[Goanet] IFFI MUST GO

In 2004 then Chief Minister Manohar Parrikar did the people of Goa and
Panaji in particular the biggest disservice by consenting to host the
International Film Festival of India (IFFI) in the State. For the last 12
years it has been a 10 day annual nightmare faced by Goans in the hosting
of IFFI which has in no way benefited the State but only been a big window
of opportunity for the politicians in power to rake in huge moolah. Even
the small contracts of the event have not been entrusted to the locals.


With its crumbling infrastructure Panaji is already a very congested city
and the traffic chaos on account of IFFI is something the city could do
without. With the fun and frolic at tax payers expenses, IFFI has only
further burdened an already cash strapped State, besides the extra pile up
of tones of garbage IFFI generates and the municipal authorities have to
grapple with. The common man also suffers as the day to day government
administration takes a 10 day holiday with officials all pre-occupied with
the IFFI fiesta.


IFFI has been a bonanza only to the workers of the political party in power
and not been advantageous to the State. The ground reality is that what is
being staged infact is the International Fraud Festival of India. Time to
bid it a farewell and free Goa from this unwelcome extravaganza.

Gabe,

I am sure, the hoteliers in Goa may be salivating at the prospect of having 
more Russian tourists because of the Russian government decision to block 
Russian tourists from visiting Turkey. However, I beg to differ on the outcome 
...

For the past year, the ruble lost "only" about 10% against the lira, while it 
lost some "crazy" 25% against the rupee. Unless you are a deep pocketed 
Russian, you may not be able to afford Goa anymore. 

If I was a deep pocketed Russian (where cost does not matter), I'd rather go to 
the Caribbeans where the Russian currency may have fallen just a bit more than 
it did against India. The Caribbeans are far more cleaner with gorgeous 
beaches, water sports and adventure themed activities.

What does Goa have? Pot?

Well ... one can get that in the Caribbeans too - where the major suppliers 
aren't too far (Mexico, Colombia et al).

We Can Be Less Racist.

We are honest, we are compassionate and kind, we are educated, sportsmanship
and music is in our blood and fear of God in our psyche, but we have our
faults and sometimes they overshadow the virtues.  Under the banyan tree of
our blessings, I wonder where those ugly traits could come from. It's not
that our heritage was bed-rocked in war, competition or deprivation. In
fact, when you look at other races and communities, we are heirs to one of
the most peaceful, co-existential ancestry lines in a fertile land. We were
once Hindus, but even after converting, there was no being 'more Catholic
than the Pope' for us. We embraced the Hindus, as they did us, no bitter
recriminations from either side for changing religion.

 

However, no one can credibly deny that we possess two hugely undesirable
burdens we could do without. We are racists of a high order and we are
always critical of the members of our own community who take leadership
roles, giving unflinchingly of their time and effort. Popularly known as the
crab mentality, it is not unique to Goans, but a blot on the community
character nevertheless.

 

Perhaps the racism came from the Catholic Church in Goa and the caste system
it perpetuated as a colonial strategy. Instead of firmly abiding by
Christian teachings, the Church not only turned a blind eye to outright
discrimination, but actually perpetuated it. Separate pews in Churches and
Chapels to divide the casteless, poor and humble, graves of different
classes in cemeteries, distinguishing clothing and responsibility in church
processions, denial to the priesthood for the less privileged - the list
goes on and on. Nurtured in the village, these habits were transported to
foreign lands where instead of weakening, they became even stronger and
extended beyond generation. Added to the Indian abhorrence for a darker
skin, look for yourself and see how many of our younger generation marry
whites and how many blacks. That is telling evidence.

 

In present times, this manifests itself in Islamophobia, the latest form of
racism. I have been an unwilling witness to Goans railing about the Muslims
being natural terrorists, religious zealots and worse. Why this selective
hatred? Have we not forgotten the racism experienced by the Diaspora in
earlier years? The fair-skinned perpetrators have evolved for the better and
moved on. We seem to have been stuck in the groove.

