[Goanet] SEWAGE FROM ASCORIA BUILDING APPEARED IN PIPELINES AT CARANZALEM FIELDS?.
Yesterday ( 4th Sept) when I was passing through Caranzalem I saw a number of residents of Caranzalem area demonstrating opposite the Kamat Megamat centre against the GERA BUILDER of Ascoria Building ( see photograph) which has more than 300 flats approximately. It seems that the sewage is directed to the fields at Caranzalem through the recently built pipeline connection approved by the High Court and CCP authorities. I stopped my vehicle at 12.30 hrs and I was told that this "tamasha" started at 11 AM and the police bus was standing nearby the area along with the police contingent about 300 in numbers and the crowd was also nearly 150 persons including ladies and fishermen. I saw people discussing and abusing the Municipal Engineer Mr Abreu and the Junior Lady Engineer from CCP at the site.. Also they have not spared the Commissioner Sanjit Rodriguies who was not present at the site . They said that Sanjit is the main cause for all these nonsense for the sewage project for Miramar to D.Paula, and now the sewage is found appearing in their field and into the river. Three years back the fields at Caranzalem were inundated with the sewage black in colour. from these various building constructions. One of their leader near Megamart Kamat Centre told me that the pipeline exit was blocked by them for the safety of fields. . The CCP Municipal Engineer Mr Abreu instructed to check the pipeline near the opening chamber at Kamat centre. I saw that their workers removing dirty black in colour material liquid smelling along with the big size of plastic coming perhaps from Ascoria building with the help of 3 ft lader into the opening kept for visual. The Pollution Control Board as well as Sewage authorities from PWD must inspect this building Ascoria whether they have approved sewage treatment plant in their premises, if not take necessary action as per the rules. Poor fishermen once earlier have demonstrated at the same spot before the start of the sewage pipeline project and I have taken the photographs having High Court board kept at the site of the project work showing that this work is having approval from Court and CCP. Next day this board was found missing and the work made to complete and now again this kind of demonstration by the same residents is seen on 4th Sept 2015 from 11 AM to 12.30hrs for objections. Will Sanjit Rodrigues Commissioner of CCP, take action into this sewage discharged by the Ascoria building, and order an inquiry or check the sewage treatment plant for the benefit of this residents so that in future they are safe of all these idiotic discharge by the Ascoria building? Also others high rise buildings come up by other builders of MODELS AND PETER VAZ ETC, at Caranzalem area needs to be checked in the same manner before an another demonstration takes place in near future. These buildings are at low lying areas and at CRZ AND NDZ limits. I was told by the leader of the group of demonstrators that media coverage is been put off due to the pressure of these Builders . I am surprise there was no coverage in any of the channels TV, like HCN, Goa 365, Prudent Media , Prime TV etc. on this aspect. If this inspection is not done than Sanjit must resign from the post of Commissioner as many fishermen are suffering and it is a serious issue. Warning bells sounded in Goan minds this week when the esteemed literary scholar M M Kalburgi was gunned down outside his home in Dharwad, just an afternoon's drive from Panaji. The victim was a brave progressive voice amid the increasingly fraught cultural dynamics that have rapidly emerged to embroil the states across the border, even as relatively open-minded tolerance for difference and dialogue struggles to survive in Goa.Kalburgi's murder was a reminder of the grave threat steadily building on the doorstep of India's smallest state. This is only the latest incident.Previously, anti-superstition activist Narendra Dabholkar was killed in Pune, and longstanding Communist leader Govind Pansare was similarly murdered in Kolhapur. Both cases remain unsolved, though investigating agencies believe they are linked, and there are "prima facie striking similarities" to the cold-blooded execution of Kalburgi. In all three cases, elderly rationalist scholars—each one an undaunted opponent of Hindutva groups—were shot at close range by two unknown men in the early morning hours. Further South, in another region with deep connections to Goa, the Dakshin Kannada district and its capital city of Mangaluru have become notorious for moral policing by violent vigilante groups, particularly the virulent Sriram Sena, whose members have assaulted young women in a pub, targeted couples on Valentine's Day, ransacked the central office of the Samajwadi Party in New Delhi, and were eventually exposed by Tehelka magazine in 2011 for "rent-a-riot" tactics, taking money to attack innocent people and institutions. As a result of this constant, unchecked violence, formerly