About 50 years ago immigration policy was based on whites only entry. Then 
Pierre Trudeau whose international fame matched his domestic popularity changed 
it forever.

Today, the biggest group of immigrants are Asian - Chinese, Filipino, Indian 
and Pakistani.

With the current Stephen Harper, things are a-changing again with regard to the 
type of immigrants. Not based on color anymore but on the skills required for 
the Canadian economy. Good knowledge of either English or French are critical 
for consideration unlike previously.

Also proposals are afoot to revoke Candian citizenship if one is convicted of 
terrorism, mass violence or treason in any country, has been sentenced to 5 
years or more for this anywhere and has dual citizenship.

Now the dual citizenship in this context, is a tricky concept. It appears that 
for example if your father was born in Egypt, you automatically have Egyptian 
citizenship whether you applied for it ir not and if you were a convicted 
terrorist, you would lose your Candian citizenship if such a law sees the light 
of day.

Imagine Augustin Fernandes a Goan, becoming a Canadian citizen and giving up 
his Indian citizenship at the time. The new law will not cancel your Canadian 
citizenship if it will result in you being stateless. But let's say our 
Augustin is rightly or wrongly convicted of terrorism when he is visiting Bali 
and a bombing occurs. So far no problem. He is still Cabadian. But someone in 
Foreign Affairs in Ottawa discovers that due to current Portuguese law, Gustin 
is Portuguese also since he was born in Goa in 1960. Before you can say Jack 
Robinson, Gustin is stripped of his Canadian citizenship and packed off to 
Lisbon. 

This may seem a little far fetched but if the proposals become law, more than 
Gustins may become victims. All those OCIs who took that status merely to avoid 
applying for Indian visas to visit India everytime will be sailing in the same 
Canadian citizenship cancellation boat.

Not all Gustins or Canadian OCIs are likely to be convicted of treason, 
terrorism or mass violence anywhere, but I am just pointing out the technical 
possibility.

When GSRP was formed, one businessman Goan  asked me. " who is in the 
party?" My response what "No ex-Politicians". With a smile on his face, he 
said "good. keep it that way"


GSRP never opened up it's membership. True to it's founding unwritten rule, 
no ex-MLA has found his way into this party. It took in life members who 
volunteered to join the party oly after they signed a declaration that they 
have read the Party's constitution and it's road map. But sad to say that 
even most of the founding members [16 in all] were found WANTING. A couple 
of them were sacked. One of them never showed up after the Party was 
Registered with the EC. Another two worked against the Party full time. One 
of them was and is  a full time NCP ( or Dr. Wilfred D'Souza's  valet).


Why am I saying this?
Because, as serious this Party is, it couldn't fully gauge it's founding 
members. Some of them were really rotten apples.
When AAP opened it's membership, GSRP knew that garbage would flow in and 
the stink would start shortly there after.


14 years on, GSRP has a trickle coming in. But this trickle will stay and 
work for the cause of Goa and Goans.

Panaji, Feb 9 (IANS) The AAP may just have to switch from a broom, its
party symbol, to a whip, if it wants to get its already demoralized house
in order in Goa.

Disillusionment, conmen and disreputable folks as members, no collective
will to fight the incumbent government and visible lethargy are 
threatening

to turn the Aam Aadmi Party in Goa all that the outfit has promised not to
be, in its more celebrated and successful Delhi model.

Rajashree Nagarsekar, convenor of the AAP in Goa, is candid enough to 
admit

that the party needed to take a reality check.

"Frankly we are facing problems. People of not very good (social) standing
have begun joining us. Some of our members are in fact life members of
other political parties. These issues have to be tackled, much before the
Lok Sabha polls," Nagarsekar said.

Just how lacklustre the AAP is in Goa can be gauged by the impact made
during the nationwide membership drive which Delhi Chief Minister Arvind
Kejriwal announced Jan 10.

While the nationwide target set by the AAP was 1 crore, Goa's contribution
was a measly 4,000.

The number, according to an AAP official, only accounted for ordinary
members who registered during local recruitment drives and doesn't include
those who could have signed up online.

Poor numbers apart, party sources said another basic glitch the AAP has
been unable to resolve until Friday was the election of a formal state
level committee.

"The committee was formed yesterday. Since last year we only had an ad hoc
committee in place," Nagarsekar said, adding that without a proper
organizational structure, it was virtually impossible to set and agenda 
and

get going.

More than a month since the political rekindling after the sensational
December victory in Delhi, what the AAP has in store for Goa is anybody's
guess.

Last year, an AAP member did say that casinos, real estate and mining 
would

be a key part of the AAP campaign portfolio. But the AAP's inaction on all
these fronts has stumped many, including those within.

