STATEMENT IN SUPPORT OF TEESTA
We the undersigned express their profound dismay and disquiet at the continued 
official harassment by the central government of leading human rights defenders 
Teesta Setlawad and Jawed Anand. Since the installation of the BJP led 
government in Delhi in May 2014, the country has witnessed open strenuous 
official efforts to foist a large variety of charges of financial irregularity 
on them, to harass them, to tarnish their reputations, and to secure their 
arrests. Fortunately the interventions of the higher judiciary have protected 
them so far. However the latest raids by the Central Bureau of Investigation 
into their home and offices in Mumbai on 14 July 2015 are signs of continuing 
open misuse of official bodies to harass these human rights defenders.


It is well-known that Teesta Setlawad and Jawed Anand have fought an 
unrelenting battle not only to bring to book criminals who committed gruesome 
hate crimes against Muslims in the carnage of 2002, but also to expose the role 
of the Gujarat government in enabling, abetting and even organising these 
crimes. They have been fearless in charging the then Chief Minister Narendra 
Modi, who is currently the country’s Prime Minister, with direct criminal 
culpability for these crimes. For this they have assisted the widow of a former 
MP who was slaughtered in the carnage Zakia Jafri to fight a brave court battle 
in which the first accused is the then Chief Minister Narendra Modi. They are 
also appealing against court orders to free on bail prominent political leaders 
of the BJP convicted of the worst massacre in Naroda Patiya, Maya Kodnani and 
Babu Bajrangi.


What we are witnessing is crude and defiant misuse of official bodies to beat 
down these human rights defenders so as to silence their voices, break their 
morale and divert them from their unrelenting battles in defence of justice 
which charge the country’s current leadership with complicity in hate crimes.  
The veracity of their charges will be decided in the country’s courts. But 
their right to fight for justice on behalf of the survivors of one of the most 
shameful communal carnages in the  history of free India is protected by 
India’s democracy. The open official bullying of courageous human rights 
defenders even as persons charged with a range of serious crimes walk free are 
brazen official attempts to diminish Indian democracy. These must be powerfully 
resisted by all democratic voices in the country.

Holy Ghost church or Holy Spirit church?, relying on Wikipedia is quite a
tricky thing.
The five Jesuit priests were proclaimed as Martyrs of Cuncolim but the
layman were ignored, can justice be done to them (layman) in the present
day era when as per your posting they were ignored for the then prevailing
rules. Cecil, as one of the person who has made a significant contribution
to Goa society, you, I think is in a position to make a strong case for the
honour of martyrdom for those ignored by the Catholic Church.

three decades.

never mincing words in all that he communicates.

Two years ago under Right to Information Act I was informed by the Goa
Police that Melwyn Fernandes was one of the few officers who throughout his
career never ever faced a departmental inquiry or action whatsoever. A
flawless record that officers in the currently embattled Goa Police could
look forward as a role model.

SPEED BREAKERS & ZEBRA CROSSINGS

With ever increasing traffic control mechanism on roads  with speed
breakers, Goa could well be qualified to host  world obstacle race .There
is a clamour on village roads too with local legislators eager to oblige.
It is absurd logic that speed breakers are on National Highway. This  being
in spite against the provision, but who cares. The enforcing agency just
silently swallows the irregularities’ .Fortunately the dangerous speed
breakers are now replaced with   more acceptable humps. These facilities
are not painted regularly by either PWD, Municipalities, Panchayats or the
sign boards visible, in whose jurisdiction they exist. As the result of
neglect these safety apparatus have turned out many times to be  the cause
of needless accidents

The zebra crossings are maned by police in the city area only during peak
hours, Those that violate these signs easily get away, as they can be
booked by traffic police only, Besides the violators jump the gun due to
close political connections The motorists at these Zebra crossings are
almost in tearing hurry to beat the momentary stoppage, It is not uncommon
when the motorists disobey the stoppage sign with impunity, putting the
pedestrians at risk, if they are not extra vigilant .The less it is
commented on painting them is better

The world over and even in many places in India the traffic is managed by
signals and cameras keep a strict watch. This would free personnel managing
manually the traffic junctions and be deployed for better purpose. In Goa
there is not a single place with traffic signals. In Navelim the much
desired experiment failed due to political compulsions, it appears. No
wonder the people cannot think beyond speed breakers as the only and best
means to regulate traffic .Wake up politicians. Where on earth on all your
foreign tours do you find traffic is managed efficiently manually?