 

Every time I go to a Goan function, I am grateful for the good time. Of
course I regret that we have to restrict ourselves to mere song and dance
and the occasional Konkani play, but hey, I go to meet people, listen to
live music and take a break. Therefore I am grateful to those to make such
things possible by working behind the scenes, tirelessly, driving all over
the place (Toronto has huge spaces, often you have to drive 10 kilometers or
more for the littlest thing), blocking their personal time for all this. It
irks me no end when I hear unnecessary and unwanted criticism about the
people involved.

 

Goan clubs and associations which are the lifeblood of the Goan community in
Toronto as elsewhere in the Diaspora today as they were in Africa, Pakistan
or any large city in India, especially Bombay, in the last century, are
recently in an unwelcome trend, seeing much infighting. Money is not the
problem. Most of them have healthy cash inflows and even healthier reserves.
The problem is in the egos. Some bring their volunteerism with an agenda.
They are a definite minority but they can raise havoc and sap the energy of
the others, discouraging formation of future committees. For example one
club had its Treasurer resigning and walking away with the books, refusing
to turn them in. In another, each member thinks he is the President,
confusing everybody. In a third, resolutions passed are blithely ignored by
vested sections. Hope all this goes away. More of it and we will lose the
gifts handed down to us by the founding visionaries of those organizations.
Let better sense prevail.

LISBON -- Portugal’s president on Tuesday appointed anti-austerity
Socialist leaderAntónio Costa as prime minister in a move that ends weeks
of political turmoil but opens the door to a period of economic uncertainty.

The ascent of 54-year-old Mr. Costa, the former mayor of Lisbon, makes
Portugal the second eurozone country this year after Greece to rebel
against a belt-tightening recipe imposed on troubled Southern European
economies by the European Union’s executive arm. Greece’s rebellion, which
started with the election of far-left Syriza party in January, has been
short-lived, with the government now imposing austerity measures to meet
the terms of its latest EU bailout.

Mr. Costa, who has formed a parliamentary alliance with three euroskeptic
far-left parties, will also face challenges making good on his pledges to
increase public wages and unfreeze pensions. Such was the concern of the
Portuguese political establishment over the proposals that President Aníbal
Cavaco Silva on Monday insisted that Mr. Costa adhere to six conditions,
including maintaining a tight budget and strong banking system, before he
named him as prime minister.

Mr. Costa’s appointment comes weeks after Oct. 4 national elections in
which the center-right coalition of incumbent Prime Minister Pedro Passos
Coelho won the most seats in parliament, but lost its majority there. Mr.
Cavaco Silva, who once headed Mr. Passos Coelho’s Social Democratic Party,
reappointed the prime minister, but his government collapsed 11 days later
as its program was voted down in parliament by the center-left Socialists
and the three leftist parties.

On Tuesday morning, Mr. Cavaco Silva met Mr. Costa for the second time in
two days. After the meeting, the president issued a terse statement in
which he said he taken “due note” of the answers Mr. Costa had provided to
his six governing conditions, and had decided to appoint him prime minister.

Mr. Costa’s administration will be the first Portuguese government
supported by far-left parties in the country’s four decades of democratic
rule. It results from weeks of negotiations between Mr. Costa and the
leaders of the Communist, Green and Left Bloc parties. Mr. Costa likened
the process to “tearing down the last remains of a Berlin Wall.”

Mr. Costa’s ambitious political deal-making has surprised few close to him.
A lawyer who is the son of a Goa-descendent poet and Communist militant,
Mr. Costa has shown a penchant for creative gambits throughout his
decadeslong political career.

In 1993, when he ran for mayor of a small town, he organized a race between
a red Ferrari and a donkey through traffic-clogged streets to show the
region needed a metro line. The donkey won, although Mr. Costa lost to the
Communists by a small margin. Mr. Costa went on hold three ministry posts
in Socialist governments, including head of internal affairs under former
Prime Minister José Sócrates between 2005 and 2007, and to a successful run
for mayor of Lisbon in 2007. The just-named prime minister, who was elected
for a second term as Lisbon’s mayor in 2013, took over the Socialist
leadership last year following an internal power fight with the then
President António José Seguro.

