WRITERS RETURN SAHITYA CADEMY AWARDS

There is cascading effect, when 40 writers and more, intellectuals return
awards  in protest, it is not organized conspiracy or concerted effort, but
decision voiced by single individuals  in solidarity from across the
country., While others express complete solidarity, may not be willing to
diverse themselves of this privilege not minimising the impact. To chide it
is a minuscule number among 1700 plus is to belittle response that is
growing daily. The reasoning that such drastic action was not seen in
isolated  and even damning incidents .like Shikh , Gujarat , Balgarpur ,
Mujazafar riots, emergency, self exile of M.F Hussain, Satanic verses etc
is poor justification in comparison as the circumstances are different
now., There had been various protests, expression of disgusts in the past..
Kushwant Singh protest and returning honours against Blue star operation is
lost and buried in archives of history .  Govt. at the centre is concluding
it as a direct attack on  leadership of  BJP Govt. and not against
autonomous Sahithya academy, because such spontaneous, response, outrage
.was not   visible during congress regime involving more serious incidents.
Govt is certainly rattled and rocked to its foundations by cascading
revolt,,   as Minister in abusive language calls it a manufactured, paper
rebellion and battle royal between writers and Govt. The abusive remark of
cultural Minister is unprecedented that writers may write or not .The
intellectuals across the board are emphasizing ,  cumulative effect of
religious and cultural intolerance, freedom of expressions, beef eating,
clothes they wear, mobiles ,love jihad , hrough organised violence and
intimidation etc ever since the advent of BJP Govt in power at the centre.
Delayed arguments that  Dadri incident is sad and unfortunate and that BJP
is not ruling in the state or such incidents are not occurring in any BJP
ruled states, there is neither censorship or book bans are no consolations.
Calling it political  motivation ,giving every incident  a political
connotations leading to constant blame games between political parties is
tactical diversion.  The attempt to stifle the intellectuals and silence
them is obvious. Accusing some of having lost leverage and shrunk in
importance in new dispensation of power is unreasonable hypothesis.
Disrespect and rage against  intellectuals in a country is a  sad
commentary of stooping low , as all types of intellectuals are conscience
keepers of the elevated society at  large. It is no sin for writers to have
political affiliations, and that In no way belittle their contributions.
The fringe elements called the underbelly of BJP are encouraged with
impunity to carry on their Hindutva agenda, without being censored or
punished but are silently sheltered, encouraged, honoured, and condoned.
The ghastly killings in Dadri, splashing ink on Kulkarni, killing of
Kalburghi, Dabolkar is a continuous attack on freedom of expression and
liberty

The revolt is neither a cultural war and cannot be classified  narrowly as
principles or politics or that intellectual writers are endangered species
.The concerted efforts of Hindu Nationalism, Hindu Rashtra as core ideology
through primacy of Hindus by insensitive, provocative leaders are fuelling
the antagonism of intellectual class of writers , thinkers that has set the
BJP on serious notice

*a new draft Bill that seeks to legalize illegal structures.*

Ref: Letter inwarded 17th August warning of IPB Act transgressions

Ref: Draft Bill "Regularisation of Unauthorized Structures and
Encroachments Act, 2015".



The IPB Act *( Ref. Extraordinary Gazette No.3, 16th September 2014.),
*proposes
unconstitutional enablers which are sweeping and unjust in their nature.
They open doors for misuse by overriding the Regional Plan along with
almost all other centrally mandated Acts, as well as in its attempt to keep
certain citizens above the law.

The GBA reiterates that the IPB policy can fit well into definitions of
existing State Acts, especially the Regional Plan and does not need to
override anything, least of all the jurisdiction of courts.

*UNCONSTITUTIONAL PARAGRAPHS -*

They are itemized below and need to be removed immediately.

*1 - Overriding all centrally mandated State Acts with regard to land
distribution, by-laws, policy and governance, which includes the Regional
Plan. *

*( Ref. Para 5(4), para 7(3), 31, 32.)*

*2 - Protection of members, no courts have jurisdiction over suits filed
with respect to IPB Act.*

*( Ref. para 26, 28 )*

Overriding constitutionally mandated Acts as well as keeping a group of
citizens above the law is not acceptable, and your office is responsible to
check such unconstitutional Acts from being legislated. These are clauses
that come into effect during a national emergency.

Shockingly, the new draft bill for *"Regularisation of Unauthorized
Structures and Encroachments Act, 2015" *is another that seeks to repeat
these clauses.

We wish to officially bring this to your notice for action as Chief
Secretary of State, and as evidence that we as a concerned group
representing civil society has informed your office of the same before
pursuing any other avenues.

These clauses need to be removed with immediate effect from the IPB Act, as
well as from any draft Bill that seeks to do the same.

I thought Arnab was brilliant in the first debate regarding blackening of
Kulkarni's face. He point blank called the Shiv Sena cowards and asked who
the hell they think they are banning this and that, ordering and enforcing
their writ. He also asked the government to have the guts to indict Udhav
Thakre and the perpetrators bosses who gave the order etc.No other anchor
dares this. However I agree with you that it was stupid asking the Sahitya
awardees why did they not return their award on past incidences and he was
distinctly told that they did not sit quiet on those occasions and had
strongly objected and criticized futilely! The BJP has of course jumped on
this line and conspiracy theory and they have an attitude of shooting the
messenger! Do not have hopes that the Modi government will be washed away.
The laboratory has been Gujarat. With development and putting money in
peoples pocket with industrialists and technical honchos, the people will
be his vote bank will be in increasing numbers. Anupam Kher and his wife
are hard core BJP suporters and expect them to toe the BJP line! See how
debates are conducted these days. Out shouting, talking interrupting each
other, no manners or discipline. That is your nation dear sir, in MAJORITY!
Fear is the key.

