A news report on the dy. sarpanch of Anjuna-Casiua says the the applicants wants the CID to file a FIR on the basis that the sarpanch and his family has dual citizenship. I wish the news reporter or perhaps the applcant should know that there's no dual citizenship in India. Maybe the defendant has OCI card, which gives rights to its holders and excludes certain rights ordinarily available to Indian citizens. Wish things are cleared about this issue and the newspapers has a role to play in explaining the fine points of OCI cards, etc. eugene

This article in the last week-end's Wall street Journal: http://online.wsj.com/news/articles/SB10001424052702304337404579213911452490246 details the delirious (and 'diliterious', as they'd say ... in India) assets inflation represented by the market value of old wooden 'yalis' (mansions) on the shore of the Bosphorus in Istanbul. These properties, often hundreds of years old, change hands for astronomical prices, usually from an established, local owner to a 'nouveau riche', national or foreign - and often the latter. Rise in 'value' has been fierce, not to say demented, over the past decade. Goa's interior is also dotted, in my remembrance, with old, traditionally built large houses, commonly, and I guess wrongly, referred to as 'Portuguese'. I wonder if the same phenomenon is at work (t)here as in Istanbul (and I suppose it is): ueber-wealthy newcomers snapping up properties, only to add them up to their already overfilled real estate show-off portfolio they do preciously little with (you can't live in more than one house at the same time). Or as the article's last statement (by one of these new owners) concludes: Unfortunately, I can't spend much time at the yali these days because of my busy work schedule. So, it's mostly the gardener and the house staff who get to enjoy it. On the bright side one may say that if this was not happening, the houses would be lost by neglect - now at least they're being restored and saved. On the other hand I see a huge 'disruption' of the local social landscape. But isn't it not what capitalism is all about?

Much ado about water Isidore Domnick Mendis TNN | Dec 17, 2013, 12.17 AM IST The drying up and pollution of the local bunds and tollem are affecting the quality of life of the residents of Majorda-Utorda-Calata. For the past two decades the 12,000-plus residents of the serene village panchayat of Majorda-Utorda-Calata, also known as MUC, have been facing hardships caused by the drying up and pollution of their well-known natural water bodies-tolla bund, pongiro bund, khursachem tollem and igorjichem tollem. Villagers were dependent on these water bodies for everything, including the irrigation of their rabi crops such as beans, cereals, sweet potatoes, red chilies, onions and watermelons. There was a time when Majorda's watermelons enjoyed the numero uno position across the state, say locals. And fish, too, was once abundant in these water bodies. Both igorjichem tollem and khursachem tollem flowed with lobsters and local fare such as pitol, tigor, etc. Old timers lament the establishment of an industrial area and the construction of a railway line, which, they claim, led to the ruination of the water bodies. The railway line was particularly devastating as it deposited huge quantities of mud and silt in the water bodies, claim locals. Farmers were dependent on the natural lakes for irrigation, but today most of these water bodies are dying a silent death and some have already died, says Jose Inacio Gomes, a resident of Dongri waddo. A teacher at a Chicalim-based institute, he claims khursachem tollem in Costa Gomes waddo is bearing the brunt of encroachment on one side and sewage being dumped by nearby hotels, restaurants and houses on another side. The water table of igorjichem tollem has gone down 60% because of the road under bridge at the level crossing at the Majorda railway station, he alleges. Claiming that this bridge was an ill-planned and ecologically disastrous project, he says the initial plan to construct a bridge over the railway line for road traffic was sacrificed by the then selfish, corrupt rulers. Since the panchayat area is a popular tourist destination, it is also home to some big-name starred hotels. Yet, locals claim, most of these establishments, along with restaurants in the area, do not have proper systems to treat their sewage, which either flows into the water bodies or the nearby fields. A classic case is that of the 1,500 sq m field at Adao vado belonging to Joaquim Fernandes. It has allegedly become un-cultivatable because of sewage flowing from a nearby five-star hotel. We don't see the larger picture of tomorrow and we are hell bent on polluting the entire area with sewage water. All stakeholders, whether five-star hotels or restaurants, should be more responsible, feels Jeorge Fernandes, a taxi driver and a prominent social activist from Majorda. He stresses that there is absolutely no emphasis on preserving the water bodies, which have not been desilted or even de-weeded. The water table has also depleted because the railway has planted along the track line Acasia-an Australian reject and a water-consuming plant-instead of traditional water-retaining plants such as mango, jackfruit and coconut, he adds. Despite this gloomy scenario, there is a voice in the village that talks of the need for a collective endeavour to raise the water table. Every household should try to focus on rainwater harvesting, says local Oscar Gonsalves. The educationist and administrator of a Miramar-based institute adds, Drinking water in particular is a scarce commodity and should be used judiciously. At my house I ensure that rainwater is retained in specially dug pits. He also takes care of cooking through bio gas. Speaking on the issues, sarpanch Moses Vaz says, The water resources department is desilting all the major water bodies in the panchayat area. As for the flow of sewage from hotels into the water bodies, I am unaware of any such case. Yes, there was an inspection conducted by the