The local youth too canget a platform to explore business opportunities in international trade thuslessening the burden of the government to provide them with employmentopportunities in future. The newly created ministry ‘Aayush’under Union Minister Shripad Naik can also be fully exploited for economicdevelopment in the State by projecting Goa as a rejuvenating Ayurveda Tourist Centrewith branches managed by local bodies at serene locations promoting healthtourism. Aggrieved residents and alert activists are seeing dark conspiracies in the details of road alignments, land use reservations, and hikes in Floor Space Index (FSI) across the city. While high FSI has become central to the debate on DP 2034, what matters most for Mumbaikars is how policies like FSI, Transferable Development Rights (TDR) and other Development Control Rules (DCR) can be harnessed to create greater public goods and a better urban environment in the next 20 years. Portrayed from Left to Right as a sell-out to the construction industry, DP 2034 is in fact a paper template, referred to when permissions are sought for development or redevelopment. Together with the DCR, they define the guidelines and recipe book of policies by which land use, building, zoning, amenities and infrastructure are regulated. DP 2034 will only be the third for Greater Mumbai. The first was proposed in 1964 and sanctioned in 1967 for a decade until 1977. It was a broad land use plan, a response by engineers and planners who were horrified by the Island City's runaway population growth and industrial concentration, even after the annexation of the suburbs to Greater Bombay in the 50s, and the statehood of Maharashtra in the 60s. The second DP still in effect was published in 1984, submitted to government in 1989, and finally sanctioned between 1991 and 1994.Whereas 30 years ago planners dreamed of dispersing population and relocating industry to the mainland, today large cities are seen as “engines of growth“. DP 2034 calls for densification, not decongestion.But the chief tool by which planners then and now sought to manage and direct urbanisation, and generate surpluses for public amenities, was through FSI and TDR. Over time, these went from being bureaucrats' preferred policy instruments to the builders' tradeable commodities, entrenching the wellknown nexus on which much of Mumbai's and Maharashtra's finances increasingly depend. Every Easter we are reminded that God desires to restore humanity and all of creation to our original blessing. As we celebrate the mystery of his death and resurrection we discover once more that our God is a God of peace, our God is a God of forgiveness, a God of hope and Life. Alleluia!” 5-Apr-2015 Acts 10: 34, 37-43; Col. 3: 1-4; John 20: 1-9; The first reading from the Acts, is part of an early sermon of St. Peter on the feast of Pentecost, his very first after the resurrection. He tells us how he is a witness of the life, death and resurrection of Jesus. Without the resurrection Jesus’ life and ours would be a total failure, with the resurrection every moment of His ministry has new meaning and every moment of our own can take on new significance. Peter in this sermon reminds his listeners that Jesus is Lord of all and that his message is a message of hope and peace. He emphasizes that every believer is called to be a witness of the Lord’s life, death and resurrection. We are called to be witnesses of the resurrection, but the glory of the resurrection is realized in us only when we have accepted the many crosses that come our way leading us to new life. Unfinished Till BrokenA story is told of an Eastern village that, through the centuries, was known for its exquisite pottery. Especially striking were its urns; high as tables, wide as chairs, they were admired around the globe for their strong form and delicate beauty. An ordinary urn was then transformed into a priceless work of art. She knows the stone has to be rolled away, and she also knows that she cannot do it by herself. Peter and John did not believe but ran to the tomb to check out for themselves and remained baffled in their unbelief. The Gospel tells us that Mary stood outside the tomb, weeping and looking into the tomb to see, not the risen Jesus but where they had laid his body. She was looking for Jesus in the wrong place, looking for the risen among the dead! She sees Jesus but still does not recognize him. This narrative of the resurrection reminds us that left on our own we look for the Lord in the wrong places, among the dead rather than among the living. But the good news is that the Lord does not give up on us. He will reveal himself to us and call us by name so that like Mary we can say: “I have seen the Lord!” and once we have seen him and experienced the power of the resurrection nothing will ever be the same again. Witness to the ResurrectionIn the darkest days of Stalinist Russia a special League of the Godless was established to stamp out the last vestiges of religion from peoples’ lives. I have no problems with associating Goa and world class. For example: Goa is world class in garbage disposal, world class in corruption, world class in good treatment of tourists and things of that nature. Very few actually mention what really is world class about it; the hospitality, friendliness and kindness of it's people. The serenity and beauty of its landscape and seascape which like its niche cuisine is quickly disappearing with ugly influences bearing down. So, I am not a little humored with the recent spate of descriptions (in dreams I might add) of its world class attributes which is much at odds with what prevails or will ever prevail. Recently, a Goanetter described Panjim as world class. Now Suresh Prabhu the Railway Minister says Margao will be world class when he is done with it. What next? The Supreme Court of India earlier this week on March 30th dismissed the appeal filed by Goa’s flamboyant Rural Development Minister Francisco Xavier Pacheco alias Mickky Pacheco The Supreme Court upheld the 17th July 2014 order of the Bombay High Court at Goa which had directed Mickky Pacheco to surrender and undergo six months imprisonment and pay a fine of Rs 1,500/- for having on 15th July 2006 assaulted a Electricity department Junior Engineer Kapil Natekar. Though it is over four days since the Supreme Court verdict, Mickky Pacheco has not yet surrendered himself to undergo that sentence of six months in jail. Mickky Pacheco infact yesterday falsely stated that he had filed a review petition against the Supreme Court order. However officials in the