Come October the already burdened traffic police will have more on their
plates. They will not mind it of course, because it is an opportunity to
control and implement laws more in breach. The Govt, is excessively
concerned for the safety of scooter drivers alone. No concern for over
speeding, flouting of traffic rules , rash and negligent  drunken driving
and scientific designs of roads for safety and strict check on fitness of
vehicles. What is the use of filling potholes after rains?. . No safety
lanes for vulnerable pedestrians, lanes for two wheelers. In European
countries  helmet is a compulsion and none complains, grudges or attempts
to dodge. Everyone understands the safety aspects. There is also no
question of looking the other way by law enforcing agencies. The population
of two wheelers outside is not as what we see it on Indian roads and bikes
are very costly and are not used all year round. Better spaced public
transport will obviate private vehicles.   Use of two wheeler is a sort of
sports, disposal incomes, aggressive sales pitch rather than a means of
essential transportation. Students travelling for education at school and
college in cars and two wheelers  is a new fad  Increasing number of girls
are using two wheelers .No separate lanes are considered here too. All
types of vehicles including cycles vie for the same  limited space. The
vehicles population and especially of the bikes is on the increase
.Practically every house has 2 plus bikes and easy finance fuels the craze
for demands. The heavy vehicles treat this means of essential transport
with impunity and care two hoots.  Road discipline is totally lacking in
India and one gets away easily with traffic offences paying petty fines and
without records  being maintained of violators

The roads in Goa have remained the same without being expanded to
accommodate the ever increasing vehicles population. The acquisition for
NH17 since 1988 is hanging in limbo by not expanding where ever possible
and not removing at least dangerous turns which are accident prone. Besides
the roads are narrowing and not meeting increased vehicle population,
potholed and badly maintained.  since 1988 . Even the dangerous turns and
bends are still awaited. The heavy rains are blamed for bad roads and not
poor, loosely monitored construction quality and materials used. Govt.
priority appears to be airport, additional bridges, but not well planed
designed roads for safety.  The roads are poorly lighted, not fenced, with
dangerous overhanging trees and branches and stray cattle, dogs are a
menace to two wheeler s. The speed breakers
without markings are a serious threat to two wheeler s and source of many
fatal accidents. National highways are using road blockers instead of speed
breakers to regulate traffic .Carrying and additional helmet for a possible
lift will be a thing of the past.  Those who park the vehicles will have to
carry the
helmet on onward journey by buses. To secure two helmets and go about
shopping will be irritating, though some bikes have provision for one helmet
 only. Many parents transport children to school. Either the second
pillion will be banned as per law, or children will also have to wear
compulsory head gear .The requirement of ISI mark can easily be faked to
cash on the mass demand immediately and many such available products in the
market are dubious not easily verifiable by common man, unless there will
 is  stringent monitoring by agency concerned. Fake helmets are as much a
greater danger .  Many accidents involving two wheelers without wearing of
helmets have snatched away precious, young lives. There is no statistical
comparison to show how many lives are saved with wearing of helmets. Rash
driving and without license are also contributing factors and parents are
responsible for putting the vehicles in the hands of the minors .Students
today are
riding bikes to schools and colleges and it has almost become a fad without
justifiable lack of public transport. The ease of obtaining a license by
hook or crook is not debatable; The Govt has provided schools buses to
minimize the difficulties to some extent .Lack of efficient, regular,
public transport makes people dependent on their own. Rash and drunken
driving, slippery roads due to oil spillage and poor quality of maintenance
of
vehicles add to the woes of bike users  It is a sinister move to enforce
helmets for short distances even on
interior roads and that will give powers to traffic police and increase the
scope of corruption. For cash starved Govt. looking to augment resources
through fines and sales of helmets, it will be good opportunity. To
attribute all fatal accidents or causing disability to two wheeler s is
simplistic approach to real problems; Research is not absolutely conclusive
in favour of wearing helmets. There are problems of visibility, hearing,
and  360 degrees vision and damage to the base of the brain in accidents

'Adapting to the Changing Economic and Regulatory Environment'

 

Panaji: CII Goa in association with KPMG is organizing a half-day session on
'Adapting to the Changing Economic and Regulatory Environment' on 14 October
2014 at Taj Vivanta Panaji. The financial reporting environment is changing
dramatically and it is important to stay abreast with changes in reporting

notification of the Income Computation and Disclosure Standards (also called

provide an overview of the recent changes in Companies Act 2013.  Since the

Appointment proves NT right

PANAJI: The Congress high command has finally named Luizinho Faleiro,
senior Congress leader from the state and the All India Congress Committee
general secretary in-charge of northeastern states, as the new president of
the Goa Pradesh Congress Committee.

