These two entities also generate a lot of side-bussiness for others that supply the casinos with goods and services. These include musicians, other entertainers, taxi cabs etc etc. Yes, there is a risk of the locals getting addicted to gambling. One solution is to legally deny (or restrict to one day) gambling for locals. Now some Goenkars are going to scream about the restriction. But this is not new. In Monaco (gambling capital of the world), this law applies. Even the king of Monaco cannot gamble in his local casinos. WANCHOO SHOULD HAVE RETURNED GOODNESS There were some individuals who were praising our past Governor of Goa, Bharat Vir Wanchoo for all what he has done for Goa and said that he is much better than our previous Governors of Goa. When he was at the Dabolim airport he said goodbye to all those present there which includes citizens of Goa politicians, bureaucrats, including reporters and other dignitaries and said that he has developed friendship with the people of Goa and he would love to spend holidays in Goa in future. He served this state only 2 years and 2 months and he had no complaints against anybody. He also said that he had very good cordial relations with the Chief Minister Manohar Parrikar.. The last thing which he did is that he has returned evacuee property bill to the Government because the bill was drafted in a hurry and there could be a scope for the Chief Minister to include matters in respect to evacuee property land to take over by the Government which he discussed with CM personally before he resigned. It is not known what was the motive to return the bill and what he had in his mind for changes in the bill. Wanchoo should have returned goodness which Goans offered him. He also could have given scholarships to poor students from his quota or from other sources including his personal. As a Chancellor of Goa University he did nothing and we have not heard what good he has done to Goa. He has acted as a simple and friendly person which many might have liked his behavior. In his Budget speech even he has praised the Chief Minister and criticized the Congress who has installed him as Governor of Goa. There are so many problems that Goans are facing like garbage, environment, pollution , corruption , bribery, illegal constructions etc but nothing he could do to advice the concerned authorities in that matter. That she is being tossed around though having just another three months to complete her term as Governor only goes to show how hard-hearted this government can be. The whimsical and malafied transfer of Governor Kamla Beniwal, that too at the very fag end of her tenure is highly deplorable. Being a daughter of a leading freedom fighter from the then Princely State of Jaipur, Kamla Beniwal was reportedly associated with the freedom struggle at the age of 11. At 87 she amazingly is still in that fighter mode not relenting to the attempt to unconstitutionally cut short her tenure. Commendable that she has shown the courage to take on the might of Narendra Modi. CII welcomes the ambition to be the largest freight carrier in the world, as presented in the Railway Budget. The Minister has been realistic and candid in acknowledging the problems faced in implementation of projects and improving revenue realization. Addressing Press and Media, Mr. Sumit Mazumder, President Designate CII and Chairman, CII Special Task Force on Railways stated that The Minister has presented a practical and execution-oriented Budget, laying emphasis on implementation of on-going projects and focusing on monitoring them for an early closure. A pragmatic budget, the thrust on increased passenger amenities, cleanliness and efficient station management, greater safely measures and seeking the involvement of corporates to take this forward shows that the budget is anchored in reality. The accent on resource mobilization through the public private partnership (PPP) and FDI and through surplus generated through PSUs is indeed commendable. Similarly, the restructuring of rail board is a bold initiative which would help improve efficiency in the system and pave the way for flexible decision-making and restructuring of railways on commercial lines, stated CII. At the same time, there is an intent to avoid resource generation through borrowing. The proposed setting up of Innovations and Incubation center would also help harness the practical ideas generated by railway staff to improve the functional efficacy of railways. Introducing fuel adjustment component for linking tariffs with movement of fuel prices is a balancing act required to address the financial challenges faced by railways. It is heartening to note the stress on timely implementation of projects and reducing the time and cost overruns due to tardy project management. In this context, the setting up of the Project Formation Monitoring Group at the level of Railway Board to help overcome delays in project execution is welcome. Similarly, to expedite the projects at the ground level, the constitution of Project Monitoring Coordination Group consisting of officials of State Government, Railways and professionals is timely. The proposal of close monitoring of the execution of Dedicated Freight Corridors is also noteworthy. Another positive, according to CII, is the accent on rail modernization through the PPP mode, the