Cedric Prakash sj* In the run-up to the General Elections of 2004, the ruling BJP and their allies in the NDA, coined a slogan ‘India Shining’. That ‘India Shining’ campaign was basically a massive cover up for a whole range of misdeeds which included growing intolerance and attacks on the minorities culminating in the Gujarat Carnage of 2002; a slogan which proved to be its nemesis at the hustings! Ten years later, in 2014 the BJP-led NDA were given the reins of power once again. About 31% of those who voted felt that they needed a Government with ‘a difference’ and they hoped that the “achche din” promised during the election campaign would soon become a reality for India’s teeming millions. Sadly but not unexpectedly, the dreams of a better tomorrow have vanished into thin air. As the country continues to be plagued with a whole range of problems, what one experiences with a sickening regularity is the growing intolerance from certain sections of society. India has always had its moment of intolerance. In the past however, they seemed to be contained - with the ruling powers demonstrating some political will to address them. Not so today. There seems to be a tacit approval from the government, a legitimisation, of the terrible intolerance. Let’s then look at some of the many acts of intolerance right from mid-2014: Nathuram Godse, who assassinated Mahatma Gandhi, the father of the nation overnight becomes a hero and a patriot; Mohan Bhagwat, the RSS Chief calls for the establishment of a ‘Hindu Rashtra’ (nation); a Union Minister, Niranjan Jyoti turns abusive saying that in India, one is either ‘ramzadon’ (those born of Ram) or ‘haramzadon’ (illegitimately born); the HRD Minister through a circular states that Christmas Day (December 25th) should be a working day for schools (and then denies it); the Government however continues to insist that it is not a holiday for Government employees. On September 14, 2014, a BJP Parliamentarian Sakshi Maharaj made a strong allegation that, “the Madrasas of the Muslims were teaching terror”. On January 5, 2015, addressing a gathering in Meerut, he boldly proclaimed, “the concept of four wives and 40 children will not work in India and the time has come when a Hindu woman must produce at least four children in order to protect Hindu religion.” The same news report goes on to add, ‘Sakshi Maharaj went further to add that those involved in conversion must be punished with death though ‘ghar wapsi’ (reconversion) is not equivalent to conversion. “Wait for some time,” he thundered, “a law will be passed in Parliament in which anyone indulging in cow slaughter and conversion will be punished with the death sentence”. So the Dadri lynching of 28th September 2015 - when Mohammad Akhlaq was killed because of a rumour that ‘he ate beef’ – should not be seen as a spontaneous act of violence by a mob but a well thought of barbaric act by people who know that they can do things with impunity, because they are vested with immunity. The Shiv Sena (a key ally of the BJP) in Mumbai takes law and order in their own hands! They prevent Ghulam Ali, the Pakistani musician from performing there; storm the Board of Control for Cricket in India office protesting plans for a bi-lateral series with Pakistan and they attack and ink the face of Sudheendra Kulkarni (a protégé of L. K Advani) for organising the book launch of former Pakistani Foreign Minister Khurshid Kasuri. The list is indeed endless! As a formality, the President of the BJP Amit Shah summons besides Sakshi Maharaj, the Haryana Chief Minister Manohar Lal Khattar, the UP State Legislator Sangeet Som and the Union Minister Sanjeev Balyan and gently informs them that they should not make inflammatory remarks. One wonders what moral authority does Amit Shah have when he is still today the prime accused for the fake encounter deaths in Gujarat? Besides, the BJP will not ditch its Hindutva ally the Shiv Sena. A time-tested strategy is ‘to run with the hare and hunt with the hound’. So while the Shiv Sena in its extremism will reap the ‘moolah’ from the hardliners, the BJP with its cosmetic posturing will seem like a ‘liberal face’ and continue to woo the average citizen who is not interested in understanding the depth of dirt from which these groups operationalise. Everyone is aware that practically nothing will happen to the perpetrators of these heinous crimes. The Gujarat Carnage of 2002 provided the criminals with an official approval from the Government of the day. This model of intolerance is now being mainstreamed all over the country. Of course, some from the ruling dispensation are concerned when some of the topmost intellectuals of the country have the courage to return the prestigious national awards which they have received in the past. How much of a pain is that, especially after AIFF being the flag bearer for YDP in the Country?* It is very disappointing to read and hear such comments because much of what has been written and said is simply not true. I have read that our Academy Programmes have closed down, or that we haven’t had a Head Coach, etc, etc. As I mentioned earlier, we are doing a lot more than many other Countries in Asia in regards to Youth Development. I am not saying what we are doing is perfect. Far from it but given our resources, I am very proud of what we have achieved over the last four years. We still have a long way to go. Don’t get me wrong, but I think we are on the right track. We have identified some talented Players and Coaches, who I hope will go onto to bigger and better things. *The U-17 World Cup Team have also been part of the AIFF Academy Project for over two years, a contribution acknowledged by even Nicolai Adam, Head Coach, U-17 Team. As the Technical Director, how much satisfying was that?* I was extremely proud sitting in the stands in Tabriz watching the boys play, some of whom we have been working with for over two years. They have grown as young people and as Players. That is very satisfying. But once again, I reiterate, we have a long way to go. The scouting process will continue and we will not stop looking for Players for the U17 World Cup until the registration window closes. The door will remain open until such times. *How much challenging has that been?