First of all it was *Good News to hear that “a** two-member team of Goa
Coastal Zone Management Authority (GCZMA) headed by expert committee led by
Ragunath Dhume. Benaulim MLA Caetano Silva, members of Carmona villagers’
forum and over 100 villagers* were present during the inspection at the
Raheja project site on Tuesday afternoon but did not find anything
incriminating at the site nor any construction activity underway. Carmona

*The Question arises now who in the first place gave the permission to
Raheja Builders to undertake a Housing Project at Carmona without the
consent or taking village People of Carmona in confidence and their
permission to do so *and thereby also destroying the mangroves along the
banks of the river without permission from the Sarpanch of the Village or
the authorities concerned after having pointed out Goa to that in 2011 to
the Coastal Zone Management Authority (GCZMA that mangroves were destroyed
at the property while in 2015 the same department had given its permission
by over-ruling its earlier report, which definitely gives you an idea about
that these fretful authorities who too could be hand-in-gloves with the
Raheja Builder to give the green signal and now cry wolf.

It was conspicuous that Carmona Panchayat officials abstained from the
inspection and assessing the related site, which all the more deepens the

Further as given to understand. Speaking to reporters, the complainant
Sucorro Miranda charged Rahejas of deliberately not clearing the bushes to
conceal their misdeeds He said that they would not be calling for another
inspection but instead would wait for the report. He charged Rahejas of
blocking the traditional access along the river and of dictating terms to
the villagers by putting boards that trespassers will be prosecuted.

and detestable.  The People of Carmona Village should now collectively
demand the scrapping of the Raheja Housing Project at Carmona village
altogether and dam with it returning back the money to Raheja Builder and

The expert committee comprising of Ragunath Dhume and the Benaulim MLA
Caetano Silva, along with the members of Carmona villagers’ forum and
others like minded people should collectively file Public Interest
Litigation (PIL) in the Court to scrap the Raheja Housing Project at
Carmona Village altogether and be done with it.



Villagers of Carmona village should formulate all attempts to see that the
Raheja Housing Project is squeezed out for good or else the door to other
land-sharks grabbers would forever be opened destroying the very natural
history and the environment as well the customs and traditions of People of
Goa.

Bharat Mukti Morcha strongly condemns demolition of people's houses at Baina 
beach on 26th September 2015 under the direction from Goa Coastal Zone 
Management Authority. 157 houses were demolished in order to clear up the 
beach. Bharat Mukti Morcha observes double standards in enforcing the CRZ 
regulations in Goa. Bharat Mukti Morcha calls for immidiate halt to any future 
demolitions at Katem-Baina.

The Supreme Court of India, on January 21, 2009 had ordered demolition of a 
portion of Cidade de Goa, owned by Fomento Resorts and Hotels that houses 54 
hotel rooms besides a health club, conference and business rooms and other 
facilities. Goa Government instead of demolishing the hotel changed the law 
through ordinance to amend a 114-year-old law in order to save a portion of a 
five-star resort.

Demolition was ordered as as the hotel management violated certain guidelines 
in the agreement reached between the government and the resort and three months 
were given to implement the order. At this juncture State Cabinet decided to 
promulgate an ordinance amending the Land Acquisition Act, 1894 so that the 
government is empowered to modify any agreement with the hotel management to 
meet any exigencies. At that time employees association had pointed out that 
around 650 jobs would be lost, if demolition takes place. All this is recorded

Government it appears was concerned about jobs of 650 people and now careless 
about houses where more than 2000 people stay for many decades. The point is 
that Cidade de Goa was protected through ordinance route and then ratified in 
Goa Legislative Assembly for the reasons of race. Audhoot Timblo who owns the 
Hotel Cidade de Goa, Digambar Kamat then Chief Minster of Goa as well as 
Manohar Parrikar, then Leader of the Opposition are all Euressian Bamons. 
Ordinance was passed to protect Bamon Raj. In Baina no Bamon is affected and 
all the people are mulnivasis.

