About 35mtr long bridge took 3 years to complete and cost about 3.5crores.

Started by then CM Parrikar and commissioned by the present CM Parsekar on 
24.10.15 Matanhy's birthday.
It connects to Mollo (Molleant) ward which has about 50 families?.
About 100 mtrs from the approach road is the dead-end (road).

[Goanet] Not Going, Merely Coming

Sometime in the morning of 25 October, I received an SMS from a friend. The
SMS contained the word 'traitor', followed by a link to an article in that
day's *Times of India* titled 'Goan with the wind'. The article offered
figures and comments on the phenomenon of scores of persons from the former
Portuguese State in India (Goans, for the sake of brevity) 'migrating'
after claiming Portuguese passports. The article itself made no suggestion
of traitorous behaviour on the part of these persons, leading to the
conclusion that it was not the *facts* that were problematic but their
interpretation. Such an interpretation requires that we supplement our
analysis with additional information.

There is a suggestion that the migration of Goans holding a Portuguese
passport is a unidirectional movement outside of Goa. This is not
necessarily true. Goans have been migrating for centuries, whether to East
Africa, to other parts of Asia or, more recently, to the Persian Gulf and
Europe. Most of these migrations have been marked by a return of these
Goans' earnings to erect the beautiful homes that are today mistakenly
marketed as 'Portuguese'. This is to say that Goan migrations have not
traditionally been unidirectional. Rather, they have been marked by a back
and forth between the two territories. If contemporary migrations with the
Portuguese passport seem to have changed something — and, in fact, it is
still too early to judge whether this is the case — then, we need to
inquire as to the circumstances that might have led to this change.

What is often overlooked is that the legal landscape that impinges on Goan
migration has changed substantially. Yes, Goans have awoken to the fact
that they can obtain a Portuguese passport and benefit from the status of
the European Union, but the other fact that is rarely commented on is that
Indian law has deprived them of their traditional rights. The rush to
acquire a Portuguese passport may be a new, decade old, phenomenon; but, at
least since the first quarter of the nineteenth century, *all *Goans were
formally recognized as Portuguese citizens. Predating this date, too,
varying sections of the Goan population were recognized as Portuguese
citizens. For example, from the mid-1800s, those paying property taxes were
able to vote in the elections to determine who would represent Goa in the
Portuguese Parliament. When the Indian army marched into Portuguese India
in 1961, the ability to assert this right was lost, and India unilaterally
imposed not only its own citizenship on these Portuguese citizens but also
the restriction that they could have only one nationality. This is an odd
action for a state that claims to be a liberator. Logically, a liberator
only adds to existing rights; it does not take them away.

Further, the Overseas Citizen of India (OCI) regime is not really an option
for persons who wish to have a continuing relationship with their country.
We are often misinformed when told that the OCI card allows for 'multiple
entry, multipurpose life-long visa to India, granting... exemption from
reporting to the police for any length of stay in India', and that the only
restrictions are voting in elections and the purchase of agricultural land.
Recent events have highlighted that this is, in fact, not the case.
Regardless of OCI status, persons engaged in research in India need a
research visa. Further, one needs a business visa to work in India as an
OCI. And finally, there is the social life of the law—the manner in which
rules are actually implemented.

Thus, if Goan migration seems to be turning into a one-way exit, it is
because of the oppressive legal regime that the Indian state insists on.
Goans are not obtaining Portuguese passports; they are merely *reclaiming* the
Portuguese citizenship that they have always enjoyed. This is not a
situation that most Indians would appreciate, because the British Raj never
allowed for natives to enjoy British citizenship. Natives were always
subjects, never citizens. A legal regime honest about history would
undoubtedly allow for a more dynamic movement of Goans between Goa and
other places. Indeed, the ongoing movement for Special Status for Goa
should take cognizance of this fact and demand dual citizenship for Goans
as an integral part of the Special Status demand.

