Mark D’Souza, with his silver moustache and kindly smile, could have been any 57-year-old. Instead, this Borivali resident, who became something of a local hero when he started his free lunch service for the elderly in 2012, is now the favourite topic of positivity-junkies. It isn’t hard to see why. Every day, Mark, who lives with his wife in Immaculate Conception (IC) Colony, feeds 25-30 people who are incapable of cooking their meals. For instance, the elderly or the infirm. Mark does this for free. It started as a passing thought for Mark. “Somebody has to do it, right?” he says, as he talks about nosediving into the initiative with Rs5,000 from his wife, Yvonne.Incredibly for Mark, it all fell into place from there on. He remembers a man, who donated 15 steel dabbas for him to deliver the food in, and a local doctor who pitched in with money. “Today, onions alone cost Rs50 per kg, you know? But I don’t feel the pressure,” he says, gratitude softening his voice. And who are these people who assist him in his daily crusade against hunger? Mark talks about his maid, who, for Rs7,000 a month, cooks up quite a storm — dal, chapattis, sabzi, the occasional chicken, fish or biryani all nicely rounded up by sweet treats of apple or ice cream. All this for 30 people every day. “I often tell her to do a good job, for God is watching. It’s okay if we have a less-than-perfect meal on one day, but not for these people.” Clearly, Mark’s zest for selfless, good work resonates with those around — he is often offered a helping hand up the stairs by durwans and security guards touched by his solo, delivery routine. But for Mark, bringing lunch for his ‘friends’, some of them over 90, is more than a duty call. “When I arrive with the dabba, I get one big, broad smile, sometimes accompanied by a ‘God bless’. I look forward to seeing them as much as they wait to see me every day. It is not about the food any more,” he smiles.So what does he do if somebody outside Borivali asks for his service? “What can I do? I can only serve as per my scale of resources. A probe ordered by municipal commissioner Ajoy Mehta found that the contractors used poor quality material or committed other lapses at 27 places in the city. The civ ic authorities collectively imposed a Rs 39 lakh fine on the contractors. Mehta had ordered the audit of pothole repairs during the monsoon after he learnt that the contractors had done a shoddy job at some places. Seven road contractors had secured con tracts of pothole repairs in seven zones in the city, which is divided into 24 administrative wards. Two contactors entered into a joint venture to secure the contracts in each zone.Shaunak Infrastructure had secured tenders in four zones along with its partner. The city saw several pot holes reappear at several places after the dry spell during the monsoon. The BMC's Voice of Citizen website shows that 3,479 pothole problems were reported, of which 3,089 were repaired.The civic chief was upset with the problem and or dered a detailed probe into the repairs despite the road department's claim that the potholes reported were fewer than last year. Civic officials found that bags containing the cold mix material did not have the manufacturer's details, the manufacture's engineer was not available to verify its quality during work, and at two places, the contractor did not have separate godowns to store pothole-related material. The ward road engineers randomly collected samples from few godowns for testing at the civic authority's material testing laboratory in Worli. They failed the test at three places. The road department imposed a Rs 1 lakh fine on each ward for the absence of the engineer at the time of work and improper storage of cold mix material bags. The contractors were also fined Rs 5 lakh each (three joint venture companies) as the samples failed the test. TIMES VIEW: The BMC should seriously consider hiking the penalty. The fine should be commensurate with the guilt the pain that it causes taxpaying citizens and should hurt cash-rich contractors.

The morning after the blast, the Tianjin Diocesan Social Service Center helped line up 60 volunteers to assist the government's rescue and relief work. The volunteers donated drinking water, clothes and other supplies to hospitals and temporary settlements for evacuees. At least 114 people were killed and hundreds more injured after a series of explosions rocked Tianjin, a port city about 120 kilometers east of Beijing. Volunteers were briefed on chemical contamination before heading to the disaster area, where officials divided them into groups and dispatched them to various relief camps and hospitals. Ignatius Song was stationed about 500 meters from the blast site. Song described a chaotic scene with emergency vehicles and ambulances delivering the injured to hospitals while bringing in much-needed supplies. "Broken glass was everywhere on the road that led to the blast scene. There were collapsed buildings. It was like watching a disaster movie," said Song, who helped evacuate residents. "There was a long queue outside the mobile blood donation center. Many private cars and taxis offered free transportation. A number of hotels