Again we see the similar situation in case of Hotel Grand Hyatt in Bambolim. 
The high court of Bombay at Goa on 25th February 2014 delivered a split verdict 
on a petition filed by two NGOs against Hotel Grand Hyatt and others at 
Bambolim for illegal constructions in a no-development zone (NDZ). Justice 
Roshan Dalvi directed demolitions of constructions within 100m of the high tide 
line (HTL) of the river bank, while justice F M Reis set aside the permissions 
granted and ordered the authorities to examine the revision/re-validation of 
the plan afresh. Justice Reis ordered exemplary and punitive costs on the 
respondents and directed Goan Real Estate and Construction Ltd and Goan Hotels 
& Clubs Pvt Ltd to pay Rs 25,00,000.

That means both the Judges found Hotel Grand Hyatt illegal. One Judge advocated 
demolition while other one ordered exemplary punishment.

Then on 22nd January 2015 Justice U V Bakre in his judgment has agreed with the 
findings of Justice F M Reis, who in his judgment had sought penalty and 
revalidation of the construction of hotels at Bambolim, and not demolition. 
That means Hotel Grand Hyatt was protected and construction carried on 
illegally in no-development zone was condoned and allowed to exist. Why then

We need to laud and salute various persons and NGO’s more particularly  the
Goa Foundation led by Claude and Norma Alvares for toiling tirelessly over
the years in dealing and highlighting issues concerning Goa’s environment
and ecology including that illegal mining that ravaged Goa. Their efforts
are finally bearing fruit. A ray of hope for the coming generations who
will now at least be able to see something that remains of Goa. Our Goa,
which was once the paradise of the East, now lies at crossroads for
posterity.


Yesterday I received a call from Claude Alvares requesting me to assist
them by appearing in the Tiracol matter before the High Court. It is just a
coincidence that a day earlier the Senior most Supreme Court Judge
T.S.Thakur speaking at Panaji exhorted lawyers to work free for social
causes. Justice Thakur felt that for doing so the advocates would be paid
by prayers which would be much more valuable than the money that they
otherwise earn.

Claude and Norma could be assured of  my assistance at all times.


We owe it to Goa to strengthen the hands of persons like Claude, Norma and
others who are attempting to save what remains of Goa from the ruthless
land sharks and the corrupt politicians.

[Goanet] Rains, this evening... in Goa

It rained in Goa on Thursday evening, accompanied with quite some thunder.
When I was at Mapusa, a bolt struck somewhere close, or so it seemed from
the sound.

Many who had left for work on a sunny morning got caught in the sudden
downpour, with continued for a good two hours or so.

The weatherman says (this is via the Net, not the unreliable local met
service) that there could be some rain and some thunderstorms too over the
next week. Let's see  It's also a long-weekend this week, so Goa can
expect the usual tourist frenzy it sees at times like these, and some
crowded roads.

  at their itineraries shows some key differences.

Francis at Joint Base Andrews in Maryland on Tuesday,
breaking with White House protocol.

Obama greeted Modi with an embrace in a United Nations
hallway Monday morning, on Day 5 of Modi's five-day trip to
the United States. It was the fifth meeting between the two
world leaders in a year, according to an Indian government
spokesman.

The pope hung out with the homeless, abuse victims and
prisoners; Modi with Google, Facebook and Apple (Associated
Press)

Modi and Pope Francis had some meetings in common: Both spoke
to world leaders at the United Nations and met with President
Obama. But the similarities stopped there.

Modi, primarily focused on strengthening commercial ties,

than 2.8 million Indian Americans live in the U.S., according
to U.S. Census figures.

last week, Modi said that climate change must be a priority,
but that changes must be made with an eye to how they affect
the poor.

"When we speak of climate change, there is a hint, unspoken
or not, of safeguarding what we already have. But when we

the poor from the vagaries of climate is something that will
help us."

  The pontiff also spoke about how climate change

Time and over UN tries to bring to the notice of politicians in democratic
nations that the losses incurred  or negative developments occurring as a
result of corruption by politicians runs to or is equal to total nuclear
weapons plus hopeless missions in spaces.


So much is the loss of revenue to corruptions. i.e. every Goan will have to
work for free for over 25 years to pay to the pocketing of tax payers money
by politicians in case of  Louis  Berger corruption scandal under Congress
rule.



Politicians have a nice way of putting things to pave a way for themselves
and one such way is to talk about feeding the hungry.



But the real thing is politicians are looking at how they will feed
themselves or continue to enjoy  through Democratic processes or to get in

New Mexico, USA, and in South Korea at the Clayarch Gimhae Museum.



