These days, however, it is hit the headlines for all the wrong reasons. Earlier this week, a college employee accused the principal of trying to convert him from Hinduism to Christianity. The principal has denied the accusation. An incident like this would not have made it to the newspapers in normal times. But it comes in the wake of several other controversies relating to religious conversions. Last week, Parliament came to a halt when news broke about a group of Muslims who had been reconverted to Hinduism in Agra. Ghar wapsi -- homecoming -- is the new mantra of groups that are connected with the Rashtriya Swayamsevak Sangh (RSS). The campaign seeks to reconvert Hindus who have embraced other religions. Conversion, as defined by anti-conversion laws in the states, means renouncing one religion for another. The problem is with forced conversion. The force can take varied forms -- a show of force or a threat of injury, threat of divine displeasure or social excommunication; fraud (misrepresentation or any other fraudulent contrivance); or inducement (offering any gift or gratification, either in cash or kind or the granting of any benefit, either pecuniary or otherwise). Forced conversions is a cognisable offence under Sections 295A and 298 of the Indian Penal Code and can lead to a prison term of up to three years and a fine. The problem is that religious conversion may have little to do with religion. Often, it is the path taken by those seeking to marry without a divorce. In 1995, the Supreme Court had in a case held that conversion to Islam was not valid if done for bigamy, which is a punishable act. Religious groups are also known to target and convert vulnerable people -- the poor, Dalits and tribals, for instance -- with lures of money or ration cards. It is ostensibly to check this that anti-conversion laws have been enacted in Odisha, Madhya Pradesh, Gujarat, Himachal Pradesh and Chhattisgarh. Arunachal Pradesh, too, has an anti-conversion law on its books, but since the rules for the act haven't been framed, it remains a dead letter. The Rajasthan Assembly has already passed an anti-conversion bill that awaits the President's assent to be made into law. Ironically, the Constitution gives you the freedom of choosing your religion. Article 25 of the Constitution guarantees the right to freely profess, practise and propagate -- transmit or spread one's religion by bearing witness through its tenets -- but not at the cost of morality, health and public order. The debate is an old one. In 1954, Parliament took up for consideration the Indian Conversion (Regulation and Registration) Bill. In 1960, the Backward Communities (Religious Protection) Bill, 1960, was drafted to stop conversion. Neither was enacted. The state laws have also faced roadblocks. When the laws were first enforced in Odisha and Madhya Pradesh, they were challenged in the courts. When the constitutional validity of Madhya Pradesh's Dharma Swatantrya Adhiniyam, 1968, was challenged in the state's high court, it was upheld. The Orissa High Court, however, ruled that the state had no power to enact the Orissa Freedom of Religion Act, 1967, as the Constitution guaranteed propagation of religion and that conversion was a part of Christianity. Matters eventually reached the Supreme Court in 1977, where in the Stanislaus vs State of Madhya Pradesh case the court held that conversion of another person was not a fundamental right under Article 25 and could be regulated by the state. What is freedom for one is freedom for the other, in equal measure, and there can therefore be no such thing as a fundamental right to convert any person to one's own religion, the court concluded. A major problem with anti-conversion laws is the process that subjects have to follow when they seek to change their religion. A fortnight before a conversion ceremony they have to declare before a magistrate that they are converting of their own accord and furnish details about their address and family members. The officiating priest, too, has to convey information about the date, time and venue of the conversion ceremony to the magistrate, who will then pass it to the superintendent of police to enquire if the conversion is a forced one. Dear Jerry Thank you for your mail. I am surprised that in Bombay the consultation fees are Rs.50/ or say even Rs. 100/- and in Goa is more than Rs. 200/- I am happy that you at least understood our fate of Ponjekars and Goenkars. This trend of overcharging patients in private Hospitals especially in Panjim is going on quite long time, and there is no one who can question them. Most of the private Hospitals and clinics in Goa, are greedy for money. They not only charge you like anything ( consultation fees, rooms rent etc), but they also direct them to certain labs of their choice, for pathology tests and .X'Ray, MRI, CT Scan etc, except GMC, and the patients does these investigations. Also the medicines are