IS CAMPAL GROUND GSUDA SCAM OF ELVIS GOMES? Attached please find my letter and comments in regards to the proposed Campal grounds to be constructed by GSUDA. I strongly object to this fancy ground coming up at the parade ground at Campal as it will block the traffic flow, and cause accidents as well as flooding and damage to the entire Campal region of Panjim Constituency. I had also exposed the nexus between Dr. Joe D’Sousa and Mr. Manohar Parrikar ex-CM that are responsible and the brain behind this idea of the Campal ground for sports activities. My attached letter had indicated that both Dr. Joe and Mr. Parrikar are non residents of Panjim and hence have no right to propose the football ground at Campal. Now, I understand that Prime TV on 30th June 2015 too is supporting Mr. Parrrikar and Dr. Joe D’Sousa for their foolish venture for ulterior motives. I still do not know and I hope that people of Panjim come together to see that the white elephant in the name of Campal ground is stalled and another major scam is averted. Dr. Joe D’Souza mentions in his article that former Chief Minister Manohar Parrikar had been a MLA from Panjim for the last 20 years. In fact he is not originally from Panjim but from Bardez side. Also Dr. Joe himself is not from Panjim but from Vagator near Calangute. He may be right that Parrikar has given his parting gift for a football stadium at Campal for Panjimites. But I am sure both of them never played football in any divisional team especially my friend Dr. Joe. What knowledge they will have of football stadiums? To understand about the stadium or football matches one has to be associated in football games which I do not think so. Now, since Dr. Joe writes an article saying that football stadium of international standard must come at Campal he is completely wrong. First of all there is not enough area for the parking and other facilities of international status. The main road of Panjim to Miramar will be completely obstructed and jam for motor traffic vehicles. No doubt we had a small playground during Portuguese regime in this locality but one has to forget to have of international stature. It is advisable that the ground may be selected or acquired possession of land at Merces where Prime Minister Modi had delivered his speech for over a lack crowd. It is definitely suitable for the games of international caliber as there exist a vast parking. He also mentions that the city fathers of the Corporation of City of Panaji started dumping garbage and concealing it with debris of gravel and mud and the CCP has misused and abused this prime property under the very nose of residents of Panjim and also dumping hospital waste, plastic and the hazardous leachates is all humbug and cheap utterances which are uncalled for. He has forgotten being an environmentalist that the garbage could be easily cleared within a month’s time and that this is not the type of Sonsodo garbage accumulation at Margao. Once a stadium is built than this will become a permanent solution. The idea of pressing for football ground in his article is just to please the new Government and GSUDA officials for ulterior motives and that probably government may sympathize. We request the authorities of Panjim and the future MLA whoever may be should give us a gift to real Panjimites by opposing this football ground stadium at Campal-Panjim. Had a very fruitful meeting with Goa Governor Mridula Sinha at Raj Bhavan yesterday and raised four issues of public importance on which the Governor was very positive. Have explained to the Governor that it was very appalling that the Government is very high-handedly attempting to pardon Goa’s convicted former Rural Development Minister Mickky Pacheco who is undergoing a six month jail sentence at Sad Jail. As Mickky Pacheco is a political heavy weight, the Government is clearly conniving and colluding with him to derail the due process of law from taking course by now trying to give him the benefit of pardon under Article 161 of the Constitution. The attention of the Governor’s was drawn that Pardon is to help in saving an innocent person from being punished due to miscarriage of justice or in a case of doubtful conviction, and that the power of Pardon could not be misused malafiedly to rescue Mickky Pacheco whose conviction by four Courts has been even upheld by the Supreme Court. Power of Pardon cannot be on extraneous consideration and exercised arbitrarily, malafidely or in absolute disregard of the finer cannons of law. Mickky Pacheco’s case by no stretch of imagination warrants a pardon as he has been rightly convicted for a serious offence of having as a Minister assaulted a public servant while on duty. Have also drawn Governor Mridula Sinha’s attention that attending the ensuing monsoon session of the Goa Legislative Assembly which begins on July 27th is not a matter of Right for the now jailed Former Minister and Nuvem MLA Mickky Pacheco. Pointing out that the law on this issue has been clearly espoused by the Supreme Court and various High Courts, it was pointed out to the Governor that Speaker Rajendra Arlekar has to act within the parameters of law and legislative precedents and cannot show undue favour to Mickky Pacheco just because he is an MLA supporting the ruling BJP Government. The Governor was also urged to order a detailed and impartial probe into the blatant financial irregularities and illegalities allegedly committed by the Principal of Police Training School Superintendent of Police Atmaram Deshpande. The probe must be above board and those officers attempting to shield Atmaram Deshpande should also be held culpable and punished. The cavalier attempt by the authorities to unduly shelter Atmaram Deshpande runs clearly contrary to the much prophesied mantra of this government on Zero tolerance to Corruption. The gross misdeeds by Atmaram Deshpande as Principal of Police Training School cannot be allowed to be pushed under the carpet. Every paisa spent from the State Exchequer must be accounted for and spent strictly in accordance with law. Lastly the attention of Governor Mridula Sinha was drawn to the highly reprehensible and insensitivity of the Government to the distressed plight and hardship being faced by the students, staff and parents of Sharada Mandir School on account of the sordid state of that now perilous Miramar-Dona Paula Road. As the Bombay High Court has ruled that citizens have a fundamental right to good roads, Governor Sinha was requested to direct the Government to expedite the work of the now dug up Miramar- Dona Paula Road especially in view of the grave hardship being faced by thousands of students at Sharada Mandir School. [Goanet] PANJIM SUBMERGED AT CERTAIN AREAS ALONG WITH THE SEWAGE SMELL
PARTS OF PANJIM ARE SUBMERGED AS WELL AS SMELLING SEWAGE On 1st July 2015 at 12.30 hrs I was surprised that the pavement near Mandovi Hotel upto the Congress House was submerged and I saw people walking in the water. ( see photo attached ). I have inquired one of the shop keeper just at the side of Congress House and he says this is a common phenomenon when the rain and the high tide coincide. That means the level of Mandovi river is higher than the pavement. The road may be just of the same level or higher than the sea level of the river that is the reason we do not see water on the road. I have many times brought to the notice of earlier Mayors and Commissioners but they are unable to rectify. Portuguese time drawings of drainage plans must have been lost. It appears that CCP and PWD do not have qualified engineers. This problem is perennial and will never be solved until foreign experts comes to the rescue of Panjimites. Similarly many places in Panjim the same phenomenon exist. Also I got on the same day a bad sewage smell near Alfran Plaza building near Don Bosco roadside and also some parts in Panjim. This is also common in many areas of Panjim. In fact this is the duty of CCP and PWD to rectify the drainage, sewage and garbage problem in the city but they are so far unsuccessful.
