We are all aware that Tourism will continue to play a key role in enhancing
Goa's economic health and being such a sensitive industry as it is, it is
imperative that all of the Stakeholders involved in the tourism pie are
proactively involved in improving our tourism culture and hospitality soft
skills to benchmark us against world class standards which is our aim to
emulate.

 

CII proposes to bring two world class programmes developed by the World
Hosts (WH) and Canada Tourism Human Resource Council (CTHRC) to Goa which
have created International standards and are accepted world-wide as
benchmarks for enhancing the tourism image of the respective countries. The
Canada interface is driven by Mr Kishor Sabnis, a tourism marketing
strategist, decorated by the Governments of Singapore, Thailand,
Phillipines, Mauritius, Canada and the USA. He is also the member of the
Core Working Group of Leap Foundation (LF), the Indian counterparts led by
Mr Subroto Ghosal, who are committed to work the mission of the above
organizations in India.

 

Mr Kishor Sabnis and Mr Subroto Ghosal will have an interactive Seminar with
all of the stakeholders to discuss, deliberate and decide on the next
immediate course of action. CII is conducting The Seminar on Enhancing
Tourism Culture Initiatives for Goa is being done on Tuesday, 5th November
2013 from 10 am to 2 pm, at Institute Menezes Braganza Hall, Panaji Goa. Mr.
Nikhil Desai, Director, Tourism, Govt. of Goa will address the occasion. I
am also enclosing the brief profile of the Resource Persons.

I must have arrived on the scene just as it was unfolding.  Around 11:45 a.m. 
yesterday (31/10) I was
travelling on my scooter from Mapusa to Porvorim, when I encountered a traffic 
jam just before I
reached the O'Coqueiroo restaurant.  Nobody around me knew what was happening.  
Some thought
it was a traffic accident, and somebody was killed.  It was gridlock.  Someone 
started moving the portable road dividers and flinging them around.  I saw my 
opportunity to get out of the jam.  Weaving my scooter between cars I crossed 
over through where the dividers were removed on to the other side of the road 
and made it out of the jam.  It took me a while to get out of the congestion to 
get home.  The persons who created the commotion were big burly guys, with our 
puny or potbellied
police with their light bamboo sticks (if they had one) cowering in fear.  When 
a female police officer
came on the scene, one of the assailants unzipped his pants and XXX, 
causing her to hide her
face and get away from the scene.  It was chaotic.  Some citizens berated the 
police for their inaction and wanted to take law in their own hands.  The 
situation presumably escalated as the troublemakers got reinforcements from 
their friends. A friend called and told me to watch our local
TV channel to see what was going on.  It was an ugly scene.

This was an eyeopener for Goa and raised a number of issues.  Foreigners, 
mostly from an
African country come to Goa on fake or spurious student visas.  Goans rent 
rooms to them, as they'
apparently have loads of cash.  Some of these folks are reputed to be involved 
in the drug trade.
As the situation unfolded, the police either did not call for reinforcements or 
they did not get support.
Our policemen are ill equipped to deal with a situation like this.  

I hope this is an eyeopener, for our politicians.  As tourists pour into Goa we 
do not need episodes like this.

Recently an accident took place on the slope of the NIO Dona Paula
junction road.  An excavator (JCB) damaged three 4- wheelers after
hitting a scooter.  There were two ladies from Pune on the scooter who
were proceeding to Dona Paula jetty for sight seeing.  One of the
ladies succumbed to her injuries after being taken to GMC and the
other one has multiple fractures and is seriously hurt.



This is the latest in many accidents in this area.  This area is prone
to accidents and the Govt. or Traffic Dept is yet to find solution.

The main reason for this problem is that the road is quite narrow and
the drivers cannot control their vehicles on account of several inters
state tourist buses being parked at the NO Parking Zone at this
junction.  Also we see regular D.Paula-Panjim buses parking on this
circle openly in front of the Police D.Paula Outpost making it
difficult to maneuver the traffic.

The Dy SP from the Traffic Cell Mr Angle has told me that he made many
attempts to get a Bus Stand for these tourists’ buses as well as for
the local buses and even he has attempted to write several reminders
to the Government, Raj Bhavan, CCP and the Tourism dept asking for a
place for a Bus stand, but unfortunately nothing has come up.

