Premanand Lotlikar was elected President of Dalgado Konknni Akademi (DKA)
with a thumping majority in the elections held on 2nd February 2014.



Of the 290 votes polled, Premanand Lotlikar received 195 votes while Jose
Salvador Fernandes secured 48  and Michael Gracias secured 44 votes. 3
votes were invalid.



6 members of the panel of Premanand Lotlikar were also elected with a huge
majority. In all 9 candidates were in the fray for 6 posts of Executive
Committee. The first 6 who have won and the votes polled by them are as
follows: - Pio Esteves (246), Fr. Conceicao D’Silva (251), Alfonso Braganza
(238), Pandarinath Lotlikar (218), Walter Menezes (216) and Vincy Quadros
(237).



The other three contestants secured the following number of votes: - Thomas
Fernandes (45), Agnelo Pires (50) and Maria Liberata Mendonca (56).



Tomazinho Cardozo, the founder Secretary of Dalgado Konknni Akademi was the
Returning Officer along with Joel D’Souza, first secretary and Augistine
Coelho, second secretary.



After the declaration of results the President Premanand Lotlikar and all
the elected members took the oath of office as per the requirement of the
constitution of DKA.

the meetings were held at State Pollution Control Board in connection
with the St Ines Creek pollution work and not for the roadside
concrete work. I am sure they will do the best in this regard.

Good to see a well-argued article by Filomena on a topic that is dear to her. 
The article that she is responding to is a fanatical diatribe of the type we 
see with all types of religious chauvinists in India and abroad. I am still 
trying to track down the primary source of the Xavier story. Perhaps, we are 
witnessing the beginnings of radicalization of some Buddhist activists in Sri 
Lanka, as we have seen with their Hindu, Muslim, Sikh and Christian 
counterparts in India in recent years.

THE recent news that two MLAs of the Goa legislative assembly had
registered their birth at the Civil Registration Office in Lisbon
created a major controversy here.

The Goa, Daman and Diu (Citizenship) Order, 1962 bestowed Indian
citizenship on all Goans born before December 20, 1961 though any such
person could within one month from the publication of the order in the
official gazette make a written declaration to the administrator of
Goa, Daman and Diu choosing to retain the citizenship which he held
before that date.

On December 31, 1974 India and Portugal restored diplomatic relations
and signed a treaty to recognize India's sovereignty over Goa, Daman
and Diu, Dadra and Nagar Haveli. As per this treaty, Portugal
recognized with retrospective effect the sovereignty of India over the
territories which had constituted the Portuguese 'Estado da India'
from the date of their integration into the Union of India. The
Portuguese nationality law of 1975 provides that Goans born before
December 20, 1961 up to the third generation are entitled to
Portuguese citizenship, if they opt for it. This provision did not
evoke much interest in Goa until 1986 when Portugal joined the
European Union. Then, many Goans seeking employment abroad found that
a Portuguese passport would provide them easy access to the more
affluent European countries. Indeed, most Goans who seek a Portuguese
passport do not intend to visit Portugal, do not speak Portuguese nor
are interested in Portuguese culture or way of life.

Registration of Birth in Portugal

Registration of birth of a Goan at the Civil Registry in Portugal is
conclusive evidence that he/she has opted for Portuguese citizenship.
Under Section 9 (2) of the Indian Citizenship Act, once an Indian
acquires foreign citizenship, he ceases to be an Indian citizen.

In 1993, during the Narasimha Rao government, the ministry of external
affairs received a request from the government of Portugal to open a
consulate in Goa. The only reason cited by the Portuguese government
for this consulate was that there were many Goans who sought a
Portuguese passport and in the absence of a consulate they had to
travel to the embassy of Portugal in New Delhi. At that time, foreign
consulates were permitted only in the metropolitan cities. I was
required to decide on this issue. However, since the matter concerned
my own state of Goa, I referred it to the prime minister. The prime
minister advised me to permit the Portuguese consulate and this
consulate came into existence in Goa in 1994.

About 150 countries permit dual citizenship in some form or the other.
Prime minister Narasimha Rao considered permission for dual
citizenship in view of persistent demands particularly from the
diaspora in North America and some other countries. However, this
proposal was ultimately dropped. Some of our neighbouring countries
such as Pakistan, Bangladesh and Sri Lanka allow some kind of dual
citizenship.

Pakistan permits dual citizenship to citizens from 13 western
countries as well as from Egypt, Jordan and Syria. Pakistanis with
dual nationality are forbidden to run for public office, contest

Court of Pakistan disqualified 11 lawmakers including interior
minister Rahman Malik for failing to disclose their dual nationality.
Bangladesh permits dual citizenship to persons of Bangladeshi origin
who are citizens of USA, UK, Australia, Canada and countries of the
European Union.

Sri Lanka is the only Asian country that permits full dual
citizenship. The persons with dual citizenship of Sri Lankan origin
have the same rights as the other Sri Lankan citizens.