After the Oct. 4 vote, Mr. Costa seemed set to quit. In a speech, he said
he wouldn’t stand on the ruling coalition’s way unless other leftist
parties in parliament agreed to form a majority behind the Socialists’ own
pro-EU program. Such a pact seemed a long shot during the campaign. Left
leaders criticized the Socialists for using anti-austerity rhetoric while
ignoring the need for a restructuring of the country’s high debt. Mr.
Costa, meanwhile, accused the far-left of having “fantasies of
nationalization.”

But the Communists and the Left Bloc were eager to end Mr. Passos Coelho’s
government and that made them unusually open toward an agreement, political
analysts say.

João Galamba, vice president of the Socialist parliamentary group, said his
party made clear that others would have to accept working off the budget
spreadsheet drawn up by the Socialists. Despite his differences with the
policies advocated in Brussels and Berlin, Mr. Costa has offered assurances
that he is committed to keeping the budget deficit below 3% of gross
domestic product, as required by EU rules. “It surprised us that they
accepted, given this had never happened in 40 years,” said Mr. Galamba.

Not everyone is so sure that Mr. Costa’s alliance is founded on solid
political ground, however. Francisco Assis, a Socialist lawmaker, warned
that his party will be hostage of a far left that has little in common with
the center-left. Manuela Ferreira Leite, a former finance minister and
member of Mr. Passos Coelho’s party, called the Socialists’ move “a true
coup d’état.”

civilians visiting the Grand Island to celebrate the Feast and Pray. It
seems that the  Martial law that was imposed on peaceful Goans in 1961
telling them that they have been liberated while being terrorized is still

after. GOA must now burst into the FLASH-MOB activity once again, the

militarized for no reason at all, the eye of Indian defence forces being on

This is less for the security of the Nation or of Goa but more for
rehabilitating spent forces, leisure and entertainment at the cost of
Goans. GOA MUST NOW BURST OUT OF ITS SEAMS TO TELL THE NAVY TO  GET OUT,
the military to get out of Panjim City.   The recent man-handling
of peaceful protesters in the most unprofessional manner by the Goa
Police in Panjim [21st November, 2015] by invoking Section 144 when Panjim
was rocking to the tune of IFFI showcases that the 1961 Martial Law is
still in existence. COME ON GOANS! Fr. Bismarque Dias they may have taken
out. But there is no dearth of others who will walk in his  foot-steps to
SAVE GOA AND GOANS from these uncouth marauders. THIS IS THE  FINAL CALL
FOR THE REVOLUTION that Fr. Bismarque Dias was propagating. Let us drown
them in the tumultuous sea they have created for themselves and not part it

bound to disperse those there. 
The real question is who is denying these permits. 
Pointing fingers at the police is not going to resolve anything as the problem

 I too was arrested on similar grounds i.e. for using camera.
SP Umesh said only media can use camera so he ordered to arrest me.
But I never made it to any police station nor lockup

While they were taking me (catching hold of my arms, I cooperated) form ferry  
main road to towards Captain of Port, at least 2 others changed hands
I asked the last two why I am being arrested and I wanted them to say on camera 
which I had switched on.. the two were scared or nervous and decided to release 
me on advice not to return back to the scene... I straight went to the scene 
and took SP Umesh Gaoncar pic from opp side  road (bus stop/neelam bar)..

HOW 
I WAS ARRESTED ON 21ST OF THIS MONTH. 

On Saturday, 
21st of this month, I went to Panjim to participate in the Rally to support the 
demand to get the real truth from the government of the cause of the death of 
activist priest, Fr. Bismark and who is really responsible for his death. At 
3.00 PM I noticed a posse of Policemen, males and females in full uniforms with 
Lathis in their hands, standing against the parapet near the Ferry Jetty. At 
about 3.15 PM a few females with one male went there and stood against the 
parapet. One Policeman approached them telling to go from there otherwise they 
will be arrested. They moved from there and came to the opposite side and saw 
me talking to Kennedy Afonso who just reached there. 