· Around 7 stalls of 8 sq mts each were allocated to individuals
without auction of the false pretext of rehabilitation between 2013-15.

· In 2004, DMA had categorically stated that this is a one time
rehabilitation scheme and that no cases of MMC are pending



Panaji : United Goans Foundation slams the Dy CM Francis D’Souza, DMA,
Elvis Gomes, CO and Councillors of Mapusa for illegally allotting shops in
the new Market Complex to individuals under a Rehabilitation Scheme that
ended way back in 2004. The shops were allotted in spite of several
objections being raised in the Department of Urban Development.



One shop of 8 sq mt was allocated to Umesh Mayekar. He was earlied
allocated 5 shops of 8 sq mt each to compensate for his 43 sq mt shop. In
order to compensate for the 3 sq mts, the MMC and the DMA allotted an
additional shop inspite of it being less than 50% area of the allotted
shops. Another shop was allotted to Banudas Kalangutkar who died in 1991.
He had a moving cart on which a kiosk was illegally constructed by one
Yeshwant Mandrekar. Mandrekar purchased the cart from Kalangutkars brother.
Mandrekar was not eligible for rehabilitation since the moving cart could
have been transferred to another location. In spite of this, he was
allotted a shop. Similarly Anant Kudalkar and Madan Navelkar was allotted a
shop in exchange for banca fixas (sopos) which was not permitted under the
rehabilitation scheme. Narendra Prabhu was expected to be allotted one
stall. However in 2014, 4 stalls were allotted to him. This was illegal
since those who had illegally extended their shops were not eligible under
this scheme.


Documents in procession with the United Goans Foundation clearly indicate
that undue favour was done to these individuals by manipulating facts and
violating the law. United Goans Foundation demands that the officers be
suspended and an FIR be lodged against these individuals under the
Prevention of Corruption Act.



United Goans Foundation appeals to the people of Mapusa to reject the
sitting councillors, who are involved in such blatant illegalities along
with the corrupt local MLA. UGF further appeals that Mapusekars must vote
for proactive citizens who will work sincerely for the development of
Mapusa.

[Goanet] BJP LOYALIST TO BE REWARDED WITH TWO YEAR EXTENSION AS GOA UNIVERSITY VC

We need to strongly condemn the very high-handed move to give Goa
University Vice – Chancellor Dr Satish Shetye a two year extension. Goa
University’s Executive Committee is trying to swiftly amend the Goa
University Statute SA-6 (1) (d) to give a compulsory 5 year term to the
present Vice Chancellor Dr. Satish Shetye.


The change to the University Statute is being effected to give Dr Satish
Shetye who is due to retire this month on attaining the age of 65 a further
two years as Vice-Chancellor. By amending the statue it will defeat the
spirit and intent of restricting the retirement age of the Vice- Chancellor
to 65 years which was to induct relatively younger persons and fresh blood
in the management of the University.


Besides, the lackluster Vice- Chancellor Dr Satish Shetye has no singular
great achievement to merit this extra-ordinary privilege of a two year
extension. Even the ‘A’ Grade gained by Goa University from NAAC (National
Assessment and Accreditation Council) is not due to the present
Vice-Chancellors’s own personal contributions but due to the collective
efforts of all the Departments in the Goa University and the good work done
by earlier Vice-Chancellor.


Dr Satish Shetye’s only achievement is that he has acted as a dedicated
mouth piece of the government and danced to the tunes of the ruling BJP in
running the Goa University. Dr Shetye’s extension is being manipulated at
the instance of the RSS elements within the BJP. The two year extension
would affect the University adversely by denying it the services of more
acclaimed and capable national level personalities.


A Selection Committee was apparently constituted in May this year to
recommend suitable names of persons to be the next Vice–Chancellor but the
committee intentionally went into slumber as the extension now being sought
to be given to the incumbent Dr Satish Shetye was pre-planned.


Since the inception of Goa University in 1985, all the Vice-Chancellors
appointed have been from the Science stream. It is time to get an eminent
personality from other faculties like Arts, Commerce or Management
appointed as the next Vice – Chancellor to infuse the much needed dynamism
and Acche din at the Goa University.

  EDITORIAL IN HERALD IS  INCOMPLETE

In Herald Editorial today 16th Oct 2015, " Our prison system is corrupt
circus " is given only half of the story. Why this Editorial did not
mention what has happened in Sada Jail, Vasco, when these prisoners were
asked to board the Bus to be transported to Colvale jail?
What these jail guards at Sada were doing  at the time of boarding  under
trials? Have they checked them on their possession  , whether they had
any narcotics drugs, cigarettes, mobiles phones etc? or they have been
allowed to carry with them allegedly  due to their own interest? Herald
missed this point in their Editorial which is now is in the ball of Crime
branch or inquiry officer. If that was done than the attack and tarnishing
of image of this new modern jail would not have taken place.
it appears these attacks or fights taken place at Colvale could have been
avoided  if these drugs  were confiscated at Sada jail before boarding
them?  Today's news in one the section of Press Melwyn
Jail Superintendent says, that Elvis Gomes his BOSS, should have been also
suspended as he has been seen  moving constantly and calling his superiors
 instead of asking his  statement on the spot?  Elvis should have
taken appropriate action immediately for the brutal attack as it has gone
out of hands.
The role of all these officers and jail guards must be investigated if
there is any hand of bribery or kind of interest.