According to highly placed sources, Faleiro was personally requested by
Congress president Sonia Gandhi to take charge of the party affairs in Goa
on Tuesday.

He would replace John Fernandes, whose removal was ordered late in August.

Faleiro confirmed his appointment to The Navhind Times and said that he was
invited by Gandhi to head the Congress party in the state and that he has
accepted the offer in all humility, adding that he would work hard to
rebuild the party.

He thanked Gandhi for reposing faith in him.

The Navhind Times had on August 27, this year, reported the selection of
Faleiro by the Congress high command to succeed Fernandes, a few days after
it decided to sack Fernandes. Formal appointment was, however, delayed as
Faleiro had to deal with various issues relating to northeastern states,
including selection of candidates to contest the October 15 by-election.

Top sources in the AICC said that formal announcement of appointing Faleiro
as GPCC has already been made by the high command. They also said that
Faleiro was also told to continue as in-charge of northeastern states, but
he has told the high command that he would stick to one job only.

Faleiro, who is in New Delhi, said that he was taking over the reins of the
party during highly trying times.

He is expected to take charge of his post later this week.

“I would like to invite all likeminded people of the state to come together
and work together for the unity and pristine glory of Goa,” he stated.

Stating that Goa was fast losing its identity as people were migrating out
of the state apparently because they have lost faith in the government, he
said that he would like to build the party into a strong force that would
work towards building better and strong Goa.

Faleiro, a former GPCC president and state chief minister, was first named
as permanent invitee of Congress Working Committee and given charge of a
few northeastern states. When he proved his mettle, more states were
brought under his charge.

He was also tasked with the selection of the Congress candidates for the
last assembly elections of Karnataka and most of them were elected thus
bringing the party back to the power in the state.

He was also instrumental in selecting right candidates for parliamentary
elections in various states under his charge.

Back from a wonderful and memorable evening in Hackensack, NJ  last Saturday.. 
History was made, because for the first time ever an original Goan tiatr 
performance was held in the USA, with a troupe that traveled all the way from 
Goa. Hats off to Goa Police DySP Sammy Tavares and his team of artistes for a 
splendid production with his drama "Tim Thikam Sanddlelim". The individual 
performers were at their acting/singing best; the costumes very impressive. I 
finally got to see Goa's "nightingale", the incredibly talented Sonia Shirsat 
live in performance. Overall, it was five hours of spectacular Konkani 
entertainment. No regrets, no complaints.

There is inherent joy of giving, more than receiving it and that is being
articulated by the foundation JOY OF GIVING. Every year thousands of
individuals derive this immense pleasure in ensuring the welfare of the
less unfortunate by their gracious act and self-denial. We feel
that giving is only related to material things and money,. Those involved
in prison ministry, adult education, and literacy, other social works share
their precious time, which is much more difficult, taxing than sharing
material resources. That is why many NGO`S do fill this gap and do the
needful by collecting and distributing. Listening patiently to the lonely,
specially to the elderly in aged old homes, sparing moments with the sick
in hospitals and old aged home , sharing a smile is as much an charitable
act of giving. Giving to those from whom you expect  in return is the most
common practice of selfishness

 People are very reluctant to share with others, and this is very
noticeable and striking even with little toddlers, People grudge, complain,
grumble, give excuses, and explain their own miserable conditions, to draw
attention to themselves in an act of self-pity.  How true, that the richest
people are the ones who have fewest wants and are satisfied with what they
have  .The charity by the philanthropist, organisations is in a different
category to save taxes and to  be seen and adored, admired as benefactors
by the public, at the same time filling a void. Many will deliberately
withhold recognition, appreciation to others, even though it does not
involve financial commitment. It is an act of denying a moment of joy,
sharing and celebrating their achievements. Such people are real kill joys
and in fact unknowingly shower on themselves with misery and sadness

If you believe in the Bible, then we have to share 1/10 of income with less
unfortunate. We can donate 350ml of life saving blood out of 7 litres
regularly, but rarely will do even once in life time due to selfishness. In
fact donating blood is good for the self and scientifically has no
documented adverse effects. Mother Theresa asked her neighbour to help  ,
when another indigent knocked on the door, She did not give the excuse of
not having any provisions, Christ sacrificed his precious life for
redeeming us from sin The sacrifices of many saints in all regions is for
the betterment of humanity. There are others, who will not share but
dissuade others favourably disposed, through their misgivings and
interpretations