peaceful and multicultural Mangaluru has become fearful, its atmosphere thoroughly vitiated. Just a week ago, a 28-year-old Muslim man was assaulted in the main marketplace, tied to an electric pole, stripped to the waist and beaten. His crime? Speaking to his (female) Hindu co-worker in public. The previous week, Kukke Sri Subrahmanyeswara College suspended two adult second-year college students because a picture of them with beer bottles circulated on WhatsApp. Earlier, so-called "activists" blocked a bus, forcibly preventing female students from travelling on a study trip. It took the Supreme Court to save Goa from an identical fate, when it extended the state's ban on the Sriram Sena's leader Pramod Mutalik. In its ruling earlier this week, the judges said, "What are you doing in Mangaluru? Are you doing moral policing? Beating up girls at a pub in Mangaluru? The high court is justified in stopping you. Let him not enter Goa for the time being—for six months." Goa dodged a bullet with that Supreme Court ruling on Mutalik, but the murder of Kalburgi in Dharwad strikes uncomfortably close to home. The university town has hosted generations of Goans, including former chief minister Shashikala Kakodkar and former Union minister Eduardo Faleiro, as well as legions of other SSC and college students from all over the region who have used it as a launching pad to achieve excellence all over the world. In her lovely family memoir 'Filomena's Journeys', another Goan alumnus of Dharwad, Maria Aurora Couto writes, "The quality of Indian society in Dharwar...was unusual", it was "a unique cultural space—home town to Kannada writers and to the Hindustani classical musicians Gangabai Hangal and Mallikarjun Mansur". Also, "there seems to have been a natural connection between Goa and Dharwar, since in ancient times Dharwar was capital of Halasigenadu, a region jointly ruled by the Kadamba king of Goa, and his queen, Mailadevi." Dharwad was spelt Dharwar in the past, and Couto uses this spelling in her book. The flood of Goans seeking education in Dharwad were encouraged by the first two Indian principals of the venerable Karnatak College, who were both Goans, Francisco Correia-Afonso and Armando Menezes (this writer's grandfather). Menezes was later instrumental in the establishment of Karnatak University, where he laboured for decades to translate thousands of verses from the great medieval mystic poets of Kannada—Basavanna, Akkamahadavi—into English for the first time, the exact same literature that Kalburgi devoted his life to, and finally died for. Armando Menezes wrote a poem "after Basavanna" that is worth reading in memory of Kalburgi. Absence of God (1971) Is the Master of the house gone out, Or is he in? Cedric Prakash sj* Beginning 2013, the United Nations General Assembly has designated September 5th as the International Day of Charity. In a path-breaking resolution adopted earlier, it “reaffirmed the Universal Declaration of Human Rights, which states that recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world”. The resolution also affirmed that “charity may contribute to the promotion of dialogue among people from different civilizations, cultures and religions, as well as of solidarity and mutual understanding.” It finally invited all member states, civil society, NGOs and others to commemorate the day “in an appropriate manner, by encouraging charity, including through education and public awareness-raising activities.” Very significantly, the resolution also highlights Mother Teresa and her unparalleled role in promoting charity. The International Day of Charity is observed on the death anniversary of Mother Teresa who died in 1997. Mother Teresa was an embodiment of charity in the purest sense of the word. During her lifetime she communicated the greatest of human values which included compassion, love, understanding and whole-hearted, free service to the poorest of the poor. She was able to touch the lives of many. She gave and did not count the cost. It is fitting therefore that many throughout the world – irrespective of creed and class truly regard her and venerate her as a saint. Today, our world cries desperately for charity. In a message for the day, the UN Secretary General Ban Ki-moon says “at a time when the need for humanitarian assistance has never been higher and when there are more refugees and displaced people than at any time since the end of the Second World War, charities play an increasingly vital role in meeting human need...I call on people everywhere to volunteer and act charitably in the face of human suffering.” Thousands of people are today displaced all over the world. Displacements are caused due to several reasons which include authoritarian Governments and groups which are violently hostile to vulnerable, weak and minority communities; lopsided development programmes which favour the rich and other vested interests, through corporations and mega-projects; the use of anti-people programmes and agendas to further the cause of fascists. This