"We were expecting some kind of guidance from the winning team in Delhi.
But it looks like they are so busy in Delhi that they hardly have any time
for Goa," an AAP active member told IANS.

While quantity is a key shortcoming for AAP Goa, sourcing quality members
is also a problem, admits Nagarsekar.

At first glance, AAP Goa looks like a consortium of folks who have been a
part of Goa's active civil society, including some spoken of in whispers 
of

compromising popular struggles and even indulging in blackmail.

According to Nagarsekar, weeding out such members has been difficult as
they have been recommended by some high-profile members.

Speaking of star recruitment, this is one block which the new party 
appears

to have blasted off from in quick time.

Recruiting well known activist-doctor Oscar Rebello and singer Remo
Fernandes not only got the AAP goodwill but mileage too. But in
Nagarsekar's own words, the party has not been able to cash in on it.

"A lot of time is lost. There has been confusion going on for sometime. We
are not getting enough people to commit time to doing the real ground work
for the party," she said.

The AAP is in power in Delhi and has stirred interest in places like
Haryana, Amethi and Mumbai.

TIVIM: Storing large quantities of flammable liquid
in close proximity to residential areas has always been a matter of concern and
hence, moves to set up a petrol pump at Anjuna has fuelled sharp
reactions from residents in the area.

 

What has also angered locals is the unusually swift
response of the Anjuna Panchayat in granting a construction license barely 24
hours after the applicant submitted the documents.

 

“We don’t want the petrol pump in our area. This is
a residential area consisting of ancestral houses which are over 150 years old.
There are senior citizens and children living in the neighbourhood. The road is
very narrow and is an accident-prone zone. The petrol pump will only lead to
noise, smoke and dust pollution, while our wells could get polluted,” feared a 
resident,
Ascension D’Souza.

 

Voicing similar apprehensions, another resident told
Herald that there are five wells located within a distance of 20-30 metres from
the petrol bunkers.

 

“If any incident takes place, our lives and our
homes will be wiped out. The residents of the area were not taken into
confidence. What is also surprising is that the Anjuna Panchayat approved the
construction license within 24 hours of submission, while it takes months to
approve of projects submitted by the locals.”

 

“A few days back, the JCB was seized by forest
officials after a local complained about illegal felling of trees, but
permission was given for the petrol pump,” the resident said.

 

When contacted, ward member Narayan Mayekar admitted
that the proposed petrol had divided the community, but claimed that the 
Panchayat
had no option but to grant the construction license. 

 

“Some people are against the petrol pump, while some
others are in favour. Since technical clearances were issued by all departments
concerned, we granted the construction license. Had we not given them the
license, the party could have approached the BDO or the court,” reasoned
Mayekar. 

 

When contacted, Anjuna Deputy Sarpanch Savio Almeida
agreed that Panchayat had passed the license within 24 hours.

 

“In fact, it took us just five minutes to approve the
license. The file was submitted to the Panchayat on January 14, 2014, and was
passed the next day. The license was issued to the party on January 18. We
issued the construction license to the party, as all his documents are in order
and added that he had no intention to disrupt peace in the neighbourhood.”

 

“All departments concerned had inspected the site
and following their approval, the file was passed by Anjuna Panchayat. The IOC
is very strict in its rules and they will not hesitate to terminate the
contract if they happen to find any fault with the project, said Naik.”

 

“There is no pollution due to the petrol pump and
the wells are quite far away from the site. Health authorities inspected the
area and gave us their approval.”

 

I am a Goan and I want peace to prevail in the
neighbourhood. I obtained the permission of all departments, before deciding to
set up the petrol pump. I have even left the necessary setbacks on all sides of
the petrol pump as per the requirements of authorities concerned,” he added.

COMMENTS:
We, the residents of Gaumvaddi, are doing our best and will fight tooth and nail
until installation of the petrol pump in our locality is stopped. As per the 
Dy. Town Planner, the said property in Survey No.536/2 is
zoned as “Settlement Zone”, which is
a residential area. As such, it cannot be converted to set up a petrol pump, as
it is dangerous to life and property. 

 

Suggestions, if any, which can help us succeed in this matter are
most welcome.

2: What specifically about pre1987 Goa was better than post1987?

3: We seem to forget that whoever was in power in Goa, the same power brokers 
were in charge.  And whatever the party labels, the chaps in charge (Rane, 
Parrikar etc) were/still MGP.

4: Power is what it is. The chaps in power kept Goans busy with one contrived 
or environmental problem after another.

5: Then came a double dose of the BJP (read MGP + RSS minus caste) centre 
and state (likely to repeat soon)...plus The Konkan Railway and the 
Concrete chaps (read Land mafia).