* It has been very challenging at times, but I have had great support from Kushal (Das) and Rob Baan in the initial two years and I have had excellent support from all of my staff in Football House and in the different Academies. We need all stakeholders pulling in the same direction for Indian Football to improve and grow and to be more competitive in Asia and on the World stage. We are kidding ourselves if we think it will just happen overnight. Belgium spent the last 15 years working on their Youth Development plan and it is only in the last few years are they seeing the fruits of their labour and hard work. *The AIFF is going on a scouting spree all over to select more talent for the U-17 World Cup Team. Educate us more.* We are currently undergoing another round of scouting across the Country, which we have broken up into three stages. The first stage will involve our scouts targeting those Schools, Private Academies and regions that have traditionally provided Players for our junior National Teams. Those Players identified, will join those boys selected by the State Associations for stage two of the scouting process. During this stage, at least one member of Nicolai’s coaching staff will be present to select Players. For Stage Three of the scouting process, which will be when Nicolai will travel to six centres identified by him, where he and his staff will be there to make the final call on the selection of Players to join the World Cup squad. BMC has just made it more difficultClara LewisMumbai:Asking Rate To Issue Eviction Notices Is Minimum Rs. 25L, Claim Activists The BMC has made it even more difficult to file a complaint against illegal const ructions, even as the asking ra te among officials for issuing eviction notices to old and dila pidated buildings is allegedly a minimum of Rs 25 lakh. Activists said they are wit nessing a disturbing trend in the suburbs. They allege that while the BMC officials do not want citizens to notify the body of any illegal construction they are eager to issue eviction notices to tenants of old and di lapidated buildings as it is “ve ry lucrative“. This, they claim is being done at the behest of developers and landlords. Un like in the city, tenants in the suburbs do not enjoy any pro tection. If a tenanted building is demolished, they lose their right to the tenement as the go vernment is yet to frame a poli cy to protect them. In August, wards H (Band ra) and K (Andheri) issued a circular reiterating a 2013 noti fication on the format to be fol lowed for accepting complaints on illegal constructions. The new procedure has been modified such that the DO (designated officer) scrutinizes the application when it is submitted. If the necessary documents are not provided at the time of submission, he will not sign it. The 2013 circular reads: “ A complainant is initially required to file his complaint in Form A to the concerned DO of the ward and obtain proper acknowledgement. The concerned DO is required to take cognizance of the complaint and, if no documentary proof is submitted, then the complaint should not be entertained. However, such a complaint should be verified by the DO and his staff to arrive at the conclusion whether necessary action is to be taken or not. In any case, the DO is required to take necessary action as early as possible after a complaint is received and should communicate to the complainant within 30 days.“ Reggie Dias, a resident of Kalina, said, “An ordinary citizen is helping the BMC by bringing to its notice an illegality. The citizen can provide pri ma facie material such as the area where it is happening and even some photographs. How does the BMC expect the citizen to produce documentary evidence of an illegality? Is it not the BMC's job to do so?“ Vasant Prabhu, deputy mu nicipal commissioner, Zone III, said the new guidelines are based on the 2013 circular. Secretary of Janhit Manch Utsal Karani said the original circular that claims an HC order as its basis is itself illegal.“The HC had directed the BMC o put in place an internal mechanism to tackle illegal constructions. Instead, it has put in place a mechanism to make it difficult to complain.“ Dias said the BMC already has a system where it is the responsibility of the ward mukadam to inform civic officials of any illegal construction in the ward. His complaint must be verified by the junior engineer and action taken in case of vio ation. Dias, along with NGO Voice of Kalina, has filed a PIL n the HC for removal of all illegal constructions in the locality .The PIL may come up for hearing for admission on Tuesday . Karani said Janhit Manch plans to challenge 2013 circular and called it “blatantly illegal.“ An activist from south Mumbai said under the Maharash ra Regional Town Planning Act, illegal construction is a criminal offence. “It an attempt to defeat the HC order. If a citizen s witness to a murder, she is not expected to provide documentary evidence at the time of reporting the crime, except prima facie material. It is for cops o gather evidence. In case of il egal constructions, BMC must probe,“ he said. TIMES VIEW : Does the BMC want citizens now to play private detective? How can a complainant get documents that show the illegality of a construction? What will the BMC's role be then? We understand there are lots of complaints that are filed only to harass others and the BMC has to spend a lot of time on these motivated complaints. But asking complainants to give documentary evidence of illegal constructions is not the solution to this problem. The Bombay high court on Monday said that the police on their own must take action against builders for illegal constructions instead of waiting for someone to come forward to lodge a complaint. “Are the police so helpless when they notice a cognizable offence?“ asked a bench headed by Justice Abhay Oka, while hearing a public interest litigation regarding a large number of illegal constructions in Digha village in Navi Mumbai. On October 12, the state government had told the court it is considering framing a policy to regularize them. The court had also said