has also meant the denigration of both men and women as they get relegated to the status of refugees in their own country or in sheer desperation as they flee to a foreign land. Charity therefore necessitates a paradigm shift very particularly in the way we respond to the growing global crisis. In his Encyclical ‘Laudato Si: On care for our common home’, Pope Francis does not mince words when he says, “in the present condition of global society, where injustices abound and growing numbers of people are deprived of basic human rights and considered expendable, the principle of the common good immediately becomes, logically and inevitably, a summons to solidarity and a preferential option for the poorest of our brothers and sisters.” (#158) Earlier, in June 2009, Pope Benedict XVI wrote a path-breaking Encyclical entitled ‘Caritas in Veritate’ (Charity in Truth) in which he redefines the whole notion of charity. “Love – caritas is an extraordinary force which leads people to opt for courageous and generous engagement in the field of justice and peace. It is a force that has its origin in God.” (#1) We truly need to follow the ways of Mother Teresa in our world of today, but we also need to look at those endemic issues which plague society today. Perhaps, Dyan Chand told his relative about the meeting with Hitler but he didn't mention it in his autobiography GOAL. We left the banquet early and boarded a train at Pottsdammer station to commence our post-Olympic tour of the Continent." Fortunately, the match with Germany has been mentioned, including the fact that India lost to Germany in the practice match by four goals to one. This played heavily on the minds of the Indians when the team met Germany in the final. The Hindu correspondent wrote, "Every member of the team was feeling the strain of the first defeat at the hands of the Germans in the practice match, and no one was his usual self." In the practice match, India has many chances but failed to cash on them. In the final, Germany paid for making the effort in adopting India's game. As The Hindu correspondent wrote, "Germany in her confidence or foolishness adopted India's game and took also to short passes which proved the undoing of a very strong German combination." Germany was also able to restrict India to just one goal before half-time. In the second half, India went on an all-out attack. As the correspondent writes, "Dhyan Chand discarded his stockings and spiked shoes and played with bare legs and rubber soles and became speedier in the second half." The team was probably given "spiked shoes" because the turf was wet from previous day's rains. The final was postponed because of the rains on that day and playedn the next day, which happened to be the last day, Aug. 15, of the Games. They have distributed reusable bags to all families to persuade them to avoid plastic. They have replaced all conventional lights in the church with LED bulbs and installed rainwater harvesting systems in the church and school buildings. As a result, they no longer utilize BMC water for the garden and toilets. Taking a big leap forward, the parishioners, along with the members of the Bombay Catholic Sabha, plan to adopt Vikhroli railway station and work towards cleanliness and beautification of the premises.“We are awaiting permission from the BMC and railway authorities,“ says parish priest Fr Rocky Banz. “Ours is the church closest to the station, and our youth members studying in Class XI and XII are enthused by the plan.“ This will be the first time a church, or any religious institution, has adopted a railway station in Mumbai. Organic farming shall be encouraged through Government subsidy to convert/recycle bio-degradable wastes. Agricultural low lying fields, specially paddy-fields shall not be allowed to be converted to horticulture or other activities by filling. Mining operations or dumping of mining rejects in agricultural lands shall be stopped altogether. (Example: Satari, Bicholim, Sanguem & Quepem Talukas). The existing ‘Tenancy Act’ (Land to the Tiller Act) shall be reviewed and revitalized and/or modified to encourage agriculture. *An Agriculture College or Institute shall be set-up in Goa.* Grazing tracks shall be defined and maintained and the movement of cattle on trunk roads and highways for grazing and watering shall be prohibited.. The effects of putting fallow agricultural lands under ‘Jathroppa’ cultivation/plantation for the promotion of the manufacture of non polluting bio-diesel in the State shall be actively studied and encouraged if found viable. *Explanation:* *It is the belief of this party that from the time that the Tenancy Act came into force, all agricultural lands have been exponentially neglected in the course of the years. Studies conducted and opinions gathered by the party indicate that the bonanza handed out to the “agriculturists”, where-under entire agricultural lands belonging to several owners, many of which, in numerous cases, ended up in the hands of a single individual who, overnight