Within a few minutes the number of people swelled holding Black Flags and some 
wearing Black Headgears. Then at about 4.00 PM from the other side of the road 
opposite Ferry Jetty, people starting walking very peacefully to the Cross to 
Pray, to light Candles and to garland the Cross with Flowers. Somebody came 
with the Poster and a Banner of Fr. Bismark. While everything till now was 
going on smoothly and as media persons were clicking photos and video filming 
the movement that includes me too with a Camera in my hand, suddenly one Police 
Officer came and started shouting at the people to remove the Banner and Poster 
of Fr.Bismark, commanding to stop lighting Cndles to the Cross, snatching Black 
Flags from the hands of the people very roughly and even the Headgears. 

While doing this the Policemen numbering over 50, did not show even human 
decency to the females proving that they treat their wives, sisters and mothers 
in a similar manner with rudeness. During this moment I noticed nothing but 
Salazar’s Raj in Goa, Hitler’s ruthlesness in these Policemen and Saddam 
Hussein’s anger. From their body language, expression and facial appearance I 
observed in them nothing but hatred for the people gathered there giving a 
communal touch to the whole episode. 

Then these Policemen started pushing the gathered people into the waiting 
Police Buses, I saw three Buses, even females were pushed roughly. While I was 
clicking Photos,I saw one Policeman pointing his finger to me and directing 
another Policeman to catch me and push me into the Police Bus. Accordingly, the 
concerned Policeman came to me, put his hand around my neck. At this moment I 
politely asked him, “What?” He said go into the Bus and without any resistance 
I entered the Bus. 
>From my Seat I expressed to the outside mediamen that “Salazar is still ruling 
Goa. There is no freedom in Goa, there is no democracy in Goa. That to say Goa 
is liberated is wrong, it is a fake liberation. Goa was not liberated on 19th 
December 1961 but conquered and as such Goans are treated like slaves”. Then 
our Bus started moving taking us to Anjuna Police 
Station.

After about 45 minutes we reached to our destination where in the Compound of 
Police Station we were let on our own. We were all standing listening to the 
speeches of some speakers among us, others were simply roaming in the Compound 
where the main Gate was kept open. Some people were freely moving out and after 
45 minutes of simply waiting there, I too moved out and came on to the main 
road where I saw some of my friends waiting to see me. One of my friends then 
gave me a Scooter lift and dropped me to my place at Candolim. 

Thus I got myself freed from the accidental arrest when I went there "with 
intentional court arrest".

Training Centre  Hq. is in the middle of Panjim city.


In the U.S. the defense headquarters called Pentagon is not in Washington D.C. 
but far away in the State of Virginia. Their Navy too is far away from the New 
York harbour.

Response:
While the Pentagon is not in Washington, in America we welcome military bases 
in the civilian community because that brings in government expenditure into 
the local economy and also provides jobs for local community.
As an example, the San Diego naval base is in the middle of the city of San 
Diego.  Goans need to learn to count their blessings.

"Climb on my bike," I told my Bomoicar (Bombay Goan) friend.
He promptly agreed, and we took off on a ride to somewhere.
We spent a part of the evening visiting a hidden Goa, one
which we know so little of, and one which is changing so
dramatically even beneath our busy eyes.

  Our Bomoicar has been making regular trips to Goa
  for quite a few years now. He has been caught up in
  a tenancy dispute. Someone whom his family was
  generous to, and had permitted to stay in their
  only family house, stayed on and has claimed
  tenancy rights.

A few hundred square metres of land lost. With it, their
ancestral link to a region they consider home. And, the
bitterness of having to face an unfair system. Frustrations
on realising that this might be affecting so many other
individuals, each of whom is unaware of the other's problems.

Repeated visits to Goa, frequent adjournments, and being
treated as an alien in your own land. This has been his
story. Nobody is in a hurry to sort out this decades-old
problem. Meanwhile, he stays in paying guests accomodation,
or modest hotels, on each visit. The family which was offered
shelter out of pity, clings on and claims 'mundkarial' rights
in a home they were merely allowed to temporarily live in.

Local religious leaders refused to offer a world on what
should also be issue of ethics. Families not staying here do
not have a single vote; so politicians would favour those who
have the numbers on their side. Here.

For the last many decades now, Goa has been dazzled with an
amazing set of statistics. We have been repeatedly told how
rapidly the state is changing -- for the better, of course --
and how the figures support this claim. But figures can
misrepresent, if not actually lie. Figures also ignore human
tragedies and the bitter tales of many groups of individuals.