A high-level committee on the Indian diaspora was set up in 2000 under
the chairmanship of Dr L M Singhvi to prepare a comprehensive report
on the Indian diaspora and to recommend measures for a constructive
relationship with it. The report of the committee was submitted to the
then prime minister A B Vajpayee in January 2002. It recommended that
dual citizenship should be permitted and that Sections 9, 10 and 12 of
the Citizenship Act, 1955 should be suitably amended. The report
further recommended that persons of Indian origin who are nationals of
any of the 16 countries (including Portugal) mentioned in the Schedule

People ought to know that because of unregulated use of quack remedies around 
the world medical scientists are rightly testing them in clinical trials. In 
almost all of these cases, the best and the most objective of these studies 
show that these remedies are no better than placebos. This is absolutely the 
case with acupuncture as well. The following editorial entitled "Acupuncture Is 
Theatrical Placebo" in the medical journal "Anesthesia and Analgesia" by a 
world famous pharmacologist and a prominent neurologist makes this fact very 
clear:

Overview: The course is a sketch on how the play of evolution of life on
the ecological theatre of the earth has led to the emergence of human
beings with a rich symbolic language that has permitted elaboration of
knowledge, and fabrication of a wide range of artefacts. Humans, like other
animals are intensely selfish, still their sociality is grounded in
relationships of mutual aid. The interplay of these forces has shaped the

The Sri Lanka-Goa news networks and websites have been a-buzz with controversy 
over our shared history under the Portuguese for the last few weeks. If you 
thought that religion and history are dull, think again!  

Right now we are awash with plots and counter-plots presented by Sri Lankans of 
the Portuguese stealing a dead Buddhist monk's body in Sri Lanka and switching 
it for Xavier's. First, we Goans are supposed to believe now that Xavier died 
in Sri Lanka, not on the island of Shangchuan, off the coast of China. And 
that, a very clever Portuguese sea Captain somehow stole the incorrupt body of 
a Buddhist monk in Sri Lanka and switched it for Xavier's thereby causing 
generations of Goans to waste time and money over the Exposition of his body, 
when it was a Sri Lankan Buddhist monk's all the time ... 

Second, some of us innocently thought that Goa's beloved religious figure, 
Blessed Joseph Vaz, was an amazing non-colonial and non-political missionary. 
But no, not by a Sri Lankan journalist's account ("Joseph Vaz - Did he take 
part in the Goa Inquisition?") who confidently writes that he was part of the 
Goa Inquisition even though he was working practically alone and in hiding in 
Sri Lanka with not a Portuguese in sight ...

The film received plaudit at the Venice Film Festival in 1937 and was

and Portugal is pressured by the European Community to tighten up the
Nationality law. Rightly so, because under the citizenship to
descendants law,  a person born only yesterday but who had a grandfather
born in Portuguese India before 1961, can apply for Portuguese nationality.



Throwing cinematic light on this subject, this short and cleverly narrated
film tells the story of a young village raised man who wishes to leave his
India and move to Europe for better opportunities. His journey through the
government offices in Goa and onto the streets of the world is portrayed
through the color and humour of India in areas of Goa that seem like the
shadow of beautiful Portugal. The film takes the face of a mind
opening narrative, told through the life of this young ambitious Goan man.
With culturally rich footage from both countries, it celebrates his linkage
to Portugal while retaining, willingly or otherwise, his history with

MUMBAI: The Vartak Nagar police have called the head of the Catholic church
in Mumbai, Oswald Cardinal Gracias, to record his statement in the sale of
a Thane church land. They will also question the priests who sold the plot
to Hiranandani builders for Rs 20 crore.

The issue relates to Our Lady of Mercy Church, where sole trustee Fr John
Rumao had allegedly sold off 21,000 sqm of the 37,000 sqm land parcel.
Upset Catholic groups had demonstrated outside the Archbishop's House in
Colaba ahead of Christmas 2013. A police officer said they are duty-bound
to investigate everyone who has been named in the complaint.

Joe Sodder of the Association of Concerned Catholics said it was a crime to
raze churches under sections 3 and 6 of the Places of Worship Act, 1991,
IPC Section 295-A, which involves disturbing communal harmony, and PIC
Section 120-B, which involves endangering law and order. "Cops have
recorded the statements of 10 people. They are calling those named in the
complaint, including Cardinal Gracias, Bishop Agnelo Gracias, former
Cardinal Ivan Dias, Fr Rumao, trust manager Deepak Dias and builder's
architect S Shinde."

Sodder showed a notice from the TMC that sought razing the two churches,
botanical garden, school and social service centre on the land before TDR
can be transferred. "The office of the charity commissioner has granted an
injunction restraining the sale or demolition as it was misled. It was told
the land had been encroached upon; the fact that there is a church on the
plot was concealed," he said.

Fr Neil dos Santos, spokesperson for Cardinal Gracias, said, "We have not
received a formal FIR or summons. The police have called the Cardinal on
Monday, and I will represent him. We have not sold the property; we have
sold the TDR. Also, the charity commissioner had granted permission for the
deal. The TDR was taken from only that part of land which was reserved for
a playground. There is no question of razing the churches, botanical garden
or social service centre."

Fr Rumao, who is retired, was unavailable for comment.