became one of the bigger land owners, without any obligation or accountability to a higher authority and without having to pay a market price for the land s/he obtained, has been the root cause for the malaise affecting today’s “agricultural” scenario. The smaller or the bigger land owners including the Comunidades, individuals, religious institutions played a preponderant role earlier, in ensuring that the person to whom the paddy field was leased would cultivate the same and ensure that the production was sufficient not only to pay the annual lease rent, but also sufficient to keep body and soul of the lease-holder in good cheer. There is nothing in the Tenancy Act, as it stands today, to enforce or even to verify the quantum of production in each paddy field and whether the cultivation being carried out, if at all, matches the potential of the concerned field. In many cases large tenanted lands has been transferred to so called agricultural co-operatives which are, in fact building and/or construction companies or firms in connivance with the Tenant and the Mamlatdar. Such lands have been subsequently sub-divided into plots admeasuring around 1000 square meters where posh bungalows are sought to be built under the guise of “farm houses” ( an exception to the building rules but protected under the Tenancy Act which has served well the tenant, the owner and the corrupt Mamlatdar). In other cases paddy-fields known as ‘Khazans” are being exploited for their fish potential, by deliberately breaking or breaching the ‘bunds” to allow entry of saline water.* *In the world of globalization, and GATT, we see a country like China in a position to export to India one of our major food staples namely ‘rice’ of good quality at a price of approximately Rs. 4 or thereabout per kilo. These gambling boats, which came up around 1999, remain stubbornly moored in the Mandovi river, near Panaji, even though they’ve been known to break laws. The people of India’s smallest state are united in opposing them—and every party that’s not in power does so too. But all politicians, once elected, generally let them be. The latest shocker has come from the BJP government of Goa. Former chief minister Manohar Parrikar, now the Union defence minister, calls casinos a “social evil” and “dens of vice” and on the campaign trail had promised to root them out. As chief minister, Parrikar had sworn his government would never need “bad money” from the casinos for development, and that those funds—some Rs 135 crore was collected in taxes and duties—would be kept separately and used only for homes for the aged. But now, Goa’s present CM Laxmikant Parsekar, known to work under Parrikar’s guidance, has reneged on the March 2014 promise, made in the state legislative assembly, that the casinos would be shifted out of the river when their licenses expired on August 29, 2015. Instead, a day ahead of the deadline, Parsekar made an executive decision to extend their licences, citing “revenue flow” and “investor confidence”. Goans feel betrayed, but not shocked. The steady subversion of the state’s democratic process and the open collusion between its most powerful politicians has played out in full view of Goa’s voters. It has escaped no one’s attention that the biggest player in India’s casino trade, Delta Corp’s Jaidev Mody, had been prominently seated on stage at the swearing-in of Parrikar in 2012. Or that Parrikar has repeatedly defended his friendship with the gambling magnate. Barely 20 days after sweeping into power with an unprecedented mandate that brought together all communities of Goa, the Parrikar-led government quietly cut the entry fees to casinos from Rs 2,000 to just Rs 500. While campaigning (and again last year), after incessant complaints from affected citizens, the BJP leadership had insisted it would implement its pledge that locals wouldn’t be allowed in the casinos. The promise lies forgotten. In 2014, the National Green Tribunal was petitioned about sewage pollution from the casinos and enjoined Goa’s pollution control board to test the Mandovi river water. The findings were of “alarmingly high” faecal bacteria and other matter that is at levels harmful even for skin contact. Immediately, Parrikar had called a press conference, where the IIT graduate gave a dubious clean hit to the casinos, declaring the fatally contaminated Mandovi water “the cleanest in the state”, even “safe for drinking”. Long-time observers of the global impact of casinos point out that Goa is at the inevitable point of no return, with a torrent of questionably sourced cash overwhelming the political system, as happened in Macau, Las Vegas and other corrupted gambling destinations. It is an industry based on financial irregularities—both Delta Corp and Pride Group (the biggest gambling companies of India) have been raided by the income tax department over money-laundering and tax evasion. So nobody was surprised when the Louis Berger bribery case, which landed former chief minister Churchill Alemao in jail (and threatens another former chief minister, Digamber Kamat, with the same), showed up a casino angle. Special public prosecutor G.D. Kirtani told the court that hawala trader Raychand Soni, who provided the money to pay the bribes, “funds many casino gamblers in Goa. Casinos are running on his funds”. It was another alarming allegation that should result in a serious investigation, probably an immediate suspension of all casinos in Goa until the so-called “industry” is thoroughly cleaned up and properly regulated. Will that happen? Don’t bet on it.

