Dear Goanetters,

Today Goanet passes a remarkable milestone -- it's 20th anniversary!

Today, we take the internet for granted. We spend so much time on the
internet hashtagging memorieson Twitter and Instagram, following our
friends on Facebook, searching Google for everything buying stuff,
trading emails, and so on. The internet keeps us connected to the rest
of the world at all times.

But 20 years ago, the internet as we know it was just getting started,
and people didn’t really know what to make of it. In those days the
internet was not as user friendly. But, a small group of managed to
fine each other on Internet Relay Chat and started a mailing list. The
first mailing list was really just people sending emails to my inbox
prefaced with a *, and I'd forward them on to users who signed up.
After a year or so we had our first mailing list program do the work
for us.  And, here we are today.

Goanet has remained a volunteer-driven operation. We've had many
volunteers over the last 20 years.  A few volunteers need to be
singled out. No one has done more work than our very own Frederick
Noronha (FN). In addition to moderating the mailing list, FN
contributes immensely. Bosco D'Mello is another one of our moderators
with 10-15 years of service. Viviana Coelho also contributed 5-10
years of service.

These are huge contributions to the community. And, I thank each of
them for the time and effort they have given us. I also wish to thank
all the other volunteers who have contributed to Goanet.

Goanet has brought the international Goan community together. It has
been a platform for launching other very successful groups and
projects. While Goanet has not lived up to it's full potential it has
still had an impact.

Folks, please volunteer in whatever capacity you can to help sustain
our group. We have an opportunity to make a difference in Goa and to
support out international Goan community. You don't have to be tech
savvy to volunteer. And, please donate to help sustain our growth.
Every little bit counts.

Goans in the UK from Kenya are the most successful ones there. In anything, 
they are to be emulated. 

Secondly, no one in the west has the time or desire to shape the new arrival. 
In fact, even when the smarter new arrivals come seeking for leads, s/he is 
only given guidelines. The immigrant has to shape his own course.   

Someone sitting in Goa, giving tutelage to Goan imigrants in the UK, is one of 
the most bizzare notions I have seen.

Great and good effort by young Goans. They have to work harder on the vocals. 
Regarding the sound system, head sets should have been used instead of the wire 
mikes as there are many singers on the stage. This would also allow the 
performers to aloth and doloth.

[Goanet] Illegal Project of Water Sports at Aivao Caranzalem is likely to be inaugurated by CM tomorrow?

*Just today on 26th August 2014 at 18.00 hrs when I have passed this
roadside from D. Paula road, I have seen a temporary Pandal erected for
inauguration of a Sports Complex at Aivao-Caranzalem which belongs to NIWS
( National Institute of Water Sports). This was earlier been complained in
writing to the Member Secretary of GSZMA  by Dr. Joe D'Sousa and myself and
we were told that a meeting is likely to take place which never
materialized. It is very sad that activists in Goa has no powers to take it
up further.   This project definitely violates the SEZ rules. Chief
Minister of Goa,  Mr Manohar Parrikar I was told by persons present over
there , that he will  inaugurate this Water Sports Complex tomorrow. (
photo of the Pandal can be seen in this site of Water Sports Complex.*
*Poor villagers are helpless as they lost a play ground for their children.
I expect the local Press in Goa to take it up this job and expose if there
is any illegality and violation under SEZ laws. *
*Once this project comes up there will be chaos and heavy traffic around
this bottleneck at Caranzalem as told  to me by the Traffic Police
Inspector Mr. Dharmesh  Angle some days back. *

[Goanet] CAG SENDS GOA GOVERNMENT YET ANOTHER REMINDER ON ADVOCATE GENERAL’S FEES

The Goa office of the Comptroller and Auditor General of India (CAG) has
dashed yet another reminder to the Goa Government seeking a very urgent
explanation and justification on the high fees being paid to Advocate
General Atmaram Nadkarni.


In this second reminder addressed to the Law Secretary it has been pointed
out that though over six months have elapsed the information sought by CAG
has not been furnished and that it be furnished very urgently.


The Goa Government paid AG Atmaram  Nadkarni by way of fees and other
allowances a whopping Rs 2,055,9032 (two crores fifty five lakhs nine
thousand and thirty two rupees) for the two years from March 2012 to March
2014. The Government also spent a further Rs 10,14,869 (ten lakhs fourteen
thousand eight hundred and sixty nine rupees) on the business class airfare
for the 17 trips made to Delhi by AG from January 2013 to March 2014.


