Dear Sir,



It has been reported today (18th Aug), in your paper (GT), that the
Advocate General Atmaram Nadkarni is being paid very high fees compared to
our counterparts in various states of India. This is highly  irregular on
the part of Govt of Goa for wasteful expenditure from the treasury which
comes from public funds. Earlier many times our Senior Advocate of Goa, Mr.
Aires Rodrigues already voice his opinion and made to public in many
occasions. He claims that he has taken from RTI all the relevant
information and exposed this Advocate General of Goa for many of his
irregularities.

The Chief Minister of Goa Mr. Manohar Parrikar owes to the public an
explanation on this effect.

Since now CAG (Controller of Audit General), questions Goa Government on
high fees paid to Advocate General Mr. Atmaram Nadkarni the matter has now
become more serious and that whatever expenses incurred so far from day
one, needs to be reimbursed from his personal funds to the Government
treasury since it has said to be illegal expenditure payment made to him.

The Goa office of the Comptroller and Auditor General of India (CAG) has
sought an urgent explanation and justification from the Goa Government on
the high fees being paid to Advocate General Atmaram Nadkarni.


Acting on a complaint filed on 16th May last year on the very exorbitant
fees being paid to the Advocate General, the office of CAG made a
comparative examination with the states of Haryana, Manipur, Arunachal
Pradesh and Meghalaya and found the fees being paid to the Advocate General
of Goa to be very high.



The CAG in a letter to the Goa Government on 23rd January this year had
also sought from the Goa Government the list of cases represented by the
Advocate General in the High Court and Supreme Court along with the total
remuneration paid and the amount that was at stake in those cases. The CAG
has also sought details of the total amount paid monthly to the Advocate
General and a list of the Advocates empanelled by the Goa government with
the total remuneration paid to them year wise.



The CAG in its comparative chart has drawn the Government?s attention that
while the Goa AG for appearance before the High Court is paid Rs 10,000 per
case, that the AG of Haryana is paid Rs 1000 while the AGs of Manipur,
Arunachal Pradesh and Meghalaya are paid Rs 5000, Rs 3000 and Rs 2500
respectively. The CAG has further informed the Goa Government that  while
the Goa AG is paid Rs 75,000 for appearance before the Supreme Court the
Haryana AG gets paid Rs 2000 while the AGs of Manipur and Meghalaya get
paid Rs 10,000 with the Arunachal Pradesh AG paid Rs 3500.



With no reply having been received from the Goa government the Deputy
Accountant General on 22nd April once again wrote to the Law Secretary
calling for the information urgently. The CAG is reportedly in the process
of sending yet another reminder to the Goa Government.

The Government is duty bound to promptly reply to any queries of CAG. The
Goa Government by high-handedly not responding to the queries raised by CAG
is only attempting to shield Advocate General Atmaram Nadkarni.



Goa despite being the smallest state is not only hosting India's highest
paid Advocate General but the country's highest paid public servant. The
President of India is paid Rs 1,50,000 a month, the Chief Justice of India
Rs 1,00,000 and a High Court Judge Rs 80,000. Advocate General of Goa
Atmaram Nadkarni out beats them all by getting paid up to a whopping eight
lakhs a month besides Rs 75,000 on every visit to Delhi. This gross anomaly
defies all logic. Public funds cannot be allowed to be squandered in such a
high-handed manner. The astronomical fees being paid to the Advocate
General of Goa is nothing short of a day light loot and plunder of the
State?s exchequer.



Chief Minister Manohar Parrikar on 23rd May 2012 had directed that
the fees of Advocate General Atmaram Nadkarni be hiked due to the very high
inflation being faced by the Advocate General. The government by an order
issued on 8th April last year hiked the fees of the Advocate General from a
monthly maximum of five lakhs to eight lakhs. The Advocate General?s per

At a gram sabha held yesterday, one of the issues of contention was
regarding the sarpanch and panchayat not being invited for a football
tournament. A resolution was proposed that the club should apologise or
else the panchayat ground will not be given for club tournaments. One
citizen claimed the invitation was given( but no name was mentioned on the
invitation card) and he demanded that this point be recorded as a part the
proposed resolution.