provided free accommodation and meals. Another Church volunteer Joseph Hua said, “When our team entered the hospital, it suddenly came to mind that we were facing was a real disaster.” After the explosion, Tianjin Catholics took to social media to plead with others not to come to the scene out of curiosity. Coadjutor Bishop Melchior Shi Hongzhen, a Vatican-approved bishop whom the government recognizes only as a priest, lives at Tanggu district's Chongxinqiao Church, which is about 10 kilometers from where the blast happened. An underground priest who works with Bishop Shi told ucanews.com that in the hours following the blast, they celebrated Mass and prayed for "the dead, the injured and their families." “This is the only thing that we can do,” the priest said. As a car owner, you are being promised a smooth, scenic ride along the city's gorgeous coastline. But if you are one of the unfortunate 93 per cent of the Mumbai's population, you must continue to live with the existing public transport system with a few incremental crumbs thrown your way. Put simply, this is what the grand Western Coastal Road plan that the Maharashtra government is pushing ahead with means - Rs 12,000 crore and more to be spent for less than seven per cent of the population. The enormous cost to benefit a few is not the only reason we, as Mumbai's 93 per cent, need to wake up and understand the consequences of this foolhardy plan. It is a plan that runs counter to received wisdom from around the world about what makes cities liveable for all citizens. The supreme irony of the government's grand project is that the Dutch government has offered to help. In Holland, cars are discouraged; people walk, cycle, use buses and trains. For a country that has learned to live with the sea, a road along its coastline for cars would be inconceivable. Yet, with investment opportunities drying up in Europe, the Dutch have found a reason to encourage this foolishness on other shores. Forget the Dutch, for a moment. What about us Mumbaikars? Our litany of complaints about the way this city is managed never ends. Yet, we seem to wake up to disasters only when it is too late. The spirited opposition to the municipal corporation's Mumbai Development Plan 2034 earlier this year ultimately resulted in it being abandoned (although one is not confident that a new version will really be better). The process of information, consultation, and participation by the people of Mumbai proved that it is possible to reverse and even stop the government's plans if enough people decide to intervene. No such process has taken place so far on the coastal road. Initially, the government gave hardly a month for objections. Many questions remain about the process by which the plan was finalised. For instance, how was the Environmental Impact Assessment done? And how did the Ministry of Environment and Forests give environmental clearance with such alacrity despite the adverse impact the road will have on mangroves and the tidal patterns? The deadline for objections has been extended to August 27. But even today people living along the coast where the road will be built are not aware that this project is imminent. If the plan goes through, what will certainly happen is that Mumbai's uniqueness, its undulating coastline, will be destroyed by an eight-lane highway running alongside it, or under it in some instances. The ramps for entry and exit from the tunnels will destroy the rocks that emerge on many parts of this coastline during low tide. Furthermore, the planners of the project seem to be unaware that Mumbai has changed drastically in the last decade. Hence, inexplicably, the road begins in Nariman Point, an area that is getting depopulated as business has moved north for more than a decade now. It ends in Kandivali even though areas beyond that are crying for better connectivity. If the government has Rs 12,000 crore to spare, why, we should ask, does it not invest it in public transport - enhancing and improving what exists, and adding to it? Why not put every effort to speed up the metro rail, improve existing bus systems and the commuter trains that are stressed to almost breaking point? You don't need to be a planning wizard to realise that cities improve if you invest in whatever benefits the majority of people. Choosing public transport over private cars is a no brainer. But somehow, this kind of common sense has escaped our government. Our only option then, as citizens, is to assert our right to question and object to a road that is going to lead nowhere. Poor Churchill, his prayers did not work! Some people are born lucky and the credit always goes to GOD. Now, the talk of the town is why Churchill must be IN and why Digamber must be OUT when the case is almost identical in nature. Digamber said that he has full FAITH in GOD and Alemao said that he has full faith in the JUDICIARY. GOD won the case in favour of Digamber and not Alemao. Poor Alemao, is God angry with him? Perhaps his confessions with repentance have not reached GOD. Parsekar always said that the Crime Branch is doing a good job. I hopefully now pray that the Crime Branch should not lose heart. We are under severe stress, just