The CAG in a letter to the Goa Government on 23rd January this year had
sought from the Goa Government a justification on the high fees being paid
to Goa AG. With no reply having been received from the Goa government, CAG
on 22nd April once again wrote to the Law Secretary calling for the
information urgently.


CAG made a comparative study with the states of Haryana, Manipur, Arunachal
Pradesh and Meghalaya and found that the fees being paid to the Goa AG very
high. CAG in its comparative chart drew the Government’s attention that
while the Goa AG for an appearance before the High Court is paid Rs 10,000
per case,  that the AG of Haryana is paid Rs 1000 while the AGs of Manipur,
Arunachal Pradesh and Meghalaya are paid Rs 5000, Rs 3000 and Rs 2500
respectively. The CAG further informed the Goa Government that while the
Goa AG is paid Rs 75,000 for appearance before the Supreme Court the
Haryana AG gets paid Rs 2000 while the AGs of Manipur and Meghalaya get
paid Rs 10,000 with the Arunachal Pradesh AG paid Rs 3500.


Goa despite being the smallest state is not only hosting India's highest
paid AG but the country's highest paid public servant.  President of India
is paid Rs 1,50,000 a month, the Chief Justice of India Rs 1,00,000 and a
High Court Judge Rs 80,000. But AG of Goa Atmaram Nadkarni is paid up to a
whopping eight lakhs a month besides Rs 75,000 on every visit to Delhi
which is nothing short of a day light loot and plunder of the State’s
exchequer.


The Goa Government is duty bound to promptly reply to queries raised by
CAG. Chief Minister Manohar Parrikar in an attempt to shield AG Atmaram
Nadkarni is pressurizing the Law department not to respond to the pointed
questions raised by CAG. Shame on you, Mr. CM. Transparency, Good
governance  and Zero tolerance to corruption is what we were promised.

COMMENT:

Cut them some slack, BC. This is beginning for many of them. They are young. 
They are making an effort. They are unlikely to be perfect just yet. We could 
encourage them as they surely will get better every year.

 internet hashtagging memorieson Twitter and Instagram, following our
 friends on Facebook, searching Google for everything buying stuff, trading
 emails, and so on. The internet keeps us connected to the rest of the world
 at all times.

 But 20 years ago, the internet as we know it was just getting started, and
 people didn't really know what to make of it. In those days the internet
 was not as user friendly. But, a small group of managed to fine each other
 on Internet Relay Chat and started a mailing list. The first mailing list
 was really just people sending emails to my inbox prefaced with a *, and
 I'd forward them on to users who signed up.  After a year or so we had our
 first mailing list program do the work for us.  And, here we are today.

 Goanet has remained a volunteer-driven operation. We've had many
 volunteers over the last 20 years.  A few volunteers need to be singled
 out. No one has done more work than our very own Frederick Noronha (FN).
 In addition to moderating the mailing list, FN contributes immensely. Bosco
 D'Mello is another one of our moderators with 10-15 years of service.
 Viviana Coelho also contributed 5-10 years of service.

 These are huge contributions to the community. And, I thank each of them
 for the time and effort they have given us. I also wish to thank all the
 other volunteers who have contributed to Goanet.

 Goanet has brought the international Goan community together. It has been
 a platform for launching other very successful groups and projects. While
 Goanet has not lived up to it's full potential it has still had an impact.

 Folks, please volunteer in whatever capacity you can to help sustain our
 group. We have an opportunity to make a difference in Goa and to support
 out international Goan community. You don't have to be tech savvy to
 volunteer. And, please donate to help sustain our growth. Every little bit
 counts.

Regarding the sound system, head sets should have been used instead of the wire 
mikes as there are many singers on the stage. This would also allow the 
performers to aloth and doloth.

COMMENT:

Cut them some slack, BC. This is beginning for many of them. They are young. 
They are making an effort. They are unlikely to be perfect just yet. We could 
encourage them as they surely will get better every year.

  I WAS STUNT THAT the letters to the Editor column is given a wide
publicity to the writer S.N.Poojary in all the newspapers; in Navhind
Times, Herald and Gomantak Times in the same topic. The Navhind Times gives
a title “Maintaining Discipline on Indian roads, Herald says ‘The Road
Outside” and the Gomantak Times says “Discipline on Roads in USA.