announcement of bullet train on Mumbai-Ahmedabad sector, increasing the speed of trains in select 9 sectors and plans to set up a Diamond Quadrilateral Network of high speed rail connecting major metros and growth centers of the country. Further, plans to facilitating connectivity to new and upcoming ports through PPP, speedy work on coal connectivity lines, setting up of logistic parks, among others which would push rail services closer to global benchmarks. Expressing concern over the high operating ratio which is expected to be 92.5% in 2014-15, CII feels that this would constrain internal resource mobilization. Dear JC There are doctors and there are doctors. In Goa some behave like unscrupulous taxi drivers when it comes to charging as our people are easily frightened and believe that their lives are in the hands of doctors who take advantage of this belief. These doctors need to be reminded they are not God and that there is a higher authority that will assist sincere doctors and their assistants who take pride in patient care duties at whatever the nominal rate is. Unlike others who can only see money first regardless of patient care. My experience of this was when a friend of mine took ill in Goa last year having had lunch at a beach shack in Candolim. To cut a long story short, he had food poisioning. What happened, a Goa government ambulance was called from Mapusa to the residence in Candolim. The ambulance crew was very professional (full marks to them) and took an ECG reading on their antiquated mobile equipment. They then took another ECG reading fitted inside the ambulance which I travelled in and got a more accurate picture. A friend of his stopped the ambulance from proceeding to the Government hospital in Mapusa and we were directed to a private teaching hospital in Candolim. The building looked all professional and we had to sign some paperwork discharging the ambulance crew. There was no cost involved up to this point. At the hospital the doctor and the cardiologist would have frightened anyone with no medical knowledge as their expressions and theatorical performance indicated he was in a critical condition. Food poisioning makes you weak. He was wired up to an antiquated ECG machine that will have been redundant in Europe and we were asked to watch the monitor. Something like the sonar machine from Thunder Birds. He was connected to an oxygen supply that had no oxygen coming out. Had he urgently needed oxygen he would have brain dead. He was also connected to a saline drip that did not work. In the evenings, the nurse came and gave what appeared to be blood thinning injections in the stomach but actually it was just plain water as we discovered on a check up back in the UK. I did ask the nurse in Konkani whether the equipment was for decoration. Her expression was, as with most of our people, dumb founded. The doctor advised that my friend was not fit for travel. We then informed him that we would be travelling anyway and to disconnect all the wired up stuff which continued to stay on all day. By 7pm in the evening, the doctor had gone home. In order words he will have been overcharging on a daily charge rate. I checked my friend's pulse and it seemed normal. Assuming his blood pressure would be okay, unlike tyre pressure or boiler pressure, we made an executive decision, removed all the wired up bits and asked the nurse for the bill. The doctor then turned up from his house next door, phoned the cardiologist for her cut and calculated an extortionate bill for my friend's stay in the hospital. Bearing in mind 24 hour care is available in Goa, a spare bed is provided for relations to keep watch on the patient and they also have to come with home made food that has no bearing on the condition of the patient. Had this been a normal hospital I doubt the issue would be the same. I will be travelling to Goa in December and make it a point to visit the Government hospital in Mapusa so that your question on renumeration can be fully answered. Lessons are learnt but never applied. Perhaps someone in authority can tell us how the Goa health care system works. Whether administrative peon or senior sirs with their administrative skills left over from British India. Where does the local public and visitors address their grievances to in what appears to be an unregulated free for all so called medical care? The insurance companies need to get involved in this matter as this means higher premiums for travel insurance to cover unnecessary costs. NB: An ECG reading should take no more than ten minutes with a print out on graph paper telling the medical technician what the heart rate is. Best regards. Dear Melvyn, Thank you for your long but well written post. I can actually visualise that experience. It mirrors mine.when my Mum took ill in Goa. But, that was not the point I was making.