After finalizing the semi-left Link newsweekly, for which I worked then, the office driver boldly drove the Ambassador late at night through Delhi streets, which were already in the grip of anti-Sikh riots, erupted following the assassination of Indira Gandhi. The driver squeezed his way through burning vehicles. At several places we could see houses in flames and heard painful, shrieking voices. It was a ghastly scenario, of the type I had never witnessed, or even imagined, before. I reached home, a middle class South Delhi locality; to my consolation all was quiet, though we had a Sikh neighbour. My lovely daughter on that fateful day was just 21 days old. After taking my dinner, it befell on me to look after her, as she would refuse to sleep. I was still awake, and at 2 am, I found somebody knocking on our door. “Shah saheb”, the person who knocked the door loudly said. I immediately recognized his voice: We used to call him a “chaddi dhari” – perhaps because he was an ordinary RSS worker, who would participate in shakhas in the open ground next to the temple, built on society land, just about 200 metres away. I opened the door. I don’t remember his name, but I do recall how he and his father would proudly proclaim the cause of the Hindus. “Don’t drink the tap water”, the young man, in kurta-pyjama, advised me. I wondered what was wrong. He said, “They … Sikhs … have poisoned the pipeline.” I expressed my surprise, nodded, and closed the door. Next day, I learnt, all my neighbours were woken up in the wee hours and were told that the tap water shouldn’t be used, as it had been poisoned. I don’t blame the chaddi dhari. He was a communicator. As the day passed, I heard of more such rumours. One of the mostly ghastly was a train full of Hindus massacred by Sikhs reaching Delhi from somewhere in UP. I don’t remember if this was reported, yet – interestingly – a similar rumour found its way in a top Gujarati vernacular daily on the day 2002 riots broke out, February 28, though this time Muslims were the culprits. It is well known that neither during the anti-Sikh riots of 1984, nor during the post-Godhra flareup of 2002, no steps were taken against any of the rumour mongers. I recalled the rumours last week, when mobile internet was banned in Gujarat in the wake of the Patidar agitation, which took a violent turn following the rally on August 25. Mobile internet remained inaccessible for seven days in most of Gujarat, especially Ahmedabad, with officials citing how social media was being misused for spreading “pernicious rumours”. There was an effort to suggest that, had social media not spread rumours, the agitation wouldn’t have become violent. During the “retaliatory” police action, 10 Patel agitators had died, which could have been avoided. I wondered: Didn’t rumours travel in 1984 and 2002, helping incite the riots? A question arose in my mind: With internet in hand, especially for a Gujarat government, claiming to be the most e-savvy than any other state in India, wasn’t it possible for it to refute rumours more easily? In fact, Narendra Modi, as chief minister, kept making public statements for several years that the Gujarat government’s e-governance network was the best and largest in Asia. I further wondered: With internet in hand, don’t ordinary citizens have a better possibility of checking and re-checking rumours, which wasn’t the case in 1984 or 2002, when all information was “received” from individuals or from newspapers or TV channels, with little possibility of instantly finding out the reality. With some of these questions, I contacted Ravi Saxena, former additional chief secretary, science and technology, Gujarat government. There was a reason to contact Saxena: He currently runs an NGO called RISE or Removing Ignorance for Social Empowerment, whose job is to advocate internet as a fundamental right. A suave ex-bureaucrat, he has put all that he told me on Facebook. Refusing to buy the argument that social media in Gujarat can act only as a means to spread rumour, he says it is “the most powerful challenge to the present model of governance”. He adds, already various governments worldwide have begun “citizen engagement frameworks” to channelize the “power of social media”. Hitler was to attend, to celebrate what he assumed would be Germany's victory, in a foregone conclusion. In full Third Reich pomp, Hitler entered the stadium along with his generals and sat to watch the game. The Indian team was captained by Dyan Chand who