Mr Poojary forgets that this is India, all these suggestions and advice
does not suit our politicians in India as it will never be in par with USA
or  California or any other developed country.

 Look at D.Paula - Miramar road and junction at NIO circle, the road is
completely damaged because it has been dug up again and again without
proper plans, although now the GSIDC is slowly organised. With the monsoon
seasons these roads are very badly affected and it is slippery where many
accidents have taken place.

What I want to say is that we cannot compare with the foreign roads and the
people attitude and the laws in force over there. It will take time to
reach their level. I remember when I was in Norway and other European
countries in 1981, I taught of myself when India or Goa will reach this
level? Now we are in the year of 2014 but still nothing even 10% we have
reached and may be, we may never reached until 20 years later.

For a person who is accustomed to the blooming chaos on the Indian roads,
the traffic management in California is elegant and well-organised. The
flow of traffic is smooth and the roads are broad. There are different
lanes and the road-user is supposed to drive at a specific speed. When a
driver has to overtake, he has to change the lane with prior signalling. On
the way to San Francisco, there is a toll booth, but no payment is done on
the spot; the closed-circuit cameras register the number of your vehicle
and the bill is sent to your registered address. There are designated
places where pedestrians are allowed to cross the road. A hand signal in
red appears at the intersections and if you want to cross the road, you
need to press a button. When the button is pressed, music plays; the red
hand signal turns white for a few seconds and all traffic stops and you
cross the road. There are no traffic police manning the traffic and
management is done by the closed-circuit cameras. Nobody breaks traffic
rules because there are heavy fines and punishment. There is a board at
Santa Clara in California that says that jumping the red light entails a
minimum fine of $336 (336 x 61 rupees). A lot of concern is shown towards
pedestrians’ safety. The roads are laid in concrete and there are no
potholes anywhere. There are clear instructions to the road users, and all
major roads have signals to control the flow of traffic. Markings on the
roads instruct the motorists where they need to turn; whether to turn to
the right or left. The pavements are clean and the space beyond the
pavement is landscaped with well-maintained plants and well-laid grass
patches. In the big cities like San Francisco, there are huge pay public
parking facilities and parking is allowed in the designated spots on the
roads with payment through some electronic device.

Dear Readers in Goa,

What kind of Press we have in Goa. The Navhind Times tell us that John
Fernandes is removed from the post of President of Goa Congress and at the
same time Herald and Gomantak Times publishes that these are the paid news
and it made us to believe that it is not correct.  Such a confusion in the
minds of Goans and spoiling the name of an another journal. In fact they
have committed an offense and Navhind Times should take them for task under
journalism act. Since I was living close to the house of John Fernandes I
happened to go to the garage for repairs of my car which is very close to
the John's  house, I mentioned to the owner of the  garage that the John
Fernandes was sacked or removed from the post by Sonia Gandhi and that
these news were in accordance of Navhind Times which is a premier newspaper
in Goa.
 I was shocked by hearing next day by GT and Herald that he is not removed
and that it was paid news? The garage owner fired me next day, by telling
him wrong news at that time. Again I am a bit scared by telling others of
today's news again from Navhind Times  that John is replaced by Luisinho
Faleiro. I am keeping my fingers crossed whether these today's  news from
Navhind Times  are concrete or not?  Probably I think that I should wait
for an another day to ascertain the facts before telling the public.
What kind of disgusting newspapers we have in Goa when we cannot trust such
important news? And how many news comes from these local newspapers whether
they are genuine or not? The newspapers should restrict printing false news
and they should make sure before printing them , otherwise Goans will loose
interest reading  these papers. These Editors most of the times  take
politicians for a ride and that the public is been put in confuse minds and
we believe whatever they write. I remember that my colleague Dr. Joe
D'Sousa once told me never write soon  in the papers after reading the
news,  because they can be  wrong sometimes,  and wait for few days and
then write.  I am a quick writer and most of the time I have fallen in
trouble and that's  why some Editors do not like me.
Now, these papers who published false news needs to clarify or else people
will loose interest reading these papers.
I was put in shame with the garage owner who told me that I am a liar.

This flower market has more 200 Goan traditional vendors and 43 shopkeepers
who are opposed to demolition of the said market . These vendors are also
NOT opposed to restoration conservation or beautification of the market
.This flower market is the only space which has our Goan vendors and