recently one night I went to help my friend also a Sr. citizen Dr. Joe D’Sousa to take him to Hospital as he was unwell, but I could not take my vehicle to his house as it was blocked with cars from Andhra Pradesh, Karnataka, Maharastra, Kerala and even Delhi and other parts of India. I thought of calling an ambulance but some people helped me to get my car to his entrance. There were drivers of these cars after eating from their food packets and also were found openly urinating, defecating on street corners and their owners had gone to the Casinos. I personally removed photographs. The next morning of the left over garbage photos were forwarded to CCP, which seem to have done nothing to date of the above malaise. Thus all the citizens especially those who are old and infirm leaving in this area are having a harrowing time. Fortunately the then CM Manohar Parrikar identified himself with the problem of the Panjimites and agreed to remove casinos from Mandovi river. Will Parsekar present CM, honor his predecessor promise, is a million dollar question? If Nazareth wants lift these casinos and place them in front of his house and enjoy the casino beauty and its economy he is most welcome and the Panjimites would thank him for his gesture. Does he realize prostitution, drug sale and incidents of stabbing and night brawls are frequent occurrence from where casinos are operating. Sadly these incidents are not reported in the news papers as the police do not register these offences due to money consideration. Dr. Joe D’Sousa whose house is parked opposite the casino activities is a living victim as he is immobilized due to all these illegal activities especially during the night. "Mother milk" is for crying baby, unfortunately the people of Panjim seems dormant, except the likes of few, like us. It is high time that the Panjimites unite and cry loud and clear or else the voices of insanity emanating places like Porvorim will prevail and continue to destroy and degrade Panjim. Further Panjim is already degraded at the moment and we all Goans must unite to fight this menace of casinos from now on. The areas like Merces, St Cruz, Taleigao , Ribandar and even Porvorim are been affected. Nazareth should not blow his empty trumpet without knowing the ground reality and allow the government to exploit for the suffering of the people of Panjim. Unfortunately certain news papers are singing Nazareth tune since the Editorial staff of certain newspapers are bribed, hope the print media which is committed to the interest of Goa and Goans to take up this matter up and publish my views that broadly reflect the concerns of the residents which includes Nossa Senhora de Piedade convent, Mamai Kamat residency and all those living in Central parts of Panjim, St Tome and Fontainhas area. Update III: Sexual harassment by top anchor at a local cable news channel Over the last three days, me, along with a couple of other journalists have managed to track down or have been reliably informed about seven cases of sexual harassment in the same local cable news channel involving the same top anchor (mentioned in earlier posts). All the seven cases have occurred over the last one year and more. The seven victims, several of whom we spoke to, have been subjected to sexual harassment, do not include others who have been abused before the above-mentioned time period or those who have been abused outside the organisation. The list of seven victims includes the latest sexual harassment case in which a part-time anchor was targeted and who eventually had to quit the organization. The accused anchor, also a senior print media journalist, however, was allowed to stay on in the same cable news channel with a ‘final warning’ and continues reportage and interviewing guests for the channel, which also runs a popular English newspaper. Three out of the seven victims landed up at the local cable news channel, as interns or fresh mass communication graduates from a Mapusa-based college, keen on starting their journalistic career. The unfortunate part is that none of the victims are willing to put their complaint down in writing. Their ground is that journalist in question, with his seniority and clout, will “finish of their careers”. This is the unfortunate fact of the matter for now, young journalists cowering in fear at the very start of their careers. Not a great sign for the profession as far as the state is concerned. There are a couple of victims, who have however, promised to think about filing of a formal sexual harassment complaint. We hope they do muster the courage. The lack of a complainant, unfortunately, also implies that no legal action will be taken against the harasser, at least for now, and the steady supply of interns from mass communication colleges, like the one in Mapusa, who are also interviewed for the job by the same anchor, will be open to abuse at news channel’s office premises located in central Panaji. FYI, we have also been informed of a sexual harassment case involving a mass communication post graduate diploma institution in Panaji. There are some commonalities as far as the modus operandi used by the anchor, when it comes to snaring his victims. The