Sharing of what is not required by us and which may have to be discarded
falls into a different category, e,g  used clothes, books  toys, unused
medicines at jumble sales Those that have enough to spare are the ones who
crib the most .Giving is simply an attitude  by  which you deny yourself
for a social cause, purpose with  which you may not directly identify with.
It is touching the lives of others significantly in  natural and man-made
emergencies .The little that we can all share,  must  pinch us a bit. An
Adv, distributed all the presents he received from others on his birthday,
but was never been known to make such gestures any time during the year
from his bountiful resources. In fact he would fleece his customers with a
smile without mercy and remorse

“Let your left hand not know what your right hand does”. The Bible says to
donate one tenth of income regularly.Some will be happy with the publicity
they derive of giving and sharing like the politicians, businessmen. We
should not make public display of poverty by humiliating the recipients.
Just look at the amount of aid of all types that flows to India without
strings attached and from different walks of life like children foregoing
pocket money, drivers, contributing their mite. Are there no such people in
India?This remark was made at the opening ceremony of Teachers training
college in Panjim. .Once, Primary students from UK. contributed over a lakh
and half towards the construction of toilets, through denial of pocket
money, jumble sales but the teachers  were reluctant to  contribute to send
them some sweets in gratitude

 The joy that brings on the receiver is tremendous and the deep feeling of
being a part of spreading the joy is elevating in fulfillment of sharing.
The wealth is given by God in Trusteeship and it is not all yours. The
attitude needs to be cultivated and it is not easy. Always there will be
more genuine reasons and justifications not to part even with a little.
Everyone can give a little of what one has. A friend once remarked, I
accept your gifts, not because I need or they are precious, but simply to
give you the satisfaction and joy by accepting For a miser to lose some
part of cleaning the  PINEAPPLE   is a painful act.

Pure nostalgia. Two words that aptly convey the emotions that
overcome the reader who is a Bombay Goan or has some
connection to this great city in the earlier decades of the
last century or even today.

Reena Martins of Bombay (now Mumbai) who has nearly two
decades of journalistic experience with leading newspapers of
India  has taken great pains to compile and edit the
manuscript so that the sights, sounds and flavor of those
halcyon days can be relived by the reader.

Well-known writers of the community such as Victor
Rangel-Ribeiro, Roland Francis, Cynthia Gomes-James, Odette
Mascarenhas and the editor herself have contributed to this
volume. Many of the writers are now spread all over the world
but they still vividly translate into words the mental
picture of the Bomoicars and Bombay of yore.

  The stories revolve around the areas predominantly
  inhibited by the community then -- mainly Mazagon,
  Dhobitalao, Byculla and the central city areas.
  The jacket of the book states: "Bomoicar takes you
  on a round trip of twentieth century Bombay.  Stop
  for a bite of baangda-curry-rice and tongue roast
  at joints of Dhobitalao.  Later in the evening,
  down a glass of the Goan Aunty's hooch with roasted
  gram or fried Bombay duck.  And as Cotton Mary
  serenades you from quadrangles in Byculla, Mazagon,
  Grant Road or Colaba, inhale the aroma of cutlets
  and potato chops wafting from tiny Goan kitchens."

Some chapters have colorful headings such as 'Lovely
Lovelina', 'Cotton Mary', 'Matchmaker Susan', 'Champagne
Baby' while others such as 'Bombay to Goa on Full Steam',
'Bandra Fair' and 'St. Xavier's and Back' gives the reader an
indication of what is to follow.

The articles document for historians and general readers the
life and times of individuals...  their lifestyles and
religious life, their working environments, their culinary
taste, their problems and their peccadillos.

Mention is made of the famous 'Goan Aunties' whose
speakeasies made life easier to bear after a hard day's work
or to relax the minds of the newly arrived job-seekers who
had left behind family, friends and village in Goa to take up
residence in the kudd (residential club) of, in most cases,
the same village he was compelled to leave to seek employment
in the 'big city' to support his family and seek his fortune.

Many of the articles go into great detail of various aspects
of the Bomoicar's life and the community at that time.  Thus,
making it a must read for those who came after them and do
not know what their parents or grandparents had to go through
to give them the life they now have.

  Many, like me, will personally relate to the
  stories as I have visited the areas mentioned,
  still have relatives there and my mother-in-law who
  initially lived in the Mazagon area and later was a
  border at St. Joseph's Convent in Bandra was a
  true Bomoicar.

Also, many of the Goan community in Karachi came from Bombay
in the early part of the 20th century and settled in the
Saddar area (then known as 'Camp'.) They were those too who
were either transferred by their organizations or set off to
seek their fortunes further afield.

  Karachi too had many 'clubs' of different villages
  similar to the 'kudds' that existed in Bombay.
  These clubs welcomed fellow villagers, got them
  jobs and even found them suitable matrimonial
  matches...  after which they then found their own
  places to stay.  These matches were with girls from
  either Goa or Bombay.  Many Karachi Goan families
  also preferred their sons marrying girls from
  Bombay in the initial decades of their settling in
  Karachi.  But the reverse was rarely the case.