6: And you wanted whom to do what?

All the above having been noted, please give us your take on how governance in 
Goa was better antes 1987.

Here is a small item you can research: IF one wanted to purchase and install 
(say a 10 Rs) machine at a public institution in Goa, How would one go 
about it?

Sir,

I agree with you that Urine does lots of miracles but very few people
make use of it. There was one great politician in early years was
drinking his own  urine and he could probably survive for more than 90
years. What this gentlemen say is that his granny was carrying urine
in their fields and growing some plants from her urine therapy. I
totally agree because I myself do even now for one plant only at the
age of 65 years on research purpose, and my plant is growing well an
giving lots of fruits ,  much better than of my neighbor who has  same
kind of tree and grown at the same time. Her tree does not give
anything and has no life, since they do not feed this tree with
urine. One thing for certain that many ailments projected by this
author / gentleman may not be correct.

AAP broom has bristled to deceive in Goa

Panaji, Feb 9 (IANS) The AAP may just have to switch from a broom, its
party symbol, to a whip, if it wants to get its already demoralized house
in order in Goa.

Disillusionment, conmen and disreputable folks as members, no collective
will to fight the incumbent government and visible lethargy are threatening
to turn the Aam Aadmi Party in Goa all that the outfit has promised not to
be, in its more celebrated and successful Delhi model.

Rajashree Nagarsekar, convenor of the AAP in Goa, is candid enough to admit
that the party needed to take a reality check.

"Frankly we are facing problems. People of not very good (social) standing
have begun joining us. Some of our members are in fact life members of
other political parties. These issues have to be tackled, much before the
Lok Sabha polls," Nagarsekar said.

Just how lacklustre the AAP is in Goa can be gauged by the impact made
during the nationwide membership drive which Delhi Chief Minister Arvind
Kejriwal announced Jan 10.

While the nationwide target set by the AAP was 1 crore, Goa's contribution
was a measly 4,000.

The number, according to an AAP official, only accounted for ordinary
members who registered during local recruitment drives and doesn't include
those who could have signed up online.

Poor numbers apart, party sources said another basic glitch the AAP has
been unable to resolve until Friday was the election of a formal state
level committee.

"The committee was formed yesterday. Since last year we only had an ad hoc
committee in place," Nagarsekar said, adding that without a proper
organizational structure, it was virtually impossible to set and agenda and
get going.

More than a month since the political rekindling after the sensational
December victory in Delhi, what the AAP has in store for Goa is anybody's
guess.

Last year, an AAP member did say that casinos, real estate and mining would
be a key part of the AAP campaign portfolio. But the AAP's inaction on all
these fronts has stumped many, including those within.

"We were expecting some kind of guidance from the winning team in Delhi.
But it looks like they are so busy in Delhi that they hardly have any time
for Goa," an AAP active member told IANS.

While quantity is a key shortcoming for AAP Goa, sourcing quality members
is also a problem, admits Nagarsekar.

At first glance, AAP Goa looks like a consortium of folks who have been a
part of Goa's active civil society, including some spoken of in whispers of
compromising popular struggles and even indulging in blackmail.

According to Nagarsekar, weeding out such members has been difficult as
they have been recommended by some high-profile members.

Speaking of star recruitment, this is one block which the new party appears
to have blasted off from in quick time.

Recruiting well known activist-doctor Oscar Rebello and singer Remo
Fernandes not only got the AAP goodwill but mileage too. But in
Nagarsekar's own words, the party has not been able to cash in on it.

"A lot of time is lost. There has been confusion going on for sometime. We
are not getting enough people to commit time to doing the real ground work
for the party," she said.

The AAP is in power in Delhi and has stirred interest in places like
Haryana, Amethi and Mumbai.

But if urban Goa is the measure of the new political party's preparedness
for the bigger Lok Sabha picture, then Team Kejriwal's broom may bristle,
only to deceive.

Mr. Shantaram Naik, MP & Chairman of Standing Committee of Parliament on
Personnel Public Grievances Law & Justice, said that the Prevention of
Corruption (Amendment) Bill, 2013 proposes to bring commercial
organizations within the ambit of  the Prevention of Corruption Act, 1988.


In a statement issued today, Mr. Naik said that the Committee has presented
its Report today to both  Houses of Parliament which endorses the
provisions of the Bill holding the person in charge of the commercial
organizations responsible for the act of their employees or  agents who
indulge in acts of corruption unless the  commercial organization
substantiates that adequate procedure preventing their employees to indulge
in corrupt practices was in place.

The person associated with the company who is directly involved in the
corrupt practices, however, would be prosecuted and punished.