notes below on modus operandi are derived from victims’ stories, heard in first person and in some cases where the sexual harassment narrative has been recounted by the victims’ friends and colleagues. As far as the professional part goes, in the early, softening phase, the interns or young journalists are offered ready made news stories filed by the top anchor himself and an array of sources with promises for more help as and when required, which includes editing of their work and sundry. A very tempting proposition for young kids who are finding their way around their respective beats or work chores. It also creates a sort of incestuous dependency, which is exploited later. In many of the sexual harassment cases that we came across that occurred over the last one year and more, a cameraman who also works for the cable news channel is used as an ally, in this case a partner-in-crime. In one specific instance, the cameraman even advised a victim, his friend, to respond positively to the anchor’s sexual overtures claiming that it was the best way to move ahead in journalism. The personal approach is cornier and begins with stories about the anchor’s wife, who according to most of the victims, has been consistently described as a mentally challenged person, who beats him up often. This bleak family landscape is supplemented intermittently raunchy messages and ‘permission’ to send across vulgar videos. In most cases, attempts to grab and actual physical advances have followed the initial attempts to soften the victim. Rejection and attempts made by the victim to expose the anchor after the sexual harassment crosses a point, results in defensive threats of suicide made by the anchor as strategy. While I am sure these are standard tactics used by the aggressor in such cases, it is important to mention them, in the hope that the anchor’s prospective victims wise up. I have not come across any other Goan who has carefully enumerated this data as you have, though there might well be. Perhaps readers can enlighten on this. I have a few questions for you solely in a spirit of enquiry. If you don't have the answers, perhaps they may set you in a direction of work to add to the data you have collected. 1. What is the average annual increase of the Goan population worldwide. 2, If the population in Goa is say, a mere 1 million out of India's 1.25 billion, would Goans be only 10% of the residents. 3. Would Goans in Bombay be only half in number of the Goans in Portugal. 4. Would it be possible to include in your data the Goan migration and population shifts taking place over the years like: Moving from Goa to Bombay, Bangalore and Hyderabad (younger people) and Bombay and other places to Goa (older people). Other major shifts to the UK, Portugal, Canada, Australia, USA and a minor one to New Zealand. Perhaps you can set the methodology for future interested Goan population statisticians. Vatican Secretary of State Cardinal Pietro Parolin, the highest-ranking Church official to visit Timor-Leste since St. John Paul, was the Mass' main celebrant, which took place on the feast of the Assumption of Mary. Before leaving to do my postgraduate studies in London and coming to Toronto in 1974, I had a BSc in Mathematics/Physics from Makerere University, Uganda, and subsequently added a postgrad diploma in statistics from the London School of Economics, an M.Sc. in Mathematical Statistics from the University of Toronto and an MBA from York University in Toronto. My ancestral links are to the village of Moira in Goa. I worked for three years in the Ministry of Finance & Planning in Uganda, and am now a Senior Reliability Specialist with the Maintenance Engineering Department of Bombardier Aerospace, my workplace for thirty years. Now in the twilight of my career, I will be retiring in a few months. One stumbled into the field of Reliability Engineering by accident in 1978. Reliability is the application of statistics in engineering. It happened by chance -- or, as one might prefer to say, by the grace of God. One has had the good fortune of becoming an expert in the field of aircraft in-service statistics and have had a hand in creating several world standards in the field. In particular SPEC2000 Chapters 11 and 13 with the Air Transport Association of America. While having had a share in management for several years, it has been in the technical field that I feel able to have made a unique contribution. Because of my training and profession, I have always been enthralled with numbers. It has also been because of the Uganda Expulsion and aftermath that I became so involved with playing a role in things Goan. In Uganda I had come to consider myself an African, but when most of the Goans left and I was just one of three Goans remaining in Entebbe, my home town, I came to appreciate Goans. Their departure felt like the death of a parent. You are always with your friends, but when your mum or dad dies, you the feel it big time. So on reaching Canada, I decided to play a role in Goan affairs. In 1982, as Vice-President of the Goan Overseas Association, I did a general survey of Goans here. Although it was not a census, based on a lot of numbers gathered, I was able