wore sub-standard non-commissioned rank issue canvas shoes. The grounds were wet and he soon discovered he could not play in those conditions with the pair he wore. Taking them off, he started playing barefoot. As the game progressed it became obvious from the goals being scored, that Germany would be trounced. Hitler left in a huff. India went on to win gold, beating Germany 8-1. That evening there was a message sent to Dyan Chand from the Chancery that Hitler wished to meet him in person. Chand did not sleep at all that night. The next day at the meeting, Hitler asked Dyan Chand what he did for a living besides playing hockey, while staring at his canvas shoes. "I am in the Indian Army" replied the simple man. "What rank" Hitler asked. "Lance Naik, sir" said Dyan Chand. "I am appointing you as a Field Marshal in the German Army" Hitler barked. "India is my home and I wish to return there" Dyan Chand said firmly but not without some trepidation. The project actively supported by StartupGoa, GITIC and other well-wishers aims to expose every child in Goan schools, especially in the villages, to the career opportunities galore in Computers and related technologies positively affecting all spheres of human life today. Through a series of sessions and courses on Computer Programming, App Development, Robotics etc. the students will be introduced to this fascinating world in fun and exciting ways to spark their interest for further exploration through self-learning. In addition, the initiative also aims to help school teachers use IT to make regular subjects more interesting, engaging and experiential to the students. In the first phase GITP plans to work with three schools in Goa – St. Bartholomew’s High School (Chorao, Tiswadi), Dayanand Bandodkar School (Gokuldem, Paddi, Quepem), and, Azmane High School (Neura-Mandur, Tiswadi). The introductory session at the Chorao school was attended by over 200 students from standards 4th to 10th. The school Manager, Fr. Miguel Pereira, welcomed the GITP team at the outset and urged the students to make the best out of this opportunity. The session was delivered by Prajyot Mainkar who kept the students engrossed for well over an hour and a half, sharing with them a variety of high-tech content in an easy to understand and interactive manner. The students were charged, excited and enthusiastically tried their best to answer Prajyot’s many questions about technology to win cute little Android goodies on offer. In subsequent phases of this initiative, GITP aims to reach out to these charged minds, fuel their creativity and turn it into passion to bring innovation and employment generation to the village level in Goa. “We are happy that our school has been chosen for this project. We wish to extend wholehearted co-operation to our alumni Vincent Toscano and his GITP team who are trying to help our students learn modern technologies. We want the students to take maximum benefit from this initiative to make a bright career in the field of Information Technology,” said the school Headmistress Mrs. Aveline Dancho while concluding the session. Post this session the GITP team met with the management and staff of the school. The concept of an online repository of school-level teaching and learning content which could be collaboratively built and collated for use by the Goan academic community was proposed to the teachers who opined that this will greatly help in improving the quality of education. However many a concerns were raised by the school staff about the state of IT infrastructure at the school with reference to computers and GBBN connectivity both of which are in a sorry state and need urgent attention of the Department of Education without which this GITP initiative would be in jeopardy. 6 of the 10 government-provided computers are non-functional with expired warranty and the GBBN is highly unreliable. GITP Core Team has brought these matters to the attention of the Goa government which is now considering a couple funding schemes to address such matters and support this noble initiative by GITP. Presently underway at this Chorao school is a detailed audit of its Basic, Science and IT infrastructure besides an Enrolment form to be filled by parents to consent their wards to participate in Project GEIT. Age-appropriate Aptitude Testing would follow in coming weeks to identify the students to be specially coached in Computers and Robotics under Project GEIT starting immediately after the Ganesh Chathurti festival. The other 2 selected schools are planned to kick-off by mid-September and will follow similar pattern of activities as explained above. United Goans Foundation had collected sufficient documents to prove that there is a massive land scam going on in Panchawadi Village, Ponda. Four tracks of land admeasuring nearly 4lakh sq mt bearing survey number 29/1,130/1,131/1, 132/1 and demarcated as forest has been fraudulently and illegally captured without any authentic ownership document. Documents in possession with UGF clearly show that the