The personal flavor of the articles not only makes it a great
and enjoyable read but also informs the reader of a by-gone
era where life, at times was difficult but the cooperation of
friends and co-villagers made it much more livable.  I will
highly recommend this lavishly illustrated book to all Goans,
not only those who have a Bombay connection, as the city was
and still is a stepping stone for Goans to achieve greater
heights in life.

Panaji: The alignment of the new Zuari bridge is in the final stages and
the detailed project report will be finalized within 15 days and submitted
to the Union ministry for road transport and highways in the next 25 days.

Announcing this after discussing the issue with chief minister Manohar
Parrikar, PWD minister Ramkrishna Dhavalikar said that the required land
has been acquired but the government will take people into confidence
regarding the alignment.

"We are very keen to start the work of the new Zuari bridge this year,"
Dhavalikar said, adding that work of preparing the detailed project report
(DPR) for the bridge has been entrusted to S N Bhobe and will be finalized
within 25 days.

He didn't give any date for issuing the tender for the new bridge, but said
he is more concerned about getting financial sanction for the bridge from
the central government. The six-lane Zuari bridge will cost over Rs 1,000
crore.

The new bridge is proposed to be built on the western side of the existing
bridge. It will be higher than the existing bridge and its central portion
will be cable-stayed. Its total length is expected to be between 2.5 km to
3 km. It will extend beyond the Cortalim circle but a road will climb down
at the circle also. The drawings are yet to be finalized, PWD engineers
said.

Regarding the Khandepar bridge, Dhavalikar said the tender will be issued
within the next 15 days. The tender is open for pre-qualification bids and
two companies have submitted their bids. After scrutiny, their financial
bids will be opened. The Khandepar bridge will cost around Rs 180 crore.

The entire file of the Talpona-Galgibaga bridge has been handed to GSIDC
which will study the issue and appoint a consultant and proceed with the
formalities to start the project.

Goa has spawned Publishing Next, a conference for professionals that is a
festival with performance and tamasha shaved off. No big stars, just
working stiffs, but all the stiffs from the big academic publishers to the
littlest startups. Deadly interesting if you’re in the trade, deathly
boring if you’re not. Except when there’s a session like the one on
electronic publishing this year. It was mostly about standards and the
extraordinary cost of coding for EPUB3.0 (Why? Free editors exist to do
this), until someone uttered the D-word: DRM. Digital Rights Management,
which protects copyright on electronic books.

A FOSS (Free and Open Source Software) activist in the audience immediately
Googled three ways to crack DRM. “Impossible,” said the young man from an
internet bookstore, without much conviction. Maybe he knows of five ways.
“Hang on, my friend just read a DRM-cracked copy of Thomas Piketty,”
protested the guy sitting beside me.

“Impossible!” snorted the person from a big trade publisher.

 “All right, it wasn’t my friend. It was me, and the book read fine.”
Desperate stuff, and this guy’s part of the cultural machinery of
government.

“You are a criminal. You have abetted a crime. Copyright is sacred,” said a
visibly agitated Mr Trade. Any moment, one expected to see the charge
escalated to sin. Maybe, even original sin. It was showtime, and the
rabbits were in the headlights. All over again.

Religious fervour is not a sovereign remedy for market evolution, but just
over a decade ago, the music industry had thought that the ritual of
stoning the devil would stave off the future. It went after pirates — who
are indeed thieves, but pickpockets rather than highway robbers — with
heavy legal artillery and crusading zeal. But ironically, piracy did not
kill the recording industry. It was only a colourful curtain-raiser. The
coup de grace was delivered by the iTunes store. Apple understood that if
otherwise law-abiding people were comfortable pirating music, the recording
industry’s model was irretrievably busted. The music industry has always
collected a few tracks together and punched them to vinyl, tape or CD,
depending on the year on the calendar. Apple figured that if they made an
alternative channel connecting creators, publishers and Apple devices, they
would make a killing.

In book publishing, that step is over, but indecisively so. There’s a
variety of devices and channels in the market, but piracy is still rampant,
and it is accepted — by everyone other than publishers — as part of the
landscape. The big disruptive change is still waiting to happen, not in the
matter of channels but in rights and ownership. All the stakeholders,
including most publishers, realise that a looser model of ownership is
needed. Internet bookstores and e-text portals are liberalising sharing
permissions and rekindling the lending library online.

But a substantial section of the publishing industry persist in hoping that
they can continue with the current, unimaginative intellectual property
regime because readers will always prefer “curated content”. Earlier, they
were supposed to prefer curated music, and didn’t. *continued…*