At least in villages around institutions at crucial points and elsewhere NGO`s,
Scout/Guides, NCC cadets, Red cross etc could be roped in with some
incentives, thus also inculcating in them civics and road sense

Cockroaches in Moira not good news especially in the village famed for big 
bananas.   Kudos to Moira mazor Rumbo for the timely Reaction and Response  
with the same school of thought as the Global Head of Google Chrome  will have 
jolted Goa Bozometers. On my next visit to Goa our  remanants of Paradise on 
Earth  I will need to get your quick thinking cat some treats  alongside  the 
chocolate and Children story books for village library  weight allowance I hope 
by the time you get this note on goanet your home will be cockroach free.
As Rumbo does not have  a Portuguese Passport you could arrange to  send him to 
the UK on a Goa exchange to show what a Niz Goenkar Cat is made of.  His skills 
will be very useful here in parts of England in keeping Goan settlements 
Cockroach free.

At a restaurant, a cockroach suddenly flew from somewhere and sat on a lady.
She started screaming out of fear.
With a panic stricken face and trembling voice, she started jumping, with both 
her hands desperately trying to get rid of the cockroach.
Her reaction was contagious, as everyone in her group also got panicky.
The lady finally managed to push the cockroach away but …it landed on another 
lady in the group.
Now, it was the turn of the other lady in the group to continue the drama.
The waiter rushed forward to their rescue.
In the relay of throwing, the cockroach next fell upon the waiter.
The waiter stood firm, composed himself and observed the behavior of the 
cockroach on his shirt.
When he was confident enough, he grabbed it with his fingers and threw it out 
of the restaurant.
Sipping my coffee and watching the amusement, the antenna of my mind picked up 
a few thoughts and started wondering, was the cockroach  responsible for their 
histrionic behavior?
If so, then why was the waiter not disturbed?
He handled it near to perfection, without any chaos.
It is not the cockroach, but the inability of the ladies to handle the 
disturbance caused by the cockroach, that disturbed the ladies.
I realized that, it is not the shouting of my father or my boss or my wife that 
disturbs me, but it’s my inability to handle the disturbances caused by their 
shouting that disturbs me.
It’s not the traffic jams on the road that disturbs me, but my inability to 
handle the disturbance caused by the traffic jam that disturbs me.
More than the problem, it’s my reaction to the problem that creates chaos in my 
life.
Lessons learnt from the story:
I understood, I should not react in life.
I should always respond.
The women reacted, whereas the waiter responded.
Reactions are always instinctive whereas responses are always well thought of.
A beautiful way to understandLIFE.
Person who is HAPPY is not because Everything is RIGHT in his Life..
He is HAPPY because his Attitude towards Everything in his Life is Right..!!

PROVIDED BY OTT PLAYERSNEW DELHI: Are telecom operators taking customers for a 
ride? They charge data rates for voice calls made using over-the-top (OTT) 
services such as WhatsApp, Jio Chat, among others.
However, they get away without ensuring that such voice calls are of comparable 
quality to regular voice call service.
While charging for calls on WhatsApp and the like, telecom operators claim that 
the OTT is a data service that adds pressure on their data switch, and should 
be charged accordingly.
Customers using voice calls on various OTT platforms are charged on the same 
rate as the data transfer, on a pro-rata basis. As customers continue to make 
such calls without knowledge of the billing practice, and operators are 
choosing to inform them only when customers complain of higher bills, a debate 
is raging.
Telecom operators claim that providing voice calls over OTT is in violation of 
their licence conditions, and also upsets the level-playing field with regular 
voice calls.
“It is a service that runs on a telecom network and uses the infrastructure, 
and hence a cost should be there… If the app company is making money out of it 
(by charging customers), then they should share the revenue. They should also 
have similar conditions for offering voice services like operators,” said Rajan 
Mathews, director general of Cellular Operators Association of India (COAI).
Even as the debate continues, a committee set up by the communications ministry 
on the service parameters for the OTT applications has suggested stringent 
penal actions for any deterioration in quality of services offered. “We are 
waiting for the telecom regulator to come out with its report… But regulation 
in some form for the OTT players was a unanimous view among committee members,” 
said a top official and member of the committee.
In the event, OTT players may be asked to cough up a connectivity charge to 
telecom operators, or may even be asked to share revenue with the government, 
industry experts feel.
“It is premature to comment, but stringent regulation for the OTT players 
cannot be ruled out,” said NK Goyal, telecom analyst and founder of CMAI.
Telecom operators have also raised security-related questions about voice calls 
services provided by OTT players.