We, the D.Paula residents request our Chief Minister to intervene and
solve this situation.  Even our CCP Mayor Surendra Furtado and the
Governor, are seen everyday moving in this circle but no action has
been taken by them to widen the road.



At the very least the parking of vehicles haphazardly at the D.Paula
circle should be stopped as they do not observe the traffic signs and
thus make it difficult for us to ply our vehicles on these roads.  It
is very essential to have some appropriate parking arrangement and a
Bus Stand. The Dy.SP suggested a place near Caranzalem Park but Mrs.
Pamela Mascarenhas (tourism dept.) replied in the negative.  She said
that the Central Govt plot near the Caranzalem Park at Water Sports
complex could not be transferred to the state govt.  However, adjacent
to that we have an area close to the Caranzalem Park which could be
ideal for a Bus Stand.



The D.Paula Jetty should be taken as NO vehicle entry, as the road
is very narrow. Tourists should visit this place by walking and not by
vehicles. The Dy. Collector must put up the sign board for these
vehicles not to ply to the jetty.

The Dona Paula Outpost Police station is not in position to control
this mess of tourist vehicles everyday which are seen all the time
parked on the roads, especially in the tourist season, around the NIO
circle because they do not have a solution.

Will CM take note of this and make arrangements for a Bus Stand to
find out a remedy of this congestion?

Folks,
Today is the day when people in Toronto don costumes and go out celebrating. It 
usually is (to me) one of the most enjoyable days of the year.
 
The younger trick or treaters are dressed early and are the first to arrive at 
your doorstep. It is an absolute delight to answer the doorbell and see an 
adorable two year old girl dressed up as a fairy. Even more enjoyable is to 
watch them skip up the driveway, fascinated that all the neighbours will give 
them sweets and all they have to do is beam and say, Trick or treat?
 
It is easy to figure out who is five years or older. These kids now have a say 
in what they are going to dress up as and last years dreamy four year old 
fairy, suddenly becomes a five year old zombie. The older the kids get, the 
more macabre their costumes become. My favourites are those with one eye 
falling from their skulls. 

The more daring transform into murderers. There always is a wide spectrum of 
axe, knife and sword wielding characters who are happy to demand candies and 
flee, in glee, when their goal is achieved. 
 
The more creative kids arrive with a bloody mess where their head should be. 
Tucked into one arm, the way a rugby player tucks the ball, is their real head. 
Such costumes are a sight to behold. 
 
A lot of front yards are converted into mock graveyards.  It can be cold, it 
can be rainy, it can be both and windy too as it was today. This only adds to 
the setting. Imagine this if you can, the fallen leaves are swirling and 
wavering in the wind. There is a bunch of excited, pre-teen, murderers walking 
down the street. A slow mist is creeping up around the lamp posts and there is 
nothing but excitement in the air. 

Their talk, believe it or not, is about candies. And sometimes about whose 
house to go to next. What the kids do not notice is the elaborate set ups that 
some parents have taken the trouble to construct. Those celebrating will have 
stuff anyone can buy from Wal-Mart. But there also is that one simple special 
pleasure. The pumpkin. Actually, the carved pumpkin.    

Carved pumpkins, ranging from the truly admirable to the almost disgusting. It 
is all part of the fun. It is also all part of the fun Toronto I live in.

disgrace to the law enforcing authority.Nigerians staying unauthorised in
Goa had the gumption to stop the van taking the dead body of their
colleague, attack the personnel , vandalise the hearse van and retrieve the
body,As they stopped the traffic for 30 minutes, attacked passers by,
destroyed public property, the police in numbers stood as mute, helpless
spectators to the tamasha unfolded in full public view. They numbered about
50 individuals with police pose outnumbering them. The C.M thundered that
Goans responsible will dealt strictly with the law.What about the unlawful
activities. over staying put with impunity ? Now the promise to deport them
is being talked about.What  was the police so far was turning a blind eye?
The MLA publicly is on record having drawn specific attention of the law
enforcing agency about their shady dealings so far and even named the joint
in the vicinity, operating till early morning and drugs were openly traded
Nigerians have been apprehended in the past as drug promoters and dealers
More is in store for the peace loving Goans from Russian, Israel war lords
lurking peacefully in the state. How foreigners  are permitted to engage in
business is a wonder.A  Goan has to  undergo hassles and red tape to start
legally any business
The advent of festivals like dances, music like sunburn organised by for
the benefit of tourist is scourge for the state,Casinos have brought in all
the evils associated with such gambling activities more noticeably sex

*Panaji: The political heat generated by the bizarre public clash between a
Nigerian gang on the one hand, and police and locals on Thursday appears to
have had Goa’s lawmakers frothing at the mouth.