been prescribed from same manufacturers/suppliers of their choice and also from the same pharmacies.This is a day light robbery in Goa . I am sure they have their own share or commission from these labs and pharmacies. I am not exaggerating but it is a fact. It is difficult to catch them. Many such cases are found in Goa with such atrocities on overcharging fees by private Hospitals. There is no control, and still worst that we have crack doctors mushrooming in Goa, with no permission from Medical Council but having clinics all around the city who get quite number of patients because their consultation fees are much less than a qualified doctor. Will the Health Minister of Goa, Adv. Francisco D'Sousa will be able to understand such disparities where the patients are been put in heavy financial loss? Thank God that the GMC Hospital at Bambolim, is much better now, but there is still a scope to further improve. We also noticed that there is a pilferage on medicines and treatment on surgeries above the limits of a common mam as the Govt exchequer is being affected. It is high time that present Health Minister regulates all these atrocities and put an end all these illegalities going on in the state of Goa which includes private consultation by the Govt doctors. Is this not a democracy? 2) Why other gatherings or any functions of political or private are allowed at Azad Maidan in that case? 3) Union Leader Ajit Singh Rane has full right to give support to any workers who are peacefully asking for their demands? 4) Why the workers need to be sacked? Who will give them food for these daily wages contract employees? CCP has made arrangements to lift the garbage accumulated in the city and it is appreciated, but not necessarily that these workers to be sacked. Find out some other solution. 5) With new workers on the job, is there any guarantee that the garbage will be lifted at 100 % as CCP has no road map of housing where the agitated workers were lifting door to door garbage? That means some of the houses may not be lifted garbage at all. Again the worst condition may arise and every time CCP will take drastic action to sack them and get another set of workers? 6) CCP says that they will provide diesel, petrol, drivers, trucks etc for these new contingent of workers and if this misfires on corruption charges etc how this will be tolerated? 7) CCP should prepare at least a future road map so that some house garbage are not left out. 8) This new approach by CCP will not be helpful in a long run and will certainly misfire the plans. What will these agitate workers will do now? Who will feed them at home? Will Govt make an special scheme for them like what Parrikar did for women Ladhi scheme and many other schemes at the cost of exchequer? 9) Panjimites are happy that at least Mayor and Commissioner have made a peace among themselves, one belonging for Congress and another for BJP, so that many incomplete projects will start going through especially the sewage, parking and bad roads in the city. -- Samir Umarye By SAMIR UMARYE BICHOLIM While two bus stands in Bicholim taluka lack basic facilities and have been largely ignored by authorities, the two bus stands in Sattari taluka have all facilities, but are yet to be fully utilised for different reasons altogether On paper, there are four major bus stands in Bicholim and Sattari talukas but all four of them have largely been ineffective due to one reason or the other. While two bus stands in Bicholim taluka lack basic facilities and have been largely ignored by authorities, the two bus stands in Sattari taluka have all facilities, but are yet to be fully utilised for different reasons altogether. “No doubt, we have two bus stands in Bicholim and Sattari talukas, but all of them have been ignored by authorities. There is a lot that could be done with regards to the Bicholim bus stand, but nothing has materialized even though the matter has been highlighted again and again,” remarked Aashish Narvekar told Herald. A commuter or visitor to the Bicholim bus stand will either be confronted by stray cattle at the entrance or by potholes, which are now filled with uneven stones. The situation inside the bus stand is no better. The sign boards displaying the village destinations have been destroyed long ago, while some shopkeepers have freely extended their material outside their premises. There is no proper parking facility and several two-wheelers are parked along every corner of the bus stand, including no-parking zones. “A waiting/first aid room, safe drinking water and proper toilet facility should have been a bare requirement at this bus stop. Passengers from various places, including Panjim, Valpoi, Ponda, Marcels and elsewhere come to this bus stand,” Narvekar added. Another resident, Sattayawan Harmalkar, felt that the Bicholim bus stand was not properly utilized. “Recently, the bus stand was renovated. But if the RTO and other government offices