(pl see Appendix 1) My only point was this: For private medical practices to run, it is IMPORTANT that the physician gets reasonably compensated for his/her services. Accordingly, it is crucial that the physician's office ascertains HOW the compensation will be organised BEFORE the physician touches the patient. There are many other facets involved in health insurance and what it covers. That is a topic for another day. Railway Budget The commuters are displeased about the 14% steep increase in fares, which touches them intimately and personally. The increase in freight will sink in slowly and differently. Withdrawal of sub burn fares not populism on predicted economic plank The past Ministers over two decades placard on populism platform, figment of imagination, thereby milking the finances of the railway badly. Most of the projects are in cold storage one out 399 and one out of 19 new railway line. The increase in fares is not computed and where it will be dispersed to improve the facilities etc, The idea of bullet trains at 350 km/hr at Rs 60,000 crores on Mumbai Ahmadabad route is a fancy proposal, a dream alright. In China bullet trains are running empty due to in affordability and who will travel here to make it economical venture?. The immediate task should be to improve overcrowding in trains even in reserved compartments, completion of projects announced, replacement and doubling of tracks, addition of more tracks, electrification. The idea of cleanliness very much dependent on personal hygiene attitudes of the users, who are ill-equipped by training and traditions to maintain the cleanliness ,The repugnant toilets, wash basins, seats, garbage disposal along the railway tracks is deplorable, There could be waste disposable bins in every compartment. The toilet should be shut on platforms to avoid the stink and repugnant sight .Clean drinking water in trains is a must .Over the years some improvement are discernable The railway Minister has promised better amenities for passengers, 40% increase on cleanliness and outsourcing the same and facilities to book the tickets through various means is most welcomed. The railway platforms need updates in passenger comforts The facilities will come at a cost, and will be connected and linked to rise in fuel costs The response to the budget was disappointing in terms of valid and reasoned objections. On the contrary the opposition resorted to calling names, threats, abuse in both inside the precincts of the Parliament and on the streets of Parliament. Is it an act their desperations and helplessness to confront the overwhelming majority of numbers of the ruling Party, stopping the railway Minister Car and dismantling the name plate of the Minister and stands on it. Is it the best way or intelligent method to protest of geographical exclusions and favouring their own states by sanctions of largess of railway projects by overriding fiscal prudence? The vast amount of land of railway can be freed profitably to raise resources .The elitists development plan is burdening millions of poor travellers It is hoped rightly the expenses, procurement will be trimmed and monitored effectively for cost cutting. The Bombay Quiz Club will be conducting 'On Life, Universe and the 4-4-2', a written quiz on World Cup Football on Sunday, July 13th, 2014 (the day of the final). SEQC is one of several quiz clubs running it on the same day. The quiz will be set by Anannya Deb and Aditya Gadre. It will be proctored by Mahesh Prabhu in Goa. Goa Carbon Goodwill Ambassador Bhakti Kulkarni is the New Commonwealth Woman Chess Champion! The Woman Grandmaster continued to surpass milestones in her glowing career by winning Gold in the star studded event at Glasgow,Scotland. Goans made a rich haul by winning medals in the age group sections,too. Rishabh Naik (Under 18 Boys),Riya Savant (Under 14 Girls) and Nitish Belurkar (Under 14 Boys) were the silver medallists in their respective categories.. Bhakti proved the seedings wrong by winning the Commonwealth Women Championship ahead of three members of Indian Olympiad Contingent. I am very proud of this Gold medal because I had to come ahead of former Asian Woman Champion Tania Sachdev, former World Junior Champion Soumya Swaminathan and National Woman Champion Mary Ann Gomes said the elated Champion. Bhakti is the first Goan to win Commonwealth Gold in women's category though she had been Commonwealth Junior Girls' Champion in 2012. The ever smiling Arts student from Margao thus sealed Goa's place on International Chess map. Bhakti's coach Dronacharya awardee Raghunandan Gokhale had one more reason to cheer. Nitish Belurkar was unlucky not to win Gold.even though he was tied with Champion Abdulla Murad of Scotland.. However I am happy that both of my students won medals for India., said the veteran coach. Nitish is the student of Sharda Mandir High School,Miramar and had already won Gold in World Under 9 School Championship in 2010. Both Bhakti and Nitish have been invited to play in the Vaujany International Chess Tournament, France where the International tournament will begin on 10th July. SHAME SHAME FOR BRAZIL The semifinals today for FIFA World Cup 2014 between Brazil vs Germany the score is 7 to 1 , and nobody predicted this score in the world . It was a shame for Brazil the great champions. When the score was 5-0 at first half I had predicted that the Germany will score another 2 goals and Brazil one only. So, I was right to say and that came true my prediction for the 2nd half. German Coach Joacuim Loew must have been confident of Luis Filipe Scholari coaching techniques for Portugal and now with Brazil. Portugal lost with Germany to 4-0 and with Brazil 7-1. If Scholari changes again for an another team, the German coach will surely score with a great margin as the technique is already known