People need to understand that there are two kinds of minutes of meeting-
minutes of discussion and minutes of resolution. The Secretary need not
record the minutes of discussion because for a body like the gram sabha,
recording every point will be a daunting task for the secretary. Only the
resolutions that have been passed need to be recorded.

The fault, in this case, lied with the sarpanch who chaired the meeting. He
has to put every ammendment for vote- which he didn't. Because of this, one
man's claim has been accepted as the voice of the gram sabha. What if
someone stood up next and demanded that the secretary note that drugs were
sold at the tournament? That would have to be recorded too.

Gram sabhas are powerful bodies and therefore require equally responsible
people to chair the meetings. Maybe sarpanchs need training in
parliamentary procedures before they take up the chair of a gram sabhas.

COMMENT: 

I absolutely agree that the Sarpanch and the other panchas be mandatorily 
invited (and also be provided cushioned VIP seats, Mutton Biriyani, Cerveja and 
air-conditioned transport to and from the game). Additionally, IF there is no 
breeze and it is hot, a Pankhawalla and his Pankha should be in attendance. 
(Dancing girls optional).

After all, the ground belongs to these Five panchas and not to the village. 
Wonder WHY Mr. Tavares has not named the village. It is my reading from Goans 
in cyberspace that in post-Salazar Goa, one can say whatever one wants about 
the same chaps who will convince you to vote for them at the next Tiatr. Only 
do not write anything on Facebook.

Is it not interesting that Goans in 2014 are stuck at this Gram level? They 
appear to be more concerned about what is being recorded or not than 
'supporting' the very "reasonable" quid pro quo demands of these panchas.

I have my own opinion. Some of your points I do not agree..Let us be more
practical.  Theoretically it sounds good , but practically it will be
difficult to implement which may create chaos.

Point No.1:  I agree that all vehicle from all the states except
Maharashtra and Karnataka needs to be exempted from Road Taxes.But how will
you know where these vehicles are been registered? They can register
anywhere in India. Even we have Goan buses like Paulo Travels, Fernandes
Travels, and other tour operators having registered  outside states and not
in  Goa because of various reasons, One,  may be there is cheap labour
outside Goa, to get the chassis built or renovated , second there is an
added advantage for these outside registration going further on, and
getting no tax or less tax and other benefits. Third , especially  for the
buses their  chassis are built with good workmanship, good quality  and
cheap labour, compared to what they can get in Goa. So, you can never
differentiate which is a Goan vehicle plying at the borders, except on
registration number which will indicate you that this vehicle is from Goa
or elsewhere depending upon the registration number plate,  although some
of them could be a Goan vehicle but the registration is from outside state
so they have to pay tax for outside registration. .
One thing can be done is that the Government can register with the traders
in Karnataka and Maharashtra  and give them passes or registration cards
which they are excepted from taxes so that Goa is benefited and there is no
chances for the rogue cops at the  borders to get hapta/compensation or
corruption done. Ocean liners is not possible and I cannot think of that.

Point No 2: Once you give the cops chances to check for documents than the
corruption is increased. Even keeping a set timing also is impossible as it
will create complications and errors. You see at Dabolim airport , people
misuse once a vehicle enters inside the airport and the number and time is
given to the driver , it is been manipulated at the exit check point and
allows for some people and for others tells them you pay some thing cash as
bribe and therefore you can keep you vehicle inside for hours. So these
things are difficult to keep a track and there are manipulations and
complications and once a complaint is lodged, you need a Dept to go through
this complain and wastage of time and salaries for the officers in the that
dept, which they  need  to penalize those offenders etc. so it is a wastage
of time and energy for  officers to check for corruption.

Point No. 3: Keeping CCTV is not the solution as,  who will maintain or
track this system or coordinate with the control room? Who will do the
repairs  when the CCTV goes out of order. Say you need replacement
immediately whether Govt has funds for that? Finally passengers will shout
and there will be a havoc at the border check post where passengers and
drivers will start fighting and shouting. You cannot think of CCTV at this
moment until a full fledged Goa Police is formed with good intention and
well trained and the Chief Minister should also be able to extend help when
nowadays he himself is making U-turns.