were allotted space on the first floor of the bus stand, it would have been of great help to those visiting Bicholim. In addition, the top floor could also be developed into a shopping complex by the KTC,” said Harmalkar. If Bicholim bus stand has lost its charm, the situation at the Sanquelim bus stand is equally dismal. The Sanquelim bus stand is plagued with similar problems and passengers have to face hardships, especially during the rainy season. Some of the benches have been damaged in the bus stand. “We need the Sanquelim bus stand to be fully functional on a priority basis, as people are facing problems in the absence of proper seating and toilet facilities. So many good projects were provided by the Congress to Sanquelim. The BJP should, at least, bring a good project to Sanquelim,” said Sunita Verekar of Sanquelim and general secretary of Goa Pradesh Congress Committee. While the two bus stands in Bicholim taluka lack necessary infrastructure, the bus stands at Sattari have all the requisite facilities, but are yet to be put to proper use. The Honda bus stand was inaugurated in October 2009, while the Velus-Valpoi bus stand was inaugurated in February 2014. The Honda bus stand has 21 shops, a waiting lounge, a reservation ticket counter for the KTC, toilet facility and parking slots. But all these facilities are lying vacant. The Valpoi bus stand had even won the Best Architectural Design in the Recreational Design category at the prestigious Architectural and Design Awards 2013, instituted by Architecture + Design magazine. Despite the facilities, both bus stands still remain unused. “We believe that there are some technical problems with regards to the Valpoi bus stand, while the Honda bus stand is deserted by public as it is far away from the main market,” remarked a resident from Valpoi. When contacted the BJP state secretary, Shilpa Naik, insisted that the State government is committed to the development of Bicholim. “Defence Minister Manohar Parrikar has adopted Bicholim and he will see to it that development is carried out in Bicholim. We also want that all the work is carried out in a phased manner,” Naik said. Attempts to contact Sanquelim MLA Dr Pramod Sawant proved futile as his phone was out of coverage on Sunday morning.

The Managalore Association kicked off Christmas week with a grand social at the really nice ballroom of the Clarion Hotel in New Jersey, yesterday. Four hundred happy persons partied, dancing to nice Big-Band music, eating and drinking well amidst much revelry. There could not have been a better collection of pretty women and children ! The committee worked very hard to put the evening together and the results were very commendable. They deserve a grateful thank you.

I agree with FN A secular State should NOT spend public funds for the benefit of a group wishing to attend a religious event. Those who wish to attend should pay out of their own pocket or raise funds on their own for the purpose. It is not everyday that we have an Australian poet of the calibre of Kathryn amongst us. So when Vivek asked me to anchor the session I was more than pleased. As it turned out Kathryn and me were on the same page. We were both in some sense traveller-poets. Considering herself nothing less than an explorer, Kathryn opened her poetry reading with: '*I always confuse / the sextant and the speculum . . ./* *Maybe they are joined / in my mind / as tools of navigation / for worlds vast as oceans, / steered in conference with the night sky.'* Widely travelled, Kathryn has spent years in Bangladesh, Japan and India. But it is in the in-between places, gazing at the moon, when she is lost and 'homeless,' that she writes her sometimes sad lines. She writes in 'Paradise Inn', Allapuzha, Kerala : *The moonlight outside my blinkered range, / has the same pale pressure of the lover I wanted nights ago,/ the one I summon to this continent from another:/ with a touch to bleach the misdeeds and the bruises they left,/ though never their memory.'* A doctorate in ethnographic studies, Dr Kathryn teaches creative communication at the University of South Australia, Magill campus. But she is not a stuffy academic. In 'Fatty Sobji' she masquerades as her acquaintances in Bangladesh reproving her for her weight: '*In terms of Rabindranath's Romanticism,/ You are like the dahl of tomorrow left out in the monsoon of today: /You are expanding the *bideshi *border by your bottom alone.' *In a recent poem Kathryn read 'Letter from Emily Bronte' in which she speaks as Bronte and replies to her detractors. Kathryn is off to Kathmandu on Tuesday. As I read my poem 'Kali Gandak' written on the Gandak river on the Indo-Nepal border I bid farewell to Kathryn with the awareness in her words that, '*outside the syntactic torture / of the poetry workshop / waits the warming cordial / of friends and wine.' *That, and her allusions to Mayakovsky, Neruda, Wordsworth, Pascal and Jibananda . . .