Subsequent to pointing to the way the legal landscape has changed and
impacted Goan migration, it is also necessary to point out the changed
social landscape. The TOI article suggested that Goan migration was pushed
by 'rising unemployment and an uncertain economy'. This is only part of the
equation. Left unsaid is the increasing intolerance in the country,
initiated well before the current rise of the BJP, which has made Goans,
and especially Catholics, scramble for alternatives, where they will not be
made to feel like minorities. Indeed, the fact that the TOI article found
it necessary to provide data regarding the religious make-up of those
reclaiming their

Incidents of intolerance after BJP assumes power

BJP keeps on drumming that their mandate is to change gear to development,
sab ka vikas sabh ke sath, minimum Govt and maximum governance, ache din
anem wale haim. It lives more by comparison to Congress UPA I , II,
forgetting why they were elected in the first place, not to find faults
with previous Govt. but to move one

The BJP emphasis is on gita as a National book, Sanskrit replacing German,
hulabula about Yoga, the trouble of suggesting changes in  Delhi university
course, asking University to  reconsider the termination of a student
 enrolled for Ph.D course, the  scandalous, shocking dadri incident, the
polarization due to communal strife in UP, asking Hindus to produce more
children, now RSS asking to check the demographic rise of Muslim
population, responsible members of Parliament, legislative assemblies
asking people to go to Pakistan,  now SRK has his heart in Pakistan because
he expressed pain of intolerance ,the beef controversy giving rise to
intimidation, murders, violence . Stopping the concert of Pakistani
National, drenching people with ink showers, raid on Kerala Bhavan on
flimsy excuse, those who dare to disagree with rabid arguments are
threatened with dire consequences. The RSS  is defacto at the wheel of
Govt, while our P.M is content glob trotting, spending more time outside,
leaving field open to be manipulated in his absence to suit RSS agenda, He
only mesmerizes crowds on Indian soil and foreign shore like being in  on
election mode campaigns. He is otherwise very silent deliberately or makes
feeble murmurs, Earlier P.M. used to chide continuously about deafness,
speechlessness of Dr Singh most of the time. The way beef issue is
stretched is ludicrous for imposition of fanatic views on food habits,
dress mores, freedom of speech and expressions guaranteed under Constitution

The comparison of past incidents of Sikh riots, emergency, Gujarat riots of
2002, demolition of Babri Masjid and deliberate overlooking by then Govt to
prevent the calamity .There were serious reasons preceding these
aberrations and there  was no continuum of events. The focus is on present,
continuous threatening incidents spread across the country, which is
definitely alarming and driving fear down the spines of citizens nay one
may ask what are the compelling reasons, other than Hidutva agenda? The
previous incidents aforementioned were protested in various ways and
citizens did not acquiesce mutely either individually or collectively.
Indira Gandhi lost the elections post emergency,, News papers were blank on
editorial page thus sending a silent message of strong dissent. The Sikh
riots were spontaneous; leading to the assassination of Smt Indira Gandhi
and Gujerat riots mirrored the burning of train commuters. Somebody is
always made a escape goat  to avoid accountability. There is always a
novelty in protest like rasta rook, pen down strike, wearing of black
bands, mass casual leave etc tried and tested that  do not catch the eye of
the people, Returning of awards is a novelty of protest that has rattled
BJP, less we forget that Tagore and Gandhi too had returned their honours
in protest. Media did not protest vehemently in the past, as it does today
, sometimes, almost bordering on partisan approach  shamelessly as stooges
in defense Why now and not then is the high light argument .Intellectuals
 in all fields have registered their protest by returning awards, as Govt
has no control on them ,calls them rabid, motivated by political party and
for losing their closeness to ruling party .These arguments appear most
unreasonable and untenable, The present Govt. through surrogates is bent
upon marginalizing the Muslim community, targeting and hitting both
economically and culturally. Enough gal  and vitriolic has been poured on
Christians too. It appears that in  secular co democratic country there is
no living space to others. The senseless ban during Budhist celebration is
trying to appease the community for political mileage  There is no control
on spiraling prices that have reached zenith, hurting common man below the
belt, while Govt is concentrating only on controlling the fall out on
intolerance, with the force at its command

The talk of black money is almost shelved,  Lok Pal Bill is in cold
storage, reforms are  taking place at snail place ,the functioning of
Parliament is held to hostage by opposition., The  novel method  of dissent
was first used by BJP to stall proceedings and did not hesitate to use  as
the best form .Now they are getting the taste of their own medicines
replicated by the  opposition. Crime against women, rapes, murders is
  being accelerated. Unemployment is rising, frustrating the young work
force entering the employment market .The fringe groups are  emboldened by
taking law into their own hands and the state is reduced to mere spectator
enjoying ring side view, as if, giving indirect, tacit approval .It is

Panaji: Santa Cruz MLA Babush Monserrate on Monday disclosed that he is all
set to join the Nationalist Congress Party (NCP) ahead of the 2017 Goa
Assembly elections.

