FATHER TONGUE Everybody talks about Mother tongue, but I wander where the role of father is. There is no tongue for father? Goa to reach in par with the developed countries, English knowledge is a must which is Universal. So called mother tongue starts from the time when the child is born, and that the mother is the first person who guides the child, definitely the father comes next. In Goa our mother tongue is Konkani and not Marathi nor any other language but we have noticed in our ancestral times Portuguese was also spoken at home and not English but the child always took upon the mother tongue even without teaching. Later after the liberation slowly the Portuguese language vanished and English came into the picture. Now we see people fighting for English, Konkani and Marathi languages from the primary level? Those who feel that the Marathi or Konkani should be taught them it will automatically come to the child from their parents. But the English is necessary to survive in the world because this language must be taught in the school from the primary level and that so called mother tongue will surely comes in their tongues without even teaching them. This world is now on internet level and that the mother tongue in India is yet to reach that level. Therefore let the English be allowed to flourish from primary as it is difficult to grasp without teaching. Konkani will never die in Goa even if it is not taught. People should avoid fights for all these foolish things by making agitations, blocking the roads and so called “Rasta Roko” etc in order to create panic or destruction of transport in this state. It's atiny Goan fejervaryan frog In the lowland areas of the WesternGhats parts of the Goa and in the hilly tracts of the Belgaum, it is quitecommon to hear the tinkling 'trick, trick' 12 to 14 note chorus call from the mudpools, paddy fields and local water bodies in the monsoon during the lateevening. Many of these are terrestrial frogs sitting next to water bodiesmaking calls to attract females for mating. Although most of these frogs areterrestrial, they need water bodies to breed in. These terrestrial frogs belongto the amphibian genus Fejervarya ofthe family Dicroglossidae and are commonly known as either 'cricket frogs' or 'fejervaryanfrogs'. These frogs range in size from small (19 mm) to large (56 mm) aredistributed throughout Asia. Mostfejervaryan frogs are morphologically very similar and difficult to identify onthe basis of external characters alone, creating taxonomic uncertainty in termsof names, identification and systematics. A team led by K.P. Dinesh, S.P.Vijayakumar, Varun Torsekar and KartikShanker of Centre for Ecological Sciences, Indian Institute of Science,Bangalore; B.H. Chennakeshavamurthy of Zoological Survey of India, Calicut and NirmalKulkarni of Mhadei Research Centre, Goa have published their findings on a newspecies of tiny fejervaryan frogs in the recent edition of the internationaltaxonomic journal Zootaxa. The new species is called 'Fejervarya gomantaki'after the state of Goa where this species is found. Most fejervaryan species inSouth and South-east Asia are cryptic and difficult to identify on the basis ofmorphology alone. The authors have used a combination of morphology, geographicdistribution range and molecular methods to describe the new species. In addition, the authors provide an overview ofthe systematics of the group and recommend additional sampling across the Asiancontinent. Atpresent, the new species is known to be found in low lying water logged areasof Goa and the adjoining hill ranges of Belgaum where it is abundant locally. This is not the first time I have heard of non-payment of salaries to municipal employees. A neighbour who worked as a cleaner on contract basis for a Government department, a year or two ago, did not receive his wages for over 3 months. What made it worse was this period encompassed the Ganesh Chathurti holidays, which is a very important religious event for him.I lent him some money so that he could celebrate the Ganesh festival. Often the workers who are not paid are at the lowest end of the salary scale. While the higher ranking officials get their pay on time, the low-paid employees who live hand to mouth are treated in such a disgraceful manner. Sad. The workers’ salary generally amounts to Rs 20 lakh every month. It is allegedly the first time such an incident has occurred in the Council’s history. Opposition councillors and locals have attributed it to mismanagement of funds and unknowledgeable councillors. “ The financial crisis has occurred due to lack of funds caused, to some extent, by the mining imbroglio and the small amount of Octroi that we received from the government,” said BMC chairperson Karuna Govekar, adding, “ Every year the government used to receive tax from petrol pumps, sale of lubricants and other such activities, and in turn it used to give us two per cent Octroi. However, this year less than Rs 3 lakh was received from the government in the form of Octroi. This is not a sudden situation; the Octroi has been dwindling since the last many years.” BMC Deputy Chairman Riyaz Beig added, “ We will make some arrangements and the salaries will be paid by August 10.” Meanwhile, opposition councillor Narayan Betkikar slammed the BMC for faulty planning and misappropriation of funds. He said, “ It is all because of misappropriation of funds. We have demanded a special meeting to discuss the financial position of BMC.” While the Council is trying to shift the blame to the government, locals have held BMC responsible for the crisis.