The Portuguese] brought the most modern grafting techniques to Goa with
them, and by the end of the 16th Century itself, the Estado da India's
economy was already significantly buttressed by mango exports. Goan mangoes
were marvelled over at court in Lisbon, and then began to be grown on a
large scale in Brazil and the Caribbean, becoming an entirely different and
more fibrous fruit in the process.

The BJP in Goa seems to be dangling all over the vacant cabinet berth
created by the now jailed Mickky Pacheco. After having initially lured it
to Babush Monseratte and promised it to Vishnu Wagh too, while Nilesh
Cabral and Pramod Sawant wait in the wings also, it is now reported that
Deputy Speaker Anant Shet may come from behind and walk away with the cake.
If it happens another tainted would join the Laxmikant Parsekar led already
awfully soiled cabinet.


The high handed political move by the Old Goa Police in closing the
criminal case that was registered in 2012 against now Deputy Speaker of the
Goa Legislative Assembly Anant Shet needs to be legally challenged in
public interest.


A First Information Report bearing No 29/12 was registered on 3rd March
2012 at the Old Goa Police Station against Anant Shet after he was caught
red handed at the Chorao ferry with cash amounting to Rs 3,47,500 in his
vehicle to allegedly bribe voters while on the campaign trail at the 2012
Assembly elections. The F.I.R registered against Anant Shet was under
Sections 171 (E), 511,188 read with Section 34 of the Indian Penal Code.


Instead of upholding the law and charge sheeting Anant Shet, the police
bowing to the political diktats have closed an open-and- shut case where
Anant Shet was caught red handed with the money. The police have grossly
abdicated in their duty by lacking the spine to charge sheet the Deputy
Speaker.


The closure of the case is malafied, outrageous and a mockery of the law.
The police after having shelved the investigation for two long years
tactfully moved to close the case.


The police are duty bound to act in accordance with law in each and every
case. Anant Shet cannot be shielded just because he is a well connected
ruling party politician. The police cannot pick and choose while
investigating cases. They should in the investigation of every case,
demonstrate the zeal and enthusiasm they extraordinarily exhibited in the
infamous Tarun Tejpal case.


There is rightly a public perception that the police in Goa are sadly
acting as caged parrots and taking no action against crimes committed by
those linked to the BJP.


As nobody is above the law, Justice demands that Deputy Speaker Anant Shet
be charge sheeted and made to face trial in the criminal case involving
serious charges of allegedly bribing voters. And this Government had vowed
that it would be Zero Tolerance against Corruption.