Goa state pollution control board at Adao wado a year ago following one complaint, but the panchayat has not been informed about any action taken in this regard by GSPCB. In khursachem tollem, any problem of sewage flow will be detected only after desiltation, as the fields have not been tilled for many years now. Water woe The village panchayat is divided into nine wards, and many areas experience shortage in drinking water supply and absence of street lighting. The drinking water supply is weak throughout the year and this gets further compounded by leakages caused by corroded pipes. If one examines a currently valid passport of any country, irrespective of whether the passport holder was born in foreign colonial captivity or not in the past, it becomes clear that both Shri Falcao and Shri Sanches have been misled. A citizen and passport holder of a country also holds its nationality. As an Indian citizen all Falcao has to do to ascertain this fact is to look at the page of his Indian passport that has his mugshot. One of the personal attributes listed on that page is nationality. Falcao's nationality would be stated as being Indian on his Indian passport. What passed for India’s high society, army officers, anthropologists and the odd touring aristocrat followed it, making Shimla, a rickety Himalayan hill town, one of the gayest spots of the British empire. It was a place of promenading, parties and extramarital affairs. It is a wonder the government still functioned. These days India’s super-rich elite makes a similar migration, to London. From June to August, when the temperature in Delhi rarely drops below 35 degrees Celsius, wealthy Indians and their wives flock to the former imperial capital—especially to its most exclusive quarter, Mayfair. This is not entirely new: rich Indian nabobs and maharajas have shopped and owned houses in Mayfair for a century and more. But in recent years their numbers have swollen, by one estimate, to a seasonal migration of perhaps 3,000 rich Indians. Last year almost a quarter of the houses and flats that sold in Mayfair were bought—for up to £3,500 ($5,400) per square foot—by Indians, according to Peter Wetherell, an estate agent, making them the second biggest buyers after Britons. Russians and other Europeans, whose lust for prime London property is more often blamed for pushing up prices, were responsible for a similar proportion between them. Early in the morning, St James’s Park resembles Lodi Gardens in Delhi or the Hanging Gardens in Mumbai, such is the procession of well-heeled Indians perambulating around it. They are overwatched from the Mall by the lavish quarters of a family of ex-India industrialists, the Hinduja brothers—bought from the queen and renovated at an estimated cost of £50m. At the Buckingham Palace end of the park, a five-star hotel part-owned by Tata Sons, India’s biggest private-sector company, forms the headquarters of the Indian elite’s London season. On a recent afternoon Bagehot took tea in its courtyard with a senior Hindu nationalist politician and one of India’s national cricket selectors. The chief minister of the state of Assam, a member of India’s ruling Congress party, stopped by for a chat, flanked by a pair of mustachioed flunkies. A very rich Indian with a London abode says it makes him mad to see so many fine Victorian monuments built with the stolen wealth of India (“but what about all the millions he’s stolen?” another Indian migrant harrumphs). Yet like the Britons who once flocked to Shimla, India’s elite come to London mainly for the self-validating glory of their own company. To be part of the London scene is a mark of distinction. It can also provide for excellent networking. Rich Indians from different realms and cities are often likelier to cross each other’s paths in London than in Delhi or Mumbai. For those seeking to curry favour with them, being in a foreign city (albeit one substantially owned by Indians) can also provide good opportunities to do so. Even Indian billionaires are said to be shocked by the cost of London taxis and correspondingly grateful to the man who sends them a car. Mostly, however, the Indians in London hang out with the same crowd as they do back home—and in much the same supercharged atmosphere of “frivolity, gossip and intrigue” that Rudyard Kipling once noted in Shimla. That's not necessarily right. My wife's birth was registered in Tanzania as a Portuguese citizen (as her Dad had Portuguese papers way back in 1956), and I have her original birth certificate. In that case, is she Tanzanian (birth-place), Portuguese (as registered in Tanzania), or, as she was a minor when her Dad registered her birth later in Margao, an Indian (by virtue of the blanket Indian citizenship bestowed on all Goans)? Canada may be one of the coldest countries on earth, but people certainly rise to the occasion when requested. Whether it is donating to food banks or blood banks or for contributing for new toys for poor children at Christmas time, or at times of sudden crises, Canadians have large hearts. But we are certainly outdone by our southern neighbors. Per capita, the Americans completely overshadow Canadians in charitable giving, making us look like Santa's elves next to Santa himself. Goans in Canada have a long way to go in this respect. Often as wealthy as born Canadians, they have more of that entitlement feeling than that of giving. Not to say there are no individuals that outdo the community. Just saying we lag far behind. Perhaps the mindset of being first-generation. Indians in India have been often villified for not giving enough. While this is true when comparing the Ambani-Gates/Buffet uber rich, it is untrue for the average middle class Indian or Goan. I have seen myself in personal experience the large hearts of the residents in the neighborhood of the St Josephs Seniors Home in Bombay, mostly Gujeratis. They used to line up during Hindu feast days, outside the residence waiting to talk to the nuns about making arrangements to bring sumptuous food and other presents.