The Anti- Corruption branch has registered a Preliminary Enquiry (PE) against Goa’s Industries Minister Mahadev Naik in connection with his alleged fraudulent misuse of MLA Housing Loan Scheme. By a complaint on July 25th an immediate probe was sought against the Industries Minister Mahadev Naik for allegedly committing a major fraud by utilizing the MLA Housing loan scheme by taking a loan of 30 lakhs for housing but then illegally utilizing it for buying commercial property in Ponda. Mahadev Naik. After the issue came to light Mahadev Naik swiftly paid back the entire loan In public interest this serious case of corruption against Mahadev Naik must be probed. Mahadev Naik may be a powerful politician and a Minister in the ruling BJP government but this should not deter the authorities from acting against him in accordance with law. A prompt and impartial action in probing the case against Mahadev Naik would help dispel the public perception that the Vigilance department is functioning as an agent of the ruling BJP and not taking action in cases where persons connected to the BJP are the accused. Meanwhile, the Vigilance department is seeking the nod of the Chief Secretary who is the Chief Vigilance Officer to probe the complaint over the recent appointment by the BJP government of Opposition Congress MLA Mauvin Godinho as the Chairman of South Goa Planning and Development Authority . This act of offering inducement to a public servant MLA Mauvin Godinho for his support to the Government, by an external act of rewarding him with a Chairmanship, when he belongs to another political party, without his resigning from the political party, amounts to an open bribe and purchase of an Opposition MLA. By an order dated 31st July 2015 Mauvin Godinho despite being an Opposition MLA belonging to the Congress Party has been appointed as Chairman of the South Goa Planning and Development Authority in collusion with Defence Minister Manohar Parrikar and Chief Minister Laxmikant Parsekar by getting the incumbent to that post Cuncolim BJP MLA Rajan Naik to resign. Mauvin Godinho is currently an MLA of the Indian National Congress Party which is the main opposition party in the Goa Legislative Assembly, having been elected from the Dabolim Constituency at the 2012 Assembly elections. During his earlier term as MLA while as Power Minister that Mauvin Godinho was accused of a multi crore power scam and was charge sheeted by the police with the matter now pending before the Supreme Court. Ironically Manohar Parrikar and Mauvin Godinho had earlier accused each other of cheating and corruption. Manohar Parrikar had filed a complaint against Mauvin Godinho alleging a multi crore power scam, while Mauvin Godinho accused Manohar Parrikar as Chief Minister of having been involved in gross and rampant corruption during 2004 International Film Festival of India (IFFI). It now needs to be probed whether the appointment of Mauvin Godinho as Chairman of SGPDA is to induce him to join the BJP and whether he has been promised that the Goa government will also go soft in the Power Scam case pending against him before the Supreme Court. BJP Vice President Dr Wilfred Mesquita while reacting to the appointment of Mauvin Godinho as SGPDA Chairman has stated that “The BJP did not find a corrupt and dishonest MLA in its ranks, so they got one from outside”. It has been sought that an F.I.R be registered against the accused Mauvin Godinho, Manohar Parrikar and Laxmikant Parsekar under Sections 7, 13(2) r/w 13(1) (d) and Section 12 of the Prevention of Corruption Act, 1988 & Section 120-B of Indian Penal Code and to promptly investigate the same in accordance with law.