She lives in the International Cultural Township of Auroville in South

[Goanet] JUDGES SHOULD GIVE REASON ON WHY ‘NOT BEFORE ME’

The recent sudden recusal by a Judge of the Bombay High Court at Goa from
further hearing a high profile matter has rightly raised many an eyebrows.
More so because he was hearing it for over a month with so much precious
judicial time consumed and had even passed an interim order while hearing
the same matter.

Appointed on 1st of January this year and directly posted at Goa, the Judge
in question may have had compelling reasons to recuse from that matter but
could have been prudent and left no room for misconception, if he had as
some judges do orally stated the reason for the recusal.

Judges generally recuse from hearing a case when they feel that there is a
conflict of interest involved or if someone from the litigating parties
approaches the Judge.


In the interest of Transparency and Purity of the Justice delivery system,
maybe it is time for all Judges to at least orally tell the parties the
specific reason as to why they are compelled to recuse from hearing the
case. Judges should take this initiative in the interest of justice and to
be above doubts.

*NEW DELHI: *The Indian U-19 National Team heads into the AFC U-19
Qualifiers on back of some encouraging performances in the ACT U-18
Championship. Head Coach Lee Johnson who had been associated with the
Chelsea Academy and the Crystal Palace Academy in the past has been
training with the U-19 National Team since July 2015 although most of the
boys in the 23-member squad have been training together in the AIFF Academy
since May 2012.



A day prior to India’s first match in the AFC U-19 Qualifiers against
Palestine U-19, www.the-aiff.com caught up with Johnson on the forthcoming
AFC U-19 Qualifiers, the strengths of his Team, his squad and much more.
*EXCERPTS:*



*What is your assessment of the Indian U-19 squad which has been training
under you?*



The Indian Players are some of the best Players I have worked with so far
in terms of their discipline, work-rate and attitude -- both on and off the
pitch. However, we still need to improve on the tactical aspects. Our
Players are technically good and can handle the ball well. So for us taking
part in the SAFF and ACT has provided us with an experience which will help
aid their development.



*How do you reflect on the Indian being clubbed with Afghanistan, UAE and
Palestine in the AFC U-19 Qualifiers?*



The games in the AFC U-19 Qualifiers will be challenging and it will also
be a good exposure campaign for the boys. We have defeated Afghanistan
without our strongest Team so physiologically that will be an advantage for
us going into that game.  At the same time you cannot underestimate the
quality of the Teams in our group as they possess the necessary weapons
cause problems.



Heading into the Qualifiers I want my Players to enjoy their Football and
play with freedom and creativity whilst maintaining a good defensive
discipline. It will be a great experience for everyone and I hope we can do
the Country proud.



*How did you zero down to your squad?*



Although it has been a challenge, we have tried to make the best of our
resources. We split the U-19 squad into two groups which included nine U-17
Players. One team went to participate in the SAFF U-19 Championship and the
other started the Asian Champions Trophy 2015. The Team we took to the ACT
(Asian Champions Trophy 2015) came up against some of the best Clubs sides
in South-East Asia where the standard has been high and it is pleasing to
see the lads rise to the occasion. We have performed well in recent weeks
but must remain focused concentrate on one game at a time leading in to the
AFC Qualifiers.



*The U-19 Team which went to the SAFF Championship finished runners-up.
What do you make of it?*



We were the best Team in the SAFF Championship and had we capitalized on
our chances, the match would not have gone into penalties. The Players have
to learn how to be more clinical and decisive in front of goal because
these moments are the difference between winning and losing.



Nevertheless, I was pleased with how the Players rose up to the challenge
in an intimidating environment. This is a learning experience and it will
help them in the future. High-quality matches such as the final (against
Nepal) help them to develop and grow as a Player.



*How have your stints with Chelsea and Crystal Palace Academies helped you
in India?*



Working in these environments has given me great experience in the planning
and preparation needed to help develop players to perform at the highest
level of the youth Football.



It has enabled me to implement support structures which focused on
individual and Team development this is a mandatory requirement for the
Premier League’s “Elite Player Performance Plan,” and it’s something we
have introduced with the U19s as it helps us monitor their progress
throughout the program.