Dear ANAND I SUGGEST WE SHOULD THINK WELL AND ONLY THEN WE SHOULD WRITE TO
THE GOVT OR THE PRESS WHAT IS BEST FOR GOA.
Let us ask for more feedback from our friends and experts who understand
this case.I will speak with certain friends  and get their opinion what
they say. Also the Government view needs to understand for implementation.
It is a big exercise.

First of all Herald came ON LINE very late and second thing  the Editor did
 a mistake by publishing in small print which many employees could not read
as well as the senior citizens who can hardly read such a small print. What
a plan. Is it that Editor does not encourage people to attend the strike or
he has some other plans which is against this strike or supporting the
Government?
The Managing Director Mr Raul Fernandes and Manager Mr. Michael must
question the Editor his reasons publishing in a small print and not given a
good publicity or coverage in front page of Herald with bold letters.
This is a serious attitude taken by Editor  against the Govt employees  who
are demanding many things from the Government since 2 years and that the
newspaper Herald is supposed to be VOICE OF THE PEOPLE.

In the first reading from Isaiah we read of one person who is dismissed from 
office and the keys of authority are passed on to another. Shebna, had violated 
the presuppositions upon which people give authority: that power will not be 
abused, that advantage will not be taken of others, that power will not corrupt 
but be of service. Shebna was removed from his position of controlling access 
both to the city and to the king. Elaikim, Shebna's successor, is given the 
sash and robe to show that he is master of the palace, he is given the key to 
symbolize that he has now the authority and access to the city and the king.

registered in Portugal as well as those having Bilhete or National ID cards

Total of 15 complaints filed includes cases against MLAs, Police, Panchayat 
members
Its a sensitive / Serious issue for thousands of Goans, there may be at least 
30,000 to 40,000 whose birth registered in Portugal knowingly or unknowingly
Of which, at least 5,000 must be Govt servants says MLA Mauvin Godinho.

Some advocates who are fighting for or against these cases are themselves 
registered in Portugal.

After 12th of Sept Parrikar will be visiting Delhi to meet the bureaucrats
Delhi bureaucrats do not understand this problem properly..

Parrikar will seek relief or seek protection to those whose birth registered in 
Portugal (and those who already obtained ID Cards or bilhetes) 

Those acquired Portuguese Passport  automatically forfeit their Indian 
Citizenship and no protection to such cases. 

 Also, Parrikar says once a birth registered  in Portugal he/she becomes 
Portuguese Citizen as per Portuguese Act.

"Speeding train rams autorickshaw and kills 20" screams the headlines in a news 
despatch today about an unfortunate accident in Bihar.

This is India's most undisciplined state with Goa trailing just behind with 
full intent to overtake.

Accidents will happen anywhere, but consider the aspects of this one, unique 
elsewhere but not unique in India.

1. It happened at a manned railway crossing. Defeats the meaning of "manned".
2. There were 20 persons of one family travelling in the single vehicle. 
3. People at the scene raised a row, demanding 2 lakh rupees for every person 
killed or injured.
4. The picture taken was "representational".

My take:
Either the gate was closed and the rickshaw just bypassed it (you see it in Goa 
all the time) or the gatekeeper went away for a more pressing need than his job.

There is no limit to vehicle seating,  standing or hanging. More the merrier. 

Never lose a chance to demand money, especially from the sarkar. To hell with 
whose fault it is, finding causes and preventing such accidents happening in 
the future. Lots more lives where those 20 came from.

The Indian media are so bored with reporting, they don't send photographers to 
the scenes anymore. Take a file or internet picture and dub it 
"representational".

On 19th December last year amidst much pomp and fanfare the foundation
stone was laid at Porvorim for a state of the art complex to house the
Bombay High Court at Goa. Chief Minister Manohar Parrikar had assured that
the project would be ready in 18 months. It is now already eight long
months and the construction work is yet to commence.



Likewise on 2nd November 2009 a similar foundation stone was laid for the
North Goa District and Sessions Court Complex at Merces which was supposed
to house all the Panaji Courts. We were then promised that the premises
would be ready within a year. It will soon be five long years to the laying
of that foundation stone and not a brick has been cast with that foundation
stone itself having long gone missing with those building design plans by
now perhaps feasted on by the white ants.



So why burden the tax payer by spending lavishly and very injudiciously on
such pretentious functions which seem to be ending up as a mere gathering
of stones.