to him, that means wherever Schlari goes to train the teams, the Germans will have always highest score. Scholari should change to some other technique in future if he wants to remain as Coach. Biggest mistake that Scholari did is that the goalkeeper Julio Cezar should have been substituted in second half. Earlier occasions was proved that he was not a good goalkeeper. First, he is not young, than heavy and not having quick reflexes. This Julio Cesar never handles balls with his hand but always use his foot. In one of the occasions when the Germans scored Julio Cesar was found struggling to catch the ball and it was appearing like that he was catching crabs. If anybody see the replay one will understand that this Goalkeeper is not fit for the world cup tournament and that the whole mistake lies on the coach Luis Filipe to select him. In future if Brazil wants to win the tournament it is better that they select defenders tall and the Goalkeeper to be selected a young with quick reflexes. The Germans are mostly tall and the forward were in better position to score goals, because of their height. My observation for this particular game Brazil vs Germany; 1. Referee Marco Rodrigues from Mexico did a good job. 2. Brazilians played badly, all the time. 3. New comers Bernardo and Micon could not replace Newmar and Thiago de Silva games. 4. All forward from Germany did a excellent game and well coordinated. Muller and Klose were remarkable. 5. Brazilian defence was poor and weak. 6. Julio Cesar goalkeeper is gone old and heavy and he should resign from the games. He did save 2 goals only otherwise the score could have been 9-1. He never uses his hand but only legs. 7. Last goal from Germany was a quality goal which Julio never dreamt of that shot and Julio never attempted even to jump and save to save the goal, he happened to be there itself. 8. Germans scored 4 goals in 6 minutes. 9. Next World Cup, Brazil should get a young Coach with great experience and caliber. 10. Goal keeper of Germany Neuer is done well this time and but he prevented 2 or 3 great shots from Brazilians side. 11. There was only one Yellow card which was given to Dante of Brazil. Julio Cesar already was having one Yellow card in earlier game and Coach could have found out a better replacement. CONCLUSION: Brazilians half of the crowd are found weeping and no noise from any one of team’s crowd. Televisions sets in Brazil must have been put OFF after first half. She is Co-founding Chair* *of the Board of the Deccan Heritage Foundation (DHF).* DHF unveiled plans for the Reis Magos International Festival of Music (RIFM) at a high profile reception showcasing the historical Deccan region of India, at the Indian High Commission in London on 21 May 2014. The event was generously hosted by His Excellency Ranjan Mathai, High Commissioner of India to the UK, who invited leading members of the Indian business community. After an introduction by the High Commisasioner, George Mitchell, Founding Trustee of DHF and an archaeologist specialising in the Deccan region, gave a fascinating slide show presentation highlighting some of the wonderful historical treasures of the Deccan region. Heritage is of extraordinary importance to the Deccan region and Goa in particular owing to its unique historical background. DHF is a charitable organisation whose goal is to preserve, restore and promote the heritage as well as the plethora of places of cultural importance in the Deccan region of India through conservation, cultural and educational projects. One of its key objectives is to pass on this rich heritage to the ever-modernising next generation of Indians as well as enlightened foreign visitors to the region. RIFM will generally follow a theme that will reflect the rich heritage of Goa and in 2014 the theme will be the Sea. RIFM will revive a magnificent cultural space in Goa for the benefit of the local populace and visitors alike. A musical extravaganza will be put on to celebrate both traditional Goan music including fado, dekhni and Mando in addition to western classical music performed by world acclaimed musicians including the soprano singer, Patricia Rozario OBE, a native Goan herself. This reflects the burgeoning interest in western classical music in vogue all over India. DHF is working in partnership with the Giving Voice Society and INTACH with financial support from the Dempo Group as Principal Sponsor and the Helen Hamlyn Trust as Education Sponsor. The partners will engage around 1000 local school children in workshops from around 20 schools around Goa in advance of the festival. Went to the local Liquor store (LCBO) in my neighbourhood and saw two shelves full of Cashew fenny. Two brands: Big Boss (traditional in basket weave) and Fish Fenny (in a bottle designed as a fish) I was surprised to see so much of the stuff available. The ambulance crew was very professional (full marks to them) and took an ECG reading on their antiquated mobile equipment. They then took another ECG reading fitted inside the ambulance which I travelled in and got a more accurate picture. A friend of his stopped the ambulance from proceeding to the Government hospital in Mapusa and we were directed to a private teaching hospital in Candolim. The building looked all professional and we had to sign some paperwork discharging the ambulance crew.