Monserrate, is now an unattached legislatorafter he was expelled from the
Congress party in April this year.

Monserrate told GT that  he had already met NCP supremo Sharad Pawar during
the latter's visit to Goa a few months ago and discussed his plans to  join
the NCP.
He said that he had told Pawar lthat the NCP should fight the next Assembly
polls on its own strength and he would shoulder the responsibility.
Monserrate said that though he cannot join the NCP since he was an
unattached MLA, he will work to strengthen the organization in Goa.
"I will meet the NCP national leaders and start the process of
strengthening the organization and see that all 40 block committees are
constituted soon, " Monserrate said adding , the work of building the
organization would begin after Diwali festival.
"To begin with, I will reconstitute block committees in all five Assembly
constituencies from Tiswadi taluka and start membershiop drive. I will also
appoiint the president of Nationalist Youth Congress (NYC)," Monserrate
said adding that the NYC leader will hail from Taleigao constituency. To a
question, Monserrate ruled out the possibility of NCP forging an alliance
with the Congress party. "Everybody is deserting Congress and many former
and sitting  MLAs are in constant thouch with me ", he said.
Monserrate on Monday met NCP State president Jose Philip D'Souza and
spokesman Trajano D'Mello at a city hotel in Panaji.
Jose Philip also confirmed the entry of  Monserrate into the NCP and that
the party will go alone and contest all 40 seats in the next Assembly
Elections.
The NCP State president  also blamed the former Chief Minister and the
current leader of the Opposition Pratapsing Rane for allowing casino
operations in Goa stating that the curse brought by the Congress had
created a lot of social tensions for  the people of Goa at large.
NCP spokeman Trajano D'Mello said that though the people were fed up with
the Bharatiya Janata Party (BJP) they were also not ready to accept the
Congress as a credible alternative.
Trajano said that the NCP will work hard in the State to provide alternate
credible party to the people of Goa by pushing both - BJP and the Congress.


COMMENTS:
With all players promissing to field all 40 candidates individually [read
Congress, GVP, NCP, Shiv Sena under Ajit Singh Rane, GSRP min. 30, Vijay
not ruling out a new regional front,  MGP threatening to go it alone, all
those who have set their minds to contest the 2017 elections must be, in
deed, salivating and drooling in their mouths. No wonder not many want to
consider GSRP because the very mention of the name, the drool dries out.

The most drooling in the mouth must be NCP's Supremo Sharad Pawar who must
have contracted that Babush Monserrate shell out at least 100 Cr to
the dried out coffers of the Goa NCP, not forgetting Jose Philip D'Souza
and Trajano D'Mello. Naturally, it is a Ghar Wapsi for all the  'rolling
stones' put together who gather no moss but are slippery as hell even
without the much needed moss to slide.

Met Trajano D'Mello today at the funeral of Daryl Menezes of Xhell,
Bastora,  brother of Evrell Menezes and a dear friend of mine.[Trajano and
Glen seem never to miss a funeral in the Aldona constituency, what with
Trajano having put his stake for 10-Aldona !] I made it a point to slide
towards Trajano at the cemetery's line up to wish the bereaved family to
ongratulate him over the new acquisition and to tell him that the NCP's
SENSEX has hit the roof today with GT's front page news. "Yes" , he said,
"wait for some more time and it will hit the bottom". With what we read
above, this does not seem likely to happen. But we never know. Trajano is
Trajano.