When my family returned to Goa in the 1960s, there were many
people moving both out of, and into, Goa. The trend of
migration into Goa was a fairly new one, due to the jobs that
were then just opening up in some sectors.

But out-migration had already been established for a few
generations. Even as a child, one could notice that the
village of the Goa of the 1960s comprised mostly of
grandparents and grandchildren. There was a missing
generation in between.

In the central coastal areas of Goa, there were, even then,
more people moving out, than moving in. Houses were easy to
rent out. Our family took on a largish, maybe 300-400 square
metre house, at a rent of a mere Rs 15 per month.

In those times, people trustingly allowed you to live in
their homes, not knowing what was to come up soon. They would
not bother with 11-month-leases and the like, and everything
ran on trust.

By the late 1960s, people wisened up to the situation. If
based outside Goa, in those days where media was not as
active, they took time. Our landlady pleaded that the family
needed back their home in a hurry, so could we find some
alternative place urgently? As chance would have it, we were
already preparing to move out, and sought a few months more.

It probably didn't strike my parents that they could grab
someone else's house due to a loophole in the law; or if it
did strike them, thankfully they did not have the treachery
enough in them to carry this out.

Statistics tell us that Goa's per capita income is
tremendiously high. That we have more jobs on offer than any
time in the past, since when statistics were maintained.

We rode right on to encounter this reality.

The main road that once lead into the village has meanwhile
become a side road. The bigger road ran past some major
industries, and on to a bridge taking you to Mumbai, some 600
kms away.

Decades ago, when we sat in the old carreira (or caminhao,
the old style bus of the Goa of the 1960s) headed down this
path, it was one hell of a drive full of anticipation. Now
too, like then, the curved road down the slope showed up.
Then the overbridge, a strange structure. To the right, was
the old bus-stop, and the chapel, almost invisible a little
distance ahead.

Going under the overbridge took you past the school. It was a
tiny shalla then, where the caminhao parked. Now, a large
school structure was up in its place. The village looked the
same, except with a lot more houses vying for the same space.

The affluence and vitality which came back with the
Africanders (Goan expatriates returning from Africa) was
clearly lacking. The village looked dusty and aging.

  The houses came in different types. For some
  reason, there were few or none of the flashy
  Gulf-funded houses that one sees in some parts of
  Goa. Instead, there were a larger than expected
  houses in a poor state of maintenance. The kind of
  home that has seen better days, built in times of
  affluence, and has now probably passed on to

Actually (Brits and) Russians also flocked by the thousands at Sharm El
Sheikh beach resort at Sinai (Egypt) prior *Bombing of Russian passenger
jet by ISIS over Sinai. (Nearly 20,000 Brits were stranded awaiting
emergency evacuation aftermath bombing Russian passenger jet by Daesh
(ISIS). The photos of the resort are amazing (check the DM link below)! Now
Russians have been ordered off Turkey (after Turkey shot down one of
Russian Airforce jets lately) and recommended to visit Cuba, south China,
Vietnam and they say Goa has not been lifted off the ‘safe’ destinations.*

I am sure, the hoteliers in Goa may be salivating at the prospect of having
more Russian tourists because of the Russian government decision to block
Russian tourists from visiting Turkey. However, I beg to differ on the
outcome ...

For the past year, the ruble lost "only" about 10% against the lira, while
it lost some "crazy" 25% against the rupee. Unless you are a deep pocketed
Russian, you may not be able to afford Goa anymore.

If I was a deep pocketed Russian (where cost does not matter), I'd rather
go to the Caribbeans where the Russian currency may have fallen just a bit
more than it did against India. The Caribbeans are far more cleaner with
gorgeous beaches, water sports and adventure themed activities.

What does Goa have? Pot?

Well ... one can get that in the Caribbeans too - where the major suppliers
aren't too far (Mexico, Colombia et al).

You have rightly pointed out that IFFI MUST GO as it benefits no Goans with

the event have not been entrusted to the locals.

Besides, IFFI has only further burdened an already cash strapped State,
besides the extra pile up of tones of garbage IFFI generates and the
municipal authorities have to grapple with. The common man also suffers as
the day to day government administration takes a 10 day holiday with
officials all pre-occupied with the IFFI fiesta.