Supreme Court have confirmed that no such review petition has been filed. The habitual law breaker Mickky Pacheco should have abstained from lying at least during this Holy Week. It is however appalling that Chief Minister Laxmikant Parsekar has shown utter disrespect to the Supreme Court order by not dropping Mickky Pacheco from the cabinet. , In 2008 the BJP had vociferously demanded the resignation of then Finance Minister Dayanand Narvekar after he was merely charge sheeted by the police. Now in clear double standards the saffron party is allowing Mickky Pacheco to continue as a Minister despite his conviction being upheld by the highest Court of the country. Infact the very induction of the convicted Mickky Pacheco into the cabinet and the party hobnobbing with tainted MLAs Mauvin Godinho and Atanasio Monserrate only exposes the political hypocrisy of the BJP. Minister Mickky Pacheco has a very voluminous track record of having assaulted one too many. The long arm of the law has finally caught up with this disorderly Minister. The only option now for Mickky Pacheco is to surrender and cool his high heels for six months seeking repentance for all those wrongdoings. OPINION Why subsidised pilgrimages to Jerusalem are bad news for Maharashtra's Christians Chief Minister Devendra Fadnavis has been urged to subsidise Christian pilgrimages to Israel and Palestine. The plan must be nipped before it takes off. Mario da Penha Apr 1, 2015 A week ago, on March 23, a delegation representing three Christian groups met Maharashtra Chief Minister Devendra Fadnavis in Mumbai. The groups -- the Indian National Christian Council, Bombay Catholic Sabha and United Churches of Mumbai -- sought an assurance from Fadnavis that those who vandalised a church property in New Panvel recently will be apprehended. Besides this, they put forward six demands concerning the Christian community -- one of these was a government subsidy to Christian pilgrims from Maharashtra visiting Jerusalem and other sites in Israel and Palestine associated with the life of Jesus Christ. The demand for a pilgrimage subsidy piggybacks on similar schemes introduced by Andhra Pradesh Chief Minister YS Rajasekhara Reddy in 2008 and Tamil Nadu Chief Minister J Jayalalithaa in 2011. Under those programmes, the southern states had earmarked Rs 1 crore for a maximum of 500 Christian pilgrims, each of whom could receive Rs 20,000 at most as subsidy to visit Jerusalem. Jayalalithaa sweetened the deal for her state a year later by offering an allowance of Rs 1.25 crore to Hindu pilgrims travelling to Mansarovar in Tibet and Muktinath in Nepal. Six other Indian states -- Chhattisgarh, Delhi, Gujarat, Karnataka, Madhya Pradesh and Uttarakhand -- also cover a slice of the Mansarovar expenses of pilgrims from their states. Jayalalithaa's largesse to Hindu devotees in 2012 came even as the Supreme Court ruled that another pilgrimage allowance, the Haj subsidy, should be discontinued. While upholding the subsidy as constitutional, the apex court argued that the Qur'anic injunction to visit Mecca only applied to those who could afford the expenses. It asked the Central government to progressively reduce the amount of subsidy until it was completely eliminated by 2022. At the time, Muslim public opinion welcomed the verdict, arguing that the subsidy unfairly benefited the terminally ill Air India, allowing it to stay afloat through its Haj monopoly, even as other carriers offered cheaper deals to pilgrims. With the rising costs of airfare and the increase in the number of pilgrims, the annual Haj subsidy had swollen from Rs 10 crore in 1994 to Rs 685 crore by 2011. Though the allowances granted by Andhra Pradesh and Tamil Nadu to the Jerusalem pilgrimage are meagre compared to the Haj, these annual allocations could rise rapidly if lawmakers felt they were a secure way to corner community patronage. There is no dearth of portentous signs around. Creating new bureaucracies The Christian groups' meeting with Fadnavis last week was facilitated by Ashish Shelar, the first-time Bharatiya Janata Party MLA from Bandra West in Mumbai. In 2009, after Shelar lost narrowly to the Congress's Baba Siddique in the heavily Christian Bandra West constituency, he actively began courting the Christian community. He first aided the re-naming of a public square in Santa Cruz, a part of this constituency, after the cartoonist Mario Miranda. This led one priest to eulogise him as an honest and upright politician who helps Christians. Then, in 2013, he met then Deputy Chief Minister Ajit Pawar to urge him to provide a subsidy for the Jerusalem pilgrimage. During the assembly elections in 2014, Shelar found himself in the midst of robust Christian support. The Catholic Secular Forum nailed its colours to Shelar's mast, and the Catholic cardinal of Mumbai, Oswald Gracias, exhorted the community to vote for good governance. Gordon D'Souza of the Bombay Catholic Sabha, who accompanied Shelar to meet Fadnavis last week, also enthusiastically cheered the cardinal's entreaty to the community last October. In the end, Shelar defeat Siddique by a margin of over 26,000 votes. While Shelar insists his proposed subsidy is entirely voluntary, this pork barrelling of Christians through superficial community concerns has met with anger, including from a former office-bearer of the Catholic Sabha who decried the politics of sponsorship. Creating new state bureaucracies to screen both pilgrims and tour operators will only strengthen these patronage relationships and increase their clout over communities. Unlike the Haj, Christians are under no scriptural obligation to visit Jerusalem. Last year, in the first annual release of the global business magazine's rankings of the 50 World's Greatest Leaders, the Pope was given the number one spot. In its second just released list, Francis is given fourth place in the ranking of the extraordinary men and women who are transforming business, government, philanthropy, and so much more,according to the magazine. Since becoming Pope in 2013, the magazine said that the Holy Father, has been shaking up the management of one of the world’s largest bureaucracies: the Roman Catholic Church. This money was given at better than what could have been obtained from a High Street Bank, i.e. the Bank of England lending rate was used; furthermore these loans were given without security i.e. unsecured loans. It would have been nice to have mentioned the donors; as the piece was intended to be an Historical account. It is not everyday that a sizeable sum of money is lent unsecured.