We are lamenting that Goans are seeking Portuguese passports for migration
for greener shores, That is being used to portray anti National streak
.Most of our young professionally educated youth  seek shelter in faraway
Pune, Banagalore, Hyderabad, not to talk about those leaving out of India
in drones The opportunities in gulf  have dried up. Earlier our ancestors
made Africa ,  Portuguese colonies their destinations. There is little hope
in our own backyard for even qualified youngsters  as the secrets of
corrupt masters are safe with outsiders, being a win -win situation .We
have driven out Nylon 66 and replaced with more polluting Meta strips
project. Sesa Goa (Vedanta has shifted to Mumbai) There may be more in
waiting to leave . There are massive and sustained movements against Mopa
airport, Regional plan creating confusion in clash of ideologies. There is
a hue and cry over residential building projects, golf club, hotels in all
most all parts of Goa . This of course leads to invasion of hordes of
migrants from Karanataka, Bihar, Rajasthan and other bordering states.
Goans are loath to take up jobs except white collar openings, The result is
that essential services of masons , carpenters, tailors, bakers,
electricians , plumbers, pluckers  being in demand badly pinching our
pockets. The expanding hotel industry has openings  at the lowest rung of
the ladder in spite of mushrooming hotel Institutes.  There is no land for
even an ITI and National Institutes in Goa which cannot be blamed for
environmental degradation .NGO`s and other motivated groups seeking
recognition, self-interests and attention are sprouting up in every nook
and corner of Goa, The argument of environment protection has been
stretched too far, The disastrous consequences of ban on mining and its
impact on economy is very evident .Now Marinas are a new target of uprising
.Should be stop all development in our state by the over concerns of
environmentalists , who have an axe to grind? How do we provide for gainful
employment of our educated youth? Do we encourage outward migration and
inward migration by our lopsided views and priorities? Express clearly our
preferences and be reasonable as to what  will meet our needs in the next
century, Looks like our leaders, planners are pandering to these groups for
short political gains, instead of taking firm decisions The present Govt of
BJP is stirring emotions and passions with political agenda and is no
different to its predecessors

As I write this, the search is still not concluded. It is shocking that while 
over a dozen members of theCBI are still in our premises conducting the search, 
Delhi spokesperson is misleading the public and our vast supportersby a series 
of misinformations and ofdficials tweets.
In our view, and we repeat no laws have been broken by us. This is a 
continuation of the persecution and witchhunt firsrtlaunched byt he Gujarat 
police in 2014 then under the dispensation that rules Delhi. The CBI has taken 
the same documents that we had voluntarily on inspectyion given the MHA (FCRA 
dept). Over 25,000 pages of documentary evidence has been given to the Gujarat 
Police. When they could not succeed with the bizaree and desperate attampts to 
gain custody (Fenruary 2015), it was the Guj Giovernment Home Department that 
wrote to the MHA and the current round of the persecutions began.
Its is shameful political vendetta. The Zakia Jafri case begins its final 
hearings on July 27 2015. The Naroda PAtoiya appeals (Kodnani and Bajrangi) are 
being ehard in the Guj high Court tomorrow. This is nothing but a bid to 
subvert the cause of public justice and ensure that no justice happens in these 
cases.
We  had written to th CBI offering full cooperation. The so called offences 
relate to documentary evidemnce. This search is nothing but an attempt to 
intimidate and humiliate. India should be ashamed that when scams like Vyapam 
are happening, over 50 persons dying, witnesses in Asaram Bapu case are dying; 
CBI is not appealing in critical cases related to crimes by poiliticians; the 
agency is being unleashed on human rights defenders standing up for the rights 
of Survivors of Mass Violence. It is worse than the Brityish Raj. Pathetic
I repeat Sabrang Communications has broken no law(s). One: Section 3 of FCRA, 
2010 bars certain 'persons'
(political parties and its office bearers, government servants and those
associated with registered newspapers and those involved in the production and
broadcast of news) from receiving foreign donations. However, the very next
section, Section 4 which is sutitled 'Persons to whom section 3 shall not
apply' states: "Nothing contained in section 3 shall apply to the
acceptance, by any person specified 3 in that section, of any foreign
contribution where such contribution is accepted by him, subject to the
provisions of section 10- (a) by way of salary, wages or other remuneration due
to him or to any group of persons working under him, from any foreign source or
by way of payment in the ordinary course of business transacted in India by
such foreign source;"

Sabrang Communications and Publishing Pvt. Ltd Co.
which published the monthly 'Communalism Combat' signed a Consultancy
Agreement with Ford Foundation in 2004 and 2006 "to address the issues
of caste and communalism" through a clearly defined set of activities
which had nothing whatsoever to do with Communalism Combat or remuneration
to Javed Anand or Teesta Setalvad towards discharging editorial/managerial
functions. The Consultancy was signed by Sabrang Communications only after
advice from eminent legal counsel that such an agreement was covered under
the exclusion stipulated under Section 4 of the Act and therefore the
consultancy fees (not grant or donation) received would not be in violation of
FCRA 2010. Ford Foundation in fact deducted TDS with every installment of
consultancy fees it paid to Sabrang Communications. The activities undertaken
and the expenses incurred were in accordance with the agreement. Activities and
Financial Reports were submitted annual to the satisfaction of Ford Foundation.