After an independent Opposition legislator Vijai Sardesai Thursday called
the ruling Bharatiya Janata Party (BJP) led coalition, a government of
hijras (eunuchs) the BJP Friday responded by calling him a bhadwa (pimp) at
a press conference at the party’s state headquarters.

Seated on the dais in the conference room, surrounded by large images of
BJP’s prime ministerial hopeful Narendra Modi, party president Rajnath
Singh and aging party stalwart Atal Behari Vajpayee, power minister Mahadev
Naik took the political discourse in the state to a new level by saying
that Sardesai was indulging in “bhadwagiri”.

“He has been indulging in bhadwagiri all the time. That is how Sardesai has
made his money. If he calls us a government of hijras on a TV debate, our
response is that Sardesai is a hijra. He has spent a lot of time with
hijras,” Naik told the press conference.

BJP legislator from Sanguem Subhash Phaldesai even went on to give the
media an eloquent definition of the word bhadwagiri. “Bhadwagiri means
doing unethical dealings for money using political influence,” explained
Phaldesai.

Sardesai had in a TV debate Thursday night, attacked the police and the
government for not being able to react in time, after a gang of Nigerians
blocked National Highway -17 and held traffic to ransom for hours, after
one of their compatriots was murdered.
We legislators are not hijras. But this is a government of hijras,
Sardesai had said.

       Over fifty thousand revellers in outlandish costumes paraded down
  a Manhattan avenue for several hours.  Two million came to watch, many 
  thousands visiting from every continent in the world.
      One word best defined the mood of the day -'happyness.'  It was a sea 
of humanity, folk at their very best: we probably feel the same way, at Ganapati
time.  In New York, demons brought people together in a manner never 
mastered by smiling heavenly cherubs: ironic, indeed.
     It is a day for children, to witness the joy they experience is a treat, 
but Mervyn
and I will continue to gatecrash.  The overcrowded pubs and bars in the city,
with screams and laughter into the wee hours showed that people can be human,
if they choose to do so.

MAPUSA: The complaint filed by deceased Obada Uzoma Simeon's
friend Obinna Paul Obi, states that three of them, including
Uwalaka Franklin, were at a restaurant in Parra on Wednesday
night, when around 9.30pm some locals started a quarrel with them.

Leaving the restaurant on scooters they headed to their
rented room at Brittowadda, when at Lobowaddo they were
waylaid by some people in a car and on two-wheelers.  They
were assaulted with choppers and iron rods.  Franklin and
Obado lost control of their scooters and fell into bushes as
they tried to run away.  Later, while Obada's scooter was
found, his body was found only in the morning with stab
inquiries.  Obinna has stated that the assailants are locals
and have had conflicts with him and his friends in the past.

Obodo Uzoma Simeon's murder: Fallout of an old Anjuna rivalry?

ANJUNA: The murder of Obodo Uzoma Simeon and the ensuing
rioting by Nigerians appear to be the crescendo of clashes
between the foreigners and locals, in Anjuna, since last year.

Tensions started in the coastal village around mid-2012 when
a youngster from Caisua died of an alleged drug overdose.
Locals believe it was Nigerians who peddled the lad the
narcotics substance and clashes soon began between residents
and the foreigners.

By November 2012, the animosity had touched a raw nerve, this
time of the Nigerians, after a countryman, 28-year-old Umach
was beaten up.  He supposedly had nothing to do with the
drug-peddling often linked to Nigerians.

Almost a year later, an incident in Chapora is believed to
have been the trigger for Simeon's murder.

Around 5pm on Wednesday (October 30), Ramchandra Dabolkar
from Chapora filed a complaint at the Anjuna police station
that while he was at the Chapora market two Nigerians blocked
him with their scooter and showed him a packet containing
something white, allegedly a narcotic substance.

Dabolkar told the Nigerians that he would approach the police
and proceeded towards the Anjuna police station, states his
complaint, but the Nigerians allegedly blocked him at the
station's main gate and assaulted him with fisticuffs.  Both
Nigerians were arrested.