May I also add my two bits for what it is worth:

Thank god, you were escorted by two cops holding your arms (and apparently
allowed to go free). In one of world’s top democracies, one would have been
pinned to the ground, arms twisted behind, handcuffed and showed into
waiting patrol car, slight resistance one would have been physically
manhandled, perhaps even shot point blank saying one threatened!! Good for
our cops even ‘lathi’ is a privilege.  Is it necessary to obtain prior
‘permission’ for events of this kind? Merely ‘courting arrest’ may not be a
good idea. If desired, the cops could apply various ‘sections,’arrest and
file case and once case goes to court, there will be countless appearances
at the court, mostly ‘show face’ and return for another date, which will be
numerous if the govt. counsel so desires, just to harass. Further one has
to hire the services of a lawyer to defend.

If the organisers did not have a permit for their rally, the police are
duty bound to disperse those there.?
The real question is who is denying these permits.?
Pointing fingers at the police is not going to resolve anything as the
problem lies elsewhere.

On Saturday,
21st of this month, I went to Panjim to participate in the Rally to support
the demand to get the real truth from the government of the cause of the
death of activist priest, Fr. Bismark and who is really responsible for his
death. At 3.00 PM I noticed a posse of Policemen, males and females in full
uniforms with Lathis in their hands, standing against the parapet near the
Ferry Jetty. At about 3.15 PM a few females with one male went there and
stood against the
parapet. One Policeman approached them telling to go from there otherwise
they
will be arrested. They moved from there and came to the opposite side and
saw me talking to Kennedy Afonso who just reached there.

Within a few minutes the number of people swelled holding Black Flags and
some wearing Black Headgears. Then at about 4.00 PM from the other side of
the road opposite Ferry Jetty, people starting walking very peacefully to
the Cross to Pray, to light Candles and to garland the Cross with Flowers.
Somebody came with the Poster and a Banner of Fr. Bismark. While everything
till now was going on smoothly and as media persons were clicking photos
and video filming the movement that includes me too with a Camera in my
hand, suddenly one Police Officer came and started shouting at the people
to remove the Banner and Poster of Fr.Bismark, commanding to stop lighting
Cndles to the Cross, snatching Black Flags from the hands of the people
very roughly and even the Headgears.

While doing this the Policemen numbering over 50, did not show even human
decency to the females proving that they treat their wives, sisters and
mothers in a similar manner with rudeness. During this moment I noticed
nothing but Salazar?s Raj in Goa, Hitler?s ruthlesness in these Policemen
and Saddam Hussein?s anger. From their body language, expression and facial
appearance I observed in them nothing but hatred for the people gathered
there giving a communal touch to the whole episode.

Then these Policemen started pushing the gathered people into the waiting
Police Buses, I saw three Buses, even females were pushed roughly. While I
was clicking Photos,I saw one Policeman pointing his finger to me and
directing another Policeman to catch me and push me into the Police Bus.
Accordingly, the concerned Policeman came to me, put his hand around my
neck. At this moment I politely asked him, ?What?? He said go into the Bus
and without any resistance I entered the Bus.

Jim is absolutely right. The beaches of the Caribbean are beautiful and the 
water clean and blue. There also is a brilliant array of things to do and foods 
to sample.

Mervyn,

I submit to you that in democratic countries, Peaceful Processions do NOT need 
Permits. Otherwise, religious processions and zatras would need permits.

In this case the Govt imposed Sec 144 to prevent protests to avoid 
international embarrassment during the Film Festival. That the imposition 
generated more attention to the 'goings on' is quite another matter.

It is worth noting that Sec 144 was promulgated the the Colonial Brits to 
prevent Indian 'subcontinenters' from expressing their opposition to Colonial 
rule.

I believe, however, that IF the protestors had walked Peacefully and Silently 
in Groups of 4.about 100 ft from each other, it would have been very 
difficult for the police to Legally apply Sec 144 on them.

Not very sure how professional the Goa Police are, but it is important to 
remember that Police, without appropriate directives, can get out of hand and 
violent.