Two, Sabrang has
kept records and provided copies of the same to the FCRA during the inspection
visit of FCRA team in Mumbai on June 9 and 10, 2015, Additional documents as
required were also posted to FCRA department.


Three: Deliberately or
otherwise, the FCRA team is confusing the well- known lobbying that is part of
the political process in the USA with advocacy initiatives whereby
NGOs, civil society activists engage with the government of the day to draw
their attention towards the legitimate issues of women, children, dalits,
religious or linguistic or sexual minorities, differently-abled persons etc. It
is ridiculous to equate such advocacy initiatives with lobbying.   
Sabrang Communications therefore denies all the allegations.

While believing in the rule of law and due process, we
believe that the State has innumerable devices at its disposal to simply
throttle dissent, intimidate and through these crass techniques try to ensure

Several parents, politicians and activists had demanded a written apology from 
the principal, Sister Louisa D'Mello, while some had also called for her 
resignation. The principal had reportedly punished the students for missing 
school the previous day . Most of these students belonged to the Bohra 
community and had been unable to attend school on account of Lailatul Qadr, the 
holy night when devouts stay up.


The parents, MLA Waris Pathan and a few officials from Nagpada police station 
met the school authorities on Tuesday .“The principal has accepted her mistake 
and has assured that the incident will not be repeated. Hence, it has been 
decided that the parents will accept the apology and not file a complaint,“ 
said senior inspector Shivaji Kadam.


However, a parent said D'Mello will also have to agree to their demands. “We 
want the school to ensure that religious sentiments are not hurt, such 
punishments are not given to students and a new PTA is appointed,“ said the 
parent.School authorities could not be reached for a comment.


On Monday , several local politicians protested and staged dharnas at the 
school.School officials felt there was more to it than what met the eye. A 
school official had told TOI on Monday that they had received admission 
requests from local politicians. “This is a popular school and we get over 800 
forms for just 100-odd seats. How are we supposed to cater to these requests? 
When their requests are not honoured, they pick on petty issues to trouble us,“ 
she said.


The issue is not just specific to one school. Last week, the Saki Naka police 
arrested Vinay Deshmane for allegedly slapping K D Jose, principal, All India 
Education Society .Deshmane was part of a delegation of parents led by local 
MLA Arif Khan that met Jose to discuss “admission-related complaints“. “No 
parent had approached us with complaints. The group came to us only because we 
did not pay heed to admission requests,“ said Jose.


Religious groups too condemned the matter. “It is sad that a disciplinary issue 
is being communalized. It would be best if politicians keep out,“ said Gordon 
D'Souza, president, Bombay Catholic Sabha.

The parents alleged that the school had hurt their religious sentiments as the 
students were punished for taking a holiday , a day after Lailatul Qadr (holy 
night for Bohras). “We stay awake all night, so there is no way the children 
could come to school the next day . Punishing the students like this is 
inhuman. The school has targeted Muslim students in the past too,“ said a 
parent.


Students claimed the school authorities refused to take them in class for the 
entire day . “We were waiting outside the office, but were told to move out of 
the building. A girl fell unconscious and many broke their fast as they were 
tired and felt giddy. We were made to sit on the school staircase for a few 
classes on Monday too,“ said a Class X student.


All punished students were from classes VIII to X.Many parents have decided not 
to send their wards to school until action is taken against the principal.


The principal said, “There was no malice involved in keeping them standing 
outside. The girls were of different religions; there were even a few Catholic 
girls. We treat all our Agnesians equally . I do not accept responsibility for 
the breaking of their fast. Children of different religions in our school keep