to do my first estimate of the size of the Goan population of the Toronto area. (Later I became President of the G.O.A. in 1985 and the defacto historian of the Goan presence in Ontario by writing the history of the Goan community for the 25th anniversary of the GOA in 1995.) From my love for numbers, over the years I made notes of Goan populations -- even scraps of information. Then one day in 2010 or so Milton Rodrigues in London emailed several people desperately looking for numbers on the Goan population scattered worldwide. Someone forwarded it to me. I could have just said that there was nothing. But I sat down and wrote based on all the scraps I had. Sometime after that Frederick Noronha took an interest and wrote an article about it. Thanks to that, I decided to be more serious about the subject. Another thing that has helped has been my curiosity of the Goan experience in different parts of the world. Some Goans feel resentment about Goans from other places, always thinking that they try to lord it over someone else. Instead, I have been interested in all our collective experiences. As a result I have made friends with Goans from all over. I have many good friends from Karachi, my wife and I have belonged to two prayer groups mainly with Goans from the Gulf, I've wondered about the ethnicity of Mangaloreans and so on. (Thanks to Alan Machado Prabhu I was finally able to confirm that Mangalorean Christians and Hindus came from Goa and so I've added them to my count.) About the tools I use, my profession in Bombardier has led me to being creative. Over the years I have developed methodologies and software that has helped make Bombardier a world leader in analysis of aircraft reliability performance -- something that has surpassed bigger airframe manufacturers like Boeing and Airbus. Fr. Chetan Machado is appointed as a YCS/YSM National Chaplain New Delhi, Aug 20: Rev. Fr. Chetan Machado (Diocesan Youth Director of the Archdiocese of Delhi) as well as Regional Youth Director of ICYM/YCS Northern Region has been appointed as the YCS/YSM National Chaplain. He will take Charge in the month of September 2015. Post was vacant due to present YCS/YSM National Chaplain Rev. Fr. Charles Menezes was appointed as International YCS Chaplain. He will be having his office at Paris/France. YCS is the official wing of CBCI Council for Youth which was recognized by CBCI in 1969. ICYM is Parochial Youth Movement which was approved in 1999 is another wing of CBCI Council for Youth. Fr. Chetan was born in Mai Deus Parish, Shirva, Udupi Diocese came to Delhi after completing graduation in 1995. He completed Philosophy in 1999 from Holy Trinity College, Jalandhar, Punjab. After two years of Regency in Haryana and Delhi, he went to Vidyajyoti College for his Theological studies. Ordained priest in 2006, he has served in Vasant Kunj parish for one year and was appointed Asst. priest at Sacred Heart cathedral in 2007. In 2010 he was appointed Youth Director of Delhi Archdiocese. On 9th March 2014 he was appointed as Regional Youth Director of Northern Region. He held various responsibilities in the diocese. He is also a consultor of the Archdiocese. At present he resides at Defence Colony Parish Delhi and his regional as well as diocesan office at Yusuf Sadan, Delhi. Fr. Chetan is a man of God. He is known for his friendly nature. He rejuvenated the Youth Movement of Delhi. Took various initiatives to revive the Youth of Delhi. Today there is a vibrant youth movement in the Archdiocese of Delhi. He is hard working, Committed to his mission. Amidst of busy schedule he rendered his services in designing various souvenirs of the Diocesan Schools and magzines. He also designs ICYM National Youth Magzine "Apna Yuva Spandan" and YCS National Youth Magzine "Serach". He is a good motivator and trainer too. He is multi talented priest with simple life style. Till now Fr. Charles Menezes was on this position. He has been promoted to the post of international director for IYCS – JECI (International Young Catholic Students) on 24th July this year. Goa Chief Minister Laxmikant Parsekar’s brother in law Dilip Malvankar who is an officer with the Goa Industrial Development Corporation has been arrested yesterday by the Anti- Corruption Branch after being caught red handed accepting a bribe of Rs 5. For the Goa Police to be able to fairly and fearlessly investigate and prosecute this case it is imperative that Laxmikant Parsekar should step down as Chief Minister or at least not continue with the Home portfolio as the police will be constrained to subtly hush up the case for the fear of facing retribution and wrath at the hands of the Chief Minister. And ironically to charge sheet this case the police would require the sanction of the Chief Minister himself. In 2012 the BJP rode to Power in Goa on a very fake promise of Good Governance and Zero Tolerance to Corruption. But the rampant Corruption is there for all to see. Goa has deliberately been kept without a State Information Commission and no Lokayukta. And with the virtual shutting down of the Goa CBI Court, the prosecution of Corruption cases has slowed down with it ending up now being Acche din for the corrupt.