There is a difference between Adv. Suhas Walawaiker and Babush Monserrate.
One iwas a  'dry dates' merchant and the other is 'KING MIDAS'.
The bet is NCP will never forgo the chance to hand over the keys of its
empty coffers to KING MIDAS.

On the point that Trajano has made that both BJP and Congress needs to be
pushed aside, we at GSRP feel that  one who is going to push these two
Narkasurs aside must  itself be on very  firm  and non slippery ground
which the NCP leadership is not..

The  Goa Government has sent a reminder to Sanjit Rodrigues, the Managing
Director of the Goa State Infrastructure Development Corporation (GSIDC)
who is also the Commissioner of the Corporation City of Panaji (CCP)
seeking his explanation on his three week long absence from work in
September.


In a letter to Sanjit Rodrigues, the Under Secretary Personnel Meghana
Shetgaonkar has sought on a top priority by 9th November the comments of
Sanjit Rodrigues on the complaint filed against him. The reminder has been
sent to Sanjit Rodrigues after he failed to reply to the earlier letter
sent to him by the Government on 8th October.


In September Sanjit Rodrigues was untraceable and nobody at either the CCP
or GSIDC knew about his whereabouts. Sanjit Rodrigues who had been seen at
CCP on 4th September returned back only on September 28th after a three
week long unauthorized absence.


As Sanjit Rodrigues has been accused of frequently travelling abroad for
shady deals of his political masters, his passport needs to be scrutinized
to ascertain whether he has been obtaining necessary clearances from the
Vigilance department to leave the country.


Sanjit Rodrigues’s high-handed behavior and unauthorized absence from work
is contrary to the service rules and the laid down protocol for government
officers. His habitually disappearing without even informing his immediate
subordinate officers cannot be condoned. Such conduct is also contrary to
the government’s much publicized mantra of Good Governance and Transparency
in Administration.


In September last year Sanjit Rodrigues who is a known errand boy of
Manohar Parrikar had similarly left Goa without informing and was later
found trapped in the Kashmir floods.


For Panaji to even dream of being a smart city the Corporation of City of
Panaji would first need to have in place a full time, honest and very
transparent Commissioner at the helm of affairs.

Four years after Punjabi became Canada’s third most common language, it 
has now attained the same status in the country’s new Parliament after 
English and French following the election of 20 Punjabi-speaking 
candidates to the House of Commons.
Twenty-three Member of Parliaments of South Asian-origin were elected to 
the House of Commons, Parliament of Canada on October 19 parliamentary 
elections.


Three of them — Chandra Arya, born and raised in India, Gary 
Anandasangaree, a Tamilian and Maryam Monsef of Afghan origin — do not 
speak Punjabi, The Hill Times Online reported.


Of the 20 who speak Punjabi, 18 are Liberals and two are Conservatives. 
Among the newly-elected Punjabi-speaking MPs, 14 are males and six are 
females. Ontario elected 12, British Columbia four, Alberta three and 
one is from Quebec.


Prime Minister-designate Justin Trudeau is scheduled to unveil his 
Cabinet this week and some of these Liberal MPs are expected to be 
included in the front bench.


“The voice of the Indo-Canadian community will now be very well 
represented in the Parliament. In the overall aspect of it, the South 
Asian community won,” MP Deepak Obhrai of Conservative Party said.
In an interview with the paper, Navdeep Bains, a Liberal MP, said 
although 20 Punjabi-speaking MPs have been elected, these MPs represent 
all constituents regardless of their party affiliation or ethnic origin.
“It speaks to our commitment to diversity and allowing individual (MPs) 
to play an important role in our political institutions. The main issue 
to understand is that we have a very clear mandate to execute our 
platform and we also have a responsibility to represent our 
constituents, which are very diverse,” Bains said.
Iqra Khalid, the Liberal MP who was born in Pakistan, said the diversity 
of the newly-elected House reflects the true make-up of Canada.


According to Statistics Canada’s 2011 National Household Survey, 430,705 
Canadians identified Punjabi as their mother tongue, making it the third 
most common language after English and French.
The 430,705 native Punjabi speakers make up about 1.3 per cent of 
Canada’s population. The 20 Punjabi-speaking MPs represent almost six 
per cent of the House of Commons.