By 9.30pm, the clash between Nigerians and locals had broken
out in Parra.

Speaking to TOI on condition of anonymity, some locals in
Anjuna said the animosity with Nigerians is largely over two
reasons: they are annoyed with Nigerians who allegedly start
fights for no reason or accost anyone they find walking alone
at night, and two, drug-pushing in other peddlers'
territories.

*At least over a 100 Nigerians fled the State of Goa on Thursday night to
reach Mumbai on Friday, fearing a widespread crackdown against them. Vakola
near Santa cruz East in suburban Mumbai and Mira Road on the outskirts of
Mumbai are known to be Nigerian and African strongholds with almost 300
Nigerians living in Mira Road itself. Some Nigerians have married Indian
women from the lower strata of society including house maids and domestic
helps which enables them to get local support here.*

*Speaking to Newz66.com they said, “We have run away from Goa as we fear a
witch hunt. Not all Nigerians are drug peddlers and criminals. By nature,
many Nigerians are boisterous and loud, but this does not make us
criminals. This is a regional or biological trait and Goans have taken us
to be foul-mouthed and brazen.” *

*One of them who identified himself as Paul Simeon (name changed) spoke on
behalf of the Nigerians fleeing Goa saying, “There are over 1.2 million
Indians living and working in Nigeria and many Indians too are
hyper-charged. We protested on the roads because the police refused to take
down the details of the killers which we were trying to give them. There
was a communication gap initially and the lower category police officers
did not listen to us. All we asked them was we wanted to check the body of
our murdered brother as we feared the killers could have planted drugs on
his corpse to make him look like a drug peddler. We wanted a proper
panchnama to be done before the body could be sent for post mortem. It is a
known fact that police in India plant drugs and contraband on the bodies of
victims and even those arrested for their own ulterior motives. Many of our
brethren are victims of false cases planted on them by the ANC and NCB. We
wanted two of our people to accompany the body and be present during the
post mortem to ensure that there was no hanky panky. But the police refused
promoting some hot-bloodied Nigerians to take the law in their own hands. “
**Simeon claimed that two BJP MLAs were involved in the murder and were
protecting the actual killers, some of them connected with the drug trade. *

*“Most Nigerians involved in the drug trade in Goa are only carriers or
transporters – the big bosses who make the deals are closely connected with
the political class in Goa. Some of them are business men and run pubs,
hotels and bars in Goa and nobody dare touch them. There has been a smear
campaign going on against Nigerians in North Goa for the last one month as
the small Nigerian peddlers would sell stuff at cheaper rates as they did
it only to earn their living and survive. Some drug lords in Goa felt
threatened as their profits began to get hit. We are not professional drug
runners. Sometimes out of poverty and frustration our brethren take to
either doing drugs themselves and then in order to earn money for their
 daily fix take to selling small amounts of banned narcotic substances.
However, the prices are all decided by the bosses who will not allow any
peddler to sell at a lower rate,” claimed Simeon.*

Blame it on the metallurgy grad, who is also the home minister but he blames it 
on the lack of numbers in the police force. Didn't seem from all the videos 
that there was any lack of police strength. 

Tackling the Nigerians wouldn't make much business sense to the beat cops for 
the next day how could they go back to them asking for money if they beat them 
up? Bad for police reputation too with the Brits, Israelis, Russians and what 
have you.

The behaviour of the DIG was especially disgusting. For an IPS man to nod to 
the Porvorim MLA like a bobble-head at everything he said and to call him MLA 
saab was like roles reversed. Not a good example to his men. Khaunte on the 
other hand spoke like an Army man and had Vyas in his palms.

The IIT man should have known this would happen and immediately called in the 
paramilitary forces like the SRPF and the CRPF who are segregated from the 
general population and therefore have no opportunity for bribes and having 
brute force and tough training would not have been intimidated by the Nigerians 
like Goa's sakharams were.

But all this has nothing to do with mining where at least our 'gadhi'-kar 
should have shone but didn't. The Supreme Court had to supply the polish and 
brush to clean up that mess.

NB. Any potential Pak terrorists watching those Porvorim vids (and you can bet 
the bank on that they will) will be heartened with how the police reacted. It 
might even encourage them to downgrade from their standard issue AK47s to WWII 
grade 303 Lee Enfields and still carry the day. Additionally they might do it 
in 3 hours instead of the 3 days it took them in Bombay.