persons who claim to be the owners of the land, namely Azgaonkars, have not submitted any documents to prove ownership, yet their name appears on form 1 & 14. UGF has got hold of a search report for the property which claim that the 12lakh sq mt property was in possession of Maria GOnovica Piedade Miranda e Menezes, Carlos Manuel Francisco Navarro de Piedade Menezes, Alberto Niclao Navarro Menezes and Antonio Menezes (of Curtorim Village), who allegedly sold the property to Crisnabai Anandam Shirodkar in 1940 beore Notary Jeronlm Salvador Constantio Socrates Da Costa. She inturn left the properties to her daughter, son-inlaw and his sister, all of whom were non goans at that time, by Public Will dated 13/2/52. The properties were allegedly transferred to their heirs, Sumita, Sanjic, Satish and Sandhya Azgaonkar, via deed of succession date 20/3/1996. However, the mutation files are not available under RTI. UGF claims that the documents mentioned in the search report could be bogus since there is no trace of the documents with any govt authority and that eve in the mutation register it is evident that mutation was done only with the deed of succession dated 15/3/1996 and not any ownership document. UGF claims that the massive land scam is evident not just from the bogus transfers by also from the Cadastral records which clearly show that the property did not belong only to the Menezes family. It also belong to the Communidade of Panchwaddi and had atleast 20 lease holder belonging to the Banguy and Gaocar family. This clearly proves that there has been a massive manipulation of records. UGF further claims that the authorities have turned a blind eye to it. Mahadev Naik had sent an official note informing the former Chief Minister and TCP Mininster , Manohar Parrikar about the illegalities, once on 6/12/13 and then on 28/2/14. UGF questions why did Manohar Parrikar not act against these illegalities? The draft Regional Plan 2021 clearly shows that this area is designated as Private Forest hence any development on this land is illegal. However, when UGF filed a complaint with the TCP, they have attempted to deceive UGF by forwarding the complaint to the Panchayat, asking them to “look into the matter and take necessary action within the rules in force”. UGF demands to know since when did the Panchayat come under the jurisdiction of TCP and also which “rules in force” is the TCP refereeing to. UGF wants to remind the TCP that when they receive a complaint, they are are supposed intimate the complainant and the owner and hold a joint inspection. UGF had also filed complaints with the Dy Conservator of Forest (Ponda), Dy Collector of Ponda Taluka, and the Panchwadi Panchayat, neither of whom have responded or have taken any action to stop the destruction. All these complaints were filed in the last week of July. In the coming weeks, UGF will inquire into the action taken by the authorities with regards to the complaints filed. In the death of Dr Wilfred de Souza, the State of Goa has lost a gregarious, outspoken and a great Goan. The outstanding surgeon turned politician had a very long innings on Goa’s political turf. With surgical precision he was the architect of many governments he assembled and also dismantled. He was very knowledgeable, a person with whom you could have an enlightening interaction on any issue. As a politician he led a rather very simple, modest and humble life. Dr Wilfred de Souza belonged to a genre of politicians with qualities of head and heart who cannot survive in today’s politics. Today a politician has to be thick skinned and a hypocrite to the core. He has to be ready to break and bend all the rules to survive just as is being done by the current politicians in power. Politics today is no longer a mission, not even an honest profession. It has today been reduced to a scoundrel’s last resort. It has become a ruthless business, with morals and ethics twisted beyond recognition, thrown to the winds or long buried deep in the slush of ignorance and thuggery. I was privileged to have personally known the great leader Dr Wilfred de Souza for over four decades. He was always extremely outspoken and one who was not known to mince words in what he had to say and convey. A few of Dr Wilfred de Souza’s tribe of politicians remain and will be remembered for the good they have done for Goa. About the rest and in particular the current bunch of politicians who have been leading and steering Goa down the gutters there will be no obituary to write. Posterity will never forgive them for their selfish role in the irreparable damage and destruction of what was once known as beautiful Goa, the Paradise of the East. At the age of 88 Dr Wilfred de Souza must have been a sad man to witness the rampant destruction and devastation of Goa. While bidding farewell to the great leader and former Chief Minister of Goa, I am consoled by the fact that he has been spared the further painful and agonizing experience of witnessing Goa’s fateful remains being officially laid to rest.
