each day we are away," said hostel resident Arti Shirodkar. The
fee, she said, has to be paid through the means of a challan at the
bank, making the process even more tedious.

"The warden is supposed to stay on the premises, but she is rarely
available. There was a case when a girl fainted after curfew at the
hostel. The warden, as usual, was not around and the security guard
instead of assisting us in getting her medical attention did not even
allow her to leave the premises. In fact, he created a hassle when her
parents came to collect her that night," Shirodkar said.

Timing is not the only issue. Female hostel residents complain that if
security is the reason for the early curfew, then there is a lot more
that needs to done. "There is one guard to protect a hostel of over
200 inmates. We do not feel safe. Hostel residents have complained of
unknown men getting past the security and entering the hostel," said
Dias.

Not everyone is complaining though. Some female hostel residents think
it is fine for their male counterparts to not have restrictions
because "they are boys", as long as their own curfew is extended by an
hour.

PANAJI: While vote-bank politics was on spotless display at Thursday's
Panaji rally by mining-affected people, it peaked when St Andre MLA
Vishnu SuryaWagh took to the dais at AzadMaidan.

Addressing the crowd, the BJP legislator "appealed" to his fellow
legislators to quit en masse if mining is not resumed in Goa.

The acknowledged dramatist told the audience that all 40 MLAs should
pass a resolution to resign from the state legislative assembly so
that "Goa's voice reaches Delhi".

"Let's create a constitutional crisis," roared Wagh, "And if the
decision to resign is taken, I will be the first to resign as MLA."

Responding, as if on cue, Goa Mining People's Front leader Raju
Mangeshkar told Wagh, and the audience, that the group welcomed the
legislator's suggestion. He then promised the first-time MLA and his
gathered brethren that if they did resign the mining group would make
sure that all of them got re-elected with thumping majorities.

Continuing his speech, Mangeshkar demanded that the government
constitute an inquiry commission to inquire into the non-government
organization that is the petitioner in the case being heard by the
Supreme Court, "as 75% of NGOs are agents for foreign countries".

Also addressing the rally, BJP's Sanguem MLA, Subhash Phal Dessai said
the state's Congress leaders-some of who were in the audience-should
take up the state's demand with the central government to grant the
1,000cr-financial package for mining-affected people.

Between 2000, when Steve Ballmer became the CEO of Microsoft, and now, when
he has announced his retirement, the company's earnings have more than
doubled and its revenues have increased over three-fold. Mr Ballmer can take
the credit for strengthening Microsoft's Windows operating system and Office
productivity software businesses. Yet, he leaves behind a string of
failures: search engine Bing and other internet projects; the Zune music
player; the Surface tablet; and the Kin phone. Even now, over two-thirds of
Microsoft's profit comes from Windows, Office and others of the like. For
some time now, investors have demanded that the company should stop
investing in loss-making ventures and give that money to shareholders
through a bonus share issue, and should focus on the Windows and Office
franchises. In fact, it is being speculated that Mr Ballmer's sudden exit
may have been prompted by lobbying by activist investors ValueAct Capital
Management.

To find Mr Ballmer's successor, Microsoft has appointed a committee that is
headed by John Thompson, an independent director. This committee has given
itself one year to find a new CEO for the company. Some experts have said
that it will help if Microsoft gets an outsider as CEO because that will
bring in some fresh thinking into the company. A notable absence among the
various names that have come up as the next CEO? That of Bill Gates,
co-founder and former CEO. Compare this with what happened at Infosys. The
Indian information technology major was missing guidance after guidance. Its
attrition rate was the highest amongst its peers, pointing to low morale of
its employees. It got overtaken by Cognizant in size, and its stock was
hammered. But that did not affect its CEO, S D Shibulal, also a promoter of
the company. Instead, N R Narayana Murthy, the senior-most promoter, was
brought back as executive chairman to salvage the situation for Infosys.
Along with Mr Murthy came his son, Rohan Murty, although Infosys had in the
past said that the founders would never send their children to work for the
company.

Meanwhile, Ashok Vemuri, who headed Infosys' North American operations and
served on its board, has quit. He was a front runner to become the company's
next CEO. One news report, quoting an email from Mr Murthy, indicates that
Mr Vemuri felt his chances were slim, 33 per cent at best, and at least 18
to 20 months away, and that's why he quit. After Mr Murthy's return, T V
Mohandas Pai - its former CFO and head of human resources, and a one-time
CEO aspirant - said that this "culture of a founder-led and founder-centric
governing model" had cost the company "three generations of leaders over the
past 25 years". Infosys, he added, had at least 100 leaders who could become
CEOs. "They need to be given their day in the sun." Those fears are now
turning out to be true.

Question: In legal matters, who should I believe? Someone who refers to gossip 
and imagination or someone who refers to Law Reports?

Comment: In a land of Devadasi temple girls and 'court dancers' a la Anarkali, 
we portray rather pitiful and hypocritical selves by raising this big hue and 
cry about these dance bars.

What wrong is there, I ask, if adult women earn a living by willingly dancing 
to make men happy? 

My only concern would be if they were exploited by the uncouth Indian men 
patrons who are often depraved enough to rape and gang rape women and pimps who 
would infest such establishments, NOT to forget those Bakshishwallas.
